Abstract:
The article provides a theoretical analysis of strategic factors in the regional economic development. This analysis will help to give a clearer insight into the way a region develops economically in the process of updating its strategic factors. The relevance of the research topic is due to the fact that there is a lack of structured scientific information in covering the features in the formation of strategic factors in the development of the region's economy. Objectification and a relevant analysis of problems will help to give a clearer insight into the way the economy will develop in the regions of the country in the nearest future, taking into account various factors that have a significant impact on it. The purpose of the article is to compile a generalized representation reflecting current strategic state of the region's economic development. in order to conduct the most complete analysis of strategic factors related to the development of network and reproduction processes in the economy of the country's regions, expert and relevant methods were used when writing the article. The theoretical value of the materials presented in this article is that they deepen the knowledge of the laws underlying the strategic development of the economy in the regions. in practice, they can be used in developing federal and regional strategic programs, for adopting certain measures to develop branches of industry. Based on the analysis, it is concluded that the strategic development of the regional economy in recent years has become more intensive than earlier, but economic actors as initiators of introducing integral reproduction processes react slowly to innovations and are rarely able to create them themselves.

Abstract:
The article considers the main features of managing the sustainable development of the region's economy, which includes a predominant type of economic activity (PVCC). It is shown that in the current conditions, firstly, the process of planning the development of the regional economy is based on cascading, and secondly, when creating a scheme for interaction between the subjects of the economy, the main tasks are focused on improving the sustainability of the region's development, taking into account the resource restructuring of the dominant type of economic activity; thirdly, in order to involve PVCD in sustainable development of the region, the possibilities of using this type of activity as the driving force of changes are taken into account. Also, the article describes the enlarged list of ways to manage the sustainable development of the region's economy with PVC, presents a map of approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries", and an author's algorithm for selecting the priority direction for the development of the region's economy with PVC. The analysis of the stability of products according to the types of economic activity of the Lipetsk region was carried out, on the basis of which a conclusion was made about the prospects of economic activities for balancing PVC. The most widespread restrictions of development of economy of region with prevailing type of economic activity are presented.Purpose; to formulate recommendations on the analysis of economic activities and the choice of products that will reduce the dependence of the region's economy on PVC.Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, analytical and economic-statistical methods.Results: formed a consolidated list of ways to manage the sustainable development of the region's economy with PVC, described the opportunities for choosing approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries'", an algorithm for selecting the priority direction for the development of the region's economy with PVC, transformer rolling, anonymous expert questioning of the sustainability of economic activities of the Lipetsk region, the most common restrictions on the development of the region's economy with the predominant type of economic activity are revealed.Conclusions and Relevance: the practical importance of the developed methodological provisions lies in the possibility of their application to analyze possible directions for improving the sustainability of economic development in specific regions. In particular, for the Lipetsk region, the most potential for sustainability are the types of economic activities "Transport and Communication", "Agriculture, Hunting and Forestry".

Relevance. The study is conditioned by the need to study institutional factors as the basis for the development of the region's economy. This requires a universal methodological approach to such an assessment due to the diversity of social and economic potentials of regions in the Russian Federation and the military-political factor constraining the development of new regions. The purpose is to develop classification criteria, criteria and a typology of institutional factors that form the structure of a methodological approach to assessing the state and impact of institutional factors on the development of the region's economy. Objectives: to structure a system of criteria that make it possible to identify institutional factors influencing the development of the region's economy, taking into account external conditions – integration into the economic space of the Russian Federation of new regions (Donetsk People's Republic, Lugansk People's Republic, Kherson and Zaporizhia regions); to form a methodological approach to assessing the state and impact of institutional factors on the development of the region's economy. Methodology. General scientific methods of analysis, synthesis, generalization of the authors' research results, deduction and induction were used in the preparation of this publication. Results. A study has been conducted on the theoretical foundations that make it possible to classify the institutional factors of the region's economic development according to the following criteria: the degree, level and scope of impact on the economic potential of the region; the level of formalization; the degree of centralization; the nature of ownership; the area of operation. Conclusions. The structure of the methodological approach to assessing the state and impact of institutional factors on the development of the region's economy is substantiated. This structure consists of three stages: collection and analysis of statistical indicators in the context of an integrated structure of institutional factors; calculations based on a comparison of disparate private indicators; expert assessment of qualitative indicators of institutional factors.

Abstract:
The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

Abstract:
In the article the mechanism of realization of the program of sustainable development of the economy of the region with the predominance of the type of economic activity (PVC) is considered. The procedure for implementing the program for sustainable development of the region's economy was developed with the predominance of a separate type of economic activity: strategic vision, assessing the sufficiency of strategic resources, strategic planning, analyzing the attainability of strategic goals, program decomposition, control and regulation. The functional structure of the dominant type of economic activity in the regional economy and the cybernetic scheme for allocating resources for the sustainable development of the region's economy with PVC are developed. The result of using the simulation model of the sustainable development of the economy of the Lipetsk region for the period until 2020 was adapted. A matrix of mutual influence among the participants of the regional economy on each other and a matrix of opportunities for accessing the competencies of the regional economy to the available resources were constructed. The distribution of resources between competences in the economy of the Lipetsk region is calculated. A mechanism has been created for the implementation of the program for the sustainable development of the region's economy with the predominance of a separate type of economic activity.Purpose: to present the author's mechanism for implementing the program for sustainable development of the region's economy with the predominance of a separate type of economic activity.Methods: the scientific article is based on the provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, tabular, graphical and economic-statistical methods.Results: the final form of the mechanism for implementing the program for sustainable development of the region's economy was drawn up with the involvement of the predominant type of economic activity. It has been established that the development of a mechanism for the implementation of the sustainable development program for the region's economy with PVCD implies the use of a "contour-modular" approach in which all the main contours of the management of functional areas are linked within the modules describing the main stakeholder groups. Conclusions and Relevance: the practical significance of the developed mechanism lies in the fact that it can be used in any region. Particular attention should be paid to the information, technical and personnel contours in the process of implementing the sustainable development program for the region's economy, improving the quality of which is carried out using certain economic models that allow us to determine the optimal values of the specific parameters of the state of each of them.

Subject. This article considers the region's competitive capacity as a factor to ensure the sustainable development of the regional economy. Objectives. The article aims to analyze the trends in the socio-economic development of the Krasnodar Krai and assess its competitive power according to the reporting period and forecast up to 2023 data. Methods. For the study, we used logical, statistical, and retrospective analyses, and the systems approach. Results. The article shows the possibility of using a certain approach to analyze the region's competitive capacity in the context of identifying trends and factors for the sustainable development of the economy. This method of competitive capacity assessment can be considered as a method of rapid analysis that provides information for advanced search. Conclusions. Policies to ensure the region's competitiveness should be based on the goal-oriented approach. It is necessary to take into account the advantages of the region's economy clustering, and design innovative development and entrepreneurship support systems.

Abstract:
This article empirically substantiates an approach to the diversification of the regional economy of the Republic of Sakha (Yakutia). The authors used data samples for all Russian regions to determine cause-and-effect relationships between the development indicators of the mining, manufacturing, and construction industries. The authors applied regression analysis and the VAR-model to assess the impact of the diversification of the regional economy on the gross regional product regarding the manufacturing, mining, and construction sectors. The obtained results proved the feasibility of diversifying the regional economy for its stable economic development, especially in the long term. This paper presents a universal approach to assessing the region's long-term economic development through the diversification of its economy.

The authors reveal key technological factors and drivers for socializing the economy of an industrial region. They focus on the Ural macroregion and prove that the processes of socializing an industrial region's economy are closely related to the development of industrial production, which constitutes the 'genetic core' of the economy for this type of territories. The article substantiates and demonstrates that technological drivers of an industrial region's economy socialization are closely related to the digitalization of industry, which is initiated, to a great extent, by traditional core sectors of the Ural economy (military-industrial complex, metallurgy, mining, mechanical engineering, etc.). Abstract:
The growth and reduction of cycle times is a characteristic feature of modern economy. Increasingly, cyclical factor is cause of imbalance and violation of global and national economies stability. However, the question of regional industry cycles asynchrony has not been studied. It was previously believed that the regional industry cycle, its stages of growth and decline, is consistent with the national one. The work shows that it is precisely the asynchrony of regional industrial cycles that underlies imbalance and reduces stability of country's economic development. The study presented by the authors expands boundaries of understanding the laws of recessions and upswings in industry cycles, since it reveals the causes and consequences of asynchronism of industry cycles in Russian regions. Terminologically, the regional sectoral cycle should be interpreted as a dynamic process of fluctuations in economic activity within life cycle of industry, characterized by repeatability of successive stages of decline and rise in the region's industry. The authors developed a classification of main parameters of regional industry cycle according to their cyclic properties, including leading, lagging and coinciding indicators of the cycle dynamics. A generalization of scientific and methodological approaches to industry cycles as a risk factor for sustainable and balanced development of regions is presented. The causes and consequences of regional sectoral cycles for the sustainability of regional economy are determined. The measures proposed for regional authorities to prevent the negative consequences of phase shift of sectoral regional cycle will be of practical importance.

Subject. This article explores the cause-effect relationship between the tax efficiency of the depressed region's economy in the gross regional product and the macroeconomic indicators that characterize the region's socio-economic development. Objectives. The article aims to assess the tax efficiency of the economies of the RF Volga Federal District subjects and identify factors of growth of tax revenue of depressed still potentially promising regions, considering the Republic of Mordovia as a case study. Methods. For the study, I used the methods of economic and correlation analyses. Results. The article identifies factors that have the most direct impact on the tax performance of the region's economy. It presents two equations of linear multiple regression, helping determine the contribution of these factors to the variation of the tax quota. Conclusions and Relevance. To reduce the differentiation of Russian entities by level and pace of socio-economic development in depressed regions, it is necessary to stimulate aggregate demand, an increase in investment, and create new high-tech industrial productions. This will contribute to the growth of tax revenues and reduce the level of subsidy of depressed regions. The models presented can be used to predict tax efficiency when the region's socio-economic development level changes.

Abstract:
The article substantiates a theoretical and methodological approach to the quality of information development of the region's economy in a pandemic. Taking this factor into account allows us to improve the approach to assessing regions based on the qualitative characteristics of economic information (in the form of the evolution of information resources of the regional socio-economic system: knowledge forming competences, the interaction of which creates intellectual property objects used as intangible assets) evolving in the innovation subsystem of the region. This allows us to relate each of the regional socio-economic systems to four groups: the 1st level (metropolitan agglomerations are the resource concentrators of the Russian Federation solving national-scale problems – these regions correspond to the model of the global center), these regions most quickly and effectively introduce anti-pandemic measures and their innovative the subsystem generates the largest number of intellectual property objects further (OIP) as a response to the pandemic challenge for the socio-economic system, level 2 (regions with cities with a million-plus population – scientific, educational and industrial agglomerations – a catch-up model is used), these regions have a slower response to the pandemic challenge, but they quickly and in large volumes increase the production of drugs and drugs against it, and on the basis of previous developments from the outside create IPOs in smaller quantities, but adapting them most to their production needs m and needs, the 3rd level (a transitional model to the catching-up type – large industrial centers and their infrastructure with separate elements of the scientific and innovative sphere), this group focuses on increasing production volumes and creating know-how to increase it, with small volumes of creation OIC, 4th level regions of the global periphery – with a predominantly raw material orientation of industry, there is no concentration of resources, population and the development of the information base of the economy), the region's data weakly interact with other socio-economic regional systems, in fact, without developing suva production potential in response to pandemic challenge, in such regions there is a small amount of creation and registration of IPOs and the use of intangible assets further (intangible assets). The mechanism of the typology of regions, under the influence of key factors in determining the quality of information development of the region's economy in a pandemic, is disclosed in this article.

The article describes the transformations taking place in the Russian regional economy. The research is based on the hypothesis that the regional economy develops according to the laws of cyclical development. The research is based on the theory of technologies and global economic structures of Yuri Glazyev. A special place is occupied by the identification of patterns of change in the phenomenon of region and the prediction of its institutional characteristics. The global economy is entering a new cycle of development driven by climate change. The place and role of the region as a special subject of economic relations is changing. The region's environmental and economic security becomes a condition for its competitiveness. The task was set and solved to analyze the main trends in the development of the ecological and economic security of the region, which can ensure the harmonization of interests of the regions and the federal center during the transition to a new technological structure. The article is devoted to the study of the problem of transition to an innovative option for the development of Russian regions, which will make it possible to abandon the model of resource and raw material dependence that has existed for a long time. The object of research is the economy of the Udmurt Republic, which is a typical example of an industrial region. To solve this problem, we analyzed the factors that determine the economic development of the region and the possibility of its transition to an innovative development model. The methodological base of the research is constituted by the theoretical principles of the formation and development of the regional economy, as well as existing studies that consider the possibility of transition of the region to an innovative development model. The author defines the factors that determine the possibility of transition of the region's economy to innovative development. It was established that only by combining the efforts of industrial enterprises, research organizations, higher education institutions and regional authorities, such a transition becomes real. It is noted that the level of development of the economy of Udmurtia does not correspond to modern requirements for the functioning of a competitive region. This does not allow counting on the possibility of an optimistic scenario for the development of the regional economy. The reasons that impede the innovative development of the Udmurt Republic as an economic region are identified. This work highlights a range of problems related to ensuring sustainable development of post-conflict territories, as well as ways to overcome those through smart specialization approach. The influence of military conflict on Luhansk region's economy structure and economy's pace of development had been determined. Capacities of smart specialization as a contemporary tool meant for intensifying innovative development, structural modernization and improving competitiveness of regions had been studied. While researching regional context the current state and structure of the chemical sector, which is region's traditional specialty, had been analyzed and also its SWOT analysis had been conducted. The author defines the system characteristics of the potential-forming space of the regional economy: the resource elements of the regional economic system have locations determined by the regional geography; the economic potential of the region is formed by thespecifics of resource provision; economic communications within the economic space of the region determine the speed of adaptation to changes, resistance to risks, and the effectiveness of modernisation; the spatial factor is based on the physical location of resources, production facilities, population, and institutions in the region. The systemic management of the potential-forming space is based on methodological founda-tions and principles of effective interaction of the elements of the region's potential. In the organisational support of the processes of managing the potential-forming space of regions, adaptability and innovative-ness, as principles of development, determine the strategic guidelines for further regulation of structural changes to form the region's competitiveness in the world markets, the efficiency of reproduction and sus-tainable development of the region's territories, its economic entities and objects. The organisational and economic support of economic systems is coordinated by the author in the mechanism of regulation. The author also formulates the axiom of system management of the potential-forming space of a region -trans-formation takes place under the influence of geographical location, state policy, resource supply and al-location of productive forces, infrastructure development, specialisation of production and industry, com-petitive status in the national and world economies. The article continues a series of papers describing the ATMO model (analysis of territorial multisectoral objects). It reflects the structure and functionality of the financial block of this model, which belongs to the Leontief input-output models. The block schematizes the mutual settlements of production and sales enterprises within the framework of mutual supplies of manufactured and imported products within the region. These monetary relations include accounting for the total cost of production and distribution, import and sale of products. They correspond to the production and sales companies of the region for all its sectors, followed by correlation with the revenue received from production and sales activities. In addition to accounting for the marketing component of the resulting operating profit of the sector, the novelty of the model consists in accounting for subsidies and state financing, reflecting the costs of products produced outside the region. Additionally, mechanisms have been introduced to account for credit and tax payments on the overall financial outcome of the sectors. Formal mechanisms have been developed for the relationship between investments in logistics and the costs of importing and selling non-regional goods and equipment. The model includes ratios that set the movement towards optimal values of those of its indicators, which, based on the principles of industrial development, provide for the availability of funds for the purchase of additional machines and equipment, increasing the volume of production and sales operations. These funds are available to the sector if its operating profit is greater than zero, and they are not available otherwise.

This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia. Objectives. The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature. Results. The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai. Conclusions. The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.

Factors that can affect tourism development and, as a result, the regional economy, are presented as components of an integrated model, which, if necessary, can be analyzed separately. Objectives. The aim is to develop a model to assess the tourism potential of the region for making management decisions about investing in the region's economy. Methods. The study draws on analysis, modeling, survey methods, and the integral method. Results. We elaborated science-based recommendations on building and improving an approach to the use by regional authorities of institutional and budgetary instruments for territorial development regulation. Its salient features are the instruments’ performance evaluation in the short and long run. The suggested approach can be used by regional authorities when developing relevant regulatory documentation, and in the financial and institutional interaction between regional and local authorities. Conclusions. The model enables to understand strengths and weaknesses of the tourism industry in the region and further evaluate the results of investing in the region's economy. Moreover, conclusions can be made both based on a composite (integrated) indicator and on its components, which reflect the assessment results of the most important factors in the tourism industry development. Tracking the indicators over time will ensure objective monitoring of the situation in the industry, and create opportunities for comparing the indicators of the tourism sector development in different regions.

The modern globalization economy requires new approaches to optimizing the spatial format of regional economies. The international experience in developing spatial development strategies of European countries, the USA, China has been researched in this survey. The key components of spatial development, which are based on the economic, social and ecological components of the region's development, are determined in this article. The analysis of literary sources confirmed the significant role of the construction industry in shaping the spatial economy of the state and its regions. The main type of economic activity of the Poltava region economy is construction, the development of which affects other types of economic activities: mining and processing industry, agriculture, transport, etc. The forecast of the construction contribution to the gross regional product of the Poltava region enabled to identify problems and prospects for the construction development. The authors have used the production function in order to model the dependence of the Poltava region’s key indicator - the gross regional product from the contribution of each type of economic activity, taking into account the available potential and their investment support. The calculations allowed to determine the growth points of the gross regional product and to construct a model that takes into account the contribution of extractive industry, construction and transport to the development of the region. As a result of redistribution of investment support of the studied industries, the optimal gross regional product was obtained. On the basis of the conducted modeling, a mechanism for regulating financial and investment support for spatial development of construction was developed.

Introduction. The study considers the theoretical and methodological aspects to determine the economic evaluation of investment mechanisms in the conditions of industrial spheres sustainable development of the region's economy. The purpose of the article is to study the theoretical and methodological aspects to the investment mechanisms assessment in the conditions of industrial spheres sustainable development of the region's economy. Results. The indicators groups for the investment attractiveness evaluation of the region by I. Blanco's method are considered. It is established that a significant drawback of the methodology is the lack of risk consideration. The significance of each synthesized indicator in the aggregate assessment of the region's investment attractiveness is calculated. A combination of investment risk assessment and investment potential is proposed in evaluating the region's investment attractiveness rating. An algorithm for calculating the integral index of region investment attractiveness in accordance with the content of the hierarchical scheme is proposed. The advantage of this technique is the ability to uniquely interpret the values obtained. A comprehensive approach to regions investment activity assessing based on integrated components of profitability and liquidity, including a number of smaller indicators, is considered. The estimation methodology involves taking into account the weights of the selected indicators, which are calculated on the basis of expert judgment. Conclusions. When analyzing the factors that affect the investment potential of the region, it should be taken into account that the investment climate in the region is affected by both internal, regional and external factors – from the state and other countries. Only a comprehensive approach to the region investment attractiveness assessing gives the opportunity to introduce an integrated characteristic of a particular region in terms of investment attractiveness taking into account all the factors and conditions of regional development, based on existing methods. <em>The article presents the authors' opinion on the essence of economic aggression. This phenomenon is presented as an aggressor's attack on the economic resources of the object of aggression. The purpose of economic aggression is twofold. On the one hand, it is the mastery of the economic resources of the object of aggression. On the other hand, this is a restriction of access to economic resources for the object of aggression. From the point of view of the subject-object approach, "economic aggression" can now be considered at different levels: a group of states; individual states; regions; individual corporations and enterprises. The content of economic aggression at different levels differs significantly in goals, forms, nature and results. The article presents the classic exclave of the Russian Federation &ndash; the Kaliningrad Region as an object of research. The article analyzes the economic development of the exclave in connection with various forms of economic aggression to which Russia itself as a whole and the Kaliningrad region in particular have been subjected. The main objectives of economic aggression against the Kaliningrad exclave must be recognized: a negative impact on the conditions for business development in the region; undermining the stability of the region's economy; countering the implementation of the region's economic development strategy. The aim of the article is to analyse the competitiveness of the Wielkopolska region (voivodeship) in terms of KBE in comparison with the country's regional system. Four dimensions of the region's competitiveness are distinguished, representing factors of KBE development and effects of their operation in the economic sphere. With the help of principal components analysis, indices of the region's competitiveness are obtained.

Abstract:
The factors (progressive and conservative) that affect the development of the structure of the region's economy in general are singled out. The strengths and opportunities possessed by the economy of the Ivano-Frankivsk region, which have a positive effect on its development , are highlighted, but the weaknesses and threats that need to be paid special attention to in order to reduce and eliminate them are also given. It was noted that about 50% of all enterprises of the region are located in the city of Ivano-Frankivsk, which creates a discrepancy in the territorial development of the region in general. Goal. The purpose of the article is to highlight the factors that influence the economy of the region in order to form the priority areas of its development. Method. In the research process, general scientific methods were used, in particular: analysis, synthesis, comparison and generalization. Results. It is substantiated that in order to determine the factors that influence the development of the region's economy, it is advisable to divide them into conservative and progressive, which fully characterize social development and its interdependent spheres: social, economic and ecological components. Scientific novelty. It has been found that the Ivano-Frankivsk region has a favorable economic and geographical position that promotes cross-border cooperation with EU countries, rich natural resources and tourism potential, which distinguish it from other regions of the country and are positive conservative factors for the development of the region's economy. It was established that due to the low level of updating of equipment and technologies, the products of some enterprises of the region are not competitive, as they do not meet the standards of EU countries. It was also noted that a significant share of business entities is located in the regional center, which disrupts the territorial development of the region and is a negative phenomenon, as it contributes to the outflow of the population of working age and a number of socio-economic problems. Practical significance. The resulting provisions of the recommendations can be adopted for use in local self-government bodies when improving socio-economic and environmental policies.

Currently, one of the most important challenges to the development of the Russian economy and its regions is its ability to adapt to external challenges and stresses. Important here is the structural restructuring of the economy, based on the gradual replacement of resource-intensive industries, by modern knowledgeintensive sectors of the economy, capable of intensifying economic development. An important tool for this replacement of industries and structural adjustment is innovation and their ability to provide the necessary knowledge and technologies for economic development processes. In this regard, it is necessary to assess the real ability of the economy of the country and its regions to this type of innovative economic development. The presented study was based on the materials of the Krasnodar Territory one of the largest agricultural regions of the country, the sectoral specialization of which also leaves an imprint on the formation of the innovative potential of the region's economy and the prospects for its practical use. Such an assessment should become in the future the basis for the development, as well as regional differentiation of the corresponding innovative policy of transformation and development of the Russian economy and its regions, taking into account their local characteristics of economic development and sectoral specialization.

The sustainable development of regional economies directly depends on the stability of systems (political, social, economic and environmental) both in international terms and by the subjects of any country. In the constituent entities of the Russian Federation, the stability of regions is primarily determined by science-based state policy, the priority of which is aimed at improving the standard of living of the population. A highly effective state policy makes it possible to improve the quality of life of the population, economic growth, and solve social problems of society, regional and municipal entities. The social sphere in the modern market environment is one of the largest segments of regional economic development. The economic role of the social sphere consists in the ability to increase the per capita monetary income of the population, reduce the share of the population with incomes below the subsistence minimum, the level of unemployment, morbidity, etc. A well-developed social mechanism is necessary for the effective implementation of all social processes. Thus, the article examines theoretical approaches to the concept of a social mechanism for sustainable development of the region's economy in a market environment, which allowed us to formulate the author's definition and recognize the "social mechanism" as a planned impact on each individual in social processes, in order to achieve significant results aimed at stable economic development. It is highlighted that a mechanism is a system that has a negative and positive impact, has a certain structure and performs clearly defined functions. A structural and functional model of the social mechanism is proposed, which includes five elements, each of which is necessary to achieve the goal of regional development. Based on the structural and functional model, the authors propose the features of the influence of the social mechanism on the solution of urgent problems of regional economic development in the market environment. The priorities of state support for the regions are justified, which should be based on the formation of an effective functioning of the social mechanism, which will contribute to the sustainable development of the region's economy and make them financially stable and independent.

The article is devoted to the identification of markers of changes in the sectoral structure of the economy as a result of the action of evolutionary endogenous and “shock” exogenous factors as deter-mining the trajectory of the development of the region. The methodology of the study is based on the princi-ples of dependence on previous development («path dependence»), regional branching of specializations, different translation of shocks to changes in the territorial economy. In the course of the study, a dynamic, coefficient, comparison, analysis and synthesis methods were used. In addition to the traditional factors af-fecting the transformation of the monoprofile, related to its scale, “rootedness”, uniqueness and features of the territorial organization of the regional economy, the effect of macro- and foreign economic factors that change the situation in the regional economy is analyzed. A system of markers classified according to evo-lutionary and shock factors is substantiated. As a result of the assessment of the situation of the monspecialized regions of metallurgical orientation, profiles of sectoral changes are constructed on the ba-sis of specialization, regional conditions, macroeconomic technological shifts in the industry structure, “practice” of passing through crisis periods. The situations of absence, weak signals and the formation of conditions for the start of structural processes are highlighted. The practical significance of the study lies in the development of a system of markers for the reconfiguration of the region's economy to monitor chang-es and differentiate the tools of state industrial policy.

Использование диагностики дает возможность оценивать устойчивость развития экономики региона за разные временные периоды, что позволит своевременно определить возникновение отклонений в системе от желаемого результата. Систематизированы основные проблемы реализации системы мониторинга и диагностики устойчивого социально-экономического развития региона. Определены основные функции мониторинга устойчивого социально-экономического развития проблемных регионов. Представлены цели диагностики социальноэкономического положения проблемных регионов. Сформулированы основные задачи диагностирования устойчивого развития экономики проблемного региона. Сделан вывод о том, что сфера диагностики депрессивности и проблемности региона находится в той же области, что и проблемы наиболее рационального использования, имеющихся у региона экономических и внеэкономических регуляторов. In this article, monitoring is considered as an integral part of the mechanism for managing the sustainable development of the region's economy. The use of diagnostics makes it possible to assess the sustain-ability of the region's economic development over different time periods, which will allow timely determination of the occurrence of deviations in the system from the desired result. The main problems of the implementation of the system of monitoring and diagnostics of sustainable socio-economic development of the region are systematized. The main functions of monitoring the sustainable socio-economic development of problem regions are defined. The objectives of diagnosing the socio-economic situation of problem regions are presented. The main tasks of diagnosing the sustainable development of the economy of the problem region are formulated. It is concluded that the scope of diagnostics of depression and the region's problems is in the same area as the problems of the most rational use of the economic and non-economic regulators available in the region.

. Local revenue also plays a role in implementing regional government planning to develop development and improve a region's economy. This study examines the realization of local government revenue in Deli Serdang Regency. This descriptive qualitative study uses the literature method through literature studies supported by secondary data from the progress report on the development control of North Sumatra Province. The results of the study state that local government revenue is a prosperous capital in achieving regional development goals because it determines the region's capacity to carry out government functions. The higher and more significant the revenue received, the area is declared capable of showing independence to finance all obligations towards regional development.
