AbstractI think that every time I open Christopher Atwood’s new Encyclopedia of Mongolia and the Mongol Empire, I learn something new.While this could be taken as an indication of my ignorance of things Mongolian, I prefer to think of it as a testament to the depth and breadth of Atwood’s work and ability that the Encyclopedia represents. Although geared towards a more general audience (looking up ‘ger’ sends you to the more popular ‘yurt’ and ‘airag’ tells you to look under ‘koumiss’) anyone with an interest in Mongolia or the Mongol Empire will find this an essential book to have on hand. The review copy has been sitting within ready reach of my desk since it arrived, and has become one of the first places I look to when I want to refresh my memory or trace down a quick fact.

Abstract:
The Shorter Oxford Dictionary defines a handbook as “a book containing concise information on a particular subject: a guidebook.” Handbooks come in all shapes and sizes. Often they run into volumes, but occasionally—as in this case—they take the form of a single book. We already have an Encyclopedia of Memory and Learning (Squire, 1992), a Handbook of Memory Disorders (Baddeley et al., 1995), a Handbook of Emotion and Memory (Christianson, 1992), and at least one volume on memory within the Handbook of Neuropsychology (Cermak, 2001), but this would appear to be the first dedicated handbook devoted to the cognitive science of memory. When this handbook landed on my desk it struck me as being the “mother of all handbooks,” encompassing 700 pages!

Abstract:
The U.S. Navy is successfully using natural language processing (NLP) and common machine-learning (ML) algorithms to categorize and automatically route plain text support requests at a Navy fleet support center. The algorithms enhance routine IT support tasks with automation and reduce the workload of service desk agents. The ML pipeline works in a five-step process. First, an archive of documents is created from various sources, including standard operating procedure (SOP) memos, frequently asked questions (FAQs), knowledge articles, Wikipedia articles, encyclopedia articles, previously closed support requests, and other relevant documents. Next, a library of words and phrases is generated from the archive. Then, this library is used to vectorize an incoming support request, producing a term frequency inverse document frequency (TF-IDF) vector. Following, the TF-IDF vector is used to compute similarity scores between the support request and the documents in the previously-created archive. Finally, the similarity scores are processed by support vector machine (SVM) classifiers to categorize and route the incoming support request to the correct support provider. This algorithm was deployed at a U.S. Navy customer support center as part of a pilot study, where it decreased the amount of time agents spend on tickets by 35%; the amount of time required to assign tickets by 74%; and the amount of time to close tickets by 60%. Our internal tests show that, with an error rate of 2%, a 35% reduction in ticket volume could be achieved by fully deploying these algorithms.

Als man im späten 17. Jahrhundert begann, Handelslexika herauszugeben, fing für Merkur eine neue Karriere an. So flatterte sein Mantel über dem Dictionnaire de Commerce von Savary. Der Caduccus-Stab mit den beiden sich darum windenden Schlangen (als Symbole des Friedens, der ausgleichenden Ambivalenz oder auch der Wechselseitigkeit) dirigiert das Konzert der im Lexikon arrangierten Informationen, welche die Welt der Waren und des Handels beschrieben und in einer schon damals globalen Perspektive alle Wirtschaftszentren erfassten, komplett mit Markttagen, Währungen, Börsenregeln und Hinweisen auf die lokalen Sitten. Beinahe wäre Merkur in diesen Büchern als Handelsgott professionalisiert worden und hätte nur diese eine Funktion als Beruf erhalten. So sah man das jedenfalls im frühen 18. Jahrhundert: Weil ihn bereits die olympischen Götter "zu einem Patron der Kaufleute und Diebe machten; daher auch noch die Kaufleute von ihm Mercatores und die Kaufmannschafft Mercatura, sollen "genennet werden", leist man einem verbreiteten "Reallexikon" des 18. Jahrhunderts, gleichlautend in den Auflagen von 1727, 1741 und 1762.

Abstract:
La periode encyclopedique de diderot est celle de sa formation intellectuelle. Cette etude a pour objectif de retracer les etapes marquantes de la formation de sa pensee politique et de cerner les principes de celle-ci. Dans la premiere partie consacree a une etude detaillee de l'article autorite politique, nous envisageons ce texte sous trois points de vue : comme une recherche theorique du penseur politique, une prise de position politique de l'homme d'action et un article d'un << dictionnaire philosophique >> redige par le maitre d'oeuvre lui-meme. Nous essayons d'une part de situer sa conception de l'etat et de la souverainete par rapport aux courants dominants de la pensee politique de l'epoque et, d'autre part, de voir comment diderot s'engage, personnellement et surtout en tant que directeur principal de l'encyclopedie, dans la lutte politique de son temps, marque par le conflit acharne et sans repit entre la royaute et les parlements. Notre propos dans la deuxieme partie est de mettre en lumiere les fondements de toute sa reflexion politique, c'est-a-dire ses choix philosophiques originaux susceptibles de la determiner : en bref, de montrer les liens inseparables entre sa pensee politique et sa philosophie materialiste. Pour cela, nous centrons notre recherche sur sa theorie du droit naturel. On verra comment il erige sur les principes materialistes de son anthropologie sa propre theorie du droit naturel, lequel est fonde sur l'identite biologique de l'espece humaine mais qui tient egalement compte de tous les acquis historiques de l'humanite. Pour faire ressortir plus clairement l'originalite de cette pensee amorphe, nous la comparons avec celle des philosophes de l'ecole du droit naturel, celles des autres materialistes de l'epoque que sont la mettrie et helvetius et, enfin, celle de son maitre qu'il ne reniera jamais : montesquieu.

Orientierung beim Schreiben geben neben den gedruckten Werken längst auch Online-Dienste wie Wikipedia, während die Lektüre zugleich von Fachportalen und einschlägigen Hypertexten gesteuert wird, die immer weniger dazu auffordern, den Schreibtischstuhl zu verlassen. Die Kultur des wissenschaftlichen Arbeitens mag gleich bleiben, ihre Medien ändern sich entscheidend, wenn sie digital werden.
