Full textThe present research seeks to analyze the development of the Integrated Solid Waste Management - ISWM of the city fair of Desaguadero-Peru with the purpose of knowing what deficiencies of the ISWM of the fair generate pollution in the public space. For this, the characteristics of the fair in its different dimensions are presented, among them: the environmental institutional aspect, related to the institutionalization of the fair, the regulation of the fair and the handling of the waste produced at the fair, the types of waste produced by this; and the political aspect, related to the main actors and their conflicts due to issues of waste management. In this framework, the role of the actors of the fair in the current waste management within the district of Desaguadero and what would be their participation in a future ISWM of the fair is analyzed. Finally, the management of the solid waste currently owned by the Municipality of Desaguadero is explained.

Full textEl presente estudio tiene como propósito analizar la evolución de la situación de la mujer de la región de Puno, desde el año 1990 al 2010; así como estudiar las perspectivas para su desarrollo futuro, con el objetivo de proponer políticas específicas para mejorar su calidad de vida. La investigación tiene un alcance descriptivo y utiliza un enfoque cualitativo para comprender las expectativas y obstáculos que tienen las mujeres para su desarrollo; para lo cual se utilizó la estrategia de casos de estudio múltiples bajo un diseño holístico. La muestra de 30 mujeres fue construida a través de las técnicas de bola de nieve y máxima variación, considerando las dimensiones demográficas de edad, procedencia, maternidad, situación laboral y nivel educativo, de la mujer de Puno. Como parte de las conclusiones, se evidenció un rol cada vez más protagónico en la sociedad puneña, el que ha aumentado en paralelo con su participación en la actividad económica, principalmente en comercio y agricultura, con la tasa de actividad laboral más alta a nivel nacional. A pesar de las notables mejoras en educación y salud reproductiva, las mujeres de Puno demandan mejoras en la calidad e infraestructura de dichos servicios, así como igualdad de oportunidades y la defensa de sus derechos, para lograr de manera sostenible su propio desarrollo y el bienestar de sus familias. Finalmente, se recomienda un mayor empoderamiento hacia la mujer de Puno, tanto por parte del gobierno, con programas y políticas integradoras y promotoras de la equidad de género en todos los ámbitos de la dinámica socio-económica de la región; así como de las entidades privadas, a través de prácticas a favor de un mayor equilibrio entre la vida laboral y familiar, y actividades de voluntariado empresarial que brinden capacitación técnica y ayuda solidaria a las zonas más vulnerables
The present study aims to analyze the evolution of the situation of women in the Puno region, from 1990 to 2010, and the prospects for their future development, with the purpose of proposing specific policies to improve their quality of life. The research has a descriptive scope and uses a qualitative approach to understand the expectations and obstacles that women face in their development, which is why we used the strategy of multiple case studies under a holistic design. The sample of 30 women was built through snowball techniques and maximum variation, considering the demographics of age, origin, maternity, occupation and educational level of women in Puno. Including the conclusions obtained by the study, the women showed an increasingly prominent role in Puno society, parallel with their participation in economic activity, especially in trade and agriculture, with the highest employment rate in the country. Despite significant improvements in education and reproductive health, women in Puno demand improvements in the quality and infrastructure of these services, and equal opportunities and the defense of their rights, in order to achieve, in a sustainable manner, their own development and welfare of their families. Finally, it is recommended a greater empowerment to women of Puno, on the part of government, with inclusive policies and programs that promote equality of gender in all the spheres of socio-economic dynamics of the region; and of the private entities, through practices in favor of a better balance between work and family life, and corporate volunteer activities that provide technical training and solidarity aid and assistance to the most vulnerable zones

Full textThe Puno region has the resources and opportunities of the regions with the highest competitiveness index of Peru due to the highland wealth, not yet in its maximum capacity in the economic activities: pisciculture, livestock (alpaca fiber), agriculture (potato) and the tourism. As for the first, the region of Puno is the main producer of trout in the country and occupies the ninth place in the international stage as an exporter of frozen trout. In relation to tourism, the Titicaca National Reserve, the Uros island, representatives traditionally the best known and most popular tourist offer. Regarding livestock in the case of alpaca fiber, Puno has been dedicated from time immemorial to raising it with a roof: the largest population of alpacas in Peru and the world is on their land, but their situation could be even better if they adopt technologies sophisticated breeding for obtaining alpaca fiber that has a high price in international markets; With respect to agriculture, Puno is one of the main producers of potatoes in Peru, however, its currency situation if it uses technology for primary and secondary production. However, this same region is among the poorest in Peru, in addition to the main focus of informal border trade, which in part makes it not very competitive. The vision of Puno to the year 2027 is to become the leading region of Peru in economic activities: pisciculture, livestock (alpaca), agriculture (potato) and tourism; contributing in the development of the country, being a world leader in the sector sectors. Likewise, achieve with these economic activities a portfolio in the inclusive development and be recognized for the competitiveness of its industries, which promises high quality products and added value, which allows it to obtain an important participation in international trade. Likewise, the sustainable management of its renewable natural resources and the search for equality and social inclusion will grant a high quality of life to its population and adapt to the technique to its population will achieve a better quality of life covering their needs basic. On the other hand, in mid-2018, it has been determined that Puno has the largest lithium reserve in the world, which, if adequate Strategic Planning is carried out, will strengthen the aforementioned sectors; because the financial resources will increase for all sectors, which will impact on the rest of the sectors. This will place Puno among the first regions of Peru due to its great natural potential. However, it is important to direct the financial resources to eradicate anemia in the region, in order to have a significant impact on the health and education sector

Full textIn 2015, Peru became the first exporter of quinoa worldwide, surpassing Bolivia. Healthy an organic trends in international markets set the appropriate framework for the launch of products such as quinoa. In this contexts, Puno is in a privilege position, due to the importance of its quinoa production across the country, and with its ideal climate conditions for this cereal cultivation as well as its growth potential in cultivated areas and the improvement of its production effectiveness. Another activity that can boost the Region is the tourism. It represents the second industry and can put Puno in the spot light and take it to a sustain growth through the development of the experimental and ecological tourism in Lago Titicaca, Uros, Taquile y Amantani Island. The 2025 Puno vision is to be recognized as one of the tenth leader regions of Peru through the development of its agriculture activities, achieving an important share as worldwide quinoa producer, with high quality and value added products for national and international markets, and to be recognized as one of the most important tourist destination, with people with high quality lifes.

Full textThe district of Juliaca, capital of the province of San Román, is the most important city of the Puno region, and of the south of the country. This district comes from a long history of miscegenation, whose main economic activity is commerce, but with a high index of informality, which generates low tax collection. The strategic plan developed for Juliaca has been projected to the year 2027, using as a basis the sequential model of the strategic process, designed by D'Alessio (2015). It began with the approach of a vision, where Juliaca is projected as a safe, competitive city, with high quality standards and modern infrastructure, conducive to trade and investment. To define the strategies that will allow achieving this vision, an analysis of external and internal factors was developed. As a result of the strategic process, five long-term objectives were defined, summarized in: (a) increase the number of formal business units; (b) diminish the rate of murders; (c) increase on the amount of garbage collected, in order to reduce the existing deficit; (d) develop road infrastructure and (e) provision of basic services and sewerage. To evaluate or control the strategic implementation process, a Balanced Control Board will be used, which has been designed, with indicators for each of the 39 short-term objectives that are held. The achievement of these objectives is a joint task of the municipal management, in coordination with the private sector and the population, where everyone works together so that the district develops competitive advantages. It is recommended to improve road and telecommunications infrastructure, as well as to expand potable water and sewage networks, while improving educational services in the district of Juliaca

Full textThe aim of this study was identify development goals of people who lives in the community Kunurana Alto (Puno - Peru) and describe each of them according to the five dimensions propose by Austin and Vancouver (1996): Importance-commitment, Difficulty-level, Specificity-representation, Temporal range, Level of consciousness, Connectedness-complexity. A group conformed by 15 residents between 29 and 50 years old was interviewed using a semi-structured interview developed for this research. The results shows that the development goals are: agricultural development, basic needs met, trading, livestock development, capabilities’ development and money. Furthermore, the research identifies an emphasis in the economic progress, in the education and improving capabilities, and in the citizenship strengthening; elements which are considered as essential capabilities for development in the human development approach.

Full textThe aim of this research was to analyze the notions of community, community identity and development visions of a group of residents of the Aymara district of Huacullani in the department of Puno. The research corresponds to a qualitative approach and to a phenomenological design in which 20 people between the ages of 18 and 70 who identified themselves as inhabitants of the Huacullani district participated. For this, the semistructured interview was used as a data collection technique. The results found refer to the fact that the community identity of the inhabitants of this district is based on the characteristics of the Aymara Nation; the community and the organization. Also, the villagers describe multiple notions of community, being the closest to the community construct from the community psychology community as Aymara Nation State. Finally, the development visions of the villagers alluded to the community development approach, the sustainable development approach and the good living concept; being the main impediment to the development of mining and the actions of the state.

Full textAnaliza la naturaleza de la participación en los videos participativos que promueven los organismos de desarrollo. Se plantea un acercamiento al tema de la participación bajo una mirada crítica, identificando no solamente aquellas posiciones que correspondían a lo “solidamente establecido” dentro de la teoría de la participación, sino también aquellas posturas que se alejaban de esta. En este proceso un aspecto particularmente importante es conocer lo que las propias personas entendían por participación, con toda la complejidad que esto implicaba, puesto que son ellas las “llamadas” a ejercer dicha participación en los diferentes espacios donde se desenvuelven, tal como se ha ejemplificado en los capítulos anteriores. Pero al considerar este aspecto, necesariamente cobra importancia el ámbito de lo subjetivo, es decir, los significados, interpretaciones, sentires, símbolos, etc. que tienen las personas sobre la participación, manifestándose de esta manera una realidad que, si bien se aleja de lo material, es susceptible de ser estudiada. Frente a esta situación, la implicancia para el análisis es hacer entendible los modos de pensar y sentir del conjunto actores en su contexto (físico, social, mental y emocional), recogiendo para esto diferentes datos con técnicas sistemáticas que permitan explorar la subjetividad, esclareciendo los significados y sus interconexiones. Full textThis work focuses on the threats faced by the conservation management in the Ampay National Sanctuary, a Protected Natural Area controlled by the Peruvian State, located next to the city of Abancay. This area holds Andean Forestal Ecosystems, among others, which provide crucial ecosystem services to the city and the local population, such as the supply and regulation of water flows, the protection from hazards, and the maintaining of a vast biodiversity. The threats faced are multiple, and many of them come from unsustainable livelihoods or livelihood strategies practiced by local inhabitants, some of wich, when added up, become territorial dynamics that work at the landscape level of Abancay, causing significant environmental impacts. At the same time, the efforts of the conservation officers to limitate or regulate those unsustainable livelihoods, are generating conflicts with some actors, making evident an underlying core problem: a contradiction between the conservation of nature and the social reproduction of those actors, or, in other words, a contradiction between diferent actors with diferent ways of dwelling, more or less sustainable. Dwelling is understood as the confluence of practices on, and perceptions of the territory, parts that together constitute the hole living relationship of people with the territory. In the face of this situation, the central aim is to study the local territorial complexity, and, based on a sort of diagnostic of the complexity, propose some recommendations and guidelines to help achieve a sustainable territorial management for the Sanctuary and its buffer zone (and, inevitably, for the city of Abancay), a concept or ideal that entails the simultaneous enhancing of wildlife conservation and of the well-being of local inhabitants. To achieve this, the territory is investigated from a socioecological approach, combining the indagation about the biophysical characteristics and components of the ecosystems, with the identification of the variety of actors involved in the Sanctuary, their different ways of dwelling, and the power relations amongst them, with a historic perspective. Such an approach has demanded a mixed methodology, which blends methodological tools and concepts taken from the environmental sciences and from the social and human sciences.

Full textCurrently, Lima (like the rest of the country) is in the context of the health emergency caused by COVID-19, which requires accelerating proposals for sustainable mobility by the government, since according to available scientific information, public transport are sources of contagion. This has meant a greater impulse to promote public policies that promote the use of bicycles as an alternative to non-motorized transport among citizens. However, according to the communication diagnosis carried out, there is a perception of insecurity of citizens with the need to travel about using the bicycle as a safe means of transport, due to the absence of inclusive cycle infrastructure, lack of easy technical information reach and the violent urban road ecosystem respect to non-motorized vehicles. In view of this, this Research Work aims to promote in the Magdalena del Mar’s neighbors the use of bicycles as a safe transport alternative, providing technical information that facilitates decision-making, promoting respect for the rights of the cyclist and accompanying them with digital consultation supports in their change process, taking into account the differentiated safety implications of its use for women and men. Thus, "BICIble" is a Communication for Development Research Project whose fields of action are the virtual platforms of Facebook and Instagram, with the Magdalena del Mar district as the niche of execution. With the collaboration of the citizen collective "Magdalena Creativa", "BICIble" managed to position itself as a concerned and properly trained young project for the promotion of the use of bicycles as an attractive alternative for sustainable transport and the management of a multilevel digital community that brings together civil society, business and government. In addition, to opening virtual spaces for dialogue and learning within the district with notable sustainability. Finally, due to its virtual nature, although its initial focus is district, the vision of the Research Work is the expansion at the metropolitan level of the proposal due to the scope and access provided by social networks, which would allow connecting with various actors in different locations.

Full textThis thesis analyzes the legal and regulatory feasibility of the passenger transportation service provided by the MML through “Metropolitano”. For this purpose, we analyze the context that motivated the design of the Concessions, and within them the difficulties that have led to controversies, including arbitrations after seven years of commercial operation. The thesis shows the difficulties in the execution of the concessions as a result of inadequately calculated assumptions, nonexistent national experience in BRT systems, in addition to the breaches of the Grantor. The main breach of the grantor is related to the lack of delivery of a part of the infrastructure of the system, which has caused that the commencement of the concession period, scheduled for twelve years, has not started yet. Likewise, there is evidence of ineffective supervision of compliance with contractual obligations, which are the responsibility of two entities of the Municipality of Lima, which thus plays the double role of grantor and regulator. Finally, alternatives for contractual and legal improvements are proposed to make the concessions sustainable. The first one is the amendment of concession contracts; the second one is the amendment of the Municipal Ordinances. And, as part of the solution to the problem, the draft Law for the creation of the Urban Transportation Authority is analyzed, which would unify the roles of all the entities involved in urban transportation of passengers in the city of Lima and the Constitutional province of Callao.

Full textThe present thesis work was focused on the understanding of the territorial dynamics and its link with the changes in the coverage and use of the land in the geographic space of the lower basin of the Chilca River. Changes in land use and coverage were analyzed based on the perception and experience of key informants resulting from the application of semi-structured interviews, the technique of the focus group and a participatory workshop about the timeline of the most significant events linked to changes in land cover and its impact on landscape perception. Subsequently, this information was contrasted with a multi-temporal analysis of satellite images of land use coverage, between 1975 and 2018, based on the application of the CORINE Land Cover methodology, in an ArcGis environment. The results of these 43 years of analysis determined that the industrial and infrastructure and urbanized areas are those that have had a considerable expansion, going from covering 0.3% in the year 1975 to 10.7% by the year 2018, this in the case of the coverage of industrial areas and infrastructure; in the case of urbanized areas, it went from covering 1.7% in 1975 to 7.2% in 2018; while the coverage of areas with or without vegetation and the agricultural areas were those that have had the greatest reduction in their surface dimension, going from 9.8% in 1975 to 7.6% in 2018, in the case of agricultural areas heterogeneous, while areas without or with little vegetation, went from covering 87.8% in 1975 to 73.8% in 2018. This fact has generated a series of social, economic and environmental dynamics in the territory of the lower basin, which they manifest in processes of territorialization and deterritorialization of activities and processes that come to be manifested in changes in the coverage and use of land. In addition, it is proposed to delimit and intervene with protection and conservation actions in the archaeological zone of Bandurria, the sunken farms, the marginal strip of the river area, the beaches of the basin and the saline wetlands, due to its high fragility. These zones should be considered as special treatment zones and for a proper management of these territories, a series of actions framed in policies 32 and 34 of the National Agreement, as well as the Eleventh Objective of Sustainable Development are proposed.
