Abstract:
PurposeThe purpose of this paper is to investigate the institutional factors affecting the reform of public sector in Morocco. In particular, this study focuses on the adoption path of one such reform, in which Moroccan municipalities had to adopt economic and development plans (EDPs).Design/methodology/approachThe paper’s methodology adopts a qualitative approach. In particular, the paper adopts a mix of primary and secondary sources to analyze the historical development of the EDP reform in the Moroccan context, and the institutional factors involved in the implementation process. It contributes to the existing literature in two ways: it defines a tentative model that combines two approaches (new and old institutional theories); and it contextualizes the proposed model in the Moroccan context by examining the institutional process of implementing the reforms.FindingsThe reform that introduced EDPs in Morocco was the result of a collaboration between the Moroccan government and international donors. The introduction of EDPs was impeded by institutional features of Moroccan society. Therefore, the implementation of EDPs in Morocco did not change taken-for-granted ways of thinking, nor did it remove institutional restrictions and barriers. Municipalities were not affected by the modernizing effects of the reform. They are managed as traditional administrative structures, with very little capacity for organizational and management innovation.Originality/valueThe paper contributes to the debate on the adequacy of new public management (NPM) in less developed countries (LDCs), and in particular with regards to the use of strategic plans in Moroccan municipalities. In doing so, the paper attempts to define a tentative framework that combines new institutional and old institutional theory. The framework proposed helps to explain how NPM in LDCs was diffused and how institutional characteristics could hamper or foster the implementation of NPM reform.

Abstract:
Purpose – The purpose of this paper is to explore use of the Theory of Constraints (TOC) approach in addressing traffic congestion as the main impediment to improving utility of the land transportation systems. The observed element is a motorway segment with regulated access. Design/methodology/approach – As the literature addressing this topic is rare or nonexistent, this study employs exploratory design, developing tentative theory through the generation of new ideas and assumptions forming grounded picture as a base for further investigation. Findings – The study concludes that the most binding constraint is broken in the third out of the TOC’ five steps and that the improvement in the given segment of the land transportation system is possible to be achieved using this framework. Originality/value – Although the merits of use of TOC have been considered in other than just production-planning environments, its application in land transportation systems has never been examined. This study presents one of the rare, if not the only attempt to make use of this unique theory that is systematised in the systems management paradigm within the realm of land transportation systems.

Abstract:
System response delay has been cited as the single most frustrating aspect of using the Internet and the most worrisomeaspect of Web application design. System response time (SRT) research generally concludes that delay should be eliminated where possible to as little as a few seconds, even though delay reduction is costly. Unfortunately, it is not clear if these conclusions are appropriate outside of the developed world where nearly all of the SRT research has taken place. Cultural effects have been, hence, generally missing from SRT research. The one SRT study to date outside of the developed world did report differences using the theoretical construct of cultural chronism, and this finding could limit the generalizability of SRT research findings from developed countries to many economically developing nations. However, limitations and potential confounds in this single study render those findings tentative. The end of Apartheid in South Africa allowed an opportunity to conduct a longitudinal free simulation experiment that overcomes the critical limitations of this previous research. Subjects were members of historically polychronic and monochronic groups who had been segregated by Apartheid and now live in an integrated society with shared infrastructure and computer access. Results find that members of the historically polychronic group are more accepting of longer delays and are more willing to trade longer delays for improved functionality than are their historically monochronic counterparts. Furthermore, tests find that members of the historically monochromic population that came of age in a desegregated, majority-polychronic culture appear to be polychronic themselves and to differ significantly from the older monochronic generation. Results from this study can be applied to design culturally sensitive applications for users in the developing economies of the world.

Abstract:
We extend the ideas of evolutionary dynamics and stability to a very broad class of biological and other dynamical systems. We simultaneously develop the general mathematical theory and a discussion of some illustrative examples. After developing an appropriate formulation for the dynamics, we define the notion of an evolutionary stable attractor (ESA) and give some samples of ESAS with simple and complex dynamics. We discuss the relationship between our theory and that for ESSS in classical linear evolutionary game theory by considering some dynamical extensions. We then introduce and develop our main mathematical tool, the invasion exponent. This allows analytical and numerical analysis of relatively complex situations, such as the coevolution of multiple species with chaotic population dynamics. Using this, we introduce the notion of differential selective pressure which for generic systems is nonlinear and characterizes internal ESAS. We use this to analytically determine the ESAS in our previous examples. Then we introduce the phenotype dynamics which describe how a population with a distribution of phenotypes changes in time with or without mutations. We discuss the relation between the asymptotic states of this and the ESAS. Finally, we use our mathematical formulation to analyse a non-reproductive form of evolution in which various learning rules compete and evolve. We give a very tentative economic application which has interesting ESAS and phenotype dynamics.

A major fire incident in a Swedish underground mine made the personnel from the mining company and the rescue service realize their limited preparedness. It was the beginning of a collaboration project that included the development of a new exercise model for a more effective joint rescue operation practice. The aim of this study was to explore the collaborative learning process of exercise organizers from the rescue service, mining companies, the emergency medical service, a training company, and academia. The analysis was performed through the application of the theory cycle of expansive learning to the material consisting of documents from 16 collaboration meetings and 11 full-scale exercises. The learning process started by the participants questioning the present practice of the rescue operation and analyzing it by creating a flow chart. An essential part of the process was to model new tools in order to increase the potential for collaboration. The tools were examined and tested during collaboration meetings and implemented during full-scale exercises. The exercise organizers reflected that the process led to organizational development and a better understanding of the other organizations’ perspectives. Consequently, a tentative model for developing the learning process of exercise organizers was developed.

Abstract:
A new force field, here called AZ-FF, aimed at being used for crystal structure predictions, has been developed. The force field is transferable to a new type of chemistry without additional training or modifications. This makes the force field very useful in the prediction of crystal structures of new drug molecules since the time-consuming step of developing a new force field for each new molecule is circumvented. The accuracy of the force field was tested on a set of 40 drug-like molecules and found to be very good where observed crystal structures are found at the top of the ranked list of tentative crystal structures. Re-ranking with dispersion-corrected density functional theory (DFT-D) methods further improves the scoring. After DFT-D geometry optimization the observed crystal structure is found at the leading top of the ranking list. DFT-D methods and force field methods have been evaluated for use in predicting properties such as phase transitions upon heating, mechanical properties or intrinsic crystalline solubility. The utility of using crystal structure predictions and the associated material properties in risk assessment in connection with form selection in the drug development process is discussed.

Research suggests that young people’s understanding of how their bodies move in space and time is deteriorating. The aim of this study was to examine how students learn to analyse sensations and feelings while running. In total, 94 students aged 16–19 years and seven physical education (PE) teachers from two different secondary schools participated in the study. Five different PE lessons were designed, conducted and analysed based on the tenets of variation theory. Two questions guided the investigation: (a) What aspects of the running movement do students discern as critical for increased awareness of body posture in running? (b) In what way do lesson designs and teaching techniques affect students’ identification of critical aspects of body posture in running? The paper provides examples of how embodied exploration of body awareness can be used as an educational means to enhance movement capabilities. Two themes are identified and described: tentative critical aspects of body posture for running, and differences in students’ ways of developing movement capability. The paper concludes with a summary of the main results along with reflections on issues that require further attention.

Purpose Because of the major contribution of logistics to the greenhouse gas effect, logistics research has begun to address the topic of energy, but it has not yet targeted the role of energy within logistical decision-making processes. To facilitate such endeavors, the purpose of this paper is to explore the perceptions of energy which managers in logistics organizations portray. Design/methodology/approach This investigation is based on interviews with 17 managers. The findings are embedded in the theory of planned behavior (TPB) and stakeholder theory (SHT). Findings The study depicts initial insights on which energy-related perceptions exist, how they can be categorized into attitudes, subjective norms, and perceived behavioral controls (PBCs), and how different stakeholders seem to affect them. Research limitations/implications This research suggests a tentative comprehensive conceptual framework that describes the role of energy in logistical decision-making processes. The findings on attitudes and subjective norms appear to be unspecific to the logistics domain, whereas some of the PBCs are presumably unique to the logistics context. Future logistics research should hence focus its efforts on the PBCs. Generalizability and completeness of the managerial perceptions must be validated by future research. Practical implications The findings help logistics organizations in scrutinizing managerial perspectives on energy and in developing awareness-raising measures. Originality/value The behavioral perspective applied in this study can complement extant, more technically oriented views. The conceptual framework that integrates the TPB and SHT may also be useful for organizational research beyond the logistics domain.

The future of cities in China is becoming increasingly important, not just within China but globally. China’s urban population has grown from about 200 million in 1980 to about 800 million or 59% in 2018: that is about twice the total population of the USA and 1.5 times the total population of the EU. China has over 100 cities with over a million people. There are also more and more papers being written about urbanisation in China. However, urban development in China is very unlike urban development in the west or in many other developing countries. Despite the growth of a large, dynamic market sector, China is still a Communist country in terms of the pervasive and leading role of the party and the state. The question posed in this commentary is whether urbanisation in China is unique; or, to be more precise, whether the post-reform Chinese experience of urbanisation since around 1980 is so unusual that it constitutes an entirely unique case which lies outside conventional generalisations about urban change processes. This question links to recent discussions of comparative urbanism in which various scholars have grappled with questions about the generalisability of urban theory and experience. The tentative conclusion is that Chinese urbanisation may be unique and is certainly not easily subsumed into standard discussions about urban development and urban change.

BackgroundThis paper reports the results of the evaluation of the Scottish Quality and Safety Fellowship (SQSF)—a 10-month, lead-level international educational programme established in 2008 with the overarching aim of developing clinicians with advanced quality improvement knowledge, technical ability and essential leadership skills. The evaluation explores four levels of educational and practice outcomes associated with (1) the reaction of fellows to SQSF participation, (2) learning gained, (3) subsequent behaviour changes and (4) the overall impact on national and international level capability and capacity building.MethodsA theory-informed multi-method design was applied using (1) a search and review of the SQSF organisational database to tabulate personal, professional and demographic characteristics; (2) semi-structured telephone interviews with 16 participants using purposive and self-selected sampling; and (3) a cross-sectional online evaluation survey across all 10 cohorts involving 222 fellowsResultsSQSF was positively perceived as a high-quality learning experience containing a well-balanced mix of theory and practice, with a majority of respondents reporting career changing benefits. Most participants reported improved social, behavioural and emotional skills, knowledge and attitudes and, with sustained support of their host organisations, were able to apply and share learning in their workplace. The impact of the SQSF on a wider national and international level capability and capacity was both mediated and moderated by a wide range of interrelated contextual factors.ConclusionsThis multi-method evaluation demonstrates that SQSF has achieved significant positive outcomes for the great majority of participants. Some tentative recommendations are provided with the aim of further enhancing fellowship content, delivery, transfer and future evaluations of wider impacts at regional, national and international health system levels.

Abstract:
Abstract The purpose of this research was to develop and test a conceptual framework concerning health care students' views of nursing and factors associated with it. The research process was conducted during 1992-1998 as a practice-based process of theory development, and it included four phases: 1) developing a conceptual framework inductively, 2) developing a measurement tool for testing the conceptual framework, 3) empirical testing of the conceptual framework and 4) analysing the core concept of the conceptual framework. In the first phase of the research, a conceptual framework of health care students' orientation to nursing was developed inductively using the Grounded Theory method. A group of students (n = 35) wrote essays and were interviewed at the beginning of their nursing programme in a polytechnic. In the second phase of the research, an instrument development process was carried out in order to test the conceptual framework. The instrument was tested via a panel evaluation (n = 15) and by using data collected from 184 students of health care. Besides that, 25 students completed the questionnaire twice. The data were used to evaluate the stability of the instrument. In the third phase of the research the hypotheses derived from the conceptual framework and the previous research results were tested by using the data (n = 184) which had been collected with the tool developed earlier. Besides that, the students from the first phase of the research (n = 19) were interviewed. These qualitative data were analysed by deductive content analysis. In the fourth phase of the research, the concept "orientation to nursing" was analysed in order to further elaborate the conceptual framework. Three different types of students' orientations to nursing were found: a caring orientation, a nursing profession orientation and a life orientation. The orientations differed from each other with regard to the prerequisites of orientation, the core of orientation, the meaning of nursing and the goals applied to a nursing career.According to the results of testing the theoretical framework, a majority of the students were highly life-oriented, and two thirds had average nursing expertise and caring orientation scores. The special characteristics of the students' orientation were emphasised during the education: caring-oriented students emphasised their personal development, nursing profession-oriented students the integration of theory and practice and life-oriented students emphasised the integration of studies, work and personal life. The nursing expertise and life orientation scores increased during the education. Caring orientation did not change during the education. On the basis of the research results, a tentative theory of health care students' orientation to nursing is presented and methods for developing the teaching of nursing and learning to nurse are suggested.

Nonetheless, the adoption ofcloud computing could transform the workflow in the organisations. Therefore, in order toensure the smooth transition with minimal casualties, preparations needs to be done and aclear road map has to be followed.However, the approach to cloud adoption process in developing countries can be entirelydifferent. While it has been pointed out that cloud computing can bring more advantages todeveloping countries, it adoption can be profoundly challenging. Consequently, a set offundamental and yet vital preparation are required to facilitate the process of cloud adoption.Moreover, a definite framework that is formed based on the current state of the country isabsolutely necessary.In this research, we focus on the process of cloud adoption in Iran as a developing country.We start by providing a comprehensive background on cloud computing by studying itsaspects, features, advantages and disadvantages and continue to identify the vital cloudreadiness criteria. Next, we conduct an empirical study in order to assess the state of cloudreadiness in Iran by performing interviews, observations and discussions. Finally, after weanalyse our data from the empirical study, we present our results by presenting a clear and definitive framework for cloud adoption in Iran.

This work is an investigation of the factors that influence where nightclubs locate within a city. Nightclubs, like other social spaces, provide important social and economic benefits in the urban environment. As amenities, they attract labor to cities, and as sites of social exchange, they provide space in which individuals can create the networks necessary for innovative industrial production, especially in the fine arts and other creative sectors. Nightclubs also appear to have a role in neighborhood upgrading or gentrification. Despite their importance, this is the first study on the factors that determine nightclub location choice. New York City and primarily Manhattan were chosen as sites for investigation because of the City's high number of nightclubs, and because of the regulatory as well as real estate pressures that are currently affecting the industry. A variety of sources, including personal interviews with nightclub owners and their employees, various government documents, as well as spatial and non-spatial databases, were consulted to formulate conclusions. As is the case with other forms of retail, nightclub owners are most concerned with patron accessibility and proximity to complimentary businesses when deciding where to locate their businesses. Other factors are also discussed, as is a theory of how super-regional nightclub clusters form. Not surprisingly, the author finds that nightclub location choice is highly constrained by the content, administration, and evolution of various city and state laws. Finally, recommendations designed to ease the regulatory burden on nightclubs while still controlling for nuisance concerns are presented for both government agencies and the industry.

The thesis presents a conceptual literature review of the subject of open access as it is reflected in literature relevant to digital library research. An approach to the grounded theory method specifically created for the purpose of performing a literature review is applied to 70 articles and conference proceedings found in the databases LISA and LISTA. Through the coding of the literature five categories that conceptually order the subject of open access emerged; Open Access, Authors, Scholarly Communication, Libraries and Librarians, and Developing and Transitional Countries. The conceptual relations of the categories are discussed in the presentation of the categories. The emerged theory is then validated through a review of earlier literature, which focused on literature reviews on open access. A model of the emerged theory with explanatory narratives are then presented in the concluding chapter.

Although research and practice agree that visions are essential for organizations, the process of vision development remains elusive in academic literature. Presenting the "theory wave", this paper proposes a knowledge-based theory for developing sustainable visions to guide the creation of measures and actions in the future. Central to the theory wave, we suggest three features that characterize the development of sustainable visions; (1) learning from an envisioned future, (2) need orientation and (3) a wavelike process combining top-down and bottom-up approaches. Furthermore, by enhancing the creation of different kinds of knowledge, the theory-wave entails aspects of research on knowledge creation and thereby, it provides a new perspective on the field of vision development.

In recent years, professional development programmes that have been made available to teachers in New Zealand and other western countries have not often achieved the desired outcomes of improved teacher practice and decision making, or increased student achievement. The professional development research literature implies that the reason for this situation, is the inadequacy of programmes that do not acknowledge the teacher as a learner with individual knowledge, experience and priorities for their learning. As resources and attention continue to be focused on improving curriculum policies and classroom decision making to enhance student literacy achievement and reduce disparities, it is important to continue the search for teacher learning opportunities that achieve the desired goals. While teachers have often been viewed as knowledge recipients, the research literature alerts readers to the dearth of knowledge to inform the decision making in classrooms and in the wider realms of schooling and education. Moreover, teachers have often been positioned simply as the subject of research that once published appears to have little bearing in their work. Developing Teachers� Theory and Practice in Literacy Teaching is a study of four teachers and a facilitator, who is also the researcher, engaging in four teacher researcher partnership projects. The aim of these projects was to provide the teachers with professional learning opportunities while simultaneously producing knowledge about literacy teaching and learning. This alternative approach to professional development sought to investigate the outcomes of teacher researcher partnership projects, each designed by individual teachers who worked with the facilitator to address their self-identified �questions about practice�. The facilitator and the teachers worked together over a fifteen month period during which time they had individual and group meetings to learn about the research process and to design and implement their individual projects. The facilitator as researcher, gathered data from the teachers using qualitative methods and the teachers in turn gathered their own data to inform the progress and outcomes of their projects. While there were a number of factors that contributed to the outcomes of each project, the way in which the facilitator and the teachers conducted their projects and managed the partnership was central to the success of the teacher learning and their ability to produce findings to inform curriculum decision making. The teachers� and facilitator�s knowledge of the theory and practice of research, literacy and professional learning were shown to be important. It is argued that in order to produce and disseminate knowledge, a body of prerequisite knowledge that transcended that which would previously be expected of the teachers and of the facilitator, had to be acquired. The study recommends that further attention be given to such partnership projects as a means to increment the knowledge about teaching and learning, at the same time that teachers learn and improve their curriculum decision making. The teacher researcher partnership project approach that was implemented is discussed and analysed and an alternative �four tier� approach is advocated as more likely to result in the production and dissemination of information to enhance the curriculum of the classroom.

Abstract:
In keeping with the University guidelines and current literature on the topic this portfolio is an intense and personal document that resembles an autobiography of my professional life. Reflection and analysis form key components of the portfolio development. The task of demonstrating coherence and continuity between publications and projects is an inherent challenge of the portfolio route. I developed this portfolio as a collection of evidence of both the products and processes of learning that attests to my personal and professional development and achievement. The products are demonstrated within my two main projects (Timmins 2002 page 131, Timmins 2005 page 298) and associated publications and international presentations. The process of my learning has been examined and professed through reflection upon these projects and subsequently analysed and presented in the overarching statement. The aim of my portfolio is to provide a reflective overview of these two projects to highlight coherence between projects and identify my unique contribution to knowledge. This thesis reports on the development and use of a framework for reflection that best suited this purpose. I also construct my professional working theory as a result of this critical reflection. This framework proved invaluable to uncover the connections between my projects and the inherent meaning of my portfolio. What began as a series of disparate products (articles, conference presentations, books) the use of the framework for critical reflection enabled me not only to elicit inherent connections but to gain a new clarity about my own professional development and motivation that was previously unknown. Using the framework for critical reflection enabled to me to identify themes from reflection upon my projects: disempowerment, knowledge, emancipation and empowerment. These themes appear implicitly in several recent studies in the Republic of Ireland. Ultimately the impetus for my projects was rooted in my own professional disempowerment. Obedience was a pattern intrinsic to the social fabric of nursing in Republic of Ireland. The identified themes resonate not only my professional growth within but also the current orientation of the nursing profession in the Republic of Ireland. Using the framework for critical reflection also permitted me to outline my original contribution to knowledge. This originality is reflected in the public provision of knowledge to nurses in the area of nursing clients with coronary heart disease. This includes a reorientation of informational support towards symptom management and encouraging a critical awareness of previously used research methods. There is also an original contribution to the ongoing development of nursing practice with the suggested critique; adaptation and use of conceptual models of nursing in coronary care units.

Abstract:
This review found no sources of straightforward indicators for use in measuring diplomatic influence. The literature and evaluations found to recommend the use of tailor-made evaluations to account for “differences in diplomatic settings, diplomatic activities and policy fields”. They hinge on developing a theory of change alongside questions and evaluation criteria that are context-specific. They rely on assessing intermediate goals as a ‘proxy’ for the immeasurable long-term influence, and causal contributions (contributed to a result) rather than causal attributions (caused a result). It was also frequently mentioned that programme designers tend to design programmes to support diplomatic influence without specific and measurable objectives because influencing processes are by nature non-linear. In these cases, evaluations will be correspondingly unable to provide specific and measurable indicators of achievement.
