In the global financial crisis, Russia faces the most severe challenge to its politicoeconomic system. Oil prices plummeted, and Russia's exports and state revenues dropped with them. The economy was severely shaken, and cracks appeared in its semi-democratic system headed by the Putin-Medvedev diarchy. However, relations with Washington showed signs of improvement as President Obama reset the overall tone of U.S. foreign policy. Russia pursued cordial ties with Asia, in part to compensate for volatile relations with the West.

Abstract:
This paper interrogates the historical background to the diarchy system of rule in the Odomase traditional area in the Brong-Ahafo Region of Ghana. Relying on archival documents complemented by interviews, the research reveals that unlike chieftaincy forms in other traditional Ghanaian societies, the people of Odomase have a completely different practice in electing chiefs. The two royal houses have the endorsement of central government to elect two candidates to be installed concurrently as chiefs for the traditional area. The authors argue that the dual chieftaincy arrangement in Odomase, despite its seeming challenges, is the best solution to address the intractable conflict in the traditional polity of the area.

Abstract:
This article seeks to contribute to the debate on how political representation can promote democracy by analysing the Chamber in the Square, which is a component of legislative theatre. A set of techniques devised to democratise representative governments, legislative theatre was created by Augusto Boal when he was elected a political representative in 1993. After briefly reviewing Nadia Urbinati’s understanding of democratic representation as a diarchy of will and judgement, I partially endorse Hélène Landemore’s criticism and contend that if representation is to be democratic, citizens’ exchange of opinions in the public sphere should be invested with the power not only to judge but also to decide political affairs. By opening up a space where the represented can judge, decide, and contest the general terms of the bills representatives present in the assembly, the Chamber in the Square harnesses political representation to democracy.

Abstract:
AbstractDespite recurring elections and the transition to multiparty systems, authoritarianism has re-emerged in the Post-Soviet Space. Along with domestic factors, the external dimension should also be considered to fully understand this regional trend. Scholars depict Russia as a typical ‘black knight’ for democracy. While most of the literature deals with the Kremlin's policies in the ‘new’ Eastern Europe, this article pays attention to Russia's actions in the relatively understudied Southern Caucasus. Specifically, it investigates why and how Moscow tried to thwart democratization in Armenia, Azerbaijan and Georgia. The diachronic analysis addresses three periods, namely, Yeltsin's presidency, the first Putin presidency and the Putin–Medvedev diarchy. Findings suggest that the Kremlin implemented an increasingly nuanced and intentional black knight strategy in Southern Caucasus, aimed at gaining primacy in the Post-Soviet Space and recognition of its great power status.

Chlorophyll is an important parameter reflecting the degree of water eutrophication. Its extraction using remote sensing is an important way to monitor dynamic of water eutrophication. Since plateau lakes normally serous interfered by human activities, most of them belong to case II water. Their optical properties are very complicated, which increase the difficulty to its chlorophyll extracting. At present, the chlorophyll extraction using remote sensing has been achieved prominent advancement. But the extraction precision still needs to be further improved. And the universality and stability of extraction model needs to be further enhanced. The article results show that: the Images regional green color and the ground monitoring of chlorophyll concentration showed better relationship, but the image also reflects the effect of graded concentrations, this method can be used as remote monitoring of Diarchy Lake chlorophyll and mapping the quickest way.

Abstract:
French constitution adopted in 1958 by referendum has profoundly modified the political system in France by establishing the renewed V Republic. General de Gaulle who inspired “the spirit and the letter” of the new wording, focused on the one and the most important goal. Inserted changes were aimed at ensuring the survival of the state by enhancing French institutions, their decision-making powers as well as resilience, in case of occurrence of the major crisis and threat for the country. The President became directly and personally responsible for the state continued existence, while making the Prime Minister responsible for the national defense. This constitutional – legal and logical contradiction characterized also as a diarchy at the top level of the power has proved nevertheless to be singularly efficient. After more than 60 years of V Republic, Military Strength Ranking placed France in 2019 on fifth position.

Abstract:
The internal structure of Maya governing elites has been much debated over the last decade. In the perspective of that debate, I propose a model of political organization at Copán at the end of the Late Classic (A. D. 750-800) based on a reinterpretation of two monuments that depict members of the governing elite, each one wearing a pectoral. The analysis of the pectorals leads to the identification of two functional groups, priests and warriors. Sovereignty incorporates both functions and is embodied in a diarchy where a coruler is adjoined to the ruler. Rulers and corulers come from the two opposing groups who, with each succession to power, exchange these roles. The executive branch, which comprises the ruler and his coruler, four ministers and four war captains, is counterbalanced by a council of nine lords. Furthermore, there are some indications that each functional group was a corporate descent group that had its own territory in the valley and its own traditions. The relations between the two groups conditioned the history of the royal dynasty, from its foundation in A. D. 426 until its collapse in A. D. 822.

Abstract:
The descent of Spartan kings from Heracles is considered to be the secondary myth interpretation about the “Return of the Heracledae”. It was associated with Dorian conquest of the Peloponnese in the ancient tradition (Tyrtaeus, Pindar, Herodotus, Isocrates, Ephor). The myth of the “Return of the Heracledae” is known to be one of the genealogical fiction what was invented in Argos and developed further in Sparta. There was a powerful argument for inheritance the rights of the royal title and performing the functions of the high priest in the community if the person was known as the descendant of Heracles belonging to the royal dynasties (Agiades and Euripontides). Apart from that, the power of Spartan kings outside Sparta could be justified if they were related to Heracles. In addition, this belonging to the descendants of Heraclides was above everything. It was one of the most important propaganda arguments to substantiate the legitimacy of the possession of conquered lands in Laconia and Messenia and provide “pro-Achaean” policy by the authorities of Sparta. However, the image of Heracles and his cult did not have the essential meaning in the religious life of the Spartan polis. The heavenly patrons of the kings were “divine twins” - the Dioscuri (Tindaridae). To conclude, it seems to be very controversial that the philosophical and ethical image of Heracles (as the main cynic hero) had a great influence on the representatives of the royal diarchy of the late classical and hellenistic periods.

Abstract:
The article examines the views of the prominent Russian politician and publicist Vasily Vitalyevich Shulgin (1878–1976), whom the author considers to be the largest ideologist of the “chieftain” political subculture in Russian political culture. Following Shulgin, the author distinguishes two fundamentally different models of power: “monarchical” (traditional) type of power and “chieftain” (or “charismatic”) type of power. V.V. Shulgin was one of the first Russian thinkers who, after Alexander Pushkin and Sergei Solovyov, considered the “golden age” of the Russian society to be under the rule of “leaders-heroes” (for example, Peter the Great). Shulgin explained many of the problems of Russian statehood revealed in the early 20th century by the degradation of the Russian ruling class and specifically the Romanov dynasty. Under these conditions, the national leader P.A. Stolypin (similar to Bismarck in Germany or Mussolini in Italy), able to bring the country out of crisis by evolution, had appeared “next to the monarch,” but he has not been appreciated by Russian society and it has caused a national catastrophe. The First World War has accelerated the degradation of the Russian government. The “democratic forces” that came to power in Russia for a short time could not nominate a new “leader” from their ranks (Shulgin treats Alexander Kerensky rather ironically). Shulgin foresaw that “intermediate figures” like the White generals or the Red diarchy of Lenin and Trotsky would eventually give way to the autocratic rule of an all-Russian “Chief,” who would combine the ideology of the Whites and the will of the Reds.

Abstract:
Introduction. The study is dedicated to the system of co-rulership in Byzantium in the early Palaiologan period. Our goal is to determine the role of the Byzantine emperor, the son and co-ruler of his father, the emperor Andronikos II Palaiologos (1282–1328), Michael IX (1294–1320) in the political destabilization of the empire at the turn of the 13th–14th centuries by identifying the specific nature of power relations in the state at the time under study. Methods. The methodological basis of the study is a systematic approach. The power relations in Byzantium at the turn of the 13th–14th c. are considered as a system of interconnected elements that perform certain functions in relation to each other and to the system as a whole. The principles of the hermeneutic method allow us to give a holistic interpretation of the sources that form our understanding of the subject under study. Analysis and Results. As a result of the study, we found out that the specific nature of power relations in Byzantium at that time was determined by two circumstances. First, by the institutionalization of the co-rulership that occurred during the reign of the first Palaiologoi. It was mostly due to the publication of the prostagma by Michael VIII (1259–1282) in 1272, an important document, many provisions of which, in our opinion, were fully implemented (and, to some extent, even expanded) during the reign of his son Andronikos II. Second, by the division of managerial functions within the ruling family. While Andronikos II dealt with a whole range of issues related to various state activities (fiscal, socio-economic, administrative, political and legal, foreign policy, etc.), the younger basileus concentrated in his hands mainly the command of the army. The isolated position of Michael IX which consisted in his constant stay outside Constantinople and the presence of significant military contingents under his control provided a certain degree of independence for the younger basileus in his military and political decisions which often contradicted those of his father. At the same time, this separate co-existence of two imperial courts in the state with their own staff of courtiers disrupted the unity within a narrow group of the Byzantine elite, led to its disengagement and the appearance of people who associated with the younger emperor their further acquisition of high ranks and broader powers in Byzantium. After the death of Michael IX (1320) this circumstance will have a significant impact on the outbreak of the civil war in the empire (1321–1328).

Abstract:
Introduction. The article examines the structure and features of Ganden Phodrang (Tib. dGa’-ldan pho-brang) — Tibetan traditional Government founded by the 5th Dalai Lama Lobsang Gyatso (1617–1682) in 1642 — in the context of interaction with institutions of the Qing administration in the 18th century. Diarchy based on the principles of unity of monastic and secular government (Tib. Сhos-srid) became the basis of the political and legal system of the Tibetan state and was reflected in some specifics of relations with Buddhist countries and peoples. The influence of the Qing Empire in the region by the end of the 18th century increased, and that was traced in formal characteristics but did not affect the functioning laws of Ganden Phodrang. Goals. The paper reviews and analyzes the origins, structure and features of the Dalai Lama’s traditional government Ganden Phodrang (1642–1959); identifies the main changes in the political structure of Tibet during the period of the greatest influence of the Qing government institutions in the 18th century; clarifies the position and role of the Dalai Lama as head of state, as well as the importance of regents and Qing ambans in governing the country. Materials and Methods. In addition to Qing sources, the article uses works by German and French Tibetan scholars (in English), as well as studies by Indian and Chinese Tibetologists. In Russian historiography, special attention is paid to the Dalai Lamas and Panchen Lamas, their relations with the Qing emperors, as well as to such administrative institutions of the Qing as ambans, legislative acts, and the Golden urn lot. Methodologically, the study employs historical and comparative approaches, and the problem-chronological principle. Conclusions. The article concludes that the Dalai Lama’s Government was uniquely independent in the 18th century, and tulku regents possessed special ‘dual’ status and significance. It is necessary to emphasize the importance of studying the topic in the context of international polemics around classification of the socioeconomic structure of Tibet in the Middle Ages, and its status in relation to China.

Abstract:
The gender situation in the cosmogonic myths of the peoples of Japan is considered on the example of mythopoetry of the Ryukyu region, as well as the influence of these myths on the gender balance of the old Ryukyu societies both before Christ era and from its beginning up to the 19th century. The researcher E. Baksheev, based on the achievements of N. Nevsky – the founder of the Russian School of Japanese Studies, as well as his colleague A. Sadokova, reconstructed the role of a woman in the ancient Japanese society on the example of mythopoetry of the Ryukyu region. The chronicles «Records of Omorho Songs» (1532 – 1623), «Records about the path of the Ryukyu gods» (1603 – 1606) by the Japanese monk Taytyu: Rio: teya, «The Mirror of the Generations of Thu: Dzan – the Kingdom of the Ryukyu» (1650), «The Genealogy of Thu: Dzan» (1697 – 1701, 1874), «The Rite of the High Priestess» (1875) were the sources of the research. In the Japanese society, before the Meiji Revolution, at all social levels of its organization, along with a man who had socio-political and economic power – from the head of the house to the head of the rural community and, further, to the regional ruler and the king – there was a priestess (a relative and mainly a sister). Her functions were to rely on the authority of the leader spiritually and ritually, relying on the deities’ «will». The kings of Ryukyu were forced to rely on mediation of the priestesses so that siji (shōjo magic power) would come from the Other (parallel) light to protect the throne and the prosperity of the state in this light. In those old times, the status of such a priestess was even higher than that of a male ruler who ruled on her behalf. The Russian specialists on Japan define such a structure of power as diarchy («dual power»), and the system of government as theocratic. In the terminology of Japanese researchers, the theocratic system of government is called as the policy of «unity of worship and governance». In the XIII – XIV centuries the local and regional rulers were put under the control of the King Ryukyu. The priestesses also lost their independence and had to obey the High Priestess from the royal family. A single secular and religious power was divided into the highest (court) and lower (local) levels. A special feature of the Ryukyu mythology is the late records of the texts with preservation of many archaic motifs and their «applied», frankly social and political biased character. One of the main tasks of such myths was consecration of the status of the ruling elite and the magical assertion of its high status to support the current social hierarchy. «The Records of Omoro songs» (a poetic anthology in 22 volumes, which includes 1,553 old ritual priestly chants), as well as «The Records about the path of the Ryukyu gods» were not completed as in the early 17th century the Kingdom of Ryukyu became the target of aggression from the Japanese clan Satsuma and was under its indirect control. The following chronicles were created under different ideological supervision, which, however, did not change their essence. Also in the period of the 9th – 14th centuries, as an exception, the rare images of a female warrior appeared, and then disappeared in the 16th – 19th centuries before the Meiji Revolution, being replaced massively by the disenfranchised Japanese women – the wives of samurai, peasants, artisans and merchants. After the Meiji revolution in 1879, the government of Japan established the Okinawa prefecture.

Abstract:

The aim of this paper is to make insights into the main features of a feminine self that takes up the pen to express her affectionate passion in her diary, as well as to focus on the particular traits of her writing.

Abstract:

Abstract:

Abstract:
Aim The aim of this article was to develop and apply an Internet-based headache diary (i-diary) for adolescents and compare it with a paper-diary (p-diary) regarding adherence, user acceptability and recorded headache activity. Methods In a cross-sectional school-based study, a representative sample of 488 adolescents aged 12–18 years were randomly allocated by cluster sampling to record for three weeks in i-diaries or p-diaries their headache intensity, disability, and use of acute medication. Results A significantly ( p = 0.008) higher proportion of adolescents in the i-diary group used the diary at least once during the 21-day period (86% vs 76% for the p-diary). However, the p-diary group completed a significantly ( p < 0.001) higher number of diary days (20.8 vs 15.0 days for the i-diary). The response rate for the i-diary-group was largely evenly distributed over the study period; conversely, approximately two-thirds of the adolescents using the p-diary responded on all 21 days, whereas one-fourth did not respond at all. The two diary types were rated as equal in easiness to remember ( p = 0.25), but the i-diaries were more bothersome to use ( p = 0.029). Conclusion Although p-diary users completed a higher proportion of diary days, i-diaries provided more reliable and credible estimates of headache parameters because of better real-time assessment.

"Parental Engagement of a Prototype Electronic Diary in an Ambulatory Setting Following Adenotonsillectomy in Children: A Prospective Cohort Study." Abstract:
Adenotonsillectomy is performed in children on an outpatient basis, and pain is managed by parents. A pain diary would facilitate pain management in the ambulatory setting. Our objective was to evaluate the parental response rate and the compliance of a prototype electronic pain diary (e-diary) with cloud storage in children aged 2–12 years recovering from adenotonsillectomy and to compare the e-diary with a paper diary (p-diary). Parents recorded pain scores twice daily in a pain diary for 2 weeks post-operation. Parents were given the choice of an e-diary or p-diary with picture message. A total of 208 patients were recruited, of which 35 parents (16.8%) chose the e-diary. Most parents (98%) chose to be contacted by text message. Eighty-one families (47%) returned p-diaries to us by mail. However, the response rate increased to 77% and was similar to that of the e-diary (80%) when we included data texted to the research phone from 53 families. The proportion of diaries with Complete (e-diary:0.37 vs. p-diary:0.4) and Incomplete (e-diary:0.43 vs. p-diary:0.38) data entries were similar. E-diaries provide a means to follow patients in real time after discharge. Our findings suggest that a smartphone-based medical health application coupled with a cloud would meet the needs of families and health care providers alike.

Abstract:
