The author also examines the content of socio-legal reforms in the field of state youth policy in the Decree of the President of the Republic of Uzbekistan dated February 7, 2017 No PD-4947 "On the Strategy for further development of the Republic of Uzbekistan." Based on the research, suggestions and recommendations are made.

General Background: Human capital development is a critical factor for national growth and competitiveness, influencing various sectors such as education and healthcare. Global approaches to human capital development offer diverse strategies and frameworks that can be adapted to national contexts. Specific Background: This article examines the global strategies for human capital development, with a particular focus on Uzbekistan's approach. It reviews the strategic goals and tasks outlined by Uzbekistan, especially in relation to its 2030 vision, and assesses their application across key sectors including education and healthcare. Knowledge Gap: Despite extensive research on global human capital development strategies, there is a limited understanding of how specific national strategies, such as those of Uzbekistan, are operationalized and their effectiveness in addressing sector-specific challenges. Aims: The primary aim of this article is to analyze and evaluate the global approaches to human capital development, assess the strategic goals and tasks adopted by Uzbekistan, and explore their implementation and impact across various sectors. Results: The analysis reveals that Uzbekistan’s human capital development strategy, as outlined in the Uzbekistan-2030 plan, prioritizes key areas such as education and healthcare. The implementation of these strategies has shown significant progress, although challenges remain in fully realizing their potential across all sectors. Novelty: This article provides a detailed evaluation of Uzbekistan’s human capital development strategy within the context of global approaches, offering new insights into the effectiveness of sector-specific implementations and their alignment with broader strategic goals. Implications: The findings underscore the importance of targeted human capital development strategies in achieving national growth objectives. They highlight the need for ongoing assessment and adaptation of strategies to ensure that they effectively address sectoral needs and contribute to the broader goals outlined in national development plans.

Specific Background: In Uzbekistan, efforts to align the hotel sector with global standards have intensified under the "Digital Uzbekistan – 2030" strategy and the "Travel Through New Uzbekistan" initiative, aiming to attract both local and international tourists. Knowledge Gap: However, Uzbekistan’s hotel industry faces significant barriers, such as inadequate service quality, lack of skilled personnel, outdated regulatory standards, and limited integration of digital infrastructure. Aims: This study investigates the current challenges and prospects for sustainable development and digital transformation in Uzbekistan’s hotel sector, focusing on innovative approaches to improve service quality and operational effectiveness. Results: Findings indicate that although Uzbekistan's hotel industry lags in digital adoption compared to sectors like finance and manufacturing, there is a high demand for digital transformation to enhance customer service, particularly through digitized booking, integrated management systems, and expanded digital communication channels. Novelty: This study provides a comprehensive analysis of Uzbekistan’s unique barriers and opportunities, identifying specific digital strategies that can enhance competitiveness and align with global tourism standards. Implications: Integrating digital systems in the hospitality sector can increase customer satisfaction, attract international visitors, and support the broader tourism objectives of New Uzbekistan. As a key hub of the Belt and Road Initiative and an important gateway from Asia to Europe, Uzbekistan isan important participant in the China-Central Asia Cooperation Mechanism, and China-Uzbekistan economic and tradecooperation is of increasing economic and strategic significance to the development of both countries. Under the Beltand Road Initiative and the New Uzbekistan Strategy, economic and trade relations between China and Uzbekistan havecontinued to take new leaps forward.By comprehensively measuring Uzbekistan’s import and export volume, growth rate, bilateral trade commodity structure,trade openness, export similarity index and Lawrence index, this paper concludes that both Uzbekistan and China haverelatively high levels of trade openness, but Uzbekistan’s economic development is more dependent on foreign trade.Bilateral trade between Uzbekistan and China has a greater impact on Uzbekistan than on China, while the commoditystructure of Uzbekistan’s exports to China is highly volatile, suggesting that Uzbek goods are relatively uncompetitive inthe Chinese market. Uzbekistan’s imports from China are much larger than its exports to China, and there is some riskthat the trade deficit will widen year by year.

Abstract:
During the latter part of the 20th century, the service sector registered a significant growth in every developed country, as well as global competition and the pressure to offer new services to satisfy customer needs and expectations. However, whereas there has been a respectable amount of research in the service management literature, research specifically in the context of New Service Development (NSD) was very little. Linderman et al. (2003) define Design For Six Sigma (DFSS) as an organized and systematic method for the strategic improvement and for developing new products and processes using statistical tools in order to drastically reduce defects and variations perceived by the customers. Over the last decade, the general literature on Six Sigma has steadily grown. The most frequent applications have regarded the improvement of existing processes in manufacturing and services, using its well-established method, i.e. the DMAIC model, while publications on DFSS have been fewer. Furthermore, while several have been the authors that have investigated the impact of the DFSS method to product design (e.g. Chakravorty, 2009; Bañuelas and Antony, 2004; Goel and Chen, 2008), scientific research on applications of DFSS on the NSD process is very scant and there are no empirical studies on the application of the methodology to NSD. Service typologies, indeed, are heterogeneous and in literature is difficult to find methodologies to support the service design process and consequently reduce its variability. This thesis has three purposes. The first is outlining the managerial areas on which to focus the efforts and resources of the organization, in order to successfully implement the DFSS methodology to service processes. The second one is to identify a series of Best Practices for the application of DFSS to services that are transversal to every class of service process. Finally, since service processes are for characteristics, very heterogeneous, the last purpose is to formulate some models, in order to successfully adapt the methodology to different service processes and maximize the results obtained in the organization. On the basis of a first exploratory study, in order to respond to these questions, a multiple case study has been launched, comparing the results in four different organizations that have applied the Six Sigma methodology in order to design or redesign their service processes. Empirical results emerged in these case studies have been gathered and translated into forty best practices, in the form of statements, and grouped in five aspects of the methodology identified through the pilot case study above mentioned. Afterwards, we carried out a cross-case analysis to find similarities and differences between the best practices, and extrapolate the results in response to the research question, finding how the best practices fit with different classes of service process defined previously. As a final result, the data analysis allowed us to identify five models, corresponding to the five Six Sigma aspects mentioned earlier, which show how organizations should differ Six Sigma application for each kind of new service process to design or redesign. The main results of this study have been twofold. By an academic point of view, since empirical research on DFSS applications in service processes was totally lacking, this study fills an important gap in scientific literature on Six Sigma. Furthermore, important managerial implications have been developed, explaining what are the critical areas to manage to successfully apply DFSS to services and identifying both a series of general Best Practices and some specific models to better adapt the methodology to different service processes.<br>Durante l'ultima parte del 20° secolo, il settore dei servizi ha registrato una crescita significativa in tutti i paesi sviluppati, al pari della competizione globale e della necessità di offrire nuovi servizi per soddisfare bisogni e aspettative dei clienti. Tuttavia, se da un lato vi è stato un volume cospicuo di ricerca sul Service Management, gli studi sul New Service Development (NSD) sono stati di molto inferiori. Linderman et al. (2003) definiscono il Design For Six Sigma (DFSS) come un metodo organizzato e sistematico per il miglioramento strategico e per lo sviluppo di nuovi prodotti e processi tramite strumenti statistici, al fine di ridurre drasticamente i difetti e le variazioni percepite dai clienti. Nel corso dell'ultimo decennio, la letteratura generale sul Six Sigma è cresciuta costantemente. Le applicazioni più frequenti hanno riguardato il miglioramento dei processi esistenti nel settore manifatturiero e dei servizi, utilizzando il noto modello DMAIC, mentre le pubblicazioni sul DFSS hanno rappresentato una percentuale molto minore. Inoltre, mentre numerosi sono stati gli autori che hanno studiato l'impatto del DFSS alla progettazione di prodotto (e.g. Chakravorty, 2009; Bañuelas e Antony, 2004; Goel e Chen, 2008), la ricerca scientifica sulle applicazioni del DFSS al NSD è stata scarsa e non ci sono studi empirici sull‟applicazione della metodologia al NSD. Le tipologie di servizio, infatti, sono eterogenee e in letteratura è difficile trovare metodologie olistiche a supporto del processo di progettazione del servizio. Questa tesi ha tre obiettivi. Il primo è individuare quali sono le aree manageriali su cui concentrare gli sforzi e le risorse dell'organizzazione, al fine di applicare con successo la metodologia DFSS ai processi di servizio. Il secondo è quello di individuare una serie di Best Practice per l'applicazione del DFSS ai servizi, che risultino trasversali ad ogni classe di processo di servizio. Infine, poiché i processi di servizio sono per natura molto eterogenei, l‟ultimo obiettivo è quello di formulare alcuni modelli, per adattare con successo l‟applicazione della metodologia ai diversi processi di servizio e massimizzare i risultati ottenuti dall'organizzazione. Sulla base di un primo studio esplorativo, al fine di rispondere a queste domande, dei casi studio multipli sono stati avviati, confrontando i risultati in quattro diverse organizzazioni che hanno applicato il DFSS ai loro processi di servizio. I risultati empirici emersi in questi casi di studio sono stati raccolti e sintetizzati in quaranta Best Practice, in forma di asserzioni, e raggruppati nei cinque aspetti della metodologia individuati attraverso il caso studio pilota di cui sopra. Successivamente, abbiamo effettuato una cross-case analysis per trovare similitudini e differenze tra le Best Practice, ed estrapolare i risultati per rispondere alla domanda di ricerca. Come risultato finale, l'analisi dei dati ci ha permesso di individuare cinque modelli, corrispondenti ai cinque aspetti della metodologia accennati in precedenza, che mostrano come le organizzazioni dovrebbero adattare l‟applicazione del Six Sigma a seconda del tipo di processo di servizio da progettare o riprogettare. I risultati ottenuti con questo studio sono stati duplici. Da un punto di vista accademico, dal momento che la ricerca empirica sulle applicazioni del DFSS ai servizi era del tutto assente, questo studio colma una lacuna importante nella letteratura scientifica sul Six Sigma. Inoltre, importanti implicazioni manageriali sono state ottenute, spiegando quali sono le aree critiche per l‟applicazione del DFSS ai servizi e identificando sia una serie di Best Practice generali, sia alcuni modelli specifici per adattare la metodologia ai diversi processi di servizio.

Due to the fact that Uzbekistan has chosen a digital economy in its development strategy, it is necessary to modernize agriculture, digitalization, and develop technologies based on the production of highquality fiber at cotton spinning mills. In addition, a radical new approach to the operation of ginneries, the use of modern information technologies to eliminate contaminants in cotton through mathematical modeling and software to determine the optimal parameters of ginning equipment to improve fiber quality. This article describes a mathematical model for determining the parameters necessary for the normal operation of the considered cotton gin, on the basis of which a computational experiment was carried out and the values of the parameters were determined. The article developed a mathematical model of the movement of a piece of cotton on the surface of a vibrating mesh (separator), taking into account the factors affecting the process of cleaning cotton from small impurities and its application. Experimental studies were carried out on the basis of the developed program and methodology for determining the normal values of parameters that affect the efficient operation of the cotton gin device. Finally, by calculating the parameters of the device using the compiled programs and the computational experiment, results are obtained in which the lighting operations are displayed graphically in an appropriate way.

This paper examines the state of minority rights in Uzbekistan, focusing on three significant ethnic groups: Tajiks, Russians, and Koreans. It explores the historical context of these minorities, the cultural and linguistic challenges they face, socioeconomic issues, and their political representation. Under the authoritarian rule of Islam Karimov, Uzbekistan emphasized a unified Uzbek identity, often marginalizing minority cultures and languages. Despite President Shavkat Mirziyoyev’s reforms aimed at improving human rights, including the establishment of a Human Rights Ombudsman and the Development Strategy for 2017-2021, significant challenges remain. Legislative initiatives such as the draft Law on the Protection of the Rights and Interests of National Minorities and efforts to enhance cultural policies have had mixed success. This analysis highlights the need for comprehensive measures to ensure robust legal protections, equitable resource allocation, and genuine political inclusion for all ethnic minorities in Uzbekistan. The international community’s role in advocating for these rights is also discussed, emphasizing the gap between policy and practice in protecting minority rights in Uzbekistan.

Uzbekistan's agriculture exhibits main three environmental challenges. These are inefficient irrigation systems that consume 90% of the national water supply and lose 40% of the water during delivery, production systems that account for 15% of the total greenhouse gas(GHG) emissions, and severe land and soil degradation. Uzbekistan has several 'green' agriculture policy measures. The agri-food development strategy for 2019-2030 and the strategy for the green economy transition by 2030 are few. Implementation of the measures is, however, slow. Green agriculture that enhances efficient water use, applies measures to control Methane (CH4) and Nitrous Oxide (N2O) emissions, and adopts modern and sustainable farm practices will reduce the sector's environmental impact.

This paper seeks to examine the implication of open skies in ASEAN on the airport development strategy in Malaysia. "Open Skies," in general, refers to the liberalization of aviation markets that can be pursued on a bilateral, regional, or multilateral basis. The findings show that although Malaysia has invested substantially in overall infrastructure development, including airports, other member countries within ASEAN, notably Singapore and Thailand, have also followed a similar investment-intensive strategy to develop their international airports into airport hubs. The dream to turn Kuala Lumpur International Airport (KLIA) into a regional hub requires Malaysia to undertake several measures to overcome the competitive pressures from neighboring hubs. This includes joining a strategic global alliance group to improve the traffic feed of the national carrier. It will also require the government to accelerate the construction of the new Low Cost Carrier Terminal (LCCT) at KLIA. The strategy to build a cargo hub at Senai should be reviewed while the promotion of tourism, especially to non-ASEAN countries has to focus on a distinctive product appeal that will enable the country to differentiate its tourism products from those of regional competitors. A critical review of current epidemiological trends and social science research demonstrates that there is an urgent need for expanding the range of female-controlled HIV prevention methods. Existing efforts to control the spread of HIV infection primarily through the encouragement of a reduction in the number of sexual partners, widespread condom promotion, and the control of other sexually transmitted infections are inadequate for many of the world's women. Underlying gender power inequities severely limit the ability of many women to protect themselves from HIV infection, especially in the absence of a prevention technology they can use, when necessary, without their partner's consent. Current understanding of biology suggests that developing such methods is a feasible and potentially cost-effective endeavor. This paper describes the growing risk of HIV infection faced by women throughout the world, examines the limitation of contemporary AIDS prevention strategy in meeting the needs of women, reviews the existing data on female-controlled HIV prevention methods, and outlines the challenges for future microbicide development.

Background. The explosive growth in the number of original biomedical research publications and subsequent systematic reviews has driven the increase in the number of software tools created to automate many of the processes involved in the conduct of systematic reviews, particularly search strategy design and execution. However, this growth in software tools has not been accompanied by a systematic approach for providing expert review of these tools and their utility in supporting search strategy development. Objectives. Our goal was to provide practical guidance and information about automation tools for literature searching by conducting a descriptive comparative analysis of the free search strategy tools listed on the Systematic Review Toolbox1,2 (SR Toolbox) website. We plan to make our analysis freely available through web-based distribution. Methods. Our search expert panel is composed of five biomedical librarians currently active in the Agency for Healthcare Research and Quality (AHRQ) Effective Health Care Program Evidence-based Practice Centers (EPC). After screening, members of our expert panel dual reviewed included tools based on these criteria with any assessment disagreements resolved via consensus. Further, we categorized each tool by search-process step; tools could be applicable to more than one step. Results. Search strategy tools were identified from the SR Toolbox website. Of the 102 total tools listed on their search software webpage (initial search September 2021 N=78; update search February 2023 N=24 new tools), we determined 21 to be search strategy development tools and eligible for review. Based on our expert review, we found the preponderance of the 21 chosen tools are designed for the initial strategy development steps (i.e., scoping, keyword/phrase, and subject term discovery), though there are tools in most steps, except for strategy logic evaluation. From our review score sheets, we created a table of tools, arranged them by search process step, and rated their performance across our key criteria. Conclusion. We created what we believe is a quick and intuitive guide for expert searchers that organizes the tools by search strategy development phase, evaluates key features, and provides advice on how to use the tool effectively.

Higher education (HE) in Uzbekistan moved to distance learning since the beginning of the pandemic with uneven results. Universities responded with different approaches to ensure safety of their communities and continue teaching and learning, often online. Westminster International University in Tashkent (WIUT) faced considerable challenges with distance learning including access to technology and the Internet, lack of skills for teaching online and understanding how students learn best in the new mode. Only 14% of faculty used this approach before. Based on WIUT’s initial experience, we recommend: Universities and educational leaders analyze the technology, software, and skills of academic staff and students—can they access and feel comfortable with online learning? Use a learning management system (LMS) that will meet the requirements and needs of academic staff and students. Teachers should supplement with other tools or methods as useful. Design and deliver professional development workshops and trainings for academic staff and students for effective online learning and use of technologies.

The International Commission on Illumination (CIE) is a global non-profit organization dedicated to advancing knowledge and providing standardization to improve the lighted environment. Light and darkness form the fundamental rhythm of daily life for the planet and light reveals the details of the world around us. The CIE seeks to make possible the equitable and responsible provision of the proper light, in the proper place, at the proper time. Doing so is a critical element in humanity’s response to global environmental crises including climate change. Over 1 000 volunteer experts contribute to CIE committees to develop consensus on scientific fundamentals and application guidance that is published in the form of technical notes, technical reports and international standards. Continuing advances in scientific knowledge provide the foundation for new and revised CIE publications. The CIE Research Strategy identifies the topics that researchers should study now, so that the knowledge is available to support and guide the next generation of CIE reports and standards. First published in 2015, the CIE Research Strategy received minor updates in 2019 and 2020. The 2023 edition is a major revision and reflects the CIE’s aim to contribute to the achievement of the United Nations 2030 Sustainable Development Goals (SDGs).
