Erzincan’a bağlı Tercan ilçesinde 21 Kasım 1939’da 5.9 şiddetinde bir deprem meydana gelmiştir. Bu depremde, birçok can kaybı, yaralanma ve önemli ölçüde maddi hasar oluşmuştur. Adı geçen deprem; Trabzon, Tokat, Elazığ ve Erzurum gibi illerde de hissedilmiştir. Tercan’ın Mans (Çayırlı) ve Karakulak (Otlukbeli) ile Erzincan’ın merkez kazasına bağlı Başköy nahiyelerinde büyük tahribat ve kayıplara yol açmıştır.
