This paper first introduced the formation symbols and condition of the innovative city, specifically explained the significance of the innovation resources’ accumulation during the innovative city forming processes. And then took the innovative city evolution of Hong Kong as an example, analyzed the development and change of the innovation resources index in the latest decades by the use of mathematical models, summarized the forming processes of innovative city from innovation resources aspect, and the different characteristics during the forming stages.

On the basis of the historical and genetic analysis, incremental quantitative and qualitative changes of planning structures of the largest cities of the Volga region: Ulyanovsk, Samara, Saratov, Volgograd; analysis, identifying common to their development stages of structural reforms and laws of formation of planning structures, proposed a method for identifying stable over time the structural and planning foundations of the city, which could help to preserve the principle of urban planning continuity in the development of existing cities at the present stage of their evolution, and would help greater objectivity of urban planning decisions. The article discusses trends of Vienna’s architectonic spatial development. Vienna is a city that, one the one hand, lives in its historical arhitecture and city planning and, on the other hand, has allowed innovative building in certain areas. Historical development of Vienna was analyzed, underlining aspects which have had the most impact to the current urban fabric. Since in the federal country of Austria Vienna is a state and a municipality at the same time, it has created its own special planning instruments and regulation for city planning. In achieving more sucessfull city planning results, city planners have admitted that development of informal planning is necessary, paying large attention to involving society in the planning process.

Abstract:
This paper examines the effects of industry specialization (city-level, nationallevel, and joint-level) on audit pricing in the Australia. By using Australian Stock Exchange (ASX) listed companies, this study documents that auditors who are industry specialists at both city-and national-level charge significantly higher audit fees compare to those auditors who are specialists either only at city-level or only at national-level industry specialist. However, in further analysis, this study documents that firms who are city-level industry specialists they charge relatively higher audit fees than nationallevel industry specialists, which is consistent with prior research on audit fee premiums studies concentrated in Australia. The greater audit fees charged by city-level industry specialists auditors are possibly attributed to recent changes in accounting regulations environment in Australia (e.g., mandatory adoption of IFRS). Such a significant shift in financial reporting environment due of IFRS adoption can affect audit expertise which may be reflected in this study. This study findings are robust in a set of alternative tests following prior research.

The urban sprawl is the process of a city that evolves from a high density center to form a low density area towards its periphery based on its own phases involving the historical outbreak of a city. The shape, process and effect of a urban sprawl are different. Therefore, studies related to the urban sprawl need to be carried out for each different city, even in the same country. Experience in developed and developing countries suggests that any urban sprawl have a beneficial and bad effect on society and it also poses a problem to the city's management system. Hence, this article is intended to discuss the outcome of a review of a number of literature in relation to the urban sprawl overview globally, and in the context of Malaysia itself.

Abstract:
This article examines the trends characterizing the development of Omsk architectural environment of the 1960’s – 1980’s. The unfolded transformations are views in relation to the historical-cultural context and historical-architectural process. The author analyzes the nationwide trends, as well as the regional specificity. The peculiarity of this research consists in drawing parallels between the architectural-artistic and historical-cultural processes. Attention is given to such questions as the shift in stylistic trends, residential construction, and erection of significant objects of public designation. Alongside studying the special scientific literature and sources, the author attracts the materials of city dwellers’ reminiscences that contain the information of reflective character for understanding their perception of ongoing changes within the urban environment. The acquired results allow characterizing the development of architectural environment of a large Siberian city (Omsk) during the Developed Socialism period (1960’s – 1980’s) in correlation with the historical-cultural and architectural-artistic contexts. The presented materials may be used in city planning decisions and development of conceptual framework of the regional cultural policy. The article is relevant for the specialists in the history of architecture and construction, as well as broad audience interested in history and cultures of their region.

Abstract:
This thesis explores professional visions for the planning of everyday life during the period of developed socialism. Considering a wide range of disciplinary literature, including architecture, urban planning, design and sociology, this thesis analyses how professionals imagined residential and domestic life in an urbanised and technologically advanced socialist society. Continuing the narrative of Khrushchev’s modernising programme to reform everyday life (<i>byt</i>) into the post-Khrushchev period, the thesis follows professionals of the last two Soviet decades who criticised the rationalising and collectivising planning paradigm inaugurated during the preceding decades. Professionals argued that this paradigm had produced a dehumanised and alienating everyday environment in the city and the home. After setting out the theoretical framework and the historical context of developed socialism, the first empirical section addresses urban residential life. It focuses on the microdistrict planning unit to illustrate how professionals, disillusioned with functionalist planning, searched for ways to humanise the city and adapt it to the behaviours and needs of urban residents. Part two investigates shifting professional views on the home and the everyday processes associated with it, such as cooking and cleaning. No longer seen as a utilitarian space in which everyday processes transpire, the home came to be understood as a personal and emotionally resonant place. Part three focuses on material culture, investigating evolving views on consumption and aesthetics. It illustrates how professionals endeavoured to rehabilitate the object world and align it with populist preferences while nonetheless maintaining a commitment to technological and forward-looking principles. In contributing to the scholarly understanding of developed socialism, this thesis contends that the 1970s-1980s saw experts embrace individual agency and popular sentiments. This turn did not, however, signify a turn towards individualism or de-politicised malaise: professionals maintained their utopian aspirations to engineer and control everyday life.

Abstract:
This study strives to examine how microfinance activities can be successfully applied in the developed world. This is done through a field study in New York City. Throughout interviews and observations with three of the largest actors in New York: Acción USA, Grameen America and Project Enterprise, as well as interviews with their clients, the lending processes and key characteristics of the organizations have been mapped. Furthermore, the Federal Reserve Bank of New York has been interviewed on the general opinion of microfinance in the US. Previous theory elaborates on some of the major challenges with implementing microfinance activities in the developed world, such as lack of funding and cultural differences hindering the lending processes to be carried out as they are in the developing world. Henceforth, problems regarding regulation, awareness and outreach are discussed. Throughout the observation of the institutions we can confirm that some of the challenges brought up in theory actually are apparent. We do, however, question the criticism towards the use of group-based lending programs in the developed world. Our study does, in contrast to previous research, imply that the concept does work as well in the US as it does in developing countries. Since this is a case study based on the observations of only a few organizations, it is precarious to draw any general conclusions based upon the findings. Indications of key success factors are, though, group-based lending programs, non-financial services, creating awareness, financial sustainability, savings as funding, standardized regulations and increased transparency. Finally we advocate focus on job creation to obtain acknowledgement.

The purpose of this thesis is to test the validity of applications of Remote Sensing and Geographical Information Systems in Anatolian archaeology. The focus of the study is an Iron Age fortress &Ccedil<br>evre Kale and its associated structures. During the course of the study, 5 km long outer wall enclosing a territory around &Ccedil<br>evre Kale documented for the first time by employing high altitude aerial imagery. In addition to the GIS analyses, examination of the geology, land use and soil quality data showed that the outer wall is in a way acting to guard and protect inhabitants of the fortress and, perhaps more importantly, the well-watered pasture surrounding the fortress and demarcated by the enclosure wall. Evaluation of the available archaeological and historical evidence suggested that &Ccedil<br>evre Kale might be of a site with significant military importance at least in the first half of the 6th century BC. As a result, this thesis is underlying the importance of high and low altitude aerial imagery in terms of documentation, evaluation and monitoring of the archaeological sites as part of the archaeological research

In response to the September 11th attacks, new legislation culminating in the Food Safety Modernization Act of 2010 was established and reinforced food safety regulations for the brewing industry. Under this expanded regulation, breweries are required to comply with the modernized Current Good Manufacturing Practices (cGMPs). The regulatory climate for the brewing industry is very complicated. The brewing industry is regulated primarily under the jurisdiction of the Alcohol and Tobacco Tax and Trade Bureau and the Food and Drug Administration. Based upon the regulatory environment and business considerations, Boulevard Brewing Company has opted to develop a Hazard Analysis and Critical Control Point (HACCP) plan. Before a HACCP plan can be implemented a foundation of prerequisite programs, based on the FDA’s cGMPs, must be in place. Prerequisite programs establish the operational and environmental conditions required for a successful HACCP plan. Failure to comply with the cGMPs can lead to fines, re‐inspection fees, forced recalls, and possible criminal prosecution. Prerequisite programs were developed for the following areas: facilities, including sanitary design principles, utilities, traffic and product flow; production equipment, including preventive maintenance and calibration; receiving, warehousing, and shipping, including supplier control, chemical control, and raw material testing; pest control for insects, rodents and birds; cleaning and sanitation under a Master Sanitation Schedule; specifications, including ingredients, products, and packaging materials; personal hygiene for both employees and visitors; and lastly a system of traceability and recall. These prerequisite programs, based on cGMPs, are required to ensure regulatory compliance while minimizing regulatory and fiscal risks.

Abstract:
Most large cities around the world are undergoing rapid transport sector development to cater for increased urbanization. Subsequently the issues of mobility, access equity, congestion, operational safety and above all environmental sustainability are becoming increasingly crucial in transport planning and policy making. The popular response in addressing these issues has been demand management, through improvement of motorised public transport (MPT) modes (bus, train, tram) and non-motorized transport (NMT) modes (walk, bicycle); improved fuel technology. Relatively little attention has however been given to another readily available and highly sustainable component of the urban transport system, non-motorized public transport (NMPT) such as the pedicab that operates on a commercial basis and serves as an NMT taxi; and has long standing history in many Asian cities; relatively stable in existence in Latin America; and reemerging and expanding in Europe, North America and Australia. Consensus at policy level on the apparent benefits, costs and management approach for NMPT integration has often been a major transport planning problem. Within this context, this research attempts to provide a more complete analysis of the current existence rationale and possible future, or otherwise, of NMPT as a regular public transport system. The analytical process is divided into three major stages. Stage 1 reviews the status and role condition of NMPT as regular public transport on a global scale- in developing cities and developed cities. The review establishes the strong ongoing and future potential role of NMPT in major developing cities. Stage 2 narrows down the status review to a case study city of a developing country in order to facilitate deeper role review and status analysis of the mode. Dhaka, capital city of Bangladesh, has been chosen due to its magnitude of NMPT presence. The review and analysis reveals the multisectoral and dominant role of NMPT in catering for the travel need of Dhaka transport users. The review also indicates ad-hoc, disintegrated policy planning in management of NMPT and the need for a planning framework to facilitate balanced integration between NMPT and MT in future. Stage 3 develops an integrated, multimodal planning framework (IMPF), based on a four-step planning process. This includes defining the purpose and scope of the planning exercise, determining current deficiencies and preferred characteristics for the proposed IMPF, selection of suitable techniques to address the deficiencies and needs of the transport network while laying out the IMPF and finally, development of a delivery plan for the IMPF based on a selected layout technique and integration approach. The output of the exercise is a planning instrument (decision tool) that can be used to assign a road hierarchy in order to allocate appropriate traffic to appropriate network type, particularly to facilitate the operational balance between MT and NMT. The instrument is based on a partial restriction approach of motorised transport (MT) and NMT, structured on the notion of functional hierarchy approach, and distributes/prioritises MT and NMT such that functional needs of the network category is best complemented. The planning instrument based on these processes and principles offers a six-level road hierarchy with a different composition of network-governing attributes and modal priority, for the current Dhaka transport network, in order to facilitate efficient integration of NMT with MT. A case study application of the instrument on a small transport network of Dhaka also demonstrates the utility, flexibility and adoptability of the instrument in logically allocating corridors with particular positions in the road hierarchy paradigm. Although the tool is useful in enabling balanced distribution of NMPT with MT at different network levels, further investigation is required with reference to detailed modal variations, scales and locations of a network to further generalise the framework application.

The narrative of the birth of internet culture often focuses on the achievements of American entrepreneurs in Silicon Valley, but there is an alternative history of internet pioneers in Europe who developed their own model of network culture in the early 1990s. Drawing from their experiences in the leftist and anarchist movements of the ’80s, they built DIY networks that give us a glimpse into what internet culture could have been if it were in the hands of squatters, hackers, punks, artists, and activists. In the Dutch scene, the early internet was intimately tied to the aesthetics and politics of squatting. Untethered from profit motives, these artists and activists aimed to create a decentralized tool that would democratize culture and promote open and free exchange of information.

AbstractExisting buildings play a central role in achieving EU climate and energy targets. Consequently, the building sector faces the complex challenge of finding effective solutions to manage both the conservation and renovation of this stock. Given that building energy renovation has the potential to reduce greenhouse gas emissions and achieve EU targets, the European Commission has developed frameworks and regulatory instruments to foster a deep renovation approach. However, progress in achieving the necessary transformation has been slow. The objective of this chapter is to identify strategies and actions that can accelerate the sustainable transformation of the building stock. We focus on the first renovation stage in which it is critical for accurate data to be collected and processed on the state of buildings to improve decision-making processes. By overviewing current policies and instruments, and new technologies and tools applicable to existing buildings, we explore open challenges and room for improvement to fulfil their potential. In this study, we have identified upgraded instruments and tools and new benchmarks, resulting in innovative strategies and actions as drivers for a sustainable transformation. From this perspective, we introduce how more ambitious approaches can lead stakeholders to develop strategies and apply actions towards a regenerative built environment.

Knowledge Cities (KC) and Smart Cities (SC) have made significant investments with influence throughout the world in only four decades. This has occurred although these concepts are still being developed, being urgent to advance in their understanding. This article focuses on comparing these types of cities, seeking to understand their approaches, the fields of study in which they are developed and the lines of action in which they are projected. A mixed methodology is applied, qualitative to deepen the concepts and quantitative through the VOS viewer software, which is used to process more than two thousand articles indexed in Scopus. We found that the KC is formed around the notion of change of the productive matrix and develops issues related to its urban spatial and social conformation. While the SC concept is developed in the technological sciences, relating more to the use of the internet of things (IoT), big data, cloud computing, and its application in the city.

Village area is the basic unit of rural social and economic activities in China. The rational play of land use function in village area has important theoretical and practical significance for the realization of the multi-objective of rural revitalization under ecological civilization. Department of natural resources has issued the work pilot implementation of global land comprehensive improvement notice, rural red line "no increase of the aggregate land for construction purposes, ecological protection not breakthrough", so without any increase in construction land index on the basis of further promote rural land use composite function, is to solve the rural economy development and the important direction of rural land supply contradictions. This paper firstly makes a qualitative theoretical study on the compound mechanism of land use function in villages, and then takes 4 villages in southern Jiangsu province as examples to elaborate the compound mechanism of land use function in the development process. The results show that: (1) land use function changes due to its type and land use mode, and is indirectly influenced by natural resource endowment, social and economic conditions, regional policies, etc., the compound trend of land use function in different types of villages is often different; The land use function of the four villages in the town is as follows: the production function is transformed into the production-ecological composite function, and the living function is transformed into the production-life composite function. (3) summarize the planning of the basic ideas and function of the complex process, refine the agricultural land, unused land and construction land has the implementation of the functional complex strategy.

A scour hole has developed in Isle of Wight Bay near Ocean City, MD. This hole could grow to the point that nearby land developments are threatened, so channel-bed protection measures may be implemented near this scour hole. Appropriately designing those bed protection measures requires knowledge of the flow behavior in the scour hole, so a three-dimensional model study has been conducted to determine the flow behavior at the extreme flood and ebb tides present during a pre-selected month of tide cycles. Steady-state simulations of the flows during those two tide conditions have been completed. Contour plots of the flow velocity near the bed and the corresponding bed shear stresses are provided as input for the design of the bed protection measures.

On 20 September 2022, an outbreak of the Sudan strain of Ebola Virus Disease – SVD – was announced as the first laboratory-confirmed patient was identified in a village in Mubende District in central Uganda. Uganda’s Ministry of Health (MoH) activated the National Task Force and developed and deployed a National Response Plan, which includes the activation of District Task Forces. The target areas include the epicentre (Mubende and Kassanda districts) and surrounding areas, as well as Masaka, Jinja and Kampala cities. This is of great concern, as Kampala is the capital city with a high population and linkages to neighbouring districts and international locations (via Entebbe Airport). It is also a serious matter given that there has been no outbreak of Ebola before in the city. This brief details how Risk Communication and Community Engagement (RCCE) activities and approaches can be adapted to reach people living in Greater Kampala to increase adoption of preventive behaviours and practices, early recognition of symptoms, care seeking and case reporting. The intended audiences include the National Task Force and District Task Forces in Kampala, Mukono, and Wakiso Districts, and other city-level RCCE practitioners and responders. The insights in this brief were collected from emergent on-the-ground observations from the current outbreak by embedded researchers, consultations with stakeholders, and a rapid review of relevant published and grey literature. This brief, requested by UNICEF Uganda, draws from the authors’ experience conducting social science research on Ebola preparedness and response in Uganda. It was written by David Kaawa-Mafigiri (Makerere University), Megan Schmidt-Sane (Institute of Development Studies (IDS)), and Tabitha Hrynick (IDS), with contributions from the MoH, UNICEF, the Center for Health, Human Rights and Development (CEHURD), the Uganda Harm Reduction Network (UHRN), Population Council and CLEAR Global/Translators without Borders. The trees, developed green spaces, and natural areas within the City of Austin’s 400,882 acres will face direct and indirect impacts from a changing climate over the 21st century. This assessment evaluates the vulnerability of urban trees and natural and developed landscapes within the City Austin to a range of future climates. We synthesized and summarized information on the contemporary landscape, provided information on past climate trends, and illustrated a range of projected future climates. We used this information to inform models of habitat suitability for trees native to the area. Projected shifts in plant hardiness and heat zones were used to understand how less common native species, nonnative species, and cultivars may tolerate future conditions. We also assessed the adaptability of planted and naturally occurring trees to stressors that may not be accounted for in habitat suitability models such as drought, flooding, wind damage, and air pollution. The summary of the contemporary landscape identifies major stressors currently threatening trees and forests in Austin. Major current threats to the region’s urban forest include invasive species, pests and disease, and development. Austin has been warming at a rate of about 0.4°F per decade since measurements began in 1938 and temperature is expected to increase by 5 to 10°F by the end of this century compared to the most recent 30-year average. Both increases in heavy rain events and severe droughts are projected for the future, and the overall balance of precipitation and temperature may shift Austin’s climate to be more similar to the arid Southwest. Species distribution modeling of native trees suggests that suitable habitat may decrease for 14 primarily northern species, and increase for four more southern species. An analysis of tree species vulnerability that combines model projections, shifts in hardiness and heat zones, and adaptive capacity showed that only 3% of the trees estimated to be present in Austin based on the most recent Urban FIA estimate were considered to have low vulnerability in developed areas. Using a panel of local experts, we also assessed the vulnerability of developed and natural areas. All areas were rated as having moderate to moderate-high vulnerability, but the underlying factors driving that vulnerability differed by natural community and between East and West Austin. These projected changes in climate and their associated impacts and vulnerabilities will have important implications for urban forest management, including the planting and maintenance of street and park trees, management of natural areas, and long-term planning.

Linear city bus services are facing increased challenges from city growth. Increased number of inhabitants on increasing acres of built-up areas, makes it demanding to maintain adequate bus services within reasonable catchment areas. Number of departures per hour give a partial description of the bus service quality. Number of departures give reference to the time aspect of bus service quality, but say nothing about the geographical aspect. What part of the entire line network is within reach of direct bus service when frequencies are limited? To address the geographical aspect of bus service quality, the term network ratio is introduced. The term Network Ratio (NR) signifies what part of the entire line network is within reach of direct bus service to or from a certain place in the network. Network Ratio is given as a mathematical term whereby direct bus lines are calculated as a percentage of the entire network. The character and development of Network Ratio in a specific city is illustrated through an analysis of the urban growth of line network and built-up areas in the twin cities of Stavanger and Sandnes. The analysis is covering the period 1920 – 2000 in intervals of 20 years from the first bus lines were established in the urban area. Year 2010 is also included due to major changes implemented right after the turn of the millennium. Development show there is a close relation between bus network and built-up areas. When areas are being built, bus lines follow. The initial fase 1920 – 40 with extensive development of bus lines combined with some areal growth, is followed by a fase of consolidation 1940 – 60. The latter period is characterized by moderate areal growth, extended lines reducing network ratios, and increasing frequencies on the best bus lines. Extensive areal growth in the following period 1960 – 80, implies increased number of bus lines. As a consequence network ratios as well as frequencies are falling in the entire network. In 1960 certain lines had developed as much as 6 departures per hour, while maximum bus line frequency in 1980 has diminished to 2. New bus service development is introduced in the following period between 1980 and 2000. Numerous bus companies are united, and a more comprehensive planning of bus services are applied. The number of bus lines is stabilized at about 40, the fall in network ratio is reduced, and certain lines develop 4 departures per hour. Parallell to the bus development, growth of built-up areas is slowing down due to increased urban renewal with higher densities within built-up areas. In the period 2000 – 2010 new efforts are given to the development of bus services. Development of Network Ratio takes a new direction: The length of network links with high NR is increasing, while links with very low NR are diminishing. Number of bus lines is decreasing, and by 2010 almost 50% of the bus lines are served with 4 departures or more. Passenger comfort is improved in buses as well as on bus stops, and low floor buses are introduced to ease accessibility. Bus service quality is further developed after 2010. Digital services are introduced including digital ticketing, bus service information and real-time information on internet. In addition real-time information is presented at high frequency bus stops through visual screen and auditory speaker. Inside the buses name of next stop is given on screen and through loudspeaker. Further development of the bus services, should include improved Network Ratios in the entire network, as well as increased frequencies on major bus corridors. The latter is a task not only for the bus service planners, but just as well for the city planners and politicians in collaboration with the developers implementing urban density and allocation of important destinations. A last, but not least, objective for bus service development will be to improve punctuality and total travel time. Today a considerable proportion of city bus services are delayed in car traffic congestions. This is occurring especially on main streets and during rush hours. A set of different solutions are needed to address this question: 1. Dedicated bus streets (including car access to limited addresses) 2. Bus lines through local streets in concentrated housing, office and shopping areas. 3. Dedicated bus lane on main streets where possible. 4. Car traffic regulations on main streets without space for extra bus lane. As an overall vision, we need to cultivate the word of Flemming Larsen: urban growth as pearls on a string, as shown in fig. 13 and fig. 14.

This report analyzes the current service level of winter operations in Indiana and explores opportunities to optimize performance. We analyze data regarding winter operations managed by INDOT and provide specific quantified estimates of opportunities to improve efficiency while also managing costs. For our exploration, we use data provided by INDOT sources, qualitative insights from interviews with INDOT personnel, literature survey data and benchmarking information, salt and supplier data analysis, and simulation. As part of our research, we developed a simulation model to visually represent the impact of alternate management of trucks for snow removal and a dashboard to understand the impact. Our analysis suggests the following: (1) opportunities exist to coordinate salt delivery by suppliers and combine local city salt purchases with INDOT’s purchases to save costs, (2) adjusting routes will reduce deadhead, (3) understanding truck maintenance and truck locations improves performance, and (4) incorporating critical locations into snow route planning will meet service thresholds. These insights provide implementable recommendation initiatives to improve winter operations performance. The simulation tool developed in this project simulates various weather events to draw insights and determine appropriate resource allocations and opportunities for improving operational efficiency. The report thus provides a quantifiable approach to winter operations that can improve the overall service level and efficiency of the process.

The West Valley fault zone (WVFZ) and Salt Lake City segment (SLCS) of the Wasatch fault zone comprise Holoceneactive normal faults that bound an intrabasin graben in northern Salt Lake Valley, Utah. Both fault zones have evidence of recurrent Holocene surface-faulting earthquakes. A topic of recent research is the seismogenic relation of the antithetic (subsidiary) WVFZ to the Wasatch fault zone—specifically, to what degree are WVFZ earthquakes independent of slip on the SLCS, or other adjacent segments, of the Wasatch fault zone. To improve paleoseismic data for the WVFZ and better understand the seismogenic relation between the WVFZ and Wasatch fault zone, we conducted a fault-trench investigation at the Airport East site, developed new earthquake recurrence and fault sliprate estimates for the WVFZ, and compared WVFZ earthquake timing data with data from the Wasatch fault zone.
