Abstract:
While state involvement is blamed for stagnation and economic disarray in most regions of the Third World, it has become fashionable in the last ten years to give the East Asian state credit for playing a positive economic role. Amsden (1979) argued that Taiwan was not the model market economy portrayed by its American advisors nor the exemplar of dependence portrayed by its detractors, but a successful case of etatisme. Even observers with a neoclassical bent(e.g. Jones and Sakong, 1980) recognized the central role of the state in Korea's rapid industrialization. Increasingly, these states were labeled "developmental states" and held up as models to be emulated by other aspiring Third World nations.

The aim of the paper is twofold: 1. to examine the identities and differences of the Chinese model of the developmental and entrepreneurial state ‘with Chinese characteristics’ with the general East Asian developmental state model, and 2. to derive some perspectives for the future of the particular Chinese model of the developmental state. The paper is structured as follows. The first main section briefly discusses China’s growth performance and policies since World War II with respect to the country’s development efforts. Subsequent sections analyse aspects of the particular economic development framework of China, based on an interventionist heterodox developmental state argument, and describe some critical development policy areas that emanate from such an argument placing great emphasis on industrial targeting while taking the country’s sociocultural and politico-institutional traits into consideration. Some conclusions end the paper.

Abstract As various studies have uncovered, a significant number of states in Africa remain in abject poverty and are underdeveloped, long after the end of colonialism. These degrading economic conditions are further reinforced by authoritarian political cultures, unending instability and civil wars. The few exceptions include Botswana, South Africa and Mauritius. To stimulate national economic and social progress, African countries have experimented with different development models. In this paper, we compare the developmental state experiences of Ethiopia and Mauritius. A qualitative research approach was used, and the study is based entirely on an analysis of secondary data sources. The analysis proceeds by using comparative techniques. The findings of the study reveal that though the employment of the developmental state model resulted in growth in both Ethiopia and Mauritius, the way in which they instituted key policies and institutions of the developmental state has been quite different.

Abstract:
India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. Chapter two of the paper looks at various models of understanding the nature of the Indian state and draw out three essential features: competing interest groups, how economic liberalization facilitates corruption and works against India’s aim of equalizing the capabilities and freedoms of all its citizens, and the role of the Indian state in development and how the failure to engage its citizens in the process has resulted in the current system. Chapter three looks at subsidies and cash transfers, discussing the problem of targeting and the design of programs. The fourth chapter, I share the methodology I used to categorize 581 centrally sponsored schemes. I did this to be able to disaggregate centrally sponsored schemes. For each scheme, I identified the state associated with each scheme, the target groups (intended beneficiaries) of each scheme, the types of benefits delivered, whether the receipt of the benefits were conditional or not, and the relevant policy areas of each scheme. I concluded that a closer look at the Indian state reveals that India may actually be more accurately identified as a developmental state which facilitates the enhancement of its citizens’ capabilities and freedoms.

Abstract:
South Korea underwent a period of high economic growth which propelled it from low to high income status in just a few decades. Instrumental in this process of rapid industrial transformation was the economic bureaucracy which formulated and implemented policies. This thesis details the role played by bureaucratic organizations in South Korea’s development and how they were able to formulate successful economic policies. In analyzing the economic bureaucracy in South Korea, a framework is used to determine its level of autonomy from special interests as well as the degree of public-private cooperation. The study finds that the high levels of corporate coherence and autonomy from special interests within the economic bureaucracy can partially be ascribed to the meticulously meritocratic recruitment and promotion process which was established prior to the first years of high economic growth. At a higher level of abstraction, the study concludes that South Korea benefited from having a strong imperative to develop its economy due to numerous external and domestic conditions. Although the level of applicability in other contexts is found to be limited, the emergence of a competent and relatively incorrupt bureaucracy remains one aspect which could possibly be reproduced elsewhere.

Abstract The article reflects on the progress the South African government is making in realising the imperatives of a developmental state. It examines contemporary engagements on the issue of a developmental state. At the outset, the article unpacks the theoretical antecedents of a developmental state to develop a framework for analysis. In the context of this framework, the article argues that a developmental state is premised on two dimensions, namely social and economic. These dimensions are used as a framework to understand how South Africa fares as a developmental state. In engaging with this question, the article makes an observation that, notwithstanding service delivery challenges in the country, the government is seemingly making significant strides in its attempts to realise the social imperatives of a developmental state. On the economic front, a similar deduction is difficult to make as debates in this regard are so polarised. The article recommends that research on Black Economic Empowerment and its impact in maximising citizen participation in the mainstream economy should be undertaken.

This thesis is intended to contribute to the discussion on China’s socio-economic development during the post-socialist period of reform and opening up. It is aimed at providing an explanation of the Chinese contemporary development trajectory, by establishing an institutional and policy model, which China is believed to have been following. This model is also believed to offer some general solutions to the underdeveloped countries in systemic transformation. The thesis argues that China’s post-socialist development trajectory has been determined by the provisions of the Developmental State (DS) model, as far as state development policies, state ideology, and state institutional arrangements are concerned, and to the extent, that China has become a genus of the Post-Socialist Developmental State (PSDS) model – this model being an alternative to the post-socialist neoliberalism. In the course of scholarly enquiry, China’s development trajectory is analysed against the paths of historical developmental states, and against the general and developmental aspects of the process of post-socialist transformation. I start by analysing the features of the historical developmental states and by investigating whether the provisions of the DS model are viable contemporarily and how the model extends to the discussion on China’s development. I then examine China’s post-socialist transformation, partly in its DS context. Next, I analyse the features of China’s development trajectory in comparison with the features of historical developmental states, as far as ideology and political and economic arrangements as well as state development policies are concerned. Finally, based on the previous analyses, I explain the DS-determined postsocialist development trajectory of China, address the causal relation between the DS institutionalisation and post-socialist transformation, and construct the PSDS model, as a general guideline for states in transition.

Abstract:
This dissertation addresses the question of whether the Thai state is already a developmental state or could readily become one early in the 21St century. To begin with it identifies the two principal conditions that have to be satisfied, namely commitment to develop and state capacity to influence development. The latter of ‘which in turn depends on the state’s general authority (legitimacy) and its general regulatory capacity. The focus of the dissertation is on the particular capacities that can be said to characterise a developmental state in the present era. These particular capacities are, first, the particular capacities providing the basis of industry policy as identified in the analyses of the earlier formation of developmental states by Chalmers Johnson and his successors and, second, certain complementary capacities which are required to meet the challenges of the twenty—first century. The body of the dissertation is an examination of whether, and to what extent, the particular capacities exist within Thailand or could readily be brought into existence. The dissertation further examines the commitment to development in Thailand through an examination of contemporary Thai polity and specifically the state’s ability, under a Thaksin administration in particular, to govern conflicts within the Thai polity in a manner consistent with broad development. It is recognised that insofar as the state’s capacity to influence development also depends on its general authority (the legitimacy of the state), that authority also is sensitive to its ability to govern conflict resolution. The dissertation ends by speculating about how different the commitment to development might be under another Democrat-led administration. The overall conclusion of the dissertation is that, while the Thai state does indeed possess critical capacities for the pursuit of industry policy, other essential capacities - fundamental and complementary — as well as legitimacy and commitment to development are weak and not obviously being strengthened. That being the case, it would only be wishful thinking to say that Thailand is already a developmental state.

Hundreds of individual sensors produce an enormous amount of data during developmental turbine engine testing. The challenge is to ensure the validity of the data and to identify data and engine anomalies in a timely manner. An automated data validation, engine condition monitoring, and fault identification process that emulates typical engineering techniques has been developed for developmental engine testing. An automated data validation and fault identification approach employing engine cycle-matching principles is described. Engine cycle-matching is automated by using an adaptive nonlinear component-level computer model capable of simulating both steady-state and transient engine operation. An automated model calibration process is also described. The model enables automation of traditional data validation, engine condition monitoring, and fault identification procedures. A distributed parallel computing approach enables the entire process to operate in realtime. The result is a capability to detect data and engine anomalies in realtime during developmental engine testing. The approach is shown to be successful in detecting and identifying sensor anomalies as they occur and distinguishing these anomalies from variations in component and overall engine aerothermodynamic performance.

Abstract:
Significant progress has been made recently in solar parabolic trough technology development and deployment. Part of this success is due to the changing world energy scenario and the recognition that viable renewable energy technologies can play a role in supplying world energy needs. Part is also due to ongoing collaborative efforts by industry and the Department of Energy’s (DOE) Concentrating Solar Power Program (CSP) to enhance the state of the technology in terms of both cost and performance. Currently, there are two trough concentrator projects which the DOE CSP program is supporting. One company, Solargenix, is developing a design to be used in a 64MW plant outside of Boulder City, Nevada. This design is based on the original LUZ LS-2 trough concentrators employed at the Solar Electric Generating Systems (SEGS) plants in Southern California. Another company, Industrial Solar Technology (IST), is working on a scale-up of their design used historically for process heat applications. Very different from the LS-2 approach, this design is still in the research and development stages. One way in which the DOE CSP parabolic trough program assists industry is by providing optical testing and qualification of their concentrator designs. This paper describes the Video Scanning Hartmann Optical Test System (VSHOT) used to optically test both of these designs. The paper also presents the results of tests performed in the past year and what impact the testing has had on the developmental direction of each design.

This multirotor UAV design has tilt-enabled rotors. It utilizes the rotor force magnitude and direction to achieve the desired state during flight. The control policy of this robot is learned using the policy transfer from the learned controller of the quadcopter (comparatively simple UAV design without thrust vectoring). This approach allows learning a control policy for systems with multiple inputs and multiple outputs. The performance of the learned policy is evaluated by physics-based simulations for the tasks of hovering and way-point navigation. The flight simulations utilize a flight controller based on reinforcement learning without any additional PID components. The results show faster learning with the presented approach as opposed to learning the control policy from scratch for this new UAV design created by modifications in a conventional quadcopter, i.e., the addition of more degrees of freedom (4-actuators in conventional quadcopter to 8-actuators in tilt-rotor quadcopter). We demonstrate the robustness of our learned policy by showing the recovery of the tilt-rotor platform in the simulation from various non-static initial conditions in order to reach a desired state. The developmental policy for the tilt-rotor UAV also showed superior fault tolerance when compared with the policy learned from the scratch. The results show the ability of the presented approach to bootstrap the learned behavior from a simpler system (lower-dimensional action-space) to a more complex robot (comparatively higher-dimensional action-space) and reach better performance faster.

This study presents a new device prototype for visualization of physical effects associated with large-scale cryopreservation—the preservation of tissues at very low temperatures. Cryopreservation represents the only method for long-term preservation of biomaterials. While techniques for cryopreservation of single cells and small tissue structures are well established, cryopreservation techniques for bulky tissues and organs are still at the developmental stage. Critical to the success of cryopreservation is the control of ice formation—the cornerstone of cryoinjury. One of the most promising techniques for large-scale cryopreservation is known as vitrification, where the crystal phase is suppressed, and the biological material is trapped in a glassy-like state (vitreous in Latin means glassy) [1].

Abstract:
The production of pharmaceuticals from human plasma that are useful in the treatment of bleeding disorders had its beginning with the development of the Cohn fractionation procedure in the 1940's. As a result of these advances, concentrates became available for the treatment of the hemophilias. Although of low purity and subject to contamination by hepatitis virus, the availability of these compounds resulted in dramatic improvements in the life expectancy and quality of life of afflicted individuals. The numerous problems associated with production of pharmaceuticals from pooled plasma made these products obvious goals for recombinant DNA technology as soon as the commercial aspects of the field became apparent. The subsequent contamination of blood products with the AIDS virus has resulted in an urgent need for a production source that is independent of human plasma. Several industrial and academic laboratories have cloned the cDNA's for human factors VIII and IX. In addition to these proteins, the utility of factor Vila in the treatment of hemophiliacs with inhibitors has shown promise. Efforts to develop a recombinant preparation of factor Vila are at a comparable stage of development as factors VIII and IX. Continuing efforts have resulted in the successful expression of these recombinant proteins in mammalian cell lines, thereby successfully completing the first steps of commercial development.Although much interest has focused upon the theoretical superiority of recombinant proteins as therapeutics, one must keep in mind that there are numerous developmental aspects of large-scale production and regulatory issues that must be addressed and solved before these drugs will be available. The coagulation proteins are complex glycoproteins that will in all probability require mammalian cell cell culture in order to produce functional proteins. The fact that these preparations will be administered over the lifetime of the patient serves to reinforce that the recombinant products be as similar to the natural proteins as possible, further supporting the concept of mammalian cell expression systems.Regulatory approval of a recombinant product are fundamentally no different than those for any other product in regards to efficacy, potency, purity, and identity. There are, however, additional considerations that must be addressed in the production of recombinant cell culture derived biologies. These relate to the possible presence in the final product of pathogenic and tumorigenic agents, and possible contamination by cell culture and cell substrate compounds. A detailed characterization of the production cell line will therefore be required, including identification and characterization of any associated viral particles. These cells must be capable of being reproducibly grown, while maintaining protein production, on ascale (tens of thousands of liters) suitable to meet the market demand of the specific protein. Apurification process must be established capable of handling the resulting large volumes of feedstock, generating a protein preparation of high purity (greater than 99% pure). Numerous assays must be developed to quantitate the purity and identity of the resulting recombinant pharmaceutical on a lot by lot basis.Studies to date have shown that recombinant forms of factors VIII and IX, produced by laboratory processes, are very similar to the plasma-derived forms as assessed by a variety of in vitro and in vivo tests. Although these results are promising, the ultimate safety and efficacy testing of these drugs will have to await the initiation of human clinical trials. Such studies will have to await the successful completion of the certain regulatory concerns. Clinical trials should begin within the near future, hopefully leading to a source of these products independent of pooled human plasma.
