Abstract:

This article first explores the manner in which the colonial and postcolonial state in Côte d'Ivoire has sought to develop and animate rural cooperatives as a means of effecting change in the countryside. It then examines the local realities that the state has encountered in its attempt to organise and control rural cooperatives. In particular, the article shows how ethnicity, age, and contrasting economic interests have undermined state efforts to create sustainable and effective rural cooperatives at the village level. Finally, the article looks at how structural adjustment has led to the retreat of the state and the emergence of a more pluralistic environment in which different rural associations are now competing to represent the interests of rural producers.

SUMMARYImproving farmers’ knowledge of new technologies and creating conducive learning opportunities, with particular attention to the marginalized poor (women and youth), are major factors in the move towards sustainable agriculture. To explore the gender gap in agricultural knowledge acquisition and adoption in West Africa, we used baseline data collected in 2013 and 2014 in five countries (Benin, Côte d'Ivoire, Niger, Nigeria and Togo) with 499 surveyed households. The t-test and Kruskal–Wallis test were used for analysis. The most quoted source for acquiring knowledge on rice farming methods was ‘other farmers’, showing the importance of social capital for rural African farmers. In Benin, a gender gap was noted in rice farmers’ access to agricultural knowledge sources, with women being more advantaged. In Côte d'Ivoire, Niger, Nigeria and Togo, no significant gender gap was observed in rice farmers’ access to agricultural knowledge sources. Regarding the level of knowledge and use of rice farming methods in Côte d'Ivoire and Niger, significant gender gaps were observed. The gender approach to rural development is having impact in West Africa with regard to farmers’ access to agricultural information. However, interactive rural learning approaches (such as farmer-to-farmer video) need to be resorted to make the technologies’ principles well known and improve the ability of marginalized poor to adopt and or innovate with local or limited resources. This study leads to a better understanding of the relationship between gender, knowledge and use of agricultural technologies in order to enhance marginalized farmers’ adoption of improved innovations.

Abstract:

The cashew sector has been booming in Côte d'Ivoire for the last three years. In the face of international competition, it appeared important to improve the performance of producers in order to maintain the comparative advantages of Côte d'Ivoire. In this perspective, the agricultural advisory project was set up to train cashew farmers in good practices. This study aims to evaluate the impact of this project on their performance in terms of returns. The data used for the analysis come from the survey conducted by the National Agency for Rural Development (ANADER). The average effect was estimated trough the propensity score matching method by using the kernel method. The results reveal that the advice and training support of cashew producers has led to a significant increase in yield of 22.4% on average.

Dans le Sud-Est de la Côte d'Ivoire le début des années soixante est marqué par la tentative de sécession du Sanwi et ses retombées. Le roi du Sanwi, décidant de se détacher de l'Etat ivoirien qui vient d'accéder à l'independance, est allé avec ses partisans s'établir au Ghana où il a formé un gouvernement provisoire. II donne légitimité à ce mouvement en faisant référence au traité d'alliance qu'un de ses prédécesseurs Amon Ndiffou avait signé avec la France, représentée par Fleuriot de Langle, le 4 Juillet 1843.L'érection du Sanwi en Etat indépendant est le signal d'une sévère politique de répression qui s'abat sur les Anyi de la région. A Aboisso régne le sous-préfet Haccandie qui met en place un réseau d'agents de renseignements dans un pays où les villages et les families sont profondément divisées par ce qu'on commence à appeler “I'affaire du Sanwi”. En outre les crédits affectés à la région sont drastiquement réduits. Or antérieurement le Sanwi avait été le premier pôle de développement de la Colonie, dotée d'un important réseau routier pour l'écoulement des “produits” (café, cacao) et d'équipements sanitaires et scolaires. Et brusquement ce pays, d'où était issue une élite de lettrés et de fonctionnaires, se trouve déiaissé, voire sacxifie, au bénéfice d'autres parties de la Côte d'Ivoire.

Abstract:This paper considers implications of the neoliberal shift for forms of national integration that were achieved during the era of state-led development. These national integration strategies (1960s–1980s) helped define and manage regional competition within the juridical boundaries of the territorial state. In today's “open economy” settings, old strategies of national integration are difficult to sustain. What has emerged is a new territorial politics, which revolves around attempts to consolidate power within subunits of the state and reorder relations among them, to enforce political control within communities, and to reorder rural property rights. Cote d'Ivoire provides a case in point.

SOMMAIRE Le rayonnement du Dioula et du français populaire en Côte d'Ivoire: Son rapport à la politique linguistique Cet article montre, à travers une présentation de la situation sociolinguistique de la Côte d'Ivoire, que: (1) le Français Standard, en dépit de son statut de langue nationale et officielle et de son prestige, n'a pu s'établir comme une langue de masse et est menacé dans son rôle de moyen de communication majeur par deux lingua francas: le Dioula et le Français Populaire; (2) l'intégration socioeconomique minimale, le taux élevé des renvois scolaires, l'importance de l'exode rural et l'immigration internationale ont considerablement renforcé cette tendance; (3) les lingua francas, et plus particulièrement le Dioula, peuvent devenir langues nationales malgré la résistance des populations à une nouvelle politique langagière. Cet article conclut que l'usage répandu d'une langue ne signifie pas toujours l'adoption de celle-ci comme langue nationale ou langue officielle. Abstract:

Prostate cancer is a pathology that causes casualties among the male population in Côte d'Ivoire. This pandemic kills silently but can be cured at the early stage of detection. All the actors in the fight against this pathology have mainly focused on the classical channels of communication and nonmedia. In the era of the information society, there is, however, a culture of digital technology in Côte d'Ivoire where the use of social networks is now part of the habits. While mass communication campaigns hinder efforts to raise awareness for early detection, more discreet and more customizable social networks have the advantage of reaching men who feel demeaned and humiliated when it comes to the «shameful, humiliating and dishonorable» disease of prostate cancer. The objectives of this research are to assess the impact of prostate cancer awareness campaigns on male population through traditional channels of communication and to analyze the determinants of the evolution of prostate cancer, despite all actions taken to propose solutions to curb the evolution of the disease. With the quantitative and qualitative approaches, the hypothesis that shows that there is a significant relationship between the evolution of prostate cancer among the male population and the late detection of this disease was confirmed. The communication strategies proposed by the various actors will then be effective, provided that social networks are associated with conventional media and non-media.

Abstract:

Ce travail décrit une nouvelle approche de la prédiction de l'évolution spatio-temporelle du phosphore minéral dans les eaux de surface, particulièrement dans la baie lagunaire de Tiagba. L'originalité de cette étude réside dans l'utilisation des réseaux de neurones artificiels, précisément du perceptron multicouche, comme outil de modélisation. Deux approches de l'évolution spatio-temporelle de ce nutriment dans cette baie ont été étudiées : sa modélisation statique et sa modélisation dynamique. Ainsi, il a été utilisé deux bases de 3 966 et 4 627 données respectivement pour sa modélisation statique et sa modélisation dynamique. L'algorithme de Levenberg-Marquardt a été utilisé pour la détermination des poids de connexions lors du développement du perceptron multicouche. Il ressort, des résultats obtenus, que les modèles 5-14-1 et 6-14-2 permettent de prédire à 70,30 % et à environ 70 % respectivement les évolutions statique et dynamique du phosphore minéral dans cette baie lagunaire. Ces modèles, jugés satisfaisant peuvent servir de socle pour d'éventuelles études visant à la réhabilitation et la gestion de cet écosystème aquatique dans le cadre de son développement durable.

Abstract:

This study proposes to examine the situation of social cohesion in Côte d'Ivoire. To do this a survey is conducted on a sample of 1536 Ivoirians in the four major regions of Côte d’Ivoire in both rural and urban areas. This sample is composed of 60 ethnic groups grouped into four (04) groups. The size of the sample obtained by the quota method (region, sex, agglomeration, age (18 years and over) socio-professional situation) is calculated taking into account the data of the last General Census of Population and Housing (RGPH., 2014). The results reveal that the Ivorian aware of his role also relies on public authorities to reduce disparities and polarizations. This will give people the impression that they are involved in a common enterprise, that they face the same challenges and are part of the same community.

Abstract:

AbstractThis article examines the resurgence of hunter associations (donzo ton) in Côte d'Ivoire during the 1990s in the context of game depletion, rising crime rates, and a dysfunctional state. Initiated hunters (donzow) are widely respected by the general public for their mystical powers and potent amulets which protect them from malevolent forces in the natural and social worlds. The donzow's success in reducing crime in northern rural areas led to an expansion of the dozon ton to the national level, as donzow were increasingly employed as private security guards in the country's major cities. The government and political parties also employed donzow to complement the police and gendarmes in maintaining order during the 1995 presidential elections. The attempt by politicians to manipulate the donzo ton during re-election campaigns was frustrated by the decentralised structure of the hunters' organisation and the diversity of its membership. Fearing that the donzo ton would become a politically destabilising force, successive governments have attempted to restrict its activities to the northern savanna region. The policy of containing the donzo ton to its so-called ‘original cultural hearth’ is discussed in the framework of the national cultural identity ideology of ivoirité and its xenophobic political manifestations around the 2000 presidential elections.

The underlying factors driving this consumption are, however, relatively understudied, particularly among rural households, and improved understanding would facilitate the development of conservation strategies. We therefore aimed to identify the factors that influence bushmeat consumption in rural households to the west of Taï National Park, in Côte d'Ivoire. We carried out enquiries in a total of 144 rural households in 20 localities during July–December 2012. Bushmeat, the majority of which comprised rodents and bovids, accounted for 13% of the animal protein consumed in these households. This consumption was significantly higher in households in which poverty was more acute (low annual income and more dependent children). We found that repeated awareness campaigns involving theatre performances and/or film screenings (multimedia campaigns) contributed to a decrease in bushmeat consumption. This decrease exceeded 62% after exposure to four multimedia campaigns. We highlight the importance of awareness campaigns for reducing consumption of wild animals, and demonstrate the importance of recurring multimedia campaigns to maximize the impact of such conservation activities in rural communities.

En Côte d’Ivoire, la pratique de l’élevage de cobaye est une activité marginalisée et méconnue des statistiques officielles des productions animales. Pour pallier ce déficit d’informations scientifiques et techniques, et promouvoir le développement de l’élevage de ce rongeur herbivore, une étude a été entreprise sur la caractérisation du système d’élevage du cobaye (Cavia porcellus, Linneaus, 1758) en Côte d’Ivoire. Une interview de 70 éleveurs sélectionnés dans les trois zones agroécologiques de la Côte d’Ivoire a été réalisée sur la base d’un questionnaire. Les résultats montrent que l’élevage de cobaye est pratiqué à majorité (70%) par les adolescents ayant un niveau de scolarisation d’étude primaire dont 73,33% sont de sexe masculin. L’aliment de base est à 80 % le fourrage récolté et il n'existe aucune prophylaxie sanitaire. Les cobayes élevés sont destinés à l’autoconsommation. Deux types d’élevage de cobaye ont été déterminés avec des techniques de conduite encore rudimentaires, correspondant ainsi à l’élevage familial traditionnel. Toutefois, cet élevage peut constituer un gage de sécurité alimentaire important pour les adolescents. Cependant, une sensibilisation efficiente pour son adoption et sa prise en compte dans les programmes de développement par tous les acteurs s’avèrent nécessaire.Mots clés : Cobaye, caractérisation, mini-élevage, système de production, Côte d’Ivoire. To overcome this lack of scientific and technical information, and to promote development of cavy breeding, this study was undertaken on characterization of cavy breeding system (Cavia porcellus, Linneaus, 1758) in Côte d 'Ivoire. Majority cavy breeder are adolescents (70%) with a level of primary school education, whom 73.33% are male. The staple food is 80% harvested fodder and no sanitary prophylaxis existing. Cavy is breeding for self-consumption for the holder. Two groups of cavy breeding have been determined with still rudimentary management techniques, thus corresponding to traditional family breeding animal. However, breeding cavy can constitute a pledge of important food security for youth. IntroductionIt is widely recognised that seasonal labour bottlenecks present major obstacles to peasant farmers seeking to expand agricultural output in sub-Saharan Africa. Evidence from Nigeria and Sierra Leone, for example, reveals that labour shortages and limited income to hire off-farm labour have historically constrained rural producers from intensifying and enlarging their agricultural operations (Norman et al., 1979: 42–7; Watts, 1983: 202–3; Richards, 1985: 96). Many attempts by colonial and contemporary African States to promote food crop and export crop production failed, in part, because of peasant resistance to the threat of subsistence insecurity associated with labour conflicts in the agricultural calendar. Richards's (1986) study of the failure of a series of labour-intensive wet rice cultivation projects in central Sierra Leone illustrates the degree to which peasant agricultural practices represent adjustments to labour-supply problems. Given the pervasiveness and importance of seasonal labour constraints in African agricultural systems, it is surprising that ‘few studies have provided insights into the adjustment in labor use resulting from the introduction of cash crops and new technologies’ (Eicher and Baker, 1982: 99).

AbstractSince 2000, many African countries have adopted land tenure reforms that aim at comprehensive land registration (or certification) and titling. Much work in political science and in the advocacy literature identifies recipients of land certificates or titles as ‘programme beneficiaries’, and political scientists have modelled titling programmes as a form of distributive politics. In practice, however, rural land registration programmes are often divisive and difficult to implement. This paper tackles the apparent puzzle of friction around rural land certification. We study Côte d'Ivoire's rocky history of land certification from 2004 to 2017 to identify political economy variables that may give rise to heterogeneous and even conflicting preferences around certification. Regional inequalities, social inequalities, and regional variation in pre-existing land tenure institutions are factors that help account for friction or even resistance around land titling, and thus the difficult politics that may arise around land tenure reform. Land certification is not a public good or a private good for everyone.

Abstract:

In order to contribute to cotton cultivation sustainability in west central Côte d'Ivoire, a phytosanitary diagnostic study was conducted in 11 plots. It consisted of monitoring the sanitary condition of 10 rural plots and an experiment plot set up at the Research Farm of University Jean Lorougnon Guédé of Daloa according to the regular and careful inspection of cotton seed germination, seedling health and cotton plants throughout the growing season. The results obtained indicated that the cotton varieties used by farmers had very low germination with maximum number of healthy seedlings of 43.75 % in an experiment condition. Highest number of infected seedlings (24-51%) showing characteristic symptoms of seedling blight leading to their death was observed. Under cultivation, a variety of pests was identified on cotton plants. The most important were Bemisia tabaci, Jacobiella fasciali, Helicoverpa armigera, Dysdercus sp, Earias sp, Zonocerus Variegatus, Haritalodes derogata. The Species Zonocerus Variegatus and Haritalodes derogata proved to be devastating on the experimental plot where 100% loss was recorded. The main disease observed at flowering stages in cotton plants was cotton virescence disease. Although lowly infection were observed (0.11 -0.35%) cotton cultivation monitoring and management must be set up so as to prevent its expansion in the west central. Theses finding gives useful information to farmers to reduce cotton yield losses in west central Côte d'Ivoire.Int. J. Appl. Sci. Biotechnol. Vol 6(2): 152-157

This paper uses sample survey data to examine the reach of SIDA dans la Cité (SDLC), a popular television series on Acquired Immunodeficiency Syndrome (AIDS) in Côte d'Ivoire, West Africa. Within the intervention area where SDLC was televised, the program targeted those with an elevated risk of contracting the Human Immunodeficiency Virus (HIV) and those with low socioeconomic status who were likely to have limited access to health information and services. The results indicate that in electrified regions, the SDLC program achieved very good reach among the elevated-risk groups and moderate to good reach among the low socioeconomic status groups. The finding that rural populations obtain AIDS information overwhelmingly from radio and television implies that televised HIV prevention information can play a crucial role in electrified rural regions.

Foamy viruses are frequently found in non-human primates and apes in captivity. However, data on simian foamy virus (SFV) infection in apes from the wild are limited. Necropsy specimens were collected from 14 West African chimpanzees (Pan troglodytes verus) from three communities in the Taï National Park, Côte d'Ivoire. PCR analysis revealed SFV-related int- and env-specific sequences in 12/14 chimpanzees. Two young chimpanzees were not infected. Plasma from ‘PCR-positive’ chimpanzees reacted against Pr71/74gag in Western blot analysis. Phylogenetic analysis demonstrated clustering of all analysed sequences with SFVcpz previously identified from the other P. troglodytes verus, although interestingly the sequences were diverse and no grouping according to a particular animal community was observed. The body compartments of two infected animals were examined and found to contain SFV sequences. Frequent SFV infections in chimpanzees from this area significantly increase the potential risk of zoonotic transmission to rural populations through direct contact, hunting and consumption of bush meat.

ABSTRACTThis article explores the ways in which the Ivoirian Land Code of 1998 has played into political debates around national citizenship that have divided Ivoirian society since the 1990s. The attempts to reinterpret public policies on land and immigration have played a crucial role in exacerbating the political crisis of nationalism. When land was linked to nationality and indigeneity, the land question became significant in determining the boundaries of nationality, since to gain security in property rights Ivoirian nationality had to be proved. The article traces how land policy has been transformed from an inclusive framework that encouraged the rapid expansion of the cocoa and coffee frontiers in the 1970s to an exclusionary policy rooted in concepts of nationalism and autochthony, as land became increasingly scarce in the south-west. The Land Code of 1998 endorsed this nationalism, preventing foreigners and their descendants from owning land. Through an example of a conflict in Tabou in which Burkinabé migrants were ejected from the land, the article shows how customary land values have been recreated to take on nationalistic, xenophobic values, according to which ethnic identities become conflated with distinctions between ‘indigenous’ and ‘foreign’, and land relations are defined as between ethnic groups rather than being contractual relations between individuals belonging to different groups: thus social identities become more exclusive.
