Abstract:
Macro-economic aspects and further factors influence the economic development of a region. Two new indicators (Index of Citizens' Financial Provision and Risk of Regional Economic Development) are introduced in this paper. These indicators enable people to evaluate the financial provision of citizens and the economic risk of a region in more detail. To demonstrate a function of these new indicators in economic practice, the authors focus on the selected region (Vysocina, Czech Republic) due to the following specific characteristics. Economic performance of the Vysocina Region in comparison with other regions of the Czech Republic is below the average. When calculating GDP per capita the Vysocina Region ranks eleventh position from fourteen regions in the Czech Republic. The input data for examples given in this paper are based from the Czech Statistical Office. Mathematical modeling of the new developed indicators has been created in Microsoft Excel program. To design Indicator Risk of Regional Economic Development the fuzzy sets logic has been used.

Regional statistics was used as the information base for the research. The study employed the methods of factor and system analysis, expert survey, planning, forecasting and comparison. Results. The features of the innovative development of a region have been determined. The factors affecting the innovative development of a region have been classified. According to the author, using the indicated factors makes it possible to develop a strategy for the growth of innovative activities in a region. The factors have been analyzed and it has been proved that they affect the level of regional innovation processes. Discussion and Conclusion. Determination of the institutional conditions and the impact of internal and external factors, identifying the optimal level of correlation of maximum income and minimum costs will lead to the expansion of innovative activities of enterprises in a region, which will ensure the innovative and socio-economic development of the region. The results obtained serve as the basis for assessing the attractiveness of a region in terms of investment and provide a forecast for the impact of innovation on the regional growth. Regions of Far East Federal District: Republic of Sakha (Yakutia), Kamchatka Krai, Primorsky Krai, Khabarovsk Krai, Amur Region, Magadan Region, Jewish Autonomous Region, Chukotka Autonomous District, Sakhalin Region have been investigated. Statistical data during 2000–2011 have been used. It has been established that regions significantly differ ones from others on the periods of sustainable and unstable development and economic growth instability degree. It has been revealed that economy of most regions of the Far East Federal District develops unstably. An exception is Primorsky Krai which develops more stably. Economic development instability indicators significantly influence on a level of investments into region economy. The article discusses the theoretical and methodological foundations of the study of integration processes and their practical testing. One of the most important areas for im-proving the efficiency of production and the country's economy is the development of foreign eco-nomic activity in the region. The activities of the foreign trade operations on the regional level implies economic benefits in the future. Establishing international business relations is necessary in order to increase the volume of exports, and as a result, companies receive more profit. State participation in the development of foreign economic activity in the region is to create favorable conditions for its development at the national (system of support and regulation of foreign eco-nomic activity) and interstate (in the framework of cooperation with foreign countries and partic-ipation in international organizations and forums) levels.

Abstract:
The Carpathian Region (Zakarpattia, Lviv, Chernivtsi, and Ivano-Frankivsk) is inferior to other regions in Ukraine regarding its economic development, which does not contribute to migration stability and, rather, serves as a factor motivating the active part of the population to emigrate. The problem of the labor market disproportions in the Carpathian Region is one of the significant causes of the formation and subsequent implementation of migration intentions, especially in rural areas, less economically developed areas, and district centers, where labor demand is much lower. The research aims to develop an innovative approach to calculating the intensity of the population’s external migration based on the introduction of a correction coefficient, which enables to consider the scale of transit migration in the Carpathian Region. The data presented in the study were collected for the period 2005–2018. Granger causality analysis is used to assess the relationship between migration and socio-economic development of the region. The analysis reveals that in all regions of the Carpathian Region, there is a short-run causal relationship between the intensity of external migration and the share of total household expenditure on food; in the medium run, the real household income, the size of the average monthly wages, and the volume of foreign portfolio investment, the foreign economic activity and retail trade turnover in the region; in the long run, living standards and indicators of economic growth. Future studies may require a more diverse set of indicators to evaluate the causal relationship in other regions of Ukraine, which will provide the integrity of the results of Granger causality analysis. AcknowledgmentThe research has been conducted within the framework of applied research ‘Migration Activity of the Population of the Carpathian Region’ (Dolishniy Institute of Regional Research of National Academy of Sciences of Ukraine, Reg. Abstract:
The study aims to determine the main indicators of rural smart development concept for territorial development analysis and decision-making in Vidzeme region (Latvia). In the framework of the study the theoretical literature and planning documents were analysed, focusing on the indicators of rural areas and sustainable development. For a long time the development was associated primarily with the economic growth - GDP, employment and income growth. In recent years, the economic dimension is supplemented with social, environmental, cultural and political aspects. A holistic approach interprets close relations and balanced integration between the economic, social, political, ecological and cultural dimensions of local and regional development. Such approach requires the search for new indicators that describe the development of rural areas and are directly relevant to each individual area. The results present that in the development of Vidzeme smart specialization, the local governments and the state has the greatest impact. It is most affected by the local government's capacity to develop cooperation with residents and entrepreneurs, and a stable and sustainable economic situation in the country.

Abstract:
The article is devoted to an urgent problem – the practice of utilization of the border location potential for the sustainable regional development. The interests of various groups of actors were taken into account analyzing the potential of the border location utilization. The methodology was tested on the example of the Amur Region, which has the longest border with China. The analysis revealed a significant underutilization of the border location potential. A significant change in the situation requires the implementation of actions at the federal and regional levels aimed at creating conditions for more efficient exploitation of the potential inherent in the border location of the region

Abstract:
This paper is devoted to methods for specification of region. We provide examples for the Košice region that is described by the accessible characteristics. Our main objective is to consider broadening of these characteristics for more endogenous factors such as altruism or social capital. We would like to examine these endogenous characteristics within the model of Public Private Partnership also called Common Public Procurement. Furthermore, we analyze the pure and impure altruism in the context of the application of Public Private Partnership. This short study results in the conceptual diagram that shows how the social capital works in general, the description of the diagram gives further important details and allows understanding of the evolved concept.
