Full textThe poverty actually being experienced in the highlands of bolivia and peru contrasts the nutritional self-sufficiency of this same people before its conquest of the west in the 16th century. The struggle against colonialism resulted in the independence of these countries, but did not change the rural people's condition. In the 20th century, the advent of capitalism did not show any significant improvement in the living condition in the highlands. There have been many attempts to explain this-the cause sometimes attibuted to the economic dependence of the andeans peasant's economy (pe) vis-a-vis capitalism, or sometimes to their isolation. Far from the prevailing system is that the peasant economy subsists and has caused serious delays in its development. Therefore, the aim of this thesis is to support the following argument: that the development of rural people's economy is possible and must be approached from three fundamental points: (i) political organization of the andeans: ii) adoption of economic policies in favour of the rural people; (iii) investments. Investments, and in particular the projects with external financing which constitute the major part of investments in the andean highlands, will be the object of special study. An inventory of the projects was draw up showing than in the last ten years at least 176 projects were implemented in the region they have benefitted from the support given by 47 institutions amounting to us$$335 million. The analysis of three of the projects that have been the object of various evaluation missions, has emphasized some lessons drawn from the experience. Considering the problems common to the three projects, we were lead to make further comparison with other projects in the latin america. This comparative study, putting emphasis on the other similarities, the recommendations made by this thesis oriented towards improving the projects, goes beyond of the andean region

Full textThis thesis deals with a development cooperation policy that includes the battle against drugs. It is indeed the so-called Alternativ Development policy implemented as a new concept by the United Nations to reduce the production supply of some plants well known for their narcotic nature, such as the coca leaf or opium poppy. The thesis aims to explain the divergences of opinions on Alternativ development within the key players, and much precisely the various reactions of the target countries from the analysis of the controverse on coca leaf and by the conditions of production of the projects. Thus, this approach means to underline more the analysis of the issue than the effects of the projects. This thesis builds itself on an inductive reasoning that compares the implementation of projects in Peru and Bolivia, from a "projet au concret" point of view to understand the variety of stakes of this controverse. This thesis hinges on the different approaches to achieve a multi-level and multi-sectional goal where the policies stakes become intermingled ( fight on narcotratic drugs, development of the State and rural local development ). Beyond the divisions of the key players on the strategy to apply to fight against drugs, the thesis will also intend to compare the various reactions of the producers on the cooperation project in some local areas where little public policies are being led

Full textThe object of this thesis is the study of social change within the peasant commu nity. It bears on two communities situated in the Peruvian central highlands, in a valley near the capital. The behavior of the peasant families is considered over a thirty-year period, during which the communities underwent rapid transformations due to the growing influence of two factors: education and the monetarisation of the peasant economy, acompanied by ever-greater exchanges with the outside world. This analysis of the economic and social changes within the community centers on the significance of these factors in redefining, first, collective organisation, then the framework of the peasant families lives. A study of the strategies which these families develop in order to improve living conditions reveals that their reproduction is not solely dependent on " communal" organisation, but also that the community remains a social and economic frame of reference for its members. The dialectic of individual and general interests defines the dynamics of the community's development
