Full textThis report concerns the observance of the psychosocial treatment at federal prisoners presenting a double diagnosis of schizophrenia and antisocial personality disorder. After a literature’s review, the training course’s place is presented, as well as the methodology, three case studies and, finally, an analysis of these. The observance of the treatment and the problems of mental health here treaties are explained in a descriptive, rather precise and critical way. Further to the analysis of three case studies in a community correctional center (CSC), it seems that the delinquent, schizophrenic and antisocial clientele do not receive completely adapted services to its deficits at the level of the social skills. Also, the staff of the CSC presents certain gaps in front of the intervention recommended with these individuals. In this sense, it is noted that the employees are generally insufficiently available, trained and inclined to really envisage the social rehabilitation of the prisoner such as perceived in this training course. Often, follow-ups being intermittent, the therapeutic alliance has difficulty in settling down. Now only while establishing a reliable relation a profitable clinical work can remain. As a matter of fact, before being released, it would be desirable that these people receive from the support as for the acquisition of the know-how and the social skills necessary for any socialization.

Full textBasically, gambling is a pleasant pastime for the vast majority of people. It is indeed associated with leisure, since it fills almost the same needs, including curiosity, entertainment, relaxation, socialization and recognition (Chevalier, 2003; Chevalier & Papineau, 2007; Paradis & Courteau, 2003). However, it still involves a risk of excess. Although no one is truly immune to addiction, scientific papers show that certain groups have been found to be particularly at risk. In addition to people with mental disorders and addictions (Walters, 1997), members of the correctional population are among those most likely to present pathological gambling problems (Abbott, McKenna, & Giles, 2005; Ashcroft, Daniels, & Hart, 2004; Lahn, 2005). And yet, while several studies examine pre-incarceration gambling habits of men sentenced to prison, few report on what happens to this practice in detention facilities. Although gambling is formally prohibited by correctional services, its presence in prison is nevertheless acknowledged (Abbott et al., 2005; Lahn & Grabosky, 2003; Nixon, Leigh, & Grabosky, 2006; Williams, Royston, & Hagen, 2005; Lahn, 2005). However, studies too often content themselves with drawing a purely descriptive portrait of the types of games and bets. A better understanding of gambling in prison is essential, if we consider the non negligible proportion of inmates struggling with such an addiction. The objective of this thesis is therefore to improve our understanding of gambling in Quebec’s federal detention facilities, based on the opinions and experience of 51 male inmates. Qualitative interviews were conducted in French with male inmates over 18 years of age from Quebec, serving a minimum prison sentence of 24 months. The thematic analysis results were divided into three scientific articles. The first article describes the conduct of gambling within the walls and analyzes the influence of prison settings on access to these activities and their significance. Contrary to our expectations, the regulation prohibiting betting is not a central obstacle to this practice. Participation is restricted more by factors related to the correctional context and the sentence. The availability of gambling and the usual benefits derived, such as pleasure and excitement, are far more limited than those generally provided by this activity in free society. The second article examines the potential consequences of gambling, as well as the inmates’ reactions to them. Basically, the fact alone that this activity necessarily involves an exchange of money, valuable items or services rendered puts all players at risk of incurring debts. However, a dynamic analysis shows that some frictions related to gambling are better explained by characteristics of the prison environment. The last article addresses the reasons why members of the correctional population do or do not gamble during their incarceration. It takes into account the gambling habits of non-gamblers, recreational gamblers and problem gamblers over the 12 months prior to detention. For most inmates, gambling serves as a recreational alternative to boredom, but some use it also for the purpose of integrating, or even protecting themselves indirectly. Even more interesting is the fact that, despite the presence of gambling addicts among the men interviewed, none of the motivations generally associated with pathological gambling was given as a reason for gambling in prison. In summary, gambling generally remains without consequence in Quebec’s detention facilities, since very few inmates appear to exceed their limits and incur debts. Conflicts related to this activity consist mostly in arguments stemming from doubts concerning a player’s integrity or an unaccepted defeat. Violent events, such as settlings of accounts due to unpaid debts, were found to be the exception. The results of this thesis show also that, despite having the opportunity to gamble, some pathological gamblers quit or abstain from betting during their incarceration. This new information enables us to reflect on the concept of addiction and on promising avenues for treating incarcerated problem gamblers.

Full textNowadays in Canada, approximately 75% of the offenders admitted in federal correctional facilities have not reached the 11th grade or it equivalent (SCC, 2015). Following an education program while in detention seems to contribute to the prevention of crime recidivism for a great number of inmates. Very few studies focus on the experience of inmates while following these programs. Thus, this study aims to understand the education experiences of Canadian federal ex-inmates and to expose their perspective on said education. To achieve our objectives, we explored the experiences of eleven men who served a Canadian federal sentence and who followed an education program during their incarceration. By conducting semi-directed interviews, we could shed light on the fact that following an education program as an inmate was not done without personal, psychological and institutional difficulties. We shall see that this educational experience is lived differently according to the motivation to participate. We shall also see that it offers its participants advantages through many forms. These advantages can be felt both during incarceration and upon return to the community.
Actualmente en Canadá, hay aproximadamente 75% de los delincuentes admitidos en las instituciones correccionales federales que tienen su diploma de quinto grado de secundaria o el equivalente. Ofrecer un programa de educación en detención permite evitar la reincidencia de un gran número de reclusos. Pocos estudios investigan sobre lo que viven los reclusos durante estos programas. Esta tesis ofrece una mejor comprensión de la experiencia de educación de los ex-convictos federales canadienses y permite conocer sus apreciaciones de los programas. Para alcanzar nuestros objetivos, nos hemos centrado sobre la realidad de once hombres que han cumplido una sentencia federal canadiense y que han seguido un programa de educación durante su encarcelamiento. Con entrevistas, en parte dirigidas, podemos destacar que los que hacen un programa de educación durante la detención pueden vivir dificultades personales, psicológicas e institucionales. Veremos que esta experiencia se vive de manera distinta según las motivaciones en relación con la educación en detención. También, esta tesis de maestría expone todos los beneficios que la experiencia de educación en prisión puede darle a los delincuentes. Estos beneficios son provechosos tanto durante la detención que al regresar a la comunidad.

Full textThis thesis deals with Egon Bahr’s understanding of the Federal Republic of Germany’s (FRG) Eastern policy (Ostpolitik) between 1945 and 1975. The analysis is centered on the link between Ostpolitik and Bahr’s conception of Germany’s position and role in the European system. More precisely, this study aims at finding out which goals Bahr pursued in the context of Bonn’s Eastern policy. The first part of the thesis deals with the conceptual development of Ostpolitik (1945-1969). The second part takes a look at its implementation for the period between Willy Brandt’s election as West German Chancellor and the conclusion of the Helsinki Final Act (1969-1975). This thesis relies primarily on Bahr’s writings, including a vast number of unpublished sources, located mostly in German archives, but also in American, French and British archives. According to Bahr, Ostpolitik was not limited to the elimination of West Germany’s burdens in foreign policy during the Cold War. In fact, he pursued an ambitious, nationalistic project in the context of relations with the Soviet bloc. Bahr sought to create the necessary conditions for Germany to redefine its place in Europe. With Ostpolitik as his diplomatic instrument, his ultimate goal was to see Germany become the central power in a new European peace order. Three interrelated objectives formed the core of this vision: 1) the consolidation of peace and security on the continent; 2) German reunification and 3) the emancipation of (West) German foreign policy. This thesis sheds new light on Bahr’s political thought and contributes to a better understanding of Ostpolitik’s significance in the larger context of West German foreign policy. Bahr’s conceptions were unique in Cold War Germany because they were based on notions of power, the national interest and “normality”. At the same time, Bahr understood that Germans, because of their central geographic position, always had to rely on cooperation as the prime instrument of all their diplomatic initiatives. Through its “architect”, Ostpolitik appears as an effort at reconciliation between a peaceful Europe and the unhindered affirmation of German influence in world affairs.
