Purpose – The research issues of digital preservation have apparently moved from how to set up the digital archives to on-going business models. The aim of this paper is to investigate the key factors for digital archives' success. This paper provides a business model for the sustainability of digital archives. Design/methodology/approach – Both pricing strategies and business models related to digital archives are very important. From the point of archive preservation, how to preserve digital archives permanently and make them accessible are the most important research issues. This paper, based on a review of the academic literature, adopts the innovative pricing approach to develop the business models and pricing strategy. Findings – The research defines the different needs at start-up versus the on-going operations for digital preservation. Considering digital archives as information goods, this study adopts the TRIZ method to establish a pricing strategy for digital preservation. It discusses the pricing strategy for digital preservation using an innovative method of creative problem-solving theory from the perspectives of the archives institutes, materials providers and consumers. Originality/value – This study recommends the pricing strategies for the digital preservation programs and the government's price policy based on the TRIZ analysis method.

This paper is an extended and updated version of the work reported at iPres 2008. Digital preservation activities can only succeed if they go beyond the technical properties of digital objects. They must consider the strategy, policy, goals, and constraints of the institution that undertakes them and take into account the cultural and institutional framework in which data, documents and records are preserved. Furthermore, because organizations differ in many ways, a one-size-fits-all approach cannot be appropriate. Fortunately, organizations involved in digital preservation have created documents describing their policies, strategies, work-flows, plans, and goals to provide guidance. They also have skilled staff who are aware of sometimes unwritten considerations. Within Planets (Farquhar & Hockx-Yu, 2007), a four-year project co-funded by the European Union to address core digital preservation challenges, we have analyzed preservation guiding documents and interviewed staff from libraries, archives, and data centres that are actively engaged in digital preservation. This paper introduces a conceptual model for expressing the core concepts and requirements that appear in preservation guiding documents. It defines a specific vocabulary that institutions can reuse for expressing their own policies and strategies. In addition to providing a conceptual framework, the model and vocabulary support automated preservation planning tools through an XML representation.

Abstract:
One of the most important aspects of the long-term digital-image preservation strategy is maintaining data fixity, i.e., assuring the integrity and authenticity of original data. This article aims to highlight the limitations of the approaches used to maintain the fixity of digital images in the digital preservation process and to offer perceptual hashing as a way to alleviate some of the limitations of current approaches, as well as discuss some non-technical implications of the described problems. This paper is exploratory, and while it includes a simple experiment description, it only outlines the problem and testing environment for a possible solution that could be elaborated on in further research. The most commonly used fixity maintaining techniques are immutability of data and file checksums/cryptographic hashes. On the other hand, planning for long-term preservation necessitates the need to migrate data into new future formats to maintain availability and sustainability, and the concept of the file itself should not be assumed to remain forever, which calls for other tools to ascertain the fixity of digital images. The problem goes beyond one that is exclusively technical: bitstream content is not ready for human perception, and the digital preservation strategy should include all the necessary technical steps to assure the availability of stored images to human eyes. This shifts the perspective on what should be considered the digital image in digital preservation. It is not the file, but a perceptible object, or, more specifically—instructions to create one. Therefore, it calls for additional tools to maintain fixity, such as perceptual hashing, transformation logging, and others.

Abstract. The frequent occurrence of heritage disasters highlights the necessity of digital preservation of heritage. There are two technical difficulties in Digitization: one is the high cost, the other is the poor applicability of the achievement. This is because the emphasis is only on data volume and accuracy, but neglecting the demand for conservation in the process of digitalization. Preventive Conservation has become the mainstream of heritage conservation. Based on this theory, this paper takes the digitization of several stone tablets in the Forbidden City as an opportunity to explore the strategy of digitization of heritage. Through the assessment of the values and state of preservation, the key points of digitization are obtained. By comparing the collection efficiency, achievement accuracy, expression characteristics, workload and cost of the various technologies, the authors draw a conclusion.

Presents a study on institutional repository dedicated to the issues concerning the preservation and access to digital documents. Reveals the emergence of institutional repositories in the world movement in favour of open access to scientific information as a tool for strategic technology management, storage, dissemination, preservation and access to the intellectual output of educational institutions and research and its scientific communities. Specifically highlights the Pedro II College which is a traditional public education institution throughout its history of 175 years of existence has produced historical documents which refer to the teaching activities and the daily life of the school administration and depict the history of Brazilian education. The institution maintains important collections and at all times increases the production of research papers that must be preserved, made available and have guaranteed access in the future. In this way, has been investing resources and developing projects for the preservation of institutional memory. The research pointed out the institutional repositories as a feasible way to make free access to the intellectual production of educational institutions, increase the visibility of research works and ensure the preservation of digital documents

Abstract:
The aim of this two year master thesis is to analyze how digital preservation is presented as a problem in the Swedish national strategy for the digitization and digital preservation of the Swedish cultural heritage. In order to study which assumptions about digital preservation exists within the strategy I apply the discourse oriented methodological tools presented by Carol Lee Bacchi, which focuses on discerning what problem or, rather, representation of a problem exists within a specific policy. This study is a post-structuralist discourse analysis. The main focus of the study is on what assumptions and prerequisites the dominating representation of the problem is based upon and how the representation has evolved. The main material of the study consists of public investigations conducted by the Swedish state, governmental propositions and replies as well as other public documents upon which Bacci's methodological tools are applied. Results show that digital preservation is primarily interpreted as a financial problem as the national strategy and its surrounding documents stress the need of cost-efficient solutions. The discourse of cost-efficiency is based upon instrumental political ideals, and results show that there is a specific kind of terminology within the documents which strengthens the dominance of this discourse. The consequence of the dominating representation of the problem as being of a financial kind marginalizes other vital aspects of digital preservation.

This study discusses the relationship between Preservation Metadata(PM) and long-term preservation strategy for digital information. PM is aimed to support the digital preservation and many projects have already shown it’s important. In Taiwan, the research of PM is still beginning, and no applied examples can be found. The study hope to find how to use PM with the preservation strategies. Further, the study hope to attract the preservation institutions to put PM as basic work. The study applies literature analysis and interview method. First, researcher discovers the context, content, function of PM, and the role in the digital preservation process. Then researcher selects emulation strategy as target and lists the needed information in the execution process. Finally, through expert interview the metadata elements used in emulation strategy is conformed and approvaled. The conclusions are as follow: 1.PM records provide the informaiton about provenience, context, custody history, technical environment, render approach, rights of digital object, helping content verification, and surport the information be needed in preservation strategy execution process. 2.All the emulation strategy execution process can be divided into four stages: encapsulation and preservation, emulator production, environment setting and installation, digital information access. Except the encapsulation and preservation stage, the others need some information to surport them. 3.The existing PM elements can be assorted into twelve categories, and Character, Creation, Environment, Representation information among these categories are much relative to emulation strategy. So if the institution selects emulation as long-term preservation approach, they should attend to record the four information types.

Abstract:
The aim of the study was to examine the implementation of digital preservation practices in academic libraries in South Africa in the light of the rapid changing information environment. The study looked into the strategies, systems and tools being employed to support digital preservation programmes and the costs associated with the various digital preservation programmes. The study was guided by various digital preservation theories and models,namely Davies’ (2000) Policy, Strategy and Resources (PSR) troika model, Kenney and McGovern’s (2003) three leg stool, Corrado and Moulaison‘s (2014) preservation triad and the Carnegie Mellon University’s (1990) Digital Preservation Capability Maturity (DPCM) model and Open Archival Information System (OAIS) model by OCLC (2002), underpinned by the survey research design, triangulation of questionnaires and document analysis as data collection methods. Out of 27 questionnaires distributed to academic institutions, 22 (81.5%) were completed. Quantitative data was analysed using descriptive analysis whilst content analysis was used for qualitative data obtained from document analysis. Findings revealed that academic libraries in South Africa were significantly affected by the changes to the digital environment. Most academic libraries face many challenges that hinder the effective implementation of digital preservation. The problems include: lack of funding, lack of skills and training and technology obsolescence. The study identified migration, bit preservation, replication and risk management approaches as the most widely implemented preservation strategies to address preservation challenges faced by academic libraries in South Africa. Although various preservation systems and tools are being developed to enable description, discovery, delivery and preservation of digital collections, there was expressed lack of awareness about digital preservation standards and preservation support organisations. The study also observed that, in some instances, the academic institutions were not fully involved in collaborative and partnerships with other institutions. By collaborating and partnering with other institutions, they would be exposed to new ideas, strategies and tools, and be able to acquire knowledge and skills needed to successfully preserve and manage their digital resources. The findings revealed that the implementation of policies and strategies, provision of adequate resources, sufficient funding and digital preservation knowledge and skills are some of the major factors influencing digital preservation sustainability in academic libraries. This study, therefore, recommends that these institutions can address some of the digital preservation challenges if they leverage on these factors. The study also made several recommendations on how digital preservation can be successfully implemented, and it further proposed a framework for preservation of digital resources in academic libraries, mapped to international preservation models and standards.

This study assessed the digital preservation capability maturity readiness within the context of e-government in Botswana Public Service with a view to developing a strategic framework that ensures digital continuity. There some studies that have been conducted in Botswana regarding digital preservation but they did not provide a framework which could be used as an assessment to check their capability in digital preservation as e-government progresses so that digital information is continuously being used for decision making over time. The study adopted a pragmatic paradigm and embedded mixed method approach; whereby a cross sectional survey and case study were deployed in each of the 6 selected ministries as a unit of analysis. The target study respondents comprises of 5 Senior Managers, 4 Managers - Human Resources and Administration, 6 ICT Managers, 40 Records Management Officers,12 Information Technology Officers, 1 Performance Improvement Coordinator, 1 Project Manager, 8 Archivists, 1 Assistant Deputy Manager and 1 Deputy Managers- Management Services. The data was collected through interviews, questionnaires, personal observations, and documents analysis. Both qualitative and quantitative data were collected sequentially and simultaneously where one form of data supported or complemented each other so as to have one form of data play a supportive role to the other. Data analysis was achieved through the triangulation of both qualitative and quantitative data in order to yield a single interpretation and conclusion drawn. The findings of the study showed that the Botswana Public Service has no unified national information systems used to manage public sector records leading to some ministries adopting their own electronic records management systems. Currently few ministries have implemented the electronic records management system and majority of the digital records are not preserved due to lack of preservation guidelines and strategies. The study further established the lack of preservation policies and skills in managing and preserving digital records in Botswana Public Service. In that regard, the study developed a strategic framework for digital preservation capability maturity readiness in the context of e-government in the Botswana Public Sector. The ultimate aim of the framework is to ensure digital continuity and make sure that e-government is sustained for the benefit of an open government and increased participatory citizenry.

Given that cultural heritage resources are irreplaceable, their protection is critical. Digital preservation has become a popular method for safeguarding cultural heritage resources in recent years. The purpose of this chapter was to determine how digital preservation can be used as a strategy to promote access to cultural heritage for sustainable development of South African rural communities. Data collection was based on a critical review of literature in order to analyze policy and mechanisms being put in place for effective preservation of cultural heritage. Findings revealed that most of African rural communities do not have mechanisms for safeguarding their cultural heritage, and there is lack of technological tools for preservation of cultural heritage. Cultural heritage policy should also be implemented and better explained to the rural communities' authorities.

There are some cost models developed as guidelines on how to estimate the costs of digitalization and preservation of information in a comparatively more accurate way. By knowing the factors which affecting those costs, it will be easier to find a cost-effective strategy for digital preservation. Among different migration strategies proposed by researchers, in this article the migration in the framework of Open Archival Information System (OAIS) will be studied. This is applied to the case of this small-scale music library, Melos Music Library in El Parnaso Centre in Uruguay.

The population consists of 172 participants that were presence at 2nd Conference of Certified Librarians by Librarians' Registration Council of Nigeria held in Abuja, 2015.The instrument used to generate data is the questionnaire and data generated was analyzed using frequency, bar charts, percentages and mean. The outcome of the study revealed that many librarians do not have training on digital preservation management despite the awareness of digital preservation challenges. The findings revealed major challenges such as hardware and software obsolesces, lack of training, lack of backup/standard, lack of strategy policy, lack of fund and lack of legal right. Recommendations were made to protect and safeguard digital preservation challenges in the libraries. Such as training and retraining of librarians on new technology/ trend in managing library digital content, software and hardware technology should be improved, Nigerian Library Association (NLA) should create a standard policy and ensure compliance by all libraries for them to enjoy increased funding. Information technology has led to the fact that much of the information that earlier was produced on paper is now being produced in electronic form. E-government services, where the whole idea is to exchange information electronically, will radically redirect paperbound information towards electronically generated and managed information and documents. Earlier on, long-term preservation was all about paper-bound documents containing content, context and format as well as the legal issues concerning the document, such as signatures and stamps. Although paper-bound documents still are of frequent use, the degree of digital information rapidly increases. Digital information is often compiled from different databases, where content, context, format and signatures can be separated and put together differently. Multidisciplinary integrations: history, survey and representations of the castle of Palmariggi in Terra d’OtrantoThe contribution integrates historical readings, conducted through archive documents and iconographic materials, with surveys and graphical analyzes carried out through direct knowledge of Palmariggi’s historic center in Salento. The imposing Aragonese castle of which today only the two cylindrical towers remain, joined together by a stretch of perimeter masonry, initially presented a quadrangular plan with four corner towers, of which three are cylindrical and one is square and was surrounded by an existing moat, until the middle of the twentieth century, with a wooden drawbridge on the eastern side. The fortress was part of a strategic defensive system, designed to protect the village and the productive Otranto’s land with which it was related. The fortified Palmeriggi’s center represented an important defensive bulwark placed within the network of routes and agricultural activities that led from the hinterland to the port of Otranto, where flourishing trade took place. The research examines the changes undergone by the defensive structure that has had several adaptations made initially in relation to changing military requirements, resulting from the use of firearms, the upgrades that were supposed to curb the repeated looting and the military reprisals against the inhabited coastal and inland centers of Salento peninsula, and later social that led to the expansion of fortified village with Palazzo Vernazza’s (eighteenth century) adjacent construction and the original parade ground’s elimination. Summing up, the contribution in addition to documenting the current situation with integrated surveys, the state of preservation of fortified structure with its village, of which it examines the urban evolution based on the construction, typological and morphological systems, relates to the surrounding territory by comparing the plant of the ancient nucleus with that of neighboring fortified Salento’s centers. Finally, digital study models allow fortified structure’s three-dimensional analysis, its construction techniques, assuming the original shape.
