General Background: Human capital development is a critical factor for national growth and competitiveness, influencing various sectors such as education and healthcare. Global approaches to human capital development offer diverse strategies and frameworks that can be adapted to national contexts. Specific Background: This article examines the global strategies for human capital development, with a particular focus on Uzbekistan's approach. It reviews the strategic goals and tasks outlined by Uzbekistan, especially in relation to its 2030 vision, and assesses their application across key sectors including education and healthcare. Knowledge Gap: Despite extensive research on global human capital development strategies, there is a limited understanding of how specific national strategies, such as those of Uzbekistan, are operationalized and their effectiveness in addressing sector-specific challenges. Aims: The primary aim of this article is to analyze and evaluate the global approaches to human capital development, assess the strategic goals and tasks adopted by Uzbekistan, and explore their implementation and impact across various sectors. Results: The analysis reveals that Uzbekistan’s human capital development strategy, as outlined in the Uzbekistan-2030 plan, prioritizes key areas such as education and healthcare. The implementation of these strategies has shown significant progress, although challenges remain in fully realizing their potential across all sectors. Novelty: This article provides a detailed evaluation of Uzbekistan’s human capital development strategy within the context of global approaches, offering new insights into the effectiveness of sector-specific implementations and their alignment with broader strategic goals. Implications: The findings underscore the importance of targeted human capital development strategies in achieving national growth objectives. They highlight the need for ongoing assessment and adaptation of strategies to ensure that they effectively address sectoral needs and contribute to the broader goals outlined in national development plans.

General Background: The rapid advancement of digital technology has reshaped the global hotel industry, enhancing service quality and operational efficiency to meet evolving customer expectations. Specific Background: In Uzbekistan, efforts to align the hotel sector with global standards have intensified under the "Digital Uzbekistan – 2030" strategy and the "Travel Through New Uzbekistan" initiative, aiming to attract both local and international tourists. Knowledge Gap: However, Uzbekistan’s hotel industry faces significant barriers, such as inadequate service quality, lack of skilled personnel, outdated regulatory standards, and limited integration of digital infrastructure. Aims: This study investigates the current challenges and prospects for sustainable development and digital transformation in Uzbekistan’s hotel sector, focusing on innovative approaches to improve service quality and operational effectiveness. Results: Findings indicate that although Uzbekistan's hotel industry lags in digital adoption compared to sectors like finance and manufacturing, there is a high demand for digital transformation to enhance customer service, particularly through digitized booking, integrated management systems, and expanded digital communication channels. Novelty: This study provides a comprehensive analysis of Uzbekistan’s unique barriers and opportunities, identifying specific digital strategies that can enhance competitiveness and align with global tourism standards. Implications: Integrating digital systems in the hospitality sector can increase customer satisfaction, attract international visitors, and support the broader tourism objectives of New Uzbekistan. By adopting best practices from international benchmarks, Uzbekistan’s hotel industry could strengthen its market position and contribute to sustainable economic development in the tourism sector.

As a key hub of the Belt and Road Initiative and an important gateway from Asia to Europe, Uzbekistan isan important participant in the China-Central Asia Cooperation Mechanism, and China-Uzbekistan economic and tradecooperation is of increasing economic and strategic significance to the development of both countries. Under the Beltand Road Initiative and the New Uzbekistan Strategy, economic and trade relations between China and Uzbekistan havecontinued to take new leaps forward.By comprehensively measuring Uzbekistan’s import and export volume, growth rate, bilateral trade commodity structure,trade openness, export similarity index and Lawrence index, this paper concludes that both Uzbekistan and China haverelatively high levels of trade openness, but Uzbekistan’s economic development is more dependent on foreign trade.Bilateral trade between Uzbekistan and China has a greater impact on Uzbekistan than on China, while the commoditystructure of Uzbekistan’s exports to China is highly volatile, suggesting that Uzbek goods are relatively uncompetitive inthe Chinese market. Uzbekistan’s imports from China are much larger than its exports to China, and there is some riskthat the trade deficit will widen year by year.

This study reflects a retrospective trend-oriented analysis of Uzbekistan&rsquo;s experience in designing national and regional development strategies.It is shown that due to the impact of objective factors, it took Uzbekistan, like most of the post-soviet era states, several years after receiving independence in 1991 before developing long-term national and regional plans, programs, projects and strategies. Since 1997 annual economic programs have been developed in accordance with the proclaimed by the country&rsquo;s leadership priorities of the national, sectoral or regional concentration of resources.However, the country&rsquo;s long-term strategy was for the first time substantiated and developed only in 2016&ndash;2017. Global trends that exert considerable influence on the economy of Uzbekistan, new innovative technological capabilities, the country&rsquo;s participation in the international division of labor and other factors were taken into consideration. The leadership of the country revealed those new opportunities that could accelerate the improvement of the quality of life of the population of Uzbekistan. It is these national interests that were taken into consideration in the elaboration and implementation of the &ldquo;Strategy of Actions in five priority areas of development of the Republic of Uzbekistan in 2017&ndash;2021&rdquo;. This Strategy defines the main goal, targets, perspective directions and priorities of further modernization of the country.As for regional strategies, until 2000 Uzbekistan had no experience in developing them; there was no strategic vision for the long-term territorial development. Still, certain attempts were made to propose regional long-term development concepts, but due to the lack of professionals on strategizing and insufficient involvement of trained specialists and scholars in this activity, outdated methods of developing these programs and plans were used. As a result, in most cases they remained unviable.Nevertheless, the accumulated experience shows that long-term national and regional development strategies are indispensable in enhancing the quality of life of the population and ensuring the development of the relevant priority sectors of the economy more sustainable and targeted. This experience has undoubtedly confirmed that effective management of the socio-economic development of Uzbekistan and its regions can be achieved if national and regional strategies for medium-term and long-term development are designed in such a way that they are based on uniform methodological approaches, correlate well among themselves according to their goals andtasks, and are provided with necessary labor, material and financial resources and, ultimately, allow to improve the quality of life of the people of Uzbekistan.

Agriculture plays a key role in the economy of Uzbekistan. Its importance is not limited to the goals of providing food to the population. This is reflected in the cultural heritage and traditions of the people of Uzbekistan in rural areas, in each region of Uzbekistan with its own characteristics and diversity. Today, agriculture in Uzbekistan in general, including cocooning, provides jobs and income to a significant part of the population and remains the driving force of the growth of the economy of Uzbekistan. At the same time, as the economy of Uzbekistan is gradually diversifying, this means that the agrarian sector and the cocooning sector must also be radically reformed, which encourages them to look for new opportunities for competitiveness and sustainable development in the domestic and foreign markets. This requires a new approach to the development of the industry. This article discusses the importance of the role of cocooning in the agricultural sector in the national economy, the strategy for the development of Uzbekistan’s agriculture for 2020-2030, selection and breeding in the development of cocooning, and the role of seed production. In addition, in 2018-2020, the results of the study of the correlation between the life span of butterflies and the valuable traits of their offspring at the Research Institute of Sericulture were cited. The use of the results in science and production practice, as well as the expected results, that is, increasing the quantity of cocoons produced, improving the quality and increasing the competitiveness, are highlighted by the authors.

The findings show that military-focused media such as "Border Guard" and “Companion” significantly reinforce patriotic ideology, public morale, and national unity. This paper also delves into the severe consequences of corruption for Uzbekistan's economy, governance, and society, emphasizing the critical need for robust anticorruption strategies. Leveraging India's proven insights, it meticulously dissects successful strategies tailored to the Indian context. This includes strengthening anticorruption laws, empowering anticorruption agencies, fostering transparency, promoting accountability, and engaging civil society. Recognizing that combating corruption demands a multidimensional approach, this paper advocates a holistic strategy encompassing legal, institutional, societal, and cultural dimensions. Through comparative analysis, this paper offers recommendations for Uzbekistan's anticorruption arsenal. Under the authoritarian regime of Islam Karimov, Uzbekistan has achieved independence and stability by exploiting its natural resources through a strategy of “staple globalism” and by balancing the great powers against each other. Since the breakup of the Soviet Union in 1991, the new regime first distanced itself from Russia and tried regional alliances, then accepted help from NATO, and most recently turned cautiously to Russia (and China). Throughout, Uzbekistan has managed to receive considerable assistance from international agencies and military aid from several outside powers, albeit relatively little private foreign investment, owing to its poor business climate. The country has been active in introducing innovations in various fields, from road transport technologies to biotechnology. The Republic of Uzbekistan is becoming an increasingly attractive destination for foreign investment. The country has a strong potential and abundant resources, both natural and human. By pursuing a consistent policy, the Republic of Uzbekistan is gradually beginning to assert itself on the world stage, and is striving to become a leader in Central Asia. Thus, the consideration of new projects carried out within the framework of innovation policy is relevant. The aim of the presented paper is to identify main innovation policy development trends in the Republic of Uzbekistan. To analyze the innovation policy of the Republic of Uzbekistan, the authors considered the Decree of the President of the Republic of Uzbekistan coordinating the activities of the Ministry of Innovation Development, the New Uzbekistan Development Strategy for 2022-2026, as well as local and Russian experts’ assessments. The research literature, mass media sources, public opinion polls and statistical data, as well as the legal framework were studied. In this paper a diagnosis of the Ministry of Innovative Development of the Republic of Uzbekistan has been made, and the key tasks and directions of the country’s reforms in this area have been identified. The main projects, which attract significant investments and introduce new technologies and personnel, are described.
