Abstract In this article a new solution of handwritten digits recognition system for postal applications is presented. Moreover, in this paper, a new approach of handwritten characters recognition was presented. The implemented algorithm is applied to recognition of postal items on the basis of postcode information. In connection with this article the research was carried with all digit characters used in authentic zip code of various mail pieces. Additionally, the paper contains some preliminary image processing for example normalization of the character. The main objective of this article is

Abstract:
In this paper, a method for describing 2D shape characteristic is presented. The similarity between any two shapes is measured by the Euclidian distance between their corresponding new shape descriptors. Accordingly, a new classification and retrieval technique is proposed by comparing the similarity between two shapes. To evaluate the proposed method, we applied it on the benchmark data set MPEG-7-PartB for shape classification and retrieval. The results show that the V-descriptor has higher efficiency than Zernike moment, pseudo Zernike moment, the central moment and moment invariants.

Maximally Stable Extremal Regions are robust to complex affine distortion and illumination changes between reference image and real-time image. On the basis of deeply research on the SIFT descriptor, this paper propose a description algorithm for MSER using SIFT descriptor. The Second central moment is used in the algorithm to make ellipse adjustment for each irregular MSER. Then a self-adaptable rectangle area, whose side is proportional to the minor axis of the ellipse, is constructed encircling each ellipse centre. Finally, a SIFT feature vector is formed to express the MSER, after processi

Damage assessment of composite materials is crucial for health monitoring of engineering structures. It is particularly important to detect damage invisible to the human eye caused by low speed impact. Optical non-contact sensing techniques enable full-field measurements from structural responses. However, damage is generally associated with its local effect on deformation and strain patterns while full-field measured data is highly information redundant. It is possible to apply image processing techniques [1, 2] to extract succinct and efficient features, or attributes, from full-field data.

Manual assembly of large morphometric data sets for investigations in population biology and biosystematics is extremely time consuming. Automated image handling allows rapid and accurate data collection and in addition makes it practicable to uncouple image acquisition and shape description. Variation can be characterized flexibly when these two phases of "scoring" are separated. Different descriptor systems can be used to describe a set of stored outlines, without having to return to the original objects. This paper introduces an integrated automated outline handling system and compares the

We propose a local feature descriptor based on moment. Although conventional scale invariant feature transform (SIFT)-based algorithms generally use difference of Gaussian (DoG) for feature extraction, they remain sensitive to more complicated deformations. To solve this problem, we propose MIFT, an invariant feature transform algorithm based on the modified discrete Gaussian-Hermite moment (MDGHM). Taking advantage of MDGHM’s high performance to represent image information, MIFT uses an MDGHM-based pyramid for feature extraction, which can extract more distinctive extrema than the DoG, and MD

A new functional magnetic resonance imaging (fMRI) analysis approach based on invariant spatial descriptors was developed for quantitative characterization of brain activation patterns within a region of interest (ROI). In particular, the feasibility of using three dimensional moment invariants (3DMIs) to perform such spatial characterization was examined. The use of spatial descriptors is particularly novel in the field of ROI-based fMRI analysis, since up till now, only magnitude-based features were traditionally employed, which neglect the information encoded by voxel locations within an RO

Abstract:
The dielectric constant or relative static permittivity of a material represents the capacitance of the material relative to a vacuum and is important in many industrial applications. Nevertheless, accurate experimental values are often unavailable and current prediction methods lack accuracy and are often unreliable. A new QSPR (quantitative structure-property relation) correlation of dielectric constant for pure organic chemicals is developed and tested. The average absolute percent error is expected to be less than 3% when applied to hydrocarbons and non-polar compounds and less than 18% wh
