Abstract:
The transcripts of the 55 dispatches written by Francesco Vendramin, the last Venetian bailo of Constantinople between 1796 and 1797, appear very important to the eye of the historian. Even though they were written in Constantinople, they reflect the hardships of the political climate that the fall of the Veneta Repubblica and the establishment of the Municipalità Provvisoria brought to Venice. Moreover, they provide a unique insight into the bailo house in Constantinople. Vendramin had to explain the functioning of the bailaggio and the necessity of the diplomatic office to maintain a decorum

This chapter examines the functions of diplomatic missions and the performance of consular functions by diplomatic missions. Under long established principles of international law now codified in Article 2 of the Vienna Convention on Diplomatic Relations, the establishment of diplomatic relations between States and the establishment of permanent diplomatic missions take place by mutual consent. The right to send and receive diplomatic agents flows from recognition as a sovereign State and was formerly known as the right of legation (ius legationis). Personal inviolability is one of the oldest rights of diplomatic agents and is often considered to be at the root of diplomatic immunity. The wording it received in the Vienna Convention does not allow for any exceptions. But the absolute nature of the right can lead to difficulties—especially in situations in which diplomats themselves cause a danger to the general public or particular individuals. This chapter explores potential inroads under international law into the concept of inviolability and thus discusses the applicability of self-defence, necessity, and distress in situations of emer

The lack of an international legal framework to cover their activities is the cause for ambiguity concerning the evaluation of their work, but also the source for innovative practices. This chapter addresses questions arising from this situation and asks, in particular, whether sub-State governments might be better able to carry out diplomatic tasks precisely because of the lack of diplomatic authority, or whether they benefit from ‘free-riding’ on the diplomatic resources of the host State. In doing so, it considers the objection that diplomatic criticism is too demanding and that states are not entitled to criticize others when they are being hypocritical. More broadly, the chapter est

'Experiencing the Frontier and the Frontier of Experience' deals with the Roman Empire’s responses to the threats which were caused by the new geostrategic situation brought on by the crisis of the 3rd century AD, induced by the ‘barbarians’ who – often already part of Roman military structures as mercenaries and auxiliaries – became a veritable menace for the Empire. Rome adopted different strategies: they oscillated between inclusion, warfare and other means of exerting influence. This chapter uses a scene in Plautus’ Amphitruo to reconstruct contemporary Roman oratorical practice in the context of the diplomacy of intervention, offering a close reading of a monologue by the slave Sosia (Amph. 186–218). In this extract Sosia describes the composition of a ‘victory speech’ for his master’s wife and, within the speech, recounts the diplomatic activity that preceded the war. Traces of the fetiales formula in the latter can be contextualized in terms of a rhetoric of intimidation, used to establish Roman supremacy even before the outbreak of war.
