Abstract:
Medical conditions present at the Accident and Emergency (A&E) or Emergency Department (ED) very often. Outcome of medical emergencies depends, among other factors, on the age of patients, gender, socioeconomic factors, medical conditions, their severity, time of patients' presentations, quality of care/treatment given and the available resources (manpower and facilities) in the A&E. There is a paucity of published literature on medical emergencies outcome in Aba, Southeast Nigeria. This study, therefore, set out to bridge this gap in knowledge. This was a 1-year observational study in which patients presenting to the A&E/ED of ABSUTH, Aba for treatment of a medical condition were consecutively recruited and followed up until discharged home, admitted to the medical wards or died in A&E. This study lasted from January 1, 2018 to December 31, 2018. Relevant data obtained were analyzed using Statistical Package for Social Sciences (SPSS) version 20.0 software. A total of 589 patients presented at A&E because of medical conditions/emergencies, made up of 269 (45.7%) males and 320 (54.3%) females. The commonest medical emergencies were DM related complications, acute malaria, HIV/AIDS, heart failure and stroke. Study subjects discharged home were 17.5%, 71.1% were admitted into the medical wards and 11.4% died. Medical emergencies, caused predominantly by non-communicable diseases (NCDs), contributed significantly to the A&E cases in the city of Aba, Nigeria and are associated with considerable mortality. It is recommended that efforts should be made to control the modifiable risk factors of NCDs while early detection and treatment of communicable and NCDs should be affected.

Abstract:
Relevance. In the case of death from injury, the question of whether the victim was intoxicated and to what extent, as the presence of alcohol intoxication could have affected the thanatogenesis of death is important. A reliable method of determining the concentration of ethanol in the body is its study in the blood, urine, and cerebrospinal fluid. But in extreme conditions, in large-scale disasters, during military conflicts, there may be difficulties in the selection, storage, transportation, and research of biological fluids. Therefore, the search for reliable non-invasive rapid methods is relevant.
The objective is the development of a set of criteria for improving the accuracy of detecting the presence of ethanol and determining its amount in deaths due to trauma in emergencies by non-invasive rapid methods.
Materials and methods. Review of scientific publications in international electronic scientometric databases PubMed, Embase, and Scopus by keywords. Search depth - 10 years (2008-2018). Comparison of literature data with the results of own research on the possibility of diagnosing alcohol intoxication to detect the presence and determination of ethanol in biological fluids (saliva, blood, urine) of persons who died and died in emergencies by indicative and evidentiary methods.
Results. The possibility of using the non-invasive express method (indicator test strips) as a guide to detecting the presence and quantification of ethanol in the saliva of deaths and deaths from injuries in emergencies, conflicts, in the absence of the necessary conditions for blood storage and urine (lack of power supply, the impossibility of freezing objects, storage, destruction of objects during transportation, etc.) was described. It is proved that the average result of the quantitative content of ethanol in blood and urine, found in the evidence-based method of research (gas-liquid chromatography), coincides and confirms the result obtained by us in conducting a non-invasive rapid method using indicator test strips. In the course of the conducted researches, the conformity concerning objectivity and correctness of detection of the presence and quantitative content of ethyl alcohol with the use of indicator test strips which is confirmed by researches of blood, urine by evidential methods (gas-liquid chromatography) is proved.
Conclusion. A non-invasive rapid method (indicator test strips) can be used as a guide to detect the presence of ethyl alcohol and determine its quantitative content in the saliva of the dead and deceased, with subsequent confirmation by evidence-based methods of research (gas-liquid chromatography) of blood, urine.

Abstract:
Abstract Lack of preparation for the end of life (EOL) can lead to poor outcomes for caregivers. The purpose of this study was to learn if perceived quality of EOL care and communication provided by the primary clinician prior to hospice referral is associated with caregivers’ perceived preparedness to deal with medical emergencies/complications at the EOL. We conducted a survey of caregivers of patients who died and were referred to hospice in the prior year. Perceived quality, was measured by the Quality of End of Life Care (QEOLC) scale, and “preparedness” was a binary measure asking if caregivers felt unprepared to deal with medical emergencies and/or complications related to the care of the patient at the EOL. We performed a bivariate analysis using a two-sample t-test to determine if QEOLC scores were greater among those indicating they were prepared compared to those indicating they were not prepared. We received a response rate of over 22.8% (49/215). Mean EOL scale scores were 82.0 (SD=3.8) for those reporting that they did not feel unprepared for medical emergencies/compilations that arose near the EOL, and 68.2 (SD=7.3) for those who reported that they did feel unprepared. Results show that the mean difference approached significance (t=1.85; p=0.07). Although results only approached significance, EOL care from clinicians involved prior to hospice enrollment may be perceived as higher quality among those who felt prepared to handle emergencies/complications. This finding suggests that caregivers highly value early EOL education and communication aiding in preparation for emergencies/complications arising after hospice referral.

Abstract:
Objective: Worldwide cardiac cases constitute a large portion of the medical emergencies. There is a paucity of data on the prevalence of cardiac emergencies in Bangladesh. The purpose of this study was to identify the pattern of presentation of cardiac emergencies in a tertiary care hospital in Bangladesh. Methods and Materials: A hospital based cross sectional study was carried out at a medical college hospital in Dhaka city. Hospital medical records of 2457 patients admitted in the Coronary Care Unit (CCU) between 1 July 2011 to 30 June 2012 were reviewed. Relevant socio demographic data were abstracted from the hospital record files. Result: About 4.5% of the total emergency hospital admission was on the CCU. The mean age of the admitted pateints was 55.5 (SD 9.56) years. Males were affected twice as females. Majority of the patients presented with Acute Myocardial Infarction (AMI) (42%), followed by Acute Left Ventricular Failure (19%) and Unstable Angina (16%). Small portion of the patients admitted with Cardiogenic Shock, Valvular heart Disease, Congestive Cardiac Failure and Variable Block. Hypertension (26%) and Diabetes Melitus (15%) was the two most common co-existing pathologies, along with Stroke, Respiratory Disease and Renal Disease. 13.5% patients died during their hospital stay. Conclusion: MI as the principal cause of cardiac emergencies is in coherence with other studies done abroad. High prevalence of Hypertention and Ischemic Heart Disease points to the dietery and lifestyle pattern of the people. Improvement of emergency care along with lifestyle modification is essential to minimize the burden of cardiac emergencies in Bangladesh. Abstract:
This year marks the tenth anniversary of the death of Jackie Kirk, a co-founder of Girlhood Studies: An Interdisciplinary Journal, and an incredibly effective member of the global education community who died at the hands of the Taliban in Afghanistan on 13 August 2008 while working on a project on girls’ education. As an activist and researcher Jackie had a great range of expertise, including that of dealing with education in emergencies, the challenges facing women teachers, and the menstruation-related needs of school-going girls, as well as a grasp of the importance of visual images in understanding the realm of girls’ education. She brought to her work an attention to critical theoretical concepts alongside the practical; she always placed girls and women (especially women teachers) at the center of her explorations, her analyses, and her recommendations for policy and practice.

Abstract:
Paediatric surgical disease is a neglected health problem. Patients travel great distances to tertiary level care for management. This study aimed at analysing referral patterns to design an outreach programme for paediatric surgery in KwaZulu Natal. Data forms of patients referred to the service between January and July 2016 were correlated with the clinical record. Delays in management were compared to morbidity and mortality. Out of 781, 158 referrals were accepted as emergencies. The majority (62%) were children aged < 1 year. Gastro-intestinal problems (38.4%) and congenital anomalies (26.9%) formed the majority. Patients who died had a significantly longer delay in transfer. Longer total delay was associated with statistically significant greater morbidity. In a setting where a large rural population is served by single-centre tertiary care, delays exist and contribute to morbidity. The authors advocate the establishment of an outreach programme to address these issues.

Abstract:
AbstractThis report is a review of the response and the activities of the Emergency Medical Services during a huge flood that devastated one-third of the territory of the Czech Republic in July 1997. The Emergency Medical Services personnel extracted by helicopter a great number of citizens who were trapped in their flats and homes. For diabetics and cardiacs who were isolated from the surface transport, the EMS personnel supplied necessary medication, and transported patients to hemodialysis. The cooperation between non-medical emergency services and the district crisis staff of the Integrated Rescue System, varied in different districts. However, in most flooded districts, the cooperation was satisfactory. In addition, a large number of volunteers helped in the first days of the flood.Unfortunately, 49 people died because of the flood. Nevertheless, since the EMS was able to manage the extraordinary needs, the number of emergencies and hospitalizations was low.

Abstract:
The thesis is a qualitative research which describes and identifies the nursing professionals’ experiences and perceptions about the cures offered to the families who live a dying situation in the emergency department, as well as the families’ experiences, perceptions and feelings about the received support during the treatment process. It follows the Grounded Theory procedures, within the research questions: “how do nurses that work in Emergencies department, take care of the families, specifically these ones who are experiencing a similar situation of dying process?”; “Do they feel emotionally prepared to take care of the families in a short-term?”, will be answered by the professionals’ voice. In the other hand, the research questions: “what do the families need in a dying situation in the Emergencies department?; Do they feel enough supported by the professionals who are with them?” will be answered by the families’ words. The emergent axles: the communication/information powers, the professional prosecution for the dimensions of the care, the humanization of the death in the Emergencies department and the emotional support in the mourning process, contain the informants’ meanings, behaviours and values, when they live a dying situation. Their vital experiences are unique, individuals, and cause personal and/or professional reflections, which show a common necessity: to improve the well health of nurses and families. The application of the K. Swanson’s theorist model gives meaning to the realty lived by nurses in these situations, and lets them improve the cures of the clinics practice, as well as the nursery basics competencies, enriching the humanistic component of the profession. The application gives sense to the families’ attention, which is very useful for them, for the emotional management and also for the nurse well-being.

Abstract:
CHDS State/Local
Each year the United States suffers approximately 3,000 fire-related deaths and approximately 4,700 work-related deaths. Hundreds of additional fatalities occur annually due to severe weather, as well as manmade and natural disasters. The specific research question addressed by these sobering statistics is Can the general public be taught to save themselves during emergencies and disasters To that end, the research answered the following questions 1. What research has been previously performed to examine civilian survivability 2. What are the cognitive functions that allow or prohibit people in making correct life-saving decisions 3. Are there patterns to the way that people process information and perceive danger 4. What are the critical elements that allow some people to survive and others to perish 5. What can be done to increase the chances that civilians will make the correct choice of action during emergencies and disasters Through descriptive research, the purpose was to examine and reveal the importance of human behavior and to produce recommendations that may help reduce fatalities. The literature review found an abundance of material available to address the topic. As heuristics (science of trial and error), utility theory (methodical evaluation of alternative choices), human reactions, such as fear, intuition, emotion, and past experience, and group versus individual dynamics each impact the decision-making process, the research concluded that the general public can be taught how to perform and react appropriately during emergencies. The recommendations included legislating mandatory training on emergency action plans in the workplace, enhance the efforts of emergency responders in public education, and develop public/private partnerships to provide realistic information and scenario-based drills that the public can comprehend and participate in.

Abstract:
Considering the legacies of the Revolution raises basic methodological questions about how we understand historical change and the long-term relevance of the past. These include how we frame narratives and choose endpoints and whether we focus on conscious appropriation and rejection of revolutionary experiences, or on more structural changes. Broad conceptual legacies include possible transformations not only in social and political arenas, but also in how individuals understood themselves and their world. More specific changes affect gender relations and family; tensions between universalism and rights for different groups; the emergence of the modern nation-state; and ideas about the legitimacy and purpose of violence.

Master Tara Singh’s differences with the Congress Government in political matters began to emerge in 1948. In March 1948, the Akali legislators joined the Congress party in the legislature. Master Tara Singh underscored, nevertheless, that it was essential to preserve Sikh identity in religious, social, and political matters. The Akali Dal made it clear in October 1948 that the most effective safeguard for a minority was the right to choose its own representatives through separate electorates. In February 1949, Master Tara Singh emphasized that the root of all demands and all principles for the Sikhs was to have political power. Sardar Patel kept Master Tara Singh under detention for about eight months as a political prisoner under the Bengal Regulation III of 1818, which did not allow any legal intervention. His purpose was to settle all major Sikh issues without Master Tara Singh.

Abstract:
The Hohokam of Arizona, USA, created one of the most intensive agricultural systems in North America. Their hunting economy intensified along with the agricultural system, but intensification (measured through the diversification of hunting strategies) was mitigated by a variety of processes, not all of which are easily understood by traditional methods of measuring intensification, such as diet breadth models. Hunting intensification was limited by constraints placed on hunters due to agricultural labour needs, and affected by changes in local landscapes for agricultural purposes. The hunting behaviour of the Hohokam cannot be understood solely in its own terms, as a product of optimal decision-making based on the availability of prey in the landscape at large. Rather, decisions were contextualized within the constraints of the social and labour organization of the agricultural system, and were contingent on the changes that had been made to that landscape as a result of agricultural demands.

Abstract:
This work represents a combination of different genres: cultural history, philosophical anthropology, and textbook. It follows a handful of different but interrelated themes through more than a dozen texts that were written over a period of several millennia. By means of an analysis of these texts, this work presents a theory about the development of Western Civilization from antiquity to the Middle Ages. The main line of argument traces the various self-conceptions of the different cultures as they developed historically. These self-conceptions reflect different views of what it is to be human. The thesis is that in these we can discern the gradual emergence of what we today call inwardness, subjectivity and individual freedom. As human civilization took its first tenuous steps, it had a very limited conception of the individual. Instead, the dominant principle was that of the wider group: the family, clan or people. Only in the course of history did the idea of what we know as individuality begin to emerge. It took millennia for this idea to be fully recognized and developed. The conception of human beings as having a sphere of inwardness and subjectivity subsequently had a sweeping impact on all aspects of culture, such as philosophy, religion, law, and art. Indeed, this conception largely constitutes what is today referred to as modernity. It is easy to lose sight of the fact that this modern conception of human subjectivity was not simply something given but rather the result of a long process of historical and cultural development.

Abstract:
Invisible-hand explanations suggest that many social practices are a product of human action, but not human design. In coming to terms with such explanations, it is essential to distinguish between explanations of the emergence of practices and explanations of the persistence of practices. The kind of invisible-hand explanation that accounts for the emergence of practices might turn out to be altogether different from the kind that accounts for their persistence. The emergence of practices is often best explained by aggregating explanations: Diverse and dispersed action by numerous people might produce some kind of pattern, even if they did not foresee it or intend to bring it about. By contrast, practices often persist because of evolutionary explanations. They survive some sort of competition. Survival value may have nothing to do with the emergence of a practice in the first place.

Serving as a cornerstone of dietary policy in the United States, the Dietary Guidelines for Americans (DGAs) provide an important foundation for understanding the programs and policies that influence public health practice. In this chapter, we review the emergence and development of the guidelines beginning with their evolution from the Dietary Goals for Americans and moving through various iterations from 1980 until the current era in 2015. Topics include concrete reporting on recommendations, evolving principles of a healthy diet, and a discussion of controversies borne by industry lobbying groups and government mandates.

Abstract:
This chapter examines the origins of asymmetry in the American public sphere by charting the rise of second-wave right-wing media. Taking a political economy approach, this chapter investigates how institutions, politics, culture, and technology combine to explain why Rush Limbaugh, televangelism, and Fox News were able to emerge as mass media when they did, rather than remaining, as first-generation right-wing media after World War II had, small niche players. The chapter also considers how the emergence of the online right-wing media ecosystem followed the offline media ecosystem architecture because of the propaganda feedback loop. It shows that asymmetric polarization precedes the emergence of the internet and that even today the internet is highly unlikely to be the main cause of polarization, by comparison to Fox News and talk radio.

This chapter summarizes the findings of this book as to the reasons for the emergence of bills of rights in Britain's overseas territories between 1950 and 1962. It draws together the findings in each of the previous chapters and addresses the following questions: What caused the British Government to change its policy from opposing to imposing bills of rights in colonial constitutions? Did the pressure for change come from within the Colonial Office, from the dependencies themselves, or from external sources? What were each group's motivations for seeking a bill of rights? Was the new policy the result of events in one dependency or a group of dependencies? And if it was the latter, how did events in each dependency contribute to the policy development?

Abstract:
Environmental emergencies comprise acute exposure of human beings to extremes of temperature, electrical, and radiation injuries, drowning and diving, and high-altitude sickness. Of these, hypothermia, electrical injuries, and drowning are slightly more commonly encountered. However, there are some parts of the UK where scuba diving incidents are more frequent. The story of a physician surviving a temperature of 13.7°C after a 9h resuscitation effort, or various war tragedies in which thousands of soldiers died during cold exposure, etc., are well known. Hypothermia occurs when the core body temperature drops below 35°C, and the compensatory mechanism in a healthy individual is overwhelmed by the extreme exposure. This may be sometimes hastened by various types of medications affecting the thermoregulation. The management in the ED starts with basics (ABCDE). While the ABC and D are taken care of, an accurate measurement of temperature is essential, and most EDs do so by measuring an oesophageal, rectal, or bladder temperature, while the patient is being warmed. The common rhythm in a cardiac arrest associated with hypothermia is asystole. But if the patient is in VF, defibrillation is usually unsuccessful until the core temperature is well above 28–30°C. Therefore, rewarming continues alongside resuscitation and as the core temperature rises, defibrillation attempts should continue according to the UK resuscitation guidelines. The approximate death rate from drowning in the UK is 0.72/100 000 population per year. In 2005, of 435 deaths from drowning, 39 cases were between the ages of 0 and 14 years. Alcohol consumption in the vicinity of water is a major risk factor for morbidity or death by drowning. During the initial assessment, important details surrounding the incident should be obtained rapidly. The outcome of patients in cardiac arrest, who are often hypothermic as well, largely depends on how quickly CPR is initiated. The duration of CPR remains controversial in the hypothermic drowned patient—a safe approach is to continue until the core temperature reaches 35°C. This chapter includes questions on hypothermia, drowning, and some other environmental emergencies to give the reader an insight into the latest management of these situations.

Background: Per American Academy of Pediatrics (AAP) guidelines, the term “brief resolved unexplained event” (BRUE) has replaced the previous term “apparent life threatening event” (ALTE). A BRUE is defined as an event occurring in infants younger than 12 months of age who were reported as having a sudden brief episode with at least one of the following symptoms: (a) cyanosis or pallor, (b) absent or irregular breathing, (c) marked change in tone, and/or (d) an altered level of responsiveness. There must be no other etiology or diagnosis that better explains the event. Management: The recommended management of a BRUE depends upon risk stratification. All low risk criteria must be present for a patient to be considered low risk. Low risk infants require limited diagnostics and do not require admission to the hospital. The AAP did not provide specific recommendations for high risk infants.

Abstract:
Gastroenterology and hepatology encompass a vast array of organs that have diverse structure and function and are affected by a multitude of disease processes. Diseases of the digestive tract are a major cause of morbidity and mortality in the United Kingdom (UK) and worldwide. There have been great advances in our understanding, diagnosis, and management of gastrointestinal (GI) disease, and knowledge continues to develop at a great pace. Understanding the physiology and cellular and molecular events that drive pathological processes, as well as the development of sophisticated endoscopic and radiological tests, have transformed diagnostic capability. Therapeutic endoscopy has progressed to replace surgical management of common GI emergencies such as upper GI tract bleeding and decompressing biliary tract obstruction. However, as ever, there is still much work to be done. For example, the advances in biologic immunotherapy in inflammatory bowel disease has greatly improved patients’ quality of life and a reduction in the need for surgery, though the overall impact of these medications on the natural history of the disease is debatable at present. Hepatology is a greatly misunderstood specialty. The physiological changes that occur as cirrhosis and portal hypertension develop are the key to understanding all manifestations of a decompensating liver. Recently, there has been a significant increase in the prevalence of chronic liver disease in the UK, and as a result, hospital admissions have increased. Liver disease is the only major cause of death still increasing year on year, and twice as many people now die from liver disease than in 1991. The 2013 National Confidential Enquiry into Patient Outcome and Death (NCEPOD) of patients with alcohol- related liver disease (ARLD) found that less than half the number of patients who died from ARLD received ‘good care’, and avoidable deaths were identified. Allied to this, the enquiry shed light on a cultural pessimism regarding outcomes and prognosis of chronic liver disease and, in particular, ARLD from both the public and the medical profession as a whole. There is now a concerted drive towards improving awareness of chronic liver disease, and initial simple supportive treatments can greatly improve survival, more so than previously thought.

Abstract:
Science and technology of Republican China (1912-1949) often replicated the West in all hierarchies. However, in 1949 when the Chinese Communist Party (CCP) declared the nation the People's Republic of China, it had assumed Soviet pseudo-science, namely neo-Lamarckian and anti-Mendelian Lysenkoism, which led to intense propaganda campaigns that victimized intellectuals and natural scientists. Not until the 1956 Double Hundred Campaign had China engaging in meaningful exploration into modern genetics with advancements of Morgan. The CCP encouraged discussions on the impact of Lysenkoism which cultivated guidelines to move science forward. However, Mao ended the campaign by asserting the Anti-Rightist Movement (1957) that reinstated the persecution of intellectuals, for he believed they did not contribute to his socialist ethos of the working people. The Great Leap Forward (1958-1959), an idealist and unrealistic attempt to rapidly industrialize the nation, and the Cultural Revolution (1966-1976), a grand attempt to rid China of the "technological elite," extended China's lost years to a staggering two decades. Post-Mao China rapidly revived its science and technology frontier with specialized sciences: agricultural biotechnology, major genomic ventures, modernizing Traditional Chinese Medicine, and stem-cell research. Major revisions to the country’s patent laws increased international interest in China’s resources. However, bioethical and technical standards still need to be implemented and locally and nationally monitored if China’s scientific advances are to be globally accepted and commercialized.

The ability of tissues to adapt to the mechanical environment is a remarkable feature of the skeleton. Although the mechano-regulation process is very complex, several mechano-regulation theories for musculo-skeletal tissues have successfully predicted the tissue differentiation and remodelling process in various scenarios with reasonable accuracy (1,2); but how did mechano-regulated bone differentiation emerge in evolution? Early vertebrates, like cartilaginous fishes, could modulate their tissues to the mechanical environment and it is likely that evolution worked with the regulatory genes for skeletal tissues, rather than changes in structural genes, i.e. adapting skeletal tissues to the local conditions rather than involving major changes in cells or tissue types (3).

Abstract The need for failure analysis from the backside of the die has introduced new challenges in device analysis applications. Standard silicon based detectors are no longer as efficient due to the absorption of emission signals by the silicon substrate, which is now in the optical path between the device and the detector. The emergence of infrared detectors has offered a solution since emissions in this regime are not attenuated. This paper will describe a comparison made between a silicon detector and two of the most common IR detector materials.

Abstract:
Musicology has long since been established as central part of the so-called Digital Humanities. For many areas of music culture as a whole, digitization is considered the central paradigm of our time. But what exactly does this mean, and is it not unusual for technical and cultural developments to be thrown through and into each other? In literary studies as well as in cultural and contemporary history, a critical discussion has already begun on the multiple narratives and projections about „(post)digitality“, which are particularly common in science itself. Against this background, the article pleads for taking digitality seriously as an object of investigation in historical musicology (and possibly also in the history of musicology) and for initiating a corresponding field of research. For example, what promises and debates about loss associated with digitality can be observed within music culture at different times and in different contexts, but also what sources could provide information about this. The introduction of the CD in the 1980s and the emergence of the EDM sub-genre Glitch in the mid-1990s serve as starting examples for such a critical-historical view of and on digitality.

Abstract:
Clinical practical training is a common practice and a requirement for many medical professions in the U.S.A. This training often lacks in managerial and leadership training, leaving many future practitioners poorly prepared for the challenges and requirements of leadership roles. The complexity of the healthcare system brings about new challenges in terms of leadership, with the development of leadership skills for practicing physicians becoming even more crucial. This study analyzed a sample of students and resident doctors in a psychiatric setting during their clinical rotation. The particularities of the observed emergence of leadership within the scope of multiple theoretical frameworks in the field of leadership were analyzed by calculating the median values of each set of survey responses. The study found that biological sex did not play a significant role in Leader emergence (p=0.74), Followers scored Leaders highly overall, and Leaders showed that they had a solid insight into their own capacities and limitations. Overall, strong leadership qualities were identified across all theoretical frameworks with valuable implications for the development of future leadership training. More research is needed to test this methodology in different medical settings and to identify the most effective type of leadership training for clinical education.

Abstract:
This study deals with the electoral systems applied in Iraq after 2003 for the Iraqi Parliament elections. The issue's importance lies in the fact that elections are the legitimate means adopted by modern political systems based on the separation of powers. Therefore, after changing the political system in Iraq in 2003 from a one-party system to a democratic parliamentary system, the permanent constitution of 2005 granted the right to political participation for citizens. Including the right to participate in elections through nomination or candidacy for the Iraqi Council of Representatives, this study examines the electoral systems applied after 2003 and the reasons for the instability of the Iraqi parliament elections on a specific law. The study dealt with the types of electoral systems by focusing on the concept and emergence of elections and the most critical electoral systems adopted by political systems. Furthermore, the electoral systems applied after 2003 in the Iraqi parliament elections by focusing on the electoral laws or their amendments that preceded each electoral cycle since 2003 until now. The study concluded that the electoral system in Iraq was not legally stable; several amendments have been made to the laws regulating the elections for the House of Representatives. So the two elections did not repeat under one law because of political parties' criticism leveled at it. Moreover, the attempt by the large parliamentary blocs, through their control of the Iraqi Council of Representatives, to legislate laws that limit the victory of the blocs and small parties.

Abstract:
The context of globalization along with the development of electronic media has opened a new era for folklore in general as well as forms of linguistic composition of folk literature in particular. In addition to the form of composing and keeping media documents in the traditional way, the Internet explosion has dominated the main spaces of communal life and has gradually changed the mode of human interaction. Cyber space is considered as a tool to convey traditional values, to create many new cultural activities, and to be a place to circulate folk cultural works in contemporary society, in which folk poetry (Ca dao) is one. Modern folk poetry studies are still a controversial issue in academic circles in Vietnam, but with the dominance of today's Internet communication technology, the emergence of lyrics rhymes circulated on the Internet is a remarkable and inevitable phenomenon in the context of development of various forms of "reformed", "processing", "parody" lyrics, songs, poems according to the direction of humor and entertainment rather than focusing on aesthetics and art. From a linguistic cultural approach, this article aims to discuss modern folk poetry on such issues as: Why did such folk poetry come about? How would we circulate or share this poetry on the Internet and to approach folk culture in an era of dominance of visual culture (TV, video, film, photography) and Online culture; how does socio-economic change on modern folk poetry impact on the Internet in terms of thinking innovatively, and how does it tend to break traditional cognitive structures due to the diverse forms of reflection and reality in modern society?

Abstract:
We trace the effects of a devastating earthquake that occurred in Northern Pakistan in 2005. Using a new dataset from a survey conducted four years after the earthquake, we first show that the distance of the household from the fault line was not correlated with pre-existing household characteristics, while it was strongly predictive of earthquake-related damage and mortality. Through emergency relief aid, households living close to the fault line reported receiving substantial cash compensation that amounted to as much as 150% of their annual household consumption expenditure. Four years after the earthquake, there were no differences in public infrastructure, household or adult outcomes between areas close to and far from the fault line. However, children in their critical first thousand days at the time of the earthquake accumulated large height deficits, with the youngest the most affected. Children aged 3 through 15 at the time of the earthquake did not suffer growth shortfalls, but scored significantly worse on academic tests if they lived close to the fault line. Finally, children whose mothers completed primary education were fully protected against the emergence of a test score gap. We estimate that if these deficits continue to adult life, the affected children could stand to lose 15% of their lifetime earnings. Even when disasters are heavily compensated, human capital accumulation can be critically interrupted, with greater losses for already disadvantaged populations.
