One of them deals with revealing the factors necessary for the international recognition of a fundamental project and its subsequent implementation. This issue is illustrated in the article by the history of terrestrial television which has evolved from analogue broadcasting to digital, multi-program, interactive TV.

Abstract:
The main objective of the study was to analyse the particularities of transition from terrestrial to digital format of the television in Ukraine. This objective was accomplished with the help of the following research methods: the method of analysis was applied to select the subjects of digitalization and to determine their role in the overall process; historical method was used to reconstruct the chronological order of events in transition to the digital television in Ukraine and in the world; the method of analogy was applied to determine the prospects of digital broadcasting development in Ukraine. Results and Conclusions. The process of transition from analogue to digital format of television in Ukraine has been lasting for 10 years. This is due to some problems at the state level (the conflict in competences of the responsible state agencies, the lack of a single decision-making centre, the lack of influence on the monopoly provider), at the TV content market (the unfounded costs of territory coverage with analogue signal, the lack of digital broadcasting licenses for many regional and local channels), and at the service provider’s level (the monopoly position of the existing provider, the absence of grounded calculation for territory coverage by the current national network). This set of problems leads to ambiguity in digital television perception within the domestic market, and costs Ukraine in its international public image due to failure to fulfil the Geneva 2006 agreement. The new relationships and patterns in transition from terrestrial to digital format of the television broadcasting in Ukraine were discovered in this study. It is grounded that the coordinated and efficient work of responsible state agencies is needed to solve the existing problems and to implement transition to digital broadcasting in Ukraine. The construction of alternative digital networks and the licensing of new digital networks providers are also needed, as well as the state assistance in providing digital TV devices to vulnerable groups of population and proper information campaign of the need to transit to digital TV.

<span style="font-size: 9pt; font-family: 'Times New Roman', serif;">DVB-T2 (Digital Video Broadcasting – Second Generation Terrestrial) is one of the latest technical standards being developed by the DVB Project for DTT (Digital Terrestrial Television). It is also known as digital broadcasting trough terrestrial system since 2006 and is an extension of the DVB-T system as a second generation program to improve efficiency of the total system. It is important to perform a research on the performance of DVB-T2 because Malaysia has launched the free-to-air digital TV project since 2016 hence there is a need to know how well the signal is being received by viewers. This research focuses on a DVB-T2 transmission process which involve the transmission from Menara Kuala Lumpur transmitter to receivers located at 100 different locations. The performance of DVB-T2 can be determined by measuring the field strength, MER (Module Error Ratio) and BERaLDPC (Bit Error Rate after Low Density Parity Check decoder), and then a comparison between DVB-T and DVB-T2 systems can be made. Equipments involved in the measurement are indoor antenna, distribution amplifier, waveform monitor, field strength meter, DVB-T2 decoder and TV set as the receiver. Results are recorded in Microsoft Excel and analyzed using MATLAB software. The result of the measurement shows92% of the test points had higher reading than the baseline value which means better reception of digital TV signal is delivered to the location.Comparison between DVB-T and DVB-T2 performance shows that field strength of the DVB-T2 system is slightly higher by 1.5 % – 3.8 % from DVB-T</span><p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%; mso-bidi-font-style: italic;">Measurement of digital video broadcasting-second generation terestrial (DVB-T2) signal in Kuala Lumpur, Malaysia</span></p>

In many countries, terrestrial broadcasting is the main delivery medium for television. In this paper, we propose a small-volume practical receiving antenna. Our design consists of a linear array of three vertically placed patch antennas which increase antenna gain. The antenna has a double-dielectric substrate (FR4 + air) in order to increase efficiency and bandwidth. In this paper, we also discuss simulations and practical results, and demonstrate that the proposed double-dielectric microstrip antenna is a viable design choice for digital terrestrial TV (DTT) reception. The designed antenna reached a gain of 10.5 dBi at the desired central frequency of 754 MHz.

Abstract:
A novel internal antenna has been developed for indoor reception of UHF terrestrial digital TV broadcasting. The overall size of some configurations of the new antenna is less than 2 cm3, and its weight is less than 1 gm. It is made of a flexible material that can be bent or folded and shaped in any form. It is an unbalanced resonant antenna that does not need a matching circuit. The new antenna can be fully embedded inside TV sets or portable computers. It has a bandwidth of about 68%. Thus, it can also cover the bands of GSM and CDMA, which is advantageous in case of portable computers. The new antenna is linearly polarized. It can be easily modified to be dual polarized by combining two orthogonal antennas with one or two feed points. The overall efficiency of some configurations of the new indoor digital TV receiving antenna is more than 80%, and its peak gain is about 2 dBi over the whole UHF band. The peak gain can be increased to more than 5 dBi by adding EBG (electromagnetic bandgap) structures. The EBG structure also increases the efficiency to around 90%.

Transition from Analogue Terrestrial Television Broadcasting to Digital Terrestrial Television Broadcasting (DTTB) in the 470-862 MHz band made available amount of spectrum so-called digital dividend for other services i.e. 790-862 MHz band (800 MHz) to mobile service. Recently the 694-790 MHz band (700 MHz) was also allocated to mobile service in ITU Region 1. Spectrum allocated to a broadcasting service but not used locally is called as TV white spaces (TVWS). It is possible to introduce TVWS services in 470-790 MHz band under the condition that other services in this band already operating, or planned in the country and in neighboring countries, are adequately protected and this use does not violate the current ITU Radio Regulations. TVWS under some conditions locally could be used for mobile communication systems e.g. unlicensed Wireless Fidelity (Wi-Fi) using cognitive radio. As TVWS are located in the UHF band, the use of TVWS can provide significantly better coverage and wall penetration inside buildings than 2.4 GHz and 5 GHz range Wi-Fi frequencies. The exact amount of available spectrum for TVWS at any location will be dependent upon each country national situation e.g. DTTB planning configuration, other services use in the band. In case of deploying Wi-Fi in the TVWS the interference impact of Wi-Fi on DTTB has to be taken into account. The aim of this paper is to analyze the interference impact of Wi-Fi on DTTB. In this paper the interference occurring probability in DTTB receiver was evaluated by using Spectrum Engineering Advanced Monte-Carlo Analysis Tool (SEAMCAT).

Single-frequency networks (SFNs) for broadcasting digital TV is a topic of theoretical and practical interest for future broadcasting systems. Although progress has been made in the characterization of its description, there are still considerable gaps in its deployment with MIMO technique. The contribution of this paper is multifold. First, we investigate the possibility of applying a space-time (ST) encoder between the antennas of two sites in SFN. Then, we introduce a 3D space-time-space block code for future terrestrial digital TV in SFN architecture. The proposed 3D code is based on a double-layer structure designed for intercell and intracell space time-coded transmissions. Eventually, we propose to adapt a technique called effective exponential signal-to-noise ratio (SNR) mapping (EESM) to predict the bit error rate (BER) at the output of the channel decoder in the MIMO systems. The EESM technique as well as the simulations results will be used to doubly check the efficiency of our 3D code. This efficiency is obtained for equal and unequal received powers whatever is the location of the receiver by adequately combining ST codes. The 3D code is then a very promising candidate for SFN architecture with MIMO transmission.

The term digital applied to television did not appear until we began talking about digital terrestrial TV (DTTV), that is, long after this information coding system had appeared in the world of television. This paper, therefore, examines the various changes performed in the television production by computer-generated images and special effects in the 1990s, the broadcasting with DTTV in the early 21st century, and channel delineation in the last decade. Based on practices and uses, it highlights the gaps which sometimes exist between technical possibilities and user ownership, particularly according to television genres. Then, television borrowing from social sharing sites and eventual relinearization are discussed before examining what platforms change in content consumption.

At present, the electronic mail service is probably the most widespread and commonly used asynchronous way ofexchanging information among people, thanks to its immediacy and easiness of use. Information delivered through E-mail can be sensitive or confidential: ensuring the sender’s identity and providing privacy has become a vital step in stopping spam, fraud and even more serious crimes. To this aim, public entities have adopted Certified E-mail systems to manage secure interactions with citizens.Digital Terrestrial Television introduced new facilities in thetraditional broadcasting environment, and determined the transition of several Electronic based-services to Television basedservices. The availability of commercial Set Top Boxes equipped with network interfaces and smart card readers enables the provisioning of personalized interactive TV services, requiring user’s identification and authentication, that still represent open issues in the TV context. In this paper we discuss the challenges of a Certified E-mail service over Digital Terrestrial Television,and present the case study of the Italian Regione Marche, in which this service is under development to support the remote request of certificates issued by the public administration. In particular, our attention is devoted to user authentication and secure access to the administrative services, addressed through the use of a Regional Service Card, an interactive application, and a centralized authentication framework.

Cognitive radio (CR) systems are designed to utilize the available radio spectrum in an efficient and intelligent manner. Terrestrial Digital Video Broadcasting (DVB-T) frequency bands are one of the future candidates for cognitive radio applications especially because after digital television transition the TV white spaces (TVWS) became available for radio communication. This paper deals with the survey of the DVB-T spectrum; wideband measurements were performed on mobile platform in order to study the variation of the radio signal power in city area aboard a moving vehicle. The measurement environment was a densely built-in region where the proper DVB-T receiving was guaranteed by three TV transmitters, utilizing three central channel frequencies using 610, 746, and 770 MHz. In our paper the methods, the applied antenna, and measurement devices will be presented together with simulated and measured fading statistics. The final result is an estimation of the cognitive DVB-T spectrum utilization opportunity; furthermore a scenario is also proposed for secondary channel usage.

We investigate the use of application layer FEC protection in DVB-T (Digital Video Broadcasting-Terrestrial) networks for the provision of mobile services. Mobile reception is characterized by variations of the received signal caused by fast fading and shadowing. DVB-T was originally designed for fixed and portable reception, and generally does not provide enough quality in mobile environments. The link layer protection mechanism MPE-FEC (Multi Protocol Encapsulation-Forward Error Correction) was standardized in DVB-H (Digital Video Broadcasting-Handheld) for the protection of mobile TV services. Although DVB-T itself does not incorporate any link or application layer protection mechanism, AL-FEC (Application layer Forward Error Correction) protection can be introduced in DVB-T in a backwards compatible way. By means of AL-FEC, it is possible to improve the robustness of DVB-T services for the provision of mobile TV. In this paper, we explain the concept of AL-FEC protection in DVB-T and evaluate its performance by means of laboratory measurements and dynamic simulations with shadowing. We study different configurations of AL-FEC and compare its performance with MPE-FEC. In this paper, we discuss some implementation aspects of AL-FEC in real scenarios and propose an implementation based on Raptor codes and hash sequences. We also present results obtained by a first AL-FEC prototype for DVB-T that demonstrates the feasibility of the approach.

This paper proposes a method for extracting association rules from users’ TV watching logs, aiming at TV program recommendation. In Japan, a TV is usually located in a living room, where family members communicate each other while watching the same TV programs. Based on the choice of TV channels and conversation while watching TV, we can estimate other person’s interests and preference, which is a basis for establishing friendly relationship between others. Therefore, giving the robot a capability of recommending TV program will contribute to establish friendly communication with human partners. Furthermore, transition to digital terrestrial television broadcasting (DTTB) will bring us difficulty in finding TV program worth watching from a number of TV channels in near future. Therefore, a method for recommending TV programs will be one of the most important technologies for realizing intelligent support of our daily lives, such as a partner robot. The proposed method extracts association rules from user profiles that are generated from their TV watching logs, based on which TV programs are recommend to a target user. In order to have extensibility in terms of information resource for generating user profile, the method employs a user profile of commonly-used bookmark format. When association rules are extracted from a set of the profiles, generalization law is introduced so that variety of users’ behaviors can be reduced. Experiments are performed with actual users’ logs, and the result shows the generalization law contributes to increase the accuracy of TV program recommendation.

The article examines the processes of transition to multimedia broadcasting platforms in the Internet introducing creative technology of advertising media text visualization to a new level. Present-day creative technologies provide non-standard use of verbal and nonverbal communication tools driving the audience to advertising media copies. The problem of studying creative technologies of advertising media copy visualization for channel websites is actually underexplored. Nevertheless a new trend in advertising visualization of ad units and messages in the Internet demands of manufacturers pooled knowledge of the advertising product displayed. Thus conventional terrestrial channels acquire both a new business assignment and additional financial support. The article provides theoretical justification of basic concepts, that is "creativity", "creative idea" and "creative technology." Subsequently, results show that the top criteria expedite Taiwan’s digital convergence is the development of high-speed broadband network infrastructure. Besides, Taiwan presently does not perform well in Harmonic Convergence Regulatory Environment. It also means that there is not a sound regulatory environment, particularly in “balance digital divide and universal service”. Thus, Taiwan should first improve “Harmonic Convergence Regulatory Environment”.

The allocation of part of the UHF band to 4G and 5G services has generated the appearance of channel interferences over the digital terrestrial television frequency band. In order to reduce these interferences, this work presents a novel and efficient band-stop filter implemented using microstrip technology. The filter, designed with rectangular split-ring resonators etched in the ground plane, provides a cutoff frequency above channel 48 (694 MHz), a high roll-off rate of 44 dB in 56 MHz and a rejection bandwidth of 250 MHz that covers the upper UHF band occupied by 4G and 5G with rejection levels close to 35 dB. The filter is manufactured entirely over a printed circuit board without lumped elements to reduce production costs, fine tuning after the assembly stage and maintenance. Moreover, it presents a compact subwavelength size of only 0.07 λ × 0.17 λ to facilitate installation, whether at the input of the TV terminal or integrated with the balun at the rooftop antenna.

This article provides a survey and a general methodology for coexistence studies between digital terrestrial television (DTT) and mobile broadband (MBB) systems in the ultra high frequency (UHF) broadcasting band. The methodology includes characterization of relevant field measurement scenarios and gives a step-by-step guideline on how to obtain reliable field measurement results to be used in conjunction with link budget analyses, laboratory measurements, and simulations. A survey of potential European coexistence scenarios and regulatory status is given to determine feasible future use scenarios for the UHF television (TV) broadcasting band. The DTT reception system behavior and performance are also described as they greatly affect the amount of spectrum potentially available for MBB use and determine the relevant coexistence field measurement scenarios. Simulation methods used in determining broadcast protection criteria and in coexistence studies are briefly described to demonstrate how the information obtained from field measurements can be used to improve their accuracy. The presented field measurement guidelines can be applied to any DTT-MBB coexistence scenarios and to a wide range of spectrum sharing and cognitive radio system coexistence measurements.

This study aims to provide recommendations to the government on regulating licence, content and data privacy and protection for integrated broadcast-broadband (IBB) operations in Indonesia, by referencing Singapore, Japan and Malaysia as case studies, considering the need for umbrella regulations for IBB implementation. Singapore and Japan were chosen as countries that have deployed IBB since they have been using hybrid broadcast broadband television (HbbTV) and Hybridcast standards, respectively. Malaysia was chosen because it is a neighbouring country that has conducted trials of the IBB service, bundled with its digital terrestrial television (DTT) service. The qualitative data are analysed using a comparative method. The results show that Indonesia needs to immediately revise its existing Broadcasting Law to accommodate DTT implementation, which is the basis for IBB and the expansion of the broadcaster’s TV business. Learning from Singapore, Indonesia could include over-the-top (OTT) content in its ‘Broadcast Behaviour Guidelines’ and ‘Broadcast Programme Standards’. Data privacy and protection requirements for each entity involved in the IBB ecosystem are necessary due to the vulnerability of IBB service user data leakage. In light of this, the ratification of the personal data protection law, as a legal umbrella, needs to be accelerated.

Channel 4's tradition of supporting, promoting and contributing to British cinema culture entered a new phase in 1998. Its film-making operations were consolidated into a single, semi-vertically integrated studio called FilmFour. On 1 November it launched a brand-new pay-TV channel of the same name. This channel programmed a variety of cinema, premiering world cinema films, FilmFour's own productions and independent films. It was the first digital channel in Britain affiliated to a public service broadcaster. The new channel was introduced on its opening night with a simultaneous broadcast with terrestrial Channel 4. Scheduled on this evening was a representative selection of films and programmes to entice viewers to take up the new channel, including the UK television premiere of The Usual Suspects (1995). This article presents a detailed textual analysis of this opening night simulcast. It examines how the new channel was presented to the audience, focusing particularly on interstitial material: the introductory programme, interviews with well-known faces from the British film industry, and additional material broadcast between the films. Evaluating the evening's output, the paper argues that the opening night simulcast represented both a marketing tool for the new channel and a means of extending the Channel 4 corporation's brand. This article offers a case study in how a public service broadcaster began to negotiate for itself a space in the new digital broadcasting environment by targeting a specific, discriminating audience.

Simulcast Public Broadcasting Institutions (LPPs) and Private Broadcasting Institutions (LPS) have conducted trials in the field of broadcast digitalization. TVRI as a Public Broadcasting Institution (LPP) already has TVRI Digital Broadcasting Channel -1, TVRI Digital Broadcast -2, TVRI Digital Broadcast -3, TVRI Digital Broadcast -4 and TVRI Digital-HD Broadcasting. Private Broadcasting Institutions (LPS) that conduct trials are Nusantara TV, Inspira TV, Kompas TV, Gramedia TV, Tempo TV, Net TV, CNN TV, Muhammadiyah TV, Merahputih TV, Badar TV, and Persada TV.
