Abstract:
Introduction. The establishment of rural territories at all levels of government requires a fuller disclosure of the sectoral and economic, innovation and technological, social and environmental features of their development. One of the challenges to achieving these goals is the functioning of rural territories in the context of the implementation of the decentralization mechanism of power. Their functionality clearly depends on the hierarchy of governance at national, regional, district and base levels, and the definition of consistent actions as a coherent system. Methods. The following methods are used to achieve this goal, a dialectical method of knowledge of the effects of economic laws, a systematic approach to the study of economic phenomena, as well as a number of other methods were used: theoretical generalization, system analysis and synthesis; logical-historical method; institutional approach; abstraction and formalization. The methodological basis of the study was the theoretical development of domestic and foreign scientists on the social and economic development of rural territories, the functioning of territorial communities and the mechanism of their management. Results. The directions of balanced development of economic, social and ecological basis of rural territories under conditions of decentralization of management are substantiated in the article. The conceptual model of balanced development of rural territories and its system of regulation based on the principles of human-centrism is proposed. The list of measures and levers of organizational and economic mechanism of functioning of rural territories in conditions of balanced development is also determined. Discussion. Prospective directions of further research are the study of methodological, organizational and economic principles and principles of formation of priority directions of social and economic functioning of territorial communities and implementation of the strategy of balanced development of rural territories in conditions of deregulation of management. Abstract:
The purpose of the article is to develop conceptual provisions of diversification of development of rural territories in Ukraine in terms of decentralization. The paper proves that diversification should be considered as a means of ensuring integrated development of rural territories in connection with the need to create new mechanisms for interaction between all rural territories, the need to optimize existing agricultural activities and introduce new productions. The author argues that there are important reasons for the diversification of development of rural territories, including low level of material well-being and employment of rural residents, low profitability of agricultural enterprises, environmental pollution and degradation of soils. Ensuring the diversification of the development of rural territories is suggested to be based on the principles of unity and integrity, taking into account the process of decentralization, with due consideration of geographical, economic, ecological, ethnic and demographic characteristics of each rural territorial entity. The factors of containment of the process of diversification of rural territories’ development in terms of decentralization are identified, including the insufficient legislation, limited natural resources, low level of public awareness, lack of financing of rural development programs from the State budget; lack of entrepreneurial experience of population; lack of start-up capital to start a business. The factors stimulating the process of diversification of the development of rural territories are allocated, including the reform of decentralization; conducting business trainings; providing consulting assistance in the legal and economic spheres. The directions of diversification of development of rural territories are determined including the diversification of agricultural production, diversification of non-agricultural activities and diversification of sources of financing.

Abstract:
The article deals with assessing the place of rural settlements and rural population in territorial communities (TC) - the basic link of the modern administrative-territorial structure of Ukraine and highlighting the preconditions and guidelines of inclusive development of rural population in these communities. The author reveals the factors of TC formation that determined their present composition and structure. It is noted that in their creation the decisive role was played by the important values of the projected indicators of population number and area of the "affluent" community. As a result, more than 2/3 of rural settlements and 61% of the rural population joined the TCs with centers in urban settlements (towns and urban-type settlements). Many urban and semi-urban TCs unite too many villages, which gives reason to question their belonging to urban territorial units, and no other types. Using methodological approaches to the identification of rural areas in the EU, the author compiles a classification of Ukrainian territorial communities on a functional (rather than administrative) basis. In terms of population density, the author separates communities with urban and rural population, and in terms of the share of rural residents in the TC's total population – those with predominantly urban, mixed (urban-rural) and predominantly rural nature of their territories. The distribution of rural settlements and rural population by these types of communities is carried out. In terms of both indicators, the absolute majority of TCs are communities with rural, or mostly rural and rural-urban functional type of territories. The author emphasizes that territorial communities have the main responsibility for the development of their territories and, consequently, for the inclusive development of their rural communities, and that the authorities should assist them in promoting such development by implementing various public policies, especially agricultural and regional ones. This includes, first of all, intensifying support for family and commercial farms, especially in small and peripheral villages, improving rural infrastructure, as well as unbundling TCs with a very large number of rural settlements and assisting new communities in their independent functioning.

Abstract. The goal. The research is aimed at studying the role of rural areas from the perspective of the implementation of regional development programs in the process of state regulation. Methods. In the course of the study, methods of observation, abstraction, analysis and synthesis were used. The conceptual foundations of state regulation of rural development through the implementation of state programs in the period of a sustainable process of urbanization, in the conditions of a post-industrial (information) society are described. Results and practical significance. In the study presented by the author, from the position of state regulation carried out by implementing the relevant tasks of state development programs, a scientific assessment of the modern role of rural territories in the socio-economic and spatial development of Russia is given. The author's position on the issue of the conceptual foundations of the processes of rural development in relation to the current development programs is given. The importance of infrastructural support of connections between rural territories and agglomerations to reduce the «economic distance» between them is reflected. The scientific novelty of the study. The results of the study of the role of rural territories from the perspective of state regulation processes are presented. An updated idea of the position of rural territories at the present stage of socio-economic and spatial development of the regions of Russia is given.

Abstract:
One of the main consequences of the impacts of the past economic and financial crisis, which began in 2007–2008, has been the increase in inequalities between countries, regions, and territories of the EU. In the rural sphere, these disparities are not only observed in an urban–rural dichotomy, but are also evident between rural–rural territories. In this context, it is relevant to develop research based on the concept of territorial cohesion aimed at overcoming the development challenges faced by different types of rural territories. This paper addresses the empirical analysis of territorial cohesion in the rural areas of Andalusia (Spain), one of the European regions most affected by the economic crisis. To this effect, a methodology was designed that measures the level of territorial cohesion of different types of rural territories and identifies the factors that influence this cohesion in each case. The results show that factors such as employment and innovation, economic diversification, availability of natural resources and environmental quality, or information and communication technologies (ICTs) contribute to territorial cohesion in rural areas.

The purpose of the article is to reveal methodological approaches to analysis of the development of rural territories in Ukraine. The authors note that the complex analysis and evaluation of the results of rural areas’ development is an integral part of formation and implementation of the strategy of diversification of rural territories’ development in Ukraine. The paper emphasizes that the availability of analytical information on the state of development of rural territories is a prerequisite for making grounded decisions on diversification of rural territories in the regions of Ukraine and improving the quality of life of rural population. The methodical approaches to the analysis of territories’ development have been considered. The paper proves that the definition of the peculiarities of social, economic and ecological development of rural territories makes it possible to elaborate effective practical recommendations for the diversification of the development of a separate rural consolidated community. A methodology for analyzing the development of rural territories in Ukraine has been developed. It covers the consistent implementation of the following stages: the assessment of the development of rural territories in Ukraine, the diagnosis of rural territories in the region, the characteristics of the preconditions for diversification of rural consolidated communities, the modeling and development of strategic directions of diversification of rural territories in conditions of decentralization, monitoring of changes in the development of rural territories and control over the implementation of the goals of diversification of rural territories in terms of decentralization. The application of the proposed methodological approaches to the analysis of the development of rural territories in the context of the implementation of the decentralization reform can serve as the basis for making informed decisions regarding the strategy of diversification of rural territories, increasing the competitiveness of rural consolidated communities. This is possible on the basis of the diagnosis of rural development and the identification of priority areas for economic activity for each of them, which should be the ground for implementation of modern regional policy in the context of decentralization of authorities.

The article is devoted to the identification of ways to solve socio-economic problems of rural territories and territorial formations on which penitentiary system institutions are located. The authors provide an analysis of rural territories of Perm Krai and reveal the results of demographic processes and accompanying causal relations. The possibility of solving employment problems of previously convicted people and repleshiment of labor resources shortage by this was offered. The mutual benefit of such cooperation was demonstrated for the administrations of these institutions and municipalities, expressed in increasing the economic potential of institutions and territories and reducing social tensions in these territories in the process of solving socio - economic contradictions. The need to assess the institutions” economic potential and the level of social tension was established. The considered problem’s relevance for any rural territory of our country where the penitentiary system institutions are located makes the authors-proposed approach interesting from the practical application point of view to specialists in the field of state and municipal administration, agriculture in economic development as federal bodies, public authorities, subjects of the Russian Federation and local governments.

The paper presents an analysis of the resource potential of sustainable rural development in two regions of the Russian Federation, namely, the Altay territory (which is an agricultural region) and the Kemerovo region (an industrial region with an auxiliary role of agriculture). Agriculture is predominantly developing in agricultural areas represented by a comprehensive complex of resources. The lack of systemic approach in agricultural development has led to the irrational distribution of productive forces, inferior development of social and household infrastructure, and other imbalances having adverse effects on agricultural economic performance and living conditions in rural areas. To address this problem, the authors have developed an original method of resource potential analysis for rural areas, including a combination of economic, social, and infrastructure indicators.

Abstract:
The article compares indicators characterizing the achievement of sustainable development goals in the framework of national projects for two regions - Nizhny Novgorod and Moscow regions, which differ in the degree of urbanization. The Nizhny Novgorod region is inferior to indicators, both in the Russian Federation and in the Moscow region. Lagging behind the Nizhny Novgorod region in the main targets will require more efforts in achieving development goals. Analysis of changes in the administrative structure of rural territories of the regions for 2011-2020 showed that the enlargement of municipalities and the creation of urban and municipal districts accelerates the formation of rural-urban territories. In the Moscow region, rural settlements were completely eliminated, urban districts were created. Sustainability of rural development is defined as a complex concept, stable state and balanced harmless use of resources in each of the interconnected areas of development. There are an organization, an environment, a territory.

Abstract:
The article presents analysis of resources provision of social sphere of the rural territories of Chelyabinsk region; there are analyzed the main components of creature comforts of a rural population. There is given an assessment of a program implementation of sustainable development of the rural territories of Chelyabinsk region and the country in general. There are the numerical data characterizing the delivery of Program in regions of the Russian Federation and amounts of financing for realization the actions contributing to sustainable development of the rural territories. The main directions of the Program are connected with providing the rural territories with a necessary social infrastructure sufficient for maintenance of worthy level of living of a rural population and also to promoting growth of appeal of shape of the rural territories to inflow of the human and investment equities. There is shown an international experience of achievement of high level and quality of life in the rural territories. There are determined the main priorities of development of the rural territories of the European countries: innovation in the structuring of farming; providing a continuous line of production of producing agricultural products; rational use of natural resources; improvement of social and economic conditions of life sustenance in the rural territories. There is revealed the direct dependence between ensuring growth of sustainable development level of the rural territories on degree of a scope and efficiency of use of own resources and the available potentials in the territories. Here are allocated types of the rural territories on the level of sustainable development: the territories of the advancing development; the developing territories; survival territories. There are established the reasons of decrease in life level in the rural territories and great lagging from the level of sustainable development of urban localities. The main reasons are: the concentration of production and conversion of agricultural products in certain settlements promoting desolation and irrational use of potentials of other territories; insufficient financing of the social sphere; a lack of support from the state of small-scale farmer and personal subsidiary farms. There are made recommendations about enhancement of organizational, economic and ecological opportunities of use of the available resource providing the rural territories; production organizations of agricultural products; development of a social infrastructure.

Resumen. Las mujeres rurales, presentes, pero invisibles en los procesos emergentes del medio rural, se revelan como colectivo impulsor para la reconstrucción de los territorios rurales. Este segmento de la población promueve procesos creativos que dinamizan el mundo rural e instrumenta estrategias de diversificación necesarias para sostener la vida y el territorio. Estas estrategias dan lugar a la diversificación de las funciones productivas del territorio y posibilitan la creación de destinos turísticos rurales sostenibles y de enfoque territorial. No obstante, no se muestran modificaciones significativas en la división del trabajo por género. A través de un análisis cualitativo, realizado bajo los principios metodológicos de la Teoría Fundamentada, se elabora un marco explicativo acerca del rol de la mujer en la esfera pública de los destinos turísticos rurales. Así, tras analizar la realidad murciana en particular -y la española, mexicana y tailandesa en general-, los patrones de respuesta muestran una prevalencia de los roles de género para sostener el territorio y favorecer su transición a destino. En la configuración del destino turístico, la mujer es percibida como facilitadora para el diseño de actuaciones transversales. Rural women, present but invisible in the emerging processes of the rural environment, are revealed as a driving group for the reconstruction of rural territories. This sector of the population promotes creative processes that energize the rural world and implement diversification strategies necessary to sustain life and the territory. These strategies lead to the diversification of the territory's productive functions and the creation of sustainable rural tourism destinations with a territorial approach. However, they do not show significant changes in the gender division of labour. Through a qualitative analysis carried out under the methodological principles of the Grounded Theory, an explanatory framework is constructed about the role of women in the public sphere of rural tourist destinations. Thus, after analysing the reality of Murcia in particular and the Spanish, Mexican and Thai reality in general, the response patterns show a prevalence of gender roles to sustain the territory and enable its transition to the destination. In the configuration of the tourist destination, women are perceived as facilitators for the design of transversal actions. This article proposes an alternative policy development approach for territories encompassing rural areas with small urban settlements or ‘small places’, which normally suffer from lagging territorial development trends. The proposed ‘Development Clusters for Small Places’ approach draws on the potential of all places to further their development via municipal clustering, based on four analytic dimensions: (i) existing functional areas; (ii) similarities in economic circularity and specialisation; (iii) presence of ongoing territorial and governance cooperation processes; and (iv) spatial physical connectivity and accessibility. Besides a theoretical overview of this policy approach, the article analyses concrete examples of its potential implementation in two case studies: Alentejo in Portugal and Innlandet in Norway. The findings highlight the potential advantages of municipal clustering over current mainstream regional development rationales to implement endogenous rural development in a supra-municipal scale, thus increasing institutional thickness and policy influence towards a more territorial cohesive region.

The renewal of society is a broad term in its original sense but in the context of the article, it is linked with issues of depopulation, territorial polarization, and shrinking processes in Latvia. One of the “hot points” for local governments has been finding ways to attract people and promote the development of rural territories for the past decades. Both theoretical and practical solutions for maintaining rural society and promoting the renewal of society are the development of the cultural environment. Cultural activities directly affect public participation, cooperation among the population, the development of creativity, and promotion of inclusive society, health and society renewal. As recent investigations show, cultural environment is broadly developing in rural territories of Latvia. The research of cultural environment as a potential for the renewal of society of Latvia is a novelty due to the beginning of the National Research Program for the period 2014–2017 funded by the Government of Latvia (EKOSOC LV projects 5.2.4., 5.2.8.). The aim of the article is to analyze cultural environment as a potential for renewal of society in rural territories of Latvia. The research object is planning and development documents of local governments, different agents of rural territories. The results of the study reveal development of cultural environment in rural regions in Latvia. However, these practices are fragile yet and need support. They can bring forth new social and economic structures and serve as promoters of the smart development of rural territories in Latvia. For this reason, local governments should create their strategies to appreciate and support cultural activities as their potential for renewal of rural society.

The purpose of the work is to justify the impact of potential changes in the concept of territorial management and organizational mechanisms for regulating socio-economic processes arising from the Strategy for Spatial Development of Russia for the period up to 2025 on the prospects for the functioning of rural territories. Methodology and methods. In the course of research based on the dialectical method of cognition, systemic and evolutionary approaches, general scientific methods (analysis and synthesis, induction and deduction) and special methods (comparative-historical, expert and abstract-logical) were used; official information sources were analysed: legislative acts of the Russian Federation and regulatory legal documents of the Government of Russia; materials from Rosstat and a number of analytical research centres; studied the works of Russian and foreign scientists on spatial development. Results. Based on the application of the provisions of general economic theory, theories of economic zoning and interregional economic interaction, new theories and concepts of regional development, the current state and possible prospects for increasing the participation of rural territories in interregional and interstate economic cooperation, improving their infrastructure support were studied; justified options for more active involvement of rural populations in economic and entrepreneurial activities. Scientific novelty consists in considering the potential opportunities and relevant directions of rural development in order to increase their contribution to overall economic growth; systematization of organizational and economic measures of state regulation (including the most acceptable methods and tools for modern dynamically changing internal and external conditions), and preparation of recommendations for competent authorities at the regional and municipal levels, the practical use of which will create the basis for improving the financial and economic management mechanism spatial development.

Nowadays, the regions of the Russian Federation are developing extremely unevenly. The fiscal mechanism and its major part – the tax incentives for economic entities activities, operating in regions and municipalities, play a special role in the successful territories’ development provision. The importance and relevance of the territories tax incentives is due to the necessity to solve the set tasks for the regional economy sustainable development, identify and effectively implement the tax potential in the territories, and it is complicated by the fact that, according to Rosstat, ¼ of the country’s population, living in municipalities and rural settlements, according to established practice, experiencing more financial difficulties than the rest of the population. The existing fiscal mechanism does not create incentives for the successful regional development, especially municipalities, which ultimately does not ensure the country’s successful economic development as a whole. It is impossible to change the situation without creating an effective taxation mechanism.

Population decline is taking place in rural areas in Latvia as well as in rural areas in Europe. There is a question of utmost importance - will people choose to live in the rural area doing remote work or will they choose the job in the towns. Increased pace of population declining is forecasted in the event of steady decreasing working places and services. Growing service costs per inhabitant may infl uence lowering of accessibility of some services in the territory. Till nowadays measurements of telework potential have been made in the national and regional level. There is shortage of these measurements in different municipalities. The purpose of this article is to study the attitude of Latvian people with regard to telework adoption in two municipalities: Limbazi and Balvi in Latvia. Scientists indicate a positive effect of the information and communication technology (ICT) on the local economy if it is integrated into rural economy relating with needs of entrepreneurs and inhabitants (Grimes, 2000). Scientifi c methods of qualitative analysis of documents and such methods of quantitative analysis like statistical data and analyses of questionnaires have been used there. Observation and questionnaires were used in conjunction with the literature to develop an understanding of the infl uencing issues. Questionnaires ensure information about frequency of telework, willingness to do remote work and about benefi ts and barriers of teleworking in the rural areas and towns. The research reveals development possibilities of rural territories relying on higher involvement of ICT and knowledge economy. The main fi ndings are revealing signifi cant challenges faced by rural territories in a globalized world as the number of jobs in agriculture and public services is decreasing. It is important to develop not only agricultural activities but to provide other kinds of entrepreneurship with jobs physically (providing transport possibilities) or virtually (providing ICT). Results. 81% percent of the responding persons positively evaluate opportunity of telework. It reveals willingness of the people to do remote work as an alternative form of the existing work form. The largest interest (30%) about telework was shown in the age group of 31 – 40 in Limbazi municipality but the largest interest (26%) about telework in Balvi municipality was shown in the age group of 18 – 30. A significant percentage of the responding persons, 82% have the necessary computer abilities and knowledge on this topic. The majority of respondents is willing and is able to do telework taking into account the specifics of telework. The distribution of responses reveals that (52%) respondents are willing to use the premises of telecentres. In result the clients of the telecentres are not obliged to invest money into personal computers, multifunctional equipment and into different computer programs at home. When teleworking is offered, 77% of the respondents are interested to work from home but 14% prefer to work in a telecentre. When analysing the respondents’ answers about available services in the telecentre they indicate the most important services for them: copying, printing, scenery, accessibility of computer and the Internet-equipped working place. They are also interested in socializing and networking activities. They are also interested to receive some advice about entrepreneurship, job vacancies etc. Integration of telecentres in the territory helps to save commuting time. This is important for 52% percent of the responding persons. 34% percent of the responding persons would be able to save from 30 min to 1 hour of commuting time, 34% of the responding persons would be able to save more than 1 hour, 21% of the responding persons would be able to save less than 1/2 hour. Respondents indicate the economical and personal benefits as the main benefits of telework. 56% of the respondents indicate personal benefits to be the most important. They have more time for family, flexible working time. However, 39% of the respondents emphasised economic benefits as the most important, for example, less transport costs. Conclusions. 1. Rural territories face significant challenges in a globalized world as the number of jobs in agriculture and public services is decreasing. At the same time, information and communication technologies, as well as changes in professional duties allow the community from these regions to participate in the knowledge economy. The importance of virtual accessibility will grow when the costs of energy resources and transport are rising. Telework ensure possibility to involve disabled people in the labour market. 2. Involvement of remote work could improve accessibility of jobs in towns for people living in the rural areas using ICT and in such way partly or completely resolving internal and external migration problems. It brings benefits for municipalities, inhabitants and for entrepreneurs as well. Implementation of telework and telecentre in the territory can improve the assessment of a definite region from the working age people. It becomes more attractive place for living and staying there. 3. There are direct and indirect benefits from telework and telecentres as follows: reduction of expenditures like reduction of fuel and fuel expenditures, expenditures of car parking in the city or transport expenditures, the reduction of commuting time. It influences opportunity for cost reduction and growth of productivity if individual uses the saved time alternatively and productively. There are social benefits too, e.g. elastic working time, de-reutilization of work, reduction of external effects, e.g. the reduction of noise and stress in the office, increase in mentoring opportunities, more time for family and friends, hobbies, improved work/life balance, the possibility of living in rural areas while retaining challenging jobs in the knowledge economy traditionally linked to metropolis etc. 4. Participation by community members would increase through the use of telecentres. The main factors are the development of ICT and its infrastructure, wider use of ICT, changes in professional duties allow the community from these regions to participate in the knowledge economy. Promoting factor for entrepreneurs is cost saving, lowering of costs as follows: furniture purchase, ICT, programmes, public utilities payment, staff training and rent. Telework approach helps company to attract good, high motivated staff even with better qualification.

O estudo é resultado de um projeto de pesquisa desenvolvido na Universidade Estadual de Goiás, e foi realizado na etapa de diagnóstico do acesso aos programas e políticas públicas pela agricultura familiar nos Territórios Rurais e da Cidadania em Goiás. A pesquisa classifica-se como básica, de caráter exploratório e descritivo. Foram definidos e utilizados os seguintes passos metodológicos: levantamento bibliográfico; levantamento, tabulação e análise de dados secundários. Conclui-se com este trabalho que há uma disparidade no acesso a alguns programas entre os Territórios, principalmente entre os classificados como rurais. The proposal of this work is to carry out an analysis of the main programmers to support the production of family agriculture in the context of territorial development policy in Goiás. The study is the result of a research project developed at the State University of Goiás, and was held at the diagnostic stage access to programs and public policies for family agriculture in rural areas and of citizenship in Goiás. The research is classified as basic, exploratory and descriptive. Were defined and used the following methodological steps: bibliographic survey; survey, tabulation and analysis of secondary data. This work concluded that there is a disparity in access to some programs among the territories, especially among the classified as rural. This context implies the need of maintenance of sectorial public policies focused on territorial development, as well as advice to the territories for greater efficiency in the results. In order to avoid the use of the concept of development as a referential framework, this work mobilizes the concept of territorial action, because it allows us to analyses more fully the ways in which multiple actors, with diverse and sometimes contradictory representations about the future, put into march initiatives to build and manage their territories. This conceptual and methodological proposal is put into practice in a rural area of ​​the Argentinian Chaco, a territory that has undergone processes of transformation similar to those of other regions of the country, and that therefore can be considered a representative model, not only of transformations territorial, but also of representations of the future on the part of their actors and models of intervention by public, private and collective action.

Abstract:
The relevance of the study is that the poor quality and fragmentary engineering arrangement of rural settlements negatively affects the demographics of rural areas. The aim of the study is to develop a comprehensive methodology for assessing the impact of the state of engineering infrastructure of rural settlements on the demography of rural territories, which is an integral indicator of the proposed rural population density. The paper proposes a method for a comprehensive assessment of rural areas by the level of development of engineering infrastructure. The composite index of rural engineering infrastructure development aggregates seven private statistical indicators calculated for each region of Russia in 2018 and normalized using the linear scaling method. The main difference between the author’s method and the previously conducted research is the combination of the results of ranking Russian regions by the level of development of engineering infrastructure in rural areas with grouping by the density of the rural population. The novelty of the proposed approach is associated with the formation of two-dimensional groupings of rural areas, where population density is regarded as the primary grouping characteristics, and the level of development of engineering infrastructure as a secondary grouping characteristic that gave the possibility to evaluate the correlation between the level of development of social and engineering infrastructure of rural territories and their people. The results of the correlation analysis indicate a moderate relationship between the density of the rural population and the level of development of engineering infrastructure in rural areas. In practical terms, the typology formed serves as an objective basis for identifying and comparing growth points and priorities for sustainable spatial development of rural territories in the future, which creates prerequisites for the unification of state approaches to strategic planning and management of socio-economic development of rural territories of the Russian Federation and regions. The directions of further research are related to the development of the proposed approach in terms of comprehensive coverage of other components of socio-economic development of rural areas (demography, economy, agriculture, social infrastructure) for a more complete assessment of their impact on the rural population density.

To overcome the physical and administrative development restrictions, it is necessary to transfer the powers of the central government to local authorities. The distribution of power from improves the management of resources and community participation, which is considered key to sustainable development. For Ukraine, the development of territories is one of the key issues of public administration, especially in conditions of decentralization. This is especially true of rural areas in view of the need to solve their socio-economic problems. Proponents of decentralization argue that the decentralized government is a source of improvement of community participation in the development of rural areas. Goal – to study the state of development of rural areas in Ukraine, the EU, to identify peculiarities and generalize the directions of diversification in order to increase the efficiency of not only agricultural production, but also the social profile of rural territory. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine (2017-2019) regarding the state of development of rural areas in Ukraine. Within the study, problems are identified as low efficiency of state support, and decline in rural areas. In the process of scientific search applied comparative, structural research methods. The results. It is noted that the main attention in public administration should be given to rural territories. It is determined that their development depends precisely from the effective functioning of agrarian enterprises, in particular the farms of the population, in particular farmers, that is, areas of agrarian management as a whole. An analysis of the state of development of rural areas is carried out. Particular attention is paid to the features of rural territories, the normative settlement of decentralization in Ukraine and the main tasks of diversification, which are expedient to implement. It was revealed that Ukraine, seeking to be part of the EU should provide balanced development, in particular rural areas. Supernational support within the EU's efficiency of agriculture is analyzed. Despite the issues with the implementation, it is concluded that decentralization will change the existing policy of rural development in Ukraine as a result of changing the role of united territorial communities and the formation of such a development strategy, which will combine decentralization and economical and social development.

Low standards of people’s living and economic depression in rural areas in Ukraine make it difficult to achieve the systemic integrity of economic, social and environmental components of the sustainable development. The imbalance between these components causes worsening of the environmental harms and deteriorates conditions for the human capital’s reproduction. The purpose of the article is to substantiate with theoretical and practical means the content and structure of social and ecological imperatives, which are represented as norms and standards relating to economic activities aiming to improve the policy of natural resources use and protect the ecosystem’s integrity of the territories. Economic imperatives reflect a set of rules applied to all economic entities operating within the current regulatory framework. It takes into account various factors and immanent actions. Key challenges, which are most urgent for a society at a certain time and form guidelines for solving problems of social relations and interactions, determine structure and content of social imperatives. Ecological imperatives regulate anthropogenic activity formally and informally and cause changes in the natural environment. They are dynamic and can vary depending on the level of the development of a society, its technologies, welfare, and institutional framework. Laws and principles of the development, summarized in the form of the imperatives, outline the target benchmarks and national priorities on modernization of the economy and improvement of living standards. Spatial differentiation of the territories takes into account their proximity to urban centers, the degree of economic capacity, the availability of social infrastructure of the proper quality, and meeting environmental standards. One more significant parameter is the availability of assets, which are defined as a set of resources of a territory, the potential and opportunities for their use. The achievement of the national priorities in Ukraine currently is complicated with inefficient use of territorial assets. Social and ecological imperatives are the solid value and normative ground for the development of local policy. One of its obvious steps is the mutually linked differentiation of the priorities, types of the territories and available assets of them.

Abstract:
Implementation of objectives set out in the Strategy for sustainable development of rural territories of the Russian Federation until 2030 requires solving the problems of spatial differentiation among rural territories in different regions of Russia. The article analyzes the level of differentiation using a set of socio-economic indicators of rural areas. The coefficient of variation was used as an indicator of the degree of spatial differentiation. In the course of analysis, the authors identified significant disparities in territorial development for most of the considered indicators, and particularly acute differences were found in economic parameters, including the volume of investment at the expense of the municipal budget. It is revealed that the degree of differentiation between rural territories is influenced not so much by economic development success as by the level of urbanization in the region. The empirical basis of the analysis is research results conducted within the framework of the research project “Improving the policy of state regulation of accelerated clustering of industrial regions” (AP05133531), carried out under grant funding from the Ministry of education and science of the Republic of Kazakhstan.

This paper analyses territorial resilience in rural Andalusia, Spain, after the impact of the recent economic crisis and identifies the factors associated with the highest recovery rates in different contexts and territories. To this end, we developed a methodology that incorporates the heterogeneity and diversity of rural territories and uses composite indices calculated using Data Envelopment Analysis (DEA) in order to measure levels of resilience and identify the factors that impact recovery in rural counties. The results reveal how different aspects of economic, social, human, and natural capital promote resilient territorial dynamics in rural Andalusia. These results provide useful information for political decision-makers in the design of public policies, especially at a time like the present when the EU is immersed in debate on the reform of rural development policies for the next programming period beyond 2020.

Background/Objectives: The research presented in the article is devoted to the problems of rural areas development in the Russian Federation, as well as to land-use planning based on the cadastral data. The authors have analyzed the notion of rural areas, revealed several directions of sustainable development of rural areas based on the state programmes and strategies, adopted in the Russian Federation. Several particular problems (establishing the boundaries of settlements and inter-settlement territories) are presented through an example of concrete municipalities of the Saratov region. Methods: The study is based on the methods of scientific research: systemic, geoinformational and statistical method. Findings: Introduction of changes into regulatory legal acts will stimulate identification of boundaries of settlements, establishment of boundaries of the land plots, which are situated on inter-settlement territories, but have address reference points of settlements; and vice versa, the boundaries of some settlements comprise land plots, which are located on the territories of other categories. It is a difficult process of ordering of the state cadastral registration of boundaries of settlements. This process is basic and principally important for the execution of documents for strategic planning of a municipality development and, generally, for further effective development of rural territories. Applications/Improvements: Boundary delimitation of land plots, establishment of boundaries of settlements, determination of the legal status of lands will have an impact on the investment policy, which contributes to social and economic development of territories, to the development of agricultural businesses, thus attracting labour resources and raising the social standard of living of rural population. Consequently, it will lead to sustainable development of rural territories of the Russian Federation.

The article deals with the issues of territorial branding as a tool for the strategic development of cities and regions. In the context of global globalization processes there is a rigid competition between territories for resources: human, financial flows, tourist flows. Understanding this issue by territorial communities, authorities in Ukraine led to the development and approval of marketing strategies of individual Ukrainian cities. The creation and widespread distribution of Ukrainian territorial brands will enable domestic cities, both large and small, rural areas and regions, followed by a chosen strategy, solve their social and economic tasks. The purpose of the article is to analyze the basic methodological principles that are used in the Ukrainian practice of territorial branding and its impact on socio-economic development. Small entrepreneurship in rural areas plays a significant role in the Ukrainian economy, since its development contributes to the economic growth of the welfare of rural residents, the acceleration of scientific and technological progress, contributes to the saturation of the territorial markets with the necessary goods and services, and provides employment of freed labor resources. However, one of the main problems that slow down the development of small businesses in rural areas is the lack of financial support at the regional and national levels. A prerequisite for the further successful development of small business in rural areas is the stable and comprehensive state regulation. To date, there is no single algorithm of state intervention in the sphere of entrepreneurial activity. Each state, in accordance with socio-economic conditions of development, establishes state priorities and general state development. Small entrepreneurship in rural areas develops under the influence of external participants in the process: the state, local governments, and competitors. In reforming the economy, small businesses in rural areas have assumed the role of creator of the foundation for creating a new management system. The creation of small enterprises in rural areas allows solving a number of organizational and economic tasks, namely: the refusal of centralized management due to its ineffectiveness; creation of conditions for the reduction of the number of employees due to the elimination of ineffective units; the implementation of rational transformations for the further development of a particular area of the entire region. State regulation and support for the development of small businesses in rural areas in Ukraine should include a system of regulatory, economic and organizational measures that will promote the living standards of the population in rural areas, increase the efficiency of economic activity and rational use of available resources. Consequently, the further development of rural areas of Ukraine depends on how the state, community and rural dwellers work in this regard. The reasons for the slowdown of rural areas are the lack of human capital in rural areas, as well as financial support. It is also necessary to develop a single legal space within which social partnership of all members of society can be realized for the common goal – development and prosperity of not a separate group of people, but of the entire population of our rich country. Prospects for further research we see in the future the study of regional features of state support of small business in rural areas.
