Abstract:

Nationalism has long been a subject of discussion in the literature on development. It has been discussed whether nationalism is indispensable or not on the way to modernity and development. Third World nationalism and revolution from above emerged as key concepts within these discussions. Nationalism was brought forth in many Third World countries as an understanding, which is thought to facilitate paving the way for development, as it imagines a nation based on integrity. The stance that Yö
n (1961-1967) and Devrim (1969-1971) journal movements had can be thought within this framework. In this study, it will be explored whether we can think of the Yö
n-Devrim movement by rethinking the link between development and nationalism, especially Third World nationalism. While doing this, comparisons between Yö
n-Devrim Movement and the Nasserist movement, which had similar political and intellectual tendencies in the same period, will be used.

Abstract:

"L'expression "devoir d'ingérence" est un terme qui a fait son apparition récemment parmi le vocabulaire du droit international public. Elle a été inventée par les organisations humanitaires non-gouvernementales pour attirer l'attention de l'opinion publique sur les conséquences graves qu'engendre l'absence d'une assistance humanitaire pour les victimes des catastrophes naturelles et autres situations d'urgence. Sur proposition française, l'assemblée générale de l'ONU a adopté deux résolutions: la 43 131 du 8 décembre 1988 et 45 100 du 14 décembre 1990 au sujet de la fourniture d'assistance humanitaire et l'établissement des couloirs d'urgence. Mais ce sont surtout les actions menées ou autorisées par le Conseil de sécurité de l'ONU, lors des catastrophes politiques survenues au Kurdistan d'Irak, en Somalie, en Bosnie - Herzégovine et au Rwanda, qui ont permis la consécration du droit à l'assistance humanitaire, la détermination des modalités de sa mise en œuvre et le précision de son étendue. Actuellement, le conseil de sécurité considère les atteintes portées au droit à l'assistance, comme des menaces à la paix et à la sécurité internationales justifiant le recours aux mesures coercitives armées prévues par le chapitre VII de la charte. The expression "duty to interfere" has recently appeared among international law vocabularies. Abstract:

Il est devenu frequent, dans le debat publique sur l'importance du passe et de l'histoire, de faire appel a un devoir de memoire. Cette notion suscite de nombreuses questions, concernant, entre autres, la portee d'un tel devoir, son origine et son fondement. L'analyse d'une forme particuliere du devoir de memoire, celle du souvenir des morts, permet de mettre en evidence les traits fondamentaux du devoir de memoire: il s'agit d'un devoir dont le sujet herite en vertu de son appartenance a un groupe donne et qui renvoie aux roles et aux fonctions que le sujet occupe dans une communaute. Un tel devoir semble difficilement compatible avec la conception d'un sujet autodetermine, qui definit le sens de son existence en opposition a toute appartenance a une tradition ou a une culture determinees, et qui s'efforce de mettre en question tout devoir herite. La possibilite d'amenager un devoir de memoire des morts dans l'horizon conceptuel du sujet autodetennine est examinee a travers la philosophie d'augustin, de heidegger, ainsi que dans la pensee liberale anglo-saxone contemporaine. Cette analyse permet de mettre en evidence le role que joue le devoir de souvenir des morts dans le processus narratif par lequel le sujet assume l'ensemble de son existence. Plus qu'un imperatif pedagogique visant a prevenir la repetition des crimes du passe, le devoir de memoire renvoie a une identite collective, aux liens d'appartenance qui unissent l'individu a son groupe.

A presente tese visa a afirmar o potencial da arte enquanto uma via de pesquisa acadêmica capaz de propiciar modos alargados de pensamento e ação, concebendo a criação e a experiência como elementos centrais do processo investigativo. Na perspectiva que elege, a tese entende a pesquisa com a arte não tanto como uma elaboração epistemológica, mas como um dispositivo de ações ontológicas: a composição de uma estética da existência, de um devir-pesquisa, de um devir-arte. No momento contemporâneo, em que a humanidade se confronta com a possibilidade de estar causando sua própria extinção, a tese apresenta a força do ato poético de perscrutar caminhos outros, desestabilizando o lugar comum do pensamento, propiciando um acreditar na possibilidade do mundo (Deleuze). A Tese sublinha a importância da arte na formação de pesquisadores e na efetivação de uma educação enquanto educere, permitindo uma humanidade por-vir. A pesquisa, de caráter ensaístico, é organizada como uma tese-parangolé (Oiticica), propondo operações discursivas bricoladoras e lúdicas, visando a produzir deslocamentos e intensificações da potência de vida, articulando, na educação, tanto saberes quanto não saberes. A tese revisita a obra de alguns autores da metodologia conhecida como Pesquisa Baseada em Arte, enfatizando a contribuição dos desafios colocados por Jan Jagodzinski e Jason Wallin. A tese propõe ainda navegações teórico-poéticas por diferentes águas: pelos gestos transgressores nietzscheanos, que situam a arte no centro da vida; pelos processos foucaultianos de subjetivação, que desdobram liberdades e práticas de si; pelo olhar noturno de Blanchot, que vislumbra a experiência-do-fora; pela in-fância ética agambeniana que favorece experiências; pelo pensamento desviante de Deleuze, que se espalha em multiplicidades produzindo inícios. E propõe, especialmente, encontros com você, leitor. E com quem mais chegar.
Abstract : The objective of this thesis is to affirm the potential of art as a means for academic research that is capable of propitiating broad modes of thinking and action, conceiving creation and experience as central elements of the investigative process. The thesis understands research with art not so much as an epistemological elaboration, but as a dispositif for ontological actions: the composition of an aesthetic of existence, of a become-research, of a become-art. At the contemporary moment, when humanity faces the possibility that it is causing its own extinction, the thesis affirms the strength of the poetic act for scrutinizing other paths, destabilizing the commonplace of thought, propitiating a believe in the possibility of the world (Deleuze). The thesis highlights the importance of art in the education of researchers and in the realization of an education as educere, which makes possible a humanity to come. This essay-like research is organized as a parangolé thesis (Oiticica), proposing ludic discursive operations and bricolages, aiming to produce displacements and an intensification of the potential for life, articulating, in education, forms of knowledge and non-knowledge. The thesis revisits the work of some authors of the methodology known as Arts- Based Research, emphasizing the contribution of the challenges raised by Jan Jagodzinski and Jason Wallin. The thesis also proposes theoretical-poetic navigations through different waters: through the transgressive Nietzchean gestures, which locate art at the center of life; by the Foucaultian processes of subjectivation, which unfurl liberties and practices of self; through the nocturnal look of Blanchot, which envisions the outside-experience; through the Agambenian ethical childhood that is propitious to experiences; and through the deviant thinking of Deleuze, which spreads out in multiplicities to produce beginnings. It especially proposes encounters with you, the reader. And with those to come.

Abstract:

Kuruluşundan başlayarak Batılı demokrasi sistemini model alan Türkiye Cumhuriyeti’ni ileri, çağdaş ve gelişmiş medeniyetler seviyesine ulaştırmayı hedefleyen Mustafa Kemal Atatürk’ün devrim uygulamaları Kemalizm olarak adlandırılmıştır. 1923 yılından itibaren yoğunluk kazanan ve birbiri ardına yapılan devrimler; cumhuriyetçilik, laiklik, devrimcilik, milliyetçilik gibi Batı’dan esinlenen ilkelerin yanı sıra halkçılık ve devletçilik gibi daha çok Rusya’dan esintiler taşıyan ilkelerle beslenmiş ve 1937 yılında altı ilke anayasaya dahil edilerek tek parti devrinde Türkiye Cumhuriyeti’nin de temel prensipleri arasına yerleştirilmiştir. II. Dünya Savaşı’nın sonuyla birlikte 1945 yılında rejimini liberalleştirme kararı alan Türkiye’de Demokrat Parti’nin 1950 yılında serbest seçimlerle iktidara gelişi Türk demokrasi tarihinin dönüm noktalarından birisi teşkil etmektedir. Halkın oylarıyla ilk kez iktidarın değişmesiyle Cumhuriyetçilik ilkesinin en önemli unsurlarından birisi olan millî egemenlik anlayışı pekiştirilmiştir. Yeni hükûmetin iktidara gelişiyle beraber Türk Devrimi’ne farklı bir yorum getirmesi kamuoyunda tartışmaları da başlatmıştır. 1950’den itibaren başta dinsel alan olmak üzere tek parti devrinin bazı uygulamalarını esnetme girişiminde bulunan Demokrat Parti iktidarı, Cumhuriyet Halk Partisi çevreleri tarafından laiklik başta olmak üzere Kemalist ilkelerden taviz vermekle ve gerici çevreleri cesaretlendirmekle itham edilmiştir. Gençliğin tepkisini çeken Atatürk heykellerine yönelik saldırılar, Halkevleri’nin kapatılması ve tek parti devrinde Cumhuriyet Halk Partisi’nin elde ettiği mal varlığının Hazine’ye devri gibi uygulamalar muhalefetin Kemalist devrim ilkelerinin zedelendiği yargısına güçlü bir destek oluşturmuştur. Dolayısıyla 1950-1953 arasındaki dönemde partiler arası ilişkiler daha çok Türk Devrimi tartışmaları üzerinden şekillenmiştir. Bu evrede Demokrat Parti iktidarının, Millet Partisi’nin kapatılması dahil olmak üzere muhalefet partilerine karşı zaman zaman sertleşen tutumu millî egemenlik sisteminin iktidar eliyle yıpratılması olarak da algılanmıştır. Dış politikada bu devrede Kemalist dış siyaset ilkelerine bağlı kalmayı ilke edinen Demokrat Parti iktidarı her ne kadar Türkiye’nin NATO ittifakına katılmasıyla ittifaklar politikasına uygun hareket etmişse de Türk ordusunun Kore Savaşı’na birlik gönderme yönündeki kararı dış politikada çok partili devrin ilk büyük tartışmasını ortaya çıkarmıştır.

Kültür politikaları çerçevesinde çeşitli faaliyetlerin yürütüldüğü bu dönemde kurulan derneklerin yanı sıra uzman ve özellikle “amatör” halk bilgisi araştırmacıları tarafından yapılan yayın ve derlemeler oldukça önemlidir. Atatürk dönemindeki kültür politikalarının bir gereği olarak başlatılan bu derlemelerin resmî merkezi haline gelen ve Türk Ocaklarının (Mart 1912) yerine kurulan Halkevlerinin (Şubat 1932) çalışmaları ile Halkevleri tarafından çıkarılan yayınlar, halkbilimi araştırmalarının geleceği açısından önemli olmuş ve böylece halk kültürü araştırmaları yeni bir ivme kazanmıştır. Bu dönemde bahsi geçen devlet destekli kurum ve yayın organlarının dışında yer almakla beraber halk bilgisi alanına dâhil edilebilen ve yerel basın temelinde şekillenen yayın faaliyetlerini de görmek mümkündür. Söz konusu faaliyetlerden biri, 16 Ağustos 1935 yılında yayın hayatına başlayıp 4 Mayıs 1936 tarihinde yayın hayatını sonlandıran Devrim gazetesidir. İbrahim Cemal Aliş tarafından Bartın’da çıkarılmış olan bu yerel gazetenin önemi, halk bilgisine ayırdığı sütunlarıdır. Türk folklor tarihinde önemli bir kaynak durumunda olup “Günlük Siyasal Gazete” alt başlığıyla yayınlanan ve 89. sayısı ile son yayınını yapan gazetenin önemli bir yönü, dünya tarihinden ziyade yerel tarihe ve kültüre ayırdığı sütunlarıdır. Özellikle “Halk Bilgisi” adıyla halk kültürüne ilişkin derlemelere ve incelemelere ayrılan gazetedeki yazı köşeleri, günümüz halkbilim araştırmaları için önemli bir yere sahiptir. Yayımladığı 89 sayının 55’inde halk bilgisine ayırdığı sütunlarıyla dikkat çeken bu yayının, dönemi bağlamında, “yerel halk bilgisi dergisi” işlevi gördüğü söylenebilir. Bu bağlamda bildiride, Atatürk dönemi kültür politikaları içinde milliyetçilik ve halkçılık ilkeleri temelinde hareket edip yayın yapmış olan Devrim gazetesi incelenecektir. Bildiride Atatürk dönemindeki halk bilgisi (folklor) ile ilgili faaliyetlere değinildikten sonra 1920’den Devrim’in çıkarıldığı döneme kadar olan süreçte (1936) yerel basın (gazete ve dergi) özelindeki halk bilgisi çalışmaları hakkında bilgi verilecektir. Ardından Atatürk döneminde yayın yapmış olan gazetenin Türk halkbilimi araştırmaları tarihindeki yerinden bahsedilecek ve buradan hareketle halkbilimi araştırmalarında yerel gazetelerin önemi üzerinde durulacaktır.

Abstract:

Atatürkçülüğün askeri darbeler için bir meşruiyet kaynağı olarak kullanılmasının ilk ve özel bir örneği 27 Mayıs 1960 darbesidir. Askeri cunta demokratik olmayan yöntemlerle Demokrat Parti Hükümetini devirip iktidara geldiğinde hatırı sayılır bir meşruiyet sorunuyla karşılaştı. Bu nedenle 27 Mayıs rejimi, darbenin meşruiyetini ve aynı zamanda siyasal ve toplumsal destek sağlamak için geniş kitlelere ulaşabilecek her türlü yazılı ve görsel malzemeyi kullanarak yoğun propaganda faaliyeti yürüttü. Askeri yönetimin bu karşı propaganda faaliyetlerinin en çarpıcılarından biri ise darbenin Atatürk ilke ve inkılapları adına yapıldığıydı. Bu yöndeki propaganda faaliyetlerinde, Demokrat Parti liderlerinin Atatürk ilke ve inkılaplarına ihanet ettiği, 1950’nin karşı devrim olduğu argümanları darbenin meşruiyetinin sağlanması için geliştirildi. Buna karşılık 27 Mayıs hareketinin Atatürk’ün başlattığı devrimlere, onun bıraktığı yerden devam etmek amacıyla yapıldığı, 27 Mayıs’ın 19 Mayıs ile özdeş olduğu gibi temel argümanlar yaygın bir şekilde kullanıldı. 27 Mayıs ile başlayan yeni dönem İkinci Cumhuriyet olarak nitelendirildi. 27 Mayıs’ın bir şekilde Atatürk’le ilişkilendirilmesi daha sonraki, 1962-1980 arası dönemde gerçekleşen askeri darbe ve darbe girişimlerine de örnek teşkil edecek, Atatürkçülüğün bir darbenin gerekçesi olarak kullanılması alışkanlığının yerleşmesine yol açacaktır. Dolayısıyla bu çalışmanın amacı, 27 Mayıs döneminde darbenin meşruiyetinin sağlanması için Atatürk ilkelerinin ve Atatürk ile ilgili sembollerin ne şekilde propaganda konusu yapıldığını ele almaya çalışmaktır.

Osmanlı Devleti ile Çarlık Rusya arasında XV. yüzyılın ikinci yarısında başlayan ilişkiler XX. yüzyılın başına kadar devam etmiştir. Her iki ülke de birbirlerine karşı birçok kez savaşmıştır. İki ülke arasında yaşanan en son savaş Birinci Dünya Savaşı olmuştur. Her iki devlet de savaşa büyük umutlarla girmiş olmasına rağmen savaş istedikleri gibi sonuçlanmamış ve savaşın sonucunda iki ülkede de rejim değişiklikleri yaşanmıştır. Türkiye bağımsızlık mücadelesi verirken, Sovyet Rusya ise devrim sonrasında yaşanan iç gelişmelerle mücadele etmiştir. Türkiye ile Sovyetler Birliği arasındaki ilişkiler Birinci Dünya Savaşı’nın sona ermesi sonrasında yaşanan gelişmeler neticesinde ortak düşmana karşı mücadele temelinde başlamış ve kısa sürede pozitif yönde ivmelenerek yakın dostluk çehresine bürünmüştür. Sovyetler Birliği, Milli Mücadele dönemi içerisinde Ankara Hükümeti’nin en yakın destekçisi olmuştur. Sağlanan bu yakın dostluk ilişkileri her iki ülke temsilcilerinin karşılıklı ziyaretleri ve yapılan antlaşmalarla daha da sağlamlaştırılmıştır. Sovyetler Birliği Dışişleri Halk Komiseri Litvinov’un Türkiye’ye gerçekleştirmiş olduğu ziyaret iki ülke arasındaki ilişkilerin güçlendirilmesinde önemli bir rol oynamıştır. Gerçekleştirilen bu ziyaretin aynı zamanda Cumhuriyet Bayramı kutlamalarına denk gelmesi de ayrı bir öneme sahiptir. Komşu iki ülke arasındaki yakın ve dostane ilişkiler sebebiyle her iki ülkenin basını bu kısa süreli ziyareti yakından takip etmişler, sayfalarında ayrıntılı haberlere yer vermişlerdir. Ziyaret esnasında 1925 yılında imzalanmış olan Dostluk ve Tarafsızlık Antlaşmasının süresinin uzatılması elbette ki ziyarete başka bir boyut kazandırmıştır. Çalışmamızda Sovyetler Birliği Dış Politikası adı altında yayınlanmış olan belge seçkisinden Sovyetler Birliği’ne ait belgeler incelenmiş, ayrıca Türk arşivlerinde de konu hakkındaki belgeler kullanılmıştır. Bunun yanı sıra Sovyetler Birliği ve Türkiye’nin dönem içerisinde önemli ulusal gazeteleri de taranmıştır. Ayrıca daha önce konu hakkında yapılan çalışmalarda Türk basını üzerinden dolaylı olarak incelenmiş olan İngiliz The Times Gazetesi de doğrudan incelenerek ziyaretin ne şekilde takip edildiği görülmeye çalışılmıştır. Bu vesile ile hem Sovyet tarafının hem de Türkiye’nin geziyi ne şekilde değerlendirdiği incelenmeye çalışılmıştır. Ayrıca dönem içerisinde Türk-Sovyet İlişkileri üzerine yayınlanmış telif eserler de çalışmamız içerisinde kullanılmıştır.

Abstract:

Nous étudions les effets de quatre réformes fiscales à l’aide d’un modèle de cycle de vie avec générations chevauchantes et agents hétérogènes en présence de risque idiosyncratique pour les revenus du travail et du capital dans le cadre d’un système fiscal complexe. Le modèle réplique adéquatement les distributions empiriques conjointes du revenu, de la richesse et des paiements de taxes et d’impôts. Dans une économie où l’impôt sur le revenu des particuliers est fortement progressif, un déplacement à impact neutre sur les revenus publics en provenance de l’impôt vers les taxes à la consommation augmente l’épargne et la production. Cette politique bénéficie particulièrement à ceux disposant d’un faible niveau de richesse par rapport à leur revenu. Plusieurs réformes augmentent le revenu agrégé, malgré de faibles hausses dans les inégalités.

Abstract:

Espalhadas pelo Brasil e atingindo força política inédita, as comunidades terapêuticas são tão inescapáveis do debate sobre políticas de drogas quanto complexas em sua definição. Embora não sejam uma criação brasileira, elas operam nesse país há algumas décadas, sendo que sua disseminação se intensificou nos anos 1990. Em 2011, elas foram incorporadas oficialmente à Rede de Atenção Psicossocial (RAPS) brasileira. Desde então, as comunidades terapêuticas estão no centro de debates públicos sobre sua regulamentação; sobre como devem – ou mesmo se devem – ser caracterizadas no sistema de saúde; sobre o nível de supervisão a que devem ser submetidas; sobre suas fontes de financiamento, particularmente se devem ou não ter acesso a financiamento público; e, mais importante, sobre a qualidade dos serviços que oferecem e as várias denuncias de violações de direito existentes. No entanto, um debate público bem informado só pode florescer se as informações disponíveis forem baseadas em evidências. O programa Drugs, Security and Democracy to SSRC preocupa com a relevância dos projetos de pesquisa que apoia e o debate em torno das comunidades terapêuticas no Brasil aponta para uma clara necessidade de pesquisas imparciais que abordem diferentes aspectos transversais deste tópico em suas várias dimensões: jurídica, regulatória, sanitária e de observância dos direitos humanos, entre outros. É nesse contexto que publicamos esta working paper series sobre comunidades terapêuticas no Brasil. Os oito artigos que compõem esta série oferecem uma visão multidisciplinar sobre o tema, expandindo e aprofundando a literatura existente e oferecendo contribuições contundentes para uma análise substantiva das comunidades terapêuticas como instrumentos de politica pública. Embora possam ser lidos separadamente, é como conjunto que a força dos oito artigos que compõem esta série se torna mais evidente. Mesmo que ofereçam perspectivas diversas, são trabalhos complementares— e já essenciais— na delineação e compreensão do fenômeno das comunidades terapêuticas no Brasil.

Abstract:

Sanayi Devrimi ile birlikte hız kazanan kitlesel üretim “her şeye rağmen üretim” anlayışının hâkim olduğu bir ekonomik yarışı beraberinde getirmiştir. Böylelikle ülkeler bu yarışta geri kalmamak adına üretimlerini en üst seviyeye çıkarmışlardır. Ancak bu durum beraberinde savaş, küresel ısınma, iklim değişikliği gibi birçok toplumsal ya da çevresel problemleri beraberinde getirmiştir. Yaşanan bu gelişmeler günün sonunda neoliberal politikaların ciddi bir biçimde sorgulanmasına ve bu hâkim paradigmaya alternatif bakış açıları geliştirilmesine neden olmuştur. Mevcut iktisadi sisteme alternatif olarak öne sürülen yaklaşımlardan biri de yeşil ekonomidir. Özünde ekonomi, çevre ve toplumun sürdürülebilirliği ilkesini taşıyan yeşil ekonomi özellikle 1980’ler itibariyle çevresel kirliliğin artması ile giderek önem kazanan bir kavram olarak karşımıza çıkmaktadır. Bu cihette ülkeler hem kendi inisiyatifleriyle politikalarına yeşil ekonomik anlayışı adapte etmeye hem de uluslararası toplumca atılan adımlara taraf olmaya başlamışlardır. Bu politika notunda Türkiye’nin yeşil ekonomi bağlamında mevcut durumu incelenmiş ve birtakım politika önerilerinde bulunulmuştur. Türkiye’nin mevcut performansı değerlendirildiğinde elde ettiği bazı kazanımlar olmasına rağmen yeşil ekonomik sistemi toplumsal ya da kamusal alanda zihinlere henüz yeterince yerleştiremediği anlaşılmaktadır
