Abstract:
Overoptimism regarding one's ability to arrive early in a queue is shown to rationalize deposit contracts in which people can withdraw their funds on demand even if consumption takes place later. Capitalized institutions serving overoptimistic depositors emerge in equilibrium even if depositors and bank owners have identical preferences and investment opportunities. Consistent with the evidence, runs can lead people to move their deposits from one intermediary to another. Regulatory policies, including deposit insurance, minimum capital requirements and restrictions on the assets held by depository institutions can increase the ex ante welfare of depositors. Though the FDLP Modernization Act of 2018 failed to land on the president’s desk, the first serious attempt at a legislative solution to the structural hindrances facing the Federal Depository Library Program (FDLP) must be applauded. In particular, granting the Superintendent of Documents the authority to designate depositories is a vast improvement over the current and ancient Congressional District Model of Depository Allocation. The inadequacies of this well intentioned method of allocating depositories nationwide have been articulated since the nineteenth century.

Abstract:
The paper deals with the variants of providing digital nomadism with tourist services and service under conditions of global informatization. In order to increase the mobility of this category of tourists, the authors offered a model of information support in accordance with the strategy of global geoinformation supporting of travel infrastructure. The navigation system of information depository is focused on the localization of life support system points with optimal combination of infrastructure objects. For filling the information depository of tourist destination determination and annotation of most significant objects and access points to global tourist system of informatization have been carried out. When choosing the above-mentioned objects, the authors proceeded from the following founding principles: accessibility of objects to Internet system sources; consumer preferences; security. To ensure quality of tourist services and service the analysis of the state of global tourist information system infrastructure is carried out in the paper. Following the findings, proposals for the implementation of information depository model are developed. The markers of system orientation in space providing the link of object location with geoinformation field are included in the depositary information field. In general, the offered model, according to authors, will contribute to comfortable and safe movement of digital nomads on tourist route.

Depository System of Securities on the Capital MarketSummaryThe article contains a brief analysis of the depository – settlement system which forms a part of the securities trading system. The securities trading system in Poland is based on international standards including full securities dematerialisation.The depository-settlement system is formed of The National Depository for Securities (KDPW) and its participants. The main responsibilities of the system are providing depository, clearing and settlement services for all securities in public trading. The author concentrates on the depository functions of the system omitting the issues of clearing and settlement of securities transactions and presents registration tools used by KDPW and its participants and their depository actions. The article also contains suggestions of legal changes which may improve the functioning of the system, as its right organization is highly important in development and operation of the Polish capital market.

Abstract:
NSDL was registered by the SEBI on June 7, 1996 as India’s first depository to facilitate trading and settlement of securities in the dematerialized form. NSDL has been set up to cater to the demanding needs of the Indian capital markets. NSDL commenced operations on November 08, 1996. NSDL has been promoted by a number of companies, the prominent of them being IDBI, UTI, NSE, SBI, HDFC Bank Ltd., etc. The initial paid up capital of NSDL was Rs. 105 crore which was reduced to Rs. 80 crore. During 2000-2001 through buy-back programme by buying back 2.5 crore shares @ 12 Rs./share. It was done to bring the size of its capital in better alignment with its financial operations and to provide same return to shareholders by gainfully deploying the excess cash available with NSDL. NSDL carries out its activities through service providers such as depository participants (DPs), issuing companies and their registrars and share transfer agents and clearing corporations/ clearing houses of stock exchanges. These entities are NSDL's business partners and are integrated in to the NSDL depository system to provide various services to investors and clearing members. The investor can get depository services through NSDL's depository participants. An investor needs to open a depository account with a depository participant to avail of depository facilities. Depository system essentially aims at eliminating the voluminous and cumbersome paper work involved in the scrip-based system and offers scope for ‘paperless’ trading through state-of-the-art technology. A depository can be compared to a bank. A depository holds securities of investors in the form of electronic accounts, in the same way as bank holds money in a saving account. Besides, holding securities, a depository also provides services related to transactions in securities.

Purpose – This paper aims to investigate whether enhanced requirements result in the depositories exiting the business. Furthermore, this paper attempts to analyse prospective changes to the operating structures caused by the Alternative Investment Fund Managers Directive (AIFMD). Most importantly, this paper discusses the processes to evaluate and manage counterparty risk relating to prime brokers. AIFMD makes fundamental changes to the depository liability and managing counterparty risk by making a depository bank liable for any losses to investor assets, even those held within third-party custodians appointed by the depository. Depositories will also need to calculate the probability of default of their sub-custodians and use complex credit models to calculate any capital requirements under the fourth Capital Requirements Directive (CRD IV). Design/methodology/approach – This paper is based on an insightful secondary analysis of the AIFMD with practical implications drawn for depository banks. The analysis of this topical research has been broken down into the following sections: assessing and managing counterparty risk of prime brokers; insurance against defaults of prime brokers; and regulatory-driven challenges and changes to depository banks. Findings – The post-Lehman banking industry has realised that counterparty risk cannot be ignored. This has triggered heated debates among regulators and practitioners whereby any depository bank should clearly separate the assets of its clients from the depository assets and its own assets. This paper argues that the custodian services will witness consolidation with the big players remaining and small custodians forced to leave the business in light of the enhanced liabilities under the AIFMD. In addition to this, this paper has stressed that assessing counterparty risk should be supported by an insightful analysis of the culture of a prime broker; its legal, structural and regulatory safeguards; and quality of assets. Moreover, managing risks associated with prime brokers entails significant costs to depositories. Thus, depository banks are advised to factor these costs into their pricing models. Originality/value – Given the magnitude of recent regulatory initiatives and complex challenges faced by depositories, an important question arises whether depository banks would exit the business in light of the regulatory-induced liabilities. This paper addresses the aforementioned question and provides practical implications into managing emerging risks by depository banks. At this point, the majority of depositories are in a process of developing in-house solutions for managing risks related to prime brokers, and hence would benefit from practical insights into these processes that are provided in this paper.

Weeding is a systematic approach to the removal of resources from a library’s collection. In the weeding process, materials are identified for withdrawal in order to maintain a collection that is accurate, updated, well-used, meets the needs of the users, and is in line with the library’s mission. When weeding tangible resources that are part of the Federal Depository Library Program (FDLP), a depository library must ensure that its weeding policy follows the Legal Requirements & Program Regulations of the Federal Depository Library Program and any separate guidelines set by the Regional Depository. However, there are no specific rules or guidelines to follow when weeding digital FDLP resources. This means that individual libraries have more leeway to craft digital weeding procedures that best serve their institution, patrons, and the community at large. In this article, we will discuss initial considerations when developing a process for weeding digital depository materials, we will examine different methods for analyzing a digital collection’s size and usage, and we will review methods for maintenance and weeding of digital resources.

Abstract:
The relevance of the study is explained by the underdevelopment of the securities market in Ukraine, which barely started establishing the institutions and mechanisms of a market economy. Ukraine has a decentralised system of depository services, which hinders the development of the stock market, because the decentralised system of accounting for rights to securities complicates the procedure of transactions and increases risks. The purpose of the study was to investigate the international experience of securities depository in the rapidly expanding securities markets, especially in Eastern Europe and Asia, their technology, identifying their new functionality and dominant models of their architecture in the context of regulation, interaction of market participants and protection of their property rights. The main methods of study of international experience in the provision of securities custody services were empirical, analytical, and inductive methods, which together allowed describing the systems of securities circulation in different countries, analysing them to identify common features that are important for their implementation in Ukraine for integration into the global system of redistribution of financial resources. The study considered various securities storage systems, national depository systems, covered the features of national mechanisms of interconnection of all participants in the securities market, identified conceptual problems of securities market organisation in Ukraine, substantiated the need to adapt international experience for institutional development of the national depository system of Ukraine. The materials of the study have practical value for the development of the depository system in Ukraine as a basis for the functioning of the securities market, compatible with technological international depository systems in full functionality, which guarantees investors' property rights and enables Ukraine to become a full-fledged redistributor of global financial resources and, accordingly, to attract investments for economic development pursuant to international rules and standards of “transparent” functioning of securities markets, thus putting institutional barriers to corruption influences. In this paper we extend the framework of reaction systems by introducing (extended) zoom structures which formalize a depository of knowledge of a discipline of science. The integrating structure of such a depository (which is a well-founded partial order) allows one to deal with the hierarchical nature of biology. A funny thing happened on my way to becoming GODORT chair: after ten years as the regional Federal Depository Library coordinator at the University of Georgia, I accepted a new job outside of the government documents community. As of June 28, 2018, I am the associate dean of libraries for research and learning at North Dakota State University. Obviously, my new job was not on my radar when I agreed to run for GODORT chair-elect in 2017. And while I am no longer a depository coordinator, I am still tangentially involved with the depository community. NDSU is a shared regional with the University of North Dakota, and our regional depository coordinator—Susanne Caro, formerly of the University of Montana—reports to me. In fact, Susanne is the GODORT chair-elect, which makes North Dakota the nexus of GODORT for the next few years. Not bad for a state that, according to the Census Bureau, ranks forty-seventh in population!

The Government Printing Office (GPO) administers a depository library program that provides the public with access to government publications, including digital ones. For years, the GPO, its Depository Library Council, and documents librarians have discussed the future role of member libraries. This article explores a different, but critical, perspective: that of directors of university libraries within the Association of Research Libraries. Thirty directors reviewed different scenarios and selected the one they envision their university assuming. The findings have implications for librarians in any depository library program and others interested in the future role of libraries as collection and service centers for government information resources.

For as long as academic libraries have participated in the federal depository library program, there has been an inherent conflict between their academic and depository mandates. While state and public libraries are tasked with serving the greater public, academic libraries have an imperative to meet the specific needs of their institutions. As institutional priorities have evolved and new needs emerged, many academic depositories have come to face pressures of staffing and physical space that lead to the desire to downsize their physical government documents holdings in favor of digital surrogates. Because the government documents received through the federal depository library program are not the libraries’ property, withdrawing these materials is a time consuming, labor intensive, costly, and complicated undertaking.

In a recent publication (Yoo & Ahn, 2020), a holotype depository was not clearly indicated for the new species, Amblopusa vancouverensis Yoo & Ahn, 2020. In this paper we provide the missing type depository with a diagnosis of Amblopusa vancouverensis sp. nov. in order to validate the name under the conditions required by the ICZN (1999: Article 16.4.2).

Abstract:
Last year I wrote a DttP column about the United Nations Depository Library System (UNDL), but much has changed since, unfortunately for the worse. The situation has become so serious and the UN Department of Public Information’s (DPI) handling of the issue so confusing, I have almost lost faith in UN Publishing. While several advocacy efforts are underway, including a letter-writing campaign from UN Depositories around the world, an ALA Resolution,and collaborative efforts with other nongovernmental organizations, the DPI seems chiefly focused on its short-term financial interests rather than access to UN information. The communications released by the DPI have also been fraught with complexity and inconsistencies. If we support open access to information, we need to rebuff decisions made by the DPI and UN Publications to effectively disband the UN Depository Library System. This article is both a challenge and a plea to the UN to alter course and reinstate a robust UN depository program, to embrace open access, and to foster digital redundancy.
