Partners in this research are Madrasah Tsanawiyah Swasta‘Aisyiyah Pasar Merah and Madrasah Tsnawiyah Swasta Islamiyah Belawan. The existence of schools ‘Aisyiyah is equipped with school administration as a means of supporting learning resources and student learning success. As one source of learning in schools, administration helps achieve school quality improvement. Considering the importance of school administration, it is necessary to have a neatly arranged management effectively and efficiently so that the high quality administration functions of the school in order to improve school accreditation can really be realized. The purpose of the administration of Madrasah Tsanawiyah is to advance a school if the administration is neatly arranged and systematic so that it can improve the quality of schools and principals and students. Management of Administration in Madrasah Tsanawiyah Swasta‘Aisyiyah is still inadequate, as stated in Article 35 paragraph (2) Government Regulation Number 19 of 2005 concerning National Education Standards needs to stipulate Minister of National Education Regulation on School / Madrasah Administrative Standards. However, the problems found were not a few school administrations whose management was not professional. This is due to the understanding that the school administration still does not understand about managing the school administration properly. The target to be achieved through this PKPM activity is the development of school administration management for Madrasah Tsanawiyah Swasta ‘Aisyiyah which is effective and efficient. Abstract:
In the modern technological industrial society, utilization of fire is indispensable to the daily life nowadays. However, features of the industrialised society impose a big threat to the safety of human life, and thus require a more advanced means of fire-fighting administration. In regard to the characteristics of the fire-fighting, prevention and extinguishment of fires, major tasks for each have been outlined as: fire safety management, hazardous materials safety management, and advertising for the former; deployment of fire-fighting apparatus to the scene of the fire in a quick and safe manner. Current problems involved in such tasks have been made clear as the lack of devices or capabilities of scientific cause-finding laboratory work, and resultant chance of false assumptions. In addition to worn-out equipments, such things as follow have been added to the present problems: insufficient manpower; lack of water sources; obstacles to handle emergency calls; absence of tactics and instructions; and lack of self-extinguishing activities. Considering such defects in current administration, recommendations have been made as follow; 1) reorganization of the Ministry of Home Affairs and local governments so that professional personnels may more efficiently contribute to the fire-fighting today; 2) enlargement and enforcement of research and education function; 3) establishment of more efficient allotment of manpower far the mission; 4) securing proper water systems; 5) developing tactics for response in emergency; 6) securing of co-ordination of fire-fighters and civilians. In sum, ways of improving the attitudes of personnels engaged in fire-fighting; equipments, adequate training; and nation-wide telecommunication systems, have to be contrived for the future.

This thesis is a report on an administrative internship that was conducted at Zeitgeist Theater Experiments, Inc. from June to October of 1997. The internship fulfilled a requirement for the degree of Master of Arts Administration. Arts administration issues that are covered within the text are: fiscal management, marketing, fundraising. Board development, budget planning, and volunteer coordination. The nature of the internship, its specific tasks and responsibilities, are described in the report. The essay reviews the history of Zeitgeist as an organization and analyzes managerial problems occurring within the organization at the time of the internship .Explicit recommendations as to how the problems can be corrected and the steps required to implement the recommendations are laid out within the paper. The report concludes with the intern's expectations for the short term and long term effects of the work she conducted during the internship.

Abstract:
Patterns of moral judgment exhibited by institutional candidates and fellows in the American Council on Education Fellows Program in Leadership for Higher Education 1988/1989 and 1989/1990 were explored in this study. The fellowship program selection process produced a group of institutional candidates with the high level of moral judgment development necessary for successful leadership in higher education administration. The goals of the program may be best served by minor improvements which will enhance a sound process. The results indicate that moral judgment development was not a significant factor in the selection of fellows. Salary and years of administrative experience, however, were related to selection. Candidates with higher salaries were more likely to be selected as fellows and tended to have lower levels of moral judgment development. The study revealed that there are variables affecting the selection and further investigation is necessary to determine which variables affect the selection and if they contribute to the goals of the fellowship program. Participation in the fellowship program did not significantly affect the fellows' level of moral judgment development as a group. The fellowship program did, however, have a positive impact on the upper third subgroup of fellows and a negative impact on the lower third subgroup. The performance of the upper third indicated that they have the potential to make a significant contribution to higher education administration. The middle third subgroup's performance indicated it is in a position to benefit significantly from program adjustments which enhance the fellows' awareness and broaden their perspective of the social milieu, within which higher education functions. Performance of the lower third indicated that the fellowship program might be adapted to meet the needs of this subgroup. Further study of other variables separating these three subgroups is needed. A longitudinal study could be completed to determine if candidates in the three subgroups went on to make the contributions in higher education administration this study implied they were equipped to make.

Abstract:
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function.

In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.

Abstract:
This thesis investigates the relationship between land administration and economic development. More specifically, it assesses the role of land tenure security in productivity and that of land administration services in revenue generation. The empirical part of the study was undertaken in Nepal, Bangladesh and Thailand. A mixed method approach was employed for data collection, analysis and interpretation. The information was gathered using questionnaires, interviews, observations, informal discussions and documentation analysis. This study demonstrates that land administration plays a crucial role in providing security of land tenure. It also evidences that the use value, collateral value and exchange value of land is increased after registration which has benefitted the occupation, investment and finance sectors of the case study economies. Specifically, it was found that land use activity became more productive. With regard to financial services, banks more readily accepted land as loan security for debt finance and did so at an interest rate that was lower than that offered by private lenders. Land-related investment and income also increased and these effects are found to be positively correlated with tenure security. However, access to credit is not enough to increase investment unless it is communicated properly. This study demonstrates that quality of land administration services affects on tenure security and revenue generation. Poor land administration, improper land valuation and inefficient and unscrupulous employees threaten tenure security and reduce the amount of revenue that can be generated from land. The establishment of land administration systems and security of land tenure is beneficial for the government as it supports economic development by increasing production and generating revenue to some extent. It may also enhance efficient use of scarce resources, increase household income and play an important role in maintaining distributive justice and reducing poverty. The findings of this study indicate a need for further research on the contribution of land administration in the real estate sector as well as changes to the livelihoods of civilians.

Abstract:
The purpose of this study was to trace the history of theory development in educational administration in the United States during the second half of the twentieth century. While this study deals with the history of theory development in educational administration in the United States, it should not be seen as an attempt to deny or minimize the developments in educational administration that were occurring in other countries. Each successive decade since the 1950s has witnessed an influx of new generations of theorists who have had a significant influence upon theory development in educational administration. During the past two decades especially, the introduction of alternative approaches to theory development and an unwillingness by some theorists to accept what they perceive to be a provincial definition of theory have contributed to the current state of theory development while raising questions about the direction of future theory development in educational administration. A central thesis of this study is that forty years after the adoption of a theoretical foundation (which was intended to eliminate confusion and achieve agreement among professors, practitioners, and theorists), there is as much confusion and lack of agreement surrounding theory development in educational administration as there was at the inception of the Theory Movement. The author of this study has concluded that the history of theory development in educational administration supports that thesis. A second thesis of this study is that theory development in educational administration could be enhanced by taking advantage of what Laudan (1977) referred to as a research tradition, which was imported into educational administration from the social sciences. In the author's opinion, the study provides sufficient support for this thesis. The third thesis of this study is that scientific inquiry does not exist in isolation from cultural influences. While the study seemed to confirm the thesis, the author has acknowledged that much more research would need to be done before this thesis could be accepted.

Abstract:
The study of Roman military administration has largely been limited to the Prinicipate following the discovery of documents at Vindolanda and Dura-Europos. The origin of this administration is either attributed to Augustus’ military reforms or considered older but irrecoverable based on a perceived lack of evidence. This thesis aims to demonstrate that, far from irrecoverable, it is possible to reconstruct the development of a relatively complex and well-structured bureaucratic system supporting the army during the Middle Republic. This bureaucracy developed in parallel with the military as the scale and scope of Rome’s wars increased during the period, and is reflected in the evolution of an administrative complex on the south-eastern slope of the Capitol. It is argued that in Rome and within the legion detailed records were kept and, within reason, every effort was made to keep them as accurate as possible. The Capitol functioned as the administrative hub, where census declarations and the census list, stored in the atrium Libertatis, served as the central authority for military records. Other military documents kept in the aerarium Saturni provided support. Lists such as the tabulae iuniorum were created from the census records, with exemptions and served terms noted. From these, legion lists with the same details could be created by military tribunes or scribae at the dilectus, the military recruitment levy, in the area Capitolina. One copy of this list was taken with the legion, and from 204 BC another was left in Rome. These parallel documents enabled a degree of cooperation between the administrative authorities within the legions and at Rome. The legion lists allowed commanders (or their subordinates) to act as devolved satellite bureaucracies, with more exact information from being on the spot. Frequent letters and embassies from the legions to the senate meant that these satellites could communicate not only their tactical position but also administrative information. In the field, legion lists provided commanders with a record of their men. Additional information on rank was added once the legion was organised. Using this list the quaestor calculated the pay for each individual, marking the separate deductions to be made from each soldier. Commanders took care to keep the record of their numbers accurate, noting casualties in as much detail as time and injuries allowed. This information was transmitted to the senate in order to keep the legions up to strength, not only by replacing casualties but also those who had served the ideal maximum term of six years. Overly long service was for the most part thus avoided. It appears that every effort was made to keep the records as up-to-date as possible, but it was recognised that errors could occur. The lustra conducted by new generals provided the opportunity to correct any omissions or mistakes as well as ritually purifying the army under a new commander. The emergency levy circumvented any errors in the census so that Rome could mobilise effectively in a crisis. It was not Augustan invention but these Mid-Republican developments which presaged the bureaucratic system known under the Principate.

"The administration performs a great task in the life of modern societies, through its intervention to satisfy public needs through the establishment and management of public utilities that aim to achieve the public interest and respond to the requirements and necessities of daily life, as well as protecting public order, and regulating the relationship between them and individuals with constitutional and legal texts, as well as The organizational rules that lay down the general framework for public liberties and individual rights, all to prevent them from practicing any activity outside the framework of legality. Originally, the administration is not obligated to issue its decisions in a specific form, as it is free to choose the external form of these decisions, unless the law requires it otherwise. This requires that the decision be embodied in an external form in order for individuals to know the will of the administration and to adjust their behavior according to its requirements. However, the implementation of this rule on its launch, may negatively affect the rights of individuals, because the administration may sometimes deliberately remain silent about deciding the requests submitted to it, or it may neglect at other times to respond to these requests. Therefore, the administrative judiciary in many countries has extended its control over this case to consider the application submitted to a non-competent administrative body as if it was submitted to its competent authority, given that the state is a single public legal person. Accordingly, the request submitted to any party starts from the legal period available to the administration to meet the requests of individuals and in its absence the implicit administrative decision of rejection or acceptance arises. Accordingly, we will study the jurisprudence of the French, Lebanese, Egyptian and Iraqi judiciary in this study. The importance of the study lies in the implications of the subject of requests submitted to the administration, the delay in their completion, the silence of the administration, and the consequent effects and exposure to the rights of individuals. And that it will show how to confront this silence, neglect and intransigence of the administration. The idea of ​​implicit administrative decisions, resulting from the administration’s silence on the requests submitted to it, is an effective means, which makes the administration more positive and enables individuals to confront the administration’s silence, and prevents its intransigence, arbitrariness or neglect. The problem of the research is that can silence be an expression of the will? How do individuals protect themselves from the actions of the administration, and who guarantees its non-bias, arbitrariness and deviation? Does submitting the application to a non-competent body protect the rights of individuals? ? And the extent of judicial oversight on the authority of the administration.? And the extent of the compatibility and divergence of the positions of the administrative judiciary in France, Lebanon, Egypt and Iraq regarding this.? From the above in explaining the importance of the study and its problem, we can deduce the scope of the study, which is the study of judicial control over the requests submitted to the administration by taking an overview of the nature of the requests, their types and distinguishing them from others, and the position of each of the legislation, the judiciary and jurisprudence from it. New digital technologies are now being widely used in Africa and lower-income countries (LICs). This has had an impact on tax administration, which has been increasingly digitised. Specifically Digital Financial Services (DFS) and digital IDs can improve tax administration. They have the potential to identify taxpayers more easily, communicate with them better, enforce and monitor compliance, and reduce compliance costs. While the potential is clear, existing literature indicates some of the barriers. Take-up of digital technology is still low due to barriers. Also, when taking up the technology, taxpayers often tend to adopt various measures to minimise tax payments. Within tax administrations there are challenges to accessibility and use of quality data. Mistakes can be made when launching digitisation, and there are regulatory and political barriers for effective use of digital technology. Given this context, this paper summarises key questions that are relevant for research and policy development to make more effective use of digital technology in tax administration in Africa and LICs.

Abstract:
The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. The study was supported by the RFBR and EISI within the framework of the scientific project No. 21-011-31155.
