Abstract:
The human species is sustained and nourished by a continuous interchange, a sharing of thoughts, opinions, and feelings known as communication. Various media have evolved as aids to the communication process, from the grunts and gestures of prehistoric societies to the modern world or satellites, video, and computerized data. Although communication has always been the key to the process of human development. the phrase “development communication” only came into vogue in the last twenty years, first using radio and other mass media in one-way, top-down broadcast form to “sell” someone’s idea of development to the “ignorant” and downtrodden. As these early models failed to produce spectacular results, the idea of participatory development gained support, with the same downtrodden but suddenly less ignorant public given increasing access to development communication channels. New models are needed to deal with the communication of development: a multidirectional consultative process based on sharing, participation, interchange, and mutual respect and trust. Where is the society that could not benefit from such a process? This paper will briefly synthesize past efforts in development support communication and then suggest new models for development through communication. in a process commencing at the local level.

Abstract:
Development of high-speed railways set up challenges for new communication technologies. With the increase in speed, new requirements for communication systems have emerged that HSR requires greater reliability, capacity and shorter response time for efficient and safe operations. Mobile communication systems are crucial for the competitiveness of the railway industry and therefore have become one of the priorities addressed by the participants in the railway system to take advantage of technological opportunities to improve operational processes and the quality of provided transport services. The European Rail Traffic Management System (ERTMS) uses the Global System for Mobile Communications for Railways (GSM-R) for voice and data communication to communicate between trains and control centers. The International Railway Union is exploring new ways of communicating for high-speed railways because as speed increases this system becomes unreliable in information transmission. This paperwork presents an analysis of the evolution of communications on European railways since the usage of GSM-R. In addition, an overview of the various alternative solutions proposed during the time (LTE-R, Future Railway Mobile Communication System) as possible successors to GSM-R technology is given.

Abstract:
The article attempts to provide an overview of appearance and social purpose of legal communications. The results indicate that legal communications appear and develop as behavioral guidelines expressed in the sources of law. The study revealed that ancient sources of law serve as guidelines for communications of legal prohibitions or incentives in the ancient world. This article provides examples of a new communicative model introduction in the states of the ancient world, in particular in Babylon’s King Hammurabi activities. The article provides an analysis of communication models that were introduced in different historical periods - in ancient Greece, in the Middle Ages, in modern times. The author demonstrates the importance of communication potential of the category . The author argues that the communicative function of law ensures that the participants of legal relations receive the state’s position of necessary, permitted or prohibited behavior. The author concludes that in-depth study of legal communication in the future requires the study of methods, techniques, communication guidelines as behavioral impulses that must be conveyed to recipients in various spheres of human life. Abstract. Introduction. At the current stage of development of economics, education, science and technology, the role of communication in interpersonal and business interaction of people is of particular importance, and therefore the urgency of training future professionals in the new environment is growing. There is a need to conduct research and reveal the essence of the concept of mass communication management. It should be noted that communication is seen as a complex multifaceted process of establishing and developing contacts between people, which generates the needs of joint activities and which includes the exchange of information, development of a common strategy of interaction of perception and understanding of another person. Purpose. The aim of the article is to generalize scientific ideas about the theoretical aspects of business communication ethics in mass communication management. Results. In order to form the methodological foundations of the new paradigm of mass communication management, there is a need to analyze the basic categories of communication. Research shows that there are different approaches to defining the categories of “interaction”, “communication” and their role in the management of mass communication. As a result of the research the main features of business communication, its types and forms are singled out. It is determined that communication is a complex process that consists of interdependent aspects, where one of the most important is the ethics of business communication. All information processes in society, we can refer to the term “social communication”. Thus “business communication” is defined as communication which purpose is the organization and optimization of industrial, scientific, commercial or other activity where interests of business, instead of concrete interlocutors come first. Conclusions. It is obvious that the importance of communication in business at the present stage of development of society is constantly growing. This process is explained by the fact that the interaction of communicators in the process of communication inevitably implies their certain mood, moral readiness to participate in the communication process. Such readiness often (and always in the process of business communication) acquires a conscious, volitional character, although sometimes it appears as something deeper, as a kind of subconscious entity. The importance of communication in management is explained by the achievement of the goal both in the organizational process of the enterprise and in the effective exchange of information. We are convinced that business development is possible with the introduction of effective communications as the main tool of the manager.

Abstract:
The article considers the strategic management carried out on the basis of a strategic plan, which includes among the main provisions and components of models for applying methods and methods of communication. According to the author, strategic communication planning is a process of bringing the communication structure and function in line with the main goals of the organization. The so-called strategic communications matrix, which is the focus of marketing research, includes those communication models that fit into the system of strategic communications, involve all stakeholders in the communication process, and optimize communication efforts. Considering the aspects of the development of strategic planning in Russia, the author comes to the conclusion that in the Soviet period of development, the goals of strategic planning were not expressed in the plan of strategic communications, which is a tool for managing all communication structures and processes included in the system of strategic management of the development of a particular object.

The legume genus lupine, pea, faba bean and common vetch were cultivated under natural conditions in pots filled with soil naturally infected with Meloidogyne hapla Chitwood, 1949. The nematode population density increased relevantly in the soil planted with the faba bean (cultivars (cvs.) Bobas, Amulet, Albus) and the pea cv. Lasso, in which numerous root galls and egg masses appeared. The narrow-leaved lupine (cvs. Karo, Zeus), yellow lupine (cvs. Parys, Lord) and white lupine (cv. Boros) cultivation decreased the nematode population density and these were not statistically significant when compared with the nematode density in a fallow soil.

The purpose of this paper is to provide an adapted gravity trade model to measure the influence of communication infrastructure development on agro-food trade. The adapted gravity trade model presents associations of bilateral agro-food trade between OECD countries with traditional gravity equation variables and particularly with variables of the information and communication infrastructure development. Using the adapted gravity trade model we find a positive association between the information and communication infrastructure development and bilateral agro-food trade flows between OECD countries. This association is significantly stronger for agricultural than for food products. The improved information and communication infrastructure development improves information and reduces trade transaction costs.

Introduction. Transformational changes in the economy require new scientific approaches to ensure the competitiveness of enterprises. One of the important aspects and factors of influence is business communications, which are realized in interpersonal relations, information exchange and management decision-making processes. Goal is a theoretical justification for the development of business communications in a changing environment. Methods. The article uses a monographic method, analysis, method of generalization of scientific approaches. Results. The article identifies scientific approaches to the essence of the concept of "communication", their characteristics, objectives and principles. The structuring of communication by socio-economic and technological components is substantiated. The purposes of internal communication at the enterprises in the conditions of changes are defined. There are two components of communication: socio-economic and technological. The author's interpretation of business communication in the conditions of changes as a set of measures, which provides for the formation and implementation of management decisions to create, develop the enterprise, maintain its reputation to meet consumer needs, organize decent work and pay, increase competitiveness. The tasks of business communications which will promote their further development at the enterprises in the conditions of changes are generalized. The principles of construction of effective communications at the enterprises in the conditions of changes are defined: the principle of the scientific approach; the principle of terminological certainty; unity of rational and emotional in human behavior; the principle of situationality; the principle of striving to increase the level of objectivity; the principle of humanism; the principle of development, or ontogenesis, of the subjects of communication; the principle of systematization of the subjects of communications; the principle of the probability of undiagnosed, hidden factors; the principle of incomplete adequacy of any complexity of behavior models of subjects; the principle of infinity of the process of cognition; principle of support of law; the principle of necessity and possibility of communication management. Conclusions. The conducted research allows to generalize scientific approaches to business communications at the enterprises in the conditions of changes and to define directions of scientific search concerning their development.

Summary. Problems of communication of public administration participants are typical for Ukrainian society. They are associated with a high level of public distrust in public authorities, insufficient professional level of public administration representatives, low level of coverage of the results of public administration’s interaction with the public on social networks and websites, low level of real access to information with its publication etc. This indicates the need to create new forms of communication with open, transparent, effective and high-quality dialogue between public authorities and the public. Today more and more attention is paid to the development of features and solving problems of establishing effective communications between public authorities and the public, defining the basic principles and directions of further improvement of these communications using modern communication technologies and tools of public dialogue. The aim of the article is to study the ways of development of communicative competence of public managers. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. The article identifies the key positions of the theoretical justification of the concept of competencies in public administration. The hierarchical structure of communicative competence is studied. The basic elements of the communicative process are determined. The statistical data of the manager’s time spent on the communicative process with subordinates are described. The peculiarities of the socio-psychological forecast of the communicative situation in public administration are determined. The main functions of communication in the professional activity of the leader are investigated. The set of skills necessary for a modern leader to acquire communicative and executive skills is highlighted. It is proposed to develop the communicative potential of a modern public manager to perform on the basis of the unity of its three components: the communicative properties of personality (characterize the attitude to the way of communication, the development of the need for communication); communicative abilities (determine the activity and initiative in communication, emotional response to the state of the partner, the possibility of implementing an individual communication program); communicative competence (knowledge of norms and rules of communication, mastery of psychotechnics and technology in general).

This article offers a contribution to a better ontological clarity in the field of school development, including development of an evaluation culture. Research reveals that it is difficult for schools to live up to the ideas and ideals for school development such as the development of an evaluation and assessment culture, establishing learning organisations and furthering professional learning communities. Studies in the field now emphasise the need to understand the complexity of school systems, recognising system-environment interaction and that one ‘shoe’ does not fit all sizes. This knowledge calls attention to a need for reflection on the ontology of school development processes, and to frameworks which are capable of dealing with the complexity. As such, this article offers new conceptual explorations into school development. Drawing on critical realist metatheory and on meta-perspectives from different disciplines, the article suggests that communication and interaction constitute the processes of evaluation and learning in schools. It also suggests that attention has to be paid to the mechanisms and structures supporting the emergence of an evaluation and learning culture.

In the age of economy meltdown with suggestion of agriculture for economic recovery, this paper examines the significance of agriculture for development and economic growth in the world. While examining these suggestions as previously stated by scholars, the paper further investigates the problems and challenges of the different sectors that enhance development. However, more emphasis is focused on the development of the agricultural sector, which seems to be lagging behind. Researchers suggest diverse ways in which communication strategies can be employed for developing the agricultural sector in Nigeria. While emphasising the need for young people to change their stereotype view of agriculture, mostly obtained from ICT exposure, the study recommends that the government make policies on land that is favourable to agriculture or for cultivation of crops in the country. Abstract Purpose: Maltreatment of children is a common and international problem. The consequences of maltreatment often are misunderstood or unknown. In this article, I will define maltreatment and explore the communication development of children with a history of maltreatment. I reviewed the literature on children experiencing maltreatment, including articles describing the communication development of children remaining in a maltreating environment, children who were recently removed from maltreatment, children in foster care, and children adopted from orphanages. In each study, I found evidence that children who experienced maltreatment demonstrated lower language performance or poorer social knowledge than children who had not experienced maltreatment. Conclusion: Children who have experienced abuse and/or neglect are at risk of poorer receptive, expressive, and social language development. I will discuss the clinical implications of this finding.
