Intelligent cognitive assistants support people who need help performing everyday tasks by detecting when problems occur and providing tailored and context-sensitive assistance. Spoken dialogue interfaces allow users to interact with intelligent cognitive assistants while focusing on the task at hand. In order to establish requirements for voice interfaces to intelligent cognitive assistants, we conducted three focus groups with people with dementia, carers, and older people without a diagnosis of dementia. Analysis of the focus group data showed that voice and interaction style should be chosen based on the preferences of the user, not those of the carer. For people with dementia, the intelligent cognitive assistant should act like a patient, encouraging guide, while for older people without dementia, assistance should be to the point and not patronising. The intelligent cognitive assistant should be able to adapt to cognitive decline.

Abstract:
The EU has an interest in determining the form of internal reforms in China, as well as a lot of experience and know-how to share. Due to this fact it tries to support the process of Chinese transformation, in the form of various sectoral dialogues with China as well as by implementation of many projects financed by the EU. The aim of this paper is to analyse the EU policy towards China in the context of Chinese regional policy that struggles with growing inequalities between provinces. It examines the EU assistance programmes for China as well as sectoral dialogue concerning regional policy to answer the question whether the EU regional policy, with its 20 years of experience, could possibly be the pattern form China. Firstly, a short outlook has been given on regional inequalities in China. Secondly, the EU assistance programmes and sectoral dialogue have been analysed. Finally, the major research problem - what are the limitations of the EU's assistance influence on China - has been investigated.

Abstract The study of dialogue interpreting, particularly over the phone, has been traditionally undertaken under the scope of public service interpreting. However, telephone interpreting nowadays is becoming popular in other settings, such as in the domain of roadside assistance. The aim of this contribution is to present the initial steps of a research project about telephone interpreting and roadside assistance. The methodology, based on corpus and discourse analysis, is described and preliminary findings are offered, which confirm the existence of a common structure for interpreter-mediated conversations between insurance agents and clients.

Abstract. This paper presents Human-Computer Interaction design guidelines for interactive wayfinding assistance systems which provide on-line route instructions. These design suggestions are based on a corpus of human-to-human, on-line, landmark-based route instructions in German language which were gathered by means of an in-situ study involving pairs of participants. Based on the description of this collection, which is made publicly available, an in-depth analysis of the corpus is presented: This analysis reveals the importance of establishing Common Ground through existential-presentative constructions which have, up until now, not been taken into account in presenting route instructions to users of pedestrian navigation systems. These syntactical constructs provide the empirical ground for two important design suggestions: Systems should, first, ask for explicit feedback whether a salient object is recognised by users before referring to this object in a route instruction. Second, a mode of negotiating Common Ground once it was lost should be implemented, which can be initiated by the user. The results reveal the importance of the state-tracking capabilities of wayfinding assistance systems.

Abstract There are various forms of jurisdictional dialogue. In addition to drawing from the case law of another court or seeking direct assistance of such another court in passing the judgment, we can notice in practice situations when by issuing a verdict the courts are communicating with each other. The rulings of the Bundesverfassungsgericht, the Court of Justice of the European Union, and the European Court of Human Rights regarding the free movement of judgments in the European Union and protection of fundamental rights are the example of such activities. Each of these bodies was interpreting separately the extent to which the mechanisms of recognising and executing the judgments may interfere with the level of protection of fundamental rights. A common conclusion concerns assigning the priority to protection of fundamental rights, while individual bodies were determining differently the standards of such protection. The analysed judgments can be construed as a communication between these bodies. Although no direct discussion takes place between these courts, this is still a form of interaction which affects the development of the case law and understanding of the boundaries of mutual recognition of judgments and protection of human rights within judicial proceedings.

This paper contributes toward an interdisciplinary Renewal moral theology that deals with this (apologetic) question: how do we speak of divine assistance in human moral life in a modern scientific context that shuns the idea of God intervening and acting in this world? In answering this question, it is argued that, while John Hare’s Kantian ethics makes a persuasive and meaningful case for divine moral assistance as providence and grace against a naturalistic context, through James K.A. Smith’s Pentecostal participatory ontology that provides a robust framework for articulating any kind of divine action in the modern scientific world, divine assistance for human moral life, using the work of Amos Yong and Frank Macchia, is construed as non-interventionistic, miraculous, human moral transformation caused by the Spirit of God through free-willed, creaturely participation in God via faith, in step with the nature and ‘laws’ of God’s coming kingdom.

The book of Judges is a book in which Israel struggles for identity, for becoming, for futures. But this story provokes notions of a future founded on rape and dismemberment. The ever-growing global environmental challenges require new thinking of development assistance from the international society. Since more than two decades ago, many countries in the Organization for Economic Cooperation and Development (OECD) have started to deliver “green aid” which integrates environmental objectives into their assistance programs. As an OECD member and one of the world’s largest green aid providers, Japan has been recognized as a good example for other countries. Based on an in-depth analysis of the motivations, priorities, approaches as well as challenges of Japan in providing green aid, this article sums up three key lessons for the international society to learn in this regard, including: (a) enhancing technological cooperation; (b) exploring such tools as trade and foreign direct investment (FDI) in addition to traditional official development assistance (ODA) channels; and (c) engaging in closer dialogue with recipient countries to better address their demands. In view of China’s recent attempts to “green” its foreign assistance, the article further suggests some potential areas where China can be more actively engaging itself to incorporate green objectives into its aid programs.

AbstractPrevious research has documented that collaborative dialogue promotes L2 learning in both face-to-face (F2F) and synchronous computer-mediated communication (SCMC) modalities. However, relatively little research has explored modality effects on collaborative dialogue. Thus, motivated by sociocultual theory, this study examines how F2F compares with SCMC regarding the generation of collaborative dialogue specifically in terms of its frequency and nature. Thirty-two Chinese English as a foreign language (EFL) students participated in this study and completed two types of collaborative tasks (i.e. dictogloss and jigsaw) in dyads in both modalities. The analyses of learners’ exchanges focused on language-related episodes (LREs), the instantiation of collaborative dialogue. The identified LREs were categorized based on their focus, outcome and type. A follow-up questionnaire was conducted to elicit students’ perspectives. The results revealed that LREs were more frequent in SCMC than in F2F. Furthermore, the analyses of the nature of LREs indicated some cross-modality differences: whereas SCMC LREs had the features of orthographical, correct and self-correction outcomes, F2F LREs were characterized by incorrect and request for assistance outcomes. Pedagogical implications and suggestions for the future research were also discussed.

AIMS: to compare the performance of undergraduate students concerning semi-implanted central venous catheter dressing in a simulator, with the assistance of a tutor or of a self-learning tutorial. METHOD: Randomized controlled trial. The sample consisted of 35 undergraduate nursing students, who were divided into two groups after attending an open dialogue presentation class and watching a video. One group undertook the procedure practice with a tutor and the other with the assistance of a self-learning tutorial. RESULTS: in relation to cognitive knowledge, the two groups had lower performance in the pre-test than in the post-test. The group that received assistance from a tutor performed better in the practical assessment. CONCLUSION: the simulation undertaken with the assistance of a tutor showed to be the most effective learning strategy when compared to the simulation using a self-learning tutorial. Advances in nursing simulation technology are of upmost importance and the role of the tutor in the learning process should be highlighted, taking into consideration the role this professional plays in knowledge acquisition and in the development of critical-reflexive thoughts and attitudes. The aim of the study is to examine the role of feedback and intrinsic motivation on research assistants' psychological and emotional well-being. First, an Effective Feedback Scale adapted to sampling was developed through expert opinions, focus group interviews and piloting. Afterwards, a field survey was conducted, and two separate models were tested on the data of 278 research assistants to examine the effect of the feedback received from academic advisors (feedback of academic advisor, FAA) and department heads (feedback of department heads, FDH) with the structural equation modeling approach. It was found that the FDH is more effective than the FAA on the emotional well-being of research assistants in the workplace. The FAA has a greater impact on the psychological well-being and intrinsic motivation of research assistants than the FDH. The effect of feedback received from both groups was significant on intrinsic motivation, which increased both psychological and emotional well-being significantly. In addition, the feedback characteristics that had a positive effect on well-being were identified as allowing dialogue in giving feedback, giving it for development and assistance, its being objective and positive, and including a solution proposal.

AbstractThe article focuses on a possible assistance of the OSCE to North African countries in political transition following the events of the so called 'Arab Spring'. The OSCE has extensive experience in relevant realms. It also has a long-standing institutionalized dialogue and co-operation with a number of North African states. The discussion within the Organization itself on what the OSCE could offer and with states such as Tunisia on their needs has began in January 2011, and is ongoing. The OSCE has also implemented first hands-on projects aimed at supporting the transitions processes in those countries, and linked to the on-going election processes there. But the OSCE Mediterranean dialogue suffers from the institutional context in which the Mediterranean Partners have the status akin to that of observers, and a certain lack of vision.

AbstractThe article makes two intertwining arguments about OSCE's work in Central Asia. The first is that the organization failed to engage the leaders of the region in a political dialogue, opting instead for a quasi-developmental approach centered on technical assistance projects, many of questionable provenance and of limited if not negative impact. The second is that the OSCE has failed to promote in the region its own comprehensive vision of security with the human dimension at its core, instead accepting the security notions of the region's leaders. The articles traces and discusses the key points in the OSCE's involvement in Central Asia, noting that the political influence of the organization has dissipated while the project portfolio has expanded. The article questions the wisdom of projects involving police support and assistance to other governmental power structures in the Central Asian states.

Scientific and technical information is an essential resource in toxics disputes. An examination of the practice of 24 technical assistance (TA) providers supports the conclusion that access to this resource is critical for grassroots environmental struggles and recognized as such by community activists and by TA providers. TA providers create and enhance access to scientific and technical information in a process which includes dialogue and the exchange and refinement of information gathered by both the community and by the TA provider. In this interactive process, informational and other needs are defined and redefined over time in relation to the strategic need to mobilize the community. Drawing on and incorporating community experience and expertise, TA providers help citizens to identify and document hazards and use scientific explanations of problems to make them public and actionable. They transfer skills in reading, interpreting, generating, and using information. Through this process, they facilitate learning by and building the capacity of citizen activists as organic experts and enhance their sense of agency and willingness to make demands on government and industry. Having learned to find and manipulate technical information, community activists are able to recast their experience in technical terms which are meaningful to official decision-makers.

The article considers the possibility of integrating the practices of social charitable service of Christian confessions into the inter-confessional dialogue. The phenomenon of «social service» is considered as a developed objectivity of Being, «interfaith dialogue» as an objectivity of becoming available for reflexive penetration of the Dialogue. Constructive inclusion of interfaith dialogue in the problems of social service can become a source of new ideas and philosophical reflection. The relevance of this problem lies in the creative search and justification of adequate ways to include in the discourse of interfaith dialogue topical issues of social service practices of Christian denominations: generating and promoting new forms of assistance, sharing experience, communication, etc. The purpose of the article is to study the potentials of interfaith dialogue in the optimization of social service practices. The author’s task is to show that the experience of serving Christian confessions, focused on the formation of common value-semantic bases, and its communicative processes, goes beyond the understanding of the phenomenon of «social service», only as a tool of religious experience. The article presents a discursive analysis of the possibility of including interfaith dialogue in the issues of social practices of charitable service. The practical significance lies in the application of the research results to the activities of Church institutions, the development of specialized methods for building an interfaith dialogue on the practices of charitable service of Christian denominations. The results of the study may be of interest for practical application. A discursive analysis of the possibility of including inter-confessional dialogue in the social practices of charitable service is presented. The scientific ideas on effective methods and techniques of inter-confessional dialogue are studied, and its socially significant futures are presented. It is shown that among the obstacles to achieving inter-confessional dialogue on issues of social service of Christian confessions may be orthodox confessional paradigm and worldview, for example, endeavor the desire of its participants for a monopoly on truth, as well as the conviction of the exclusivity of their faith and its superiority over others. Therefore, inter-confessional dialogue can only be considered unfulfilled if it carries into the discourse of dogmatics. This goal was solved using methods of philosophical reflection, dialectical and discursive analysis, phenomenological and systematic approaches. The scientific novelty lies in the proposed concept of development of interconfessional dialogue in improving the social service of religious organizations, through the development of interaction. It is noted that social service can be a «field of cooperation» of communities of different confessions. Theoretical and practical conclusions of the obvious prospects for the development of interfaith dialogue are formulated. The article can be useful for training specialists of higher Education institutions studying in the Humanities.

As a public official who works as a notary public has the authority to be able to make an authentic deed. As a notary in carrying out his commitment to make an authentic deed, the Notary gets approval to provide his services for free or voluntarily to people who are not capable in the financial field. How can you ask for legal assistance by a notary in the free notary area for people who can't afford it? Problems related to legal notifications to notaries who refuse to provide legal assistance in the field of notary to those who are unable? The purpose of the discussion is to analyze and discuss the request for legal assistance by a notary in the notary sector not providing legal assistance in the notary sector for people who cannot afford. This research uses empirical legal research methods, primary data and secondary data obtained were analyzed qualitatively and arranged systematically, which was collected by literature study and interview techniques. The conclusion of this research is the notary in providing his services without collecting honorariums is not only given to people who can not afford it, but notaries can provide free services to those who want to make a foundation or activities in the social, social and dialogue. The legal consequences of notaries who are reluctant to provide legal assistance to people who are not in accordance with the provisions of the sanctions provided for in Article 37 paragraph (2) of the UUJN are also in accordance with the provisions in the Code of Ethics I.N.I.

This study is based on the dialogue between legal pluralism and international development, which shapes the daily lives of much of the world population, in particular those who live in emerging or developing States and are subject to programmes of international technical assistance. Due to a number of factors, this dialogue is required to, on a practical level, harmonise diametrically opposed onto-epistemological legal dimensions. From the epistemological point of view, the phenomenological dimension of this study will allow us to analyse the conceptual and scientific evolution of both legal pluralism and international development, accompanying the development of the underlying legal theory which, in cycles, has seen moments of convergence and divergence, and of tension and distension, over the last seven decades. Having as background the case study of Timor-Leste this work also looks at the practical consequences that certain options will give rise to in building a State and its systems of justice within the framework of legally plural societies.

Abstract: Family farming came to school as a public policy in Brazil, linked to National School Feeding Program (PNAE - Programa Nacional de Alimentação Escolar, in Portuguese). In order to discuss the interface between family farming and school feeding, regarding barriers and coping mechanisms, 35 social actors were interviewed in Santa Catarina, Southern Brazil. The barriers were cost of goods, bureaucracy, insufficient technical assistance, resistance to changes, weaknesses in the organization of farmers and public managers. The conclusion is that studied interface has being built in facing those obstacles with dialogue mechanisms, intersectionality, investment, training activities and organization.

National equality bodies (NEBs) must provide independent assistance to victims of discrimination in complaints about discrimination. As the EU Directive 2000/43/EC only introduced a minimum programme, there is great variety in design at the national level. In this article, the focus lies on the out-of-court approach of the Belgian NEB (Unia) which is founded on dialogue with the involved parties. Based on semi-directive interviews with 18 persons who reported discrimination and hate speech, the factors that contribute to their satisfaction with the assistance procedure of the NEB are explored. This satisfaction is approached from a socio-psychological perspective based on the relational model of procedural justice which implies that people care about a fair procedure because of the message it conveys to them about their relationship with the entity enacting the procedure. As established in prior research on informal dispute resolution, it was found that the quality of their interaction with the staff members at the NEB played a great role in the assessment of the procedure.

Aspired to build intelligent agents that can assist humans in daily life, researchers and engineers, both from academia and industry, have kept advancing the state-of-the-art in domestic robotics. With the rapid advancement of both hardware (e.g., high performance computing, smaller and cheaper sensors) and software (e.g., deep learning techniques and computational intelligence technologies), robotic products have become available to ordinary household users. For instance, domestic robots have assisted humans in various daily life scenarios to provide: (1) physical assistance such as floor vacuuming; (2) social assistance such as chatting; and (3) education and cognitive assistance such as offering partnerships. Crucial to the success of domestic robots is their ability to understand and carry out designated tasks from human users via natural and intuitive human-like interactions, because ordinary users usually have no expertise in robotics. To investigate whether and to what extent existing domestic robots can participate in intuitive and natural interactions, we survey existing domestic robots in terms of their interaction ability, and discuss the state-of-the-art research on multi-modal human–machine interaction from various domains, including natural language processing and multi-modal dialogue systems. We relate domestic robot application scenarios with state-of-the-art computational techniques of human–machine interaction, and discuss promising future directions towards building more reliable, capable and human-like domestic robots.

During decolonization, Henri Collomb was appointed to the first Chair of Psychiatry at the University of Dakar. Using a neuropsychiatric approach, he quickly made significant advances in the field, despite the colonial era’s poor legacy of assistance facilities for mentally ill people. Through alliances with professors and researchers from the university Departments of Psychology and Sociology, an original interdisciplinary dialogue was set up to build up a research team which would develop rich and varied activities in the fields of transcultural psychiatry, medical anthropology and psychoanalytic anthropology. The methodological and theoretical contributions of such an approach are well illustrated in the book Œdipe africain by M-C and E Ortigues and in the journal founded in 1965, Psychopathologie africaine.

SUMMARY OBJECTIVE To describe clinical and epidemiological profiles of patients with hypertension referred to a secondary care unit and to assess the adequacy of the referral criteria. METHOD This descriptive transversal study analysed 943 hypertensive patients referred to a secondary healthcare unit from September 2010 to August 2012. Clinical and sociodemographic data as well as data regarding the liaison between secondary and primary care services were collected. RESULTS Patients’ mean age was 59±13.1 years, and 61.3% were female. Sedentary lifestyle, alcohol consumption, and smoking were observed in 80.3%, 31.1%, and 18.1% of the patients, respectively. Uncontrolled blood pressure was observed in 72.5% of the sample, and 80.1% of individuals were overweight or obese. There was a high prevalence of dyslipidaemia (73.1%), cardiovascular disease (97.5%), and reduced glomerular filtration rate (49.9%). Thirty-eight percent of patients did not meet the referral criteria, of whom approximately 25% were not hypertensive. CONCLUSION Even in a universal-access healthcare system, poor control of hypertension and high prevalence of obesity and cardiovascular diseases were observed. Inadequate referrals and the presence of clinical complications suggest low efficiency of the assistance provided in primary care and reinforce the need for sharing care with the secondary level.

Mediation and dialogue facilitation are at the heart of the Organization for Security and Co-operation in Europes’s (osce) engagements, and have become widely recognised as being among the most effective means for the prevention, management and resolution of conflicts both, in terms of costs and results. 1 The osce has however started with a different set of mechanisms to settle conflicts, such as the Valletta mechanism or the Conciliation Committee. This article examines these mechanisms and elaborates on the reasons why they have never been applied. It further describes the evolvement of new instruments, in particular, its mediation and dialogue facilitation capacities. Further, the osce has institutionalised an explicit mediation support capacity to provide adequate assistance, similar to the un and the eu. Without a doubt, the osce can be clearly regarded as a mediator. The article presents the osce’s different roles of being a mediator and its struggle for principles like inclusivity and efficiency, or impartiality and neutrality. The stocktaking of mechanisms and instruments and the osce’s role as a mediator concludes with the Organization’s weaknesses and strengths, and respective recommendations for further development.

The paper analyzes social work integrating the principles of Gestalt therapy, such as dialogue and phenomenological approach, internalization, responsibility and creative adaptation. The main perspectives of Gestalt therapy, which are related to the cases of social work, contexts and possibilities of therapeutic work, are highlighted. The article also reveals obstacles (e.g. dominant, patronizing, controlling and expert model of client assistance, isolated and restricted by directives the reality of social work, institutionalized social work practices and bureaucratic dependence of social security) that impede the development of therapeutic social work in Lithuania. It can be argued that the perspective for Gestalt therapies is available to social workers who seek therapeutic social work practice methodologies, help relationships, and empower clients for change.

The military-political aspects of cooperation between Ukraine and the North Atlantic Treaty Organization (NATO) in 2014 – 2018 were examined, the alliance's support for Ukraine's sovereignty and territorial integrity within its internationally recognized borders, and the military-political organization's readiness to further develop political dialogue and practical cooperation were emphasized. The specifics of the relations between Ukraine and NATO in the circumstances of the modern Russian-Ukrainian war are analyzed, the priority tasks of bilateral relations, their influence on ensuring the national security of Ukraine and stability in Central and Eastern Europe, in general, are determined. The accent is placed on the fact that the events of 2014 (Revolution of Dignity, the annexation of the Crimean Peninsula by the Russian Federation, support for separatist movements in the eastern regions of Ukraine, etc.) consolidated Ukrainians. According to surveys, the vast majority of Ukrainians, for the first time since Ukraine's independence, advocated for our country's membership in NATO. It is noted that the leadership of the North Atlantic Alliance strongly condemned the invasion of Russian troops into the Autonomous Republic of Crimea and, during 2014-2018, provided systemic assistance to Ukraine through various programs of the Trust Funds. The dynamic of the military-political dialogue between Ukraine and NATO in recent years is considered. The author emphasizes the need to implement by the higher authorities those measures that will ensure Ukraine's membership in the North Atlantic Alliance as soon as possible is emphasized. A team of researchers undertook a collaborative qualitative study to explore beginning dietitians’ life experiences and the meaning ascribed to those experiences in the context of dietetic practice. Data were collected using Seidman's three-step in-depth phenomenological interviewing method with 12 beginning dietitians who were graduates of the three participating dietetic programs. We outline the collaborative research process and highlight a writing and data analysis technique described as the collaborative retreat, a face-to-face, two-day gathering that facilitated the researchers’ collective decision-making and organization, discussion, and analysis of this complex qualitative data set. Use of a listening guide aided researchers’ understanding and interpretation of participant voices. Researchers concluded that the overall collaborative qualitative research process was positive and self-fulfilling, and that it resulted in multiple benefits for them individually and the research project collectively. Researchers were able to work through methodological and theoretical issues as these arose, with the assistance of technology, writing, listening, and dialogue. Relationship building and relationship maintenance emerged as factors critical to the success of the research process. Collaborative research teams that are committed to listening, writing, and dialogue will find that the collaborative retreat can be a productive site of knowledge generation and mentorship.

The Itaipu Technological Park Foundation in partnership with Itaipu Binacional develops actions in the western Paraná/Brazil purposing the promotion of a regional dialogue on basic sanitation and its relevance on health. Therefore, a methodology of technical support to public management was developed for Basic Sanitation and Solid Waste Plans, in consonance with the counties reality and contributing to universal access to sanitation services and legal compliance. According to the Brazilian Policy on Basic Sanitation (Federal Law 11455/2007), municipalities should plan their public services in the four axes, and in this context, the processes that define the support methodology we redefined, such as: assistance to prioritization of the social dialogue; technical support for diagnosis and formulation of goals and projects; and institution of the Municipal Policies. This study presents the methodology applied in Pato Bragado/PR, where the motivation of the county’s technicians was observed, as well as the effectiveness of social mobilization and the awareness of municipal management as key points for boosting sanitation actions. Since it is provided and supervised by the Public Administration, basic sanitation planning is not delegable. However, the possibility of intervention presented as a viable alternative for reinforcement of the duty, technical strengthening of the planning, and guarantee of legal compliance, presenting great return.

Executive Summary Uganda has long promoted refugee self-reliance as a sustainable livelihood strategy with progressive land-allocation and free-movement-for-work policies. Framed as a dialogue with related Oxford University Refugee Studies Centre (“the Centre”) research on refugee economies, this article explores sustainable solutions that benefit refugees as well as the host populations that receive them. It explores the self-reliance opportunities that depend on the transnational, national, and local markets in which refugees participate. It acknowledges the Centre’s substantial work and welcomes its focus on economic outcomes. For Nakivale Refugee Settlement in Uganda, however, the discussion of “refugee economies” may not be complete without problematizing the effects on the host populations living alongside the refugees. Based on qualitative data collected at Nakivale in 2013 (concurrent with the Centre’s fieldwork), the article discusses the Centre’s market-based approach to refugee economies by emphasizing four essential considerations: Land distribution in Nakivale is not sustainable. Corruption strongly influences the refugee and host populations living in Nakivale. The impact on the local host population is not homogeneous. Among refugees, the Somali–Congolese relationship is exploitative, not amicable. This article discusses how Uganda’s refugee policies create economic profit for some but poverty for others. As a result, its welcoming open door is on the verge of collapse. The recommendations address alternative refugee-protection approaches that aim to lower the pressure on land allocation, enable a self-sustainable approach that protects the host population, and provide refugees with some degree of self-reliance. This discussion does not discount the Centre’s finding that entrepreneurship is an important part of such solutions. Instead, it addresses the challenges of using entrepreneurship as a durable solution — as long as Uganda’s dominant policy is self-reliance based on distribution of food and land and the refugees’ limited cultivation of that land. To addresses some of the obstacles for durable solutions in a way that protects both the refugees and the host population, this article makes four recommendations for policy and practice. With assistance from the international community, the Ugandan government should: Prioritize the welfare of its citizens who live in Nakivale in the national land-allocation strategy. Enact clear and consistent legislation regarding autochthonous land ownership and use of eviction policies, and design economic reforms to eliminate systemic corruption. Include non-agricultural income-generating activities in the self-reliance policy, and finance entrepreneurs through governmental or international funding. Allow refugees to move away from the settlement without loss of refugee status or access to assistance.

UK’s interests in Africa are driven by economic perspectives and natural resources. This becomes more relevant in the age of global transformation of contemporary system of international relations. In 2018 British government set to become the biggest investor to Africa among G7 countries. On the eve of formal withdrawal from the EU, London hosted the first UK-Africa Investment summit confirming British commitment to strengthen economic and business cooperation with Africa in post-Brexit age. After leaving the EU, the UK is free to pursue its own international trade agenda, the authorities pledged to boost UK position in Africa in light of growing competition. The UK’s historical ties with the region is an advantage (19 out of 53 members of Commonwealth is located in Africa). The author concludes that the African countries expect that London will liberalize its internal market for African products and migration rule for African people. Of particular importance in the dialogue with the countries of the Black Continent is the rhetoric of promoting the environmental agenda and assistance in combating epidemics. Discussion remains, however, about the extent to which Britain's humanitarian programmes and international development assistance can contribute to London's strategic objectives in Africa. In light of COVID-19 pandemic London has a chance to enhance its image in Africa.

Occupational exoskeletons are becoming a concrete solution to mitigate work-related musculoskeletal disorders associated with manual material handling activities. The rationale behind this study is to search for common ground for exoskeleton evaluators to engage in dialogue with corporate Health & Safety professionals while integrating exoskeletons with their workers. This study suggests an innovative interpretation of the effect of a lower-back assistive exoskeleton and related performances that are built on the benefit delivered through reduced activation of the erector spinae musculature. We introduce the concept of “equivalent weight” as the weight perceived by the wearer, and use this to explore the apparent reduced effort needed when assisted by the exoskeleton. Therefore, thanks to this assistance, the muscles experience a lower load. The results of the experimental testing on 12 subjects suggest a beneficial effect for the back that corresponds to an apparent reduction of the lifted weight by a factor of 37.5% (the perceived weight of the handled objects is reduced by over a third). Finally, this analytical method introduces an innovative approach to quantify the ergonomic benefit introduced by the exoskeletons’ assistance. This aims to assess the ergonomic risk to support the adoption of exoskeletons in the workplace.

During the second term of President Barack Obama, US-Israeli relations sharply deteriorated. After a positive visit by President Obama to Israel in March 2013, major disagreements erupted over the Israeli-Palestinian peace process, over the nuclear deal with Iran and, especially, over the construction of Jewish settlements in the Israeli-occupied West Bank. Making matters worse, personal recriminations crept into the Israeli-American dialogue on the disputes. While the two countries signed a major military assistance agreement in September 2016, Israeli settlement expansion after the election of Donald Trump as the US President in November 2016 led to a further deterioration of relations between the Obama Administration and Israeli Prime Minister Binyamin Netanyahu, which was demonstrated by the Obama Administration’s failure to veto a UN Security Council Resolution condemning Israeli settlements.

Abstract:
This paper offers an interpretation of the activity of the Russian ngo ‘Soldiers’ Mothers’ which provides legal assistance to soldiers and their families. This ngo attracts significant attention in Russia and some authors have already suggested explanations of its work from anthropological and sociological perspectives. This paper interprets the ‘Mothers’ through the concept of human dignity as understood by the German sociologist and philosopher Jürgen Habermas. As argued by Habermas, dignity is a communicative structure that makes the passage from morality to law and, therefore, the social dialogue possible. It is shown that dignity occupies a crucial place in the work of the activists of the organization, which forms a link between private and public spheres. This paper is based on interviews with the activists of the ‘Soldiers’ mothers’ of St. Petersburg.

In this experience report as a therapist in a governmental program on the outskirts of the city of São Paulo, the goal was to understand, focusing on the socionomic methodology, how technicians and users of assistance service managed their day-to-day challenges in the community context. Two socio-dynamics were identified in the observed roles: the first one, named Victimized Bond System (VBS), assumes that most of the responsibility of the events belongs to third parties, involving expectation, guilt, scapegoating and consequent social exclusion; and the so-called Citizen Bond System (CBS), which attributes co-responsibility, involving dialogue and negotiation in search of viable solutions and generating social inclusion. VBS was proved less efficient in overcoming challenges and the socionomic intervention facilitated a transition from VBS to CBS.

AbstractIntroduction:While the number of humanitarian health workers has grown considerably along with the emphasis on evidence-based humanitarian practice over the last 15 years, no organization exists to ensure ongoing professionalization of this area of expertise.Hypothesis/Problem:To determine whether and to what degree the community of humanitarian health workers self-identify as a professional group; whether a need for a professional society exists to support such a group; and if so, what fundamental elements and activities should it encompass and provide.Methods:A humanitarian, listserv-based survey was undertaken to evaluate humanitarian professional self-identification, needs for and interest in professional support functions, and priorities toward developing a professional organization to provide needed services.Results:The resulting respondent population represented a broad distribution of age and experience with education and experience being equally important factors in defining humanitarian health professionals. Respondents viewed themselves as humanitarian professionals nearly to the extent they viewed themselves as health-specific technical experts who happen to work in humanitarian assistance; they expressed a strong desire to establish a professional society reflecting that self-identification; and that body should focus on activities of education and training, networking and dialogue, and developing and refining core competencies to support best practices.Conclusions:Humanitarian health workers self-identify as professionals in humanitarian assistance and as technical experts. A professional organization with specific support functions would be of interest to many humanitarian health professionals.

Abstract:
Richard Posner laments what he sees as an unfortunate gulf between academia and the courts. To assess whether there is such a gulf in New Zealand, this address analyses the role of academics and judges. It concludes that academics provide valuable insights and assistance to the courts but that their role is much wider, being at its broadest the advancement of knowledge. By contrast, the primary role of judges at all levels is to decide the case in front of them according to law. This means that academics and the judiciary are engaged in different pursuits and, while the roles may converge at times, ultimately the differences must be respected. But there can and should be constructive dialogue. In this regard, the address discusses three areas where the New Zealand Supreme Court has received criticism from academics.

AbstractSince the 2007/2008 financial crisis, the rhetoric in the development assistance dialogue has shifted away from raising more international funding for health, to requesting countries to move toward self-sufficiency. This paper examines the potential of 46 countries identified by an international panel in 2009 as being of high need to raise additional funding for health from domestic sources. Economic growth alone would allow 12 of them to reach a level of health spending where their populations could have access to a very basic set of health services. All of them have the potential to raise additional domestic funds through a range of measures that have been tried successfully in other low- and middle-income countries, but they would all remain well below the eventual objective of universal health coverage without increased and predictable external financial support.

Abstract International Relations scholars routinely credit Christian actors with helping to create the modern international humanitarian order by institutionalizing principles of care and assistance within global governance. As this humanitarian order has become more secularized, however, faith-based reflections have been sidelined in secular academic work on humanitarian issues. This article reflects on the opportunities for dialogue and mutual engagement following the critical turn in International Relations scholarship over recent years. It highlights the development of International Relations thinking on the normative dimensions of the international humanitarian order and shows how their critiques of a secular order have created a window for engagement with the intellectual resources of the Christian traditions. Developing meeting places for engaging on deeper questions of ontologies of practice provides an opportunity to pursue a richer vision of global humanitarian endeavours, to the benefit of all.

The period of the Covid-19 pandemic should be a momentum for reflection to increase family dialogue, harmony, and assistance for children.
