Full textThe author examines the incremental costs and benefits associated with a change from six-month unit deployments to one-year unit deployments. The analysis is based primarily on five fighter squadrons participating in the Marine Corps' Unit Deployment Program and takes in the period July 1976 to October 1988. Regression analysis is used to project transportation cost savings of $4 million in real terms from FY 1989 through FY 1993. With a change to a one-year Unit Deployment Program, fighter squadrons should experience net increases in aircraft readiness, aircrew training readiness, and personnel retention.

Full textThis work is concerned with the development of a methodology for multidisciplinary optimization of the aircraft conceptual design. The aircraft conceptual design optimization was based on the evolutionary simulation of the aircraft characteristics outlined by a QFD/Fuzzy arithmetic approach where the candidates in the Pareto front are selected within categories close to the target proposed. As a test case a military trainer aircraft was designed target to perform the proper transition from basic to advanced training. The methodology for conceptual aircraft design optimization implemented in this work consisted on the integration of techniques such statistical entropy, quality function deployment (QFD), arithmetic fuzzy and genetic algorithm (GA) to the weighted multidisciplinary design optimization (WMDO). This methodology proved to be objective and well balanced when compared with traditional design techniques.

Full textRecently customer-based product development is becoming a popular paradigm. Customer needsand expectations are identified and transformed into requirements in systematic processes for productdesign with the help of various methods and tools. However, in many cases, these approaches fail tofocus on the perceived value that is crucially important when customers make the decision ofpurchasing a product. The requirements specification derived from these approaches are typicallyvalue-implicit.In this thesis, a prescriptive approach to derive value-based requirements specification is proposedby integrating the concept of value into the house of quality of quality function deployment. Anintegrated set of theories, methods and concepts is introduced in order to mitigate the sevenmethodological problems of house of quality regarding to establishing appropriate value-basedrequirements specification. The foundations of the approach include concepts of objective, valuemodel and consequence model, methods of means-ends objectives network, fundamental objectiveshierarchy, response surface methodology and value-driven design, and theory of multi-attribute utilitytheory. The procedure of the approach is a four-step process: (1) identify and structure objectives frominitial customer statements of expectations, (2) specify attributes and construct customer value model,(3) transform fundamental objectives into engineering characteristics to construct system value model, and (4) derive component value models from system value model. Through this procedure, initialcustomer statements can be reasonably derived into customer value model, system value model andcomponent value model. The benefits of the approach are that it enables (1) reasonably qualifying andquantifying customer value, and performing value modeling and simulation, (2) perceived customervalue being subsequently used reactively for design evaluation, and proactively for value-drivendesign.The approach is applied in the context of a European Community’s R&D project CRESCENDO tohelp constructing airlines’ group value model for commercial aircraft development. This applicationfocuses on the first two-steps of the approach, and the value models are implemented in businesssoftware Vanguard Studio

Taiwan is surrounded by abundant oceans. The number of offshore search and rescue (SAR) cases happened increasing year by year as rising maritime activity because of the world economic and technological making great strides. It’s no obstacle and no doubt in air to allow performing the offshore SAR mission 24 hours, day and night. There are only two offshore SAR mission professional performing units in Taiwan currently. There are National Airborne Service Corps (NASC) and the Air Force Rescue Team. But the NASC’s AS-365N helicopters are main performing offshore SAR mission resourse in Taiwan, the helicopters just do search but rescue action because lack of night SAR equipment. So the Air Force Rescue Team is the only one resource that provide the capability of performing night offshore SAR mission completely. But it need spend more additional time to fly to another airport to find refuel aid service for reaching offshore victim area when performing the south, north, northwest and southeast of Taiwan of the offshore SAR mission. This kind of spending time action cannot save a critical situation for life-saving. It must be haggled over every cent. NASC will receive total of 15 UH-60M helicopters from 2015 to 2019. UH-60M helicopter is provided superior performance and equipment that hold the great SAR energy to perform the offshore SAR mission in 24 hours and to enhance the offshore SAR mission resource during the night. The main purpose of this study was to find the maximum benefit to set the UH-60M new bases which can provide the aviation service resource to perform offshore SAR mission that according to the flight performance of UH-60M for shorten the flight time from the base to offshore victim area in Taiwan. In order to provide the best life-saving service quality, this study will collect offshore SAR performing history datas, then using cluster analysis and location theory to research and analysis of the position of the number of the bases deployed for UH-60M helicopters of NASC.
