Abstract:
The purpose of this article is to introduce into the scientific circulation the results of the research work started in 2019 by the Russian State Library (RSL) with the aim to identify, analyze and characterize processes of digitalization of public libraries of the Russian Federation as well as to make the forecast of their further development. In the course of the research, there was done the analysis of normative documents, publications in the professional press and on the sites of Russian and foreign journals, other net actors, accumulating and testing scientific information about digitalization of librarianship; examination of libraries’ sites as points of access to distant library services.The summarization of the significant empirical base made it possible to identify and characterize the main trends in the process of digitalization of public libraries, as well as to conduct a comparative analysis of international and domestic experience in the introduction of digital technologies into library practice.During the first two stages of this scientific project, there was defined the concept of “library digitalization”, studied the content of the process of library digitalization, identified the main avenues and analyzed forms and areas of application of new information technologies in library practice.The results of the research have indicated that digitalization affects the development of all the main areas of library activities. The introduction of digital technologies leads to significant changes in the forms and methods of library work and library communications.There have been identified several main vectors of library digitalization development: digitization of library collections and creation of digital resources; development of the remote user services via the Internet, robotization of library processes and implementation of mobile communication technologies, augmented reality and radio frequency identification. The objectives of the introduction of digital technologies into library practice have been formulated as follows: liberation of library specialists from routine library work for to perform processes that require intellectual and creative abilities. The results of this research have important theoretical and practical significance.

The relevance. Institutional digitization policies are platforms for the sustainable functioning of the library in the digital environment, the preservation and dissemination of corporate and individual scientific achievements. The purpose of the research. Studying the directions of implementing digitalization policies to regulate the processes of managing electronic resources, ensuring access to information, and complying with legal norms in library activities. The methodology. Content analysis of scientific publications in combination with grouping methods and logical generalizations made it possible to determine the status and trends in the implementation of digitalization policy in libraries, archives, and management structures of the business sector. The results. The state of practical implementation of the library digitalization policy in terms of the implementation of automated library information systems for the formation of electronic library collections and access to them has been established. The scientific novelty. Relevant and priority software solutions for managing library collections, integrating digital libraries into knowledge management systems, and modernizing library information and search systems have been identified. The practical significance. The formation of a relevant and holistic institutional policy on the implementation of an automated information system is a condition for creating a digital library space. Conclusions. Modern libraries are actively implementing institutional policies of digitalization at all stages of the functioning of information resources. They are developing as hybrid information institutions that operate in a socio-cultural environment and combine traditional and digital services. The relevance of integrating innovative technologies (ABIS, RFID, artificial intelligence tools) to increase the efficiency of fund management is substantiated. Increasing the efficiency of fund management consists in integrating innovative technologies (ABIS, RFID, artificial intelligence tools). The experience of implementing innovative technologies for working with electronic resources and funds allows us to state the existence of a number of challenges regarding the conservation and preservation of digital content, the acquisition and availability of digital libraries, compliance with copyright, compliance with standards for processing and cataloging electronic resources, and staff competence. Optimization of models for integrating sources of scientific information, related data, and digital curation are important components of creating scientific electronic libraries. A system of criteria and requirements for the implementation of an automated library information system has been formulated, as well as ways to address the challenges of creating electronic catalogs and electronic library resources.

Abstract:
TThe article raises the issues of scientific support for the development of librarianship in the conditions of digitalization. It presents the analysis of the scientific agenda of library and information sciences, laid down in the “Strategy for the development of librarianship in the Russian Federation until 2030”. The possibilities of solving problems relevant to the industry within the framework of the new nomenclature and passport of the scientific specialty “Library Science, Bibliography and Book Studies” are critically evaluated. It is proposed to consider the nomenclature of scientific specialties as a system integrity, within which the search for areas of interdisciplinary interaction and migration to other scientific specialties is carried out at the level of the subject of research. The scientific specialties that have theoretical and organizational potential for research and development of issues of digital development of librarianship have been identified. The ways of harmonization of library and information sciences with the new positions of the specialty 5.10.4 and a new field of science – cultural studies have been defined, the task of determining the direction of scientific research has been set. The possibilities of studying library and information issues in line with the research of the actual problems of digitalization of culture as one of the branches in which library construction is actively conducted have been analyzed, their connection with the priorities of scientific and technological development has been determined. The definition of digitalization of culture is given as a set of new IT solutions, new design of the cultural information space, new relationships in the professional and social environment, new economic models, new cultural codes. Among the promising areas of research that are important for the development of librarianship in the modern conditions there have been defined: digitalization of cultural heritage preservation (scientific tasks that make up the “technical” and “humanitarian” streams are highlighted); digital resources of culture and art and electronic libraries (a single digital space of culture as a theoretical concept and strategic guideline); digitalization of creative industries and digitalization of everyday cultural practices; digital reading infrastructure; human problems in digital culture; digital formats of “documenting culture”; digitalization of culture in the context of intellectual property; digital humanities.

Improving modern library education is impossible without understanding the essential changes taking place with the library in the context of the digitalization of modern society. The purpose of the article is to study the influence of the processes of digitalization of library and information activities on the professional training of library specialists. During the study, an analysis was made of the legal framework, publications in the professional press, websites of higher education institutions, foreign projects broadcasting scientific information about the digitalization of librarianship. It is shown that digitalization affects the development of all major areas of library activities, the introduction of digital technologies leads to significant changes in the forms and methods of library services. The domestic and foreign experience of acquiring and improving digital competence in the framework of formal and non-formal education is considered. The generalization of the studied material made it possible to identify and characterize the main digitalization trends that affect library practice and the training of library staff.

Abstract:
The purpose of the article is to define and highlighting the role of digital transformation (digitalization) for libraries in the long run: efficiency and problems. Methodology. In the process of research scientific methods of analysis, synthesis, generalization of digitalization of the library industry are applied and the influence of digitalization on the formation of innovations of models of relations library-user taking into account today's civilizational challenges is determined. The scientific novelty The research consists in the analysis of online perspectives in the work of the library industry with an emphasis on key aspects of the dynamics of digital transformation (digitalization): new mobile (electronic) applications, services, application of sharing models. Further key vectors are substantiated and specific most problematic issues of digital transformation of libraries are identified. Conclusions. As a result of the research, today's steps on digitization in libraries, features of the use of platforms, virtual environment services, and sharing products were considered. The tendencies concerning the further steps in the increase of rates of digitalization are investigated. Proved: the practice of digitalization of libraries is especially relevant during the COVID pandemic period, which contributes to public access to information, self-education, as well as access to advanced technological developments, the transformation of libraries taking into account requests, according to generation theory, formation of new digitalization focus of library practices and modifications of library activities.

Abstract:
The significance of digitalization of visual sources in rare science books for potential research and studies is emphasized. The consistent information growth in the modern world evokes the problem of selecting sources. Often, the significant fraction of these sources is outside the purview of researchers, which results in information entropy. This is particularly true for the rare scientific books and their visual components. Until recently, the visual sources, i. e. films, photos, posters, postcards, etc., remained outside the scope of scientific research. The author argues that visual information as presented in rare science books can be an important source of information for science owing to its accuracy, image clarity, reliability, and information value. Involvement of the RAS Library for Natural Sciences in the library collection digitalization programs is discussed. The examples are provided to demonstrate the scientific and information value of visual sources in rare science books. The conclusions are made on the importance of digitalization of visual sources in the DL of rare books. This approach enables to expand library information foundation for specialized scientific research in various fields of science as well as for educational programs, which would be of practical significance in perspective.

Academic librarians have to upgrade continuously their competences to meet the demands of researchers and emerging requirements to the profession. The authors present the results of the survey of 227 researchers of academic and research institutions. The 2023 survey was designed to reveal the most demanded competences of academic librarians. The positive correlation is found between the frequency of library services use and the size of academic institution the library belongs to; the smaller the institution – the more frequently the researchers use the library independently of their institution specialization. The authors argue that the academic library services have been still demanded in the scholarly environment. The younger researchers (up to 23 yo) use the library services more intensively than the other age groups. The scientific community expects the librarians to master the competences of working with publishing systems, reference databases, new information systems and web-services

The article is devoted to the issue of digitalization of scientific libraries of higher education institutions. The publications were investigating the current state and prospects of Ukrainian libraries digital transformation, university libraries were actually analyzed. It is proved that digitization determines the vector of development of the university library, significantly affects the model of library activity, the transformation of the traditional functions of the scientific library.
 There are some examples of storage and renewal of traditional library funds, and ensuring their availability with the help of digital technologies in the scientific library of Kharkiv National Pedagogical University named after H.S. Skovoroda.
 The areas of international cooperation and partnership with world libraries and institutions which are working in the field of digital technologies were analyzed. Special attention was paid to the possibility that scientists can use international databases Scopus, Web of Science, ScienceDirect, resources of the Research4Life platform in the libraries of higher education institutions.
 It is emphasized some advantages of digitalization of libraries of higher education institutions, such as: a convenient access to information for library users, increasing the range of library services, open access to the digitized rare and valuable publications, effective use of library space, wide use of library resources, increasing the amount of online library users.
 The role of the digital presence of the library of Kharkiv National Pedagogical University named after H.S. Skovoroda (electronic catalogue, electronic archive of the university, information and search resource "Scientometric profiles of scientists", etc.) in the educational and scientific space of the university has been specified. Ways of cooperation with Ukrainian libraries and institutions working in the field of digital technologies were considered. The effectiveness of popularizing scientific library resources through social networks has been proven.
 The importance of improving the efficiency of higher education libraries through changes to access information was emphasized.

The main purpose of the article is to present the Pan-Armenian Digital Library. The project was implemented by the Poznan Supercomputer Centre, the Institute of Informatics and Automation Problems of the National Academy of Sciences of the Republic of Armenia, the Fundamental Scientific Library. Digitalization of cultural heritage became an integral part of the modern information society. The platform preserves historical heritage and makes it accessible to a wide audience. The Digital library includes articles from academic journals in various scientific fields. The Fundamental Scientific Library of the National Academy of Sciences of the Republic of Armenia assigns UDC (Universal Decimal Classification) and DOI (Digital Object Identifier) to scientific articles. Notably, the library is doing important work to introduce OCR technology into scientific journals. Converting text from scanned images into editable text makes scientific literature more accessible to researchers by providing search and copy functionality.

Foram levantados problemas e qualidades da interface, através de Inspeção por checklist, sob a luz dos critérios e recomendações ergonômicas, criando assim,o pré-diagnóstico que serviu de hipótese para os ensaios de interação. Estes ensaios foram divididos em três etapas, a saber: entrevista, o ensaio propriamente dito com tarefas pré-estabelecidas, e a pesquisa livre, conhecida como browsing. Com base nos resultados obtidos nas atividades de avaliação, foram listados os principais problemas e qualidades de usabilidade, devidamente diagnosticados, da interface, bem como as recomendações ergonômicas com o objetivo de auxiliar a resolução dos problemas levantados. Por fim, o trabalho confirma a hipótese inicial de que os usuários identificam a existência de qualidades e problemas ergonômicos na interface SciELO.

Artificial Intelligence Lab, Department of MIS, University of Arizona<br>The NSF/DARPA/NASA Digital Libraries Initiative (DLI) project at the University of Illinois at Urbana-Champaign (UIUC), 1994-1998, had the goal of developing widely usable Web technology to effectively search technical documents on the Internet. The DLI testbed focused on using the document structure to provide federated searches across publisher collections. Our sociology research included the evaluation of its effectiveness under use by over 1,000 UIUC faculty and students, a user community an order of magnitude bigger than the last generation of research projects centered on searching scientific literature. Our technology research developed indexing of the contents of text documents to enable a federated search across multiple sources, testing this on millions of documents for semantic federation. This article will discuss the achievements and difficulties we experienced over the past four years.

Abstract:
The aim of this thesis is to map the research area of scientific collaboration within Library and Information Science LIS. The purpose is to find out who is doing research in this area, who they cite and if they get cited by other scientists outside of LIS. Scientific collaboration is an interdisciplinary research area with researchers from different disciplines such as LIS, human-computer interaction, psychology and sociology. We have concentrated our study to North America, Ireland, Great Britain and Scandinavia. In order to find researchers, we visited the websites of all universities with library and information science faculties in the chosen countries. Once the researchers were found, we tried to find their work trough databases and the Internet. We found 16 researchers and 42 works. Most of the scientists came from the USA, and had PhDs in Library and Information Science. We analyzed the works references and tried to establish connections between the researchers and articles using citation analysis. To find out if they got cited by others, we used the database ISI Web of Science. 27 of the works were cited outside the LIS/scientific collaboration group. The result indicates that the researchers cite each other. However, they mostly cite researchers from other disciplines other than LIS. This displays the interdisciplinary nature of the research area. Also, scientific collaboration seems to be known outside of this discipline. Abstract:
This study compare information flows in China and the UK with the example of pharmaceutical information. The general objective is to explore the relationship between information situation and the status of science and industry in a country. In China scientific information has long dominated information flows while in the UK scientific information in dominance has gradually been changed to industrial information flow in dominance (i.e. information work by, for and associated with industry). After background study of information communication environment and medicines research in China and the UK, scientific communication and S&T information flow are firstly studied, taking examples from pharmaceutical sciences. Then the thesis proceeds into studying pharmaceutical information flow which includes not only scientific information but also business information, drug information, patent information and statutory information. A systematic comparison has been carried out to describe pharmaceutical information flow infrastructure; wider system of the information flow; information flow performance; relations among scientific information, business information, drug information, patent information and statutory information; relationships among system (pharmaceutical information flow), wider system (national pharmaceutical industry), general information environment, and special environment "national drug situation/pharmaceutical activity". The industry's role in pharmaceutical information flow in Britain and China reflects the fundamental difference in the two countries' situation. In the UK, pharmaceutical industry playa central role in the pharmaceutical information flow. Some information are directly related to the industry such as S&T information, patent information and business information, some are indirectly associated with the industry such as drug information and statutory information. The big industry, big science and big information may reflect the UK situation. On the other hand, pharmaceutical information flow in China is mainly S&T information flow and is not closely linked with the industry. The less sophisticated pharmaceutical industry has a premature "nerve system"- information flow. The very limited industry involvement in R&D and therefore in information work reflects the little industry, little science and little information in China.

The monograph outlines the main components and trends in the development of digitalization of society, primarily such as blockchain, artificial intelligence, cloud computing, robotics, the Internet of Things, digital twins, mobile communications, virtual and augmented reality, and a number of others. The relevant changes and transformations in the library and information environment are considered, in particular, the transformation of the information market, mainly in terms of changing legislation on copyright and intellectual property protection, as well as the state of print and electronic book production, the main technologies and Internet services are presented, the elements of socio-cultural and leisure activities of libraries in the digital environment are described, The problems of import substitution in the hardware and software field are presented, the strengthening of the role of scientometric and bibliometric research and changes in the educational paradigm in the digital scientific and educational environment are noted. The restrictions caused by the coronavirus pandemic, sanctions policy, and methods of combating them have been studied. The author analyzes the status and trends of informatization. He provides definitions of digitization, digitalization, digital transformation, with the emphasis on the difference between the terms.
