Abstract:
Le principal objectif de cette thèse est d'expliquer en quoi l’efficience statique (static efficiency), l’efficience de coordination (coordinative efficiency) et l’efficience créative (creative efficiency) jouent un rôle déterminant dans la conception de la gouvernance à l'ère numérique. Il s’agit également d’étudier des mécanismes originaux de gouvernance, au-delà de la traditionnelle dimension marché-hiérarchie, pouvant faciliter les processus de coordination intégrative (integrative coordination) ainsi que de création collective dans les organisations.La thèse comprend trois essais. Le premier est une contribution de nature théorique montrant que l’économie des coûts de transaction (Williamson 1979, 1991, 1996, 2002) ne permet pas de rendre compte de façon satisfaisante de la conception de la gouvernance à l’ère numérique. Le modèle conceptuel normatif proposé contribue à repenser celle-ci dans une perspective pluraliste intégrant complexité et variété. Les choix de gouvernance ne sont ainsi plus limités à la seule dimension marché-hiérarchie comme le laisse penser l’économie des coûts de transaction. Une perspective intégrant la construction sociale des modes d’organisation (Giddens, 1985; Greenwood et al. 2011) permet de définir une variété de formes de gouvernance. Il est possible de représenter, dans un espace à trois dimensions (efficience statique, efficience de coordination et efficience créative), les différentes configurations de gouvernance sous la forme d’un triangle. Cette représentation peut être appliquée afin de rendre compte des choix de gouvernance possibles à différents niveaux organisationnels.Les deux essais suivants sont à dominante empirique. Ils visent à prolonger le premier en étudiant le lien entre des configurations innovantes de gouvernance et la performance des organisations en matière d’efficacité de coordination et d’efficacité créative. Le deuxième essai se concentre sur la coordination d’intégration dans les organisations. Des structures organisationnelles distribuées à plusieurs couches ou layered distributed organizational structures (Simon, 1962), des plans définis ex ante de façon imprécise ou broad-brushed ex ante plans (Edmondson, Bohmer et Pisano, 2001), ainsi que des semi-structures (Brown et Eisenhardt, 1997) s’avèrent utiles au processus de coordination lorsque les interdépendances sont complexes et incertaines. Le troisième essai porte sur la performance des organisations en matière de créativité collective. Il s’intéresse notamment aux dispositifs organisationnels facilitant l’émergence d’une telle créativité tout en préservant stabilité et efficacité. Plusieurs formes de perturbation qualifiées d’ordonnées (ordered disruption), tant au niveau spatial (ordered spatial disruption) que temporel (ordered temporal disruption) et affectif (ordered affective disruption), contribuent à l'émergence de la créativité collective.Le matériel empirique utilisé dans les deuxième et troisième essais provient d’une étude des modes de gouvernance de différents projets de villes intelligentes (smart-cities) nécessitant une collaboration entre plusieurs organisations
The main objective of this dissertation is to explain why coordinative efficiency, creative efficiency, together with static efficiency are all critical goals of governance design in digital age, and to explore innovative governance arrangements, beyond the one-dimensional line defined by “market” and “hierarchy”, that can facilitate the processes of integrative coordination, and collective creation in organizations.The dissertation is composed of three essays. Essay 1 is a theory paper that provides the overall theoretical arguments about why transaction cost economics (Williamson 1979, 1991, 1996, 2002) is no longer a satisfactory theoretical framework for governance design in the digital age, and offers a normative model which suggest possibilities of much more nuanced, complicated and pluralistic governance choices than suggested by transaction cost economics. It is argued that potential governance choices are not solely situated on a one-dimensional line between hierarchy and market, as transaction cost economics asserts. The rich connotations of socially constructed agency (Giddens, 1985; Greenwood et al. 2011) provide diverse possibilities of governance arrangements, which spread across a triangular plane in a three-dimensional space defined by static efficiency, coordinative efficiency and creative efficiency (see Figure 1). This paper provides both graphic and mathematical presentations of this three-dimensional model for governance design, which can be applied to different levels of organizing.Essay 2 and 3 are two empirical papers that endeavor to extend Essay 1 by finding out the exact relationship between certain innovative governance arrangements with organizations’ performance in coordinative and creative efficiencies. Essay 2 focuses on the realization of integrative coordination in organizations. It found out that layered distributed organizational structure (Simon, 1962), broad-brushed ex ante plan (Edmondson, Bohmer and Pisano, 2001), and semi-structures (Brown and Eisenhardt, 1997) are beneficial in facilitating an ongoing coordination process when interdependencies are complex and uncertain. Essay 3 focuses on organizations’ performance in collective creativity (Shalley et al., 2004; George, 2007), especially on what governance arrangements can best allow collective creativity to emerge without overly sacrificing organizational stability and efficiency. It is discovered that “ordered disruption”, including ordered spatial disruption, ordered temporal disruption and ordered affective disruption, have positive effects on the emergence of collective creativity. Both Essay 2 and Essay 3 use collaborative organizations on smart city projects as the empirical setting. The findings of these two empirical papers are grounded on multiple case studies on those collaborative organizations

This thesis concerns the development of a comprehensive framework for the participatory governance, which constitutes an important issue for an effective involvement of citizens and other stakeholders in urban development. This issue meets a large concern around the world. Cities are active in implementing various forms of participatory governance. However, some scholars highlighted a high need for innovation in this area to cope with the limitations of the current practices and to use the digital technology as a driver for Participatory Governance development. Bachelor thesis in political science by Malin Bergkvist, autumn 12. Title:Political governance for increased digital inclusion. Subtitle: Aspects of "governance" and "government". Supervisor: Joachim Åström.   While digital inclusion is a hot topic in both academia and in policy circles, little research is done when it comes to governance issues. To help filling this gap, this essay asks which mode of governance is dominant in the field of digital inclusion. What aspects of governance "governance" or "government" is the dominant in the field of digital inclusion, and is it possible to see any difference in how the state governance is described by the government and perceived by other actors? To answer this overarching question, two sub queries are formulated and analyzed. First, what aspect of "governance" or "government" dominate when state governance of the area are examined based on how the government describes it? Second, what aspect of "governance" or "government” dominate when state governance are studied based on how the perceived by other actors and stakeholders active in the field. The government’s policy document "IT i människans tjänst - en digital agenda för Sverige" as well as a series of interviews are analyzed with help of ideal typical descriptions of governance and government. The delimitation of the relevant documents would be natural since it is the latest document in the field and a comprehensive approach is presented. Equally natural is not the selection of actors, but these are either prominent in the area or outside to a large extent. The results show that governance is dominant both in the official policy documents and statements, and in stakeholders perceptions of the field. However, there are interesting differences between the government and stakeholder views. Judging by the stakeholders views, authoritative and hierarchical processes within the state are more prominent than official statements might suggest. Possibility of further research is to study the EU's policy or regional digital agendas.

Abstract:
Digital Reporting has been defined as: "The electronic process of recording, processing and distribution of financial and other business reports" (lCAEW, 2004, p. 2). The ICAEW distinguish between two levels of digital reporting. The first-generation (Level 1) of digital reporting concentrated on the efficient dissemination of information via the Internet (ICAEW, 2004). The second-generation (Level 2) of digital reporting aims to standardise the framework and enhance the context of information provided to stakeholders in order to facilitate greater levels of interrogation of the underlying information across multiple platforms (lCAEW, 2004). eXtensible Business Reporting Language (XBRL), a mark-up language based on a subset of eXtensible Mark-up Language (XML), has emerged as the leading technical standard to facilitate this standardisation (Willis, 2003). The XBRL framework is currently being developed by a wide consortium of organisations and companies, including professional accountancy bodies, software houses and a number of large listed companies in the US and Europe (XBRL, 2007a). However, it is not yet known how useful the technology will be for financial reporting purposes and in the discharge of accountability to stakeholders. Therefore, this thesis sought to gain an insight into the development of digital reporting and XBRL from the perspective of three key stakeholder groups (auditors, preparers and users of financial reporting information). In particular, the focus of the research was on the ability of digital reporting to play a role in the development of accountability and corporate governance relationships. Currently there are very few adopters of XBRL, and as a result the level of engagement and research on this topic conducted to date is limited. However, the potential wide-scale adoption by organisations would have major implications for corporate governance mechanisms and external accountability relationships. Thus, before the take-up of this new technology was widespread, exploration of key issues associated with XBRL was vital and timely. This thesis therefore reports the results from a series of twenty five interviews with three key corporate stakeholder groups and the findings from an explanatory case study of one of the few adopters in order to outline the links between the extant normative theoretical literature and the current practices of digital reporting. The results suggest that: • The major drive of the technology will likely be from the regulators who can capitalise on the benefits from standardisation more rapidly than organisations. • The benefits found with regard to corporate governance mechanisms and accountability relationships are present, but only at the margin until further developments are made in the reporting technologies. • Companies are not being persuaded by the normative benefits or "Business Case" highlighted in the current XBRL literature and will require further evidence of real world benefits before a willingness to engage emerges. In summary, the knowledge of XBRL and its capabilities within organisations to make an informed decision was too limited and there is a need for research in this area to link the theoretical advantages outlined in the literature, which continues to grow, with the practice of organisations adopting digital reporting and XBRL.

Data are often the foundation of digital innovation and are seen as a highly valuable asset for any organization. Many companies aim to put data at the core of their business, but struggle with regulating data in complex environments. Data governance becomes an integral part for data-driven business. However, only a minority of companies fully engage in data governance. Research also lacks knowledge about data governance in complex environments such as digital platforms. Therefore, this thesis examines the role of data governance in digital platforms, by researching the conceptual characteristics of platform data governance. The iterative taxonomy development process by Nickerson et al. (2013) has been used to classify the characteristics of platform data governance. The results are derived from existing literature and motivated by new insights from expert interviews as well as a case analysis of a real-life platform. The final taxonomy shows that the conceptual characteristics of platform data governance are based on the dimensions purpose, platform data, responsibilities, decision domains and compliance. The findings address challenges of data governance in inter organizational settings and help practitioners to define their own data governance. Additionally, the thesis highlights the potential for future research.

Biobanks are key infrastructures in data-driven biomedical research. The counterpoint of this optimistic vision is the reality of biobank governance, which must address various ethical, legal and social issues, especially in terms of open consent, privacy and secondary uses which, if not sufficiently resolved, may undermine participants’ and society’s trust in biobanking. The effect of the digital paradigm on biomedical research has only accentuated these issues by adding new pressure for the data protection of biobank participants against the risks of covert discrimination, abuse of power against individuals and groups, and critical commercial uses. Moreover, the traditional research-ethics framework has been unable to keep pace with the transformative developments of the digital era, and has proven inadequate in protecting biobank participants and providing guidance for ethical practices. To this must be added the challenge of an increased tendency towards exploitation and the commercialisation of personal data in the field of biomedical research, which may undermine the altruistic and solidaristic values associated with biobank participation and risk losing alignment with societal interests in biobanking. My research critically analyses, from a bioethical perspective, the challenges and the goals of biobank governance in data-driven biomedical research in order to understand the conditions for the implementation of a governance model that can foster biomedical research and innovation, while ensuring adequate protection for biobank participants and an alignment of biobank procedures and policies with society’s interests and expectations. The main outcome is a conceptualisation of a socially-oriented and participatory model of biobanks by proposing a new ethical framework that relies on the principles of transparency, data protection and participation to tackle the key challenges of biobanks in the digital age and that is well-suited to foster these goals.

As society becomes increasingly digitalised, pressure is put on public organisations to keep up with technological developments. Thus, digital transformations, which is a strategic relocation of the business, have become essential for organisations. Digital transformations are associated with complexity and a high failure rate, partly due to organisational barriers and the necessity of structural changes and possessing several dynamic capabilities. Private organisations have led the way in the era of integrating technology with business, and public organisations have attempted to follow. As a result, governing inspired by private organisations have been developed for public organisations, namely new public management. However, this governing does not cover values essential for public organisations, e.g., public value, nor facilitating digital transformations. Governance that enables adaptation and responsiveness as well as creating public value is necessary, e.g., adaptive and agile governance. This thesis aims to investigate digital transformation in public organisations and the effect governing principles have on it. The study also explores the potential of adaptive governance and if digitalisation can enable municipalities to work with sustainability. To answer this, an exploratory study is conducted, which includes a case study, and a framework is constructed based on a literature review together with four in-depth interviews with scientists. The framework is then applied to the case study, consisting of 11 semi-structured interviews. The findings indicate that digital transformations of public organisations can be conducted without considering governing principles. However, governance can affect how successful the transformation is and what value creation it can bring. Using governance that does not facilitate the transformation could impact its success. Adaptive governance can solve many issues in municipal digital transformations, but may not solely be the solution. It emphasises learning and trial and-error and observes the transformation through an ecosystem perspective. However, the practical implications of it are limited as no methods exist. Thus, combinations with other governing principles may be required. Additionally, digitalisation cannot enable municipalities to achieve sustainability aims on its own. Instead, digital technologies are tools that the municipality can use to achieve sustainability. The study contributes to research by investigating the effect governing principles has on digital transformations of public organisations in a Swedish context, which previously was lacking. The framework can provide a guide and analysis tool for public organisation’s digital transformation, and shows potential to be applied in practice.
När samhället blir alltmer digitaliserat pressas offentliga organisationer att hålla jämna steg med den tekniska utvecklingen. Således har digitala transformationer, som är en strategisk förflyttning av verksamheten, blivit väsentligt för organisationer. Digitala transformationer är förknippade med komplexitet och hög andel misslyckanden, delvis på grund av nödvändiga strukturella förändringar och innehav av flertalet dynamiska kapaciteter, såväl som organisatoriska hinder. Privata organisationer har lett vägen i att integrera teknik med verksamheten och offentliga organisationer har försökt följa med. Detta har resulterat i att styrningen av offentliga organisationer inspirerats av näringslivet, nämligen new public management. Denna styrning täcker dock inte värden som är viktiga för offentliga organisationer, t.ex. offentligt värde, eller underlättar digitala transformationer. Styrning som möjliggör anpassning och lyhördhet samt skapar offentligt värde är nödvändigt, exempelvis adaptiv och agil styrning. Denna uppsats syftar till att undersöka digitala transformationer i offentlig sektor och vilken effekt styrande principer har på det. Studien undersöker också potentialen för adaptiv styrning och om digitalisering kan göra det möjligt för kommuner att arbeta med hållbarhet. För att svara på detta genomförs en undersökande studie, som inkluderar en fallstudie, och ett ramverk skapas baserat på en litteraturgenomgång tillsammans med fyra djupintervjuer med forskare. Ramverket tillämpas sedan på fallstudien, bestående av elvasemistrukturerade intervjuer. Resultaten tyder på att digitala transformationer av offentliga organisationerkan genomföras utan att ta hänsyn till styrande principer, men styrningen kan påverka hur optimal transformationen är och vilket värdeskapande den kan ge. Att använda styrning som inte underlättar transformationen kan påverka hur framgångsrik den är. Adaptiv styrning har förmågan att lösa många problem som finns i kommunala digitala transformationer, men är inte enskilt lösningen. Den betonar lärande och experimenterande samt observerar transformationen ur ett ekosystemsperspektiv. De praktiska implikationerna av den är dock begränsade, då den inte innehar specifika metoder. Således kan kombinationer med andra styrande principer krävas. Därtill medför inte digitalisering att kommuner uppnår hållbarhetsmål på egen hand. Istället bör digital teknik ses som verktyg som kommuner kan använda för att uppnå hållbarhet. Studien bidrar till forskning genom att undersöka vilken effekt styrande principer har på digital transformation inom offentliga organisationer ur ett svenskt perspektiv, vilket saknas i tidigare forskning. Ramverket kan tillhandahålla ett guide- och analysverktyg för offentliga organisationers digitala transformation och visar potential att kunna användas i praktiken.

In 2010, the United States Department of Defense (DoD) spent more than $35 billion on information systems development and sustainment, with nearly $7 billion to defense business systems investments alone. It is not surprising given the scale of expenditure and complexity of the enterprise that its track record on business systems investments has not been great. Indeed, the DoD's investment management practices have been the target of many studies identifying critical concerns with how the taxpayers' dollars are spent. The get-well plan, according to these same studies, is to apply "industry best practices" to achieve the same results. Yet this view fails to adequately account for the underlying issues that give rise to these symptoms. Mistrust and confusion in governance decision structures, strategic goal misalignment, externally driven metrics that incentivize the wrong behavior, and a culture of guarding rather than sharing information were among the dominant challenges identified through stakeholder interviews. Cross-cutting issues included language barriers between the Services and Corporate DoD that impede knowledge integration and complicate performance measurement. These systemic foundational problems are deeply rooted in the nature of this public administration network and in the cultures of its strongly independent member institutions. Resolving these dysfunctional characteristics requires more than a transformation "playbook" of best practice initiatives. This research sets the trajectory for meaningful progress in defense business systems investment planning and management by outlining the fundamental changes that must occur, anchored by a more robust and transparent governance framework.

Abstract:
This thesis explores regulatory mechanisms of managing the phenomenon of file sharing in the online environment without impeding key aspects of digital innovation, utilising a modified version of Lessig’s modalities of regulation to demonstrate significant asymmetries in various regulatory approaches. After laying the foundational legal context, the boundaries of future reform are identified as being limited by extra-jurisdictional considerations, and the regulatory direction of legal strategies to which these are related are linked with reliance on design-based regulation. The analysis of the plasticity of this regulatory form reveals fundamental vulnerabilities to the synthesis of hierarchical and architectural constraint, that illustrate the challenges faced by the regulator to date by countervailing forces. Examination of market-based influences suggests that the theoretical justification for the legal regulatory approach is not consistent with academic or policy research analysis, but the extant effect could impede openness and generational waves of innovation. A two-pronged investigation of entertainment industry-based market models indicates that the impact of file sharing could be mitigated through adaptation of the traditional model, or that informational decommodification could be harnessed through a suggested alternative model that embraces the flow of free copies. The latter model demonstrates how the interrelationships between extant network effects and sub-model externalities can be stimulated to maximise capture of revenue without recourse to disruption. The challenges of regulating community-based norms are further highlighted where the analysis submits that the prevalence of countervailing forces or push-back from the regulated act as an anti-constraint to hierarchical and design-based regulation, due to an asymmetry between legal, architectural and traditional market-based approaches, and effective control of the file sharing community. This thesis argues that file sharing can be regulated most efficaciously by addressing this asymmetry through alternative market-based strategies. This can be influenced through extending hierarchical regulation to offer alternative legal and norm-based models that complement, rather than disrupt, the community-based norms of file sharing.

Abstract:
The systematic monitoring of citizens by the state in Peru was revealed in 2000, after the collapse of the second administration of ex-president Alberto Fujimori (1995-2000). Fujimori resigned in his last year in office, after a network of government espionage and corruption was revealed. This included video recordings of secret meetings and alleged communications surveillance conducted and managed by presidential advisor Vladimiro Montesinos, working with the National Intelligence Service (SIN). This systematic surveillance by the state resulted in the dissemination of private information, recordings and videos of public officials, journalists and many other influential people. These events sparked the beginning of the debate around the purpose of surveillance in Peru, and the violation of the right to private communications by state agencies and private entities – and what legislation could be developed to regulate this. This discussion is ongoing, with more cases of communications interception being revealed.

Digital rights management systems control the use of multimedia content through the complete digital value chain. This thesis contributes in different aspects of the digital rights management and of the protection of the intellectual property.

Main contribution of this thesis is the definition of standardised formats and mechanisms that enable the management of governed multimedia content through the digital value chain. The formats and mechanisms will be standard in order to enable interoperability between DRM systems compliant to the MPEG-21 standard.

Different mechanisms have also been defined to govern digital content, protect the intellectual property and for the management and protection of the event reports within digital rights management systems.

This thesis examines the role of digital platforms in emergency response contexts and the constitution of relationships between platform users and disaster situations. The conceptual framework is derived from a reading of the Vygotskian notion of tool-mediated, object-oriented activity, which is juxtaposed with the Foucauldian notion of governance. This framework provides the basis for an investigation of the role of digital platforms, exploring the associations between digitally mediated forms of user activity and the discursive relationships among actors in specific situations. The empirical study examines crisis mapping projects and the role of digital platforms in emergency situations, mainly in Russia and Australia. The data collection methods included interviews with key actors and web archiving of digital platforms. The data analysis relies on the integration of a thematic analysis informed by activity theory and by Foucauldian discourse analysis. The thesis highlights the ways in which digital tools constitute the user as subject or object in relation to certain activities. The analysis explores the extent to which digital platforms contribute to the capacity of users to define their relationships with disasters, that is, to engage in self-governance. It also considers the capacity of institutional actors to become dominant in these relationships. The analysis sheds light on various modes of digital governance of the subject by distinguishing between “governance through inclusion” and “governance through exclusion”. Factors found to contribute to the salience of a specific mode of digital governance include “discursive mirroring” and “discursive opportunities”, seen as modes of relationship constituted between individual and institutional actors. Discursive mirroring is shown to be more likely to be associated with governance through exclusion, while discursive opportunities are more likely to be associated with governance through inclusion. An analysis of crowdsourcing practices provides a way of illustrating how, in the context of disaster response, the discursive construction of the crowd by institutional actors is associated with the governance of the crowd’s resources.

Syftet med studien är att undersöka och skapa förståelse för rollensom förvaltningsledare i praktiken i en kontext som karaktäriseras av förändring, digitaltransformation samt IT-styrning. Vilket görs genom att studera förvaltningsledarrollen i enmyndighet i Sverige vilken genomgår en digital transformation. Den empiri som studiengrundar sig i är interna dokument, observationer och intervjuer för att ge en rättvis bild av denkontext som studerats. Studiens resultat visar att förvaltningsledarna har en central roll inomden digitala transformationen eftersom de både leder och driver den framåt. De förutsättningarsom har visat sig nödvändiga för att förvaltningsledare ska vara framgångsrika i sin roll ärbland annat: att de har förtroende och stöd; att de har en gemensam vision; att de har deninformation som behövs för att kunna utföra sitt arbete; att samarbetet inom förvaltningen samtäven mellan förvaltningen och övriga delar av organisationen fungerar; att de har förståelse förderas roll som ledande i den digitala transformationen; att de har en organisationsstruktur ochorganisationskultur som främjar arbetet med förvaltning och den digitala transformationen.

In its open and private-based dimension, the Internet is the epitome of the Liberal International Order in its global spatial dimension. Therefore, normative questions arise from the emergence of powerful non-liberal actors such as China in Internet governance. In particular, China has supported a UN-based multilateral Internet governance model based on state sovereignty aimed at replacing the existing ICANN-based multistakeholder model. While persistent, this debate has become less dualistic through time. However, fear of Internet fragmentation has increased as the US-China technological competition grew harsher. This thesis inquires “(To what extent) are Chinese stakeholders reshaping the rules of Global Internet Governance?”. This is further unpacked in three smaller questions: (i) (To what extent) are Chinese stakeholders contributing to increased state influence in multistakeholder fora?; (ii) (how) is China contributing to Internet fragmentation?; and (iii) what are the main drivers of Chinese stakeholders’ stances? To answer these questions, Chinese stakeholders’ actions are observed in the making and management of critical Internet resources at the IETF and ICANN respectively, and in mobile connectivity standard-making at 3GPP. Through the lens of norm entrepreneurship in regime complexes, this thesis interprets changes and persistence in the Internet governance normative order and Chinese attitudes towards it. Three research methods are employed: network analysis, semi-structured expert interviews, and thematic document analysis. While China has enhanced state intervention in several technological fields, fostering debates on digital sovereignty, this research finds that the Chinese government does not exert full control on its domestic private actors and concludes that Chinese stakeholders have increasingly adapted to multistakeholder Internet governance as they grew influential within it. To enhance control over Internet-based activities, the Chinese government resorted to regulatory and technical control domestically rather than establishing a splinternet. This is due to Chinese stakeholders’ interest in retaining the network benefits of global interconnectivity.

This thesis examines digital inclusion and how it is governed in today’s politics. The main focus is on the region of Östergötland, the municipality of Norrköping and a project called Digital media bus in Östergötland. To give the reader some understanding about digital inclusion the thesis starts with earlier research on digital inclusion, the role of the library in solving this problem about digital divides and how it has been governed before. Then, some background information about Europe and Swedens digital development, their digital agendas, current legislation in Sweden about digital inclusion and two campaign weeks which aim to increase the digital inclusion in Europe and Sweden. The theoretical framework is based on a theory about different policy instruments and from a governance perspective. The theoretical framework interacts with the empirical material in the analysis. The empirical material is based on interviews with two politicians and three public officials, on different regulatory documents and on the project Digital media bus in Östergötland which has been observed during the year of 2016. The empirical material is presented in the sixth chapter called ”There are needs, so there must be solutions!”. The result is that digital inclusion is a policy which is hard to govern. Today, it seems like there is mostly soft policy instruments and the way to govern is from a governance perspective – which means that there are a lot of networks and dissemination of information. However, a harder way to govern is requested by the informants because it may release necessary resources to solve the problem with digital exclusion. The project Digital media bus in Östergötland used mostly soft policy instruments in their work with getting children more technical skilled and digital curious. The main outcome from the project is that the problem with digital inclusion has got more attention both in the politics and the official administration, but the project has also shown the importance of cooperation. Lastly in my thesis, I discuss my results and propose some further research about digital inclusion.

En rad problem uppstår när världen blir allt mer digitaliserad. När samhället och dess bärande tjänster förflyttas från det fysiska mötet till den digitala arenan riskerar människor med bristande digitala kompetenser att bli exkluderade. I och med detta demokratiproblem har biblioteken tilldelats en del av ansvaret för att arbeta med dessa frågor genom uppdraget som kunskapsspridare inom IT. I tidigare studier har det framkommit att det finns oklarheter i hur detta uppdrag ska tolkas, att det finns bristande digitala kompetenser för att utföra uppdraget, samt att biblioteket har en viktig samhällelig roll i dessa frågor. Denna intervjustudie utförd i Stockholmsregionen har haft för avsikt att undersöka bibliotekariers syn på de utmaningar detta uppdrag innebär, samt att applicera det teoretiska ramverket DigComp för att utforska vilka digitala kompetenser som relaterar till biblioteksbesökarnas hjälpbehov i digitala frågor. Studiens teoretiska analys visar att besökarnas digitala hjälpbehov i olika grad relaterar till alla de kompetensområden DigComp presenterar vilket kan bidra till att sätta ord på besökarnas hjälpbehov, utröna vilka digitala kompetenser bibliotekspersonal kan tänkas behöva inneha samt bidra till beslutsprocessen kring vad uppdraget inom det digitala området bör innefatta. Studiens tematiska analys visar att informanterna delvis inte har den tid, det intresse eller de digitala och pedagogiska kompetenser som krävs för att kunna fullfölja det uppdrag som tilldelats. Det kan därför också ses som paradoxalt att denna yrkesgrupp tilldelats detta uppdrag.
A series of problems arise when the world becomes increasingly digital. When society and its supporting services move from physical meetings to the digital arena, individuals with lacking digital competences risk being excluded. Due to this democracy problem the Swedish public libraries have been assigned one part of the responsibility to convey knowledge regarding information technology. In previous studies it has been found that there are uncertainties in how this commission is to be interpreted, that the librarians are lacking digital competences for fulfilling this task and that the library also has an important societal role to play in these issues. This interview study conducted within the Stockholm region has been designed to investigate the librarians' views on the challenges posed by this commission, as well as applying the theoretical framework DigComp to explore which digital competences are related to library visitors' digital needs. The theoretical analysis of this study shows that the visitors' digital needs relate to all of the competences presented in DigComp in various degree. This knowledge can help to express which competences relate to the needs of visitors, identify the digital competences that library staff may need to possess and contribute to the decision-making process regarding what the mission within the digital field should include. The thematic analysis of the study shows that the interviewed librarians in part do not have the time, interest or digital and educational competences required to complete the assignment commissioned to the public libraries. It can therefore also be seen as paradoxical that this profession of librarians has been assigned to this specific task.

Digital government, encompassing output-focused e-government (delivering services online) and outcomes-focused e-governance (developing ICT-enabled citizen interaction and participation) has been proposed as the next step in online interaction between government and its citizens. Local government is still coming to grips with providing a mechanism for implementation of both facets of digital government, particularly those of e-governance. The Local Digital Government Framework (LDGF) was developed in this study to incorporate the citizen-centric focus of e-governance, facilitating the move from the organisational, New Public Managementbased focus of e-government. The LDGF extends existing frameworks, providing continuity in the literature. It comprises a new conceptual model of Citizen-Centric Digital Government (CCDG) and a new ICTenabled management paradigm of Cybercentric Management (CM). Survey, website assessment and interview research strategies developed in this study, based on the LDGF, have validated its use as a benchmarking framework for the level of implementation of local digital government in Western Australia.

Digital transformation has been a focus of public and private sectors to both improve and sustain business value by leveraging rapidly evolving technology. Digital technology is ubiquitous and inter-connected, changing the face of business, government and society through the creation of new industries, with automation replacing two thirds of existing jobs. The challenge is that most digital transformation efforts fail, mainly due to inadequate leadership and management as well as failure to accept that it is a multi-disciplinary problem. Another challenge is to distinguish between digital transformation (DT) and digitization where the former is based on a customer-centric value proposition and the latter focuses on cost-cutting and operational excellence. This difference also highlights the business/technology divide where the former is mainly DT and the latter is mainly digitization. The challenge addressed in this thesis is how to obtain management acceptance that digital transformation is multi-disciplinary and to make recommendations with respect to how best to achieve DT goals. The research methods followed is a blend of participatory action research (PAR), case study analysis and literature analysis. The principal research findings are that there is no single, management methodology that can increase the chances of DT success but that a modified form of enterprise architecture (EA) that collaboratively interacts with the other management frameworks can likely provide a solid foundation to effectively achieve DT. The thesis consists of an assessment of the current methodologies, four articles that each discuss an area to support effective DT, followed by a request for change (RFC) to up-date the TOGAF 9 EA framework standard. TOGAF was selected due to its pervasive usage globally (80% of Fortune 50 and 60% of Fortune 500). The RFC accommodated both the concepts raised in the articles and other innovations highlighted in the literature review and assessment. The thesis concludes that enterprise architecture is a key business technique that al-lows the sharing of core decision support information across the enterprise, enabling all management frameworks, especially those on the technology-management divide, to collaboratively realize digital transformation.

Digitaliseringen är inte längre en fråga för endast IT- avdelningen utan för hela organisationen. Det handlar inte om att digitaliseringen påverkar företag, utan hur den gör det. Syfte: Syftet med denna studie är att förklara på vilka sätt digitaliseringen kan förändra och påverka verksamhetsstyrningen. Genomförande: Denna studie har en kvalitativ karaktär med utgångspunkt i ett realistiskt perspektiv. De empiriska data är insamlade genom sex semistrukturerade intervjuer med respondenter från sex olika företag som befinner sig i olika branscher. Slutsats: Det går att konstatera att digitaliseringen har påverkat fallföretagens verksamhetsstyrning i en mängd olika avseenden. För att lyckas i det nya och mer föränderliga företagsklimatet som digitaliseringen bidrar till krävs det omstrukturering av organisationen och nya roller i företagen samt nya typer av kompetenser. Den digitala transformationen underlättar bland annat informationsflöde, transparens och skapandet av mer effektiva kedjor samt bidrar till ökad kundorientering tack vare möjligheterna att analysera kundmönster genom data. Det leder i sin tur till att företag kan bredda och förändra sina erbjudanden och det finns en strävan efter att utgå från kärnprodukten. En viktig aspekt kopplat till detta är att understryka att digitalisering av aktiviteter inte nödvändigtvis leder till positiva resultat för företagen och det gäller därför att företagen vet vad de vill få ut av den digitala transformationen innan investeringar görs. Slutligen verkar det som att företagens digitala mognadsgrad får påverkan för i vilken grad verksamhetsstyrningen förändras.
Background: The society is currently going through a change to more data-driven companies which makes the connection between IT and control most relevant. The increased digitalization affects companies’ ways of managing and creates both possibilities and challenges. Digitalization is no longer a question for the IT-department alone, but for the entire organization. It is not a question if digitalization affects companies, but how. Purpose: The aim of this study is to examine in which ways digitalization can change and affect operating control. Completion: This study is characterized by a qualitative methodology and has a realistic perspective. The empirical data has been collected through six semi-structured interviews with respondents from six different companies within different industries. Conclusion: The digitalization has affected the studied cases’ operating control in many ways. To be able to succeed in the new and constantly changing environment, companies need to restructure their business and create new roles within the organization. Companies are also searching for new competencies. The digital transformation facilitates the flow of information, transparency and the creation of more effective value chains and contributes to increased customer orientation thanks to the possibilities of analyzing customer behavior through data. This in turn leads to companies being able to broaden and change their offerings, and here there seems to be an endeavor to start from the core product. An important aspect connected to this, is that the digitalization of activities does not necessarily lead to positive results for companies and therefore they need to know what they want to achieve with a digital transformation before making investments. Finally, it seems like companies’ degree of digital maturity has an impact on the extent to which operating control change.

[EN] EHealth plays an essential role in supporting healthcare in today's digital society; it is perceived as crucial for high quality and cost-effective healthcare. However, getting the expected benefits from eHealth has been difficult to demonstrate. There has been a raising interest in adopting eHealth Governance frameworks to obtain re-assurance that investments return the expected results in health care. How IT Governance is implemented within healthcare, the actual impact on strategic alignment and its influence to the information society progress, remains poorly understood. For this purpose we have explored the application of these frameworks within the National Health Service in Scotland and their impact on the following three aspects: eHealth Governance maturity, strategic alignment with healthcare and local progress of digital societies. This research is a longitudinal study (2008-2013), involving an exploratory and explanatory multi-case analysis of three representative organisations across Scotland. A combination of empiric methods has been used: semi-structured interviews with implementers, surveys (Strategic Alignment Model), cross-sectoral/national benchmarking based on a literature review and a qualitative analysis of established eHealth progress indicators. Ninety-two participants have been involved across three case studies. The outcomes of this study have been published over a period of 5 years representing a composite thesis based on relevant publications. Results sustain that EHealth Governance is in its infancy across sectors and countries. 80% of the organisations worldwide are in a transition point between a "committed" and an "established" process. Our results support that the more mature eHealth Governance is, the better the strategic alignment between eHealth and health care organisations (HCOs), hence the better progress of eHealth and the Digital Society. The Strategic alignment is slowly maturing across organisations (15% since 2008), indicating a faster development than the overall Digital Society (Scotland) progress indicators. The National eHealth Strategy shows signs of steady progress and very positive eHealth uptake in society with an overall growth of 12% since 2008, despite the deep economical recession within the period of this research. The conclusions of this study as a longitudinal analysis are limited and more research over the forthcoming years is required. For this purpose, a simplified and adapted method to monitor these trends in future HCOs research has also been provided.

A pesar de ello, hasta ahora ha sido difícil demostrar la materialización de los beneficios esperados de la eSalud, pero hay un interés creciente en la adopción de marcos de referencia basados en buenas prácticas, y estándares profesionales internacionales para la gestión y dirección de la eSalud, con el propósito de asegurar que las inversiones revierten los resultados esperados en el cuidado y servicios de la salud. Hasta ahora se sabe muy poco sobre el fenómeno de cómo la eSalud es integrada en el cuidado y servicios de la salud, y del impacto que esta tiene en la alineación estratégica de la eSalud. Igualmente, sabemos muy poco de la influencia real que estas prácticas tienen en el progreso de sociedades digitales. Este estudio se centra en explorar la aplicación de buenas practicas y estándares internacionales como marco de referencia en el gobierno de la eSalud en el servicio de salud Escocés; también contrastamos y comparamos el fenómeno con otros países y sectores. Esta investigación es un estudio longitudinal (2008-2013) que incorpora un análisis exploratorio y explicativo de casos. Se obtuvieron un total de noventa y dos participantes a lo largo de los tres casos estudiados, con representación de los principales grupos de interés (médicos y no médicos). Los resultados se han divulgado a lo largo del periodo de investigación en un compendio de publicaciones relevantes que conforman la tesis. Los principales hallazgos muestran que el gobierno de la eSalud está en su infancia en los sectores y países analizados: el 80% de las organizaciones a nivel mundial presentan este proceso en un punto de transición entre "comprometido" y "establecido" (Modelo SAM). Los resultados corroboran que cuanto más maduro es el gobierno de la eSalud, mayor alineación estratégica entre la eSalud y la organización, y mayor progreso de la variable eSalud en los indicadores de la sociedad de la información. La alineación estratégica esta madurando lentamente (15% desde 2008), sin embargo este crecimiento es mas rápido que el progreso observado en los indicadores de la sociedad digital (Escocia). La estrategia nacional Escocesa muestra signos de progreso sostenido y de integración (por uso o adopción) de las iniciativas de eSalud en la sociedad (crecimiento del 12% desde 2008), a pesar de la profunda depresión económica durante el periodo de investigación. Las conclusiones de esta investigación, como estudio longitudinal, son limitadas y requieren la captura de más datos y observaciones durante los próximos anos. Con el fin de facilitar este proceso, se ha propuesto un método simplificado y adaptado al sector salud, que permite capturar observaciones, comparar y monitorizar estas tendencias en futuras investigaciones en el sector salud.
[CAT] La eSalut juga un paper essencial en el suport a l'assistència sanitària a la societat digital de hui en dia; es percep com crucial per a l'alta qualitat i efectivitat del servicis de salut. No obstant això, ha estat difícil de demostrar la obtenció dels beneficis esperats de la eSalut. Hi ha hagut un interès en augmentar l'adopció de marcs de governança de la eSalut per obtenir re-assegurament que les inversions retornen els resultats esperats en els servicis sanitaris. Com s'implementa la governança de les TIC dins de l'assistència sanitària, l'impacte real en l'alineació estratègica i la seua influència en el progrés de la societat de la informació, continua sent poc conegut. Aquest estudi explora l'aplicació d'aquests estàndards i marcs de referència dins dels Serveis Nacionals de Salut d'Escòcia i el seu impacte en els tres aspectes següents: la maduresa de la governança de la eSalut", l'alineació estratègica amb l'assistència sanitària i, finalment, el progrés local de les societats digitals. Aquesta investigació és un estudi longitudinal (2008-2013), que implica una anàlisi multi cas exploratori i explicatiu de tres organitzacions representatives del servici nacional de salut de Escòcia. S'ha utilitzat una combinació de mètodes empírics: entrevistes semi estructurades, enquestes (Model SAM) comparatives de mercat intersectorial i internacional basat en una revisió bibliogràfica i, finalment, una anàlisi qualitativa dels indicadors de progrés eSalut. Noranta dos participants han informat a través de tres estudis de casos. Els resultats s'han divulgat al llarg del període d'investigació en un compendi de publicacions rellevants que conformen la tesi. Els resultats assenyalen que la governança de la eSalut està en la seua infància en tots els sectors i països. 80% de les organitzacions de tot el món es troben en un punt de transició entre un procés "compromès" i "establint". Els nostres resultats apunten que quan més madur es la governança de la eSalut, millor serà l'alineació estratègica entre la eSalut i les organitzacions d'atenció sanitària (HCOs), per tant el millor progrés de la sanitat electrònica a la Societat Digital. L'alineació estratègica està madurant lentament en les organitzacions (15% des de 2008); aquest desenvolupament és més ràpid que el progrés de la societat digital (Escòcia). L'estratègia Nacional de eSalut mostra signes de progrés constant i l'absorció de la eSalut en la societat es prou positiva, amb un creixement global del 12% des de l'any 2008, tot i la profunda recessió econòmica durant el període de temps d'aquesta investigació. Les conclusions d'aquest estudi com una anàlisi longitudinal són limitades i es requereix més investigació en els propers anys.

Language-use has proven to be the most complex and complicating of all Internet features, yet people and institutions invest enormously in language and crosslanguage features because they are fundamental to the success of the Internet’s past, present and future. The thesis takes into focus the developments of the latter – features that facilitate and signify linking between or across languages – both in their historical and current contexts. In the theoretical analysis, the conceptual platform of inter-language linking is developed to both accommodate efforts towards a new social complexity model for the co-evolution of languages and language content, as well as to create an open analytical space for language and cross-language related features of the Internet and beyond. The practiced uses of inter-language linking have changed over the last decades. Before and during the first years of the WWW, mechanisms of inter-language linking were at best important elements used to create new institutional or content arrangements, but on a large scale they were just insignificant. This has changed with the emergence of the WWW and its development into a web in which content in different languages co-evolve. The thesis traces the inter-language linking mechanisms that facilitated these dynamic changes by analysing what these linking mechanisms are, how their historical as well as current contexts can be understood and what kinds of cultural-economic innovation they enable and impede. The study discusses this alongside four empirical cases of bilingual or multilingual media use, ranging from television and web services for languages of smaller populations, to large-scale, multiple languages involving web ventures by the British Broadcasting Corporation, the Special Broadcasting Service Australia, Wikipedia and Google. To sum up, the thesis introduces the concepts of ‘inter-language linking’ and the ‘lateral web’ to model the social complexity and co-evolution of languages online. The resulting model reconsiders existing social complexity models in that it is the first that can explain the emergence of large-scale, networked co-evolution of languages and language content facilitated by the Internet and the WWW. Finally, the thesis argues that the Internet enables an open space for language and crosslanguage related features and investigates how far this process is facilitated by (1) amateurs and (2) human-algorithmic interaction cultures.

Syftet med denna uppsats har varit att undersöka digitalisering och dess påverkan på kompetens och kompetensförsörjning inom svenska myndigheter. Detta med avseende på det 16:e hållbarhetsmålet, framtaget av FN, som syftar till att främja fredliga, rättvisa och inkluderande samhällen för en hållbar utveckling. För att uppnå denna vision studeras e-förvaltning och dess inverkan på samhället. Insamling av primärdata har skett genom semistrukturerade intervjuer. Vidare har sekundärdata tillämpats i form av statistik för att stödja en del påståenden. Utifrån denna studie kan det konstateras att digitalisering inom de studerade myndigheterna dels bidragit till att ersätta arbetsuppgifter och dels till att förändra arbetsverktyg. De nya arbetsuppgifterna och arbetsprocesserna har ställt ökade krav på nya kompetenser bland medarbetarna inom den operativa verksamheten. Främst handlar det om en ökad digital kompetens hos medarbetare. Beroende på den digitala mognaden och införandet av digital teknologi varierar efterfrågan på den digitala kompetensen. Ur myndighetens perspektiv har digitaliseringen bidragit till ökad kompetensnivå. Detta har medfört att arbetsuppgifternas process och resultat blir av högre kvalitet.
The purpose of this thesis has been to study how digitalization has affected competency and competency management within Swedish authorities. This regards to the sixteenth sustainable goal developed by the UN which purpose is to promote peaceful, equitable and inclusive societies for a sustainable development. E-governance and its effect on the society is being studied to achieve the vision of a sustainable development. Collection of data has included primary data in the form of semi-structured interviews. Further on, secondary data have been applied in form of statistics for varying contexts. Based on the study’s findings it can be confirmed that the digital transformation within the examined authorities partially has contributed to replace professional tasks and partially to change the working tools used in the operation. The new professional tasks and their applied processes have contributed to higher demands of new competencies within the operation. It is mainly about an increased digital competency of employees. Depending on the digital maturity and the implementation of new technologies, the demand of digital competence varies between the authorities.

In this project we have explored digital tools for service management on the bicycle paths of Malmö. This was done through the participation of citizens in order to attempt to discern how such interactions can be eased using a mobile app, as well as how this app can be designed in order to appear trustworthy with user friendly interactions.We have explored this field by using goal-oriented design through interviews, prototyping and user tests. We have created a digital prototype as a possible solution for how the interactions can be done.Throughout the process interviews were held and user tests with selected members of the user group. To explore the concepts we have used paper prototypes in order to establish the design and then defining the interactions with the help of a digital prototype.Finally we have concluded that a general app for bikers in the city would be functional and that a longer study in the effects of such an app would be interesting as a continuation of this work.

O aparecimento das redes sociais a partir dos anos 2000 veio alterar o modo como a sociedade interage e comunica, dando-lhe a possibilidade de se exprimir abertamente e de reagir aos acontecimentos em tempo real, de forma viral e planetária. Tudo está portanto a um clique de ser exposto na arena pública através das redes sociais, um poderoso instrumento de influência mediática. É neste ambiente que, nos últimos tempos, a prática da Diplomacia Digital se tem desenvolvido, de forma discreta e silenciosa, enquanto novo pilar da comunicação político-diplomática. Inspirada pelas tendências da Good Governance, a Diplomacia Digital vem deste modo conjugar dinâmicas político-democráticas com técnicas de gestão pública e marketing político nas suas práticas online, de forma a garantir o status quo internacional e a legitimidade das instâncias político-diplomáticas, perante uma população cada vez mais globalizada e exigente. Esta é portanto uma das principais conclusões que se pode retirar deste estudo. Recorrendo aos mais recentes estudos e publicações sobre Diplomacia Digital e com o apoio teórico da Practice Theory, este trabalho teve como principal objetivo dar a conhecer aos atores da comunicação políticodiplomática portugueses as dinâmicas e limites desta nova modalidade que se propaga um pouco por todo o mundo. Em Portugal - que se encontra em última posição na União Europeia nos rankings de Diplomacia Digital – a falta de coordenação em termos de estratégias político-diplomáticas na arena digital é uma realidade, facto que foi possível observar através do estudo de caso efetuado neste trabalho. Foi ainda possível concluir que o tipo de informação veiculada pelas entidades oficiais nas redes sociais, em conjunto com a forma como a mesma informação é comunicada tendo em conta o feedback das audiências, tem incidência direta na visibilidade e influência do Estado junto das audiências na arena digital. É por esta razão que, face à impossibilidade de controlar a informação veiculada em linha, os Estados tentam cada vez mais influenciar o rumo da mesma, instrumentalizando as redes sociais para seguir os seus objetivos estratégicos. Este trabalho contribui assim para alargar o conhecimento científico-literário português nesta área, assim como trazer outros elementos importantes para a área da Diplomacia Digital em geral, como é o caso das associações entre conceitos e da tabela classificatória da prática da Diplomacia Digital pelos atores oficiais, apresentada neste estudo.

This thesis empirically evaluates the moderation of images depicting women's bodies on the social media platform Instagram against the Anglo-American ideal of the rule of law. By developing and applying an innovative black box methodology, based on an input/output method that fuses legal theory with digital methods, this study helps to answer calls for data that can clarify content moderation in practice. Overall, this thesis identifies a concerning trend of inconsistent moderation across two cases studies (5,924 images in total), ultimately contributing to global debate around the risk of arbitrariness in platform governance and the broader project of digital constitutionalism.

Sedan nätets begynnelse har regleringen och styrningen av Internet präglats av en västcentrisk och teknomeritokratisk diskurs som i mångt och mycket har exkluderat en stor del av världen från att aktivt delta i informationssamhällets utformning. I denna ordning har den amerikanska staten haft en priviligierad ställning genom dess indirekta kontroll över de s.k. strategiska resurserna, dvs. IP-adresser och ‖roten‖ i domännamnsystemet, via kontraktet mellan "Department of Commerce" och organisationen "Internet Corporation for Assigned Names and Numbers" (ICANN). Därtill fanns det en latent konflikt mellan USA och Internetsamfundet, å ena sidan, och Förenta nationerna och dess medlemsstater, å andra sidan, såtillvida att den institutionella utformningen vilade på amerikansk civilrättslig grund och inte mellanstatliga traktat, en av grundvalarna för det geopolitiska systemet. FN anordnade således konferenserna om det globala informationssamhället, "World Summit on the Information Society" (WSIS), i Genève 2003 respektive Tunis 2005 för att lyfta frågorna om en internationellt legitim regim för Internets styrning och den ojämna fördelningen av information- och kommunikationsteknologi (IKT) mellan rika industriländer och fattiga utvecklingsländer. Syftet med denna uppsats är att undersöka om toppmötena om det globala informationssamhället lyckades i uppsåtet att ge marginaliserade aktörer, i första hand FN-systemet och utvecklingsländerna, strukturellt inflytande gällande styrningen av Internet samt tillfört dimensioner av digital solidaritet och internationalisering till den diskurs som historiskt har dominerats av västerlandet, i synnerhet USA. Med utgångspunkt från Michel Foucaults maktbegrepp söks slutdokumenten från WSIS-processen på diskursiva brott som skulle kunna tyda på skiften i maktstrukturerna till de marginaliserade aktörernas fördel. De diskursiva brott som kan tydas i WSIS-dokumenten gäller i första hand begreppet "den digitala klyftan" och medvetandegörandet av bistånds- och utvecklingspolitikens relevans inom "nätets diskurs" (digitalt bistånd). Däremot verkar utestängningsprocedurerna i diskursproduktionen ha lett till att viktiga aspekter om regleringen och styrningen av Internet utlämnats. Följaktligen kan det uttydas att de starka aktörerna har verkat för att den institutionella ordningen gällande Internets styrning inte ska rubbas. I de fall ämnet nämns explicit framgår det tydligt att status quo ska upprätthållas. WSIS-processen lyckades därför inte med ambitionen att öka marginaliserade aktörers inflytande i detta avseende.
Since the Net's humble beginning, Internet regulation and governance has been characterized by a West-centric and techno-meritocratic discourse which, in many ways, has led to the exclusion of major parts of the world from active participation in building the Information Society. In the prevailing order the United States has a privileged position through its indirect control over the Internet‘s strategic resources, i.e. IP-addresses and "root" in the Domain Name System, via a contractual arrangement between the "Department of Commerce" and the organization "Internet Corporation for Assigned Names and Numbers" (ICANN). There was furthermore a latent conflict between the United States and Internet community, on the one hand, and the United Nations and its member states, on the other hand, in so far as that the institutional order rested on principles of U.S. civil law instead of international treaties, one of the foundations of the geopolitical system. Hence two conferences in Geneva 2003 and Tunis 2005, as two phases of the "World Summit on the Information Society" (WSIS), were organised by the U.N. to raise topics concerning an internationally legitimate regime for Internet governance and the unequal distribution of information- and communications technology (ICT) between rich industrialized nations and poor developing ones. The aim of this study is to investigate whether WSIS managed in its objective of providing marginalized players, primarily the U.N. system and developing nations, structural influence in Internet governance and adding dimensions of digital solidarity and internationalization to a discourse that historically has been dominated by the West, in particular the U.S. Through the prism of Michel Foucault's concepts of power, the final documents from the WSIS process are scrutinized for discursive shifts that could be indicative of actual changes in power structures to the advantage of marginalized players. Discursive shifts, as those detected in the documents, are primarily related to the notion of the "digital divide" and raising awareness for the need of development and foreign aid policies within the context of the "Discourse of the Net" (ICT for development). On the other hand, it would seem that the procedures of exclusion in the formation of discourse have eliminated important aspects of Internet regulation and governance. Subsequently, it can be inferred that powerful players have worked behind the scenes to maintain the current structures of Internet governance. In those passages, where the subject is explicitly mentioned, there are clear references to maintaining the existing status quo. The WSIS process failed consequently in its ambition to increase the influence of marginalized players in this regard.

A Arquitetura Orientada a Serviço SOA (Service Oriented Architecture) firmou-se como paradigma de desenvolvimento de sistemas de tecnologia da informação e comunicação TIC, pelas suas características que proporcionam flexibilidade, agilidade, reuso e escalabilidade. Porém, para que uma aplicação SOA seja bem-sucedida é imperativo que seja embasada por uma governança eficaz. Como desenvolver e manter esta governança atualizada em um ambiente com rápidas e imprevisíveis mudanças é um grande desafio. Este trabalho tem como objetivo apresentar uma metodologia para que uma organização com infra-estrutura modesta de TI possa manter esta governança SOA (governança de sistemas baseados na Arquitetura Orientada a Serviço), utilizando as capacidades dinâmicas constituídas por habilidades e rotinas peculiares da organização. A contribuição do trabalho reside na ligação, praticamente inexistente, das linhas de pesquisa de governança SOA e de capacidades dinâmicas. Para isto, o trabalho identifica o que precisa ser feito (framework), quem são os responsáveis pelo desenvolvimento e manutenção (atores) e como atuar na governança SOA (plataforma). O desenvolvimento foi embasado por uma extensa pesquisa dos conceitos envolvidos, seguido pela inferência das capacidades dinâmicas necessárias para a governança SOA e, finalmente, a implementação de uma plataforma que permite ao analista de processos mudar a governança SOA de forma interativa. O trabalho teve como resultados a elaboração de uma metodologia e um sistema de manutenção da governança operacional de sistemas baseados em SOA. A metodologia compreende os requisitos e a forma de análise das mudanças dos elementos que compõem a governança SOA. O sistema é constituído por um framework e uma plataforma de implantação ágil e eficaz, para aplicar capacidades dinâmicas na governança SOA.
SOA Service Oriented Architecture has been established as the paradigm for IT Information Technology systems development, due to its features that promotes flexibility, agility, reuse and scalability. However, an SOA application to be successful must be supported by effective governance. How to develop and maintain this governance up to date in a fast and unpredictable environment is a great challenge. This work aims to present a methodology that allows a modest IT infrastructure to be able to cope with SOA governance, using dynamic capabilities (particular abilities and routines of an organization). The contribution of this work is the link (practically inexistent) between lines of research in SOA governance and dynamic capabilities. To accomplish this purpose, this work sought to what must be done (framework), who is the responsible for the development and maintenance (owner), and how to perform the SOA governance (platform). The development has been founded by an extensive research of involved concepts, inference of required dynamic capabilities to maintain the SOA governance and the development of a platform that allows a process analyst to change SOA governance interactively. The results were a methodology and a maintenance system of SOA operational governance. The methodology comprises the requirements and changes in the analysis procedure of the elements of the SOA governance. The system is composed of an agile and effective implementation framework and platform that enable how to apply dynamic capabilities into the SOA governance. The Introduction presents examples of practical application (motivation), the goal, the justification, and the scope. Chapter 2 presents an extensive literature review about SOA, SOA governance, and dynamic capabilities, from both academic and commercial literature. Chapter 3 presents the methodology and a brief history of the development. Chapter 4 presents the development of the proposed system. Chapter 5 discusses some topics related to the proposition. Chapter 6 presents the conclusion and proposals for future developments.

O presente trabalho objetiva identificar as potencialidades e os constrangimentos existentes ao desenvolvimento da democracia digital no Brasil. Por democracia digital entende-se o emprego de ferramentas de participação eletrônica no ciclo de políticas públicas com a finalidade de promover a democratização e o controle social da gestão pública. O método empregado é o estudo de caso de três experiências de democracia digital que abrangem os níveis federal, estadual e municipal: as consultas públicas eletrônicas, o Gabinete Digital e o OP Digital, respectivamente. A análise dessas iniciativas aponta para as possibilidades de: i) adoção da e-participação em diferentes etapas do ciclo de políticas públicas, e ii) ampliação significativa do número de participantes quando comparado a experiências presenciais. Contudo, percebe-se ainda um subaproveitamento das tecnologias, bem como um padrão insuficiente de resposta da administração pública às contribuições da sociedade, encaminhadas dessas ferramentas. Além dos problemas relacionados à exclusão digital, fatores políticos, organizacionais e institucionais limitam o impacto da e-participação, dos quais se destacam o papel da burocracia e a carência de arranjos institucionais que sustentem a operação da democracia digital.
This paper intends to identify the potentialities and the constraints of the development of digital democracy in Brazil. Digital democracy consists of enacting electronic participation tools throughout the public policy cycle, aiming at enhancing social control and democratization of public management. This research employs the case study method for analyzing three digital democracy experiences in Brazil at the federal, state, and local levels: respectively, public e-consultations; Digital Cabinet; and Digital Participatory Budgeting. These initiatives indicate that it is possible to apply e-Participation tools for i) the democratization of each stage of the public policy cycle and ii) increasing the number of participants in comparison to in-person experiences. Nonetheless, one can observe the underutilization of the ICT‘s potential and an unsatisfactory pattern of feedback from the public management about the inputs of society delivered by these tools. Besides the problems related to digital divide, some political, organizational, and institutional issues limit the impact and the adoption of e-participation, out of which is worth underscoring the role of civil servants‘ bureaucracy and the lack of institutional arrangements to sustain the digital democracy operation.
Este trabajo tiene como objetivo identificar las potencialidades y los factores limitadores existentes en el desarrollo de la democracia digital en Brasil. La democracia digital consiste en el empleo de herramientas de participación electrónica en el ciclo de políticas públicas con la finalidad de promover la democratización y el control social de la gestión pública. El método empleado fue el estudio de caso de tres experiencias de democracia digital que abarcan los niveles federal, regional y municipal: las consultas públicas electrónicas, el Gabinete Digital y el Presupuesto Participativo Digital, respectivamente. El análisis de las iniciativas apunta a la posibilidad de: i) adopción de la e-participación en diferentes etapas del ciclo de políticas públicas, y ii) la significativa ampliación del número de participantes en comparación con las experiencias presenciales. Mycket av plånbokens innehåll och funktion, såsom medlemskort och betallösningar, är idag ersatt av mobila lösningar. Däremot finns det i Sverige ingen mobil lösning för id-kort som kan användas på samma sätt som det fysiska id-kortet. Denna uppsats syftar till att undersöka huruvida svenska myndigheter ser ett behov av en mobilanpassad id-kortslösning och, om detta behov konstateras, föreslå en modell för hur en sådan lösning skulle kunna utformas. För att undersöka detta ämne har tre intervjuer med svenska myndigheter (Elegitimationsnämnden, Polismyndigheten och Transportstyrelsen) samt en litteraturstudie genomförts. Uppsatsens resultat består av tre kunskapsprodukter: en behovsanalys, en kravsammanställning och en infrastrukturmodell. Behovsanalysen undersöker behovet av en mobilanpassad id-kortslösning, sett från de intervjuade myndigheternas perspektiv. Denna analys visar att myndigheterna ser ett behov av en sådan lösning. Kravsammanställningen består av krav på en mobilanpassad id-kortslösning som härletts från de genomförda intervjuerna samt från uppsatsens huvudsakliga teoribas: Kim Camerons The Laws of Identity (2005). Infrastrukturmodellen är utformad efter dessa krav och beskriver hur en mobilanpassad id-kortslösning skulle kunna utformas för att passa in i den svenska infrastrukturen för digital identitetshantering. Modellen är även utformad för att följa Hanseth och Lyytinens (2010) designregler för informationsinfrastrukturutveckling och den visar att utveckling av en mobilanpassad id-kortslösning i Sverige är tekniskt genomförbar.
Much of the contents and functionality of the traditional wallet, such as membership cards and payment solutions, have been replaced by smartphone solutions. Yet, in Sweden there is no smartphone based solution for ID cards that can be used in the same way as the physical ID card. This paper examines whether the Swedish authorities see a need for a smartphone based ID card solution and, if such a need is identified, suggests a model for how such a solution could be designed. To explore this topic, a literature review and three interviews with Swedish authorities (the E-identification Board, the Police Authority and the Transport Agency) have been conducted. The results of this report consists of three knowledge products: a demand analysis, a requirements specification and an infrastructure model. The demand analysis examines the need for a smartphone based ID card solution, as seen from the interviewed authorities' perspective. This analysis indicates that the authorities see a need for such a solution. The requirements specification consists of requirements for a smartphone based ID card solution, derived from the conducted interviews and Kim Cameron's The Laws of Identity (2005). The infrastructure model is designed to meet these requirements and describes how a smartphone based ID card solution could be designed to fit into the Swedish infrastructure for digital identity management. The model is also designed to follow the design rules for information infrastructure development derived by Hanseth and Lyytinen (2010) and shows that the development of a smartphone based ID card solution in Sweden is technically feasible.

Os estudos de Governança de Cadeias Globais de Valor (CGVs) analisaram um grande espectro indústrias nos últimos 20 anos, mas a pesquisa de CGV em indústrias de bens de informação ainda é limitado. Cartões de crédito, sistemas operacionais, jogos digitais e aplicativos móveis são exemplos de indústrias que possuem provedores de plataforma, que mediam as interações entre fornecedores e consumidores. Nos últimos anos, o desenvolvimento de plataformas digitais em indústrias tradicionais possibilitou movimentos disruptivos conhecidos como uberização.Os relacionamentos em plataformas são desenhados para serem multilaterais e possuírem efeitos de rede para atrair um maior volume de participantes, o que muda a natureza da coordenação em relação às cadeias tradicionais baseadas em relacionamentos bilaterais sucessivos. Do ponto de vista normativo, as plataformas são baseadas convenção de projetos, típica do \"novo espírito do capitalismo\", cuja lógica de justificação ainda não incorporada no referencial de governança de CGVs. Este trabalho propõe governança por plataforma como um novo tipo de governança, conciliando as abordagens de coordenação e de normatização. A indústria de jogos digitais foi escolhida por ter simultaneamente características de plataforma tecnológica e de distribuição, enfatizadas respectivamente na literatura sobre plataformas industriais e multilaterais. Métodos mistos foram utilizados para a pesquisa em três países (Coreia do Sul, Finlândia e Brasil): questionários aplicados a 235 desenvolvedores de jogos digitais, 73 entrevistas com desenvolvedores, publishers e gestores públicos, e 6 entrevistas com representantes de plataformas, além de pesquisa documental sobre a indústria global. A análise confirmou a importância dos efeitos de rede e que a governança por plataformas possui simultaneamente características de governança presentes em tipos já estabelecidos na literatura e também características distintivas, tanto nos aspectos de coordenação como nos aspectos normativos. Confirmou ainda a aderência da convenção de projetos para compreender este tipo de governança.
Global Value Chain (GVC) Governance studies analyzed a great spectrum of industries last 20 years, but GVC research on information goods industries and the impact of the internet on GVC coordination and normalization is limited.Credit Cards, Operational Systems, Digital Games and Mobile Applications are some classic examples of industries that have platform providers, which mediate suppliers and consumers\' interactions. In recent years, the development of digital platforms in traditional industries possible disruptive movements, known as uberization. Relationships platforms are designed to be multilateral and have network effects to attract a greater volume of participants, which changes the nature of coordination in relation to traditional chains based in successive bilateral relationships. From a normative point of view, the platforms are based on the project convention, typical of the \"new spirit of capitalism\", which justification logic not yet incorporated into the GVCs governance framework. This work proposes governance through platform as a new type of governance and combining the approaches of coordination and standardization. The digital games industry was chosen because both have technology platform characteristics and distribution, respectively emphasized in the literature on industrial and multilateral platforms. Mixed methods were used for research in three countries (South Korea, Finland and Brazil): questionnaires given to 235 developers of digital games, 73 interviews with developers, publishers and public managers, and 6 interviews with representatives of platforms and research documentary on the global industry. The analysis confirmed the importance of network effects and that the governance platform has simultaneously governance characteristics present in types already established in the literature and distinctive characteristicsin both the coordination aspects as the normative aspects. It also confirmed the adherence to the project convention to understand this type of governance.

This thesis introduced a new way of studying racism on social media. It developed the concept of 'platformed racism' to describe how racism emerges from the design, business models, governance, and cultures of use of digital media platforms. It applied this concept to the controversy around the booing of Indigenous Australian Football League player Adam Goodes, and used the multiplatform issue mapping method to analyse how it played out on Twitter, Facebook, and YouTube. The thesis found that racism is both structural – maintained by the platforms' infrastructure and processes – and ordinary, manifesting through everyday user practices. It concludes with recommendations for counter-racism in both platform design and social media use.

Nous constatons que les universités sont confrontées à un double mouvement de la société sur leur organisation provoquant une nécessité de changement. Le premier concerne l’environnement institutionnel changeant depuis la loi Enseignement Supérieur et de la Recherche de 2013 : passage à la responsabilité et compétences élargies, contraintes budgétaires fortes, évolutions sociales des apprenants, nouvelle pratique managériale dans le secteur public. Ce premier mouvement provoque pour nous un paradoxe : la naissance d’un phénomène d’isomorphisme institutionnel, les comportements des universités convergent quand bien même chacune d’elles tente d’être plus attractive que l’autre sur le marché de la formation tout au long de la vie. Par ailleurs, un second mouvement, qui concerne les membres et les usagers des universités, apparaît au regard des usages des Technologies de l'information et de la communication (TIC) dans la société : la facilité d’accès à la connaissance au moyen de nouvelles plateformes, l’adoption des TIC dans la société catalysent cela. En réaction à ces deux mouvements, nous estimons que les universités sont en changement. Et nous souhaitons étudier en quoi l’évolution des usages du numérique conduit à la nécessité d’une gouvernance du numérique universitaire. Nous tenterons de démontrer que l’instabilité provoquée par l’arrivée du numérique dans les universités est une occasion de faire évoluer le système universitaire, au point de créer un nouveau point d’équilibre s’appuyant sur une nouvelle gouvernance : la gouvernance du numérique universitaire. Celle-ci permettrait de développer les usages du numérique de tous les acteurs, et placerait ainsi l’établissement dans un meilleur positionnement dans un environnement devenu de plus en concurrentiel, tout en améliorant son fonctionnement. Pour cela nous construirons les analyses à partir de plusieurs terrains complémentaires, non pas dans un souci de comparaison de terrains, mais bien de vérification partielle d’une ou plusieurs hypothèses au sein de chacun de ces 5 terrains d’observation. Sur la base des analyses de ces expériences et de questionnement sur cette notion de gouvernance du numérique universitaire, cette thèse souhaite contribuer à la réflexion sur les gouvernances d’universités, afin qu’elles puissent mieux appréhender l’éducation supérieure du XXIe siècle
We see that universities are confronted with a double movement of society on their organization, necessitating a change. The first concerns the changing institutional environment since the Law Higher Education and Research in 2013 : shift to responsibility and broadened competencies, strong budgetary constraints, social evolutions of learners, new managerial practice in the public sector. This first movement provokes for us a paradox: the birth of a phenomenon of institutional isomorphism, the behavior of universities converge even though each of them tries to be more attractive than the other on the market of training all the way long life. In addition, a second movement, involving the players and users of universities, appears in relation to the uses of Information and Communication Technologies (ICT) in society: the ease of access to knowledge through new platforms, the adoption of ICTs in society catalyze this. In response to these two movements, we believe that universities are changing. And we want to study how the evolution of digital uses leads to the need for digital university governance. We will try to show that the instability brought about by the arrival of digital in the universities is an opportunity to evolve the university system to the point of creating a new equilibrium point based on a new governance : digital university governance . This would allow the development of the digital uses of all the players, thus placing the establishment in a better position in a more competitive environment, while improving its functioning. For this we will construct the analyzes from several complementary fields, not for the sake of comparing land, but rather a partial verification of one or more hypotheses within each of these five observations. On the basis of the analyzes of these experiences and the questioning of this notion of digital university governance, this thesis wishes to contribute to the reflection on university governance so that they can better understand higher education in the 21st century

Bakgrund: Under senare år har världen präglats av kontinuerlig uppkoppling och teknisk utveckling för organisationer, där digitaliseringen kan förändra hela organisationer. År 2017 satte Sveriges riksdag upp ett mål om att landet ska vara bäst i världen att utnyttja digitaliseringens möjligheter. Det har lett till ökade krav på offentlig sektor och det identifieras vara ett utmanade arbete för den offentliga sektorn att leva upp till målet. Detta med särskilt avseende på styrning av digital transformation. Syfte: Denna studie syftar till att undersöka styrning av digital transformation i en kontext av svensk offentlig sektor. Studien eftersträvar även att förstå vad som påverkar styrning av digital transformation i samma kontext. Metod: För att uppfylla studiens syfte nyttjades en kvalitativ forskningsstrategi och en induktiv ansats med iterativa inslag. Forskningsdesignen som nyttjades var en fallstudie med flera undersökningsenheter. Empiri insamlades hos två svenska myndigheter via semistrukturerade intervjuer och dokumentstudier. Den empiriska data behandlades och analyserades med en tematisk analys, redovisade i teman och underteman. Resultat: Studiens resultat påvisar att det finns olika perspektiv kring styrning av digital transformation i svensk offentlig sektor. Arbetet är komplext och innefattar flertalet intressenter och förväntningar som tas i beaktning. Vidare nyttjas portföljstyrning och relevanta modeller och ramverk med målbilden att skapa struktur och möjliggöra rätt prioriteringar. Flera aspekter som påverkar styrning av digital transformation i svensk offentlig sektor identifieras vara såväl statliga som interna förutsättningar. Bland dessa finns politiska bestämmelser samt omvärldens utveckling.
Background: In recent years, the world has been characterized by continuous connection and technical development for organizations, where digitalization can change organizations as a whole. In 2017, the Swedish Parliament set a goal that says that the country shall be the best nation in world in using the opportunities that comes from digitalization. This has led to higher demands for the public sector and it is identified to be a challenge for public sector to fulfill this goal. This especially regarding to the governance of digital transformation. Purpose: This study aims to investigate the governance of digital transformation in a context of the Swedish public sector. The study also seeks to understand what influences the governance of digital transformation in the same context. Methodology: In order to fulfill the purpose of this study, a qualitative research strategy was used along with an inductive research approach with iterative elements. The used research design was a single case study with multiple units of analysis. The empirical data was collected at two public authorities through semistructured interviews and document studies. The empirical data was processed and analyzed through a thematic analysis, presented in themes and subthemes. Conclusion: The result of this study shows that there are multiple perspectives regarding governance of digital transformation in the Swedish public sector. The work is complex and consists of multiple stakeholders and expectations that are considered. Furthermore, portfolio management and relevant models and frameworks are used with a set goal of creating structure and ensure suitable priorities. Multiple aspects that affect governance of digital transformation in the Swedish public sector are identified to be both governmental and internal premises. Some of these are political regulations and the outside world’s development.

This thesis demonstrates that, while generally seen as a non-democratic activity, lobbying should in fact be viewed as an important part of democratic policymaking, providing valuable input into law and policy, particularly in areas where expertise is at a premium. Constructing a theoretical model of democracy and using the field of intellectual property as a focal point, the role of private actors is examined across a series of case studies: the 2011 Hargreaves Review of Intellectual Property and Growth, the 2010 Digital Economy Act, and the proposed 2002 EU Computer Implemented Inventions Directive. Each case study is based upon a combination of secondary sources and the first-hand experiences of certain actors involved and in each case the lobbying activity is critically evaluated in light of the features and normative conditions of the democratic model. This study ultimately shows both the positive aspects and negative aspects of lobbying from a democratic viewpoint, noting that the importance of stakeholder input into the law and policy that will affect those stakeholders is essential. It also shows, however, that equality of access to, and influence over, policymakers is far from satisfactory and that until such inequalities can be resolved, lobbying cannot be fully justified under my model of democracy.

This thesis is a reaction to the state of utter lawlessness and the abuse of human rights by those in power in Zimbabwe over the past two years and it investigates the possibility of restoring democratic governance in that country by increasing the freedom of expression and media freedom, which is considered to be one of the most valuable elements in advancing democratization. Its aim is to establish the Internet as the best means possible to increasing media freedom and creating new ‘sites of struggle’ for activists in a context where the substantive freedom of expression does not exist. This in turn is shown to advance levels of democracy. To this end, the value of the freedom of expression to media freedom and the value of the latter to increasing levels of democracy is developed and the lack of democracy in Zimbabwe at all levels of society is considered. The Internet is seen to increase the freedoms of speech and association in new and interesting ways and it is discussed in various examples in which it has already been instrumental in evading the censorship of the media and increasing the ability of activists to express themselves freely and to organize more efficiently. Finally, the resources that Internet technology makes available to African journalists and activists are considered along with lessons gleaned from international examples of successful Internet use and it is shown to already be of use to Zimbabwean journalists and activists as they create to new cyberspaces in which they can struggle for positive democratic change in Zimbabwe. The Internet is also shown to have tremendous potential for future use in that country.

For the public sector, the relevance can be traced to the global goals and the 2030 Agenda for sustainability, and Sweden's national ambitions to become the best in the world in taking advantage of digitalisation opportunities. The many possibilities of digitalisation are emphasized in many contexts in order to achieve the global goals, but digitalisation also entails challenges for many people who need to be considered and managed in order for development to take place in a socially sustainable way. The thesis aims to study social sustainability and digitalisation in an integrated way by examining how four Swedish municipalities with a social sustainability profile work with these issues, and how this is reflected in the digitalisation work. The study is based on interviews and document studies. Similarities and differences are explained from an organizational and governance perspective. The result shows that social sustainability is a difficult concept to define, and that it appears in many different forms, where there are difficulties in making all visible. However, the study has been able to show prominent aspects of social sustainability based on the literature, and how sustainability management can be conducted in a digital context. Further, it shows that the aspects of social sustainability that are emphasized in a digital context are largely related to the single efforts that are being made in each case and municipality. Similarities and differences in how the municipalities integrate social sustainability in the digitalisation work are explained on the basis of terms of organization, governance, sustainability management, branding and collaboration.
Social hållbarhet och digitalisering är två begrepp som erhåller stor plats i samhällsdebatten idag, och är aktuella i alla samhällssektorer. För offentlig sektor kan relevansen härledas till det globala arbetet med Agenda2030, och Sveriges nationella ambitioner om att bli bäst i världen på att tillvarata digitaliserings möjligheter, där kommuner är viktiga aktörer i utvecklingen. Digitaliseringens möjligheter framhålls i många sammanhang i syfte att nå de globala målen, men digitaliseringen medför också utmaningar för många människor som behöver betraktas och hanteras, för att utvecklingen ska ske på ett social hållbart sätt. Uppsatsen syftar till att studera social hållbarhet och digitalisering på ett integrerat sätt genom att undersöka hur fyra svenska kommuner med en social hållbarhetsprofil arbetar med frågorna, samt hur det återspeglas i digitaliseringsarbetet. Undersökningen baseras på intervjuer och dokumentstudier. Likheter och skillnader förklaras från ett organisations- och styrningsperspektiv. Studien har visat på att social hållbarhet är ett svårdefinierat begrepp som uppträder i många former, och att det finns svårigheter med att synliggöra alla. Studien har dock kunnat visa på framträdande aspekter av social hållbarhet i kommunala verksamheter utifrån litteraturen, och hur hållbarhetsstyrning kan bedrivas i en digital kontext. Vidare visar studien att de aspekter av social hållbarhet som framhålls i en digital kontext, är till större delen relaterade till de insatser som bedrivs inom varje kommun. Likheter och skillnader i hur kommunerna integrerar social hållbarhet i digitaliseringsarbetet förklaras utifrån termer om organisering och styrning, hållbarhetsstyrning, varumärkesarbete och samverkan.

Abstract:
This thesis examines the arguments used by politicians and civil servants to justify the implementation of digitalisation processes to modernise and reform the Norwegian public sector. The research questions are “What arguments are used within the Norwegian public administration to justify the implementation of digitalisation processes?” and “How can these arguments be understood in relation to ideas about modernisation and ongoing reforms within the administration more generally?”. Three studies of digitalisation and reform processes within the Norwegian public administration have been carried out to answer the research questions. The first study is of the Minside public electronic communications service from its inception in 2004 until the service was discontinued in 2012. The second study is an analysis of governmental documents on the role and importance of digitalisation reforms in the Norwegian public sector from the mid-1980’s to today. The third outlines how digitalisation is related to a reform process within the public sector, widely referred to as New Public Management (NPM). The analysis shows that justifications for the implementation of Minside and for digitalisation in the Norwegian public administration are generally focused on the simplification, coordination and rationalisation of the public sector. These justifications are closely connected to key normative ideas of NPM on how and why modernisation and reform processes should be carried out within the public sector in general. Despite high expectations, many digitalisation and electronic service implementations aimed at the population do not achieve the effects expected. This does not, however, appear to have had any impact upon these seemingly deeply entrenched expectations. They continue to be as widely held and as high as they have always been, despite widespread evidence to the contrary.
Hvordan begrunner aktører innenfor norsk offentlig forvaltning digitaliseringsprosesser? Hvordan kan disse begrunnelsene forstås i forhold til ideer om modernisering og pågående reformer innenfor forvaltningen mer generelt? For å svare på disse spørsmålene presenteres tre historier: Først studeres den offentlige digitale tjenesten Minside, deretter undersøkes offentlige dokumenter som omhandler digitaliseringsprosessers rolle og betydning for modernisering i forvaltningen fra 1987 opp til i dag. Til slutt analyseres ideene bak moderniseringen av offentlig sektor, New Public Management, som har hentet ideer og inspirasjon for hvordan offentlig sektor skal organiseres fra privat sektors markedstenkning. Funnene viser at begrunnelsene for digitalisering er å nå mål som forenkling, samordning og effektivisering. Disse målene står i et nært forhold til normative idealer innenfor New Public Management for hvordan reformer og modernisering begrunnes mer generelt. Avhandlingens viser også at forventningene til fordelene ved digitalisering synes å være robuste. Til tross for at en rekke digitaliseringsprosesser ikke har oppnådd de ønskede resultater, så synes ikke de omfattende og sterke forventningene til hva som kan oppnås gjennom digitalisering å avta.

Au cours des dernières décennies, la massification de l’usage de l’informatique, notamment connectée, a eu de nombreuses et profondes conséquences sur l’ensemble de la société. Loin d’être le produit d’une histoire ou d’un « progrès » linéaire, les techniques s’inscrivent dans un rapport social matérialisé. Entre technicisation du politique et politisation de la technique, toute une dialectique ne cesse de se déployer. Les acteur·e·s engagé·e·s dans ces conflits se trouvent à différentes échelles : institutions supra-étatiques, inter-étatiques, États, entreprises, organisations diverses et militant·e·s individuel·le·s. Dans cette arène particulière de lutte se déploient épreuves et grammaires singulières. À partir d’entretiens réalisés auprès des différent·e·s acteur·e·s engagé·e·s dans des luttes pour la politisation de la technique, cette thèse de doctorat s’attache à étudier les différentes stratégies utilisées lors de trois conflits distincts, à la fois contemporains, et inscrits dans une histoire longue. Sont ainsi étudiées les luttes en faveur et en opposition à la neutralité du Net, menées de 2009 à 2014 ; celles pour la protection de la vie privée et des données personnelles menées entre 2012 et 2016 ; et enfin, celles réagissant à la mise en place de l’état d’urgence en France à partir de 2015. Cette recherche étudie les agirs des différents groupes impliqués dans ces conflictualités sociales, afin d’établir une cartographie de leurs stratégies. Ainsi, notre analyse mettra en lumière la manière dont les groupes engagés dans la lutte créent les conditions de victoires sociales au sein de ces espaces, ou au contraire échouent à atteindre leurs objectifs
Over the past decades, the increased use of computers, particularly connected to the internet, has had numerous and deep impact on the whole society. Far from being the outcome of a linear "progress," its technologies are embedded in material social relationships. Between the technicization of the political, and the politicization of the technological, a deep dialectic keeps unfolding. The actors involved in these conflicts can be detected at different levels, supra national institutions, among the Nations, companies, diverse organizations and individual activists. In these specific arenas of fighting arenas, people rely on singular trials and repertoires. Based on interviews conducted with different actors involved in the struggle for the politicization of technology, this dissertation explores the various strategies used during three conflicts, both contemporary and with long-standing history. We thus study the fights among pro and con concerning internet neutrality, taking place between 2009 and 2014; the fights for the protection of private life and personal data between 2012 and 2016, and those organized in reaction to the emergency state in France, starting in 2015. This research studies the repertoire of action from the different groups involved in these social conflicts, in order to map out their strategy. Therefore, our analysis will shed a new light on how the groups involved in this struggle create the conditions for success within those spaces, or on the contrary fail to achieve their goals

The aim of this study has been to examine if an implementation of a One Stop Shop in the public sector and its IT-support can serve as a motor for business development. By examine the relation between the One Stop Shop and the public administrations we have tried to answer this question. The municipality that we have examined underwent a big change, seven years ago, when they implemented a One Stop Shop including a IT-support called Flexite. But despite these seven years and the fact that Flexite has changed approach from a Case Management System to a Support System for Business Development the municipality have not adapted to this change.
