Abstract:
Children’s engagement with online technologies may seem second nature, yet the impact that the Internet has on their lives is shaped by a powerful public policy agenda that largely overlooks children’s interests. Australia’s digital policy framework is dominated by discourses of safety and risk on the one hand and, on the other, neoliberal arguments about the possibilities for economic growth offered by e-commerce. In the midst of such powerful discourses it is difficult for children’s voices to be heard. This paper offers a close textual analysis of the Australian public policy context for regulating cyberspace. Finding a discursive duopoly that overlooks children’s interests, the author identifies two key features of a rights-based approach to challenge the dominant narratives currently serving the interests of the private sector and the State.

Abstract:
This theoretical paper introduces the notion of personal salience, expanding the traditional paradigm of agenda setting theory to encompass digital, online activities for the establishment of personal agendas. Self-agendas have been examined from many diverging points of view and competing perspectives. In this paper, we aim to place them within the precise categorization of the agenda setting paradigm. In its fifty-year history, scholars have examined the specific mechanisms and processes that render “issues” and “objects” salient. The current paper aims to classify personal agendas and personal salience as distinct typologies of mediated significance.

Abstract:
As digital platforms are transforming almost every industry today, they are slowly finding their way into the mainstream information systems (ISs) literature. Digital platforms are a challenging research object because of their distributed nature and intertwinement with institutions, markets and technologies. New research challenges arise as a result of the exponentially growing scale of platform innovation, the increasing complexity of platform architectures and the spread of digital platforms to many different industries. This paper develops a research agenda for digital platforms research in IS. We recommend researchers seek to (1) advance conceptual clarity by providing clear definitions that specify the unit of analysis, degree of digitality and the sociotechnical nature of digital platforms; (2) define the proper scoping of digital platform concepts by studying platforms on different architectural levels and in different industry settings; and (3) advance methodological rigour by employing embedded case studies, longitudinal studies, design research, data-driven modelling and visualisation techniques. Considering current developments in the business domain, we suggest six questions for further research: (1) Are platforms here to stay? (2) How should platforms be designed? (3) How do digital platforms transform industries? (4) How can data-driven approaches inform digital platforms research? (5) How should researchers develop theory for digital platforms? and (6) How do digital platforms affect everyday life?

La metodología empleada es doble: por un lado, se realiza un análisis bibliométrico de sus aportaciones sobre NAS en los últimos años (2010-2017); por otro, se realiza un análisis en profundidad de sus artículos más destacados durante esas fechas dedicados al estudio de NAS en el actual ecosistema informativo.La revisión de los artículos más recientes de McCombs (2010-2017) descubre las nuevas tendencias y la evolución de la teoría de la agenda mediante el análisis de casos concretos que aportan solidez científica al Modelo de Red de Agenda Setting, ofreciendo asimismo sólidas conclusiones que contribuyen al desarrollo y evolución de este modelo de comunicación, que ya goza con medio siglo de antigüedad.Este trabajo contribuye a la revisión actual del estado de la teoría de la agenda para abrir nuevos horizontes en la investigación sobre agenda setting en el marco de los nuevos medios digitales y las redes sociales.

Esta tese tem como tema os fundamentos e a agenda da inclusão digital na educação no Brasil, cujo o objeto vislumbrado é a produção científica desenvolvida pela pós-graduação sobre inclusão digital, exclusivamente, as teses e dissertações defendidas a partir dos anos 2000 a 2011. O problema foi o de investigar como a inclusão digital vem sendo estudada e fundamentada, ao longo dos anos 2000, no que concerne a sua agenda de pesquisa para a educação brasileira? O objetivo geral analisou como a inclusão digital vem sendo estudada e fundamentada, ao longo dos anos 2000, no que concerne a sua agenda de pesquisa para a educação brasileira. Para alcançar esse objetivo geral, buscou-se como objetivos específicos mapear como o tema inclusão digital tem sido estudado na área de Educação no Brasil; observar aspectos ligados a tendências teóricas conceituais e metodologias que envolvem o tema inclusão digital na Educação; analisar os níveis de articulação paradigmática dos resultados de pesquisa em educação que abordam o tema; e sugerir alternativas de consolidar uma agenda de pesquisa neste campo. A pesquisa foi realizada a partir de uma amostra composta de teses (08) e dissertações (23) após atribuição de critérios de seleção. Se caracteriza como um estudo de nível analítico com abordagem qualitativa e quantitativa, com adoção do método de infometria e bibliográfico. As conclusões se referem à formação de seis linhas de estudo; a existência de um grupo de elite da fundamentação teórica, a apresentação do diagrama multidisciplinar da inclusão digital na educação, levando a que o pesquisador tenha um perfil potencialmente multidisciplinar. Referem-se também ao conceito de inclusão social que sustenta o tema, as opções metodológicas e as principais teorias que fundamentam os estudos neste campo.

The specific objectives as to map the theme digital inclusion has been studied in Education in Brazil; to observe aspects of the conceptual theoretical trends and methodologies involving digital inclusion issue in education; and analyze the paradigmatic articulation levels of the search results in education that address. The survey was conducted from a sample of theses (08) and dissertations (23) after award selection criteria. It is characterized as an analytical level study with qualitative and quantitative approach, with adoption of Infometrics and bibliographic method. It was found the formation of six study lines; the elite group of theoretical basis, the development of multidisciplinary diagram of digital inclusion in education, the concept of social inclusion supports the theme, methodological options and main theories. The conclusion discusses the researcher has a potentially interdisciplinary profile.

The goal of this dissertation is to examine how the issue of digital inclusion agenda entered the government of São Paulo and how designed the digital inclusion program Acessa Sao Paulo. By studying this policy, we sought to identify who were the people who discussed this issue, why they did it, it how done, who participated, finally get behind the scenes of these discussions that preceded the conception of this public policy. To find the relevant actors who participated in the design of public policy of digital inclusion in São Paulo’s, state there was realized a literature getting up about the subject and several contacts were made by e-mail and / or social networks, seeking names of those who participated in this discussions that leading the deployment of digital inclusion program at São Paulo’s state. Before the confirmation of the involvement of those actors, there was made an invitation to them participate in the work through an interview. The entry of the issue of digital inclusion was a slow and gradual process that started since the take office of Governor Mário Covas for his first mandate (1995-1998). The use of computerization by the government was in it’s foressen government’ plane in 1994 as a way to modernize the administrative machine and bring near the state citizens. The need to create a digital inclusion program for low-income citizens would have access to the internet should, above all, the e-government initiatives promoted by the State that was by intent to deliver public services to citizens through internet. At the beginning of the 2000’s internet access was a privilege for few. Hence that, the need to think in a policy that promote the digital inclusion of these people. That was the main reason for the government to assume that the issue of digital inclusion was a problem to be solved. And definitively entered at the government's agenda and subsequently giving rise to Acessa São Paulo.
O objetivo da presente dissertação é analisar como a temática da inclusão digital entrou na agenda governamental do Estado de São Paulo e como foi concebido o programa de inclusão digital Acessa São Paulo. Ao estudar essa política pública, buscou-se identificar quem foram às pessoas que discutiram esse tema, por que fizeram, como foi feito, quem participou, enfim, entrar nos bastidores dessas discussões que antecederam a concepção dessa política pública. Para se chegar aos atores relevantes que participaram da concepção da política pública de inclusão digital no Estado de São Paulo, foi realizado um levantamento bibliográfico sobre o tema e vários contatos foram feitos via email e/ou redes sociais buscando nomes que participaram dessas discussões que antecederam a implantação do programa de inclusão digital no Estado de São Paulo. A partir da confirmação do envolvimento desses atores foi feito um convite para que esses participassem do trabalho através de uma entrevista. A entrada da temática da inclusão digital foi um processo lento e gradual que se iniciou desde a posse do governador Mario Covas para seu primeiro mandato (1995-1998). O uso da informatização pelo governo estava previsto em seu plano de governo em 1994 como forma de modernizar a maquina administrativa e aproximar o Estado dos cidadãos. A necessidade de se criar um programa de inclusão digital para que os cidadãos de baixa renda pudessem ter acesso à internet deve, sobretudo, as iniciativas de governo eletrônico promovidas pelo governo do Estado que tinha por objetivo disponibilizar serviços públicos via internet aos cidadãos. No inicio da década de 2000 acesso a internet era privilégio para poucos. Daí a necessidade de se pensar em uma política que promovesse a inclusão digital dessas pessoas. Essa foi a razão principal para que o governo assumisse que a questão da inclusão digital era um problema a ser resolvido. E entrasse definitivamente na agenda do governo e posteriormente dando origem ao Acessa São Paulo.

Tesis para optar al grado de Magister en Educación con mención en Informática Educativa
La presente investigación busca develar las intenciones tentativas y posiciones teórico-políticas subyacentes al discurso que promueve la implementación de las agendas digitales en educación. Se pretende lograr la identificación y comprensión del fenómeno social que representa la modernización tecnológica en el sistema educativo mediante un análisis documental de agendas digitales a nivel internacional, regional y nacional, generando un proceso de teorización anclada acorde con los objetivos trazados. Como resultado, la investigación ofrece un constructo teórico (“ideología evolucionista de las TIC”) capaz de comprender e interpretar los mecanismos que, a nivel de discurso, legitiman el plan modernizador de la fuerza laboral y los posibles escenarios de exclusión que este trae. A nivel de política pública, esta tesis es un aporte para desnaturalizar y replantear las acciones ejecutadas a gran escala en las escuelas respecto al uso de las TIC. En lo epistemológico, abre las puertas a una crítica sobre los marcos conceptuales que sostienen las propuestas y estudios sobre las TIC en la educación, revelando los supuestos que portan sus principales agencias promotoras, identificando limitaciones conceptuales y explorando potencialidades acorde con su impacto real en la vida social y educativa. Desde el punto de vista educativo, este trabajo permite interpretar propósitos y responsabilidades estructurales que tienen que ver con el éxito o fracaso de las políticas revisadas, de modo que sirvan para comprender el proceso histórico de pérdida de valor profesional docente, la noción del liderazgo educativo reducida a una gestión de recursos, y el estatuto del alumno como un trabajador-consumidor en potencia

"Everything is connected." This is the maximum of our century. With the digital network it has become stronger because we are even more entangled in a network of complex and changing networks, consisting of nodes (actants of all kinds) and edges (connections). However, the nodes are only part of a whole. Nodes connected are simply a static structure. Therefore, there is something that gives life to the network: the dynamics - the movements that the nodes perform, depending on the connections, revealing multiinteractions in digital networks. The multi-interactions are a type of communication action, hybrid and singular among actants that, by allowing mediation in the communication standard "all-all" without considerably reduce reciprocity between them, has reshaped the world in various dimensions, including the way to do global politics. The World We Want platform, created by the United Nations to join in an unprecedented way the opinion of civil society in building the new global agenda, called Sustainable Development Goals (SDGs), illustrates this process. After all, the platform shows that the UN has appropriated the cyberculture attributes to an experiment complex and impossible before the digital culture. Therefore, our goal is to accompany the phenomenon of multiinteractions in The World We Want platform to understand, from the Web macro dimension, how the UN faced the complexity permeated throughout this communication process and converted the conflict in a consensus, the SDGs Agenda. Therefore, for the methodological procedure, we use the systems of Information Architecture, the Heuristic Evaluation by Nielsen, Actor-Network Theory and its extension, the Cartography of Controversies. From the analysis, we conclude that the UN used the complexity of multiinteractions to achieve your goal, turning The World We Want in a hub of sustainability debates and stimulating the collective intelligence and collaborative processes in network. However, although the platform has changed the way of building global agendas and has described as a tool for promoting democracy, we understand that it has not yet reached that level. Therefore, the platform allowed the people to be heard, but not to participate in decisions by the summit, making the SDGs Agenda another document that only supports the UN consolidated discourse for almost four decades.
“Tudo está conectado”. Esta é a máxima do nosso século. E com a rede digital ela se tornou mais forte, pois estamos ainda mais emaranhados em uma rede de redes complexas e mutáveis, compostas por nós (actantes de todos os tipos) e arestas (conexões). Contudo, os nós sozinhos são apenas partes de um todo e os nós conectados não passam de uma estrutura estática. Logo, existe algo que dá vida à rede: as dinâmicas – os movimentos que os nós realizam em função das conexões, revelando, na rede digital, as multiinterações. As multi-interações são um tipo de ação comunicativa, híbrida e singular entre os actantes que, ao permitir a mediação no padrão de comunicação “todos-todos”, sem reduzir, consideravelmente, a reciprocidade entre eles, tem reconfigurado o mundo em várias dimensões, inclusive na forma de fazer política global. A plataforma The World We Want, criada pela ONU para aderir de forma inédita a opinião da sociedade civil na construção da nova agenda global, denominada Objetivos de Desenvolvimento Sustentável (ODS), ilustra tal processo. Afinal, a plataforma revela a ONU se apropriando dos atributos da cibercultura para realizar uma experiência complexa e impossível antes da cultura digital. Nosso objetivo se constitui, portanto, no acompanhamento do fenômeno das multi-interações na plataforma The World We Want para entender, a partir da dimensão macro da Web, como a ONU enfrentou a complexidade permeada em todo esse processo comunicacional e converteu os conflitos num consenso, a Agenda ODS. Para tanto, quanto procedimento metodológico, nos apropriamos dos Sistemas da Arquitetura da Informação, da Avaliação Heurística de Nielsen, da Teoria Ator-Rede e de sua extensão, a Cartografia de Controvérsias. E, a partir da análise, concluímos que a ONU usou a própria complexidade das multi-interações para atingir seu objetivo, transformando a The World We Want em um hub dos debates da sustentabilidade e estimulando a inteligência coletiva e os processos colaborativos em rede. No entanto, embora a plataforma tenha mudado a forma de construir agendas globais e seja descrita como um instrumento de promoção da democracia, entendemos que ela não atingiu esse nível ainda. Pois, ela permitiu que a população fosse ouvida, mas não que esta participasse das decisões junto à cúpula da ONU, tornando a Agenda ODS mais um documento que apenas sustenta o discurso consolidado da Organização há quase quatro décadas.

Abstract:
As digitalisation continues to spread, the impact technology has on society is evident. In Sweden, digitalisation has led to the end of analog options forcing individuals to rapidly adapt to new technologies. For this reason, the diffusion of electronic identification (eID) as a critical technology occurred at an accelerated rate. However, a segment of society remains without access to this innovation. In this study, qualitative semi-structured interviews were conducted with influential eID actors in Sweden to identify factors that impact the diffusion process, with a focus on late adoption. The result of this study shows that collaborations, accountability, biases, compatible technologies, and infrastructure technologies influence the spread of eID. These factors can be identified at an actor level but interact and consolidate on a system level. The above-mentioned findings have implications for innovation diffusion and digital divide theories as well as policy decisions regarding infrastructure technology and the practical requirements for adopting to eID.
I takt med att digitaliseringen breder ut sig blir teknologins påverkan och inflytande över samhället mer tydlig. I Sverige har digitaliseringen lett till att analoga tjänster upphör, därmed tvingas individer att snabbt anpassa sig till ny teknik. Av denna anledning har spridningen av elektroniska identitetshandlingar (e-leg) accelererats. Denna teknologi kan klassas som samhällskritisk och har därmed en särställning. Dock finns det icke-användare som ännu inte tagit del av denna innovation och därmed saknar tillgång till viktiga tjänster. I denna studie har kvalitativa semistrukturerade intervjuer genomförts med inflytelserika e-leg aktörer i syfte att identifiera faktorer som påverkar den sista fasen av innovationsspridning. Resultatet av denna studie visar på att samarbete, ansvar, fördomar, kompatibla tekniker och aspekter av infrastruktur samverkar och potentiellt begränsar användandet av e-leg. Dessa faktorer existerar på en aktörsnivå och interagerar samt förenas på en strukturell systemnivå. Detta utmanar teorier kring innovationsspridning och den digitala klyftan. Dessutom får dessa insikter betydelse för politiska beslut angående samhällskritisk teknik, samt för det framtida användandet av elektroniska identitetshandlingar i Sverige.

Las actividades propias de la administración pública, no han sido ajenas al contexto histórico de la conformación de una sociedad de la información. De forma específica, la administración pública, en sus tres niveles, tiene el reto de no quedar excluida del contexto tecnológico- digital que viven las actuales sociedades, además de aprovechar estos infrenables avances tecnológicos para favorecer la vinculación con la sociedad y sus necesidades. Resulta de especial interés la implementación de estas herramientas tecnológicas en el actuar de los gobiernos locales, en primera instancia por el reto que representa la inserción de dispositivos tecnológicos, las nuevas tareas que surgen de ello así como la generación de capacidades de uso en los servidores públicos. Un segundo reto que tienen los gobiernos se encuentra al interior de la sociedad y se refiere a la procuración de que la población cuente con la capacidad de uso y acceso a dichas tecnologías, para así poder completar el círculo de vinculación entre sociedad y gobierno a través de las posibilidades que brindan las novedosas herramientas tecnológicas. Ante este contexto, surgen estudios específicos desde el ámbito académico y profesional entorno al desarrollo de modelos y conceptos de gobierno electrónico y de gobierno abierto, con la consigna de indagar en las mejores prácticas y ofrecer a los gobierno alternativas de solución a ante los retos que se presentan en la era de la información. Este es un trabajo de investigación que conjunta las perspectivas de los estudios de gobierno abierto y gobierno electrónico como características de una administración pública que busca eficientar su operatividad a través de nuevas estrategias basadas en el uso de las TIC. La investigación se realiza desde la administración pública, pero también desde una perspectiva comunicacional que indaga en el uso de las estrategias TIC desde el gobierno, como una alternativa para favorecer la comunicación en dos direcciones entre la esfera social y la gubernamental.

Scholars of intermedia agenda-setting have examined how news organizations can affect one another's content, but research is lacking on the influence of foreign news programs on fledging media outlets, such as Rwanda Television (RTV). A quantitative content analysis conducted between October and December 2016 indicates that media outlets in core countries dominated RTV's international news edition, which depended mostly on foreign programs, mainly from Euronews and Al Jazeera English. The 2016 U.S. election was the predominant topic. More than half the stories had a negative tone. In addition, qualitative interviews with the RTV editorial team revealed that the main factors influencing story selection were proximity, prominence, impact, cultural values, and relevance. Cross-lagged correlation coefficients indicated that both RTV and two Rwandan newspapers—igihe.com and Imvaho Nshya—focused on the same news topics but with slightly different sources. In Rwanda, the defining factors for this intermedia agenda-setting are not media type, ownership, or technology, as other studies have found, but institutional barriers, language, and the globalization of news. Faced with limited finances and a shortage of trained journalists, fledging media organizations in Rwanda will continue to depend on big media for their daily international news. Strategies are suggested for helping to break the cycle of foreign media domination and news homogenization in Rwanda

O recorte temporal de análise compreende o período entre 2008 e 2017, que representa a primeira década de atuação do organismo de cooperação, posteriormente à consolidação das Declarações da Cúpula Mundial sobre a Sociedade da Informação (CMSI), que definiriam os elementos norteadores das estratégias de desenvolvimento da Organização das Nações Unidas (ONU) para a consolidação do novo paradigma sociotécnico da Sociedade da Informação. A pesquisa possui abordagem qualitativa, de caráter explicativo, e recorre à Análise Documental como procedimento para desconstrução dos elementos essenciais dos registros documentais da Unasul; reconstrói e debate os elementos essenciais à conformação de políticas de comunicação para produção de conteúdos digitais a partir do referencial teórico-epistemológico da Economia Política da Comunicação e do Conhecimento – influenciado pela tradição de pesquisa do Ciespal. Como resultados, a pesquisa identifica a centralidade das indústrias culturais e da propriedade intelectual na agenda política da Unasul, apesar de verificar certa dificuldade na implementação de ações concretas para o setor.

Abstract: The present research proposes to identify, systematize and analyze the political agenda built on the South American regional plan on the production, materialized in the form of digital content, within the Union of South American Nations (USAN). The analysis understand the period between 2008 and 2017, that represents the first decade of cooperation operation, after the consolidation of the Declaration of the World Summit on the Information Society (WSIS), that would define the guiding elements of the development strategies of the United Nations (UN) for the consolidation of the new socio-technical paradigm of the information society. The research has a qualitative approach with an explanatory character and uses the documentary analysis to deconstruction the essential elements of USAN's documentary records; reconstructs and debates the essential elements to the conformation of communication policies for the production of digital contents from the theoreticalepistemological referential of the Political Economy of Communication and Knowledge – influenced by Ciespal's research tradition. As results, the research identifies the centrality of cultural industries and intellectual property on the political agenda of USAN, although verify some difficulty in the implementation of concrete actions for the sector.

The hypothesis of agenda-setting is a type of social effect at the media, which understands the selection, disposition, and incidence of news on the issues the public will speak about and discuss. Within the context of studies on the effects of means of communication on the society, the agenda setting hypothesis investigation appears during the Seventies. This PhD thesis intends to show the possibility that the agenda-setting process can also be performed through publicity campaigns and public relation actions. Furthermore, the hypothesis of overbooking is presented. The topic chosen to develop the study was the concept recovery of mobile telephone (cell phone) coverage, performed by the company Claro Digital at the state of Rio Grande do Sul, from 1999 to 2002, using the Grounded Theory.
A hipótese do agenda-setting é um tipo de efeito social, na mídia, que compreende a seleção, disposição e incidência de notícias sobre os temas que o público falará e discutirá. Dentro do contexto dos estudos sobre os efeitos dos meios de comunicação na sociedade, surge nos anos 70 a investigação da hipótese do agenda setting. Esta tese de doutorado pretende mostrar a possibilidade de o processo de agenda-setting (agendamento) ser realizado, também, através de campanhas publicitárias e de ações de Relações Públicas. Além disso, apresenta a hipótese de sobreagendamento. O tema escolhido para o desenvolvimento desse trabalho foi a recuperação do conceito de cobertura de telefonia móvel (celular), realizado pela operadora Claro Digital, no estado do Rio Grande do Sul, de 1999 a 2002, utilizando a Grounded Theory.

Uppsala universitet The aim of this master’s thesis is to investigate, through text analysis, the role of copyright in development, with particular interest of how the concepts knowledge and access to knowledge are used in Access to Knowledge Draft Treaty and WIPO Development Agenda. The definition of the concept knowledge, as it is used in copyright, is based in a Western historical and philosophical context and therefore excludes knowledge created in another type of society. The consequences of this exclusion have effects on development. Further it is stated that knowledge according to the global copyright scheme will be reduced to a commodity, which will have consequences not only in societies in the global South. The difficulties in achieving access to knowledge in the global copyright regime are investigated. The flexibilities contained in the Berne Convention and the TRIPS Agreement are limited in scope and difficult to maintain. Exclusion from access to knowledge affects development and deepens inequalities both within countries and globally.

La transformación digital puede beneficiar a un sector de la población y, al mismo tiempo, acentuar las desigualdades de otro. Esta investigación tiene el objetivo de conocer el acceso que tienen las mujeres indígenas a las tecnologías digitales en zonas rurales, reconocer las barreras, catalizadores y sueños, y crear colectivamente las propuestas para eliminar la brecha digital de género en sus comunidades. Las comunidades indígenas participantes son el pueblo nasa (Colombia) y el pueblo ch’orti’ (Guatemala). La metodología combina diferentes herramientas, como las herramientas de investigaciones de género en acceso a internet y uso, Facebook Ads, diagnósticos participativos, Design Thinking y análisis cualitativo. Los resultados encontrados son: el acceso a las tecnologías digitales es precario, no empodera y es inseguro. Las violencias, la asequibilidad y las normas sociales son las principales barreras para el acceso a las tecnologías digitales, y la violencia sexual es la mayor barrera para las niñas indígenas. Los sueños de las mujeres indígenas respecto a las tecnologías digitales son tecnologías para fortalecer el sentir, vivir y pensar como pueblos originarios. Este trabajo presenta estrategias para eliminar la brecha de género, que son relevantes para la cooperación internacional y los actores locales. Se concluye que el ODS 5 (meta 5b) debería incluir la implementación de soluciones tecnológicas que permitan el empoderamiento, y la transformación digital en la ruralidad requiere una agenda conjunta entre los gobiernos, la cooperación internacional y las organizaciones de mujeres indígenas.

Abstract:
This report shows that Latin America and the Caribbean faces critical policy challenges going forward. It must accelerate the digital transformation to allow businesses and consumers to adapt to a new normal and leverage pandemic recovery to create stronger economies, and also tackle long-standing barriers to adopting digital technologies and bridging digital divides. These have impeded sustained and equitable economic growth even before the pandemic struck. This crisis should be a wake-up call for governments, the private sector, civil society, and international development partners to come together and take concerted actions to advance on consistent, long-term, and sustainable e-commerce strategies that are at the forefront of national and regional productive development agendas. Just as digital solutions allowed countries to overcome the increased role of distance within the context of the pandemic in shaping consumption and business, they should also be harnessed to increase regional economic integration beyond this emergency situation.
