This study aims to determine the procedure for managing financial statements at the Kapuas District Office of Youth, Sports, Culture and Tourism.The data used in this study are documentary data, while the data sources used are secondary data with data collection technique in the form of documentation technique, namely collecting written material in the form of data obtained from the Finance Department of the Department of Youth, Sports, Culture and Tourism Kapuas Year 2015 and 2016. Data analysis technique use qualitative analysis technique.The results showed that: (1) the Kapuas District Youth, Sports, Culture and Tourism Office had financial management procedures as a guideline governing the financial management process that covered all financial aspects managed by the Kapuas District Culture, Youth and Sports Service. (2) In the financial management procedure owned by the Department of Youth, Sports, Culture and Tourism of the Kapuas Regency, it has complied with government regulations stipulated in the Minister of Home Affairs Regulation Number 13 of 2006.

The article comprehensively examines the features of extremism spreading among young people (informal youth movements) as one of the negative factors affecting the security of civil society and the entire current system of government in the Russian Federation at the present stage of development. The official statistics of the Ministry of internal Affairs of the Russian Federation, the judicial Department of the Russian Federation and the public organization «Center for economic and political reforms» are given, indicating an increase in the number of extremist crimes among young people aged 14 to 25 years. The emphasis is placed on the fact that a particular danger to society is the popularization of the ideas of extremism directly in youth circles. Criminological features of extremism in modern Russia are considered. The authors point to a significant increase in the role of the information and telecommunication Internet in the spread of extremist ideology. The article considers the concept of «youth extremism» as a violent change in the foundations of the constitutional system and violation of the integrity of the state, public justification of terrorism and other terrorist activities, violation of the rights, freedoms and legitimate interests of man and citizen, depending on his social, racial, national, religious or linguistic affiliation or attitude to religion.

Abstract:
Humans cause more than 55% of wildfires on lands managed by the USDA Forest Service and US Department of the Interior, contributing to both suppression expenditures and damages. One means to reduce the expenditures and damages associated with these wildfires is through fire prevention activities, which can include burn permits, public service programs or announcements, outreach efforts to schools, youth groups and equipment operators, and law enforcement. Using data from 17 US Bureau of Indian Affairs tribal units, we modelled the effect of prevention programs and law enforcement on the number of human-caused ignitions. We also included weather and lagged burned area in our estimation of fixed-effects count models. The results show that prevention activities led to significant reductions in wildfires caused by escaped campfires, juveniles, fire-use (e.g. escaped debris burns) and equipment. Increased law enforcement resulted in fewer incendiary- and equipment-caused wildfires. Using average suppression expenditures by wildfire and our estimate of avoided wildfires per additional year of prevention, we estimate partial benefit–cost ratios of greater than 4.5 for all Bureau of Indian Affairs regions for the continuation of the prevention program.

Discovering Intellectual Strengths and Capabilities while Observing Varied Ethnic Responses (DISCOVER) is an on-going program of research and development that began in 1987. The primary goal of the project is to design better ways to assess and develop the problem solving abilities of children and youth. Stemming from my doctoral dissertation in which I identified problem solving as a key component in the achievements of successful scientists with disabilities, I (1993; 1978; 1981; Whitmore & Maker, 1985), have investigated problem solving in varied domains, with diverse populations in projects funded by the Javits Gifted and Talented Education Program and The Office of Bilingual Education and Minority Languages Affairs in the United States Department of Education. In this article, I will summarize the important ideas and the research completed, both published and unpublished.

As anyone with empirical fieldwork experience knows, even best laid data collection plans rarely go off without a hitch. There is often rich learning from these challenges, although we seldom reflect on them in the literature. This interview asks UCT’s Safety and Violence Initiative (SaVI) Director, Guy Lamb, and Study Coordinator Ncedo Ntsasa Mnquibisa about their experiences carrying out the Gugulethu component of a randomised household survey project that took place in Gugulethu and Manenberg in Cape Town in 2017. Young people between the ages of 12 and 18 years old, and one of their caregivers, were interviewed using a detailed (structured) questionnaire. This project was a partnership between SaVI, Amandla EduFootball and Dr Ian Edelstein (who was based at the Human Sciences Research Council), which focused on youth resilience, deviance and development. The project was funded by the Department of Cultural Affairs and Sport in the Western Cape Provincial Government.

Abstract:
This study investigates information literacy and scholarly communication within the processes of doctoral research and supervision at a distance. Both doctoral candidates and supervisors acknowledge information literacy deficiencies and it is suggested that disintermediation and the proliferation of information may contribute to those deficiencies. Further to this, the influence of pedagogic continuity—particularly in relation to the information seeking behaviour of candidates—is investigated, as is the concomitant aspect of how doctoral researchers practise scholarly communication. The well-documented and enduring problem for candidates of isolation from the research cultures of their universities is also scrutinised. The contentious issue of more formally involving librarians in the doctoral process is also considered, from the perspective of candidates and supervisors. Superimposed upon these topical and timely issues is the theoretical framework of adult learning theory, in particular the tenets of andragogy. The pedagogical-andragogical orientation of candidates and supervisors is established, demonstrating both the differences and similarities between candidates and supervisors, as are a number of independent variables, including a comparison of on-campus and off-campus candidates. Other independent variables include age, gender, DETYA (Department of Education, Training & Youth Affairs) category, enrolment type, stage of candidature, employment and status, type of doctorate, and English/non-English speaking background. The research methodology uses qualitative and quantitative techniques encompassing both data and methodological triangulation. The study uses two sets of questionnaires and a series of in-depth interviews with a sample of on-campus and off-campus doctoral candidates and supervisors from four Australian universities. Major findings include NESB candidates being more pedagogical than their ESB counterparts, and candidates and supervisors from the Sciences are more pedagogical than those from Arts, Humanities and Social Sciences, or Education. Candidates make a transition from a more dependent and pedagogically oriented approach to learning towards more of an independent and andragogical orientation over the duration of their candidature. However, over tune both on-campus and off-campus candidates become more isolated from the research cultures of their universities, and less happy with support received from their supervisors in relation to their literature reviews. Ill The study found large discrepancies in perception between the support supervisors believed they gave to candidates in relation to the literature review, and the support candidates believed they received. Information seeking becomes easier over time, but candidates face a dilemma with the proliferation of information, suggesting that disintermediation has exacerbated the challenges of evaluation and organisation of information. The concept of pedagogic continuity was recognised by supervisors and especially candidates, both negative and positive influences. The findings are critically analysed and synthesised using the metaphor of a scholarly 'Club' of which obtaining a doctorate is a rite of passage. Recommendations are made for changes in professional practice, and topics that may warrant further research are suggested.

Local Economic Development (LED) is one of the primary building blocks in terms of the economic growth and development equation for the Province. The primary challenges LED has the potential to address include the following: Job creation, the building of an enabling environment that will encourage economic engagement by a larger number of local entrepreneurs, drawing together a number of critical partners and mobilising their energies and resources towards local economic growth and development, facilitating access to finance, markets, capacity building and business support services, creating the environment which will effect economic viability of local communities and their Local Authorities, linking local product development to provincial, national and international markets. There are many other fundamental challenges. The key issue though is whether people in their communities, especially rural and peripheral environments, are benefiting in real terms regarding the quality of their lives. The LED programme will also give effect to the “Growth, Employment and Redistribution: A Macro Economic Strategy” framework that outlines the strategy for rebuilding and restructuring the South African economy. The document confirms Government’s commitment: “It is Government’s conviction that we have to mobilise all our energy in a new burst of economic activity. This will need to break current constraints and catapult the economy to higher levels of growth, development and employment needed to provide a better life for all South Africans.” (1996:2)

The South African public sector is important for the sustainable growth and development of the country. One of its major responsibilities is to ensure that all citizens have access to and receive services. Achieving a high degree of productivity is an important objective of public service organisations across the world, given the pressure to deliver quality public goods and services within the limits of ever-increasing resource constraints. The South African public service is no exception to this global phenomenon. The challenge of the public service is therefore to continuously improve performance in order to meet citizens’ needs. The focus of this study is the challenges facing service delivery in the Department of Home Affairs. The aim of this study is to explore and describe the challenges that hinder full transformation and maximum customer/client satisfaction in regards to service delivery offered by the Department of Home Affairs. The objectives are: to identify the challenges experienced by staff offering services to clients at the Department of Home Affairs and to identify the problems experienced by clients who receive services at Home Affairs. The study employs a qualitative research methodology and uses observation and individual interviews as data collections tools. The findings from both sources indicate that the clients were not happy with the quality of service they receive at the ID section. Amongst other things, they complained about lack of information, lack of guidance, unprofessional staff, and technical problems that they had experienced. However, the staff also encountered a number of challenges, including being short staffed, lack of resources, and system problems as the system is new to them and they have not received enough training before it was implemented.

With the rapid growth of juvenile offender diversion programs, which use many non-traditional sanctions, the effectiveness of sanction combinations in juvenile diversion programs and in each individual program needs to be evaluated. Those making sanctioning decisions currently do so based on intuition rather than using an evidence- or theory-based approach. Considerable research has examined the relationship between offender risk factors and recidivism (who is more likely to reoffend?) and between offender risk factors and sanctions (who is more likely to receive what sanctions?), but little is known about the relationship between sanctions and recidivism (which sanctions best reduce recidivism and for whom?). Furthermore, recidivism studies vary drastically in how they measure or quantify recidivism. This variability of approach makes comparing studies difficult and provides a less-than-complete picture of recidivism in general. The present study used data from one specific youth diversion program to test certain hypotheses of sanctioning by developing and testing a model for assigning sanction combinations to certain offenders on the basis of their individual characteristics. The study first developed measurement models for Offender Risk Propensity, Multiplicity of Sanctions, and Recidivism using structural equation modeling (SEM). Then predictive models were developed to test specific relationships. Understanding the effectiveness of certain sanction packages on certain offenders can form the basis for effective sanctioning in youth diversion programs. This study sought to answer three research questions: What is the best way to measure recidivism? Does completion of a restorative justice program reduce recidivism? Which sanctions, if any, reduce recidivism for specific offender types? To answer the first question: a multi-indicator latent construct of recidivism did a very good job of measuring variation in recidivism. Multiple indicators analyzed simultaneously produced a robust tool that can be used in other recidivism studies and help to reduce comparability issues between studies. The recidivism construct, when tested as a function of completion of the restorative justice program, was seen to produce a significant model having an overall good fit with the data. Thus to answer the second research question: offenders' completion status for the restorative justice program was shown to be a significant predictor of the latent construct of recidivism at the 0.05 level (two-tailed), with those who failed to complete (or chose not to participate) having higher recidivism than did those who completed the program. To answer the third research question: the assignment of specific sanctions (both those suggested by research and theory and those traditionally assigned by this and similar programs) on the entire data set (and on various subsets) of this study have no statistically significant impact on recidivism at the 0.05 level (two tailed). The findings suggest many policy implications. Consistency is all but nonexistent in recidivism measurements in the academic literature and in program review studies. A multi-indicator latent construct of recidivism, such as the one proposed and proven effective in this study, provides a more complete picture than simply conceptualizing recidivism by one dummy variable. This recidivism model can be used as the endogenous variable to evaluate programs and their practices and could reduce the problem of study comparability. This could lead to a better understanding of program characteristics and their impact on offender success. This study also found that completion of the Neighborhood Restorative Justice Program was a significant predictor of recidivism, yet none of the eleven most commonly assigned sanctions were seen to have a significant impact on recidivism for any subgroup. Proponents of restorative justice argue that it is the programs' characteristics and not their specific activities that make the programs successful. Reintegrative Shaming Theory and Labeling Theory support this claim and suggest the best approach to address youth criminal behavior is to admonish the act and not the actor, have the offender and community agree on a plan to make the community whole after that criminal act, and prevent repeated interaction with the formal criminal justice system which encourages the youth to see themself as a deviant and engage in further deviant behavior. These characteristics should be further examined and widely employed if confirmed.

Department of Veterans Affairs (VA) audiologists were surveyed regarding their perceptions and evaluations of hearing aid (HA) brands on seven factors previously published in peer-reviewed research as important to the HA brand preference decision of audiologists. One of the seven factors formed a distinct dimension of brand differentiation based on Contract Pricing (dimension 1). Brand perceptions for the other six factors were highly correlated with one another; this dimension of correlated perceptions was labeled Propensity to Dispense Based on a Gestalt Percept (dimension 2). That is, a direct relation exists between the collective perception of HA brand and its likelihood of being dispensed. These two dimensions accounted for 93.1% of the variance in the perceived differences among the HA brands surveyed. Joint-space mapping was used to model the effect of altering perceptions on VA HA brand dispensing. Results indicate that few VA audiologists (7.7%) dispense HA brands in majority association with contract pricing. Instead, the vast majority (77%) form brand preferences in majority association with their individualized perceptions.
