Full textThe Regional Program for Irrigation and Integrated Rural Development - PRIDER is one of three programs at the level of the executing unit that has the capacity to put public investment projects into operation in the country (MEF: 2019) and that is why we want to analyze the development of the implementation of the PRIDER in the Regional Government of Ayacucho at the level of budgetary progress during 2009 to 2018. The thesis opts for a qualitative and quantitative methodology in the form of a case study that links narrative elements as well as semi-structured interviews to the actors involved such as officials and former PRIDER officials. The methodology also included bibliographic review and information support from the friendly portal of the Ministry of Economy and Finance - MEF in order to contrast our thesis from theory and analysis. Finally, with the field data already analyzed, the free software program R was used to correlate the irrigation factor with the general progress of the PRIDER through the Pearson coefficient in order to find important patterns The main conclusions observe that the regional programs have questions about alleged acts of corruption but at the same time present great potential for public investment. In the case of the PRIDER that is created by a contextual factor, shortage of the RIO CACHI predecessor project and corruption questions; it can be affirmed that during the implementation it had a precarious phase, of growth and of transfers to executing units. The problems of implementation during these phases were both internal and external that had a negative impact on the execution of expenditure between the years 2009 to 2018. In the execution the irrigation factor is directly proportional to the progress in contrast to Integrated Rural Development.

Full textIn Peru, the female and male population is not in equal conditions and the discrimination and exclusion of women is evident. Coincidentally, regions with lower rates of development are those with the largest gender gaps. Closing these gaps does not guarantee the development of the regions but does contribute to its improvement, since this improvement also depends on other factors such as poverty and discrimination by race and socioeconomic status, among others. As there are variety of conditions in the regions of Peru, it is necessary the specific study in each of these areas, in order to determine the causes of these gender gaps and propose policies that contribute to its solution. In this context, this research focuses on the Peruvian woman from Ayacucho region, summarizing the situation evolving demographic, educational, health, political and economic from 1990 to 2011 and collecting their personal expectations, in different areas, for next decade (2011-2020) as well as the obstacles encountered and may encounter in meeting their objectives. The research has a descriptive purpose and has used a qualitative approach. The sample of 27 women has been built using a combination of snowball techniques and maximum variation considering the following dimensions: age, marital status, educational level, income, and work activity. The results show a positive trend in the last two decades in all aspects studied. Nevertheless, there are still important differences with other departments and perceived obstacles limiting women's development in Ayacucho. It is hoped that the recommendations made will contribute to the improvement of the negatives aspects that still occur.

Full textThe department of Ayacucho is located in the southern highlands of Peru, has an area of 43,815 square kilometers and a population estimated at 688,657 inhabitants, who have great challenges ahead to achieve the development of the region. In the present work a diagnosis of the updated reality of the region has been developed, identifying four long-term strategic objectives to be reached in the year 2027, related to the economic development of the region, specifically to the development of the production and export of quinoa with emphasis on its organic variety. This will result in the increase of the appropriate PEA in the agricultural sector. Ayacucho is a region with a territory and climate conducive to the development of quinoa, a superfood that has aroused great interest in foreign markets, who are willing to pay a better price for it, in exchange they are very strict with the fulfillment of quality and safety specifications. The region is the second producer and exporter of quinoa in the country, however the potential is still great given that the quinoa produced still does not meet the standards required for compliance with organic certification. Regarding the social aspect, Ayacucho still has poor road and health infrastructure, as well as a high level of malnutrition in children below five years old and a low rate of completion of studies at the educational level. These factors are important as a basis for economic development, which is why they are key to the fulfillment of long-term objectives. The strategies contained in this PEA are aligned with the objectives of sustainable development and will make Ayacucho region in 2027 the first producer and exporter of quinoa of the country

Full textThis document is a strategic plan for the Ayacucho region, which has been developed following the Sequential Model of the Strategic Process, designed by D'Alessio (2015). The region of Ayacucho is located in the South Central Peruvian Andeans, which is politically organized in 11 provinces, that together host 703,629 inhabitants. It has a rugged and mountainous geography, with a dry and temperate climate, which has allowed the development of fruit trees and other crops, explaining why agriculture and livestock activities are the second source of income in the region. But the main economic activity is mining, contributing with 25% of the Gross Value Added. According to the reality presented, the strategic plan proposes the development of non-traditional crops, with a focus on exports, for which long-term objectives related to the sale of quinoa, cocoa and avocado have been set, improving health conditions and education level. Likewise, the objective of 2028 is to increase revenues from mining, but in a responsible manner, which is why an interannual growth rate of 4% has been proposed, while an increase in agricultural products is projected to exceed 7% per year. All of the above will be achieved through the implementation of intensive strategies, such as the development of irrigation investment projects and technification, or the penetration of the markets of China, the United States, Europe and Australia, with cocoa, avocado and quinoa. In addition, an existential tourism offer will be developed in the provinces of Huamanga, Huanta and Vilcashuamán related to the main crops; at the same time, the production of organic crops, mainly cocoa and quinoa, will be increased. Additionally, it is important to diversify industrial agricultural production to create value-added goods.

Full textThis plan for Ayacucho gives the strategies that will allow the regional government to maintain sustainable economic growth over time and allows consistently improving to the quality of life for residents, taking advantage of their current strengths and mitigating the weaknesses. The document presents the current state for Ayacucho and gives comparisons between Ayacucho and other region in Perú and the world in order to identify the strengths and weaknesses of the region and the opportunities and threats in their environment. Ayacucho despite of being the center of terrorist activity in the eighties and nineties, and now face the problem of drug trafficking in VRAEM been able to maintain steady economic growth in the last years thanks to the development of the agroindustry and livestock industry. The Assessment of the competitive and comparative advantages of the region made evident the enormous growth potential of the agricultural and livestock sectors that are the main pillars of economic growth and the potential for tourism and mining capacity in the South sector. However, these advantages contrast with the deficient communications infrastructure, poor basic services, low levels of education and limited access to health. The presented strategic process raises the 2025 vision and mission for Ayacucho. Through internal and external analyzes we identify the need for cluster generation in the region previously considering improvements in communications infrastructure to ensure integration with other markets. The challenge is to deliver to the Ayacucho a plan to follow that allows its growth by leveraging their existing advantages with a view to a successful future.

Full textTradicionalmente, la geografía es entendida como una ciencia académica que funciona bien proporcionando conocimientos básicos sobre los territorios, pero de poca aplicación práctica; de allí su asociación con la historia y el escaso interés que muestran los estrategas de políticas educativas en América Latina.El objetivo de este artículo es mostrar que los geógrafos vienen contribuyendo de manera muy significativa en temas de desarrollo sostenible en los diferentes ámbitos de los espacios geográficos, sean urbanos o rurales. Se tomará una experiencia de desarrollo rural aplicada a la sierra de Piura como muestra de la aplicación de los conocimientos geográficos ambientales, sensibilizando a las poblaciones rurales acerca de los potenciales de sus ecosistemas y de las estrategias de acción frente al cambio climático. En un primer estudio se identificaron los problemas estructurales que impiden el desarrollo sostenible con talleres de información y sensibilización dirigidos a los maestros y líderes comunales y municipales. En un segundo momento se viene trabajando con campesinos de dos zonas ecológicas distintas para informarles de sus potencialidades en recursos vegetales y de la forma cómo podrían aprovecharlos como complementode la agricultura e incrementar de esa manera sus ingresos económicos. También se buscarán mercados para los productos y se les asesorará en la comercialización buscando precios justos.Los resultados todavía no pueden cuantificarse porque las plantas tienen un ciclo productivo que necesita ser ensayado antes de distribuirlas a los usuarios. Por supuesto que el trabajo es interdisciplinario y la participación de los geógrafos está en el conocimiento fino que tienen del funcionamiento de los ecosistemas de los lugares de intervención

Full textThe present investigation intends the process of community participation of women’s in an Andean rural community of Ayacucho, which was severely affected by the internal armed conflict that Perú experienced during the year 1980 - 2000.The participants of this study are women of the peasant community of Sacsamarca residing in the same community (district capital and peasant community). It is a qualitative research, and the data collection was done through indepth interviews based on a semi-structured guide. The results are focused on the construction of the meaning of participation based on women’s own practices and notions. Furthermore, this research will address the mechanisms of exclusion and marginalization of women in community public spaces, among others, as well as the factors that have made participation possible, and the agencies that they raise to overcome the obstacles. Additionally, the research gathers proposals put forward by women to encourage and strengthen female participation. Participation in the community will be marked by gender relations, and the study shows how women warmisapas, single women (widows, single or divorced mothers), do have greater advantages for participation compared to women with a partner or married. On the other hand, the operation, dynamics and communal and municipal structures will determine who participates or not.
