Abstract Under the premise on how public policy can contribute to decision-making on the consolidation of the urban-regional system, physical-productive integration, connectivity and social mobility in the Department of Bolivar, Colombia, from its planning with a horizon of 50 years, the study determines strategic recommendations necessary for its competitive positioning before more developed regions in the country. The study intends to visualize territorial planning based on integrating elements such as the culture, geographic characteristics, economic vocation and infrastructure of the Bolivarian territory, based on its great wealth, but a great affectation for the violence of the Colombian conflict, and the forget about centralized development. Based on an integral vision of the department, a long-term perspective means an opportunistic vision supported on transversal and inclusive elements of the territory, leading the discussion towards the feasible application of adjusted prospective planning methodology, and even continental scales of vision in which the region registers but whose processes are very questionable.

- It is now a few years since the enactment of the Lombard Regional Law n. 12/2005 «for urban and regional governance of the area» and many municipalities have commenced procedures (but not many have completed them, despite the threat of Art 25, letter C.1, according to which «municipal urban planning regulations in force remain valid [...] for not longer than four years following the entry into force of this law)» to replace the now old municipal general plans which nevertheless represented «the only true form of planning in Italy for almost 40 years» (Oliva, 2005). The time has now come to examine the value in practice of this ‘consolidated law', enacted by the Lombard legislature in 2005, in order to understand if it has succeeded, according to the aspirations of the initial intentions, in governing the urban complexity of such a complex region. The Giussano (a large municipality located in the Brianza Milanese area) general plan and its environmental assessment is set in this context and both were completed by the Department of Planning and Architecture of the Polytechnic of Milan well ahead of the deadlines set by the Regional Law n. 12/2005.

The California Department of Transportation (Caltrans) replaced the state's Division of Highways on 1 July 1973. Consistent with the creation of other state departments of transportation throughout the U.S.A. at the time, the enabling legislation envisioned a multimodal agency that would shift transportation policy and planning away from its highway emphasis. Competing conceptions of multimodalism and regional transportation governance advanced by key actors heavily influenced the policies and plans they proposed. Eventually, public and local government opposition to the implementation of multimodal transportation policies diminished the state's role while elevating the responsibilities of voluntary regional planning agencies. California's contemporary transportation policy goals remain similar to those that prevailed when Caltrans was created – reducing automobile dependency and promoting compact urban forms – but its transportation institutions were designed precisely to oppose their achievement. Supportive public coalitions now offer the best hope for realizing the state's multimodal dreams.

Planning problems have been with us ever since human beings realized that their wellbeing is very closely linked to the quality of their settlements and the environment. Over the last century this has led to the worldwide emergence of built environment education in general, and planning in particular. In many African universities planning education is a rapidly growing phenomenon reaching its maturity in terms of structure and number of programs. This development has been most significant in those countries that underwent rapid urbanization and environmental changes similar to those occurring in Botswana. The first Urban and Regional Planning Programme at the University of Botswana was established in 1993 as part of the Department of Environmental Science at the Faculty of Science. The continued growth and expansion of the planning profession world-wide as well as in Botswana, and its interdisciplinary ties with allied built-environment disciplines, have reached the point at which the University of Botswana is ready to continue with a new internationally recognized planning school. There is a belief that a combined (spatial and specialist) accredited planning programme should support local and regional interests, focusing on the Southern African Region, while acknowledging global standards and innovation in teaching, research, and technology.

Introduction. The paper substantiates the relevance of the development of regional transport strategies, which are basic for the implementation of organizational, technical and economic solutions aimed at the reorganization of modern urban and regional transport systems. Moreover, it is indicated that the development of strategies should be accompanied by a comprehensive and coordinated survey and modeling of transport systems, including within the framework of the regional programs of integrated development of transport infrastructure, projects for the creation of integrated traffic management schemes, as well as integrated schemes of transport services to the population. The aim of the research is to formulate the tasks consisting the proposals at the coordination of all the above and other programs that ensure long-term planning, continuity of decisions and budget savings directed to the development of transport in the regions.Materials and methods. Methods of system analysis, theory of transport systems, as well as methods that are widely used in the community of transport engineers, including various options for calculation and experimental methods of transport planning and modeling of transport systems for the city or agglomeration, are used to solve the research problems.Results. Based on the information synthesis of the stages of regional transport strategies development, a sequence of actions is proposed, leading to the required methodological and organizational approaches, with which it is possible to perform the solution of the strategic task. The authors formulate a list of major programs that need to be addressed at the level of regional ministries (departments) or departments of transportation municipalities with the goal of implementing transport strategies and aligning them with projects noted above. Discussion and conclusions. The main result of this work is the conclusion about the feasibility of rational actions of regional and municipal transport governing bodies, which could be planned within the framework of regional (municipal) transport strategies. The basis is the application of the proposed methodological and organizational recommendations.

Abstract:
Many factors have prompted the adoption of partial-market exit strategies in retail as a means of reducing cost and minimizing risk. These mass closures have become more frequent in recent years. Marketers and economists have offered explanations for these closures linked to the rise of e-commerce, the real estate cycle and general changes in consumer taste. The research here marks an attempt to apply geospatial and econometric methods to better understand what factors explain the spatial variation of these closures across the United States. Specifically, the analysis examines the store networks of Sears, J.C. Penney and Macy's- large, established department stores that, collectively, announced over 100 closures at the beginning of 2017. By treating each store as a unit of observation, and a closure as a limited dependent variable, this analysis will attempt to quantify the relationship between place-specific factors and retail closures using Probit modeling. This application of modeling marks a deviation from traditional analyses in retail geography which, up until the early 2000s, have focused almost entirely on store development and growth. The results reveal patterns of spatial clustering of closures in and around the Rust Belt and demonstrate the strong negative effect of competitive agglomeration on the probability of closure.

Many local planning departments have acquired and put into use advanced automated geocoding and Geographic Information Systems (GIS) to store, process, map and analyze geographic data. GIS technological advancements in hardware, software, and geographic databases - specifically, in geocoding methods to reference street address data to geographic locations - enable data to be integrated, mapped, and analyzed more efficiently and effectively. Also, technological advancements depend on organizational and institutional environments. The relationships between technological advancements and technical (data mapping and analysis), organizational, and institutional environments are not clear. The purpose of this study is to explain these relationships to help planning and development directors make better decisions in acquiring and using advanced geocoding and GIS technology. The findings are based on a mail survey of planning and development departments in cities with populations of 50,000 or more in the United States. The study found that planning departments with advanced geocoding and GIS technology are capable of conducting advanced geocoding applications. Data can be tabulated, aggregated, linked, and modeled for mapping and planning. Geocoding to aggregate data to small geographic areas helps by providing required and up-to-date information to solve urban problems. However, the study did not find that advanced geocoding systems enhance data quality as measured by spatial resolution and volume. Further studies are needed to explore this issue. The adoption and implementation of advanced geocoding and GIS technology are influenced by organizational and institutional environments. Large cities have more experience with hardware, software programs, computer professionals, and training programs, but they are dependent on centralized systems from an earlier computer era. Consequently, more recent entrants to using computers for geographic data processing are emerging rapidly. As technology is becoming more advanced, hardware and software costs are declining. Some of the organizational and institutional issues are eliminated while new ones are emerging. As a result, small area cities are adopting advanced geocoding and GIS technology more rapidly than they were previously, and sometimes they surpass large cities. This study improves understanding of automated street address geocoding methods and how these methods are related to advancements in GIS technology. The study also examines how technical, organizational, and institutional environments are interrelated in adopting and using geocoding and GIS technology. The challenge in the 1990s will not be how to fund and acquire a GIS, but how to integrate all of the pieces in order to make the technology work properly.

Abstract:
Urban environments can satisfy the habitat requirements of a variety of wildlife species. It has been shown that urban residents enjoy wildlife near their homes. The goal of this study was to determine if urban wildlife distributions could be predicted by metropolitan planning variables, so that opportunities for urban residents to enjoy wildlife near their homes could be enhanced. Three hundred one random points, stratified into seven zones, based on intensity of urbanization and vegetation type, were chosen in the Tucson metropolitan study area. Birds were censused with the variable circular plot method. Sign of selected mammal species were searched for at a subset of these points. Native bird species diversity declined steadily as housing density increased. The study area still supports a high diversity of native species because of the high levels of natural open space still found intermixed with residential development. The amount of land covered in residential development and the amount of paloverde-saguaro vegetation types with associated riparian areas were the best predictors of native bird species diversity. The data also suggest that plant cover created by man-maintained vegetation is not as attractive to native bird species as naturally occurring vegetation. Ground nesters and insectivores tended to drop out at higher housing densities while seed-eaters were retained. Three patterns of avian response to variables describing the intensity of urbanization and the amount of natural vegetation emerged: urban, suburban, and exurban. Native Sonoran desert birds appear to be highly sensitive to urbanization, as minor increases in residential housing densities lead to declines in diversity. Mammal species appear to be most sensitive to the size of open space areas and fragmentation and isolation of natural lands. Metropolitan planning processes may be limited in their ability to retain high species diversities. The impacts of urbanization on wildlife diversities may be mitigated through sensitive open space planning.

This study takes as its starting point the hypothesis that the Table Valley area of Cape Town is in need of fresh policies and planning. It avoids preconceptions by looking critically at the work, methods and principles of present-day planning in South Africa, and sets out to establish far broader standards for the good life by returning to fundamentals: man's need for being part of a human community and his need of a rich and varied life. It then sets out to measure the environment of Table Valley against these values to ascertain both subjectively and objectively whether it is a satisfactory place to live in, and if not, what its shortcomings are. In the course of this assessment, it considers both the built and natural environment, and looks at selected components in detail when appropriate, providing a small research component. In identifying the shortcomings and problems It is not content to consider only the negative issues, but also the many positive opportunities apparent. Finally, it outlines suitable overall policy for Table Valley, making It clear what role this area should play in the future, and also the roles of subareas in an around it. It then puts forward an energetic programme for action to achieve the desired ends and overcome the problems, outlining briefly the tasks and responsibilities of some of the professional planners and designers who would next become involved.

This research is focused on the issue of urban development within the context of regional planning in Thailand. The study's main question is how national policy should attempt to shape the emerging urbanisation pattern in Thailand. In the past the country's development plans have emphasised industrialisation which has led to an acceleration in the growth of Bangkok, creating a dual economy and widening regional disparities. The Government's past efforts to decentralise economic activity have been relatively ineffective. This thesis considers a new approach, using the public service sector as the leading economic base for the development of a selected regional centre, Chonburi, in the Eastern Seaboard Sub-region. The study's analysis indicates that it is economically and administratively feasible to implement a Government work dispersal scheme. The analysis also indicates the necessity of controlling the large regional leakages which would otherwise reduce the regional multiplier effects. Overall, the study confirms that a growth pole approach can be initiated by public employment relocation and suggests that there is a viable alternative to nearly all of Thailand's growth being concentrated in Bangkok. However, the study also confirms that if private investment in the growth pole is to be achieved, this approach must be supplemented by long term public investment commitments and subtle co-ordination of private and public programming and planning measures.

Abstract:
In a little more than a decade regional planning has emerged as a vital component of the development planning process in Saudi Arabia. From its limi ted beginnings in physical planning its scope has rapidly widened and the latest plans attempt comprehensive regional planning within the context of a multi-level development planning effort. This experience has been rich and varied, and various innovatory approaches and techniques have been introduced. This study was conducted with a view to evaluating Saudi experience and placing it in an international perspective. With these aims in mind, a comprehensive planning model has been developed and a number of key questions posed, the answers to which reflect the acceptability and practicality of the planning system. The model is based upon a review of international experience of countries with different political, social and cultural settings, and at different stages of development. The model consists of four main components: planning activities, plan making bodies, decision making bodies and implementing bodies with a feedback from the public and private sectors. The model was tested against the planning experience of three countries with widely differing political, social and economic settings: Canada with its laissez-faire economy, the United Kingdom with its mixed economy, and Poland with its command economy. It was concluded that the model is sufficiently robust to act as a framework wi thin which to describe and analyse the Saudi experience. The context for regional planning in Saudi Arabia was analysed. The study included the political and administrative systems, the economy,the settlement structure, the sectoral planning process, the spatial planning process, and the past experience in regional planning. Then, the current regional planning experience which includes the National Settlement Strategy and the Regional Comprehensive Planning Project were discussed and analysed, taking the five comprehensive regional development plans (Hail, Qassim, Baha, Tabuk and Makkah) as case studies. This "current" experience was evaluated against the comprehensive planning model and the key questions for an acceptable planning system. It has been found that the Saudi planning system is fairly well developed at the national and local scales. However, at the regional scale, although there is political commitment there is little in the way of administrative arrangements for plan making and implementation. A set of proposals for improving the planning system has been presented for future action.

ENGLISH ABSTRACT: The urban designer works within an environment characterized by constraints. Control mechanisms are part of these constraints. They were created out of necessity because the control of the urban environment became strained as cities grew in size. In the beginning control mechanisms regulated the urban environment to create better public safety. This objective evolved to include aesthetics and sustainability of the environment. Controls, however, tended to become standardized and were often blindly applied irrespective of changed circumstances and contexts. Control mechanisms include inter alia height, density, bulk, and aesthetic controls, which can be applied to regulate form, space and behavioural or activity patterns. These control mechanisms generally embrace a system of codes embodied in legislation enforceable in law. Urban designers should realize and take full advantage of the potential of the law as an urban design control element. This study examines the nature of control mechanisms as applied to town planning in general and urban design in particular and their efficacy in achieving and maintaining a range of human and social objectives. To this end, attention is paid to examining historical precedent, examples reflecting different cultures and approaches and resultant urban forms. On the basis of the aforementioned this study aims to identify a range of urban design principles and to propose suggestions as to how control mechanisms as part of a system of law can best be applied. A case study of central business district sites in Durbanville, Western Cape is researched.

Hierdie doel het egter ontwikkel om estetiese ontwerp en volhouding van die omgewing in te sluit. Beheermeganismes sluit inter alia hoogte, volume en estetiese kontrole in wat aangewend kan word om vorm, ruimte en gedrags- of aktiwiteitspatrone te reguleer. Hierdie beheermeganismes omsluit gewoonlik 'n stelsel van kodes wat vervat is in wetgewing, afdwingbaar deur die wet. Stadsontwerpers behoort die potensiaal van sodanige wetgewing te besef en tot hul voordeel te benut as 'n beheer element in stedelike ontwerp. Hierdie studie ondersoek die aard van beheermeganismes soos aangewend in stadsbeplanning oor die algemeen en stedelike ontwerp in die besonder en hul doeltreffendheid in die bereiking en handhawing van 'n reeks menslike en sosiale doelstellings. AbstractWithin the several European analyses of spatial patterns, Belgium and Flanders take a specific position. The average ‘settlement area percentage’ (i.e., all land used beyond agriculture, semi-natural areas, forestry, and water bodies) for Europe is 4%, but 32% of the Flemish area is occupied with artificial land. Belgium has the highest score for urban-sprawl indicators, and within the European context, almost the entire area is considered urban. The aim of the research presented in this paper is to expand on the theme of indicators for spatial patterns by analyzing the Flemish area with detailed data across various scales. The results are collected in a report, the ‘Ruimterapport’— ‘RURA’, published in 2018. RURA is a bundling and compilation of research results from very diverse sources, amongst others studies from the Department of Environment and Spatial Development of Flanders and of Espon studies. This article presents the most important results from RURA and further positions them in international comparative literature. New maps and indicators are developed for the urban/peri-urban/rural dimensions of the human settlement area, urban sprawl, and settlement patterns by differentiating amongst others between urban centers, ribbon development, and scattered buildings. The paper gives a quantitative, methodological, and empirical contribution to the field of urban and regional development processes and contributes to conceptualizations of space. The case of Flanders, with its specific sprawl pattern, illustrates the difficulties spatial planning policy makers currently are facing, dealing with the complexity of space and society.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

Under the background of "zero growth" of land use, there are many researches and explorations on the stock renewal of central urban areas in traditional planning. However, in recent years, the rural-led stock land use planning has attracted more and more attention with the development of land space planning. Village area is the basic unit of rural social and economic activities in China. The rational play of land use function in village area has important theoretical and practical significance for the realization of the multi-objective of rural revitalization under ecological civilization. Department of natural resources has issued the work pilot implementation of global land comprehensive improvement notice, rural red line "no increase of the aggregate land for construction purposes, ecological protection not breakthrough", so without any increase in construction land index on the basis of further promote rural land use composite function, is to solve the rural economy development and the important direction of rural land supply contradictions. This paper firstly makes a qualitative theoretical study on the compound mechanism of land use function in villages, and then takes 4 villages in southern Jiangsu province as examples to elaborate the compound mechanism of land use function in the development process. The results show that: (1) land use function changes due to its type and land use mode, and is indirectly influenced by natural resource endowment, social and economic conditions, regional policies, etc., the compound trend of land use function in different types of villages is often different; The land use function of the four villages in the town is as follows: the production function is transformed into the production-ecological composite function, and the living function is transformed into the production-life composite function. (3) summarize the planning of the basic ideas and function of the complex process, refine the agricultural land, unused land and construction land has the implementation of the functional complex strategy.

Recognizing the relation between urban morphology and urban design studies in city planning and urban design practices is highly vital. Beyazıt Square, which is the center of the city of Istanbul, could not be integrated to the other parts of the city either configurationally or socially although many design projects have been previously planned and discussed. In this study, the Historical Peninsula of Istanbul is observed as an essential unit of the traditional path reflecting each civilization, namely Roman, Byzantium, Ottoman and Republic of Turkey that have been settled in the region. Transformations in urban blocks in Beyazıt region are elaborated through a series of morphological analyses based on the Conzenian approach of urban morphology. Morphological regions of the Historical Peninsula are identified and Beyazıt region is addressed in detail in terms of the transformations in urban block components, that are; street, plot and buildings. The effects of surrounding units which are the mosque, university buildings, booksellers and Grandbazaar on Beyazıt Square are discussed according to the morphological analyses that are applied to the region. Previous design practices and the existing plan of the area are observed through the analyses including town plan, building block, and land use and ownership patterns. It is revealed that existing design problems in Beyazıt Square come from the absence of urban morphological analyses in all planning and design practices. Together with the qualitative analysis, the founding fathers of urban morphology also proposed quantitative measures of urban fabrics. Allain's methodological work (2004) presents an overview of these quantitative analyses of topological, dimensional and geometrical relations among form elements in urban fabrics. However, urban morphologists have traditionally resisted computer-based geoprocessing of urban form and their calculations were mainly carried out manually. Thanks to technological developments, the number of quantitative studies in urban morphology has increased and fully integrated geoprocessing. More sophisticated computer-aided analyses have increased the potential applications in urban design and in environmental psychology research. Space Syntax (Hillier 1998) and Multiple Centrality Assessment (Porta et al. 2006) are configurational, multi-scale approaches to the analysis of the urban street network, but miss the interplay between streets, building and parcels composing urban fabric. Space Matrix (Berghauser Pont and Haupt 2010) and, more recently, Multiple Fabric Assessment (Araldi and Fusco 2017) are geoprocessing quantitative approaches to the analysis of urban fabric morphology. This study has two aims; (1) classify quantitative urban morphology methods and (2) discuss how these methods could be applied in urban design and environmental psychology. First, the evolution of these methods along with the theories in urban morphology from qualitative to quantitative approaches will be discussed. Methods will be classified by combining their goals, as well as the morphological objects and the scales on which the analyses will focus. However, in recent decades, with newly emerging discussions on landscape infrastructure, a new idea for a more integrated infrastructure and urban system has started to be formulated. Railway strips, occurring as terrains where solid-void morphology of cities becomes illegible, emerge as generators in the formation of new urban green network. Within this framework, Ankara commuter line that mark outs a route approximately 37 kilometers in length in the city, is a remarkable case for a motivating discussion on railway and landscape confrontation. Penetrating the city in east-west direction, the commuter line integrated with a rural landscape –covering vegetable gardens and creeks- that was serving as a recreational field for citizens until 1950s. However, the transformative nature of the railway, encouraged the development of new urban lands, industrial areas and neighborhoods along its route, and erased the characteristic landscape along the railway. The continuous landscape integrated with green, water and railway infrastructure became fragmented covering only some splits of green and water. In this respect, this study dwells on the lost landscape of the commuter line by mapping the fragmented continuity of the railway, green and water infrastructure from 1950’s until today to show the limited, but potential interaction of these three systems in the current urban fabric. After 16 years of leading the Hyperbody research group as professor of practice at the TU Delft, I wanted to do something completely different and looked at the Gulf region for further educational and professional activities. I was familiar with the region, having lectured in several countries of the Middle East and eventually having realized an office building in Abu Dhabi. My practice ONL [Oosterhuis_Lenard], which I run together with my wife and business partner visual artist Ilona Lenard, proposed a number of iconic architectural proposals for hotels and office towers, and was eventually awarded some prestigious commissions for master planning projects: the redevelopment of Manhal Palace, the residence of previous ruler Sheik Zayed in Abu Dhabi. Our continuous efforts to contribute to the building market in the UAE culminated in our realized design for Mr Abdullah Al Nasser, the LIWA tower in Abu Dhabi [2014]. I Joined the Department of Architecture and Urban Planning [DAUP] at Qatar University in September 2017.

Moreover, the interaction with natural landscape, built form and the boundary matrix can illuminate ecological perspective on the form of the city. (Scheer, 2016) To understand the urban form under special geographical conditions, a case study is conducted in Kenting National Park, which is a tropical area with rich landscape such as moutains, lakes and rivers, plains, basins, and surrounded by seas. An analytical approach based on Historico-Geographical approach (Kropf, 2009; Oliveira, 2016) is applied in this paper. After identifying the scope of 42 settlements, there are three outer shape types such as compact, scattered, linear. Then, three kinds of morphotopes (Conzen, 1988) can mainly be figured out by comparing the combination between streets, buildings and plots: i) Detached, duplex houses on small plots along the access road; ii) Attached buildings on small plots along the main road; iii) Villas or hotels on large plots along the main road. Finally, the relationship between the larger plan units (Conzen, 1960) and the geographical conditions shows that the homogeneous configuration of plan units corresponds to the certain landscape. On the other hand, this article seeks to find out the impacts and changes caused by special geographical conditions in consequence of the landscape affects not only the formation of urban form but the evolution because its influence on socio-economic conditions. Such analysis methods are a process that reviews the evolution and evaluation of towns throughout history. This paper focuses on, Conzen’s and Caniggia’s ideas, MRG Conzen’s historic-geographical approaches (1968) on planning level and Caniggia’s typo-morphological process (2001) on architectural level. Those methodologies help to understand the transformation procedure of different regions of city throughout the years and recovering how the city elements and urban hierarchy are interrelated. Additionally, the focus of this paper is to study the town’s morphological transformations, regarding its spatial, geographical and historical combinations. Within this context, Geographical and historical surveys done on the whole town of Lefke, in north-west Cyprus, and a detailed explanation on the typo-morphological analyses of some particular regions will be given in this article. One of the significant character that makes the town unique is its historical background which lay down with an organic urban pattern from Ottoman period. Lefke town was first formed with a medieval character, and through centuries of functional and physical transformations, has been highly influenced by British extensions, which were either prearranged modifications affected by socio- natural, economic, and political situations, or instinctive and spontaneous changes. All these historical factors, along with its geographical features, make Lefke an interesting case to be studied with an urban typo-morphological approach. The Nordic thematic group for innovative and resilient regions 2017–2020 (TG2) was established by the Nordic Council of Ministers and is a part of the Nordic Co-operation Programme for Regional Development and Planning 2017–2020. Three Nordicthematic groups were established for the four-year period: Innovative and resilient regions, Sustainable rural development, and Sustainable cities and urban development. The thematic groups have been organised under the Nordic Council of Ministers’ Committee of Civil Servants for Regional Affairs, and Nordregio has acted as the secretariat for the thematic groups. This report summarises the work and results of the Nordic thematic group for innovative and resilient regions (TG2) in 2017–2020. The thematic group has not only produced high-quality research on innovative and resilient regions in the Nordic countries but also contributed to public policy with the latest knowledge on the creation and development of innovative and resilient regions across the nordic countries, with focus on smart specialisation, digitalisation, regional resilience, and skills policies. TG2 has also contributed to research on innovative and resilient regions in the Nordic cross-border context.

Trucks serve significant amount of freight tonnage and are more susceptible to complex interactions with other vehicles in a traffic stream. While traffic congestion continues to be a significant ‘highway’ problem, delays in truck travel result in loss of revenue to the trucking companies. There is a significant research on the traffic congestion mitigation, but a very few studies focused on data exclusive to trucks. This research is aimed at a regional-level analysis of truck travel time data to identify roads for improving mobility and reducing congestion for truck traffic. The objectives of the research are to compute and evaluate the truck travel time performance measures (by time of the day and day of the week) and use selected truck travel time performance measures to examine their correlation with on-network and off-network characteristics. Truck travel time data for the year 2019 were obtained and processed at the link level for Mecklenburg County, Wake County, and Buncombe County, NC. Various truck travel time performance measures were computed by time of the day and day of the week. Pearson correlation coefficient analysis was performed to select the average travel time (ATT), planning time index (PTI), travel time index (TTI), and buffer time index (BTI) for further analysis. On-network characteristics such as the speed limit, reference speed, annual average daily traffic (AADT), and the number of through lanes were extracted for each link. Similarly, off-network characteristics such as land use and demographic data in the near vicinity of each selected link were captured using 0.25 miles and 0.50 miles as buffer widths. The relationships between the selected truck travel time performance measures and on-network and off-network characteristics were then analyzed using Pearson correlation coefficient analysis. The results indicate that urban areas, high-volume roads, and principal arterial roads are positively correlated with the truck travel time performance measures. Further, the presence of agricultural, light commercial, heavy commercial, light industrial, single-family residential, multi-family residential, office, transportation, and medical land uses increase the truck travel time performance measures (decrease the operational performance). The methodological approach and findings can be used in identifying potential areas to serve as truck priority zones and for planning decentralized delivery locations.

Highly imperiled Oregon white oak ecosystems are a regional conservation priority of numerous organizations, including Oregon Metro, a regional government serving over one million people in the Portland area. Previously dominant systems in the Pacific Northwest, upland prairie and oak woodlands are now experiencing significant threat, with only 2% remaining in the Willamette Valley in small fragments (Hulse et al. 2002). These fragments are of high conservation value because of the rich biodiversity they support, including rare and endemic species, such as Delphinium leucophaeum (Oregon Department of Agriculture, 2020). Since 2010, Metro scientists and volunteers have collected phenology data on approximately 140 species of forbs and graminoids in regional oak prairie and woodlands. Phenology is the study of life-stage events in plants and animals, such as budbreak and senescence in flowering plants, and widely acknowledged as a sensitive indicator of environmental change (Parmesan 2007). Indeed, shifts in plant phenology have been observed over the last few decades as a result of climate change (Parmesan 2006). In oak systems, these changes have profound implications for plant community composition and diversity, as well as trophic interactions and general ecosystem function (Willis 2008). While the original intent of Metro’s phenology data-collection was to track long-term phenology trends, limitations in data collection methods have made such analysis difficult. Rather, these data are currently used to inform seasonal management decisions on Metro properties, such as when to collect seed for propagation and when to spray herbicide to control invasive species. Metro is now interested in fine-tuning their data-collection methods to better capture long-term phenology trends to guide future conservation strategies. Addressing the regional and global conservation issues of our time will require unprecedented collaboration. Phenology data collected on Metro properties is not only an important asset for Metro’s conservation plan, but holds potential to support broader research on a larger scale. As a leader in urban conservation, Metro is poised to make a meaningful scientific contribution by sharing phenology data with regional and national organizations. Data-sharing will benefit the common goal of conservation and create avenues for collaboration with other scientists and conservation practitioners (Rosemartin 2013). In order to support Metro’s ongoing conservation efforts in Oregon white oak systems, I have implemented a three-part master’s project. Part one of the project examines Metro’s previously collected phenology data, providing descriptive statistics and assessing the strengths and weaknesses of the methods by which the data were collected. Part two makes recommendations for improving future phenology data-collection methods, and includes recommendations for datasharing with regional and national organizations. Part three is a collection of scientific vouchers documenting key plant species in varying phases of phenology for Metro’s teaching herbarium. The purpose of these vouchers is to provide a visual tool for Metro staff and volunteers who rely on plant identification to carry out aspects of their job in plant conservation. Each component of this project addresses specific aspects of Metro’s conservation program, from day-to-day management concerns to long-term scientific inquiry.

Between 2016 and 2018, the U.S. Department of Agriculture (USDA) Southern Plains Climate Hub led a project to assess the impacts of the recent historic 2016 and 2018wildfires on the Southern Plains. Titled the 2016-2018Southern Plains Wildfire Assessment, this project was coordinated with multiple agencies and organizations across the region including the Southern Climate Impacts Planning Program (SCIPP) a NOAA Regional Integrated Science and Assessment (RISA) team,University of Oklahoma’s Center for Spatial Analysis, and the USDA Agricultural Research Service (ARS) Grazinglands Research Laboratory, among others. Elements of this project included three local stakeholder events across the affected region as well as are search component investigating characteristics of vegetation recovery within these areas. The findings of both are coupled in this assessment report to encourage the risk reduction measures of future wildfire recovery and preparedness efforts across the Southern Plains.
