Abstract:
<p>Depok City growth as a develop City in Indonesia and as the result Depok became one of the cities that overrun by the urban from various of region in Republic of Indonesia. This research is aimed to know how far the role of urban in the minority area around Bus station in especially Depok City and people of Pancoranmas district in general in empowering the people’s economy especially in supporting, guiding, and developing retail business. The method used to analyzethis research is linear regression, correlation coefficient and determination coefficient. The result shown that the earnings and business run by the urban in Depok is good. However, there is a legality problem regarded the government license which is caused by the majority of the urban do not have a clear identity data and as the result the business of the urban won’t last longer. The relevance of the present study is due to the peculiarities of training of employees of the Internal Affairs bodies, who are required to know the fighting techniques and have the necessary level of special physical training. The protection of public order and public safety often requires the use of physical force in conditions of high fatigue. This necessitates the development of a comprehensive method of increasing physical endurance. The purpose of the present study is a comprehensive examination of the problems of improving physical endurance in the system of special applied physical training of employees of the Internal Affairs bodies, and the development of appropriate recommendations of a methodical nature. The methodological basis of the study is the analysis of methods of physical training of employees of the Internal Affairs bodies on the basis of the content of the order of the Ministry of Internal Affairs of Russia dated July 1, 2017 № 450 “On approval of the manual on the organization of physical training in the Internal Affairs bodies of the Russian Federation”, as well as monitoring of a group of subjects before and after the implementation of the proposed recommendations to improve a certain physical quality within three months. We pay attention to the order of working out a number of power qualities, such as flexion and extension of the arms in the emphasis lying (push-ups), flexion and extension of the arms in the vis on the crossbar (pull-up), press weights, as well as the method of performing exercises on speed, speed and agility, different types of shuttle running, a variety of distances. The novelty of the study is to combine exercises to improve physical endurance in a single complex, including exercises of multidirectional nature.

Islamic regulation has a balanced management approach to food management and towards attaining sustainable food security. This approach includes many social, spiritual, resource supply, security, and institutionally-related perspectives. If harmonization between Allah's1 orders and Moslem behavior was maintained, either within or outside an Islamic state, food security would already be happening, succeeding, and sustaining, regardless of time or space. An institutional structure to maintain this harmonization with regard to food security management in an Islamic State was proposed, including three interconnected departments responsible for interrelated administration and duties: a Moslem Treasury Department, Department of Food Reserves, and Department of Social Affairs. The three departments would be governed by a Moslem Council of Consultants. A thorough discussion of the Islamic view of food security and related water policy implications was presented including the leading rules and specifications, the administrative aspects required, procedures used and guiding directions for proper development and planning.

The Department of Veterans Affairs (VA) recently has adopted the Safety Planning Intervention (SPI; Stanley & Brown, 2011), a brief collaborative intervention, for use with veterans who are at high risk of suicide. The SPI is a hierarchical list of strategies for veterans to use in coping with a suicidal crisis. Its developers recommended that it be used with individual psychiatric inpatients working toward discharge, but its utility in a group format has not previously been addressed. This article describes the facilitation of a safety planning group with psychiatric inpatients at a large urban VA medical center. It depicts each step in the safety plan and offers case examples, anecdotal support, and specific considerations for its use in groups. Directions for further research are also discussed.

Abstract:
This dissertation is a case study of the New Orleans Police Department and identified factors that affected the retention of law enforcement officers post-Hurricane Katrina. The NOPD was chosen because the agency was an extreme case and experienced the unprecedented separation of over 300 officers during and post- Hurricane Katrina. The variables examined included tenure, age, salary, education, and job satisfaction, as well as, race, sex, marital status, and New Orleans residency. This research is significant because in a time of decreasing budgets and increased cost to replace employees, where skills are scarce and knowledge is important, recruitment is costly, and it takes time to fill vacancies, turnover can be problematic (Loquercio, 2006). Hurricane Katrina was an unprecedented catastrophic disaster unlike any event experienced by a local police department. The impact accelerated the attrition of New Orleans Police Department officers at a time when the agency and community needed them the most. In addition to normal retention challenges experienced by law enforcement, post-Hurricane Katrina, the New Orleans Police Department experienced separation of almost a fourth of its agency post-Hurricane Katrina. This was very problematic and forced the department to operate severely short-staffed at a time when the department was trying to provide essential services to the community and recover from the storm’s affect at the same time. This dissertation explored some of the causes of attrition, examined the attrition of the NOPD pre-and post-Hurricane Katrina, and reasons most officers stayed. It was important to identify lessons learned from an agency and officers who experienced a disaster and unprecedented attrition of officers first hand. The consequences of such significant attrition will take years to overcome, especially in light of the New Orleans Police Department’s pre-and post-Hurricane Katrina recruitment and retention challenges.

This chapter investigates the vexed question of the ‘Condition of England’ via an examination of ‘England’ as an entity in the period's poetry, its non-fiction topographical and nature writing, and lastly in that most Edwardian of literary forms, the country-house novel. It first traces the contested notions of England and Englishness that appeared in Edwardian verse. While the characteristic mode of the era's poetry is pastoral and nostalgic, writers such as Kipling defined a model of England that might provide a rallying cry to stimulate the defence of a battered and vulnerable post-war nation. The chapter then explores the ways in which topographical writers repackaged England for a largely armchair urban audience. Finally, the chapter examines one of those key classes of Englishness: the country house, which was used to explore the question of England's inheritance.

This chapter examines the contemporary history of the policy debate between integration and community development. The chapter describes how the debate has been expanded to new policy arenas, including the implementation of urban sustainability and transportation policy, and how it is affected by recent demographic changes in American metropolitan areas. Recent advocacy efforts to bend the Low Income Housing Tax Credit program, the largest program of subsidized housing production in the country, to the goals of integration are described. The chapter assesses the current state of the debate in light of the 2015 Supreme Court decision in ICP v. Texas Department of Housing and Community Affairs and the fair housing initiatives of the Obama Administration.

As communist and nationalist militants made direct contact with rural society they faced the difficulty of potential confrontation with the conservative nature of peasant ‘marabout’ culture, including rituals surrounding holy shrines, magic, and pilgrimages. The Native Affairs department made instrumental use of such traditional practices as a way of reinforcing popular support for the caids, the charismatic and patrimonial authority of chiefs like the bachaga Boualam in the Ouarsenis. However, such manipulation by the colonial state was contested in a number of ways. The annual cycle of pilgrimages, often involving thousands of peasants, was also used as an occasion by communist and nationalist leaders to address the crowds, as seen during a communist intervention during the pilgrimage to Miliana in May 1950 and 1951. Some pilgrimages, like that to the shrine of Sidi Maamar, were harnessed by anti-colonial peasant movements led by the djemâas. The reformist Ulema movement of Ben Badis, usually interpreted by historians as an urban-based movement, penetrated into the peasant communities of the Chelif region and students trained in the medersas and the great Islamic centres of Constantine, Tunisia, and Morocco returned to inject nationalism through Koranic schools that became a later support base of the FLN.

Supported housing, providing both financial housing subsidies and case management support, is widely recognized as the most effective approach to ending homelessness for individuals with psychiatric and/or addictive disorders. The joint US Department of Housing and Urban Development–Veterans Affairs Supportive Housing (HUD-VASH) program is the largest and perhaps longest running supportive housing initiative for any group of homeless persons, worldwide. Since its inception in 1992, HUD-VASH has assisted more than 146,000 Veterans, most of whom have successfully exited from homelessness, and currently serves more than 80,000 Veterans nationwide each year. Guided by principles such as rapid placement into housing, no prerequisites for abstinence for entering housing, and minimal requirements for engagement in clinical care, HUD-VASH stands apart from traditional homeless service programs. Research over the past 25 years, including the first and one of few experimental cost-effectiveness studies of supportive housing, and an extensive series of longitudinal studies have documented the benefits of this program in reducing homelessness as well in leading to greater social connectedness, higher quality of life, and reduced alcohol and drug use. In recent years, HUD-VASH researchers have been exploring ways to modify, augment, or adapt the program to better meet the needs of Veterans through the use of peers, telehealth, and group support. Official VA documents suggest that HUD-VASH has played a major role in the nationwide reduction in the number of homeless Veterans in recent years.

The architectural education process is fundamentally dominated by design studio courses. Their organization remains an open challenge for educators due to the complexity of related factors, such as teaching methods, design topics, assignments and assessments. In particular, the assessment of design studio courses is often a complex procedure, due to the involvement of several jury members with different expertise and their subjective interpretations. In this research, an analysis of the grading discrepancy in architectural juries is proposed. The study aims on quantifying the divergence between the final grades and the marks proposed by each juror. The percentage error was considered as a method for research. The procedure was introduced in the vertical architectural design studio at Alanya Hamdullah Emin Pasa University, Department of Architecture, during the summer semester of 2018.

This article seeks to reflect on the current legal framework for urban land regularization, Federal Law No. 13,465/2017, and to explore the challenges of Brazil’s Federal District, the country's capital, to implement this recent Law. Questions about the proposed new paradigms that favor a privatist logic of urban property characterized especially from an asset in the financial market and with great profitability. This research also exposes the methodology for identifying informal settlements with urban characteristics in the Federal District, especially the areas with the most vulnerable population, to subsidize the inclusion of new areas of urban land regularization in the local regulatory framework.

<p>A growing interest concerning the seismic risk assessment at urban scale has been observed. In Italy, recent earthquakes highlighted the vulnerability of the built environment causing severe damage and a high number of casualties. In addition, historical city centres are part of the cultural heritage and their preservation is deemed necessary. For these reasons, understanding how to assess urban systems behaviour is crucial. A major step in this direction is the definition of the Emergency Limit Condition (ELC), by the Civil Protection Department. More recently, a theoretical framework with four additional urban limit conditions has been proposed. This paper tries to take a step forward in this direction by assigning specific performance goals to defined urban limit conditions. These goals are linked to different level of damage and functionality loss of buildings and infrastructures and the possible short-to-long term effects on the population and economy.</p>

<p>According to the UN department of Economy and Social affairs, 68% of the world’s population will be living in urban areas by 2050 [1]. Since urban areas represent the coming together of different transport modes on limited space, it is a transportation environment with an inherent high probability of clashes. These clashes are known to occur between different groups, e.g. pedestrians and cyclists.</p><p>In the Scandinavian countries, cycling is taking on an impressive cut of overall transport volume. Copenhagen has experienced a steady rise in bicycle traffic throughout the past decades –as recent data confirms [2].</p><p>Copenhagen has been the model case for Scandinavian and other cities to look at how to increase bicycle traffic. However, with the e-bike and other battery driven devices such as speed-pedelecs on the rise, the system as we know it is threatened. It is necessary to raise awareness for this change and induce behavioral change with the so-called “soft” traffic users. What are the recent findings in this field and what challenges are identifiable. What can be done in order not to put a positive development under threat?</p>

Together with the qualitative analysis, the founding fathers of urban morphology also proposed quantitative measures of urban fabrics. Allain's methodological work (2004) presents an overview of these quantitative analyses of topological, dimensional and geometrical relations among form elements in urban fabrics. However, urban morphologists have traditionally resisted computer-based geoprocessing of urban form and their calculations were mainly carried out manually. Thanks to technological developments, the number of quantitative studies in urban morphology has increased and fully integrated geoprocessing. More sophisticated computer-aided analyses have increased the potential applications in urban design and in environmental psychology research. Space Syntax (Hillier 1998) and Multiple Centrality Assessment (Porta et al. 2006) are configurational, multi-scale approaches to the analysis of the urban street network, but miss the interplay between streets, building and parcels composing urban fabric. Space Matrix (Berghauser Pont and Haupt 2010) and, more recently, Multiple Fabric Assessment (Araldi and Fusco 2017) are geoprocessing quantitative approaches to the analysis of urban fabric morphology. This study has two aims; (1) classify quantitative urban morphology methods and (2) discuss how these methods could be applied in urban design and environmental psychology. First, the evolution of these methods along with the theories in urban morphology from qualitative to quantitative approaches will be discussed. Methods will be classified by combining their goals, as well as the morphological objects and the scales on which the analyses will focus. Abstract:
Educational settings are considered some of the most mentally depleting environments since they require high concentration, creativity, and efficiency. University campuses clearly portray these environments. Therefore, there is an immense need for campus settings where users can take outdoor breaks to restore and redirect their attention. Well-designed outdoor landscapes can have restorative effects on users, and in turn increase their concentration and overall productivity. This interdisciplinary research explores key literature on restorative concepts and visual preferences from the field of environmental psychology. It also examines the restorative campus landscape character from an urban design perspective. However, there are no coherent frameworks that correlate the three dimensions: restorative landscape design concepts, visual landscape preferences, and appropriate campus planning strategies. Therefore, the research summarizes the key literature findings, and merges the three parameters into a comprehensive assessment tool designed explicitly for university campuses. The paper concludes with a proposed tool (framework) that can provide guidelines to help landscape architects and planners to design restorative campus open spaces and recognize their insufficiencies.

After 16 years of leading the Hyperbody research group as professor of practice at the TU Delft, I wanted to do something completely different and looked at the Gulf region for further educational and professional activities. I was familiar with the region, having lectured in several countries of the Middle East and eventually having realized an office building in Abu Dhabi. My practice ONL [Oosterhuis_Lenard], which I run together with my wife and business partner visual artist Ilona Lenard, proposed a number of iconic architectural proposals for hotels and office towers, and was eventually awarded some prestigious commissions for master planning projects: the redevelopment of Manhal Palace, the residence of previous ruler Sheik Zayed in Abu Dhabi. Our continuous efforts to contribute to the building market in the UAE culminated in our realized design for Mr Abdullah Al Nasser, the LIWA tower in Abu Dhabi [2014]. I Joined the Department of Architecture and Urban Planning [DAUP] at Qatar University in September 2017.

Nirex is the organisation responsible for long-term radioactive waste management in the UK. Our mission is to provide the UK with safe, environmentally sound and publicly acceptable options for the long-term management of radioactive materials. Nirex is therefore researching various options for the long-term management of radioactive wastes/materials in order to identify the relevant issues with regard to the feasibility of options, and the research, development and stakeholder dialogue necessary to address these issues. The UK policy for the long-term management of solid radioactive waste is currently undergoing review. In September 2001, the UK Government Department for Environment, Food and Rural Affairs (Defra) and the Devolved Administrations for Scotland, Wales and Northern Ireland launched a public consultation on ‘Managing Radioactive Waste Safely’ (MRWS) [1]. The aim of this consultation was to start a process that will ultimately lead to the implementation of a publicly acceptable radioactive waste management policy. The MRWS programme of action proposed by Government includes a “stakeholder” programme of public debate backed by research to examine the different radioactive waste management options, and to recommend the preferred option, or combination of options. The options of storage above ground and underground are expected to be among the options examined. In the UK, radioactive wastes are currently held in surface stores, at over 30 locations in the UK, pending a decision on their long-term management. These stores were originally designed to have lifetimes of up to 50 years, but due to uncertainty regarding the longer term management of such wastes, extending the life of stores to 100 years is now being considered. This paper describes a preliminary scoping study to identify the long-term issues associated with surface storage of intermediate-level radioactive waste (ILW), and certain low-level waste (LLW) indefinitely in the UK. These wastes contain radionuclides with half lives that can range up to a million years or more, it was therefore assumed, for the purposes of this scoping study, that wastes would need to be managed over a period of at least one million years. An indefinite surface storage concept will require institutional stability and encompasses the principle of guardianship. It is based on a rolling present where each generation is required to monitor and, as necessary, repackage the waste and refurbish/replace storage buildings over a period of at least one million years. Each generation will also need to decide whether to continue with surface storage or implement another long-term management option. The aims of the scoping study were to: i) Investigate the implications of indefinite surface storage of waste packages through consideration of the facility specification, design and assessment. This framework is common to all Nirex radioactive waste management option studies, and provides a common basis for comparison. ii) Identify the social and ethical issues related to indefinite storage, including the principles and values that some stakeholders believe are met by the surface storage option.
