The United States Department of the Navy (DoN) Enterprise Resource Planning (ERP) Program is deploying the largest enterprise-wide information technology (IT) system seen in any public sector organization to date. Along with this landmark project is a multitude of implementation challenges for the Navy to overcome. The DoN is using private industry best practices to establish the Navy ERP Program. Some of the challenges faced by the Navy may stem from the inherent differences between public and private sector organizations. If so, the management of IT system implementations in the Navy must therefore account for these sector differences, and cannot fully rely on private sector best practices. This paper will examine the implementation challenges of Navy ERP with respect to its public sector characteristics in order to provide a baseline for developing a governance framework for future enterprise-wide IT implementations in the DoN.

Abstract:
IT services are increasingly being offered via a shared service model. This model promises the benefits of centralization and consolidation, as well as an increased customer satisfaction. Adopting shared services is not easy as it necessitates a major organizational change, with few documented exemplars to guide managers. This research explores a public IT unit’s realization of shared services with the intent to improve the transparency of its value proposition to their stakeholders. An ethnographic field study enabled in-situ data collection over a 24-month period. We analyzed the resulting, rich process data using the Punctuated Socio-Technical IS Change (PSIC) model. This resulted in several contributions: an explanatory account of shared services realization, an empirically grounded punctuated process model with seventeen critical incidents, and twelve key lessons for practitioners. Several extensions to extant process research methods are developed. These contributions combine to form a detailed and nuanced understanding of the process of realizing IT shared services at a large public university over a multi-year period.

Abstract:
An Enterprise Culture, which looks to replicate improvements to quality and efficiency demonstrated in the private sector, has evolved from health care policy in the English NHS. The aims of this research were to explore the theory underpinning the application of the policy and to challenge and test if the Enterprise Culture has provided a framework for performance improvement in a rural District General Hospital (DGH). The evolution and characteristics of the Enterprise Culture resulting from the convergence of political policy relating to health care revealed a centralised command and control approach to performance expectations and a decentralised means of achieving them through managers and competitive markets. Using a mixed methodology with a dominant quantitative, less dominant qualitative emphasis, this research examined the theory through a critical comparison of the Enterprise Culture present in a single case study of a rural DGH with the Purpose, Process, People (PPP) framework which has led to private sector success. Firstly, the study looked to understand the nature of the central Enterprise Culture target for hospital emergency care: that patients spend less than four hours in the Emergency Department. A quantitative analysis of service demand from patients found that attendance patterns offered opportunity to use PPP techniques to meet the four hour target, but that greater data availability would be necessary to make detailed calculations. A quantitative analysis of the resources provided revealed that capacity was not calculated, planned or monitored to meet demand. Furthermore, an ethnographic study of the operational activities of the hospital’s emergency care system uncovered a lack of defined process and competent actors, departmental barriers and reactionary decisions leading to poor performance against the four hour wait target. Secondly, an intervention was introduced to examine the Enterprise Culture’s ability to generate efficiency and quality improvements. The intervention (care plans and drug chart provision for patients who required clinical observation) addressed a need, specific to the case site and was identified and implemented by clinicians and managers within the hospital’s emergency care system. Practical barriers to conducting research in rural a DGH were encountered during the intervention and its evaluation. The intervention 2 also revealed that although the Enterprise Culture enabled an improvement intervention to meet local needs, pressure from the central target and the competence of people enacting the process did not support its continued efficacy. In conclusion, in my contributions to subject knowledge, I argue that the Enterprise Culture present in the case site does not support the policy aims for generating quality and efficiency. The central four hour target remains too influential and causes reactionary operational activities. Processes and staff competent in following them are not adequate to meet the demands placed on the service of the emergency care system studied. Finally, the whole emergency care system has a great influence on the Emergency Department’s performance and should be considered when evaluating its performance and decisions about service structure.

ENGLISH ABSTRACT: The Western Cape Education Department (WCED), through the Department of Public Works (DTPW), launched the Grade R classroom programme in 2009 to increase primary school enrolment in less privileged communities. Due to the low construction contract values the programme has attracted SME contractors. These SMEs have stalled the programme by either not delivering on time or by going insolvent whilst building Grade R classrooms. This research investigated the challenges encountered by SME contractors in delivering Grade R classrooms. The objectives of the research were achieved by means of a questionnaire administered through telephonic interviews and face-to-face interviews. Thirteen contractors have taken part in the programme since 2009. All contractors who have built the classrooms in the Cape Metropole region were contacted for a telephonic interview of which 12 agreed to participate in the telephonic interviews. Descriptive statistics were used to collate and discuss the challenges reported by the contractors. The findings are similar to other studies of SME contractors. SME contractors that took part in the survey confirmed that financial factors, economic and external environment, management skills and expansion and growth factors have been affecting their businesses. The fifth factor, which is the project specific factor, had the most interesting data. Nine out of twelve contractors interviewed indicated that they were not satisfied with the grade R contract working environment. If it was not for scarcity of work, they would not tender for Grade R classrooms. Nine out of twelve contractors interviewed indicated that the DTPW and its agents hindered the successful delivery of Grade R projects through their actions. The main reasons given were the late handover of sites, incomplete construction information, unreasonable construction period, numerous specification changes and delays in processing information. What emerges from the data collected is that the DTPW needs to address the challenges highlighted in this research report. Addressing the challenges will ensure the success of the Grade R programme. This will be beneficial to both the SME contractors and the DTPW. The study also makes recommendations on how to address the challenges.

ENGLISH ABSTRACT: The Education Management Information System (EMIS) is the business unit that is responsible for information management and business reporting in the Department of Education. EMIS finds it difficult to provide high quality information to the Department of Education internally and its stakeholders externally and attributes the reduction of the quality of its education information to factors such as the organisational nature of the South African education system, the lack of information management standards and practices, the low level of information technology skills in EMIS, the existence of a multitude of disparate information systems in the Department of Education and Provincial Education Departments, and the apparent discontinuity in the flow of information from education institution level to the national department and back. Most research in information management confirmed the state of EMIS as being typical of most large organisations whose functioning depends on the quality of their information. The factors that influence information quality in EMIS had been identified as accuracy, timeliness, consistency and relevance of the information. A “quick-fix” to the information problem is not possible but research in information systems management indicates that there are trends in the electronic business arena that may provide an acceptable solution to most of the problems encountered by EMIS. This report investigates the nature of EMIS problems in terms of information management and investigates possible solutions to the problems. The investigation is done within the framework of acknowledged information systems planning process and aligned to the process model of information management. An exposition is given on the theory pertaining to information management, information systems and information systems management to give insight into the particular fields of study and their interdependencies. A section on business intelligence is included since business reporting is the primary function of EMIS. Investigations into information systems development indicate an exponential growth in electronic technology development specifically the Internet and the Web. The information systems plan provides the framework or set of guidelines to determine the information systems solution that will be able to solve their problems. The research report included four stages of the information systems plan framework. The first stage pertains to the identification of minimum information required from the education sector and supporting sectors to provide high quality education information for decision-making and planning. The second stage determines and benchmarks the state of EMIS in terms of information management processes. The third stage investigates the trends in electronic business and specifically electronic information systems applications. Current best practices indicate that a possible solution to information management problems in large organisations is the application of a web-based, electronic, enterprise-wide, integrated information system.
AFRIKAANSE OPSOMMING: EMIS as ‘n besigheidseenheid in die nasionale Onderwysdepartement is verantwoordelik vir inligtingsbestuur en verslaggewing. EMIS vind dit moeilik om hoë kwaliteit inligting intern aan die onderwysdepartement en ekstern aan sy rolspelers te verskaf. en skryf die verlaging in die kwaliteit van inligting toe aan faktore soos die organisasiestruktuur van die Suid Afrikaanse onderwysstelsel, die gebrek aan standaarde vir inligtingsbestuur en -praktyke, die lae vlak van inligtingstegnologiekennis van die personeel in EMIS, die bestaan van ‘n magdom van ongelyksoortige inligtingstelsels in die nasionale onderwysdepartement en provinsiale onderwysdepartemente en die sigbare diskontinuïteit in die vloei van inligting vanaf die onderwysinrigtings na die nasionale onderwysdepartement en terug. Die meeste navorsing in inligtingsbestuur bevestig dat die toestand waarin EMIS verkeer tipies is van die meeste groot organisasies wie se funksionering van die kwaliteit van hulle inligting afhang. Die faktore wat ‘n rol speel in die kwaliteit van inligting in EMIS word geïdentifiseer as akkuraatheid, tydigheid, uniformiteit en geldigheid. ‘n Vinnige oplossing vir die inligtingsprobleem is nie moontlik nie maar navorsing in inligtingstelselsbestuur dui aan dat daar tendense in die rigting van elektroniese besigheidarena is wat aanvaarbare oplossings bied vir die meeste van EMIS se probleme. Hierdie verslag ondersoek die aard van EMIS se probleme in terme van inligtingsbestuur en ondersoek moontlike oplossings vir die probleme. Property Management, one functional area within Right-of-Way offices in state transportation agencies, is responsible for managing the property acquired for highway projects. These activities are data and document intensive and efficiency for performing them would be improved through the implementation of an information management system. Because of the geospatial nature of many of these activities, geographic information systems (GIS) would increase the effectiveness of this system. A literature review and survey were conducted to understand the current state of practice for the use of GIS and information management systems in Property Management. There is no identified comprehensive system that covers all Property Management activities. An initial step in developing a geospatially-enabled enterprise-level information management system, a logical model was developed. This included developing the business process diagram, business process models, and use case models based on the principles of systems engineering using the Computer Aided Software (CASE) Enterprise Architecture. Activities that would benefit from a geospatial component have been identified and included in the models. The developed models have been validated by working with PennDOT staff. The resulting model serves as a standard template for state transportation agencies and helps conceptualize the advantages of integration and interaction with other systems, and geospatial enablement prior to investment in an information management system.

Teachers' subject knowledge is a significant aspect of teachers' practice and worthy of further research. This research focuses on how 'expert' geography teachers use their subject knowledge and its relationship to their practice. The research consists of three over-arching themes: geography teachers' subject knowledge; other influences on teachers' practice and teacher 'expertise'. The research is based upon data collected on six examples of 'expert' geography teachers. Data were collected in two cohorts and focused on illuminating teachers' practice, personal motivations and relationships with academic and school geography. These data were coded, described and analysed using a framework, described as the 'cultures of influence' map. The research highlights new understandings about how these teachers used their subject knowledge. The six teachers were encouraged, at interview, to articulate individual philosophies and theories about geography and teaching geography. The research shows that the case teachers ascribed qualities to geography that they valued and wanted to emphasise in their teaching. It also shows that whilst a central influence on their practice, the case teachers' subject knowledge was not always the most significant influence. In examining their practice, analysis revealed three strategies used by these teachers to help students bridge the lesson content with their prior knowledge. The term 'synoptic capacity' is used to describe how teachers can link their lesson content with the subject as a whole. The research calls for policy to refocus on the subject and on teachers' professional practice, to enable teachers to develop and use their synoptic capacity. It also calls for a reemphasis on geography as a resource for teaching in ITE and CPO and for further research into how the subject can affect geography teachers' expertise.

Abstract:
This report is focusing on problems with introducing standard enterprise resource planning systems (ERP) in businesses. A study has been carried out on a service and support department at a Swedish heat metering company, SVM North Node. The study aims to help the company become a better customer in choice and customization of a new ERP system. We make a description of the department studied and the work carried out there, on the basis of learning, knowledge and cooperation. As a final point we present some ideas on how computer systems could support their work, hoping that this will result in them making adequate demands on a new ERP system.
Den här rapporten fokuserar på problem med införande av affärssystem i företag. En studie har utförts på service- och supportavdelningen på ett svenskt elektronikföretag, SVM North Node. Med arbetet hoppas vi tillföra insikter som gör avdelningen och företaget till en bättre kund i sitt val och anpassande av affärssystem. I rapporten beskriver vi avdelningen och det arbete som utförs där i ljuset av lärande och kunskap. Slutligen presenterar vi några idéer för hur datorsystem skulle kunna stödja deras arbete. Syftet med detta är att de ska kunna ställa adekvata krav på ett nytt affärssystem.

The aim of this research assignment was to analyse and compare the specific governance elements in SOEs in the two government departments. A sample of twenty state-owned entities (SOEs) was selected in total, twelve from the Department of Transport and eight from the Department of Public Enterprises. The literature review on corporate governance in general and in South Africa illustrated the importance of corporate governance in any company. A short summary of the origin of governance is followed by a discussion of corporate governance from an SOE’s perspective. The study highlighted that the board of the entity under discussion was critical in a discussion of corporate governance. The focus, therefore, shifted to the role and responsibilities of boards and the individual members. The size, composition, diversity, remuneration and meeting attendance are the important elements that were analysed as the basis of the research. All the data for the analyses were sourced from the publicly available company annual reports for the 2012/2013 financial year of all the SOEs. Based on the analysis of the research findings carried out in Chapter 4, the following conclusion was reached with regard to governance in SOEs in the DOT and the DPE: - In the opinion of the author, governance elements of independence, ethnic diversity, average age and board meeting attendance compare evenly with each other. - The CEO position on boards from both departments is still male dominated. - There were clear differences with regard to gender diversity and the remuneration of CEOs and chairpersons. In this case, the DPE displayed higher figured in both elements. - There is a strong correlation between CEO remuneration and chairperson fee amongst both departments’ SOEs. CEO remuneration and total assets per SOE also correlate well. This, in the author’s opinion, explains the higher salaries of CEOs and chairpersons at SOEs responsible for import strategic infrastructure like Transport and Energy.

This dissertation explores methods to hold directors of SOCs personally liable for irregular, wasteful and fruitless expenditure.

This thesis, through the lenses of technology acceptance theory, and considering the lack of online interactivity in service delivery, aimed at proposing a model of online business registration adoption for re-branding the government Department of Trade and Industry (DTI) Congo-Brazzaville. Task-Technology Fit (TTF) and Technology Acceptance Model (TAM) were the underpinning theories with which the study described the social phenomenon: online business registration adoption at DTI Congo-Brazzaville as branding tool. Arguably, in doctoral level, without underpinning theories, research conclusions look speculative. The use of theory to underpin this study was further motivated by its interpretative nature and the interplay between technical and non-technical factors which are involved in the process of technology adoption in service organisation. To come up with new engagement, and informed from successful implementation of DTI South Africa’s e-governance model, DTI Congo was used as case study; hence the country is known for being at the bottom of the pile when it comes to the ease of doing business ratings. Despite resultant benefits namely increased efficiency, effectiveness and improved service delivery that offer e-governance in making services nearer to citizens and easing the strenuous processes involved in manual operations, not all managers at the DTI Congo advocate the adoption of online business system. The problem is that insufficient advocacy of online business registration enforces the void of re-positioning the organisation vis-à-vis its internal customers (employees) as lean and innovative. The overall research question is: “how does the DTI Congo-Brazzaville intend to improve business registration using online business registration service as a branding tool”? The main objective therefore was to propose online service adoption re-branding and re-positioning DTI Congo-Brazzaville.

The research focuses on an evaluation of the management practices used in the implementation of HIV/AIDS policies and programmes in the South African Public Service, with specific reference to the Department of Public Enterprises (DPE). It was executed with the following objectives in mind:
  • identify the initiatives that have been established for managing HIV/AIDS in the South African Public Service and the DPE, including the relevant legislation;
  • identify the challenges with regard to planning, organising, leading and controlling that are experienced by the DPE in managing HIV/AIDS effectively;
  • identify best practices in the management of HIV/AIDS in the South African Public Service; and
  • make recommendations to address the challenges experienced by the DPE.
From the review of relevant literature, it has been established that the HIV/AIDS epidemic is growing at an alarming rate in the Southern African region, including South Africa. The impact of the epidemic on the socio-economy of South Africa, as well as the South African Public Service, needs to be properly understood so that appropriate measures can be put in place to address the challenges resulting from the epidemic. The research clearly indicated that resources, both financial and human, as well as leadership commitment are required for the effective implementation of policies and programmes for managing HIV/AIDS.

Information and communication technologies are moving fast. Consequently, organisations must be aware of this evolution and adapt to take full advantage of the benefits offered by these technologies. Cloud computing is a new concept of accessing data centers and various computing resources via the internet through any devices and from anywhere. Large organizations, such as Higher Education Institutions (HEI), are gradually adopting cloud computing to reduce their very high budgets. In emerging countries, more and more HEIs are adopting the services offered by cloud computing, more precisely in South Africa in the Western Cape. However, cloud computing affects the way IT services are delivered by traditional HEI IT departments. Thus the objective of this study is to explore the impact of cloud computing on the role of the IT department of HEIs, using a case study. To fulfil this objective, interviews were conducted within the IT department of an HEI, including the IT staff, and it was found that cloud computing affects the role of the IT department by changing the roles and responsibilities of some IT staff, as well as the focus of certain posts in the department. In addition, cloud computing also affects the department's culture. Fortunately, no IT staff have lost their posts. Other results show that training and certification were necessary for the IT to adapt to the changes. Cloud computing adds value to the IT department because it offers a daily 24-hour service as opposed to the traditional IT department.

Abstract:
This study explored the relationship between management and the union in an Eastern Cape Public Sector Department. The study employed both qualitative and quantitative research tools to collect information from the respondents, who gave a view on their experiences of what the relationship is, and how it could be improved. The sample consisted of members of management and union executives, across employment levels. Both statistical and thematic analysis were used to analyse data from questionnaires and semi-structured interviews. The literature review defined the concept of trade unionism, management and trade union relationship in the workplace, and different frames of reference of the labour relations system. From the literature review it is noted that management and union relationships are more of a formal arrangement in the workplace; as such government, has developed tools to assist in this regard. Although that is not the case in the Department it is noted that the informal arrangement in the relationship between management and union is ‘working’ to some extent. Quality and sustainability of that, however, is questionable. The findings indicate that most members of management acknowledge the existence of the relationship between management and the union, but they are dissatisfied, as most members are not part of the engagements with the union. They are also of the view that it is in favour of the union. Unions on the other hand, view the existing relationship as working in favour of one union instead of the union collective. The union which finds favour is satisfied, and the other is not. It is recommended that the management and union engagement be formalized in order for the Department to work with unions in a more structured, professional manner, which would be inclusive of other members of management who feel left out. Not only that, but management would also be able to engage with the union as a collective, and not as an individual union.

The purpose of this exploratory research was to explore the effect of Key Performance Indicators (KPIs) on State Owned Enterprises’ performance in South Africa. The aim of the study was to establish the impact that KPIs have on state owned enterprises, how they are currently measured and the causes of success or failure of Key Performance Indicators (KPIs) on State Owned Companies.Fifteen respondents participated in this qualitative study. The survey method used was a questionnaire with closed and open-ended questions. The respondents were all Senior Executives including Chief Executive Officers, General Managers, Board Members and Senior Management employed by State Owned Enterprises reporting to the Department of Public Enterprises, Department of Transport and Department of Water Affairs. The research instrument that was used was a questionnaire with closed and open-ended questions.

Community engagement in universities of technology is evolving to become a game-changer in addressing the economic challenges of the country (Erasmus, 2005:4). Service learning (SL) as a form of community engagement is promoted in higher education, as a learning paradigm. Conway, Amel and Gerwien (2009:238) encourage enquiry into the benefits of this pedagogy and the partnerships involved, as faculties curriculate and adopt the service learning model into current programmes (Lazarus, Erasmus, Hendricks, Nduna & Slamat, 2008:60-61). The SL project of the Tourism Management Department at the Cape Peninsula University of Technology (CPUT) is distinctive in design from the generic social-change focussed projects within Universities of Technology (UoTs). Its outcomes are based on the development of business plans for small and medium enterprises for implementation. The assessment of this interactive learning process was essential to determine whether it yielded any positive change in the participants. Thus the aim of the study is to determine the success or otherwise of the service learning project, so as to ensure that the small, medium and micro enterprises (SMMEs) community and students benefit from the Tourism Management project. The study sample included nine small and medium tourism entrepreneurs (SMTEs) and 178 third year tourism management students. From the sample two SMTEs participated in one-on-one interviews and six students participated in a focus-group interview. Action research was undertaken for this study, and census sampling was adopted to collect quantitative and qualitative data from project participants. The ATLAS.ti 7 data analysis programme was employed to process the qualitative data, and SPSS 22.0 software was utilised to develop frequency tables from the quantitative data. All data was triangulated to obtain conclusions. Fifty-two percent (52%) of student participants learnt leadership skills, with 64% indicating essential benefits on business skills. Company visions were shared throughout the collaborative process, and 76% of SMTE responses, directed to the students’ solutions, being highly innovative for their businesses; and these were implemented to improve business processes. The findings of the study attested to the SL model improving reciprocal learning, and having positive benefits for all partners involved. In continuing the essential dialogue on implementation of SL in higher education, sustainable partnerships in SL projects are essential to ensure continued positive results. The majority of participants responded positively to a willingness to participate in a similar project, which is a positive indicator of the benefits of the project. Implications for future studies point towards a need for continued monitoring of growth performance in the participating small and medium enterprises.

Over the past few years there has been an explosion of appetite for entrepreneurship, more particularly from women. Given the numerous barriers faced especially by women entrepreneurs today, there is a pressing need to initiate empowerment programmes to enable them to succeed in their endeavours. There is a need to empower women economically and to create employment opportunities and income generating activities to enable them to survive, prosper and provide support for their families. For the development of women–to–women business potential, women entrepreneurs require support in the form of training in strategic business development, access to credit funds, assistance with marketing skills and product design and development. Starting a firm of one's own may be one way for women to avoid the 'glass ceiling' that has sometimes been argued to exist in established organisations, providing one attractive way for entrepreneurial women to realise their full potential. Small business owners have more freedom to plan their personal schedules and to jungle them to suit their work and family demands which is often an important consideration for women. Entrepreneurs must be flexible and creative to meet the challenges which come along with running their businesses. The importance of a strong, entrepreneurial vision that can lead towards a successful enterprise is often underestimated. Women are disadvantaged by their lower levels of financial literacy and awareness. Access barriers are significant. Opportunities for financial services companies who can provide affordable, appropriate and accessible products to meet the needs of self–employed women are thus limited. Women entrepreneurs are still to overcome key challenges like access to training in international trade issues, operations management and marketing, as well as access to good mentors and mentorship programs. The study concludes that women confront barriers because of their gender and the author or investigator cites previous research that argues that these barriers are a result of socialisation practices, educational experiences, family roles, and networking. Government and all other relevant stakeholders should promote public awareness and ensure that resources for programs to foster entrepreneurship are decentralised. Women entrepreneurs should examine the role that the education system could play in developing entrepreneurial skills and attitudes. In Ekurhuleni region there is an increasing number of women who are required to steer their own businesses, and many are struggling to achieve success. This paper explores women entrepreneurship in the construction and engineering sectors. According to the responses obtained from the study, there are specific skills that entrepreneurs must posses in order to operate and succeed in construction and engineering industries within the Ekurhuleni region and these are communication skills, administration skills, financial skills and interpersonal skills.

This essay addresses issues such as socio-economic system adopted by the Republican Constitution of 1988; free enterprise as a fundamental right, seen by the matrix of the economic order, and the privatization process of the Federal Government as a strategy to reform the state, to serve as a basis to elucidate, within a factual context, the negative consequences to public rail transport, transferred to private enterprise in 1998, according to the National Privatization Program of the Federal Government, caused by abuse of the exercise of free enterprise and the inefficient management of public and private agents. It was found that the process of privatization of this service, previously performed by the Federal Railway - RFFSA occurred in studies of the National Bank of Economic and Social Development, which showed high public deficit and other causes that justified its transfer to the private enterprise. Through bibliographies literature researches, and extensive official documentation produced by public servants of the Federal Railway Police, the National Department of Transport Infrastructure in the National Agency for Land Transport, and other federal agencies, numerous surveys on spots made along the Paulista Railway Network in the years 2008/2009, demonstrating the damage caused to all rail transport system and public coffers, pointing out its causes and actions to solve them. The survey s results conducted on locations that have left traces (patios, garages, railway stations and substations) have been duly listed, following the investigation project and, submitted to engineering experts, computing and accounting examination, the results were analyzed and compared with the legal system and with the goals proposed by the privatization and concession of public service in question. It demonstrates the practice of illegal conduct by public and private agents involved in the supervision and implementation of this public service, intentional noncompliance of the terms of that contract, breach of criminal law and the Law of Concessions and Permits, whose consequences are highly detrimental to Public Service and National Treasury. At the conclusion of this paper it presents the main actions to be taken to solve the problems and to blame the culprit in order to improve the public service
Esta dissertação aborda temas como o sistema socioeconômico adotada pela Constituição Republicana de 1988; a livre iniciativa como direito fundamental, vista sob a matriz da ordem econômica, e o processo de desestatização do Governo Federal, como estratégia de reforma do Estado, para servir como base para demonstrar, dentro de um contexto fático, os reflexos negativos ao serviço público de transporte ferroviário, transferido a iniciativa privada no ano de 1998, seguindo o Programa Nacional de Desestatização do Governo Federal, causados pelo abuso no exercício da livre iniciativa e pela gestão ineficiente dos agentes públicos e privados. Verificou-se que o processo de desestatização desse serviço, antes executado pela Rede Ferroviária Federal RFFSA, ocorreu por estudos do Banco Nacional de Desenvolvimento Econômico e Social, que apontou déficit público elevado e outras causas que justificavam a sua transferência para a iniciativa privada. Buscou-se através de pesquisas bibliográficas, e em vasta documentação oficial, produzidas por servidores públicos da Polícia Ferroviária Federal, Departamento Nacional de Infra-Estrutura nos Transportes, Agência Nacional de Transportes Terrestres, e outros órgãos federais, além de inúmeros levantamentos in loco, realizados ao longo da Malha Paulista da Rede Ferroviária nos anos de 2008/2009, demonstrar os danos causados a todo sistema de transporte ferroviário e aos cofres públicos, apontar suas causas e medidas necessárias para saná-las. Os resultados dos levantamentos feitos nos locais que deixaram vestígios (pátios, oficinas, estações e subestações ferroviárias) foram devidamente catalogados, seguindo o projeto de investigação, assim como, submetidos a exame pericial de engenharia, informática e contabilidade, cujos resultados foram analisados e confrontados com o ordenamento jurídico e com os objetivos propostos na desestatização e no contrato de concessão do serviço público em questão. Ficou demonstrado a prática de condutas ilegais por parte dos agentes públicos e privados envolvidos na fiscalização e execução deste serviço público, com descumprimento intencional das cláusulas do referido contrato, violação da legislação criminal e da Lei de Concessões e Permissões, cujos reflexos são altamente prejudiciais ao serviço público e ao Tesouro Nacional. Na conclusão deste trabalho são apontadas as principais medidas que deverão ser adotadas para sanar os problemas e responsabilizar os culpados, visando a melhoria do serviço público

Directors of companies are the forerunners in overseeing and strategically managing a company.1 The Companies Act 71 of 2008 (the Companies Act) gives the board of directors the legislative obligation for a company to be managed by or under the direction of the board of directors.2 The board of directors have a central role in the decision making and operation of a company; this position also applies to the board of directors of State owned Companies (SOC). This dissertation explores methods to hold directors of SOCs personally liable for irregular, wasteful and fruitless expenditure Irregular expenditure is defined as expenditure that does not comply with the provisions of the Public Finance Management Act 1 of 1999 (PFMA), the State Tender Board Act 86 of 1968 or any legislation that provides for provincial government procedure.3 Fruitless and wasteful expenditure is defined as ‘expenditure which was made in vain and would have been avoided had reasonable care has been exercised’.This research aims to analyse legislative mechanisms put in place that hold directors of SOCs personally liable for irregular, reckless, wasteful and fruitless expenditure. Section 77(2)(b) and 218(2) of the Companies Act contains the legislative basis for the personal liability of directors of SOCs for irregular, wasteful and fruitless expenditure.

The failure rate of small business initiatives in South Africa is phenomenal, and much is needed to unravel the causes contributing to such failures. Yet small businesses are playing a vital part in our global economy and in particular in terms of job creation and poverty eradication. There are internal as well as external factors that play a significant role in determining the success of these small businesses. In South Africa much emphasis is placed by national, provincial and local governments on small and medium enterprises (SMEs) to drive wealth creation and black economic empowerment. Therefore, an investigation into the factors contributing to the success and failure of SMEs is of vital importance. The South African government’s poverty eradication strategy, which is driven by the Department of Trade and Industry (DTI), allocated funds for job creation programmes as a method to combat poverty and more importantly, to develop young entrepreneurs. Among the seven departments mandated by DTI was the Department of Social Development. Since the birth of the new democracy, this department has transformed from offering a traditional remedial method of service delivery to an integrated developmental approach. This approach included extensive community work, which includes job creation and economic empowerment through the establishment of small businesses. Given the availability of funding, the inability to spend fiscal budgets as per allocation as well as the charity element of receiving involved, it is important to explore whether factors contributing to the success of these SMEs are any different to the traditional business strategies. In this study, the researcher gave special consideration to the social capital element and its contribution in the context of community support as well as the ability of SMEs to become sustainable business ventures over time. The research study aims to highlight unique factors contributing to the success and failures of SMEs established by the Department of Social Development and in doing so hopes to manifest an improved understanding of the management of these SMEs. In chapter one, the researcher gives a brief description of the activities of the Department of Social Development and its mandate to establish SMEs for job creation. A brief explanation regarding the context of the problem that was investigated is also given. Chapter two provides a detailed theoretical overview of the study, focusing in particular on factors contributing to the success and failure of small businesses. In chapter three, the research design and the various instruments used are discussed. Here, emphasis is placed on procedural issues and ethical considerations. The validity and reliability of the research is strongly motivated. In chapter four the research results are discussed. Chapter five aims to discuss the findings of the research with reference to the theoretical overview outlined in chapter two. Lastly, chapter six makes recommendations to the various stakeholders who may benefit from this research. These recommendations are the most important objectives of the research and should add value with regards to the management of SMEs in future, with special reference to the Department of Social Development in the Eastern Cape.

Since mainframe-based computerization of companies started in the 70’s, the concept and the scope of enterprise computerization have not changed much until the 90’s. After the mid 90’s, with the rapid development of the Internet and other communication technology and their consistent commercialization, the term “e-enterprise” has gradually emerged and largely changed many ideas and implementation methods used in earlier times. Furthermore, in the last decade, even though there have been many research projects conducted about e-enterprises, only a few of them have discussed it from the point of view of the information technology (IT) department in the enterprise. Therefore, the significance and aim of this research is: (1) to understand how the motive for computerization and its implementation scope influence the operation results, (2) to use the strategic role of the IT department and the enterprise’s characteristics as variables to understand whether they will affect the e-enterprise’s motives, implementation scope and operation results, (3) to show the operation results of this enterprise has many aspects apart from its financial index. As a result, in this research project, the four perspectives of balanced scorecards: financial perspectives, customer perspectives, internal perspectives and learning and growth perspectives are used to evaluate the operation results after the enterprise’s computerization. The results indicated that an enterprise’s characteristics do not affect the operation results after computerization. In addition, it was found that by manipulating the role of the IT department it would indirectly affect the operation results after computerization. The role of the IT department would significantly affect the process of computerization. This project used the enterprise’s characteristics and the role that the IT department plays to select e-enterprise samples for group analysis. The companies were classified into five groups. It was found that the operation results of each group were affected by the visibility of the history of the enterprise and the role of its IT department along four perspectives: financial perspective, customer perspective, internal perspective and earning and growth perspective.
