Abstract:
Digital library dealt with information communication technology (ICT) infrastructures that is different from manual library infrastructure. Digital library is the growing demand in contrast to manual library, which demanded for systems' librarians or digital librarians. The collected data from seven libraries in Nepal to examine the availability of Systems' librarian manpower provided no light of hope. Those libraries were selected using convenient judgmental sampling through a short interview with currently available librarians about the concept of a Systems' librarian. Digitally skilled and responsible for digital data management personnel was defined as systems' librarians who have the necessary knowledge and skills in library software, networking, data entry, and troubleshooting of ICT-related issues. The study found that out of the seven libraries, only two had systems' librarians, yet their designation was not pin-pointedly named as' systems' librarian'. While others lacked the required manpower. The study also revealed that there were no Systems' Librarians in any of the libraries. The respondents' attitudes and perceptions towards the Systems' Librarian concept varied, with some accepting it as adaptable, acceptable, and appreciable. The study recommended for the recruitment of Systems' Librarians in Nepal as the library’s resources adopted the concept of paperless and library-without-wall. The lack of concerned manpower to look after electronic resources could lead to serious problems, and it's time for the Nepal Library Association and stake holders to advocate for the specialized manpower for the post of Systems' Librarian (also called digital librarian) and generate skilled manpower.

Abstract:
Information repackaging is one of the library's efforts to meet users' information needs in the new normal era. Libraries need to prepare various strategies in providing repackaging products as a library service innovation. This research aimed to describe various aspects and stages of library strategy design in information repackaging in the New normal era. The research used a qualitative approach through literature studies research methods. The results showed that libraries and librarians in the new normal era needed to pay attention to various aspects and stages in designing a digital information repackaging strategy. Aspects of the information repackaging strategy include determining the source of packaging information, types of information repackaging products, and information repackaging methods. Libraries carry out information repackaging strategies by making information repackaging the library’s flagship program and the librarian's main job, understanding the information behavior of the library's native digital users, disseminating digital information packages through social media and collaborative networks, changing the librarian’s role into social librarians and public knowledge and implementing a Marketing and Public Relations (MPR) strategy to disseminate information repackaged products to users. The head of the library plays an important role in supporting librarians in carrying out information repackaging activities. This research concludes that the librarian strategy of repacking information in the new normal era is needed to improve library services that are more creative, interactive, and innovative, in accordance with the user's information needs.

Abstract:
Purpose The purpose of this study was to explore the essential digital competencies for developing and managing digital libraries. The study identified useful training programs for university librarians to acquire digital competencies. It examined their digital competencies for developing and managing digital libraries in universities of Pakistan. This study also evaluates their digital knowledge in applying security measures to protect digital contents. Design/methodology/approach The quantitative research method was used to conduct this study. Research questions and hypothesis were developed to achieve the objectives. In-depth review of related literature was conducted to draft a list of essential digital competencies for developing and managing digital libraries. It was circulated among the panel of experts to get their valuable feedback to make a final list of digital competencies for developing and managing digital libraries. A questionnaire was developed to measure the status of digital competencies of university librarians in Pakistan. It was pre-tested on 20 respondents before applying to the whole population. SPSS software was used to analyze data. Descriptive and inferential statistics were applied to achieve results. Findings The findings of the study showed that digital competencies for developing and managing digital libraries fall into three main categories: digital competencies for developing digital libraries; digital competencies for managing digital libraries; and digital competencies to protect digital contents. The results revealed that training programs offered by Higher Education Commission (HEC), library associations, library schools, in-house trainings, use of online tutorials and trainings offered by skilled professionals are highly important and useful for university librarians to acquire digital competencies. The study concluded that the university librarians working in HEC recognized universities in Punjab province possess basic level of digital competencies for developing and managing digital libraries. Their digital competencies vary on the basis of their university type, i.e. public and private sector. Research limitations/implications This study measures digital competencies of university librarians in Pakistan. The study has practical implications for librarians, library schools, library associations, university libraries and HEC. Practical implications This study has practical implications for librarians, information professionals, libraries and library schools. The results are useful for librarians to get knowledge of digital competencies which are essential for developing and managing digital libraries and protecting digital contents. They can develop their digital competencies in identified areas. This study has identified useful training programs for university librarians for acquiring digital competencies. The university librarians should use these programs to gain needed digital skills. Social implications Librarians can get knowledge of digital competencies for developing and managing digital libraries to face the challenges of digital age. Originality/value In contrast to previous research work on investigating computer skills, information and communication technology skills, technological skills and general digital skills, this study particularly identifies the essential digital competencies for developing and managing digital libraries. It helps library and information science schools, library associations, training groups and university libraries to offer adequate training opportunities in identified areas to meet the challenges of the digital age.

The Ministry of Communication and Informatics has been measuring the level of digital literacy in Indonesia annually since 2020, but the measurement of the digital literacy index does not yet include the scope of libraries. This research focuses on developing a framework for the digital literacy index specifically for libraries, referring to the digital literacy frameworks of UNESCO, ITU, DigComp 2.1, and the DQ Institute. It also measures the digital literacy competencies of librarians and library users in specialized libraries. The objective of this research is to provide recommendations regarding the mapping of digital literacy competencies of librarians and library users based on the measurement results in order to improve the national digital literacy index. Specialized libraries were chosen because the majority of their services are provided digitally, especially after the COVID-19 pandemic. The method used in this study is a quantitative method through surveys conducted with library users and librarians in specialized libraries in Indonesia. The results of this study include a specialized digital literacy index framework for the library environment, as well as the mapping of digital literacy among librarians and library users based on the developed index framework. The recommendations based on the findings provided in the conclusion of this paper emphasize the importance of enhancing librarian competencies through training or workshops, and curriculum adjustments to support the improvement of the digital literacy index for library and information science programs at universities.

geo-political zone of Nigeria. Two objectives and research questions respectively were stated to guide the study. Two hypotheses were also tested in the study. The study adopted a correlational design, and the population of the study was 98. Sample of the study was census which involves the use of the entire population. The instrument for data collection was researcher’s structured modified 4-point Likert rating scale. The data collected for the study were analysed using Pearson Product Moment Correlation (PPMC) technique, while the hypotheses were tested for significance statistically using Spearman Rank Correlation analysis at 0.05 level of significance. The findings of the study revealed that there is a significant relationship between staff promotion and job satisfaction of librarians in libraries of federal universities in South-East geopolitical zone of Nigeria. The findings further revealed that there is also significant relationship between staff job security and job satisfaction of librarians in libraries of federal universities in South-East geo-political zone of Nigeria. The study recommended that staff promotion should be done regularly and as at when due to motivate the librarians to work hard in their workplaces. It is also recommended that librarians job security should be guaranteed at all times to ensure that they put in their best in the performance of their official duties to the benefit of their libraries. University libraries must play an important role in assisting the improvement of scientific research capabilities in the field of economics and management disciplines. For this reason, most university libraries have taken some measures, such as establishing a subject librarian system and building digital resource libraries. However, the subject librarian system in some university libraries is not perfect, the quality of information services is not high, the role of academic exchange platforms is not fully utilized, and there is less organization of training in scientific research methods and skills. To enhance the scientific research capabilities of economics and management disciplines, university libraries should enhance the service capabilities of subject librarians, use digital technology to provide precise subject services, build academic exchange platforms, normalization of training.

Abstract:
Libraries are increasingly becoming involved in digital humanities research beyond the offering of digital collections. This article examines how libraries in Europe deal with this shift in activities and how they compare with libraries in other parts of the world. This article builds on the results of surveys conducted in Australia, New Zealand, Hong Kong, the United States and the United Kingdom, and compares them with a survey conducted in Europe. We found that European libraries are mostly active in research supporting activities, such as digitisation and storage, while US libraries often include analysis in their activities. Funding comes from the library’s main budget and non-structural funding in a variety of forms. Staff working in DH roles has a diverse range of titles, with various forms of librarians being the most used. Analytical staff such as GIS specialists are only found in the US survey. All surveyed libraries agree that the biggest skill gap amongst their staff is in technical skills. When looking towards the future, European libraries see the role of digital humanities (or digital scholarship) within the library grow and are making plans to facilitate this change within their organisation by positioning themselves as an attractive research partner, by opening and increasing their digital collections and by improving the internal workings of the library.

In light of this, this chapter examined the current digital environment of academic libraries. The chapter discusses the concept of the digital environment and academic libraries, describes digital components in academic libraries (old versus new), describes the impact of the digital environment on academic libraries, identify the new knowledge and skills required for academic libraries users’ and librarians’ functionality in the digital environment of academic libraries, and identifies changing formats ofthe environment of information material; the technological issue; the changing role of librarians; a collection of virtual information, archiving or preserving the virtual information; accessing of virtual information; special skills needed for librarians in building a virtual library; the cost factor of information technology; and the likelihood of job loss by the librarians as current challenges associated with the digital environment of academic libraries. Abstract:
Purpose – The purpose of this paper is to study how Swedish local politicians perceive the impact of public library digital services on public libraries and to discuss how this can affect the sustainable development of public libraries. Design/methodology/approach – Empirical data were collected through semi-structured interviews with local politicians from 19 different Swedish municipalities. Data were treated to qualitative content analysis and discussed based on the concept of sustainable organization. Findings – According to local politicians, public library digital services may affect public libraries through changes to libraries’ physical spaces, librarians’ tasks and competencies and libraries’ economic situations. Based on these findings, public library digital services can both strengthen and weaken public library sustainability through, for example, increased access and expenditures, the latter of which may threaten public library sustainability. Research limitations/implications – Interviews did not focus specifically on the politicians’ views on public library digital services but dealt generally with their views on public libraries. To identify reasons for variations in views on this topic, follow-up interviews should be done. Data on views from public library managers would also be of use to determine the degree to which they are shared with local politicians. Originality/value – When sustainability and public libraries are discussed, the focus is generally on the library’s contribution to a sustainable society. Here, the focus is instead on the sustainability of the public library itself.

The article discusses the main issues related to the organization of reference services in university libraries all over the world in the framework of the traditional reference bureau and virtual reference service. The implementation of the concept of digital reference service requires high professionalism, expert knowledge of digital tools and methods of working with them on the part of the staff of reference services. The development of information technologies changes the format of communication between the bibliographer and the user. Traditional reference services are complemented by specialized research assistance carried out in accordance with research practices of universities. The provision of real-time and deferred virtual reference services, digital transformation of libraries, and the involvement of catboats with artificial intelligence in reference services are current issues in library theory and practice.The turning point in the evolution of reference services has been the university libraries strategic initiative for online learning and additional professional education. Due to the increasing educational mission of university libraries in the professional library community, the role of information curator that the reference librarian can assume is being actively discussed. Reference librarians, alongside with other information professionals, shape the library’s research and educational space. The article bases on the analysis of publications in foreign professional periodicals.

The concept of digital libraries is familiar to both librarians and library patrons today. These new libraries have broken the limits of space and distance by delivering information in various formats via the Internet. Since most digital libraries contain a colossal amount of information, it is critical to design more user-friendly interfaces to explore, understand, and manage their content. One important technique for designing such interfaces is information visualization. Although computer-aided information visualization is a relatively new research area, numerous visualization applications already exist in various fields today. Furthermore, many library professionals are also starting to realize that combining information visualization techniques and current library technologies, such as digital libraries, can help library users find information more effectively and efficiently. This article first discusses three major tasks that most visualization for digital libraries emphasize, and then introduces several current applications of information visualization for digital libraries.

Abstract:
Purpose. The development and usage of digital library services have accelerated. Many libraries have expanded their digital services in response to the COVID-19 pandemic. The physical locations were closed or operated with reduced capacity and libraries continued to provide services digitally. The physical locations of many libraries have reopened but the development of digital services persists. Most libraries offer a wide variety of services digitally and many libraries are expanding their digital services. It is, therefore, relevant to explore how librarians perceive the digital public library services offered at their institutions and how the digital services supplement or replace services in the physical library. Approach/methodology/design. This study presents the findings of an interview-based study with five librarians from different public libraries across Denmark. Findings. The findings show that librarians perceive the physical and digital services as means to the same end while carefully considering the content, target audience and platform when offering services to their users. They see the digital services as a critical aspect of the raison d’etre of the library and means to attract new users. Research limitations. It is important to note that this study is based on a small sample. Practical implications. The implications for digital public library services are discussed and recommendations based on this study are considered. Originality/value. While many studies have explored librarians’ perceptions of the value of public libraries, this study focuses on librarians’ perception of the value of digital libraries and how these services supplement or replace the physical library.

Abstract:
This study investigated knowledge and utilization of digital applications for effective service delivery in academic libraries in South-South universities, Nigeria. 3 research questions and 3 hypotheses were raised. The population included 181 selected Librarians in the twelve (12) selected universities in South-South, Nigeria as a case study. A sample size of 119 Librarians representing 66% of the population served as respondents. Convenience sampling technique was used for the study. A 25-item questionnaire was used for data collection. Cronbach alpha statistics was used to obtain 0.73 reliability. Mean/standard deviation were used for research questions and z-test statistics was used to test the hypotheses at 0.05 level of significance. The result amongst others revealed that, Librarian in both federal and state universities are knowledgeable about Library Catalogue Apps, Library Card and Account Management Apps, Digital Preservation and Archives Apps and others. Meanwhile, Librarians in both federal and state universities poorly utilize Digital Citation Management Apps, Digital Library Card and Account Management Apps and Digital Preservation and Archives Apps. The analysis also shows that, Librarians do not utilize Digital Augmented and Virtual Reality Apps, Digital Library Events and Notifications Apps, Reading and E-Book Apps, Digital Study and Collaboration Apps and Quick Response (QR) Codes scanners. The challenges academic libraries face in promoting digital applications are inadequate skilled staff to operate digital libraries, difficulty in the enforcement of intellectual property rights, non-utilization of digital library Apps.

PURPOSE/THESIS: The article presents results of preliminary research on copyright issues in Polish digital libraries. The aim of the research was to identify main copyright ąuestions and issues faced by digital librarians in Poland. APPROACH/METHODS: The research is based on interviews with Polish digital librarians and the analysis of documents concerning copyright and digital libraries in Poland. RESULTS AND CONCLUSIONS: The restrictive approach to copyright limits the field of activity of digital libraries. ORIGINALITY/VALUE: The article shows that Polish librarians are challenged by locally specific problems resulting from Polish approach to exceptions from and limitations to copyright and unclear rights, particularly as regards the symbolic production of the Peoples Republic of Poland.

Introduction. Digital libraries, as a form of library transformation, are tied to their role as educational centers for all communities. Libraries must maximize their role for millennial readers in this digital native era. This research aims to find out how library transformation contributes to the needs of librarians in the digital native era and also the librarian competencies that librarians must have. This is done because digital natives prefer the internet as the primary information reference source. Digital native is a description of the current generation who are used to fast responses, don't like to wait, and new technology makes them addictive. Research methods. This research is library research with a qualitative approach to obtain detailed information by exploring the substance of information or empirical data obtained from books, results of scientific or formal research reports, or other literature. Data Analysis. Data analysis is done by collecting articles and readings about library transformation and digital natives, which are then classified, analyzed, and interpreted to reach conclusions. Results and Discussion. This research concludes that libraries are obliged to realize data technology as an opportunity to develop rather than view it as an obstacle that will threaten the library's existence. Librarians must be ready and proactive about data technology, information and science advances. Librarians must be active, creative, innovative, and always follow advances in data technology. Conclusions and recommendations. Libraries must change service patterns and improve all matters related to library facilities. Analisis data dengan mengumpulkan artikel dan bacaan tentang transformasi perpustakaan dan digital native yang kemudian diklasifikasi, dianalisa dan diinterpretasi sampai mendapat kesimpulan. Hasil dan Pembahasan. Hasil riset tersebut menyimpulkan bahwa perpustakaan wajib merealisasikan teknologi data sebagai kesempatan untuk berkembang serta tidak menganggapnya sebagai hambatan yang akan mengancam eksistensi perpustakaan. Bagi pustakawan harus siap dan juga proaktif terhadap kemajuan teknologi data, informasi dan ilmu pengetahuan. Pustakawan harus aktif, kreatif, inovatif, serta selalu mengikuti kemajuan teknologi data tersebut. Kesimpulan dan Saran. Perpustakaan harus mengubah pola layanan dan membenahi semua hal yang berhubungan dengan fasilitas perpustakaan.

Abstract:
The role of adaptive librarians affects the implementation of Information and Communication Technology (ICT), especially in governmental libraries. It adjusts the competencies and abilities needed by librarians. Therefore, librarians are required to rebuild and improve their skills related to ICT. In Indonesia, Standar Kompetensi Kerja Nasional Indonesia (SKKNI) 2019 is used as a national education & training framework for librarians. To explore this theme according to SKKNI, a sequential exploratory research was conducted with contributions from librarians and/or library staff who work in governmental libraries across the Republic of Indonesia. Through in-depth interviews, focused group discussions with 28 librarians from 14 governmental libraries in Jabodetabek, also an online survey (74 respondents), the researchers were able to gain a pattern that showed the tendency of higher ability level in the competency units related to ICT utilization in the library than the competency units in developing library information systems. The unit of competence with the highest mean score is the unit of competence related to multimedia production, including the management of the library’s social media content. Aligning with this result, National Library as the central supervisor for the librarian needs to collaborate with related stakeholders, especially in accommodating competence development efforts to build a national digital ecosystem. Those efforts include the formulation of continuing development program -gradual education and training program. Through this collaboration between various stakeholders, the development of librarian competencies specifically within governmental libraries can be carried out efficiently, following the real needs in the field.

Purpose – Disaster management is an issue that has received relatively little attention in libraries, particularly in India. With the growth in digital resources in libraries, it is necessary for librarians to understand and apply the ways of protecting digital data and the related equipment from disaster. The purpose of this paper is to address the issues related to digital data protection in libraries in India. It aims to investigate the perceptions of librarians about the probability of digital disasters happening in their libraries, and to assess the level of digital disaster preparedness among libraries. Design/methodology/approach – A questionnaire based survey of 276 libraries in the Western region of India was conducted to find out the digital data protection measures taken by them. The paper provides an overview and analysis of the general trends in digital data protection in these libraries. Findings – The research results indicate that due to lack of knowledge about handling of digital data, and inadequate digital infrastructure setup in organizations, the chances of loss of digital data are high. However, common measures like taking backup of data manually are mostly followed by all libraries. The paper has identified the trends in protection of digital data, as well as the lacunae, in Indian libraries. Basic guidelines on digital data preservation are also presented in the paper. Practical implications – The guidelines provided in the paper will be useful to any libraries to take measures for protection of the digital data. The libraries will be able to prepare their digital data protection plan and train the staff accordingly. Originality/value – This paper is the first to address the issue of digital disaster management in libraries in India. It provides a detailed analysis of digital data protection measures taken by Indian libraries currently.

Collection management in libraries has evolved alongside the developments of the new technologies effecting libraries. As digital collections are increasingly becoming the preferred resources by remote library users, librarians are faced with the challenge of proving a seamless continuation of efficient accessibility to these digital collections over time. This study aims to explore librarians’ understanding of the sustainability of digital collections, the criteria for its fulfilment, and their perspectives on the accrued benefits of the practice. The study employs a qualitative approach, with purposive sampling of 25 experienced librarians and library ICT personnel from three federal universities in Nigeria. Semi-structured interviews and focus groups discussions were used in the data collection. Result reveals that the academic librarians are insightful about what it means by sustaining digital collections in their respective universities. The themes generated are the provision of access, digitization, preservation, task functions, and services. The criteria to be achieved for the sustainability of digital collections, includes skilled manpower, professional development, defined roles, ICT infrastructure, funding, and maintenance. The movement for sustaining digital collections in academic libraries in Nigeria will benefit the library’s reputation, improve the services offered, aid in the preservation of the collections, promote resource sharing, and reduce time and cost. The study suggests that academic librarians need ongoing training to keep them abreast of the latest technology for crucial understanding in a bid to sustain their digital collections.

Various articles suggest that artificial intelligence (AI) in libraries can enhance the learning experience, promote lifelong learning, and strengthen digital literacy. However, it is unclear if practicing librarians agree with these benefits. Malaysia and Indonesia, neighboring countries with similar library practices, may have differing or similar views on AI support for learning, lifelong learning, and digital literacy. To this effect, this study was conducted with the aim of assessing librarian perspectives on the support provided by AI in enhancing learning experiences, fostering lifelong learning, and advancing digital literacy initiatives. Additionally, it seeks to compare these perspectives between Malaysia and Indonesia. Using a survey research methodology and an online questionnaire as the data collection technique, the results of the analysis showed that librarians assessed the AI support for learning experiences, lifelong learning, and digital literacy favorably. It was also found that there was no significant difference in the assessments of librarians from these two countries. The contribution of this study is that it has provided empirical evidence regarding AI support in libraries, and developed a scale or measurement for assessing AI support for learning experiences, lifelong learning, and digital literacy. This instrument can be used as a guide when it comes to investing in AI technologies for libraries.

Design/methodology/approach This paper describes one library’s varied approaches to several digital collections supported by literature or volunteers in libraries. Findings In the face of continually declining resources and new, time-sensitive priorities and compliance responsibilities, librarians can continue to maintain digital collections by modifying workflows, using the services of volunteers and communicating strategically. Practical implications This paper is relevant to librarians, archivists and others who are looking for ways to justify and capitalize on the use of unconventional personnel in digital collections programs. Originality/value This paper presents a case of the successful use of volunteers to accomplish digital collections-related tasks in an academic library and provides a communication-based strategy for addressing some of the challenges related to volunteers in academic libraries.

This paper investigates digital preservation challenges in Nigerian libraries. In carrying out this study four research questions were posed. The study sample population comprised of 172 participants at the 2nd Conference of Certified Librarians from various libraries and institutions across Nigeria, organised by the Librarians’ Registration Council of Nigeria (LRCN) in Abuja on the 11th – 16th October, 2015. The outcome of the study revealed that digital preservation challenges persist despite the awareness of digital preservation strategies by librarians in Nigerian libraries. The findings revealed major challenges facing digital preservation, such as hardware and software obsolesces, lack of training, lack of backup and standards, lack of strategy policy, lack of funds, lukewarm attitude among the librarians and lack of legal right to preservation of content. Recommendations were made to protect and safeguard digital preservation challenges in the libraries, including the recommendation that the Nigerian Library Association (NLA), Librarians Registration Council of Nigeria (LRCN), University management and Library stakeholders should create a standard policy, provide needed skills for the librarians, lobby government for more funds and ensure that funds allocated to the libraries are properly utilised for effective digitization of library resources for future use.

Purpose – The purpose of this paper is to investigate the applications of social media in digital libraries and identify related problems. Design/methodology/approach – A total of ten institutions were selected from the following cultural institution types – public libraries, academic libraries, museums, government, and international organisations – to represent a variety of digital libraries developed or sponsored by different types of organisations. The social media applications were examined with regard to the following aspects: types of social media, placement of social media, updating social media, types of interactions, and types of functions. Findings – This study presents the types of social media applications in the selected digital libraries and further characterises their placements, update frequency, types of interactions between digital librarians and users, as well as various types of roles they played. In the process of analysis the authors also identified problems related to lack of standards, creating two-way communication channels, and the lack of education functions. Research limitations/implications – Further research needs to expand the selection of institutions and digital libraries to have more representative sampling, in particular institutions that are outside North America and Europe. It is also important to perform in-depth content analysis of social media to identify patterns and functions that social media perform. Moreover the authors will compare specific social media tools, such as Twitter, Facebook, etc., across institutions. In order to explore fully the reason why certain social media tools are implemented in digital libraries, it is important to survey or interview digital librarians of digital libraries in different types of cultural institutions. In addition users can be interviewed to solicit their perspectives about their usage of social media in digital libraries. Originality/value – This study not only examines the current status and problems of social media application in digital libraries but also offers suggestions on making good use of social media to connect users and digital libraries.

Therefore, literature review can be described as an analytical activity that can be in the form of criticism of a particular scientific work related research projects in the field. Explanation or discussion of the theory of a finding or research topic is the content of this literature review. The explanation of these theories can be used as a theoretical basis for scientific work or research. The result of this study is that digital libraries differ from local copies in terms of storage and physical location. From the start, most of the work done by digital libraries was centralized and organized like a regular library. Digital libraries are influenced by the human resources and infrastructure they have used to provide services. Libraries must meet the needs of their customers. Human resources or librarians who also follow the development of information technology are very important for information-providing libraries. Therefore, it is hoped that librarians will be able to meet customer needs through the provision of superior digital services.

This study aims to analyze the strategy for developing digital collections in school libraries. The method used is qualitative research with data collection techniques including observation, interviews, and documentation. The research was conducted at the Widura Library of Vocational High School 3 Yogyakarta. The study involved three informants, consisting of the head librarian and school library staff. The results show that the school library already has a digital collection as part of its development. The process of developing digital collections in school libraries includes analyzing user needs, mapping digital collection sources, and evaluating development. The development of digital collections is still limited to obtaining electronic school book collections from the Ministry of Education. Some strategies that can be implemented by school libraries include collaborating with other libraries and downloading digital collections that are available for free from digital collection providers.

The aim of the article is to characterise the socio-pedagogical content of the activity and the necessary competencies of a specialist in «digital mentoring» in the social and educational activities of libraries in the context of the digitalisation of society. The research methodology is based on a set of general scientific methods of generalisation, systematisation and forecasting. The hypothetical analysis made it possible to use the term «digital mentoring» as etymologically acceptable to outline the essence of the socio-educational activities of a librarian. The method of information diagnostics (express analysis) was used to study the state of educational and consulting activities of regional universal scientific libraries in the field of digital education of citizens. To outline ways to replenish the competencies of a librarian as a «digital curator», the method of information forecasting of the object was used, which allowed formulating the necessary and sufficient conditions for the formation of competencies, namely making changes required to the content of training future librarians by developing a special generalising discipline (or set of disciplines) under the conventional title «Educational Services in the Context of Digital Inequality», aimed at psychological, pedagogical, methodological and organisational aspects of educational and consulting activities in the field of digital technology. The scientific novelty of the study is that the concept of «digital mentoring as a type of social and educational activities in libraries» brings educational practice in line with the practice of libraries, as well as focuses on the need for further «digital mentoring» in libraries proposed measures on the formation of competencies of the modern librarian in the field of «digital» educational practices. Conclusions. Under the current condition, the function of the library in the social and educational dimension is to help overcome digital inequality through consulting and educational activities in digital technology. Digital mentoring is a type of social and educational activity of a librarian aimed at ensuring free access to information, overcoming digital inequality and digital literacy of citizens by organising and conducting events (including remotely) to advise users on the use of digital technology in different spheres of life and promoting the development of digital competencies of different groups. Implementation of educational functions of «digital mentoring» requires special necessary and sufficient knowledge of teaching methods and the organisation of the consultation process to implement the librarian’s role as a teacher-consultant in familiarising citizens with the required digital technology. It is advisable to develop a special generalising discipline (or set of disciplines) under the conventional title «Educational Services in Digital Inequality», aimed at psychological, pedagogical, methodological and organisational aspects of educational and consulting activities in digital technology.

Purpose The purpose of this paper is to explore useful Semantic Web technologies and ontology-based applications for digital libraries. It also investigates the perceptions of university librarians and academicians in Pakistan about Semantic Web technologies and their use in digital libraries. Design/methodology/approach An exploratory research design based on Delphi research strategy was conducted to answer the research questions. Interviews were conducted with a purposive sample of 50 key informants including university librarians and academicians to explore their perceptions about Semantic Web technologies and their use in digital libraries. Thematic analysis of interview data was conducted to obtain results. Findings The results of this paper showed that DuraCloud, Semantic information mashup, OntoEdit and resource description framework (RDF) are the various Semantic Web applications which are useful for digital libraries to develop semantic relationships among digital contents and increase their accessibility in the web environment. Findings revealed that Semantic Web provides precise results and meets user information needs in an effective way. Results also showed that next-generation digital libraries use context-awareness technology, intelligent agent software and detecting sensors to analyze user information needs and provide dynamic information services. This paper recommended that librarians should embrace the use of emerging web technologies in libraries and offer library services through the medium of the web. Practical implications This paper envisaged the future of digital library services and Semantic Web applications that can be used to re-structure metadata of digital library. This paper has practical implications for librarians to consider the useful applications of Semantic Web for digital library and enhance the interoperability of metadata among heterogeneous information systems. Practically, results obtained from this paper are highly useful for library schools and LIS teachers to up-date their curriculum by incorporating new contents related to web languages and Semantic Web applications for digital libraries. Originality/value This paper identifies various Semantic Web applications which are useful for developing Semantic Digital Libraries.

Abstract:
Purpose The purpose of this paper is to argue that academic librarians must learn to use web service APIs and to introduce APIs to a non-technical audience. Design/methodology/approach This paper is a viewpoint that argues for the importance of APIs by identifying the shifting paradigms of libraries in the digital age. Showing that the primary function of librarians will be to share and curate digital content, the paper shows that APIs empower a librarian to do that. Findings The implementation of web service APIs is within the reach of librarians who are not trained as software developers. Online documentation and free courses offer sufficient training for librarians to learn these new ways of sharing and curating digital content. Research limitations/implications The argument of this paper depends upon an assumption of a shift in the paradigm of libraries away from collections of materials to access points of information. The need for libraries to learn APIs depends upon a new role for librarians that anecdotal evidence supports is rising. Practical implications By learning a few technical skills, librarians can help patrons find relevant information within a world of proliferating information sources. Originality/value The literature on APIs is highly technical and overwhelming for those without training in software development. This paper translates technical language for those who have not programmed before.

The article considers the organization and management of the processes of digitalization of libraries. The authors give their definition of the concept of a digital library. The paper reviews the advantages of the introduction of information and communication technologies in modern libraries, the demand for innovative digital library platforms from users. The study formulates frequent problems associated with the use of digital innovations, among which are the difficulties of managing electronic library systems. The authors note the lack of compatibility of the functionality of different platforms, which makes it difficult to transfer and adapt them from one library to another, as well as the difficulties of collecting statistics on the attendance of electronic libraries, available to both operators and users.The research paper raises the question about the development of a single standard of statistics for modern digital libraries. The study notes the necessity of creating user-friendly and understandable interfaces in electronic library applications. The problems of financing the services of digital libraries, library personnel, copyright compliance and dissemination of information about the activities of modern libraries as educational and leisure cultural centers are relevant. The authors point to the rethinking of traditional approaches to library management and the work of librarians as one of the most important tasks of organizing library systems.

Purpose This study aims to examine the relationship between personality traits and digital literacy skills among university librarians of Punjab, Pakistan. Design/methodology/approach Five research hypotheses were established to achieve the study objectives. Two instruments; namely, “big five inventory (BFI)” scale of personality traits and a structured questionnaire of digital literacy skills (library literacy, computer literacy, tool literacy, information retrieval literacy and research support literacy) were used to collect the data. Pearson correlation test and correlation research design were used to examine the relationship between digital literacy skills and personality traits of university librarians. Findings The findings of the study revealed significant relationships between personality traits and all digital literacy skills. The study concluded that librarians having the extraversion trait are more inclined toward digital literacy skills and they can perform well in the libraries as compared to professionals with other traits. Research limitations/implications This study measures the digital literacy skills among the librarians of “higher education commission” recognized universities of Punjab, Pakistan. The study conclusions and findings are limited in scope to only the librarians of these universities. Such topic has no previous research. Practical implications This study has practical implication for university libraries, library associations, librarians and library professionals. The results of the study are also useful for librarians to acquire digital literacy skills, which are necessary in the current digital environment to manage the libraries. Social implications Library professionals can get digital literacy skills to face the challenges of digital age. Originality/value Some researchers examined the relationship of personality traits with the social networking sites, internet addiction, knowledge sharing behavior, information seeking behavior and academic performance. This study in particular identified the relationship of personality traits with the digital literacy skills, which are essential for managing the libraries. It helps libraries to find suitable library professionals and also help managers in assigning the duties based on these personality traits and digital literacy skills.

Any librarian in this field will need to continue not only filling these roles, but also ensuring that they themselves are part of the conversation as it moves forward and staying up-to-date with developments within this area. The concept of library involvement pertaining to metrics did not originate with altmetrics. Impact Factor was originally created primarily for use by librarians in making collection development and retention decisions. Libraries continue to bear primary responsibility for the acquisition of bibliometrics tools, most notably Web of Science, Journal Citation Reports, and Scopus, as well as the training of people in their use. As a result, librarians are already familiar with providing support for these tools, so it makes sense that librarians have expanded to support the variety of altmetrics sources and tools. Additionally, librarians serve as natural leaders when it comes to altmetrics, not only due to familiarity with resources, but also because of the relationships they maintain with several disparate groups. The article detailed about the various tools, section, evaluation methods in which libraries and librarians are supporting and interacting with altmetrics.
