Abstract:
The purpose of the article is to present the evolution of television networкs and services and streaming them through analogue TV to full digitalization to the introduction of IP technology and advanced smart smart equipment. The networкs of cable TV operators are being transformed into triple play networкs, кnown as triple play. In addition to standard television, they also carry telephony and the Internet. As a result, it can be considered that the equipment converges and becomes more intelligent and highly functional. To date, networкs are switching to the IP core and offering high-speed and broadband IP services. Television is undergoing its metamorphosis and is being transformed to IPTV - (Internet Protocol TeleVision). The authors' contributions are related to the analysis of the main components and processes for the acquisition and processing of television content in IPTV.

The purpose of the study is to see how broadcasting digitalization policies in Indonesia after the shaking of the status of broadcast digitalization after the Supreme Court's decision. This research uses a qualitative descriptive method with a case study approach to explore the issues and problems that exist around the digitalization of broadcasting in Indonesia. The practice of broadcasting digitalization in Indonesia does not have clear regulations after Ministerial Regulation 22/2011 has been revoked. So that policies and regulations in managing broadcast digitalization are unclear. Simulcast Public Broadcasting Institutions (LPPs) and Private Broadcasting Institutions (LPS) have conducted trials in the field of broadcast digitalization. TVRI as a Public Broadcasting Institution (LPP) already has TVRI Digital Broadcasting Channel -1, TVRI Digital Broadcast -2, TVRI Digital Broadcast -3, TVRI Digital Broadcast -4 and TVRI Digital-HD Broadcasting. Private Broadcasting Institutions (LPS) that conduct trials are Nusantara TV, Inspira TV, Kompas TV, Gramedia TV, Tempo TV, Net TV, CNN TV, Muhammadiyah TV, Merahputih TV, Badar TV, and Persada TV. The government and all stakeholders must seriously oversee the revision of the broadcasting law that accommodates broadcast digitalization.

Abstract:
Since a few years back television has been on a verge of an enormous digital change. Web-TV is now growing at an incredible rate and is said to completely change the way we consume TV. The purpose of this essay is to determine and gain an understanding of how representatives of the broadcast industry looks at the phenomenon of web-TV and especially the different kinds of online video services and how they believe this will affect the television. Methods used are qualitative interviews which we compared with previous studies on the subject and acknowledged communication theories. The respondents were people with good insight and understanding of the media and TV industry. Some of the conclusions made are that the representatives believe television needs to be redefined and that there has been a shift in power in favor for the viewers. We have also seen that the representatives believe TV consumption now is more flexible where it’s no longer bound to a specific time and place.

Abstract:
This work is about creation of system which allows for cable TV to manage and monitor their internet subscribers and equipment (modems, servers, routers) over database. Created system allows add remove and manage subscribers over internet browser interface. Operator can monitor each subscribers downloaded and uploaded data amount. This system automatically updates routers and servers configurations as subscriber is being added removed or edited. This system also monitors servers and routers state: traffic, packets transmitted, CPU use, system load, RAM use and disk use. Main router periodically updates database with information about each subscribers downloaded and uploaded data amount, and if subscriber has reached its data limit database server responds to this information by sending new configuration to main router for this subscriber. This system allowed company install cheaper services with restricted data amounts for subscribers and subscribers number increased about twice over a year.

After NCC (National Communications Commission) was set up, three policies were established: First, digital cable TV, Second, breaking the monopoly of China Telecom, Third, to encourage new telecommunications technologies. After the establishment of these three policies, with the amendments to related laws, NCC will supervise the implementation progress of the industry by renewal of approval passport, evaluation mechanisms and implementation of administrative inspection, etc. To promote the cable TV operators competition, Government has made amendments of three laws concerning Radio and TV (Radio and Television Law, Cable TV Law, Satellite TV law) on March 24, 2011. The business area of system operators were relaxed to be decided by the operators. NCC on April 27, 2011, announced the extension of cable TV operation area to be "county" as a unit, a total of 22 areas, the operators could operate in a county as the minimum, and maximum up to whole Taiwan, but with limit of market share not more than one-third. The future of cable TV systems will enter the new era of competition. Miaoli District cable operators, because of the vast mountainous region, and a coastline of salty, low population compared to other metropolitan areas, will be more difficult. Plus local residents low expectations to digital TV, to promote the digitization of cable TV will be even more ineffective. In the face of this dilemma, and to face competition from other district operators, Miaoli District cable TV operators need to find a better business strategy to cope with.

Demand for high-speed, broadband connections grows at an ever-increasing rate. Several different technologies are being used to meeting this new demand including cable television networks, telephone line called digital subscriber line, wireless systems, and direct satellite connections. This paper inquires a critical problem during convergence of telecommunication and the cable industry--the governance framework of broadband infrastructure. Telecommunications is treated as the common carrier that opens access is mandated. While cable firms operate closed systems which are not subject to open access. Since both compete for data, voice, and video services provided via their respective networks, asymmetric regulation undoubtedly renders cable firms competitive advantages. In the near future, as the trend with development of digital TV, it can create a prosperous economic growth. This paper analyzes Taiwan’s policy on digital cable TV and laws and regulation that combine Cable Broadband TV Law, Wireless Broadband TV Law and Satellite Broadband TV Law into one Broadband TV law. Besides, this paper plans to compare wireless and cable digital TV development in Taiwan, accompanying with relevant rules and regulations from United States, United Kingdom and Mainland China’s current policies and regulations, and hopes to propose certain policy-forming suggestions on Taiwan’s digital cable TV in the future trend. Furthermore, digital right management and technology protection in Copyright Law, Law relating Convergence and Consumer Protection Law will also be addressed in this paper.

In the view of trend of communication and media will drive the development of industry and market the ExecutiveYuan announced the advancement of Digital Convergence Development Act(2010-2015), according to the report of the Executive Yuan, the coverage rate of the digital convergence users is expected to reach 50 % in 2015 . For reaching this goal the National Communications Commission (NCC)plans the implement procedure and strategies as reforming of Cable Radio and Television Act, adjusting cable franchise policy, unbundling tariff and providing 2 set free Set-top boxes, etc. Challenges are facing the cable TV industry in an effort to speed up the Digitization and how to cope with? This study started with the history of cable TV and the status quo of digitization development, collecting and analyzing the relevant documents, studying the domestic cable TV digitization and environment. My research is concerning on the marketing strategy of the leading provider of cable TV- Kbro and research finds: A. Regarding digitalization of cable TV, set-top box and consumer attitude are fundamental problem. B. The analog cable TV viewers and income are negative growth, pay channel income is positive growth. C. According to Market segmentation, the traditional cable TV is mainly on middle-age and elder and the digital service is mainly on metropolis. D. Pushing marketing is early strategy and now instead of pulling ; event marketing is marketing tool by MSO in recent years. E. Digitalization policy is lack of stability and sources of law are not clearly yet. This study is based on two dimensions of analyzing policy and marketing strategy and provides suggestions. Policy: A. The source of law of cable TV digitization: promoting Cable TV digitization should be authorized legally. It will help to recognize the policy and follow the regulations. B. Policy stability and encouragement: the formulation of digitization policy is lack of stability and incentive; the policy in haste is to perform without assessing thoroughly. The goal of digitalization policy is improved constantly and hard to reach. Especially, it costs a large of investment on cableTV digitalization but no incentive to encourage entrepreneur. C. Intergovernmental Cooperation: The central government should cooperate with local governmental, policies based on consensus, trust and cooperation. The conflicts of national policies between central and local government increase enterprise investment risk. Marketing: A. The cable TV related industries are integrated vertically and horizontally and remove an embargo on cable TV and telecommunication’s cross-ownership could control upstream and downstream cross-platform access to become all dimensions of synergy business on mobile phone, cable TV, channel content and agents and also improve market competitive capability. B. There are two market types “mass market” and “niche market” after Cable TV digitalized. The traditional cable TV is a “mass market” and the niche market is formed by channel combination after the digitization of cable TV. Thus the market segmentation is no longer existed. Therefore, the public could have multiple- choice. C. A channel of distribution includes personal marketing, TV, print media, websites, direct store of MSO, 3C store, event marketing , etc. First of all, we use a nationwide propaganda to create topic, and then adjust marketing according to circumstances. Marketing proceeds in an all-round way. D. Emphasize the characteristics of local media and enhance local news that offers various abundant content and interactive function.

Digital convergence eliminates the gap between the telecom industry and broadcasting industry. In Taiwan, the biggest threat to cable TV industry is Chunghwa Telecom(CHT). CHT provides MOD(Multimedia on Demand) service like Content provided by cable TV. CHT always has great market power in telecom industry and with a high revenue. We used SWOT analysis to analyze the TV platforms, to understand the future development direction of TV industry. We found that cable TV must face and accept the challenges from other platforms, therefore, cable TV systems should enhance their ability in the first place. Removing the restriction of service areas is the best way for cable TV systems to be able to compete with other TV platforms.

The cable TV is now facing the transition to digital TV. This trend of digitalization will cause change of industry environment. Facing the change of industry environment, Cable TV system operator must adjust original business mode to cater to the trend of digitalization. At the moment, the telecommunication industry start to offer TV program service that seize the original business of system operator. In the future of digitalization, what kind of resources should system operator qualified to face the challenge of digitalization. There is a value network behind system operator. This huge organization has numerous members, each member will improve resources to help system operator to develop digital TV. In the studying procedure, we first review the developing history and situation of cable TV. Understanging the existing resources of system operator, we discuss how digitalization will change their business environment. With the analysis of industry value network, we can build new value network in the future and know what kind of brand new resources or thinking each member should have to help system operator develop digital TV. The wholly studying detection are as follows: 1. The category of digital information industry is very extensive. At short time, it is impossible for the system operator to offer all kinds of service. What system operator can do is utilize existing resources to develop relevant business. 2. System operator deeps plow local place for a long time, it is more helpfor for them to develop local business in the future. 3. The popularization of set-top-box is very urgent. 4. The policy of cabel TV upper limit charges may bound the development of digital industry. 5. The development of digital TV still need whole members of industry value network. Media digitalization is the future trend of world because not only will it put forward the development of related industries, but it may also modify the lifestyles and behaviors of ordinary people. Furthermore, media digitalization is also regarded as a next-generation industry by the government of Taiwan. The statistics shows that here are over 80% of habitants who install Cable TV at home in Taiwan; therefore, the digitalization of Cable TV plays a crucial part in the entire itinerary of media digitalization. In this research, I discover that digitalization of Cable TV encounters many problems, such as legislation, compatibility, market competition, technology, technicians, and contents. However, if the business owners fail to offer their customers richer contents and more value-added services, it will hinder the progress and competition edge in this age of digitalization.
