Abstract:
This PhD research is based on a 5 month-long participant observation with a total of 18 undocumented migrants of African origin that were residing at an emergency accommodation in Barcelona, Spain between February and July 2010. Study participants had arrived at this flat, managed by a migrant support association, after their available social networks, on which they depended for shared accommodation arrangements, disbanded under negative pressure caused by the 2008 global economic crisis. They were consequently left without the possibility of relying on familiar support to cope with the effects of the economic recession. In this adverse economic context, it was, therefore, essentially important for them to rebuild their relational support systems, to facilitate their exit from destitution. They could not depend on public supports beyond room and board offered at the emergency accommodation because of their undocumented status. However, in this new life setting, study participants faced the challenge of having to consider relationship opportunities with individuals at the flat or in the community who were previously socially distant, as they did not belong to their tight-knit social networks. The fact that study participants showed marked differences in social connectivity while facing this challenge, stimulated research interest in understanding the reasons behind these differences. The social-ecological paradigm of community psychology was selected as an appropriate theoretical framework to approach this topic, as it draws attention to the multilevel factors that could influence study participants’ attitudes towards social connection across ethnic boundaries. Application of participant observation methodology as the core data collection strategy allowed use of complementary methods of data collection as were deemed useful to answer the research questions, like informal conversations with different study participants, a weekly support group with all residents, weekend outings with all who wished to participate and, finally, Focus Group Interviews on the topic of interpersonal trust. The research found that undocumented migrants hold high expectations on trust in their social relationships in response to perceived risk in the transnational context, where they face continuous threats of arrest, detention, and deportation. For this reason, they concentrate their social relationships on available undocumented migrant social networks, which, because members usually belong to the same country of origin, allow them to activate culturally-bound social mechanisms that ensure satisfaction of their high trust expectations. When these networks are no longer available, some undocumented migrants may experience difficulties to adjust their trust expectations as necessary to form relationships with non-network members. However, some display a fundamental willingness to cooperate with others over and above usual trust considerations, which appears to constitute a key personal asset to maintain social connection in crisis situations. This research concludes by outlining the implications of this finding for psychosocial support practice with undocumented migrants and members of other socially vulnerable groups, like refugees and asylum seekers, who could benefit from heightened cooperation to enhance social connectivity in critical situations.

Background: Waste picking is not a new phenomenon in South Africa and is becoming increasingly prevalent, with rising numbers of waste pickers operating on landfills and on the streets. Although waste pickers are recognised as making an important contribution to waste management systems in South Africa, they remain at the lowest level of the waste collection and disposal hierarchy. Operating on the fringes of the formal economy with low and generally erratic income, they have limited access to safe and nutritious food. Many waste pickers are therefore prone to micronutrient malnutrition and macronutrient malnutrition. Food insecurity is a constant threat. Few studies have been conducted on this vulnerable group of people, with relatively little known about their eating habits and the impact thereof on their health. The aim of this study was to assess the dietary intake, food (in)security and nutritional status of waste pickers in South Africa, with a specific focus on landfill waste pickers. Study population and design: This constitutes a secondary study which builds on an earlier (primary) study conducted among 409 landfill waste pickers on nine landfill sites in four provinces in South Africa. Data was obtained from a cross-sectional quantitative survey conducted during the primary study which assessed the food (in)security, anthropometric status and dietary intake of waste pickers. In this study, group discussions were also conducted with waste pickers to gain more insight into activities and conditions on the landfill sites.

A presente dissertação tem como objeto de investigação dois conceitos que se inserem na teoria política e jurídica de maneira única: poder constituinte, amparado na interpretação de Antonio Negri, e potência destituinte, que Giorgio Agamben articula ao final do seu projeto Homo Sacer. Ambos autores desenvolvem seus conceitos como alternativa filosófica que se impõe contra a estrutura jurídico-política na qual estamos inseridos. Para atingirmos nosso objetivo, procuramos analisar os pressupostos e as questões principais que qualificam tanto o poder constituinte quanto a potência destituinte. Em razão disso, primeiramente investigamos o conceito de potência em cada um dos filósofos, além de Espinosa, tendo em vista não apenas a sua expressão política, mas também sua configuração ontológica. Do mesmo modo, foram objeto de investigação conceitos que são percebidos como essenciais para a correta apreensão do nosso objeto de pesquisa, tais como o de soberania, poder, democracia, multidão, além de inoperosidade, uso, forma-de-vida. Mesmo que haja uma contraposição, uma aporia, entre poder constituinte e potência destituinte, o que está em jogo na teoria de ambos os autores é, justamente, arquitetar novas formas como nós compreendemos a política, o direito, mas também a ontologia que os acompanha. Todo o debate empreendido por Negri por um lado e por Agamben, de outro, está em vista de abrir as alternativas, as possibilidades, para pensarmos uma nova vida política.
The present dissertation has as object of investigation two concepts that are inserted in the political and juridical theory in a unique way: constituent power, supported in the Antonio Negri’s interpretation, and destituent potential, that Giorgio Agamben articulates in the end of his project Homo Sacer. Both authors develop their concepts as a philosophical alternative that imposes itself against the juridical-political structure that we are inserted. To reach our goal, we seek to analyze the assumptions and the main issues that qualify both the constituent power and the destituent potential. For this reason, we first investigate the concept of power (potential) in each philosophers, in addition to Espinosa, in view not only its political expression, but also its ontological configuration. In the same way, concepts that are perceived as essential to the correct apprehension of our research object, such as sovereignty, power, democracy, multitude, inoperability, use, form-of-life were also investigated. Even if there is a contraposition, an aporia, between constituent power and destituent potential, what is at the theory of both authors is precisely to architect new ways to we understand politics and law, but also the ontology that accompanies them . All the discussion undertaken by Negri on one hand and by Agamben on the other is aimed in opening alternatives and possibilities for thinking about a new political life.

Esta Memoria analiza en general las acusaciones en contra de los magistrados superiores de justicia y, en especial, aquella que llegó a cumplir su objetivo: la destitución del juez acusado, ocurriendo por primera vez, y única hasta la fecha, en 1992, afectando al Ministro de la Corte Suprema, don Hernán Cereceda Bravo. Para cumplir nuestro cometido, se revisa la regulación jurídica que han tenido las acusaciones constitucionales en contra los magistrados en nuestro ordenamiento y se pasa lista a todos los libelos acusatorios de este tipo presentados en nuestra historia. Hay un análisis jurídico de ellas, sobre todo iii respecto al concepto que se tiene de la causal que permite su interposición: el “notable abandono de sus deberes”. Se concluye con el examen de la acusación de 1992, mirado desde una óptica jurídica y política.

This dissertation deals with the possibilities of action of the psychologist as judiciary technical assistant in the Public Defender in the dismissal of family power lawsuit. The topics include social inequality, power relations in the justice system and healthy human development. These themes are central to the work of psychologists in Public Defender, since this organ works exclusively with whom the law defines as economically needy population. The objective was to find a critical way of action wich is proper to the place of the technical assistant in legal proceedings. Possible interventions was thought to the technical assistant capable to modify the family realities on the prevention of the occurrence of separation of children from their households due to lawsuit. The method used was qualitative documental research, in wich nine Administrative Procedures (PA) of the Public Defender were read and organized into vignettes and cases. The PA contain documents from agencies such as the Public Prosecutor, Court of Justice and others. Thus, it was possible to observe four problem situations that were common in the analyzed procedures. These are: babies institutionalized directly from maternity hospital, evaluation of material issues, individual guilt and lack of theoretical and technical background in the documents. The issues were discussed from the potencial of action of the technical assistant in their confrontation. Practical proposals, like the development of a visitation diary, were thought in the scope of the psychologist s work. It was concluded that preventive and community actions are useful tools to the work of the technical assistant.
A presente disserta??o versa sobre as possibilidades de atua??o do psic?logo como assistente t?cnico judici?rio na Defensoria P?blica em a??es de destitui??o do poder familiar. Os temas abordados abrangem a desigualdade social, as rela??es de poder no sistema de justi?a e o desenvolvimento humano saud?vel. Estes temas s?o centrais para o trabalho do psic?logo na Defensoria, posto que este ?rg?o trabalha exclusivamente com o que a legisla??o estabelece como popula??o economicamente necessitada. O objetivo do trabalho foi o de encontrar uma forma de atua??o cr?tica que seja pr?pria ao lugar do assistente t?cnico em processos judiciais. Foram pensadas interven??es poss?veis ao assistente t?cnico capazes de modificar as realidades familiares a ponto de se evitar a ocorr?ncia da separa??o de crian?as de seus n?cleos familiares decorrente de a??o judicial. O m?todo utilizado foi o qualitativo com pesquisa documental, em que nove Procedimentos Administrativos (PA) da Defensoria foram lidos e organizados em vinhetas e casos. Os PA cont?m documentos de ?rg?os como o Minist?rio P?blico, Tribunal de Justi?a e outros. Foi poss?vel observar quatro situa??es problemas frequentes nos procedimentos analisados. Abstract:
This thesis proposes that the destitute people of South Africa, and specifically Tshwane, comprise an often neglected group of people that can and must be helped by means of missions with the destitute to experience growing degrees of SHALOM. Part of this would include a drive to re-integrate the destitute into society as functioning members of that society. This is undertaken through developing a proposed model that strives to empower destitute people in a variety of ways, using a variety of "movements" and strategies. A model such as this is necessary in the light of the seeming inability of helpers (including churches, CBO's and other non-religious organizations), to come to grips with the complex problem of destitution in our country, and in Tshwane specifically. This perceived inability is addressed by exploring the problem of destitution, in the process seeking a better understanding of a complex problem, followed by considering the responsibility of the church as missiological agent of social healing and ministry. Missiologically, SHALOM is perceived as the aim/ goal of missions with the destitute, where SHALOM refers to wellbeing, justice, relational, completeness, whole-being, peace, etc. The model is intended to serve as a viable strategy in the arsenal of churches that take the missiological call towards social healing seriously, and to provide a comprehensive, holistic approach when dealing with the destitute. It is postulated that the church, more than any other organization, should enjoy an advantage when it comes to social ministry, because of two reasons, namely (1) a strong missiological point of departure as a motivation to be involved in social ministry, where we see the church as a partner in the Missio Dei, and (2) a strong missiological aim, namely SHALOM, which transcends mere charity or welfare, but seeks to empower people holistically.

Abstract:
This study provides a descriptive analysis of the destitute and homeless central Durban. A quantitative and qualitative examination was undertaken to present a description of both the objective and subjective conditions ofthe destitute and homeless population in central Durban. The quantitative analysis was based on survey data gathered by the eThekwini Homeless Forum over 2002. This survey data provided information for 637 respondents, which this study captured and analysed on data editing software. The qualitative data was collected through ethnographic interviews carried out within night shelters in central Durban. The quantitative analysis revealed the existence of a significant youth contingent within the population, with 15-19 year olds being the most represented. Further, the majority of the respondents report to have been on the streets for less than two years. Two interesting hypotheses for future study arise from this; has there been a massive recent influx of members of central Durban's street population; or does the population experience . significant recycling and rehabilitation of new members? The analysis further revealed that the majority of the destitute and homeless population are from KwaZulu Natal, pointing to a population whose members, for the larger part, have not experienced and massive displacement from their place of origin. The qualitative analysis revealed individuals who have had varying life experiences, and who at present have varying levels of aspiration; but nevertheless, would all benefit and react positively to an engagement from external organisations like the eThekwini Homeless Forum.

This mini-dissertation examines and articulates the right to access electricity for the destitute in South Africa. Further, this mini-dissertation finds that high tariffs on electricity impede the accessibility and realisation of electricity as a human basic need. As a result, this mini- dissertation submits that accessibility and affordability of electricity as human basic need are compromised. Subsequently, the destitute are unable to afford and access electricity as encapsulated in the legislation. Therefore, this mini- dissertation submits that there must be investment in energy technologies to meet electricity demands. Furthermore, this mini-dissertation submits that there should be radical deployment of renewable energy in order to provide sufficient and affordable electricity to all, including the destitute. The investments in the building of the new power stations (Medupi, Kusile and Ingula) is welcomed by this mini- dissertation since it will solve the load shedding challenges which has affected South Africans and threaten the economic growth. Abstract:
This thesis is an investigation of the Philanthropic Society (est. 1788) and Refuge for the Destitute (est. 1804), two subscription charities established to prevent crime and reform members of the “criminal underclass” in London, England. This thesis engages the perspectives of both benefactors and beneficiaries, arguing that beneficiaries (or “objects”) were not passive participants in the charitable exchange, but actively sought to manipulate the institutions’ systems to secure their own desires —desires which did not always align with those of their benefactors. The introductory chapter explores the social, economic, and political conditions which led benefactors to create the institutions and which informed their aims and methods. The first chapter examines the strategies used by objects to secure charitable aid on their own terms. The post-institutional conduct of beneficiaries is the focus of the final chapter. Despite the intensive reformatory regimen of the Philanthropic and Refuge, a significant proportion of beneficiaries —at least one third— refused to fulfill benefactors’ expectations that they become law-abiding, industrious, and pious citizens. From the day of their application to the institutions to long after their departure, objects’ actions were informed by their own expectations and desires.

Hyde Park Asylum for Infirm and Destitute Women, Sydney was the New South Wales government’s first direct initiative in social welfare for the aged with the provision of residential care for women. It was the genesis of a system of destitute asylums (later state hospitals) that lasted for more than a century. For its duration (1862-1886), Hyde Park Asylum was the only one of its type in the colony. This empirical study looks at the day-to-day lives of its inmates at Hyde Park Asylum and follows them to their new home at Newington Asylum on the Parramatta River in 1886. The external and internal administration of the asylum under the Government Asylum’s Boards and later as a sub-department of the Colonial Secretary ‘s office is examined, including the roles of the manager and the matron.
