After NCC (National Communications Commission) was set up, three policies were established: First, digital cable TV, Second, breaking the monopoly of China Telecom, Third, to encourage new telecommunications technologies. After the establishment of these three policies, with the amendments to related laws, NCC will supervise the implementation progress of the industry by renewal of approval passport, evaluation mechanisms and implementation of administrative inspection, etc. To promote the cable TV operators competition, Government has made amendments of three laws concerning Radio and TV (Radio and Television Law, Cable TV Law, Satellite TV law) on March 24, 2011. The business area of system operators were relaxed to be decided by the operators. NCC on April 27, 2011, announced the extension of cable TV operation area to be "county" as a unit, a total of 22 areas, the operators could operate in a county as the minimum, and maximum up to whole Taiwan, but with limit of market share not more than one-third. The future of cable TV systems will enter the new era of competition. Miaoli District cable operators, because of the vast mountainous region, and a coastline of salty, low population compared to other metropolitan areas, will be more difficult. Plus local residents low expectations to digital TV, to promote the digitization of cable TV will be even more ineffective. In the face of this dilemma, and to face competition from other district operators, Miaoli District cable TV operators need to find a better business strategy to cope with.

Demand for high-speed, broadband connections grows at an ever-increasing rate. Several different technologies are being used to meeting this new demand including cable television networks, telephone line called digital subscriber line, wireless systems, and direct satellite connections. This paper inquires a critical problem during convergence of telecommunication and the cable industry--the governance framework of broadband infrastructure. Telecommunications is treated as the common carrier that opens access is mandated. While cable firms operate closed systems which are not subject to open access. Since both compete for data, voice, and video services provided via their respective networks, asymmetric regulation undoubtedly renders cable firms competitive advantages. In the near future, as the trend with development of digital TV, it can create a prosperous economic growth. This paper analyzes Taiwan’s policy on digital cable TV and laws and regulation that combine Cable Broadband TV Law, Wireless Broadband TV Law and Satellite Broadband TV Law into one Broadband TV law. Besides, this paper plans to compare wireless and cable digital TV development in Taiwan, accompanying with relevant rules and regulations from United States, United Kingdom and Mainland China’s current policies and regulations, and hopes to propose certain policy-forming suggestions on Taiwan’s digital cable TV in the future trend. Furthermore, digital right management and technology protection in Copyright Law, Law relating Convergence and Consumer Protection Law will also be addressed in this paper.

In the view of trend of communication and media will drive the development of industry and market the ExecutiveYuan announced the advancement of Digital Convergence Development Act(2010-2015), according to the report of the Executive Yuan, the coverage rate of the digital convergence users is expected to reach 50 % in 2015 . For reaching this goal the National Communications Commission (NCC)plans the implement procedure and strategies as reforming of Cable Radio and Television Act, adjusting cable franchise policy, unbundling tariff and providing 2 set free Set-top boxes, etc. Challenges are facing the cable TV industry in an effort to speed up the Digitization and how to cope with? This study started with the history of cable TV and the status quo of digitization development, collecting and analyzing the relevant documents, studying the domestic cable TV digitization and environment. My research is concerning on the marketing strategy of the leading provider of cable TV- Kbro and research finds: A. Regarding digitalization of cable TV, set-top box and consumer attitude are fundamental problem. B. The analog cable TV viewers and income are negative growth, pay channel income is positive growth. C. According to Market segmentation, the traditional cable TV is mainly on middle-age and elder and the digital service is mainly on metropolis. D. Pushing marketing is early strategy and now instead of pulling ; event marketing is marketing tool by MSO in recent years. E. Digitalization policy is lack of stability and sources of law are not clearly yet. This study is based on two dimensions of analyzing policy and marketing strategy and provides suggestions. Policy: A. The source of law of cable TV digitization: promoting Cable TV digitization should be authorized legally. It will help to recognize the policy and follow the regulations. B. Policy stability and encouragement: the formulation of digitization policy is lack of stability and incentive; the policy in haste is to perform without assessing thoroughly. The goal of digitalization policy is improved constantly and hard to reach. Especially, it costs a large of investment on cableTV digitalization but no incentive to encourage entrepreneur. C. Intergovernmental Cooperation: The central government should cooperate with local governmental, policies based on consensus, trust and cooperation. The conflicts of national policies between central and local government increase enterprise investment risk. Marketing: A. The cable TV related industries are integrated vertically and horizontally and remove an embargo on cable TV and telecommunication’s cross-ownership could control upstream and downstream cross-platform access to become all dimensions of synergy business on mobile phone, cable TV, channel content and agents and also improve market competitive capability. B. There are two market types “mass market” and “niche market” after Cable TV digitalized. The traditional cable TV is a “mass market” and the niche market is formed by channel combination after the digitization of cable TV. Thus the market segmentation is no longer existed. Therefore, the public could have multiple- choice. C. A channel of distribution includes personal marketing, TV, print media, websites, direct store of MSO, 3C store, event marketing , etc. First of all, we use a nationwide propaganda to create topic, and then adjust marketing according to circumstances. Marketing proceeds in an all-round way. D. Emphasize the characteristics of local media and enhance local news that offers various abundant content and interactive function.

Digital convergence eliminates the gap between the telecom industry and broadcasting industry. In Taiwan, the biggest threat to cable TV industry is Chunghwa Telecom(CHT). CHT provides MOD(Multimedia on Demand) service like Content provided by cable TV. CHT always has great market power in telecom industry and with a high revenue. We used SWOT analysis to analyze the TV platforms, to understand the future development direction of TV industry. We found that cable TV must face and accept the challenges from other platforms, therefore, cable TV systems should enhance their ability in the first place. Removing the restriction of service areas is the best way for cable TV systems to be able to compete with other TV platforms.

The cable TV is now facing the transition to digital TV. This trend of digitalization will cause change of industry environment. Facing the change of industry environment, Cable TV system operator must adjust original business mode to cater to the trend of digitalization. At the moment, the telecommunication industry start to offer TV program service that seize the original business of system operator. In the future of digitalization, what kind of resources should system operator qualified to face the challenge of digitalization. There is a value network behind system operator. This huge organization has numerous members, each member will improve resources to help system operator to develop digital TV. In the studying procedure, we first review the developing history and situation of cable TV. Understanging the existing resources of system operator, we discuss how digitalization will change their business environment. With the analysis of industry value network, we can build new value network in the future and know what kind of brand new resources or thinking each member should have to help system operator develop digital TV. The wholly studying detection are as follows: 1. The category of digital information industry is very extensive. At short time, it is impossible for the system operator to offer all kinds of service. What system operator can do is utilize existing resources to develop relevant business. 2. System operator deeps plow local place for a long time, it is more helpfor for them to develop local business in the future. 3. The popularization of set-top-box is very urgent. 4. The policy of cabel TV upper limit charges may bound the development of digital industry. 5. The development of digital TV still need whole members of industry value network. Media digitalization is the future trend of world because not only will it put forward the development of related industries, but it may also modify the lifestyles and behaviors of ordinary people. Furthermore, media digitalization is also regarded as a next-generation industry by the government of Taiwan. The statistics shows that here are over 80% of habitants who install Cable TV at home in Taiwan; therefore, the digitalization of Cable TV plays a crucial part in the entire itinerary of media digitalization. In this research, I discover that digitalization of Cable TV encounters many problems, such as legislation, compatibility, market competition, technology, technicians, and contents. However, if the business owners fail to offer their customers richer contents and more value-added services, it will hinder the progress and competition edge in this age of digitalization.

Media users have evolved into a new pattern due to the changed format and functions, with the most significant being the media vehicle, which has diverged from the traditional format of single content versus single monitor. Cable TV is no longer an important necessity to the viewing public as the same programs can be viewed via various terminal devices. TV has moved into the digital era and multi-screen provides more viewing options, while subscriber’s satisfaction plays a crucial part in embracing the renovated added-value service. This research focus on Cable TV subscribers of Mangrove Cable TV Company, Researching on their satisfaction of the current provider and the willingness to adopt the renovated added-value service. The result shows the higher satisfaction rate of the provider’s management, customer service, content and overall service, the more they are willing to accept the multi-screen added-value service. Therefore in the irreversible trend of TV development, Cable TV providers have to satisfy the subscribers with their customer service along with program content to ensure the future success of new added-value services.

With the rise of digital convergence in recent years, making the cable TV service mechanism must follow the tide patterns adjustmenet. After entering the broadband Internet era, consumers watch videos, listen to music the way a huge change in the past, must rely on television, radio listening watch TV programs through the radio, or through video cameras, tape recorders, has been changed through the web using a computer or other device to grab video and audio content, media reach optionally (media on demand) effect. Wired and wireless broadband infrastructure is increasingly perfect, bandwidth is getting bigger, and therefore through the broadband network to provide audio and video content directly to the consumer services are more developed, we call OTT TV (Over The Top TV). OTT TV device allows consumers to play through a variety of systems in a broad range of different locations, watch or listen to the broadband media content. Support OTT TV service many devices, including set-top boxes (Set-top Box), Blu-ray player, connected TVs, game consoles, digital media adapters (such as Apple TV or Roku, etc.), tablet computers, personal computers and wisdom cell phones. Traditional cable operators 2016 reign called Taiwan OTT first year, a variety of OTT services have sprung up, and one of the OTT TV will Taiwan's traditional routine of 40 years (including a common antenna era), it will cause how kind of impact it ? Research analysis found short-term positive impact OTT TV will not surrender tide traditional Taiwanese cable TV, but with the penetration rate of digital, digital natives will gradually replace the traditional family viewing. However, the popularity of any new technology, not one or two days to complete, nor is it able to do a full-service, OTT TV cable operators and traditional cooperation model will be an important direction for future development. The future of the traditional cable TV operators, in addition to cooperation with OTT TV, the diversification of value-added services, personal, interactive and community development, will be the development direction of both the industry can think of.

The purpose of this essay is: To imitate and analyze different demand conditions by different types of reservation value distributions, the manager f cable TV should choose nonbundling, pure bundling, or mixed bundling - which has the greatest profit? The research use cluster to divide 20 kinds of channel programs into 2 types of programs. According to the imitation analysis of this essay, we can find: 1. There is no difference between the choose of the best pricing strategy and the correlation of reservation values distributions of 2 groups of programs. 2. There is no common rule to clearly define which pricing strategy is the best. It depends on the real distribution of program's reservation price for the consumers. 3. When we price the greatest profit of pure bundling is Pb, and of nonbundling is (P1, P2): (i) if Pb > P1 + P2, the manager will find that to adapt pure bundling is superior to mixed bundling. (ii) if Pb ≦ P1 + P2, the manager will find that to adopt mixed bundling is superior to pure bundling.

Cable TV refers to the transmission of visual and audio signals to the public by laying cables. Article 5 of the Cable Radio and Television Law says: “System operators installing the networks themselves shall apply to the roads authority for approval if the networks are to be laid underground…” The roads authority on the regional level is the Township Office. Road right granted by the roads authority is usually valid for one year. Cable TV is a licensed business; business licenses issued by the Government Information Office, Executive Yuan are in 9-year term. Although it is subject to the restrictions and regulations of the same laws as public utilities, the business does not enjoy the deserved protection. Hence, system operators often come across setbacks in their operation, which are undoubtedly potential threats to their survival and development. However, contrasting this to the development history of Taiwan’s cable TV industry, it seems from the result that the government institution has played a critical role. Importance of the government’s initiative to moderately liberalize the public goods for creation of an open environment, and to put more emphasis on the overall system planning for the industry development at different stages is beyond words. This study not only analyzes the impact of the Cable Radio and Television Law and regional laws on the system, but also takes real-life examples into consideration, to explain the importance of public interest and freedom of speech for liberalization of routing rights. The question is tackled in different approaches and from different viewpoints, in order to understand the problems and difficulties that system operators face when applying for routing rights from the Township Office. The study expects to provide some positive assistance and suggestions to the industry and the government, for avoidance of improper market intervention.

2015, the most intense competition in the history of cable television in Taiwan a year. Various industry not only to face the digital convergence trend, while in response to a new market policy, fueled by the media, the original user ratings began to notice, the option of "watching TV" is more diversified. In the past, the cable TV industry related research, mostly focusing on group competition or business strategy, rarely concerning why users refund. According to the market experience, cable operators are more concerned about the new users. This study shows how to convince the user to re install, through the literature review and enterprise survey data analysis, to identify the main problems faced by the industry and how to solve the problem. After data analysis, to identify the main reason for a refund of the user is "price", however, most people even to leave the original service providers, shortly after will once again choose the traditional cable television, but pay less. On the other hand, a lot of media reports about OTT or Internet video, cable TV managers also identified is the main effect, but the analysis results from the data, this is not the main reason. The content of this paper has been put forward, it is suggested that the industry to strengthen the performance of the business instead of reducing the price, to avoid long-term losses. In the long run, the operators still have to carry on the service to upgrade, the most important is to use the flexible strategy to persuade the users, improve customer value.

According to the statistics of the 2nd quarter of 2018, the National Communications Commission (NCC) showed that the total number of households in the country was 8,686,300, the penetration rate of cable TV services was 59.37%, and the number of set-top box (STB) subscribers was 5,156,800. The rate is 99.7%. The government has been striving to promote the digitalization policy of cable TV for many years. The number of STB subscribers in Hualien County has increased year by year. Although the penetration rate has reached 92.36%, it is still the lowest in Taiwan, only higher than the outlying islands of Kinmen and Lianjiang County. Compared with the national STB subscriber penetration rate, it still has not reached the policy target of 100%. The digitalization of cable TV in Hualien County has reached 100 in the third quarter of 2018 through the efforts of the operators, viewers and the government. The digital policy project is completed one year earlier than the end of 2019 requested by the NCC. (Source: National Communications Commission website) Based on Ram and Sheth’s innovative resistance theory, this study explores the process of promoting the installation of STB from both the perspectives of cable operators and viewers. In terms of cost considerations, in the process of promoting digitalization in the remote areas, the attitude of taking a wait-and-see attitude was adopted at the beginning, and the viewers also resisted the movement of the machine-mounted boxes because of the change of habits. In terms of government policies, in order to make the cable The TV industry can actively digitize and formulate the “reward” and “punishment” methods to provide equipment subsidies for the set-up boxes and related digitalization procedures. The penalty part is the cable TV evaluation once every 3 years and the nine-year license renewal. They are required to the cable TV stations to cooperate with the digitalization work, and the digitalization work is listed as the key point for evaluation and license renewal. The research of Hualien cable TV stations promote set-top boxes in remote districts from both the perspectives of Cable TV stations and viewers, and to explore the innovative resistance theory generated by the digitalization in the remote areas. The various resistances of users, the study found that when the viewers use the innovative use of the set-top boxes, they will initially resist the change of the status quo, resist installation, and get used to maintaining the status quo, but because of the improved viewing quality after installing the STB, the viewers are willing to change the viewing habits, accept and adopt new technology, Hualien cable TV operators overcome the obstacles and overcome the obstacles in the government policy pressure and subsidy, complete the goal of comprehensive digitalization, the development of the STB towards the diversification is the industry, local government, the expectation of the agency and the audience.

As a result of speedy technological development of broadband networks, governments around the world continue on an aggressive pace of enhancing the competition between the telecommunication and television broadcast industries. In recent years, Taiwan authority has been amending related regulations and initiated an independent association “National Communication Commission (NCC)”. In 2006, cable TV operators were permitted to provide local phone business in their cable TV service areas while telecommunication operators were permitted to provide an Internet Protocol TV (IPTV) platform. The adjustment of regulations and the aggressive investment of private sectors have engineered the convergence between telecommunication and television broadcast industry in Taiwan. Chunghwa Telecom (CHT) launched MOD service in 2004, which made itself go across to the cable TV operator’s business field. Due to the regulation deficiency in the beginning, MOD providers operated as a cable TV operator, but were not regulated by the Cable Broadcasting and Television Law. Although CHT had transformed its role into a platform operator at the request of NCC in 2006, the phenomenon of asymmetric competition has already appeared in the industry. It is difficult for cable TV operators to compete with CHT on IPTV service. The case company is the first cable TV operator in Taiwan and it has acquired the multimedia transmission platform license and fixed network operating license. The company is viewed as a benchmark for other cable TV operators on providing triple-play service. This research analyzes this company from the perspectives of competitive advantage and the resource-base view. How the cable TV operator utilizes core resources to carry on its IPTV service and how to keep its competitive advantages are the main research questions. The company’s IPTV product is also compared with that of its major competitor, MOD. Competitive strategies will be proposed as the result the research. The conclusion of this research could be used as a reference for cable TV operators who intend or have already provided IPTV service. It is found that the legal restriction makes the case company unable to sell IPTV services effectively, and this constraint makes it hard to compete with MOD. Only when the case company can differentiate its IPTV service and establish brand value by leveraging resources within its enterprise group and strategically partnering with other industrial players, then will it have a capacity to compete with CHT’s MOD, leading to a more competitively balanced IPTV industry.

1970年代以前,有線電視吸引訂戶最主要的理由在於較好的收視畫面; 1980年代,吸引訂戶的最大利器移至節目與頻道的多樣性;直到1990年代 ,客戶對服務期望的滿意度躍居要角,因為在競爭激烈的市場上,滿意度 直接影響訂戶的續訂意願,遠較傳統的人口變項更具解釋力。本研究以傳 播學中的「使用與滿足理論」為起點,整合行銷學的 PZB「服務品質認知 差距模式」,以及消費者購後行為理論,探討有線訂戶與業者對整體服務 品質(含有形與無形、人員與實體品質)、滿意度、期望的認知差距,及 其與購後行為、經營規模的關連性,最後並以訂戶的「績效評分」為區隔 變項,作訂戶的集群分析。 本研究以大台北地區的有線訂戶與業者為 研究對象,立意選取一區一家業者共13家,由各家提供隨機抽樣的客戶名 單各一百名郵寄問卷作調查,共發出1240份問卷,回收 234份,有效回收 率為18.9%。調查發現:一、訂戶在績效評分與滿意度上,整體評分居中 下,在普通與不滿意間,業者評分居中上,在普通與滿意之間;在重視度 上,業者評分在很重要與重要之間,訂戶評分在普通與重要之間。其中訂 戶重視度評分高於績效評價,績效評價又高於滿意度,三者差異顯著。 二、業者所提供的各項服務中,被訂戶評為績效不佳但又很重要的有: 影片新、重播率不致太高、不常斷線斷訊、付費頻道製作精良、節目內容 夠水準、公司樂於瞭解消費者需求;被訂戶評為高績效但不重要的有:頻 道數夠多、地方新聞公益頻道製作精良、服務頻道製作精良。 三、三 成訂戶明白表示願意續訂,一成不到訂戶明白表示不願續訂,其餘六成多 表示「可換可不換」或「想換但不方便換」,呈現出一種「雖不滿意但仍 接受」或「被迫接受」的狀態,隱約透露出沈默多數不挑剔與對獨佔現象 的無力感。 四、訂戶績效評分、滿意度及兩項認知差距分別與其購後 行為皆有極顯著相關;但業者之各項評分與認知差距分別與其經營規模皆 未達顯著相關水準,顯示在併購盛行的有線電視業內,經營規模並非衡量 經營績效的良好指標。

But because of cost increases year by year lead to higher license fee, so Subscribers have a lot complaints. Except for the complaint of price, they also criticize the channel content, reception quality and customer Service. Taiwan’s Cable TV companies should improve the way which they did before and emphasize the spirit of service, depend on quality of service as the main appeal. Taiwan’s Cable TV since the development so far has become indispensable to everyone’s lifetime. Therefor the service quality of Cable TV relates to the satisfaction of subscriber and is also the main factor of subscribers’ loyalty. In this paper, Peigang Cable Co. Cable radio and television industry is a licensed business given with local media characteristics. A self-produced broadcast program, which is one of the requirements of granting a cable radio and television license for a system operator, explicitly stipulates as a required item of the operation plan in accordance with the Cable Radio and Television Act, and meets the interests and need of local people. It is also the practices to serve the public interest for locals and remain the diversified value of the local media. After have obtained an establishment permit by a cable television system operator, the execution of the operation plan shall be assessed once every three years. Due to scarce and precious broadcasting recourses, the Government establishes an assessment system to evaluate the implementation of its operational plan. The main purpose of the assessment lies in that once discovering the malfunction of the operation, the Government can take precaution measures and requests the operator to solve the failure. Until now, 59 cable television system operators, who obtained the permits between1998 and 2002, have completed three assessments. The study adopts the methods of literature analysis and questionnaire survey. In the beginning, it analyzes the design of the assessment system and the secondary data of operation plan assessments in the past, and presents questionnaire questions to the management level and program staff of the system operator to collect the views of the system operators on the assessment system and the local self-produced channel. Then it explores the influences of evaluation items of self-produced program may have on the management and programming level of local self-produced channels of the system operators and provides self-produced channels with concrete suggestions that how could they continuously contain the characteristics of local media when facing the adjustment of cable TV service zone, cross-zone service, as well as new assessment items of self-produced local channels following the Cable Radio and Television Amendment Bill passes. This study also finds that the design of the assessment items and scoring criteria for the system operation are inductive for local self-produced channels in program planning and broadcasting. The assessment results and review comments may improve the operation weakness for local self-produced channels; however, the assessment system could only request the operators to perform on the minimum acceptable level. From the past three assessments of system operation, it is proved that the assessment of system operation turns out to be a precaution mechanism, rather than one to promote the quality and quantity of program broadcasting for local self-produced channels. The cable radio and television system operators recognize that local self-produced channels play a role in local media and serve public interest and varied media value. Somehow, on this stage, self-produced channels can barely meet the ends in the financial status to operate independently. It is still necessary for the Government to grant and subsidize the industry. Given that the management types of local self-produced channels grow diverse after the adjustment of service zones, and local channels may obtain their own licenses and go through assessment procedure after future Cable Radio and TV Amendment Bill passes, it is recommended that the Government to revise the Guideline on the Assessment System for the Operation Plans of Cable Radio and Television Operators, clarify the local channel regions of cross-zone operation and the characteristics of local media. Also, this study suggests to add program planning indicators of specific types of channels for the criteria of local channel establishment, and differentiate supervision intensity between national channels and local channels, rearrange assessment items and scoring criteria for local channels adjusting with their own characteristics, and take advantage of contest and cable TV funding to promote the quality of quantity of local-produced program broadcasting.

The digitization of cable TV has been set a tight schedule for execution process. The purpose of this study is to analyze whether the number of users in Nantou County causes any effects on the digitization of local cable company. Research questions also include: Whether local cable companies would make the investment in order to enhance their market share during the digitization, while lacking of resources for limited users and unably challenging of CHT’s MOD advantages of digital convergence? Whether local cable company would comply with government policy in the digitization of cable TV? Would policy interventions be able to remedy the worse situation? Through interviews with relevant stakeholders in the local areas, the responses seem concomitantly denial. The study concludes, for Nantou unfavorable context, the digitalization is not constrained by technical difficulties, technical difficulties, instead by the legalization and economic interests. Solution might be found from the central government's policy of active intervention in the strategic implementation of digital technology.

The cable industry, which has been in operation since the 1969 Community Common Antenna period, has been unable to manage, from illegal to lawful, cable television and cable television broadcasting, has existed for more than 40 years. However, the convergence of telecommunications, broadcasting, the cable industry has been integrated into one, after each industry has crossed each other's fields, such as telecom and broadcast industry to provide video programming, cable television industry launched cable modem broadband Internet service. The National Communications Commission has set out to close the cable TV analogue signal in 2017 to complete the digitization, as in the case of the wireless TV analogue signal closed on June 30, 2012, after which each TV must be installed with a digital set top box. Therefore, in the process of digitalization, the system industry is facing difficulties and shocks, the government's digital policy and related laws and regulations due to the time of the law, plus the industry and the user's cooperation, there are ways to solve. In addition to the competition in the face of the same industry, there are IPTV and OTT to grab the attention of the public, this study to secondary data analysis and in-depth interviews, to explore the digital television cable innovation services. Close analog signal to accelerate the digitalization of cable television, digital bandwidth increased after a large number of cable TV development and innovation services. Due to the group payment policy is still controversial, the industry wait and see so that the development of stagnation, and open cross-regional business into the new business to low-cost users, disrupt the development of cable television industry.

Due to the influences of the global telecom liberalization, technology digitization, and broadband convergence, the digitalization of TV industry which is the most mature industry within mass media development becomes the trends in the global broadcasting market. To catch up with this trend Taiwan government and operators devotes all the efforts on the development and promoting media digitization and digital contents. Among all, the development on the digital CATV is the most significance one. This research is based on the service quality of PZB to discuss the impact on the customer satisfaction from the aspect of the service quality, product quality . The researcher adopts the methodology of questionnaire survey. After statistical data analyses, the research result shows that the seven factors influence the overall customer satisfaction of digital CATV services are attitude of call service, pick up speed of call service, on line problem solved of call service, attitude of engineer, on time of engineer, problem solved of engineer and total service quality in order. The result of research provides concrete approaches for operators to improve the services and functionalities in order to promote the development of digital CATV in Taiwan.

In the past 25 years, the promotion of the group payment policy seems to be in the same situation as the enemy. From many foreign experiences, this policy should be necessary without any major expenses; but the development of Taiwan's cable TV The process is analyzed or can be seen as a topic of historical work. Recalling that cable TV was converted from a common antenna to a fourth station, and then onverted from a cable television transmission system to a cable television system, it took a full 20 years. In the era of the Warring States Period, cable TV operators had to promote the full-fledged charging scheme in order to speed up the market penetration rate, thus also ruining the people's consumption habits. In this way, the promotion of cable grouping and multi-payment selection mechanism not only faces the difficulty of changing the viewing habits of the people, but also thinks about how to break through the stable profit of the operators, and has less willingness to break the rule of thumb of the existing charging mechanism; The tricky issue is that the authorities have to deal with the complexities of system and channel operators discussing licensing fees and channel frequency every year. Therefore, it is not difficult to understand that the crux of the attempt to change the rules of the game in the market lies in the timing of the promotion. It is only unexpected that it is such a long process. Taiwan Cable TV has not been able to promote the reason for group payment. It is caused by channel operators and system operators, due to private access or other factors, resulting in the upstream and downstream has been unable to use the correct data and create a reasonable trading model. Beginning in 2012, the competent authorities began to actively promote the comprehensive digitalization of the cable, and continued to implement the mechanism of redemption of the cable rate for the growth of the cable rate. In addition, the “Cable Network Operation Area Expansion and Inter-regional Operation” and “Open New Operator Application” were launched. The two policies have indeed stirred up the ecology of cable system operations. These key issues have gradually affected the major changes in cable TV price wars and channel agency market share, and the topic of group payment has been included in the discussion. The reason for the delay in the wired packet payment policy is indeed much more complicated than imagined. The promotion of such as the group payment mechanism may lead to the existing interests of the mainstream channel advertisement, the upstream and downstream channel authorization and distribution mechanism between the channel agent and the system operator will be affected, and the fixed income and channel purchase strategy for the cable audience will inevitably fluctuate. As well as complex factors such as the deconstruction of new and nonhomogeneous new market entry strategies, they are all interlocking issues. In particular, the elections in Taiwan have often brought to the competent authorities the decision-making dilemma of "taking a rat or a dilemma" and have to persist in the "leading of technology and market decisions, industry-led and consumption decisions, and even policy-led and business decisions." . The wired grouping mechanism has several major features, but it can be confirmed that the path is still grouped down. For example, the most economical combination of ice and ice needs to be less than two hundred yuan, single-frequency single-buy or channel package ingredients package combination, breaking through the previous maximum limit of 600 yuan. In addition, the following adjustments to the supporting measures are also worthy of attention, including the basic channel combination must be highdefinition or ultra-high-quality channels, and the basic channel licensing expenses account for 50% of the viewing fee income. In the 600 yuan fee specification, the system operator is allowed to assemble the basic channel combination of the third group or above, and the system shall not refuse the channel business to set the viewing price for the channel operated by the channel to allow the subscriber to purchase and other programs. The upstream and downstream operators of cable TV are based on improving the rate of return on investment. If they can implement the payment of the group, the market will start to return to the quality considerations from the business model. The service has been adjusted and adjusted. It can be expected that the problem of paying for cable grading is not just a single issue, but it can be used to whitewash the peace. It is imperative that a reasonable charging model should be developed between the operator and the consumer as soon as possible.

In recent years, information are digitalized with anything, beside internet, local cable companies are trying to upgrade their existing cables to provide many digital services to give their customers other than watching television. The boundary between traditional Internet Service Provider and local cable company slowly diminished. However, this new market require a huge investment with complex government regulation and face of many new competitors. Therefore it is believe a strong strategy tool will come in handy to help the existing company make better business judgments. This study will intend to use Strategy Map, Balanced Score Card to simulate a dynamic review upon this market of digitalized television market, together will create a system dynamic model capable of evaluate many decisions the company will be making in the future. 1. The decision of this business is often under limited resource in different stages, therefore different strategy will be carefully apply to give their best outcome, this model will tend to analysis these situation and come up with best result. 2. Under government’s new digital television regulation, pay per view policy start to merged and been accepted by the consumers. This model will show how this new trend of consumer habit tend to effect the company’s market decision. The study shows that: 1. This thesis reviews the mergers and acquisitions of multiple-system operators(MSOs) that occurred from 1994 to 1997 in Taiwan. It not only examines the subjective and objective reasons of mergers and acquisitions and the history of recent mergers but also investigates their impact on market concentration. It also introduce the current situation and MSOs'' mergers and consolidaions of cable television industry in the United States. The concentration ratio of the top two MSOs in Taiwan in l997 is close to 50%, which imply a moderately concentrated industry structure. While concentration of cable ownership has been increasing on the national basis, the e cable service is near monopoly and oligopoly in local market.It was concluded that the exhibition stage of the Taiwan cable industry is currently moderately concentrated but reached its highest degree in the past years. The wave of mergers and acquisitions not merely increased the degree of concentration in the industry but catapulted the position of Eastern Multimedia Co., Ltd. as a powerful market leader. The major MSOs''consolidations aim at building efficient market clusters and network. The trend of Taiwan cable TV horizontal mergers and acquisitions is expected to continue given the current economic and regulatory climate.

In this digital convergence age, digitalizing the media is the current trend. The Cable TV Industry holds a key position in Taiwan’s media digitalization, with Cable System Operators having a high penetration rate of 80% in Taiwan. The Cable TV Industry faces the need for technology breakthrough and the changes in government laws. Thus, management realizes the need to implement various management processes and financing activities to strengthen the industry’s value and to achieve the maximum value for shareholders’ equity in the end. The key to success is how to achieve the business goal and vision through implementing a series of management activities. Through in-depth gathering and analysis of a particular company information, this study aims to establish a Value-based Management framework and find out how can Taiwan’s MSO realize value management goals, implement new strategies and increase competitiveness. Reserch results indicate : ( a ) there are six determinantable TV shopping channels , which are image , convenience , information ,and selection ; ( b ) HII approach & warm-up task are valid ; ( c )cessing model is MI model ; ( d ) the accurancy of LO model is bettermodel ; ( e ) among choice of shopping types , market share is department store shopping channels (16.79%) > catalog (12.90%) > in-home personal.

The digitalization of television is becoming increasingly common, and the service of cable television has conversed the broadcast signals from analog to the high definition of digital format. Also, it develops the content of programs with fertility and diversification. Under this objective, strategies for accelerating the digitization of cable TV are being implemented by government. Therefore, customers can be offered a wider range of viewing options and more value-added services through cable television digitalization. The purpose of this study is not only to discuss the developing plans and processes by using Home Live digital Taipei APP, but also the communications of promotion with related questions in different stages. In addition, the OTT that is planned by Kbro Group is integrated into the APP for experiencing first. With such a high cable TV penetration rate in Taiwan, this transition will propel the television industry to the next level and give audiences a better viewing experience. The suggestions of using intent in APP will be provided through the research results.

In recent years, cable TV industry is just like another war beginning due to the promotion of both government policies and the upgrading technology. The global escalation of broadband global area network is driven by the policy of cable TV digitalization and the growing up of internet. A trend of digital confluence is therefore formed. An independent-system operator, T company, is the object of study in this research. My research focus on investigating how T company, who is in microcosm and has limited resource, breaks through his difficult position to build his business model of persuading end users while facing the attack of digital tides. A result of researches shows all fundamental elements of T company’s business model in each structure, including: customer segments – apartment householders with an unification contract, value propositions for – to tailor channels, channels – set top box, customer relationships – personal programs set, key resource – two-ways STB, key activities – to build a personal programs-order system and key partners – software developers. To be aimed at T company’s business model, I hereby submit my suggestions to his operation, including (1) to create a new department of marketing plan, (2) to enhance the training of customer representatives, (3) to develop a personal programs-order system, (4) to build up an interface of STB, (5) to analysis the data of after-selling and (6) to consolidate area relations with others and open the investment.

This thesis investigates factors of profitability evaluation of Cable TV companies in Taiwan. A dataset of fifty-three Cable TV companies in Taiwan during 2008 to 2014 is constructed. The data envelopment analysis (DEA) and Tobit regression methods are used for analysis. The major empirical findings are as follows: 1. During 2008 to 2014, there are five Cable TV companies reaching optimal efficiency. 2. The Taoyaun, Hsinchu, and Miaoli, East Taiwan, and outer islands areas are most technically efficient. 3. Among all Multiple System Operators (MSO) groups, Kbro is the most profitable. 4. Cable TV companies owned by Taiwan Broadband Company (TBC) are the most efficient and profitable in average. 5. The wide areas or MSO categories have significantly negative impacts on technical efficiency. 6. The service fee and number of subscribers have significantly positive impacts on technical efficiency. 7. New Cable TV operator should first week to operate in high profit and high efficiency areas such as New Taipei City and Taoyuan City.

Worldwide cable TV industries in developed countries, as a result of introducing new digital and broadband technologies, have kept the leading position among new media platforms. However, the Taiwanese government has passed laws which give the telecom industry opportunities to enter the TV industry by transmitting video images through Internet. Hence, Taiwan’s cable TV industry is facing challenges from IPTV (MOD), while consumers benefit from multi-channels and multi-platforms. Nowadays, cable TV companies provide “Triple Play” service to compete with other media. This research will discuss whether IPTV and digital terrestrial TV will substitute digital cable TV or not and if so, what are cable TV operators’. After the horizontal and vertical integration of the cable TV industry, some big companies, such as Multiple System Operators (MSOs), control this industry very well. Also the MSOs have upgraded the infrastructure at a high speed. For example, at this moment, for the coming of the digital TV era and TV-commerce, MSOs are burning money on building the digital head-end and upgrading cable systems to 750 MHz hybrid fiber coaxial cable, so called HFC. Now, cable TV companies are more active in providing and developing high quality shows, interactive services, and TV-commerce. However, in view of current issues about digital TV, cable TV companies should consider developing their core competence when facing competition from other media. Therefore, this thesis using the theoretical frameworks, such as Porter’s “Five Force theory” and “Value Net” concept from ”Brandenburger & Nalebuff’s “Co-opetition”, to analyze the cable TV industry development, with a particular focus on digital technology.. Although the analysis shows a great potential for Taiwan’s cable TV companies to expand into digital cable TV, there are problems and challenges which need to be solved. In this research, I suggest some competitive strategies illustrated by other cable TV companies in US, Korea, etc. As the cable TV industry has stepped toward conglomeration and diversification recently; consumption behaviors and service contents have become the main issues to develop digital cable TV. Accordingly, the results of the study not only find cable TV companies’ core competence leading to the “differentiation” strategy, but also consider the effects of less control and greater rewards from the government. With high quality and differentiated “Triple play” service, consumers will be attracted and impressed by it. Thus, I believe digital cable TV will be the focus for the next digital era.

Using a qualitative field study and the field study method to collect data,as well as grounded theory and the Bower-burgelman process model as tools,this case study focuses on C Company’s evolutionary process,including foundation merger,purchasing,operations and organizational change. Through the roles played by managers at all levels and the process of managing strategy-making,we can understand the operational policy and describe the process model for managing strategy-making.That is the main purpose of this study. Combining the concepts of Resource-Based theory and Transaction-Cost theory,this study has defined the two periods of the C company’s managing strategy which are separated by the granting of permission to construct large-scale infrastructure.In the first period,the market is in a chaotic and very complex state; C company made clear its organizational position、managing–system establishment and perfect-engineering planning in response to the outside environment. The policy clearly shows the good performance of the first-period policy from a phase of Complexity into a phase of Order:To maintain internal security in the first instance and to repel foreign invasion in the second.It conceptualized relationships within the managing strategy model for all periods.From this model,it is clear that it was the combination of the intention to merge at a high level and planning/executing in managing/engineering at middle/low levels which lead the company from losses to profits. The establishment of the C company’s managing strategy process model-the subject of this stndy-has proved that the Bower-Burgelman process model is still effective when applied to medium-scale companies in the conceptual management decision- making process.

The goal of the national digital policy is clear, and the whole platform specifications of the satellite, terrestrial radio station and the cable TV system are also definite. How to improve the transmission rate and capacity is our aim to achieve in the future, which is also the main purpose and motivation of this thesis. In this thesis, we investigate the development of cable TV and the new structure of the present systematic network. First, by practically measuring different upstream frequency circumstances such as suburbs, areas of factories, residential districts, we aim to find the bottleneck of the modern HFC cable TV two-way network, such as the defects of the present transmission network structure and problems about the noise interference of 5~42 MHz upstream low frequency. Then we will use FDMA technique to change the present single-band transmission network structure to the multi-band transmission, which does not only keep the original network structure, save manual work and time, but also save the cost of investment and double the transmission capacity, and hence can satisfy the coming of the future interactive multimedia age.
