Full textThe porpoise of this study is to describe and identify the behavior of elderly in the community of San Agustín (Chincha-Perú) in response the earthquake of August 15, 2007. The specific objective of the study is to describe basics aspects considered to the elderly of the community of San Agustín feel prepared for the earthquake and identify the resources deployed to the earthquake with a holistic view that allows to integrate different perspectives. The methodology used was qualitative, as it allows a deeper knowledge of the participants and tangible interpretation of the answers given by the respondents. To construct the theoretical background is reviewed the contributions of community psychology in disaster. Participatory group interviews were conducted with the elderly population (women and men), and supplemented the information with individual interviews with community leaders. This study suggests that studies that focus on the issue of disaster prevention should work as key reference for those involved in emergencies and disasters, and contribute to the organization and development of contingency plans that take into account the importance of the participation of the elderly on tasks that allow to address adequately disaster situations and reduce the adverse consequences (preparation, planning, coordination, organization, personnel management, etc..,).

Full textRisk management of socio-natural events in the case of heavy rainfall that occurred in Piura in 1997-1998 has been studied through an organizational analysis of the coordination component of the National System of Civil Defense (SINADECI). The results of the surveys determined the presence of empty in the coordination of risk management at SINADECI Piura, due to the following reasons: 100% of respondents said that there was no disaster prevention system or that, alternatively, they had never heard of one. However, 83.33% claimed they didn't know how this was applied and 16.67% knew about it through some sporadic activities. Also, existing coordination chains in Piura or SINADECI and North INDECI didn't work effectively and efficiently to prevent, cope with and mitigate the effects or impacts of socio-natural events because of ... The system of coordination between SINADECI and the National Institute of Civil Defense was partially effective, 83.33% of respondents claimed so, and 16.67% didn't know about it, indicating that the coordination component didn't accomplish its objectives during the presence of the ‘FEN’. During the investigation, a lack of organization culture was noted due to excessive bureaucracy. The analysis of the management tools revealed that this bureaucracy didn't take a team responsibility, lacking leadership within the multilevel intersectoral coordination. The lack of standards, methods and procedures caused gaps and deficiencies in risk management to prevent, cope with and mitigate the impact of socio-natural events. There weren't activity flowcharts for each type of disaster that included the participation of all system actors. KEYWORDS: coordination, risk management, prevention, torrential rains, socionatural.

Full textThe purpose of this research is to identify the general guidelines for the formulation of an Integrated Risk Management Plan for the three-tier road between Peru, Brazil and Bolivia, thus strengthening territorial resilience capacities and granting sustainability to development proposals. For this purpose, a field survey was carried out, as well as interviews and surveys, which reveal the level of territorial and population vulnerability suffered by the population. As a result of the search for a three-tier integrated risk management plan to strengthen territorial resilience capacities, some guidelines were identified, among them we can mention: • The institutionalization of an existing but unrecognized Trifronterizo Committee. • The implementation of control mechanisms to mitigate indiscriminate felling, through an Integrated Plan Against Deforestation that can be coordinated with the Brazilian government that is already implementing this type of measure. • It is necessary to promote the reforestation of riverbanks to avoid the dragging of sediments and river protection works. • The conduct of drills should be more frequent and should not be limited to local drills. • Investments must be made in a river level measurement network, which would serve to expand the existing early warning network managed by Brazil, as well as to improve research studies and budget projections in works and prevention actions. It is necessary to highlight that during the investigation at all times it was identified that, for the inhabitants of Iñapari, Assis Brasil and Bolpebra, the borders do not exist and in the face of the floods they all act as one, support themselves selflessly and try to improve their quality of life. Despite this, their local governments play an important role in local progress.

Full textThe purpose of this research was to identify the necessary guidelines for the elaboration of a Risk Management Plan for the AH Lomas de Nocheto, thus reducing exposure to risk and increasing its resilience to natural and / or anthropic disasters. To do this, first, the hazards were identified and the various types of vulnerability were evaluated, in order to determine the level of risk to which the population is exposed. Second, the factors that increase exposure to risk were analyzed; and finally, the actors present in the study area were identified as well as the power relations that are verified in the studied area. All this was achieved based on the adaptation of the methodology proposed by the National Center for Estimating, Prevention and Reduction of Disaster Risk (CENEPRED), the agency responsible for the development of technical standards in risk management. This methodology used the multicriteria method and in this way weighting the parameters to be evaluated. However, for this method to help achieve the objective of this research the parameters were modified according to the tools used throughout this thesis. These were: (a) questionnaires, (b) observation sheets, and (c) interviews. Additionally, in order to territorialize the information and obtain the final maps, ArcGIS 10 software was used. Once the tools were applied, it was concluded that the municipality could apply the neighborhood approach to be able to know the reality of the population and thus make their support effective. On the other hand, applying this type of approach allows it to take concrete actions and prioritize interventions. Likewise, it is important that the municipality has knowledge of the various actors present in the study area, since it can establish a consensual work and thus make the population part of the process and increase its capacity for resilience.

Full textDeterminar la vulnerabilidad sísmica en los distritos de Lima Metropolitana, principalmente se analizará el caso del distrito de La Victoria como aplicación del diseño propuesto. Respecto a los aspectos teóricos del muestreo probabilístico de poblaciones finitas, procesos de selección y estimación, así como el tratamiento de los diseños muestrales con dos niveles de medición. También se explica el cálculo y uso de los factores de expansión para la estimación de los errores muestrales. Para desarrollar la técnica del muestreo adecuadamente se utilizó dos niveles de medición. En el primero, se utilizó la muestra por conglomerado sin sub-muestreo, que permite obtener información acerca del parámetro poblacional a un costo mínimo, mientras que para el segundo nivel se revisó una muestra de conglomerados con sub-muestreo que permite tener una doble estimación para un mismo parámetro. Al comparar los resultados con el Censo realizado por INDECI se concluye que el diseño muestral implementado cumple con el propósito de la estimación de la vulnerabilidad sísmica.

Full textThe research work entitled: Comprehensive scorecard for the articulation of operational planning and budget control aimed at improving preparedness for the response of Peruvian Air Force troop personnel, a qualitative approach research was developed because the nature of the research allows to use as many sources as possible and is effectively adapted to design thinking techniques than based on experiences, empowers you to adjust the solution proposal to the problem. Theories regarding disaster risk management, causes of the problem, prototype design and the conceptualization of new ideas were developed. The findings of the research work concluded: The public problem is described as the limitation on the opportunity and effectiveness of the care of disaster-affected populations by Peruvian Air Force troop personnel. The direct cause of this problem is the limitation in preparedness for response (instruction and training) in the reactive disaster risk management of troop personnel who develop their military service in the Peruvian Air Force. The first indirect cause is the limitation in operational planning, i.e. in the control and monitoring of the implementation of the institution's strategies in relation to its involvement in disaster risk management. The second indirect cause is the limitation in budget control aimed at ensuring compliance with the goals set out in operational planning aimed at preparing for the response of Peruvian Air Force troop personnel. The innovation challenge focuses on the incorporation of a comprehensive dashboard as a articulating axis of operational planning and budget control, aimed at improving the readiness for the response of FAP troop personnel.

Full textThis thesis provides a description and explanation of the “Positive and negative factors of disaster risk management in the sub basin of the Huatanay river, district and province of Cusco, 2013-2018 period. Located in the province of Cusco and Quispicanchi. The project was executed by the Special Regional Project Institute of Water Management and Environment PER IMA with financing from the Regional Government of Cusco, being one of the emblematic projects in risk management that is implemented at the level of Cusco and National that was attended by the experience by authorities in other regions, whose results have generated positive impacts at the population level, local and regional governments. PER IMA through the Huatanay project based its implementation on 4 components: a) adequate protection against high avenues; b) Strengthening of population organizations; for risk management; c) Articulation of the local institutions to attend the river and d) Monitoring of the riverbed. Therefore, it has been identified that the factors that prevent families, officials, authorities from adopting greater involvement, participation and political commitment are related to the self-management and sustainability of the implementation service. A qualitative study was carried out through the case study and information was collected from the different actors involved in the implementation of the project in the districts of Santiago de Cusco, San Sebastian and Lucre, with the objective of identifying the positive factors and negative in the implementation of the project, based on the analysis of the execution of its components to propose policy measures to reduce vulnerability in families. During the investigation, variables were planned that allowed information to be collected in relation to the problems that the project sought to solve, the problem of vulnerability of families due to floods, overflows and disasters caused by the Huatanay river. The project aims to reduce disaster risks and minimize their effects with the participation of the families, authorities and institutions involved. In application of the studies on social management, a propasal is presented in order to contribute to a change of attitude in families from the Cusco region, from the co-managed intervention between managers of the APVs and communities, Official and Heads of Risk Management Office of the District Municipalities, and the political commitment of the local authorities.

Determina las estrategias de comunicación que emplea el Gobierno Regional del Callao para informar a la población respecto a la gestión del riesgo de desastre. Desarrolla un estudio de carácter descriptivo. La unidad de investigación es la población de la Provincia Constitucional del Callao y para ello se estableció una muestra de 360 personas asimismo. Utiliza las técnicas de observación participante, investigación documental, encuesta y entrevista y como herramientas de recolección el cuestionario y la guía de entrevista. Entre los resultados más relevantes encontrados en la investigación es que el 40% de la población, distribuida entre los distritos de la Perla, Callao Cercado, Ventanilla y la Punta, conocen las medidas de preparación y respuesta que deben adoptar antes, durante y después de ocurrir un sismo y tsunami sin embargo, el 60 % de la población les falta la adecuada preparación para responder a la emergencia poniendo en mayor riesgo sus vidas.

Full textIdentifica los factores determinantes de la percepción del riesgo de desastres en el personal de salud del Hospital San Bartolomé de Lima, en el año 2015. El estudio es observacional, descriptivo, trasversal, cuantitativo y correlacional. Participaron para el presente estudio los trabajadores asistenciales y administrativos; profesionales, técnicos y auxiliares; nombrados o contratados. Se aplicó una encuesta estructurada a 355 personas seleccionadas aleatoriamente según grupos ocupacionales. Los datos fueron evaluados mediante la prueba de Chi-cuadrado de Pearson (X2) con valor de p < 0,01. Las Principales medidas de resultados son los Nnveles de percepción del riesgo de desastres, frecuencia de las variables en estudio y establecimiento de los factores determinantes. Se obtiene como resultados que el 8.4% de los encuestados tiene una percepción baja del riesgo de desastres, el 51.0% tiene una percepción media y el 40.6% tiene una percepción alta. Se encontró una asociación estadísticamente significativa entre la percepción del riesgo de desastres y factores determinantes como antigüedad de residencia en Lima (p=0.00003884), capacitación previa sobre desastres (p=0.008034), interés en el tema de desastres (p< 0.0000001), antigüedad laboral (p=0.005796), fidelidad laboral (p=0.005293) y sexo (p=0.003681). No se encontró asociación con experiencia previa de desastres, edad y ocupación.

The general objective of the research is to find out if the implementation of the PREVAED Escuela Segura program has contributed to strengthen the capacities of the principals and teachers in disaster risk management and prevention culture, to propose improvement measures that strengthen the program implementation. This is a qualitative investigation for which the following activities were conducted: semistructure interviews, focus groups, direct observation, documentary reviews, analysis of the participatory development of risk management instruments process as essential tools for schools, indicators of participation and commitment of the disaster risk management committees of the schools selected for this research. Among the relevant findings for Social Management, it is worth highlighting that the capacity building workshops, the technical assistance sessions and pedagogical support have made it possible to sensitize the main actors of the educational community to a large extent and have laid the foundations for building a culture for disaster risk prevention. Among the evidences found we can point out that schools have managed to incorporate risk management in their planning processes and management tools such as risk management plans for each school, as well as contingency plans for high intensity earthquakes and mudslides. The relevance of this research for Social Management lies in, firstly: recognizing the importance of capacity building to achieve the construction of a culture of disaster risk prevention in the educational community. Secondly, to show that there are limitations in the schools for the implementation of PREVAED Escuela Segura.

This museum has the objective of make aware to the population about the problems of natural phenomenon and disasters, especially in a country highly seismic like Perú. The Museum of History and Prevention of Natural Disasters has as target audience the children and youth, that is to say, the Next Generations, which are the future of society and the next responsible of the country. Also, this objective will be accomplished with the use of New Technology, as real scale simulators or VR models in order to achieve a bigger impact to the public.

Full textIn Peru, there is a great need to reduce the impact of natural disasters caused by the El Niño southern oscillation phenomenon (ENSO), since it generates large losses both human and material. This hydro-climatic event, which hit the country for the last time in 2017, showed that there are no technological solutions to reduce the consequences of this type of events. For this reason, this project aims to analyze the main dangers and impact of natural disasters of the "El Niño" phenomenon in Peru, the application of ICT that are used today in the management of natural disasters, design a catalog of technological solutions including, for each one, its physical architecture and the approximate cost of implementation, the validation of the technological solutions through experts in climatological disasters and technological research, and finally, define a Roadmap for the proposed technological solutions. It is expected that the catalog will help Peruvian public or private entities, in charge of natural disaster management, to implement ICT solutions that will improve and improve disaster response without needing to have extensive knowledge about the ICT and that offer a range of possibilities both in the diversity of components that make up each technological solution and costs.
