Underwater fuel pipelines traverse Guantanamo Bay, Cuba. Studies indicated that the pipeline was not adequately protected from corrosion. Failure of the pipeline would release fuel into the bay resulting in high cost environmental cleanup and legal fees, damage to the environment, and negative publicity towards the Navy.
