Research deals with the analysis of theoretical aspects of increasing the competence of scientists and experts, whose task is to work with technology as a good promotion of technology on the market with a view to its commercialization or search for technological solutions according to the tasks of the organization and to examine the startup methodology as a tool of improving the technology transfer skills efficiency. The new specifics of technology transfer management within the Education 3.0 paradigm are considered. In the paper, the authors analyze the technology transfer as important source of innovation creation and an integral part of business development. Target result of technologies introduction, implemented within limited period with limited resources as an innovative purpose of technology transfer, which is aimed at the best possible development of organization, is identified. The paper also suggests consider¬ing processes of technology development and technology transfer based on startup methodology.

Abstract:
Development trends in management and organizational structures are considered one of the limitations of the ongoing transformation of the company architecture of enterprises in the Czech Republic. This study is based on the survey data of over 450 enterprises in different sizes and sector categories conducted in 2016–2019. Statistical dependence between the type of organizational structure and size of an enterprise is confirmed with a trend of transition to a department-based organizational structure at the expense of a division-based structure. A high degree of statistical dependence is found between the number of management levels and size of a company. However, a low level of statistical dependence is found between the number of management levels and the sector type. Dependence between management structure/size of an enterprise and its profitability is not confirmed. A critical strategic task for companies is acceleration of the transformation of the company architecture, including the organizational framework, and intensification of the innovation and digitalization based on a transfer of new knowledge into corporate practice. If enterprises accomplish this strategic task, they will generate higher value and they can be more profitable and sustainable. A transfer from classical management structures to departmental structures is demonstrated, which creates preconditions for transformation in process and project management. A new finding is an independent relationship between management structure/size of an enterprise and its profitability; and an opposite trend considering the number of management levels compared to the prediction, i.e., their decrease.

Organizational development in banks management systems (ODBMS) is a complex phenomenon of a sustainable and multifunctional nature. The goal of ODBMS is to generate creative ideas and implement changes in order to provide an appropriate level of rational interaction between the ODBMS subjects. It leads to an achievement of the expected economic and managerial results.Organizational changes that are accompanied by organizational development in the BMS can be controlled and spontaneous, positive and negative. The idea of the article is to reveal the methodical aspects of the managed organizational development of the BMS, with expected positive effects. It would be shown that the offered ideas can be used for achieving organizational goals, avoiding the organizational entropy, increasing the creative activity of bank employees, in particular, in developing new banking products, expanding the opportunities of Internet banking, etc.Achieving certain positive effects from the implementation of organizational changes in the BMS requires a high level of managers awareness about the state of implementation of the goals of the bank’s organizational development, the methods of their implementation, factors that affect the achievement of these goals. In this context, fundamental information about the structure and links in the BMS is important as well as operational information that characterizes the level of completeness and implementation quality of the specific banking officers’ duties.In the article the features of ODBMS are solved, based on the application of the provisions of morphological analysis and set theory. The proposed provisions are considered through the prism of two criteria – the level of managerial awareness and predictability of the results of the organizational changes implementation.

Project management as a management system at the enterprise allows to provide strategic development within the framework of approved documents that determine the possibility of increasing entrepreneurial activity at an enterprise. This provision is based on the development of an operational management system, a balanced scorecard, and a vision of industry prospects. In this regard, it becomes relevant to search for possible ways to develop a company and build a system of relationships with contractors. The novelty of the study is determined by the provision that the development of a company should be focused on building long-term relationships with contractors. The authors show that relations should be built on the basis of the project form of cooperation. The article reveals a model for building project management within an organization that seeks to create an innovative environment. The parametric characteristics of the model, its expression in the operating activities of the company and the possibilities of its scaling are presented. The practical significance of the study is determined by the necessity to introduce indicators into the management process that can not only model development over a long period, but also those that can mitigate the negative consequences of crisis phenomena. The use of the model for the formation of an equilibrium forecasting system at the enterprise is proposed.

The Halligen in the Northfrisian part of the UNESCO – World Natural Heritage Wadden Sea are exposed to extreme storm surges due to climate change and sea level rise. Existing coastal protection measures in this area do not consider the future sea state and are mainly based on tradition and expert knowledge. The presented work is part of the project ZukunftHallig (supported by the German Coastal Engineering Research Council) and has the main objective to design and evaluate new coastal protection techniques and management strategies for the Halligen. With numerical simulations hydrological parameters are investigated. Furthermore sensitivity analyses expose possible variations in future storm surges and illustrate the difference in significant wave heights for varying wind climates. This risk based approach of the project is a suitable way to ensure life for future generations on these islands under sustainable ecological und economic conditions.

Software development is a hectic process that requires keen understanding and effective model such that the developed software inherits good quality, reliability, and achieves customer satisfaction towards achieving the goals effectively. The effective operation of the software is enabled by modifying the operating modules of the software through a model, like agile. In this paper, the catastrophic and distributed computing models are integrated into the software development step. The proposed model is termed as Distributed Cat model that is developed with the aim to handle the risk factors engaged in various developing stages of the agile model. The risk factors that affect the communication, planning, release, design, coding and testing modules of the agile modules are deeply learned and executed such that the risk factors are tackled by various modules present in the proposed Distributed Cat model. The effectiveness of the proposed model is analyzed based on the performance metrics, such as Index of Integration (IoI) and Usability Goals Achievement Metric (UGAM), for which five products including the hotel management system, Customer relationship Management system (CRM), Rainfall prediction system, Temperature monitoring system, and meta-search system, are employed and analyzed. The analysis is progressed using the parameters, like mean difference, variance, standard devaiation, correlation. The analysis proves that the proposed model offered a great deviation after applying the proposed model contributing a high degree of performance in software development.

Disasters are a global problem in many countries. Particularly in Indonesia,where has many prone areas to disasters. The perspective of disastermanagement has entered a new paradigm, from previously only focusing onemergency response activities to mitigation and preparedness approaches. Mitigation andpreparedness are carried out when disasters do not occur. Indisaster risk mitigation, it is necessary to involve active communityparticipation, especially in planning for disaster-related development. So far, the communities are mostly only passive object in the development program that only accepts any initiatives of disaster-based development made by thegovernment. The communities need to be placed as active subjectsparticipating in the disaster-related development in their community. Many disaster-based infrastructure developments so far still use the top-downmechanism, namely disaster planning, and management entirely based on the initiation of the government or organization. In Disaster Management Law No.24/2007, it is stated that the community has the right to be actively involved indisaster management efforts in their communities. This paper aims to identifywhat forms of community participation in disaster-based development,especially at the planning stage of infrastructure development activities.

Along with the rapid development of network information technology, e-commerce is playing an important role, and it is urgent for small and medium-sized enterprises to participate in enterprise dynamic alliance. By using ASP.NET technology, this paper developed a web-based partner alliance management platform, and introduced its architecture and main functional modules. Some key technologies of this platform were discussed, including platform role description and use case analysis, partner evaluation and selection method, network security techniques of this platform and so on. Finally, an applied case of partner alliance management platform is given, which is beneficial to attract small and medium-sized enterprises to take part in enterprise dynamic alliance, thus can realize sharing and integration of resources information among them and improve their competitiveness.
