Abstract:
The purpose of this article is to introduce into the scientific circulation the results of the research work started in 2019 by the Russian State Library (RSL) with the aim to identify, analyze and characterize processes of digitalization of public libraries of the Russian Federation as well as to make the forecast of their further development. In the course of the research, there was done the analysis of normative documents, publications in the professional press and on the sites of Russian and foreign journals, other net actors, accumulating and testing scientific information about digitalization of librarianship; examination of libraries’ sites as points of access to distant library services.The summarization of the significant empirical base made it possible to identify and characterize the main trends in the process of digitalization of public libraries, as well as to conduct a comparative analysis of international and domestic experience in the introduction of digital technologies into library practice.During the first two stages of this scientific project, there was defined the concept of “library digitalization”, studied the content of the process of library digitalization, identified the main avenues and analyzed forms and areas of application of new information technologies in library practice.The results of the research have indicated that digitalization affects the development of all the main areas of library activities. The introduction of digital technologies leads to significant changes in the forms and methods of library work and library communications.There have been identified several main vectors of library digitalization development: digitization of library collections and creation of digital resources; development of the remote user services via the Internet, robotization of library processes and implementation of mobile communication technologies, augmented reality and radio frequency identification. The objectives of the introduction of digital technologies into library practice have been formulated as follows: liberation of library specialists from routine library work for to perform processes that require intellectual and creative abilities. The results of this research have important theoretical and practical significance.

The relevance. Institutional digitization policies are platforms for the sustainable functioning of the library in the digital environment, the preservation and dissemination of corporate and individual scientific achievements. The purpose of the research. Studying the directions of implementing digitalization policies to regulate the processes of managing electronic resources, ensuring access to information, and complying with legal norms in library activities. The methodology. Content analysis of scientific publications in combination with grouping methods and logical generalizations made it possible to determine the status and trends in the implementation of digitalization policy in libraries, archives, and management structures of the business sector. The results. The state of practical implementation of the library digitalization policy in terms of the implementation of automated library information systems for the formation of electronic library collections and access to them has been established. The scientific novelty. Relevant and priority software solutions for managing library collections, integrating digital libraries into knowledge management systems, and modernizing library information and search systems have been identified. The practical significance. The formation of a relevant and holistic institutional policy on the implementation of an automated information system is a condition for creating a digital library space. Conclusions. Modern libraries are actively implementing institutional policies of digitalization at all stages of the functioning of information resources. They are developing as hybrid information institutions that operate in a socio-cultural environment and combine traditional and digital services. The relevance of integrating innovative technologies (ABIS, RFID, artificial intelligence tools) to increase the efficiency of fund management is substantiated. Increasing the efficiency of fund management consists in integrating innovative technologies (ABIS, RFID, artificial intelligence tools). The experience of implementing innovative technologies for working with electronic resources and funds allows us to state the existence of a number of challenges regarding the conservation and preservation of digital content, the acquisition and availability of digital libraries, compliance with copyright, compliance with standards for processing and cataloging electronic resources, and staff competence. Optimization of models for integrating sources of scientific information, related data, and digital curation are important components of creating scientific electronic libraries. A system of criteria and requirements for the implementation of an automated library information system has been formulated, as well as ways to address the challenges of creating electronic catalogs and electronic library resources.

Abstract:
TThe article raises the issues of scientific support for the development of librarianship in the conditions of digitalization. It presents the analysis of the scientific agenda of library and information sciences, laid down in the “Strategy for the development of librarianship in the Russian Federation until 2030”. The possibilities of solving problems relevant to the industry within the framework of the new nomenclature and passport of the scientific specialty “Library Science, Bibliography and Book Studies” are critically evaluated. It is proposed to consider the nomenclature of scientific specialties as a system integrity, within which the search for areas of interdisciplinary interaction and migration to other scientific specialties is carried out at the level of the subject of research. The scientific specialties that have theoretical and organizational potential for research and development of issues of digital development of librarianship have been identified. The ways of harmonization of library and information sciences with the new positions of the specialty 5.10.4 and a new field of science – cultural studies have been defined, the task of determining the direction of scientific research has been set. The possibilities of studying library and information issues in line with the research of the actual problems of digitalization of culture as one of the branches in which library construction is actively conducted have been analyzed, their connection with the priorities of scientific and technological development has been determined. The definition of digitalization of culture is given as a set of new IT solutions, new design of the cultural information space, new relationships in the professional and social environment, new economic models, new cultural codes. Among the promising areas of research that are important for the development of librarianship in the modern conditions there have been defined: digitalization of cultural heritage preservation (scientific tasks that make up the “technical” and “humanitarian” streams are highlighted); digital resources of culture and art and electronic libraries (a single digital space of culture as a theoretical concept and strategic guideline); digitalization of creative industries and digitalization of everyday cultural practices; digital reading infrastructure; human problems in digital culture; digital formats of “documenting culture”; digitalization of culture in the context of intellectual property; digital humanities.

Abstract:
Improving modern library education is impossible without understanding the essential changes taking place with the library in the context of the digitalization of modern society. The purpose of the article is to study the influence of the processes of digitalization of library and information activities on the professional training of library specialists. During the study, an analysis was made of the legal framework, publications in the professional press, websites of higher education institutions, foreign projects broadcasting scientific information about the digitalization of librarianship. It is shown that digitalization affects the development of all major areas of library activities, the introduction of digital technologies leads to significant changes in the forms and methods of library services. The domestic and foreign experience of acquiring and improving digital competence in the framework of formal and non-formal education is considered. The generalization of the studied material made it possible to identify and characterize the main digitalization trends that affect library practice and the training of library staff.

The purpose of the article is to define and highlighting the role of digital transformation (digitalization) for libraries in the long run: efficiency and problems. Methodology. In the process of research scientific methods of analysis, synthesis, generalization of digitalization of the library industry are applied and the influence of digitalization on the formation of innovations of models of relations library-user taking into account today's civilizational challenges is determined. The scientific novelty The research consists in the analysis of online perspectives in the work of the library industry with an emphasis on key aspects of the dynamics of digital transformation (digitalization): new mobile (electronic) applications, services, application of sharing models. Further key vectors are substantiated and specific most problematic issues of digital transformation of libraries are identified. Conclusions. As a result of the research, today's steps on digitization in libraries, features of the use of platforms, virtual environment services, and sharing products were considered. The tendencies concerning the further steps in the increase of rates of digitalization are investigated. Proved: the practice of digitalization of libraries is especially relevant during the COVID pandemic period, which contributes to public access to information, self-education, as well as access to advanced technological developments, the transformation of libraries taking into account requests, according to generation theory, formation of new digitalization focus of library practices and modifications of library activities.

Abstract:
The significance of digitalization of visual sources in rare science books for potential research and studies is emphasized. The consistent information growth in the modern world evokes the problem of selecting sources. Often, the significant fraction of these sources is outside the purview of researchers, which results in information entropy. This is particularly true for the rare scientific books and their visual components. Until recently, the visual sources, i. e. films, photos, posters, postcards, etc., remained outside the scope of scientific research. The author argues that visual information as presented in rare science books can be an important source of information for science owing to its accuracy, image clarity, reliability, and information value. Involvement of the RAS Library for Natural Sciences in the library collection digitalization programs is discussed. The examples are provided to demonstrate the scientific and information value of visual sources in rare science books. The conclusions are made on the importance of digitalization of visual sources in the DL of rare books. This approach enables to expand library information foundation for specialized scientific research in various fields of science as well as for educational programs, which would be of practical significance in perspective.

Academic librarians have to upgrade continuously their competences to meet the demands of researchers and emerging requirements to the profession. The authors present the results of the survey of 227 researchers of academic and research institutions. The 2023 survey was designed to reveal the most demanded competences of academic librarians. The positive correlation is found between the frequency of library services use and the size of academic institution the library belongs to; the smaller the institution – the more frequently the researchers use the library independently of their institution specialization. The authors argue that the academic library services have been still demanded in the scholarly environment. The younger researchers (up to 23 yo) use the library services more intensively than the other age groups. The scientific community expects the librarians to master the competences of working with publishing systems, reference databases, new information systems and web-services

The article is devoted to the issue of digitalization of scientific libraries of higher education institutions. The publications were investigating the current state and prospects of Ukrainian libraries digital transformation, university libraries were actually analyzed. It is proved that digitization determines the vector of development of the university library, significantly affects the model of library activity, the transformation of the traditional functions of the scientific library.
 There are some examples of storage and renewal of traditional library funds, and ensuring their availability with the help of digital technologies in the scientific library of Kharkiv National Pedagogical University named after H.S. Skovoroda.
 The areas of international cooperation and partnership with world libraries and institutions which are working in the field of digital technologies were analyzed. Special attention was paid to the possibility that scientists can use international databases Scopus, Web of Science, ScienceDirect, resources of the Research4Life platform in the libraries of higher education institutions.
 It is emphasized some advantages of digitalization of libraries of higher education institutions, such as: a convenient access to information for library users, increasing the range of library services, open access to the digitized rare and valuable publications, effective use of library space, wide use of library resources, increasing the amount of online library users.
 The role of the digital presence of the library of Kharkiv National Pedagogical University named after H.S. Skovoroda (electronic catalogue, electronic archive of the university, information and search resource "Scientometric profiles of scientists", etc.) in the educational and scientific space of the university has been specified. Ways of cooperation with Ukrainian libraries and institutions working in the field of digital technologies were considered. The effectiveness of popularizing scientific library resources through social networks has been proven.
 The importance of improving the efficiency of higher education libraries through changes to access information was emphasized.

Abstract:
This research aims to reveal at the management of human resources and the management of digital systems in the libraries of state Islamic universities, specifically in the North Sumatra region, namely UIN North Sumatra Medan, IAIN Padangsidimpuan and STAIN Mandailing Natal. This study used a qualitative approach with data sources are the head of the library, librarians and users, both lecturers and students. This research data collection technique used observation sheets, interviews and focus group discussions so that the resulting data is more comprehensive. The data that has been collected is analyzed with interpretation. The results of the study indicate that there is an imbalance between users and human resources, this is the cause of the service in the library is not good. Increasing the quality of human resources in the PTKIN library in the North Sumatra region is very urgent to be carried out to optimize performance and become a driver of other resources more optimally. This optimization is also to support the competitiveness of libraries in this massive digitalization era, so scientific knowledge development is progressively advanced in Islamic universities in North Sumatra. The article is devoted to the urgent problem of determining the key aspects of digital communications of a modern library when libraries create their own electronic information resources, products and services in order to quickly, meaningfully and qualitatively provide the information needs of modern users in the context of the digitalization of the city and region. The study of key aspects of digital communications of a modern library is relevant, since the main task of libraries in traditional and digital spaces is, first of all, information support for information, scientific, and research activities through the acquisition of a high-quality library collection, the formation and development of a system of electronic information resources, products and services, providing access to him, as well as fully ensuring the information needs of all categories of users. The fulfillment of these tasks occurs with the gradual digitalization of the region, the introduction of the latest computer technologies and telecommunications, which become the most important strategic resource and ensure the use of library and information potential in the scientific, cultural and educational spheres. Based on the study of professional publications, the definitions of the terms "digitalization" and "digital (digital) communications" are analyzed. The types of digital communications of a library institution are determined. Digital communications on the websites of libraries in the city of Dnepr were studied, depending on their types and purpose. The role of library digital communications in the creation of library electronic resources, services and providing the information needs of remote users is indicated. The key aspects of digital communications of a modern library are identified. The authors examine the two focus areas of the Central Scientific Library of the National Academy of Sciences of Belarus, namely, information support of scientific research and scientific communication. They are inseparably connected with the library’s history. The library has been always focused on supporting scientific research and research teams. At the present stage, this support is actualized through collection development and acquisition of traditional information resources, online access and databases, through onsite and offsite library services. The services of the library are characterized. Library automation and digitalization are in the focus of the library specialists. The authors discuss the library's research activities, in particular, in the field archeography and bibliometrics. They also analyze the structure of the Belarusian Encyclopedia website. The methods of analysis, synthesis, comparison, and generalization are applied. The library is the hub of information and knowledge, professional and interpersonal communication, and preservation of scientific and cultural heritage. The library balances the traditions and innovations, which facilitates the progress, unites the generations of scientists, and supports interaction of scholar schools. The findings of the study will be useful for libraries and library educational institutions.

The digital transformation and the changes generated in the R&D field determine the high importance of information and digital literacy for researchers. Research and academic libraries have a great potential in the development of information and digital competencies. This is confirmed by many publications of domestic and foreign library specialists. One of the promising areas to increase information and digital literacy of researchers, is the implementation of the educational function in research and academic library in the distance format. Since 2010, the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences organizes the educational course “Information School for Scientist”. Digitalization-based changes in research field and the relevance of distance training have resulted in the need to process the course deeply. The purpose of the article is to determine the way to modernize the educational course in the Central Scientific Library UB RAS. The article presents the direction of content transformation of the course and the option to convert it into a distance format. Content changes suggest the addition of a number of topics, the choice of which is based on an analysis of the components of information and digital knowledge necessary for a modern researcher. The creation of the online course is supposed, will be based on the Moodle course management system. The author concludes that the updated thematic content and presentation format of the course “Information School for Scientist” will increase significantly the level of information and digital literacy of researchers. It is possible due to synchronization of the course with the tasks facing modern researchers; organization of on-the-job training, the availability of the exhaustive complex of training materials on one and the same platform, and the expansion of students’ geography.

The purpose of the article is to present the history of activities and conditions of formation of the depository collection of the Central Scientific and Technical Library (CSTL) of the Institute of Scientific and Technical Information (ISTI) of the Donetsk People’s Republic, to substantiate the necessity of research on the thematic direction "Coal Industry of Donbass" and to develop the methodological approach to its monitoring, scientific and thematic structuring.CSTL is the oldest and the only specialized scientific and technical library in Donbass, which has the collection, related to the industrial specifics of the region. The library activity during the military conflict practically stopped since 2014 and resumed only in 2022 with the transition of the Donetsk People’s Republic to the Russian Federation. Due to the need to integrate CSTL into the library space of Russia and improve the efficiency of the library work with users, a set of works on accounting, preservation, scientific and thematic structuring of collections, as well as digitalization of the library resources is in demand.The article describes the history of the formation of CSTL depository collection and the peculiarities of the library activity. The methodical approach to monitoring, scientific and thematic structuring of the collection on the direction "Coal Industry of Donbass" is proposed and the results of the work done are presented.

The purpose of this study is to identify the main transformational trends of this system in the context of the digitalization of culture. The authors reveal the concepts of “digitalization of education”, “lifelong education”. The article analyses the reports of the track “Professional education of specialists in library and information sphere” conducted in the framework of international scientific and practical conference “Science, Technology and Information in Libraries (LIBWAY — 2020)”, held on September 14—17, 2020. The authors identified the main problematic issues of continuous library and information education: personnel potential of libraries in the era of large-scale and accelerating technological changes; diversification of additional professional education for library staff as one of the links in continuous education; regulatory support for the development of system of continuous library education; new vectors in educational activities aimed at the formation of professional and supra-professional competencies as a factor of competitiveness of the library specialists in the context of multitasking and efficiency of the cultural sector. The article emphasizes that the continuous library and information education of specialists in the era of digitalization of culture is progressing due to the new information technologies, implementation of innovative library experience, as well as the formation of new competencies of library personnel. The authors state that the development of culture and the growth of the country’s potential depend on the success of building unified library and information knowledge space as a valuable resource and the basis for economic success in the future, part of which is the system of continuous professional education.

Background: This article aims to (1) examine the current condition of education in the digitalization and disruption era and (2) examine medical education strategies in the digitalization and disruption era. Writing scientific papers is based on library research, whose object of study uses library data in the form of books as a data source.Content: Based on the literature review, it was found that: (1) global medical education currently uses the SPICES strategy (student-centered learning, problem-based, integrated, community-based, elective, and systematic), accompanied by nine educational trends; (2) SPICES is a medical education strategy that will produce graduate profiles that refer to World Health Organization (WHO) and World Organization of Family Doctor (WONCA) conference agreements. A doctor must have six-star doctor characteristics, namely: care provider, decision makers, communicators, community leaders, managers as well as creators and innovators; (2) the minimum standard of competence for doctors in Indonesia, constitute of seven areas of graduate competency namely; has noble professionalism, is always aware and develops himself, can communicate effectively, is reliable in managing information, always has a scientific basis in medical science, has clinical skills and can manage health problems well.Conclusion: A special strategy for medical education is required in the era of digitalization and disruption by applying a lifelong education approach. Indonesian medical education uses the SPICES strategy to create six-star doctors and master the seven defined competency areas.

Abstract: The technological solutions in culture and arts increase accessibility of cultural goods and intensity of cultural environment. QR-technologies designed by Denso Wave Incorporated have become digitalization component increasingly popular in library and information services. The mobile access points call for new ways of library and information services. The concept, characteristics and advantages of QR technology are examined; options for QR code application in libraries are suggested. As the majority of library users owns mobile phones, QR technologies provide unique opportunities. MTS (Mobile Telecommunications System) was the first company to initiate the project of using mobile phones to expand library information space: QR-code linking to books were placed in the city public places. Library applications for QR-codes are outlined, e. g. library information advertisement, user services, social events to promote reading, monitoring in the pandemic situation, etc. The opportunities and prospects for this resource are investigated by the examples of RNPLS&T, Belgorod State Universal Scientific Library, V. G. Korolenko Public Scientific Library (Glazov, Udmurt Republic), Centralized Library System (Georgievsk, Stavropol Territory). The author also suggests that QR codes may solve the problem of access to full and reliable information.

The papers by known scientists and professionals in library science, information science, bibliography and cultural studies were delivered. The Conference also comprised the round tables “Special Patron at the Library” and “Intellects and Library Logos”, master class on patent search, special event on the Open Science issues, as well as the presentation of the monograph “Copyright at Libraries, Research and Academic Institutions” by Andrey I. Digitalization has significantly reshaped human and social life worldwide, serving as a powerful enabler of a sustainable economy, while being directly aligned with Sustainable Development Goal 9, among others. The literature on digitalization and sustainability boosted since 2017, confirming its importance. Unlike most previous studies, this paper extracted articles from both the Scopus and Web of Science platforms, and the bibliometric analysis was conducted using the new Python library, pyBibX, for the cleaned concatenated dataset, as well as Bibliometrix in R for the parallel analysis on the two platforms. We conducted both a performance analysis to measure scientific impact and citations in the quest to better understand the research field and also a science mapping to visually represent the scientific research and its development. Our findings suggest that Sustainability is the main journal with published articles on digitalization and sustainability, whereas China has the largest number of papers in the field and collaborations between countries. Finally, by applying Natural Language Processing, we identified as best topics: digital, sustainable, development, sustainability, digitalization, study, research, transformation, innovation, and model. Moreover, we dug deeper into policy implications to show how these findings could serve policymakers and stakeholders in academia and industry.

The article deals with the safety issue for funds in libraries and information centers. It considers the main approaches to long-term storage of information, its transfer from paper media to digital form and also describes the criteria for the selection of literature for the creation of digital copies. Information is provided on electronic libraries as one of the means of long-term storage of information and ensuring its accessibility. The authors note that it is necessary to carry out timely data migration, which will ensure long-term storage of electronic documents by transferring them from outdated technologies to new ones. The article presents the generalized experience of the Natural Sciences Library of RAS in the development of the system for preservation of funds and transformation of the existing information system. A particular emphasis is made on the issues of modernization of the hardware and software complex, transition to the Integrated Library Management System Koha as well as modernization of the library site. The article shows the prospects of the library website development by including the module of personal user’s cabinet with extended functionality, analytical capabilities of which are supported by artificial intelligence tools. Following the findings of the study the main directions of increasing the efficiency of the RAS Natural Sciences Library on the basis of digitalization of library collections and automation of professional activities of staff members were determined.

The relevance of the study. Not only the productivity of scientific studies, but also the quality of the functioning of the library social institute depends on the accuracy and perfection of the library terminology system. Due to the lack of publications that precisely define the essence of new library terms of English origin, it is relevant to outline their understanding in scientific research and practice of library work, to identify their specific attributes and distinctive features. The purpose of this study is to determine the essential features of innovative library terms “SMART library” and “bibliohub”, associated with the digitalization of library activities and their innovative development. The methodology includes general scientific methods of analysis and synthesis; semantic analysis of the documentary flow of professional publications; method of content analysis of official library websites and library resources of the Internet; terminological analysis to establish the content of terms, identify relationships between them; comparative analysis of definitions to compare the essential features of the concepts being defined. The results. In the works of Ukrainian librarians, there is a “definitional synonymy” when using the terms “SMART library” and “bibliohub”, in the absence of a clear distinction between the defined concepts, their identification with the “four spaces” model and the concept of “third place” is observed. Therefore, it seems appropriate to draw the attention of researchers to the need to develop and use in the library science discourse more precise definitions of new terms of English origin in order to reflect in them the specific properties of the defined innovative phenomena of library practice. The scientific novelty consists in determining the essence of the terms “SMART library” and “bibliohub”, identifying the relationships between them, and the correlation with other library science terms and concepts that reflect innovative directions in the development of library activities. The practical significance. The results of the study should be used in the process of regulating library science terminology, in the process of training and advanced training of library specialists, in the practical activities of libraries in implementing projects to create bibliohubs and Smart libraries. Conclusions. The essential features of the “Smart library” concept allow us to attribute it to generalizing terms, which are broader than “bibliohub”, “digital hub”. “SMART library” as a system requires the mandatory presence of such elements as “smart technologies” (artificial intelligence and the Internet of Things), “smart space”, qualified personnel, which ensures the provision of high-tech services to users aimed at learning, organization of intellectual leisure and development of creative skills.

There are given the results of scientific research conducted in 2017-2021 to study the state and development of the information support system of agricultural science, during which data were collected on changes in the organizational and legal form of scientific institutions, their activities, individual information preferences of scientists, and also information about the current state of the information and library system of agricultural science of Siberia.  Research methods are determined by the goal of the article, and are based on the application of general scientific (cognitive, system analysis, generalization) and special (library science and source science search) methods, including structural and functional, institutional, social and communication approaches.
 Scientific novelty of the study consists in grounding the social and communication approach regarding the research of the library as a social and communication infrastructure, as an integral element of the system of active social communication, and nowadays, as a digital communication in the electronic environment on websites, blogs, social networks, etc.; in modernization of the system of library functions as a basic concept of its activity transformation in conditions of information society and evolution of all its functioning areas in the digitalization epoch.
 Main conclusions. Under the influence of such determining factors as digitalization, globalization and the Russian-Ukrainian war, the transformation of the system of library functions is determined by the socio-political and socio-economic level of development of Ukrainian society. It was the digital era that in conditions of constantly growing information arrays and documentation sources allowed libraries not to lose their position as key institutions in the information and communication structure of society, but to open new opportunities for the national revival of culture, education and science as the basis of the state economic development.
 During the dynamic growth of document creation and document exchange, libraries of Ukraine effectively enrich traditional functions subsystem with new content (educational, general cultural, informational, compensatory, communication, memorial, organizational, educational, cognitive, relaxation, social, value orientation), and successfully realize innovative functions subsystem (educational and advocacy, ensuring free access to the world information space, guidance and counseling, overcoming digital inequality, forming a sustainable interest in reading, collecting documentary evidence of crimes committed by the Russian Federation in relation to objects of cultural heritage of Ukraine), which proves the optimal adaptation of the functioning of Ukrainian librarianship in hybrid threats conditions.

The article is devoted to the first in the domestic history International research and practical conference “Library Science in the 21st century: content, organization, digitalization and scientometrics”, organized by the Russian State Library, the National Library of Russia and the Russian Library Association. The conference was held on October 19—20, 2021 in Moscow — in the Year of Science and Technology and in the first year of implementation of the Strategy for development of librarianship in the Russian Federation for the period up to 2030, where one of the main priorities is scientific and methodological support of libraries. The aim of the conference is to update the topics and identify the factors that stimulate the study of the library sphere, discussion of issues of organization and evaluation of performance of library science, the exchange of experience in organizing scientific activities. The event was held in face-to-face and remote format; more than 180 directors and experts of federal, central regional and university libraries, cultural institutes, as well as other institutions of science, education and culture attended it from 14 regions of the Russian Federation and from foreign countries. During the online broadcast of the meetings, there were recorded over one and a half thousand connections. The program included more than 50 reports, focused on theoretical problems of science studies and practical issues of organization of scientific activity. Summing up, the conference participants noted the importance of library science and proposed a set of specific measures, the implementation of which should help strengthen the regulatory framework for scientific activities in libraries, increase personnel staff; stimulate scientific creativity and research initiative; promote the spread of new scientific knowledge. The conference has important scientific and practical value. It demonstrated the current state of library science, allowed to identify and comprehensively discuss the most acute problems of its development and to outline steps to eliminate them. The conference materials contain a rich empirical base for further study of library science itself.

Abstract:
The article highlights the organizational and cognitive features of the European system of higher library and information education, identifies the leading countries and the leading universities annually been included into the QS World University ranking in the field of Library and Information Management. It is proved that the basic conditions for ensuring higher education high quality, the demand for graduates in the labour market are the institutionalization of powerful scientific schools, their high prestige among the international scientific community, stable relations with employers, flexibility of educational programs, cultivation of traditions of fundamentalization and democratization of the university education. Based on the content analysis of the current European leading educational programs for training specialists in various degrees, it is proved that the main modern transformations vectors of the higher library and information education are multilevelness, continuity, fundamentalization, digitalization, universality and strengthening the information component in education.

Abstract:
Because the Padjadjaran University Faculty of Agriculture Library has so many scholarly books, there is a mountain of accumulation inside of it. Science work is damp, moldy, and dirty. Furthermore, it is very challenging to find scientific articles later due to the mountains of them. The University of Padjadjaran Library's digitalization initiatives are predicated on this understanding. Examining the process of digitizing historical scientific articles (published prior to 2016) in the University of Padjadjaran's Faculty of Agriculture Library is the aim of this study. The research methodology used is a case study methodology using a qualitative approach. In order to gather data, observations and interviews are conducted. Interviews were conducted with the coordinator of digitization activities at the Library of the Faculty of Agriculture, University of Padjadjaran, digitization staff, and students who had done digitalization internships. Data analysis uses data reduction techniques, data presentation, and verification. The study's findings indicated that this digitizing process had previously been done, halted, and then continued till the present. The first step involves scanning; the second involves editing the results of the scanning process, such as adding a watermark or a password, but this step has not yet been completed; the three uploading procedures are uploaded to the Unpad Faculty of Agriculture Library's Google Drive. The last phase involves scanning and destroying the physical scientific works; nevertheless, official protocols have not been followed in this process. The study's findings demonstrate that while the digitization efforts undertaken are generally excellent, crucial information pertaining to particular SOPs at every stage of the process is still lacking.

Abstract:
The purpose of the article is to determine the current state, opportunities and prospects for the digitalization of the Russian system of (higher) education while maintaining the existing approach to state regulation of this process and developing a new (improved) approach to speed it up. For this purpose, in this study, a method is used to assess the degree of digitalization of the system of (higher) education. As a result, it was found that at present the greatest degree of digitalization is considered through the characteristics of additional indicators of the functioning of the system of (higher) education in modern Russia, such as the work of library resources, state and public control. At the same time, the degree of digitalization of the main indicators (educational and scientific activities of universities) is at a low level. At the same time, the digitalization infrastructure of the Russian system of (higher) education is sufficiently developed, which determines significant opportunities for the further development of this process. The final degree of digitalization of the Russian system of (higher) education is estimated at 25.8% and is very low. The reason for this problem lies in the insufficient state regulation of the process of digitalization of the Russian system (higher education).

The effectiveness of innovative scientific and educational activities largely relies on the technologies of the library industry, including modern information and library systems. Academic and research libraries introduce new technologies in an effort to improve the quality of their services. Artificial intelligence is one of the key technologies for digital transformation of the library industry. The study is aimed at identifying trends in the use of artificial intelligence in information and library service technologies. The author applied the general dialectical method, theoretical analysis and generalization of the content of special, scientific and technical literature, regulatory documents in the field of digitalization of librarianship and artificial intelligence. The results of the study have revealed the role of the integration of artificial intelligence technologies into information and library systems, which lies in the fact that they contribute to the formation of national intellectual libraries, computerization of the routine library services, and structuring innovative academic digital space for the users. Using the example of integration of context awareness technology into some information and library systems, the ability of a digital system to make “reasonable” decisions to extract relevant information for learning and self-education is demonstrated, which also allows to find educational materials on the topic being studied, and to build explicit educational route for a user.

Introduction. Digitalization is an essential aspect of academic libraries, especially university libraries, in the 21st century. Digitalization (which relates to the conversion of non-digital materials to digital form) has opened up new audiences and services for libraries and needs to be integrated into the plans and policies of any institution to maximize its effectiveness. Setting up a digital library requires a complex digitization project. Digitalization is a complex process with many vital dependencies between different stages over time. This scientific work was written to examine the concept of digitization, the reasons for digitization, things that must be considered before digitization, the digitization process, the different stages in document digitization, and the challenges of digitizing existing resources in Indonesian public libraries. Data Collection Methods. The method used to analyze this scientific article is descriptive, using a literature study approach. Data Analysis. This literature study was carried out by conducting a peer review of literature sources in the form of articles, books, national journals, international journals, and news in the last ten years, namely 2013 to 2023, which contain keywords in the form of digitalization, libraries, resources, prospects and challenges in general. Comprehensive and in-depth discussion of the digitalization process in libraries, the previous library transfer system to digitalization, and the challenges faced by libraries in Indonesia in meeting this digitalization change process. Results and Discussion. The paper results show that digitalization will enable university libraries to preserve endangered library resources, increase the efficiency of information search mechanisms, and increase access to library resources. Adopting an approach to the issues outlined and references to more detailed sources and past projects will contribute to the future success of starting the digitalization of existing resources in Indonesian public libraries. However, the prospect of digitizing library resources in Indonesia itself is still minimally implemented so the government needs to encourage the implementation of new information technology in Indonesian libraries. Conclusion. Digitalization allows university libraries to safeguard library resources at risk, increase the efficiency of information retrieval mechanisms, and improve overall access to library resources. Digitalization of library resources in Indonesia, except for a few cases, has made very slow progress in automating operations and services. Although there are plans for automation, implementation is unlikely within five years. ==================== Pendahuluan. Digitalisasi merupakan aspek penting bagi perpustakaan akademik khususnya perpustakaan universitas di abad 21. Digitalisasi (yang berkaitan dengan konversi materi non-digital ke bentuk digital) telah membuka khalayak dan layanan baru untuk perpustakaan, dan perlu diintegrasikan ke dalam rencana dan kebijakan lembaga mana pun untuk memaksimalkan efektivitasnya. Menyiapkan perpustakaan digital membutuhkan proyek digitalisasi yang kompleks. Digitalisasi adalah proses yang kompleks dengan banyak ketergantungan penting antara tahapan yang berbeda dari waktu ke waktu. Karya ilmiah ini ditulis dengan tujuan untuk mengkaji konsep digitalisasi, alasan digitalisasi, hal-hal yang harus diperhatikan sebelum digitalisasi, proses digitalisasi, tahapan yang berbeda dalam digitalisasi dokumen, dan tantangan digitalisasi sumber daya yang ada di perpustakaan umum Indonesia. Metode penelitian. Metode yang digunakan pada analisis dalam artikel ilmiah ini adalah deskriptif dengan pendekatan studi pustaka. Data analisis. Studi pustaka ini dilakukan dengan melakukan peer review pada sumber literatur berupa artikel, buku, jurnal nasional, jurnal internasional, dan berita pada rentang sepuluh tahun terakhir yaitu 2013 hingga 2023 yang memuat kata kunci berupa digitalisasi, perpustakaan, sumber daya, prospek, dan tantangan secara komprehensif dan mendalam terkait proses digitalisasi dalam perpustakaan, sistem pengalihan perpustaakan sebelumnya ke dalam bentuk digitalisasi, dan tantangan yang dihadapi oleh perpustakaan di Indonesia dalam menghadapi proses perubahan digitalisasi ini. Hasil dan Pembahasan. Hasil tulisan menunjukkan bahwa digitalisasi akan memungkinkan perpustakaan universitas untuk melestarikan sumber daya perpustakaan yang terancam punah, meningkatkan efisiensi mekanisme pencarian informasi dan meningkatkan akses ke sumber daya perpustakaan. Dengan mengadopsi pendekatan isu-isu yang diuraikan dan referensi ke sumber yang lebih rinci dan proyek masa lalu akan berkontribusi pada keberhasilan masa depan memulai digitalisasi sumber daya yang ada di perpustakaan umum Indonesia, namun prospek digitalisasi pada sumber daya perpustakaan di Indonesia sendiri masih minim diterapkan sehingga pemerintah perlu melakukan dorongan dalam menerapkan teknologi informasi baru di perpustakaan Indonesia. Kesimpulan dan Saran. Digitalisasi menawarkan perpustakaan universitas kemampuan untuk menjaga sumber daya perpustakaan yang berisiko, meningkatkan efisiensi mekanisme pencarian informasi, dan meningkatkan akses keseluruhan terhadap sumber daya perpustakaan. Digitalisasi sumber daya perpustakaan di Indonesia, kecuali beberapa kasus, mengalami kemajuan yang sangat lambat dalam otomatisasi operasi dan layanan. Meskipun terdapat rencana untuk otomatisasi, tetapi implementasinya tidak mungkin terjadi dalam waktu 5 tahun.

The paper is devoted to the development of a university library strategy in the period of digitalization of all spheres of social activity. There are analyzed theoretical approaches and practical methods for developing strategic planning in library activities. The paper defines the need for strategic management as a factor in the effectiveness of a university library. There are considered the directions of the library strategic development, which depend on the vector of development of the university, its educational and research activities.The strategic planning is presented as a process of modeling the future activities of the library. It includes the library’s mission formulation, its objectives, tasks and events to achieve the goals, as well as its key performance indicators. The article sees the development strategy as an element of the management process aimed at creating and maintaining a strategic balance between the goals of the library and the university, its potential and likely development prospects.The article shows the advantages of SWOT analysis as a unique tool for designing a library development strategy. There are presented five stages of developing the Strategy for the Scientific Library of the Siberian Federal University. The authors note that the library has a good potential to develop the digitalization process: there is a digitization center, good technical equipment, its own software products, an extensive repertoire of world resources, a wide range of online services, etc. However, there are also weak points that hinder the library development: the obsolescence of the computer equipment, the lack of modern ergonomic space for individual and group work of students, the irregular acquisition of printed publications, the instability of funding, etc. All this can complicate the library development in the context of the digital economy development and lead to a decline in the prestige of the library. The library’s development strategy is aimed at eliminating these problems. It presents the goals, objectives, efficiency criteria for each area of activity of the modern library of the university. The article reveals the main strategic directions of the library’s development. The proposed strategy can become a real tool for optimizing the activities of all libraries in the transition period of the digital society development.

With the development of digitalization, new services are emerging that allow attracting users to libraries, personalizing services and automating processes of their comfortable provision, etc. In the context of transformation, libraries have to adapt to new realities, but at the same time, new opportunities appear every day to improve their work in the digital space. Many libraries today lack any clear strategy for working in the virtual space and do not investigate feedback from consumers.In the era of digitalization, it is necessary to implement software and service tools that allow positioning library as a modern comfortable space to meet the society’ information needs. Placing on the library website an interactive Taplink system, designed taking into account real capabilities of libraries, specialists, and user needs and aimed at comfortable access to library resources and consumer activation, may be one of such breakthrough tools. The object of the article is to present the results of the study of the new digital phenomenon – Taplink, as well as of the elaboration and implementation of the pilot project in the Republican Youth Library of Tatarstan in order to assess the effectiveness of the introduction of this digital platform into the library's activities, analyze the library interaction with consumers on this platform, study the statistics of visits and functioning of the interactive system.The proposed project is unique, because it has no analogues in most libraries of the Russian Federation, and the Taplink theme itself is presented only in publications of the business community and is not covered in scientific publications of the library industry. The results of the study can provide significant assistance in the development of a comfortable digital library space.

The article considers changes in the information service technologies conditioned by digitalization in the Central Scientific Agricultural Library (CSAL), which has been creating information resources of its own generation since 1992. 24 document and lexicographic databases (DB) find their application for the information servicing. The main information product is the polythematic database “AGROS”, which provides comprehensive information about current receipts to the library collections. BD of own generation, posted on the website of CSAL, mainly in free access, have created conditions for the full-fledged remote user service. The library has converted almost all traditional services into the remote ones, developed convenient and simple services for its users to work independently with digital resources, which ensures their demand by specialists. The author shows positive dynamics of requests to the website of CSAL. Digital technologies have made it possible to perfect services; optimization of the Service Department, its merging with the Storage Department, transformation of service areas have increased the efficiency of work. As an information center, CSAL creates industry-wide linguistic tools, synopsizes and analytical reviews, makes them ready for the press.The library determines as perspective such directions of servicing its users as the formation and development of related data, which allow creating qualitatively new analytical information, provision of access to integrated information through a single window, organization of the single industry knowledge space, origination and provision of open data. For this purpose, industry- wide linguistic tools for indexing and searching for information will be developed, databases of own generation will be created and constantly updated; monitoring of the Internet resources and creating navigators and manuals on the problems of the agro-industrial complex will be carried out.

Introduction. Modern libraries do their best to increase public access to relevant information and knowledge with the help of modern digital technologies. Libraries supported by national governments and international non-governmental organizations provide the development of all sectors of society. Therefore, new opportunities for libraries are an important strategic task both for the state and the libraries themselves. The current global practices of diversifying library activities proved quite effective as they meet the challenges of digitalization and experience economy. However, they should be implemented with respect to the national specifics of the domestic library system. Study objects and methods. The present research was based on the theory and methodology of strategizing developed by V.L. Kvint, Foreign Member of the Russian Academy of Sciences and Honored Worker of the Higher School of the Russian Federation. His scientific theses have been successfully implemented in a number of regional and sectoral strategies. According to the general methodology of strategizing, any search for new opportunities should be preceded by a detailed analysis of global, sectoral, and regional trends. Results and discussion. The present strategic analysis of trends and forecasts for the library industry development in Russia and worldwide revealed a number of unique opportunities, which allow libraries to fit into the life of modern society and endow them with such socially significant functions as education, enlightenment, and promotion of cultural and moral values among young readers. However, the window of opportunities is always short-lived: the libraries should seize the moment to ensure their systematic and progressive development, which is possible only through the development of an effective strategy. Conclusion. The article introduces unique strategic opportunities for the development of the library system in Russia. The authors analyzed the best practices applied by famous libraries in their search for new roles and the domestic library industry in order to determine the strategic directions for the library development in the era of digitalization and experience economy.

The Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia was held on November 11—12, 2020 in the online format. The event was organized by the Ministry of Culture of the Russian Federation, the Russian National Library and the Russian State Library. The main goal of the meeting is to ensure participation of the heads of federal and central regional libraries in the formation and implementation of the state library policy. The topic of the 2020 Meeting is “The Library Profession and Scientific and Educational Work of Libraries”. The scientific content of the meeting was basically determined by the “Strategy for the development of librarianship in the Russian Federation for the period up to 2030”, the draft development of which has been already completed as a whole, but requires the deployment of large-scale research work to form the unified system for monitoring the activities of libraries in the country.The meeting focused on the following issues: organization of scientific research work in libraries; training of professional staff; modernization of librarianship and the role of information technologies in the modern development of libraries and digitalization. The relevance of these topics was proved in the discourse on the development of higher and further professional education in the library sector, improvement of availability of information in the modern conditions. During the sessions, there were summed up the results of the 7th All-Russian competition “Library Analytics” among the central libraries of the subjects of the Russian Federation, the 8th All-Russian competition “The Best Professional Book of the Year” and the 7th All-Russian library review competition for the best electronic publication on culture and art.

The article undertakes an analysis of different foreign publications that were never previously adduced in domestic scientific thought, which reflect an integrative approach to the study of modern library phenomenon. The integrative paradigm is presented by theoretical investigations in the conditions of digitalization of modern sociocultural space. It suggests solving of problems during understanding of essential transformations of library. It is emphasized that the full manifestation of library phenomenon is possible only in conditions of balance between traditional mechanisms of interaction with the society. Therefore the idea of functional integration and migration into the digital area is considered as an exclusive basis for interpretation of the essence of modern library, as it doesn’t reflect the diversity of its practices, which correspond social demands. It is identified that unification of different approaches allows realisation of the multidisciplinary theoretical investigation of library phenomenon, the peculiarities of it’s simultaneous presence in real life and virtual environment, complete analysis of it’s special part in new sociocultural and informational space.

2021 was declared the Year of Science and Technology by the Decree of the President of the Russian Federation No. 812 of December 25, 2020. The main purpose of its holding is the development of science and technology in our country. Support and improvement of the effectiveness of scientific research are directly related to libraries — scientific-research institutions. Within the framework of the Year of Science and Technology, the Ministry of Culture of the Russian Federation resumed the All-Russian competition of scientific works in the area of library science, bibliography and book studies, which took place in 1978—2014. The competition has established itself as one of the most effective methods of evaluating and encouraging the results of research work in librarianship. In 2021, it was organized and conducted by the National Library of Russia and the Russian State Library. On November 18, 2021, within the framework of the Annual Meeting of the Heads of federal and central regional libraries of Russia, the solemn awarding of the winners took place.In 2021, the jury of the competition considered 105 works (42 — in library science, 17 — in bibliography, 22 — in book studies, 24 works related to other categories). 150 authors from 41 subjects of the Russian Federation presented their works.The article presents in tabular form the winners in six nominations (“Best scientific work in the field of library science”; “Best scientific work in the field of bibliography science”; “Best scientific work in the field of book studies”; “Best scientific multimedia project”; “Best scientific work of regional libraries”; “Best scientific work of young specialist under the age of 35”). The article also presents the winners in additional nominations established by national libraries.The competition has shown significant scientific-research potential; and the materials presented are of great importance not only for the development of libraries and the branch as a whole, but also largely serve to solve social and humanitarian problems set out in the “Fundamentals of State Cultural Policy”, established by Decree of the President of the Russian Federation No. 808 of December 24, 2014.It is advisable to consider the holding of the All-Russian competition of scientific papers in library science, bibliography and book studies in conjunction with other major scientific events in the library field that took place in 2021: publication of the collective monograph “Scientific research in libraries: topics, organization, presentation of results” and the International scientific and Practical Conference “Library science in the XXI century: content, organization, digitalization and scientometrics”. These events contributed to the support and development of science in librarianship in the framework of implementation of the “Strategy for the Development of Librarianship in the Russian Federation for the period up to 2030”.

Abstract:
The purpose of the article is to identify and structure the source base of genealogical research on the history of science and to clarify the role of information and communication technologies in the development of the digitalization of scientific research. Research methods. The analysis, characterization and classification of the representative source base of the outlined topic of scientific research based on the use of a conglomerate of general scientific and specific research methods, which together ensured the holistic nature of the study of the scientific problem. The main tools of the research methodology include the following methods: historical and comparative, problematic and chronological, historical and typological, historical and systematic; the method of diachronic analysis and generalization, analogy, synthesis, analysis, and formal logic. The involvement of methodological tools in the scientific study of the problem stated the fixation of the content vectors of the study, which were carried out on the principles of historicism, objectivity, systematicity, and comprehensiveness. The choice of a research strategy or the theoretical and methodological basis of the scientific problem, which were involved and implemented in the process of scientific cognition, made it possible to achieve the goal of scientific research. The use of several general scientific and specific historical methods of scientific research contributed to obtaining new results in the disclosure of this topic. The methodology of oral history, particularly the method of interviewing, has proven to be a valuable tool for scientific research in the context of genealogical research. This approach aims to generalize the testimonies and memories of people who participated in the events directly. The interview method makes it possible to record historical events and their perception from the perspective of specific individuals. Memories are the product of personal thoughts, emotions, and reflections on past events. This individual experience contributes significantly to the understanding and personalization of history. It also enhances the depth and reliability of genealogical studies, adding individual testimonies and personal experiences that enrich the research. The scientific novelty of the study lies in the fact that it is for the first time that an attempt has been made to structure information sources on genealogy, which made it possible to form a representative source base for research on the history of science, to determine the effectiveness of Ukrainian scientists, and to substantiate the significance of scientific achievements. Conclusions. The article deals with the algorithm for forming the representativeness of the source base of genealogical research in the history of science. The importance of involving family and personal archives, materials from the museum and scientific library collections, genealogical reference publications, and statistical collections of various kinds in the source base of the information search is stated. The necessity of using interview memoirs as a significant part of the source base of genealogical research on the history of science is substantiated. The use of oral history makes it possible to identify a new layer of sources in the reproduction of interpersonal relations, creative interests, and everyday life. It has been found that the use of information and communication technologies is one of the significant components of scientific activity in the twenty-first century. The necessity of expanding the range of electronic services in archival, library and museum institutions is argued. Digitalization of archives and libraries is an important factor in ensuring the sustainable development of these research centres. The introduction of electronic information services provides access to resources and enables the preservation of scientific heritage.
