Full textThe Regional Program for Irrigation and Integrated Rural Development - PRIDER is one of three programs at the level of the executing unit that has the capacity to put public investment projects into operation in the country (MEF: 2019) and that is why we want to analyze the development of the implementation of the PRIDER in the Regional Government of Ayacucho at the level of budgetary progress during 2009 to 2018. The thesis opts for a qualitative and quantitative methodology in the form of a case study that links narrative elements as well as semi-structured interviews to the actors involved such as officials and former PRIDER officials. The methodology also included bibliographic review and information support from the friendly portal of the Ministry of Economy and Finance - MEF in order to contrast our thesis from theory and analysis. Finally, with the field data already analyzed, the free software program R was used to correlate the irrigation factor with the general progress of the PRIDER through the Pearson coefficient in order to find important patterns The main conclusions observe that the regional programs have questions about alleged acts of corruption but at the same time present great potential for public investment. In the case of the PRIDER that is created by a contextual factor, shortage of the RIO CACHI predecessor project and corruption questions; it can be affirmed that during the implementation it had a precarious phase, of growth and of transfers to executing units. The problems of implementation during these phases were both internal and external that had a negative impact on the execution of expenditure between the years 2009 to 2018. In the execution the irrigation factor is directly proportional to the progress in contrast to Integrated Rural Development.

Full textIn Peru, the female and male population is not in equal conditions and the discrimination and exclusion of women is evident. Coincidentally, regions with lower rates of development are those with the largest gender gaps. Closing these gaps does not guarantee the development of the regions but does contribute to its improvement, since this improvement also depends on other factors such as poverty and discrimination by race and socioeconomic status, among others. As there are variety of conditions in the regions of Peru, it is necessary the specific study in each of these areas, in order to determine the causes of these gender gaps and propose policies that contribute to its solution. In this context, this research focuses on the Peruvian woman from Ayacucho region, summarizing the situation evolving demographic, educational, health, political and economic from 1990 to 2011 and collecting their personal expectations, in different areas, for next decade (2011-2020) as well as the obstacles encountered and may encounter in meeting their objectives. The research has a descriptive purpose and has used a qualitative approach. The sample of 27 women has been built using a combination of snowball techniques and maximum variation considering the following dimensions: age, marital status, educational level, income, and work activity. The results show a positive trend in the last two decades in all aspects studied. Nevertheless, there are still important differences with other departments and perceived obstacles limiting women's development in Ayacucho. It is hoped that the recommendations made will contribute to the improvement of the negatives aspects that still occur.

Full textThe department of Ayacucho is located in the southern highlands of Peru, has an area of 43,815 square kilometers and a population estimated at 688,657 inhabitants, who have great challenges ahead to achieve the development of the region. In the present work a diagnosis of the updated reality of the region has been developed, identifying four long-term strategic objectives to be reached in the year 2027, related to the economic development of the region, specifically to the development of the production and export of quinoa with emphasis on its organic variety. This will result in the increase of the appropriate PEA in the agricultural sector. Ayacucho is a region with a territory and climate conducive to the development of quinoa, a superfood that has aroused great interest in foreign markets, who are willing to pay a better price for it, in exchange they are very strict with the fulfillment of quality and safety specifications. The region is the second producer and exporter of quinoa in the country, however the potential is still great given that the quinoa produced still does not meet the standards required for compliance with organic certification. Regarding the social aspect, Ayacucho still has poor road and health infrastructure, as well as a high level of malnutrition in children below five years old and a low rate of completion of studies at the educational level. These factors are important as a basis for economic development, which is why they are key to the fulfillment of long-term objectives. The strategies contained in this PEA are aligned with the objectives of sustainable development and will make Ayacucho region in 2027 the first producer and exporter of quinoa of the country

Full textThis document is a strategic plan for the Ayacucho region, which has been developed following the Sequential Model of the Strategic Process, designed by D'Alessio (2015). The region of Ayacucho is located in the South Central Peruvian Andeans, which is politically organized in 11 provinces, that together host 703,629 inhabitants. It has a rugged and mountainous geography, with a dry and temperate climate, which has allowed the development of fruit trees and other crops, explaining why agriculture and livestock activities are the second source of income in the region. But the main economic activity is mining, contributing with 25% of the Gross Value Added. According to the reality presented, the strategic plan proposes the development of non-traditional crops, with a focus on exports, for which long-term objectives related to the sale of quinoa, cocoa and avocado have been set, improving health conditions and education level. Likewise, the objective of 2028 is to increase revenues from mining, but in a responsible manner, which is why an interannual growth rate of 4% has been proposed, while an increase in agricultural products is projected to exceed 7% per year. All of the above will be achieved through the implementation of intensive strategies, such as the development of irrigation investment projects and technification, or the penetration of the markets of China, the United States, Europe and Australia, with cocoa, avocado and quinoa. In addition, an existential tourism offer will be developed in the provinces of Huamanga, Huanta and Vilcashuamán related to the main crops; at the same time, the production of organic crops, mainly cocoa and quinoa, will be increased. Additionally, it is important to diversify industrial agricultural production to create value-added goods.

Full textThis plan for Ayacucho gives the strategies that will allow the regional government to maintain sustainable economic growth over time and allows consistently improving to the quality of life for residents, taking advantage of their current strengths and mitigating the weaknesses. The document presents the current state for Ayacucho and gives comparisons between Ayacucho and other region in Perú and the world in order to identify the strengths and weaknesses of the region and the opportunities and threats in their environment. Ayacucho despite of being the center of terrorist activity in the eighties and nineties, and now face the problem of drug trafficking in VRAEM been able to maintain steady economic growth in the last years thanks to the development of the agroindustry and livestock industry. The Assessment of the competitive and comparative advantages of the region made evident the enormous growth potential of the agricultural and livestock sectors that are the main pillars of economic growth and the potential for tourism and mining capacity in the South sector. However, these advantages contrast with the deficient communications infrastructure, poor basic services, low levels of education and limited access to health. The presented strategic process raises the 2025 vision and mission for Ayacucho. Through internal and external analyzes we identify the need for cluster generation in the region previously considering improvements in communications infrastructure to ensure integration with other markets. The challenge is to deliver to the Ayacucho a plan to follow that allows its growth by leveraging their existing advantages with a view to a successful future.

Full textTradicionalmente, la geografía es entendida como una ciencia académica que funciona bien proporcionando conocimientos básicos sobre los territorios, pero de poca aplicación práctica; de allí su asociación con la historia y el escaso interés que muestran los estrategas de políticas educativas en América Latina.El objetivo de este artículo es mostrar que los geógrafos vienen contribuyendo de manera muy significativa en temas de desarrollo sostenible en los diferentes ámbitos de los espacios geográficos, sean urbanos o rurales. Se tomará una experiencia de desarrollo rural aplicada a la sierra de Piura como muestra de la aplicación de los conocimientos geográficos ambientales, sensibilizando a las poblaciones rurales acerca de los potenciales de sus ecosistemas y de las estrategias de acción frente al cambio climático. En un primer estudio se identificaron los problemas estructurales que impiden el desarrollo sostenible con talleres de información y sensibilización dirigidos a los maestros y líderes comunales y municipales. En un segundo momento se viene trabajando con campesinos de dos zonas ecológicas distintas para informarles de sus potencialidades en recursos vegetales y de la forma cómo podrían aprovecharlos como complementode la agricultura e incrementar de esa manera sus ingresos económicos. También se buscarán mercados para los productos y se les asesorará en la comercialización buscando precios justos.Los resultados todavía no pueden cuantificarse porque las plantas tienen un ciclo productivo que necesita ser ensayado antes de distribuirlas a los usuarios. Por supuesto que el trabajo es interdisciplinario y la participación de los geógrafos está en el conocimiento fino que tienen del funcionamiento de los ecosistemas de los lugares de intervención

Full textThe present investigation intends the process of community participation of women’s in an Andean rural community of Ayacucho, which was severely affected by the internal armed conflict that Perú experienced during the year 1980 - 2000.The participants of this study are women of the peasant community of Sacsamarca residing in the same community (district capital and peasant community). It is a qualitative research, and the data collection was done through indepth interviews based on a semi-structured guide. The results are focused on the construction of the meaning of participation based on women’s own practices and notions. Furthermore, this research will address the mechanisms of exclusion and marginalization of women in community public spaces, among others, as well as the factors that have made participation possible, and the agencies that they raise to overcome the obstacles. Additionally, the research gathers proposals put forward by women to encourage and strengthen female participation. Participation in the community will be marked by gender relations, and the study shows how women warmisapas, single women (widows, single or divorced mothers), do have greater advantages for participation compared to women with a partner or married. On the other hand, the operation, dynamics and communal and municipal structures will determine who participates or not.

Full textTitle: “Looking for the right development project model for Huancarucma, from an Art & Design approach”. Our diagnostic study is situated in the rural community of Huancarucma, located in Cangallo, in the central Ayacucho region. An immediate consideration for this scenario leads us to the fratricidal confrontation led by Shining Path more than 25 years, which caused increased poverty in rural Andean zones, encouraged the emigration of the population between ages 15 and 40 and delayed even more the communities’ opportunities to coordinate their own development. In 2012, Ayacucho has levels of poverty and extreme poverty well above expectations, despite the efforts of the responsible agencies at the governmental and private levels to reverse the situation. Huancarucma is an ancient rural community and an example of a place that, even after the disastrous experience of the civil war of the nineties, has not yet been lifted out of poverty and remains unable to guide its development in a dignified manner. The aim of this thesis was to identify the elements of projects managed from the Art and Design approach of Axis Arte, an interdisciplinary team of applied research and analyze experiences that generate development projects through existing heritage culture, to develop later interventions through projects aimed at developing and strengthening their identity, appropriate to the characteristics and social dynamics of the Andean Community of Huancarucma. This was achieved through andiagnostic study, as a proposal that indicates some routes for people to creatively confront their sustainable development needs, and especially thinking about future generations. In line with our objectives, this investigation analyzed various aspects of the existing elements in projects and on intervention strategies for projects such as the experience of Axis Arte projects that could enrich and enable a future intervention in community projects of Huancarucma, intending to replicate it later, once validated the experience, to other communities with similar characteristics. The research defined as a qualitative diagnostic study concluded with a development project model that takes into account an interdisciplinary approach, combining from a strategic perspective, a social, cultural and productive focus, using culture as input to develop entrepreneurship, products and services with their own designs, creative and innovated ahead of market demand. With such a development approach, we can strengthen the identity, sustainability target in time and help reverse emigration patterns to give job opportunities especially to young people and women. The need to generate youth leadership especially, of their developing opportunities to educate and create community enterprises may be a prerequisite for strengthening the weakened social fabric that needs to be rebuilt. Young people with a torrent of youth, enthusiasm and great appreciation for their community can also help improve the governance of the community if given the opportunity and can also create an environment for them to grow and develop their talents, to achieve the human development which is the ultimate goal of Social Management.

Full textThe social identity is one of the fundamental components for the formation and development of the adolescents, despite of this there are few studies that we can find about identity in adolescents of high Andean regions, much less a proposal that reinforces the social identity. National and international studies show that the work has focused on the identity issue from its implication in the ways of life, as a tool in the educational model in general or through its analysis of discourse and representation, but very few analyze and propose its role as part of learning strategies. After a review of psychoeducational theories in relation to identity and learning, we decided for the model of Merrill and Van Merrienboer that rely on the cognitive-constructivist paradigm, this is complemented by the proposals of authentic constructivist learning of Badia and Monereo. With all this we propose a model that we have called "Principles to strengthen the social identity in cultural landscapes", with this we designed a learning module with 4 transversal components; social identity, history, territory and culture, and we validated them with 6 multidisciplinary experts. The results showed us that the learning module will reinforce the social identity in the indicated population.

Full textThe main goal of this study is to identify farmer authorities´conceptions about development. The contribution of this study aims to improve the understanding of the development conceptions in farming communities in order to obtain information that will optimize the current efforts oriented to bridge the gap between urban world and rural community areas. The sample included 9 men farmer authorities that belong to the farming community of Chiquintirca in the department of Ayacucho in Peru. Results show three conceptions about development, which are composed of interconnected beliefs: 1) conception of development as increasing income, 2) as satisfaction of needs and 3) development as capabilities.

Full textIn Peru, Peruvian mining represents the main productive sector; this as a consequence of the contributions that said industry contributes in favor of Peru. However, at present, there is no suitable mining regulation, regarding the direct negotiations held with the owners of surface lands, which in most cases are peasant communities, native or indigenous peoples, for the development of mining activities. in Peru. In the first instance, since there are no parameters that determine a legally secure negotiation, it is necessary to create an adequate regulation to promote mining investment in Peru. Faced with this unattractive scenario for the investor or mining company, it should be noted that the main problem that they must solve and that arises as a question is the following: ¿Why are the contracts for the granting of surface rights entered into between mining companies and communities peasants or native peoples do not come to fruition or close completely if they receive financial compensation for the loss caused? In this research work, the cases of the Inmaculada Mining Unit, the Las Bambas Mining Unit, the Michiquillay Project and the Conga Project were studied in order to make a comparison in relation to social and legal problems to obtain surface rights authorizations to develop mining activities. Likewise, identify what is the motivation of the actors involved in the process of social conflicts, and what are the interests pursued by each of the intervening parties. The problem of land negotiation in the Immaculate Mining Unit is not only due to the responsibility that the intervening parties could have, which are, in this case study, the possessors of the Annex of Huancute and Compañía Minera Ares S.A.C., but also the problem is derived of the limited intervention that the Peruvian State has had in this social conflict, which, although it is true, actively participated in the dialogue tables throughout the stage of the social conflict, has not evidenced its participation in the stage of compliance with the agreements reached by the parties. We consider that the lack of institutionality and little determination to impose legal rule is a reiterative weakness that the State demonstrates in most of the social conflicts that occur in Peru, such as the Las Bambas, Tía María, Michikillay and Toromocho cases.

Full textThis thesis investigates how the peasants of Ayacucho participated in the process of formation of the Peruvian Republican State. To do this, it locates and determines the manifestations of the State´s presence in the region and then analyzes the perceptions and responses that this presence generated among the peasants of the 19th century. To achieve these objectives, this thesis analyzes the following variables: the regional context of the 19th century, which caused the restructuring of private property; the conflictive social relations between landowners and peasants and the relationship between the peasantry and the State. Based on the information from the documents of the state officials and judicial records that containing the testimony of the peasants, this thesis proposes that the circumstances of demographic growth and market expansion caused the appearance of many haciendas and conflicts between landowners and peasants. To overcome these conflicts, the peasants were related to the discursive form of the State and elaborated a memory consisting of the symbolic manipulation of the remote pre-Hispanic past which, having a connection with colonial laws legitimized their right to own land. They constructed with this memory cultural arguments to respond to the discursive form of State.

Full textThis document presents the strategic plan for the province of La Mar in the Ayacucho region, the development of this plan has followed the guidance of the sequential model proposed by Professor D'Alessio (2015). The province of La Mar, although at this moment its contributions to the national GDP is well below 0.10% (this reason corresponds to the region of Ayacucho), has much potential because it has an excellent climatic conditions for the production of fine or flavor cocoa and high quality coffee, products with high demand and good price in the international market; likewise, although cultural tourism does not have much potential, the province has great potential for the ecological and adventure tourism. The province of La Mar has a territory corresponding to 10.68% of the Ayacucho region and more than 36 thousand hectares for agricultural work and about 71% of the economically active population. subsectors described before. According into account these opportunity factors, long-term goals (OLP) have been defined that allow La Mar province to achieve its vision by 2018, that is, to be recognized as one of the five best in the production of cocoa and coffee The most important destinations in Peru; These OLPs, with meet to 2028, are the following: (a) generate USD 15 million of sales of cocoa in export products, (b) achieve that tourism generates USD 2 million, (c) generate USD 10 million in sale of coffee and (d) generate 40,000 direct jobs. Having defined the PLOs, the document describes a series of strategies that result from an analysis of the internal potential, the SWOT analysis, the definition of short-term goals and the various policies through which these strategies can be materialized. On the other hand, you will find defined the control panels that allow to carry out the control of the execution of the strategic plan, alignment and proactive adjustment.

Full textThe following innovation proposal is oriented towards proposing a solution to improve the problem "Ineffective support service for productive competitiveness developed by the Procompite competitive fund, executed by the provincial municipality of Huanta in region of Ayacucho during 2010-2017". The problem and its causes were identified as: the low level of association among agricultural producers, poor dissemination of the Procompite bidding process, low level of capacity to manage the Procompite bidding fund, the existence of political instability in the Procompite competitive fund, and the limited training in the formulation of production proposals of agricultural producers. After identifying the causes, a ranking system with the greatest impact on the problem was established. Therefore, the initial problem was reformulated and in the same way the innovation challenge was also defined in ¿How can we increase its level of associativity and have more training for the formulation of productive proposals from the agricultural producers of the province of Huanta so that they can improve in the quality of business plans and compete in procecinting satisfactorily? After prioritizing the ideas for attending the innovation challenge, the innovation concept selected was a "Program to strengthen in agricultural technical skills" was defined. It consists of implementing a face to face training and creating an online - asynchronous, for training platform about association and formulation of productive proposals. The prototype innovation is composed of three components, each of which contains specific elements that respond to the challenge of innovation proposed, which is composed as follows: formulation of training, implementation of training and advice agricultural. In the end, after validating the prototype with the actors involved, including officials from Procompite Huanta, Procompite Minagri and users of the programme in Huanta Province, improvements were made. After having carried out the desirability, feasibility and viability analysis, it was concluded that the proposed innovation prototype would generate public value in the users (agricultural producers in Huanta Province). It was justified because it grants a theoretical value and social transcendence, by its understanding and based on the benefits and utility that its implementation will generate.

Full textThis research emerges from the interest of knowing what economic activities, in addition to agriculture, can contribute to the territorial development of a rural community with very low levels in the quality of life. The district of Surco, is part of the province of Huarochirí, department of Lima, located between km 60 and 66 of the central highway, it is 2 hours away from Lima; has a charming landscape, which makes it a very interesting point for capital citizens searching to get away from the city noise. In recent years, it has been seen that the influx of visitors to the district is increasing. However, this shows how poorly prepared the district and its people are, to accommodate so much demand. It is for this reason that it is necessary to carry out a study of the touristic potential of the district. Therefore, according to the results, be able to identify strategies that support the development of the territory of this rural community based on the use of its touristic potential. The methodology to study touristic potential in this research is the one put forward in the Guide for the Evaluation of LEADER II Touristic Potential, which consists in the following: study of supply, demand, competence and market trends. The methods for the study of supply are; 1) open surveys, to know the perception of the inhabitants and the demand towards tourism; 2) observation, to recognize and analyze the supply and the MINCETUR (Ministry of External Commerce and Tourism) touristic inventory manual to identify the natural touristic attractions; 3) Diagnostic sheet of the Community Rural Tourism Program (TRC), to evaluate the competitors in the area of study; 4) SWOT Analysis, to determine the current trends, in the current and potential market of Surco. The results of the diagnosis are as follows: 1) demand tends to increase, thanks to the distribution of natural resources and the growing interest in nature tourism 2) the supply is very incipient, therefore, the touristic plant is precarious and disatisfies the demand; in addition, the tourist infrastructure is highly vulnerable in the rainy season, which isolates the district from the territorial dynamics that occur in its immediate surroundings, 3) in the competition aspect, are evaluated two other nearby districts under indicators of service, infrastructure, etc., defining Surco after the evaluation as a competent district, 4) the trends and current situation of tourism in Surco are summarized in the SWOT analysis, according to the study of the three factors (supply, demand and competition), it shows that the trend is positive and promising, towards tourism. Finally, this analysis reveals the strategies to be taken into account for the development of the activity.

Full textThis study aims to describe the characteristics of attachment in girls and boys of an Andean area of Ayacucho in Peru. The study of the early childhood comprises fundamental aspects of development such as the attachment. It is crucial to consider the socio-contextual variables that might influence direct or indirectly in its expression, mainly in diverse realities like the Peruvian ones. In an Andean area of Ayacucho - Peru, 34 mother-child dyads were observed at their homes. The children were between 24 to 36 months old and their mothers were between 18 to 40 years old. More than half of them completed 68% or all of primary school. For the natural environment observation, the AQS attachment was used; in order to obtain information in three levels: children have an attachment rate with a tendency to security; the dimension of pleasure from making contact with the mother is the closest to the theoretical ideal average; and children have a good disposition towards their caregivers and other adults, placing their mothers as a security base from where they actively explore their surroundings. No association was found between the security of attachment and variables of economic risk, but yet association with two emotional risks variables. Even with the economic constraints of communities in extreme poverty, this Andean context would be providing factors that protect the mother-child bonding. It is important to expand the study of the variables associated with the attachment from an integral and socio-cultural approach in order to know and respond in a timely manner to the infancy in a diverse context in Peru.
