In a bio-economic and socio-economic approach is postulated a double embeddedness of the economy in the social and social in the environment. From the survey results and theoretical analysis will be presented a monetary scheme able to support local sustainable development. Full textThe Grenelle on the environment modifies the actions and projects of the local authorities. They have to meet objectives, without having the necessary budgetary means. This thesis sets out the objectives imposed on the local authorities by the law. The previous long-term actions of sustainable development are recalled. Part one deals with sustainable development, the international recommendations and its local implementation, where the local authorities play a leading role. Examples of actions in favor of communities, prior to the Grenelle on the environment, are analyzed. Part two deals with how local finances have been affected by these sustainable development policies. The local authorities have a limited scope of action; between compulsory revenues and expenditures and the reduced State participation in co financing of the actions imposed on the communities. Tools at the disposai of local authorities can help. There are many partners. Finally, the State should not only create laws, it also needs to provide the financial support for the priority actions which are imposed

Full textGiven the large diversity of situations characterising the different territorial sub-state components of the European Union (EU), community law incorporates various possibilities of legal territorial differentiation. Far from hindering the integration process, differentiation between territorial sub-entities of EU member states allows to continue that way, while supporting the effective implementation of EU law. From this perspective, two main methods of dealing with territorial diversity can be identified. On the one hand, a method takes into account ad hoc territorial specificities through the authorisation of differentiated rules adapted to each particular case. The other method is one of rationalised diversity management, based on the categorization of territorial components for the definition and implementation of policies with a strong territorial dimension. The latter favours a clearly positive and definitely objective approach for legal territorial differentiation. Nevertheless, new methods for the differentiated management of territorial diversity must be envisaged, as part of a process that favours planning and the balanced and sustainable development of the EU, linked to the repeatedly stated objective of its territorial cohesion. Respecting local and regional contexts and going beyond sectoral thinking, the various EU policies should be more coherent, particularly those with important geographical implications. In this respect, it is essential that the different actors of territorial development, both at a horizontal and vertical level, cooperate and consult each other. Considered a more general and flexible component of EU law, intra-state differentiation progressively enters the framework of this quest for coherence and better territorial governance within the EU. As territorial diversity grows in line with EU enlargement, the enrichment, diversification and improvement of legal differentiation methods, in relation to a synthetic vision of this large entity, gradually benefit its awareness as a European territory, well beyond its infra-state components

Full textTwo milestones guide the implementation of local sustainable development by local governments : first each local authority must conciliate sustainable development pillars on its territory ; then this approach must be integrated with the one of the other local authorities. Only then can local sustainability management be overspread and harmonious. However, the lack of legal constraint imposing the implementation of these milestones has two consequences: on the one hand, Sustainable development norms can be adapted by local authorities to the specificities of their territories, on the other hand, other local authorities do not apply these rules or only partially, taking advantage of “soft law”. Those diverse levels of commitment to sustainable development norms disrupt the territorial cohesion and solidarity that should be part of the notion of sustainable development. In the actual state of law the implementation of sustainable development norms by every single local authority is unattainable. There are nevertheless legal means to enforce sustainable development norms beyond the circle of willing territories. But these means are not completely effective. Therefore, in order to make every local authority apply sustainable development norms, some changes have to be made to the existing Law. The first pillar must become a standard so that local authorities won't be able to ignore sustainable development norms anymore, only to adapt it to their local specificities. Moreover,decentralization would lead to a better articulation between each local governing body, therefore allowing forbetter respect of the second pillar of sustainable development. Finally a better financial redistribution between those local authorities would support these legal changes

Full textThe french local governments seized the opportunity offered by the law setting up the decentralization to lead by foreign local governments or authorities to pursue their local development and answer certain needs. The implementation of a policy of decentralized cooperation requires a state frame as well as a legal frame and adapted instruments. The state frame intervenes through the head administration, the being not concentrated administration and certain french bodies. However the decentralized cooperation has real reach only if the legal frame foresees the possibility for the local governments to participe in actions with foreign homologues. The french law authorizes local governments lead actions of cooperation but puts certain limits. The practice also imposes to differentiate the levels of cooperation, the cooperation for the development, the cooperation within the framework of the european Union and the cross-border cooperation, this last one crystallizing the legal problems. In this context the Concil of Europe attempts to propose solutions to States and local governments in the community interregional and cross-border frame. States try of settle themselves the problems put at the cross-border level by setting up communittees and by signing treaties negotiated by border. The realization of the actions of decentralized cooperation requires the creation of institutions and legal structures ; institutions are generally informal bodies to which the objective is to move closer to the partners ; the legal structures give concrete expression to the actions through bodies endowed with the legal personnality and to which local governments can within the framework of their internal law delegate certain competence

Full textEnvironmental concerns and sustainable development have been progressively creeping into studies and documents on city planning; just how these themes and preoccupations came into being over the course of time must be made clear. The rise of sustainable development is here analysed through texts produced in the field of city planning and environmental law, and through the urban policies developed in the Maritime Alps over the last half-century. Many are the themes that constitute the notion of sustainable development, themes that were present in city planning discourse well before the notion appeared as such; its significance stands out all the better when compared to the practices in city planning engaged in during two distinct periods: the one preceding the emergence of sustainable development and that which explicitly integrates this norm. The issue developed puts political power at the heart of the analysis: the social norm of “sustainable development” has legal effects and constitutes an essential element of a political strategy that best serves the middle classes. For half a century, a major part of the latter population group was able to pass from the mere dream of a lifestyle organised around individual home ownership and the realisation of that dream: henceforth, it is paramount to protect this “established right” rather than to continue “wasting” that space. Two elements of this strategy of sustainable development appear to be particularly significant: transfers of powers and inter-municipal links, on the one hand, and new conceptions of urban densities, on the other hand; both will give rise to relative analyses of agglomeration of the French Riviera, and notably the lower valley of the Var comprising an Operation in the National Interest (OIN/ONI Eco Valley). This will provide the opportunity to notice that the local power of the French State, far from becoming reinforced, on the contrary, is fading out in the redistribution that is taking place; thanks to inter-municipal links, the power of large towns has not stopped growing to the detriment of the smaller ones. Also bound by the main objective of sustainability, the EC promotes stability and democratic governance by objectives through its global and pregnant juridical order. The EC can use the law of the sea in the areas it encompasses to strengthen European identity by integrating any object concerned by the sea and its law. Through a cybernetic frame, the integrated management of coastal zones (water, environment, fishery, navigation) may contribute to a coherent control of decentralised public policies. However, one can say that microfinance is actively involved in the fight against poverty in Senegal? The micro loans promote local development: they encourage merchants, artisans and entrepreneurs to transform their local micro projects and we know that these small projects have a ripple effect on local economy first and then on the economy all of the country. Full textAt the turn of the 2000s emerged within the European Union (EU) a debate on corporate social responsability (CSR), placed on the political agenda after the Lisbon European Council of March 2000. The definition of CSR given by the Commission in the Green Paper published in July 2001 is as follows : "a concept whereby companies integrate social and environmental concerns in their business operations and in their interactions with their stakeholders on a voluntary basis". A consultation process is launched, the prospect of a legal framework is considered, a stakeholder forum is established. The thesis proposes an analysis of how the UE and its institutions have captured the phenomenon of CSR. It identifies the various elements of context which led to European action in the matter and said what the main thrusts of this action were. Are also presented the achievements of European law in areas related to CSR and the limits that the action has encountered ; it is explained how reflections on the new European governance and the changing methods of EU action have contributed to the gradual sinking of the debate on establishing a legal framework for CSR

Full textThis thesis studies the household waste management in the Moroccan cities. It explores the subject, identifies some anomalies and offers some cures. It is structured in three big parts. The first one is a global approach and it analyses the social and environmental deficits of Morocco today. It underlines the lack of the household waste management. This critical analysis of these two dimensions of “sustainable development” finds its deepening in the second part (territorial approaches) which approach is both empirical and territorial. Two large territories, those of Rabat, the capital of the Kingdom, and Agadir, South Morocco metropolis are analyzed with empirical inquiries and observations. The approach adopted aims at identifying better the failures of the local public policies in waste collection and processing, as well as the modes of reactions of the actors with respect to their social environment. This research wants to be close to the actors and the territories. It highlights the importance of the peculiarities of each site, because the future reforms and projects must be based on them. This is the only way to obtain a better adhesion of the actors concerned : the inhabitants, the local communities, the entrepreneurs and the associations. This form of participative governance is the center of the demonstration. The third part (theoretical approaches) deepens the theories of the territory and of the site. And it reinforces the scientific relevance of the empirical demonstration proposed

Full textEntrepreneurship is a concept which enjoys an interesting popularity at the level of research as well in practice. This research examines the major figures of the entrepreneur which are mobilized by economic changes. The objective of our work is to construct links between the conceptual dimensions and the contextual events which took notice of the return of the entrepreneur. In this research, we aim at exploring specific forms of entrepreneurship based on a historical perspective combined with a dynamic vision. Therefore, this thesis presents a synthesis of the genesis of the research in the field of entrepreneurship. In the context of local development, a particular form of entrepreneurship presents an interesting way which takes into account more purposes than traditional entrepreneurship does. We will see that the new relations with space and time induce a more collective entrepreneurship based on accessibility rather than proximity. For fifteen years, we have noticed new developmental practices. The latter which are founded on the spatial concentration of small but strongly interdependent businesses, generate various processes of development. Questioning these processes and showing how they carry a different approach to development in the southern cities, is essentially the objective of this thesis. The case of Sfax is considered here. Based on applied research, we analyze the economic dynamics of this region as well as the link between entrepreneurship and job creation by means of contextual factors which favor the spin-offs of businesses and enable cooperations to practice competition

Full textParticipation of civil society in development activities is widely recognised as a central element for poverty reduction and a pillar of governance. A major challenge today is to find ways of guaranteeing efficient, inclusive and sustainable participatory mechanisms. The institutionalisation of participation can address these requirements. This study aims to identify and discuss the measures that ought to be taken in this endeavour and focuses on the role of Law in the process of institutionalising participation. The study highlights the central role of the legal framework in fostering an enabling environment for participation, namely by guaranteeing rights, setting up spaces and defining rules for civic engagement. However, the legal dimension can only constitute one aspect of the institutionalisation process. Other elements such as the strengthening of capacities of both civil society actors and public authorities are equally important. Senegal constitutes the main case study of this analysis. Several initiatives have been taken in this country towards institutionalising participation in various spheres, including the PRSP process and the European cooperation policy, as well as national sectorial education and rural development policies

Full textThis dissertation focuses on the development of a powerful idea in transnational space – referred to here as a “world myth” – and demonstrates the effect of this myth on contemporary organizational structures and discourses. My research takes the environmental movement in the twentieth century as an object of study, examining the effects of this movement within the context of urban governance. There are three theoretical pillars which comprise the dissertation: The first is the literature on path generation, which frames the transnational emergence of environmentalism as a process of negotiation around meaning. The second pillar is based on the concept of regime intermediation, illuminating the mechanisms and actors behind myth diffusion to local actors. The final chapter is founded upon a theory of organizational narratives, highlighting how new organizations legitimate their founding principles – and indeed their very existence – through a strategic combination of local and transnational discourse. These three papers all employ qualitative case study methods, oriented around a process thinking approach. The first chapter is based upon a conceptual genealogy method, identifying changes in meaning contained within key texts at specific junctures in time. The second chapter employs a historiographic archive analysis of organizational reports, to trace the strategies of one influential intermediary charged with diffusing environmentalism to local recipients. The third chapter uses a contrast of contexts approach to highlight the similarities and differences between narratives in two of the largest urban sustainability projects in the world. The objective of this dissertation is threefold: First, I demonstrate how a taken-for-granted aspect of organizational governance is not a static outcome of a rational institutionalization process, but rather a malleable product subject to ongoing discursive negotiations. Secondly, I highlight the impact of a transnational myth upon local organizational discourse and narratives, and identify how a myth can be used as a strategic resource to build legitimacy. Finally, I illustrate the feedback that local adaptation provides for transnational level discourse, defining the transnational conceptualization of the myth over time

Full textPolitical strategies have been renewed regularly to better respond to climate issues, across international, national, regional and local levels. Within those politics, renewable energy projects caught my attention. Developed in the XIXth century, this project was implanted to uncross the climate change. Therefore, the research aims at understanding how wind power plants interfere "positively or negatively" with place-based territorial constructions. The point is to address the trade-offs between spatial equity and intergenerational equity, which are the core of sustainable policies. I choose a territorial approach of sustainable development to better respond to the core aim. I think this approach contributes to renew the sustainable studies in urban planning. Consequently, in my first part, I settle the sustainable studies in territorial context by mobilizing sustainable territorial development concept. In the second part, my interests focus on wind farms projects; reconsidering such projects is to get some perspectives towards the territorial projects and sustainable policy particularly in micro-territory in rural area. The finding was a concept of “negotiated territory” without distinction between planning in rural or urban area. The third part, tried to understand the stakeholders implementation in sustainable decision-making process. With our territorial positions (conscious or not) they're because of territorial effects. These reactions are reflecting a new interest to the territory, a new links to the local communities, necessary to conduce territorial sustainable development projects

Full textTerritorial Resource, yet little used in the geographical analysis, reveals the importance of mobilizing local resources in the establishment of a development project. Its development process is based indeed on a “basket of wealth”, some of which are enhanced by the “patrimonilisation” in a particular development context. Supplemented by a specific organization of actors, it is an element promoting the integration of sustainable development in local projects. This constitutive process then is flexible enough to adapt over time, even if it remains dependent on the willingness of local actors. The Bigourdan context allowed to test the tools developed for this research, including a territorial diagnosis based on the analysis of vulnerability to climate change and the identification of territorial resource, as well as the adaptation of the product life cycle analysis to local project

Full textSustainable neighborhhods are increasingly numerous, are in a position to question the urban planning principles applied in Europe for sorne forty years now. This Thesis effort is about the planning process of sustainable urban neighborhoods, analyzed as a process ofterritorialisation of sustainable development. We propose the hypothesis that these local initiatives, even ifthey are still in the minority, contribute nonetheless to sorne fresh thinking about urban planning. Two European neighborhoods are analyzed, observing more precisely what connections there are between the environmental quality extolled in these neighborhoods and the social reality which takes shape there, in the same time and way. Based on the analysis ofthese areas the thesis wonder about the two principle aspects of this connection: on one hand, on the action of the inhabitants about their environment and, on the other hand, about the importance of place, of spaces for living: how is it perceived today in development planning? This importance of place, will it be characteristic of a new trend in urban planning?

Full textIn its essence, it is situated at the point of encounter between two close but distinct disciplines; economics and management. More specifically, based on our academic background, and career, we focused our research efforts on mobilizing the concepts of strategic management for the benefit of an economic reflection dealing with the issue of sustainable territorial development in a mountainous region of Lebanon, namely the case of Kfardebian-Faraya. Taking into consideration the growth of environmental concerns and ecological anxiety, great importance is given ubiquitously, today, to the mode of utilization of natural resources, particularly those exhaustive or, in any case, considered as such. As generally known, tourism occupies a central position in the economy of many developing countries; Lebanon is not an exception, where it represents, in some years, more than 30% of the GDP. However, beyond its undeniable contributions in terms of production, employment, income, etc., the tourism dynamics in Lebanon revealed some drawbacks at economic, social and environmental levels. These limits are due mainly, in our opinion, to an irrational (not to say irresponsible) approach of managing local resources, as well as to a relative absence of rules that govern the performance of tourism professionals and the other players involved, in a way or another, in this activity. Through the analysis presented in this thesis, our effort has been to defend the principle of strategic management as a relevant mode of exploitation of local available resources, the aim being, in our case study as in others, a sustainable territorial development, integrating the economic, social and environmental dimensions, and based on the joint efforts of all local players. In this context, the field of empirical analysis that we have chosen, Kfardebian-Faraya, seemed to be particularly interesting; not only that this territory is located in Mount-Lebanon and characterized as a specialized touristic zone, but also, some tourism professionals present on this territory (Mzaar company that manages the ski station Mzaar, the Hotel Intercontinental Mzaar, the Village of Faqra Club...) are engaged in a process of strategic management (considered sustainable) of local resources. The results reached at the end of our research show that extending the concept of strategic management of resources from the enterprise level (micro-level) to the territory level (meso level) is of real relevance. As part of a territory project, integrating the economic, social and environmental dimensions, and integrating the different local players in a collective process of management, is a conductive approach to dynamism and sustainable territorial development. In the specific case of Kfardebian- Faraya, this dynamism may take place only under the guidance of the two municipalities which, as a fundamental actor, are able to promote participatory governance across the territory

On the geographical level, Lambarene occupies, a strategic position; it is the node of relation, the crossroads of communication networks road and river. Its central position and its economic assets explain the surge of the populations of various national and foreign origins. The multiplicity, the mixing and the diversity of those make of Lambarene a genuine melting-pot. With the economic plan and industrialist, whereas the small towns are in general mono-industrial, Lambarene is pluri-industrial. This character pluri-industrialist is due to a large number of foreign companies which strongly take part in the development of this urban area. The presence of these multinationals is revealing anchoring and opening of Lambarene to globalization. The interest of this study is articulated around the double demographic and economic dynamics which underlies the development of Lambarene and in fact an economic pole of importance in Gabon

It’s at the cross of three volets, each of them answers to crises that impacted the contemporary world : social, economic and environment. But, the environment one is cheerfully used by social actors, at social one’s expense. Nevertheless, this volet is essential insofar as a reform of power relationships is necessary to ecological crise’s solution. But, if the social volet is silent to the advantage of the environment volet which is verbalized, the society which leans against a “sustainable development” is reduced to “respect the environment”. It follows that social relationships are naturalized, and above all the more natural of them, social relationships of sex. Far from a reform of social relationships, sustainable development generates a naturalist revolution of sex and gender.We studied social representations of sustainable development into a french local authority to come to light their dynamic. Indeed, this former is exemplary in sustainable development empowerment. Otherwise, it’s made of a strong dichotomy between technical and administrative departments, which is sexual because the first is composed of men and the second of women. We’ll see how sustainable development’s objectivation in environment confirms the domination of technical and men on administrative and women, and moreover a naturalisation of social relationships of sex

Full textBaltimore is part of the big American metropolises committed in a race for sustainable development. Traditionally a democratic stronghold, with a majority of city dwellers who are poor Afro-Americans, and harshly battered by the industrial crisis and the economic recession, Baltimore City is the perfect laboratory for urban planning projects experimenting sustainable development. Furthermore, with regard to its economic and demographic characteristics and the importance of segregation in the city, the social dimension of sustainable development and the issue of environmental justice are at stake. Since 2000, the Mayor and the City Council initiated two ambitious projects integrating the various aspects of sustainable development (« sustainability », « livability » and « smart growth »), which are all belonging to « green politics ». These efforts are focused on East Baltimore and West Baltimore, two huge ghettos surrounding the financial district in the downtown area. The core of our analysis concerns two projects of green politics (the rehabilitation of a part of the East Baltimore ghetto through the Grand Piano; the Red Line, a train connecting the ghettos, some industrial wastelands and the Central Business District). Through these examples, we will put under study the types of urban governance and urban regimes at work, and the role played by the different stakeholders (« anchor institutions », philanthropic foundations, public actors and neighborhood associations). New forms of citizenship may appear with unheard modes of participation to sustainable urban planning. Sustainable development may be an opportunity to improve the living conditions in the ghetto and fight against poverty and social and environmental injustices. The seamy side of the story may be a racialization of sustainable development nourishing gentrification, creating new forms of segregation and bringing about the death of the ghettos

Althought tourism has established at TG-CH since 2010, it, in fact, has not shown as an effective tool for poverty alleviation. This research is aiming to a sustainable development of the area through analysing various factors. Analysises on the impacts of tourism and the involvement of local community in tourism have a very strong connection with the community perceived value in tourism. Specifically, a proposal for a model “tourism in the ghost town” at TG-CH would bring a unique aspect of a lost world which could not even be in the mind Thừa Thiên Huế authorities. Full textMicrofinance in Egypt and in Tunisia as well has been given for decades an answer to the permanent need from populations that are excluded from the formal banking system. These populations have no other sources of finance than that of microfinance. These funds are mainly, microcredit, savings and insurance. Our research questions the influence and the capacity that microfinance exerts upon both countries especially on their participation to another development mode, local and socially sustainable. To address these questions we adopted a hybrid methodology (in depth documentation, interviews and surveys with questionnaires).This method has permitted to shed a better light on the microfinance issue through a typology of microfinance institutions and through their ability to meet the demand from the populations of rural and suburban areas in Tunisia and Egypt. Our main theoretical contribution is to make it clear that this whole set of elements allows an analysis about the impact of microfinance on development. Full textABSTRACT This research has the ambition to revisit the theories of social action, social capital and those of the territory-actor to capture the dynamic interactions of actors and territories under the territorial development. The need for articulation between theory and practice is also taken into account through the analysis of lessons learned from the Support Programm for Small Local Irrigation (PAPIL) in the light of the above theoretical approaches. The implementation of PAPIL which aims to support people in building a project of sustainable and inclusive territory in a collective perspective and relying on local resources, is in the need to anticipate to accompany the changes taking place at "local societies plagued by de-structuring and restructuring." In its approach, the project is part PAPIL new generations in local development. It aims to encourage and facilitate locally common and shared willingness to emerge a draft territorial development and wealth creation. The geographical scope of the study consists of Fatick, Kolda, Tambacounda, Kédougou considered among the poorest in Senegal about 80 000 km2 and a population estimated at about 2,209,511 million in 2013. The PAPIL intervenes in those territories that have values, beliefs, an experience that must necessarily be taken into account. The social and societal dimensions are decisive in the formulation and implementation of a local development project. In this context, these territories were analyzed from four identity components on which exercises the lever of governance namely the societal, social, international and government / NGO / project. This research has identified for each territory, the actuating levers to implement optimally a local development program. It is also a step towards greater autonomy regarding the management of Corsica, as well as larger recognition of its identity.This context is conducive to implementing an ambitious and pro-active process of sustainable enhancement of both the tangible and intangible heritages of Corsica. Full textDue to the persistence of socio-politico-economic multifaceted crises and the inefficient of the centralized of the practice development management issues to curb the underlying causes, Burkina Faso like many sub-Saharan African countries were obliged to adopt new political reforms. These reforms which are more opened to the promotion of the democracy and the sharing power between the state and other actors are perceived as adequate ways to improve governance at the local level and as a catalyst to establish the most solid foundation for development. It’s in this objective that the process of decentralization was promoted by the governmental authorities. However, these decentralization reforms are imposed by governmental authorities and actors in charge of the implementation of development policies as a way that must allow the more effective implementation of sustainable development. It’s the turn of this problem of correlation between the process of decentralization and the sustainable development that have organized the work of our thesis. The methodology of research which combined qualitative and quantitative approaches has allowed collecting important information and data on theoretical and practical aspects of the experiences in six rural communities in the Northwest Region of Burkina Faso. Full textThis dissertation is about two local community development associations strongly bound to one another and being showed in their local context of a rather typical village in southern Egypt, the least developed region of this country. This research refers to development sociology and sociology of organizations. It is distinguished by an innovative use of the social configurations concept introduced by Norbert Elias. Using participant observation, which is a methodology used for the first time in studying Egyptian rural organizations, as well as using complementary data gathered by interviews and quantitative files, two types of social configurations are examined. The first refers to social configurations internal to the village and to the two associations and comprises social interrelations related to territorial aspects, to families, to economy, to relations between men and women, to religion and to local politics. The second type, external social configurations, allows the study of interrelations and tensions in regard to different public and private organizations in partnership with these associations. This dissertation contributes to better knowledge of this type of organizations having significant role in community development, particularly by showing the importance of the power games studied in regards to established relations with other local bodies and with external actors and the key role of people responsible of these associations as mediators between internal and external configurations as well as between private and public partners that can collaborate in an often surprising ways

Full textThis thesis is a contribution to reflections on the local development of marginalized areas. The objective is to identify through economic criteria , social and cultural indicators and associated types of effects induced by the development of heritage tourism in the territory of south-eastern Tunisia. The economic benefits created by Ksour (typical monuments of southern Tunisia and purpose of our research) depend on the ability of this heritage to attract visitors and his ability to encourage local investors to help finance backup this patrimony. In economic terms, the value of heritage is its attraction value and its power to induce a monetary contribution to its users in order to safeguard it. Our proposal is to involve all stakeholders in heritage preservation. This research has helped identify ways of thinking about new strategies for valorization and safeguard of local heritage. A monetary contribution of all professionals and pricing for access to the monuments of the region for tourists will involve all stakeholders in the development of this area. The estimated potential monetary contribution reflects, in some way, the value given to these heritage sites. Our proposal for the establishment of a fee for use of patrimony by the professionals, and practice of municipal pricing for access to ksour, until now free, have been fairly well received by respondents. The new revenue will be used for maintenance and enhancement of the patrimony of the region

Full textInvestment in low carbon infrastructure is considered an important component of the fight against climate change. The mechanisms of climate regulation (such as carbon offsets) transfer to project developers the risks associated with reducing emissions of greenhouse gas (GHG) emissions, i. E. Operational and technological risk, or risks associated with the environmental monitoring and the regulatory mechanism itself. The success of projects depends importantly on the risk sharing arrangements between the private and public partners. It is shown that the delegation of tasks between the partners can create risks that affect the environmental effectiveness and economic efficiency of the project. For a sample of landfill gas flaring projects financed under the Clean Development Mechanism, it is shown that the outsourcing of the provision of technology creates additional risks. The outsourcing of the development of the official project documentation required by the UNFCCC and the separation of the operation of the landfill and the CDM project development appear to be manageable by risk sharing arrangements

The main finding of this study showed that todevelop the effective entrepreneurial leadership for sustainable performance, theentrepreneurial leadership needs three principles; Cognitive ambidexterity, SEERS (social,environmental, and economic responsibility and sustainability), and self-and social awarenessas the principle of Greenberg et al. (2011). However, in Cognitive ambidexterity aspect couldsubstitute by using the effective consultant teams.
