It specifies a matter-of-fact content of development potential and its problems with its use concerning supports of structural character. The contribution suggests approaches to the region potential use.

Abstract:
Macro-economic aspects and further factors influence the economic development of a region. Two new indicators (Index of Citizens' Financial Provision and Risk of Regional Economic Development) are introduced in this paper. These indicators enable people to evaluate the financial provision of citizens and the economic risk of a region in more detail. To demonstrate a function of these new indicators in economic practice, the authors focus on the selected region (Vysocina, Czech Republic) due to the following specific characteristics. Economic performance of the Vysocina Region in comparison with other regions of the Czech Republic is below the average. When calculating GDP per capita the Vysocina Region ranks eleventh position from fourteen regions in the Czech Republic. The input data for examples given in this paper are based from the Czech Statistical Office. Mathematical modeling of the new developed indicators has been created in Microsoft Excel program. To design Indicator Risk of Regional Economic Development the fuzzy sets logic has been used.

Abstract:
The aim of this research project is to understand the link between the adoption of ICT tools and the economic development of a peripheral region. This study is focused on the current status of adoption of ICT tools by a sample of SMEs operating in a peripheral island, the Autonomous Region of Madeira, Portugal. The overt optimism propagated by supra-national organisations such as the EU, stresses that the adoption of ICT tools constitutes one of the key strategic weapons in overcoming the peripheral/remote character and competitiveness problems of less-favoured regions. This argument is based on evidence (core region based) that suggests a causal link between investment in ICTs and economic growth. However, there is no evidence to prove such a linkage in peripheral regions. The argument developed in this thesis is that a large scale adoption of ICT tools may have neutral or even negative effects on regional development prospects, in the specific context of remote island economies. The development of this new line of reasoning assumes that the examination of the potential contribution of ICTs in increasing growth prospects should be based on: an indepth analysis of the territorial dynamics of the region under analysis; the growth options available in such a specific territory; the degree of preparedness to embrace ICT tools; and the local firms' response to the on-going technological revolution. It is concluded, in line with the expectations developed in the thesis, that the large scale adoption of sophisticated ICT tools - namely, the adoption of complex e-commerce platforms - has not occurred in Madeira. It is also evident that the widespread adoption of ICT tools cannot provide a short term answer to island development problems. The current growth path is strongly conditioned by geographical constraints and by specialisation in traditional sectors, which cannot be reversed overnight. However, although the adoption of ICT tools such as the Internet has not impacted upon the macro-economy level, it does have consequences at the micro (firms) level for those firms making intensive use of Internet functionalities. This study, although based on quite a specific geographical and economic context, may provide interesting theoretical insights to be explored further. In fact, it is suggested that the traditional EU approach focused on increasing levels of general awareness should be reoriented towards a more promising focal point such as increasing the levels of effective use of ICT tools. Finally, this research project provides evidence to suggest that in the absence of a favourable macroeconomic environment, the adoption and use of ICT tools only increases the 'selection mechanism' at work (ie which firms survive, and which fail). As larger firms have the greater capacity to adopt complex ICT tools, any advantage arising from the adoption of such technologies will be concentrated on those firms already at an advantage. In the end it can be asserted that the traditional development strategies (personified by investments in transport and other 'hard' infrastructures) should continue to be pursued for the time being, in order to avoid the negative consequences of reduced income transfers in the period until a new cycle of development can be established in islands such as Madeira.

Abstract:
This study examines Sustainable Community Development (SCD) in the context of the Baltic Sea Region. The research focuses on understanding a model for SCD piloted in Robertsfors, Sweden. The model is said to be transferable to any community around the world. This study seeks to understand the concepts and tools used in the Robertsfors Model. It also examines whether the model is strategic with regards to sustainability and whether it is successful in engaging the local community around these issues. Considerations for transferability are also addressed, focusing specifically on the Eastern Baltic Sea Region. Opportunities for improving the model are also studied. A combination of secondary research, in the form of literature review and primary research (structured interviews and questionnaires) was used to explore these questions. Propositions about SCD and questions for further research emerged from this study.

The CFA Franc real exchange rate is frequently suspected to be overvalued as a result of recent prolonged appreciation of the Euro (the anchor currency). This situation is popularly associated with lose of competitiveness and several studies have tried to establish the relationship between growth and misaligned or overvalued real exchange rates. This study used a panel data cointegration techniques to evaluate the growth effects of real effective exchange rate misalignments for the Central African Economic and Monetary Community (CAEMC) using time series data from 1999-2010. To achieve this objective, the Real Effective Equilibrium Exchange Rate for the CFA Franc was first estimated using the Behavioural Equilibrium Exchange Rate (BEER) from which the misalignment was derived. Subsequently, a dynamic panel growth model was estimated using a Generalised Least Squares (GLS) Method, in which among the traditional determinants of growth, our measure of misalignment was included. Moderate and transitory misalignments were found for the six CAEMC member countries except for the Congo Republic were a sustained overvaluation was observed. The growth analysis indicates a positive and significant impact of real exchange rate misalignment to economic growth of the CAEMC member countries.

Abstract:
This paper underlines the returning interest to the importance of regional studies after a period of stagnation during the last decades of the XXth century. Moreover, there are the questions related to the new geopolitical condition brought about by the globalization process and the creation of spatial webs and a-geographic links.At present, we have again the regionalization issue as part of our agenda in the land management processes, and thus, it is very alive among politicians, especially in the Less Developed countries. There is trust that the territorial changes should lead to the bettering of the political, economic, and social system of each country. However, this regional interest is not always backed by a deep knowledge of the basic theory of the «conceptual framework» to practice it.
Este artículo se propone resaltar el resurgimiento de la importancia de los estudios regionales después de un período de estancamiento en las últimas décadas del siglo XX. Asimismo están las preguntas que se relacionan con la nueva situación geopolítica y económica producida por el proceso de globalización y de la creación de un espacio de redes y vínculos ageográficos. Hoy, nuevamente la regionalización es un tema de agenda en los procesos de gestión territorial y por eso está muy de moda entre los políticos, especialmente de los países en desarrollo. Se confía en que los cambios territoriales deben conducir hacia el mejoramiento del sistema político, económico y social de cada país. Sin embargo, este interés regional no siempre va de la mano con un profundo conocimiento de las bases teóricas y de los conceptos que forman la «urdimbre conceptual» para la práctica.

Šiame magistro darbe yra analizuojama Lietuvos regionų esama ekonominė situacija bei pagrindinės priežastys, kurios lemia netolygią regionų plėtrą. Atlikta regionų teritorinių skirtumų analizė pagal egzistuojančius ūkio subjektus, tiesiogines užsienio bei materialines investicijas. Įvertinti Bendrojo vidaus produkto vienam gyventojui ir vienam užimtajam rodikliai, o taip pat atlikta regionų specializacijos bei lyginamojo pranašumo analizė. Patvirtinta tyrimo hipetezė, kad Lietuvos regionų ekonominių bei socialinių skirtumų augimą lemia kumuliatyvinis priežastingumo procesas, todėl siekiant įveikti šį procesą, reikalinga šalies parama, kuri skatintų ir finansuotų darbo jėgos mokymą bei investicijas į žmogiškąjį kapitalą.
This master’s final paper analyses available economic situation in Lithuania region and its main causes, that determine even development of regions. The paper presents a detailed analysis of differences in spatial economic activity described by territotial disparity of active economic subjects, investment in tangible fixed assets and foreign direct investment in regions. Estimation of the rate and speed of uneven growth is grounded on spatial disparity measurement of GDP per capita and GDP per worker. The hypothesis is formulated as follows- the source of increasing economical and social differences in Lithuanian regions is cumulative causation process- is confirmed. Political intervantion in promoting workplace training programs and accumulation of human capital stock is necessary to defeat this causation process.

Abstract:
The coastal plain called Tihama forms the principal agricultural zone which makes Jizan one of the main agricultural regions in the Arabian Peninsula. The Saudi government has keenly appreciated this wealth of Jizan and explored developing its potential in the mid-1940's. However, the pace of agricultural development in Jizan has been very slow, and an actual decline has been registered in traditional agriculture. This stagnation is caused by constraints imposed by unfavorable "institutional arrangements," i.e., those incentives and disincentives which are the product of the political economy of the country. Problems facing agricultural development in Jizan are explained within the context of the country's institutional arrangements. The contribution of the spatial structure of Jizan and the lack of sufficient impact by the urban/industrial complex of this region are detailed as causes for this problem. To its credit, the Saudi government imposes neither taxes nor restrictive economic policies on agriculturalists. Moreover, general financial support for farmers and investment in public projects are benefiting the agricultural sector of Jizan. These factors led to the evolution of the modern tubewell farming system in Jizan which began in 1961/62. Existing incentives are overshadowed by disincentives which are hampering agricultural and general regional development in Jizan. Unfavorable farm policy, such as subsidization of foodstuff imports, and out-migration due to unequal regional growth in the country, accelerated a process of agricultural decline in Jizan. Until 1962 this decline was not arrested by government investment due to the lack of funding. Ironically, the rise in revenue from oil exports seems to have undermined the need for agricultural development in Jizan. Recent government efforts to develop the country's agricultural sector yielded a farm policy which is unfavorable to Jizan. Projects which are vital for this region's agriculture have been implemented only recently, or as in the case of many irrigation projects, have not yet been built. In the 1980's Jizan, which had 14% of the country's agricultural land, received only about 1% of the value of loans provided by the government to farmers. As a result, Jizan remains a region with substantial, but still unrealized potential.

In August 1990, a team of North American and Soviet researchers travelled to several cities on the shores of Lake Baikal in southern Siberia. The purpose of the investigation was to develop a means of protecting and restoring the world's oldest and largest volume lake. Lack of water resource management strategies was identified as the key factor which may result in further deterioration of lake water quality and the diversity of biota which it supports. Deforestation, antiquated agricultural practices, inadequate solid and liquid waste disposal, and industrial contamination threaten the aesthetic quality and commercial uses of the lake. The recommendations of the joint investigative committee are summarized.

The development gap between regions and even countries has always been actual problem in field of regional policy. Regional development disparities especially are important problem in territories with unfavourable socio-economic situation. To minimize this problem, many Eastern Europe countries, including Latvia, implemented special economic zones and free ports as regional development instrument with aim to mitigate regional development differences between regions by attracting investments and creating new jobs. Experience with special economic zones in Latvia are likely close with Poland’s case, thus experts from Poland affirms that, every 100 jobs given in special economic zone create on average about 72 jobs outside the special economic zone hosting territory and 137 jobs in neighboring counties. Latvia, since the restoration of sovereignty, established five economic zones in total – two of them are situated in Latgale, which is the least developed region of Latvia. Researchers have not been widely contributed to analysis of special economic zones impact to regional development. Authors evaluated impact of created job places of special economic zones in Latgale region to unemployment level. Results of research show that special economic zones as regional development instrument creates significant impact to regional development in territories with unfavourable socio-economic situation.

There are two widely used “smart” concepts, often considered to be synonymous with one another - “smart city” and “smart specialisation”. The origin and initial meaning of each concept is different, although there are certain similarities. On the city level, multiple policy initiatives are oriented towards the concept of a “smart city”, which originally developed around the ICT infrastructure as a means to connect cities and thus provide opportunity for development. Recently the term “smart” has also found its way in regional policy. Therefore, it is necessary to interpret both concepts in a wider sense not limiting them only to meanings associated with technology. There is an empirical connection between smart specialisation development (in a wider sense) and introduction of smart cities (in a wider sense). But it does not mean that all regions (especially those with low manufacturing development index) should follow a strategy of research and development and/or hi-tech manufacturing. Smart development is a multi-dimensional concept, consisting of sustainable economic growth and sustainable city or regional development, based on the advantages of sustainable competition. It is also perceived as means to increase overall quality of life. This means that social and environmental capital also plays an important role together with infrastructural and ICT development.

Abstract:
Poland is a country with significant potential for the development of organic farming. This is due to the possession of rural areas characterized by favorable natural and productive conditions. The advantages of Polish agriculture include relatively clean environment, low chemicals consumption, large labor resources and relatively low labor costs. The main objective of conducted research was to present factors determining the leading of organic farms in the conditions of fragmented agriculture in south Poland. The research was conducted in the Malopolska Voivodeship in 2017. Source material for analysis was primary information collected using PAPI method. In the survey participated 50 certified organic farms chosen by using purposive method of sample selection. In the area structure of surveyed organic farms dominated farms from 5.1 ha to 10 ha. The most popular direction of agricultural production on farms was the growing vegetables. Owners of organic farms as one of the main reasons for moving the farm from conventional to organic systems, considered the possibility of obtaining subsidies for one hectare of cultivation. These subsidies provide them financial support especially in the first years of operation on the market. The least important reason for transformation a farm from conventional to organic system was the factor associated with the reduction of environmental pollution as a result of the change in system of farming. As one of the advantages of running a organic farm, producers pointed the possibility of selecting disease-resistant plant and animal species and creating additional workplaces. On the other hand, as a basic disadvantage of organic farming, farmers pointed out the difficulties in finding market for the products from the farm. Most farm owners cooperate with various organizations connected with ecology. Very popular among them are also different kind of training courses, which are aimed at expanding knowledge of organic production. At the same time the educational activity of the surveyed farms is very low. Only in a few farms was conducted educational activity for children or people interested in ecology.

Within the framework of the Latvian National Programme EKOSOC-LV this paper focuses on the smart growth as a tool for regional development. The research aim is to evaluate the factors that influence the formation of a smart territory and to estimate interconnections of quantitative indicators and expert opinions. The present study reflects the quantitative and qualitative assessment of smart growth challenges in the region of Latgale (Latvia) on the level of 19 districts. One of the most important aspects of the implementation of the concept of smart specialization is the participation of all involved actors; thus, one of the solutions of smart growth evaluation is the multiple helix approach. By analysing and summarizing the aspects affecting smart territories, based on the theoretical principles, regional stakeholder’s (local governments, entrepreneurs, representatives of communities, scientists, general public) recommendations, taking into account the national strategic settings and the views of the EKOSOC-LV working group, smart growth index was developed as well as factor hierarchy of the smart territory formation and growth, on the basis of which the Analytic Hierarchy Process method was realized. Logical construction, monographic, analytic hierarchy process, statistical analysis methods are used for research. The quantitative assessment is based on integrated index (Smart Development Index) establishment and testing. The qualitative assessment is based on the regional expert opinions summarized by the Analytic Hierarchy Process methodology. Complex analysis of the obtained quantitative indicators highlights the People and Resources dimension, but qualitative assessment underlines People and Economy dimensions as the keystones of the smart specialization of the Latgale region. The integrated application of quantitative and qualitative approaches allows a comprehensive assessment of the smart growth process in the Latgale region and its districts.

Abstract:
The aim of the work, carried out within the framework of research on currently occurring rather than predicted climate changes, was to confirm or deny the hypothesis of increasing incidence of droughts in central Poland (the Bydgoszcz region) over the years 1986-2015. According to projections of climate change, the variability and extremity of weather conditions are expected to increase. In studies conducted under some climate scenarios, it was shown that atmospheric precipitation variability in central Poland will increase even to 20%, depending on the scenario. Some researches indicate that these changes are already taking place. The material was the data of precipitation measurements gained from weather station, located in a poorly urbanized area, at the Research Center of the University of Science and Technology. Totals of atmospheric precipitation in the 30-year period were analyzed (1986-2015). Dry periods in individual months, seasons, half-years and entire years were identified on the basis of the relative precipitation index (RPI). The precipitation totals in the years 1986-2015 were characterized by a very high temporal variability and thus increased the climatic risk of plants cultivation. The significant positive trend of precipitation totals was found only for the cold half-year, which is consistent with the projections of the IPCC report. The frequency of the occurrence dry months was 38.6%, of seasons 38.3%, half-years 35.0% and years 30.0%. There was noted no increasing frequency of dry periods with years; just to the contrary, a decreasing tendency was identified.

Abstract:
One of preconditions for sustainable socio-economic development of the region can be observed as much as possible involvement of land resources in economic turnover and increasing of efficiency of their use. On the example of Samara region which is the subject of the Russian Federation are made proposals for establishment of criteria for assessment of economic efficiency of land management in specific area. Statistical data on collection of land payments (land tax and leasehold payment) in 27 municipalities of Samara region in 2004-2014 are analysed. There is investigated common information on Samara region - location, total land stock area, agricultural land area, distance between main city of region and territory, number of inhabitants, density of population, etc. Methods of mathematical statistics, regression and factor cluster analysis are used. During the research, methods of mathematical statistics, including correlation and regression analysis, were used. The indicators most influencing the volume of land payments are determined and is developed the model of coherence between level of payments and geographical and demographic characteristics of the municipality (according to the 2012-2014 data). The model allows to estimate the “normative level” for each region according to objective characteristics and to rank the regions according to this indicator. The level corresponding to such a ranking can be considered as a criterion for the effectiveness of land management taking into account the different potentialities of the municipal districts of the Samara region. Land payments are local taxes, therefore they are an important source of the formation of financial basis of local governments in Russian Federation and play an important role in the socio-economic development of the regions.

Abstract:
By analyzing a novel dataset on publications by the Inter-American Development Bank (IDB), we shed light on the extent to which the knowledge production of a multilateral development bank can reach its beneficiaries. We find that IDB publications are downloaded mostly in the American continent, with Colombia, Peru, Mexico and the United States leading the ranking. Moreover, during the COVID-19 pandemic downloads of IDB publications increased, both in the world and in Latin America and the Caribbean. Some characteristics of publications are significantly associated with higher numbers of downloads, such as the language of publications: documents in at least two languages or in Spanish only are downloaded more often than documents in English only, suggesting that it is important to disseminate research in the language of the targeted audience. As for the online discussion on the IDB, we find that mentions of the IDB touch different sectors important for development (especially modernization of the state, health, labor markets and financial markets), they increase when a document is published, and also when a loan is approved.
