Full textFrom leo xiii to benedict xv, the pope was frequently called upon to intervene to settle international disputes between various states. These interventions, the significance of which are unrecognized in historiography, are all the more remarkable, in as much as italy at this time refused to recognise the holy see as a sovereign state. The caroline mediation of 1885, made at the request of bismarck, between spain and germany was the first of these diplomatic interventions and involved all the major european nations, the united states and many latin american countries. The role played by leo xiii strengthened the reputation of the apostolic see as a high moral authority and his actions aroused great interest even in non-catholic circles, particularly among the pacifists. This explains a phenomenon frequently mentioned in connection with this period: the increase in the number of "arbitrations" undertaken by the holy see. Under pius x the mediations and good offices continued principally in south america, but no longer in europe. They dealt chiefly with border conflicts and even involved the participation of the nuncio to brazil in two arbitral tribunals. The pontificate of pius x, which is frequently contrasted to that of leo xiii, does not differ from the latter as far as the interventions of the holy see are concerned, although pius x's chief concerns were more theological than diplomatic in nature. Finally, from 1887 to 1907, giacomo della chiesa - the future benedict xv - was involved in the activities of the secretary of state and was thus informed of all the diplomatic negotiations in which the vatican participated. He put this experience to good use when the 1914-1918 war broke out, as his letter to the heads of the hostile states suggests. The intervention of the pope in the pacific settlement of disputes, contributed to the return of the papacy to international negociations, even though the holy see had not succeeded in sending a representative to the first conference at la haye (1899)

Full textIn the XVIIIth century, Malta became the focal point of both secular and clerical ambitions. The Hospitaller Order of St John, a congregation of religious soldiers who had ruled there since 1530, had, while showing the image of pontifical militia born in Jerusalem, to invent new economical and political ways in order to survive within a society of princes. The pope, as their spiritual leader, had his own permanent representative in Malta since 1575, the Inquisitor, side by side with the Grand Master and the Bishop. His political role continued to increase with the advancement of regalism. This triumvirate of foreigners who became islanders subjected the peculiar situation of the archipelago to a unique form of continental political expressions

Full textEighteen century Popes have become « pères humiliés » whom European crowns are putting under their will while showing apparent great respect and devotion. From Unigenitus on, under the growing influence of « Gallicanismes », studying the negociation itself in the Pontifical court of Rome, with a multiplicity of partners involved, is a good step towards a better comprehension of both the Papacy decline and the french diplomatical pattern in Rome. This orientation also offers an opportunity to appreciate this evolution under the perception of european crowns, with Rome agreeing or disagreeing with new political and ecclesiastical compromises without any possibility of modifying them. A growing Theater Scene, Rome is, less and less, a true place of decision. With the influence of the Pope on international relationships becoming thiner and thiner, the art of representation tends to become the main duty for Ambassadors, as, nowhere much as in the pontifical court of Rome, the two main duties of an Ambassador, negociating and representating their own King, may find a more significant and broader place

Full textThis thesis is about diplomatic gifts given by the Papacy from Paolo V Borghese (1605) to Clemente XI Albani (1721) to the great European powers. In the line of sociological studies on gifts, the idea is to explore the practice of the exchange of papal diplomatic gifts in the 17th and early 18 th centuries from the perspective of the history of art, and to show how these objects become the expression of power, both for their donor and their recipient. The delicate position of the Papacy, both spiritual and temporal power, is questioned through the example of gifts which, beyond their material condition of objects, become true ambassadors serving the interests of the Holy See. After studying the process that led to the creation of the gift and defining the sponsors, this thesis lists the different types of presents offered, which mainly concern visual arts. Finally,the thesis focuses on the value given to these gifts upon their arrival in the foreign court, their role, their political influence and their artistic integration into the European collections

Full textMy research focuses on the d’Este cardinals’ diplomatic and religious actions and on their role as mediators between Italy and France. My objective is to uncover the geopolitical foundations of their actions whilst highlighting the different scales thereof. The territorial emprise of the d’Este cardinals is actually revealed by the existence of Italian and French relays. I study the presence of Ippolito II and Luigi d’Este both in terms of their material presence and their participation in the political stakes of the time. This research combines multiple forms of historiography. First, it develops the existing knowledge of the cardinals’ sociology in the sixteenth century. It then considers contributions from the history of international relations and how they pertain to the roles of the two d’Este cardinals as supporters of the French crown in Rome and pontifical mediators in the French court and studies their methods. I conclude by analysing Christian humanism as conceptualised by Erasmus to see whether it constitutes a guideline for their religious conduct. By examining their modus operandi on the international scene, this thesis argues that a Catholic identity is emerging which is not heterodox, but rather which fits into the strictest denominational orthodoxy. Nevertheless, crossing the mountains leads to readjustments in manners of expressing and representing the Catholic faith

Full textThe thesis analyzes the diplomatic-political activity carried out by the nuncio Francesco Buonvisi at the court of Leopold I of Habsburg.The main political events of the European scenario in the years 1672-1678 were studied through the study of the correspondence exchanged between the nuncio and Rome. In particular, the work done by Buonvisi in the realization of the pontifical projects was highlighted: stipulation of peace between the European powers and creation of an alliance against the Turks. For this reason, the path taken by the pontifical diplomacy for the preparation of the congress of Nijmegen was considered and much attention was paid to the election of Innocent XI. The pope, in fact, brought about a change of course in pontifical politics at a time when Rome did not have the ability to really influence other European courts. This inability emerged from the study of the vain efforts made by the nuncio Buonvisi. Despite the limited success achieved by Francesco Buonvisi, his contribution has proved to be fundamental for the papal court and for the few but significant results obtained in favor of the Holy See

How Belgium, independent from his revolution of 1830 and European treaties of 1839, fits into the European accord between the great powers during the 19th century? Belgium, from the independence, indeed during the Dutch government of the kingdom of Netherlands, is under attention of the five European great powers: the Belgian state is a master piece of European balance. Buffer-state between France and Prussia then Germany after 1871, Belgium is too the area of their political, strategic, economic and cultural rivalry: both of them search to attract Belgium to self and warp the neutrality in his favor. Full textPope John XXIII convened the oecumenical council of Constance to end the schism splitting the western Christianity since 1378. The council Fathers were also eager to reform and rid the Church of the prevailing influence peddling. Anyhow, at first glance nothing suggested that the council of Constance would give the attending French party an opportunity to assert and build up their national identity.Still, the council’ organisation around nations prompted the French to pool together and called for common stances in decision-making. Between 1415 and 1417, while differences still existed amongst the members of this composite nation, a feeling of national loyalty and the fight for common interests became increasingly important.In addition, due to the emergence of the 100 years’ war in the midst of the council, the French-English relationships became ever more conflicting. The French were isolated in the council as a result of the Roman king Sigismond’ alliance with Henry V.As a result of these mishaps, most members of the French nations felt prompted to unite and stand solidly behind Charles VI’ ambassadors.In the name of their pledge of allegiance to the Crown, the French king’s embassy endeavoured to gain control of, and orientate the French nation’s decision in a sense favouring the king’s interest

Full textIn 1822, the Church of France was carrying on with the re-establishement of its dioceses while, at the same time, prelates from America were scouring the country looking for financial aids. It was an underground Lyons-based Congregation of pity having special ties with these foreign priests who took upon itself to meet their needs setting up the Society Propagation of the Faith. A wide-scale donation system was set up known as the "missions weekly offering", instigated by Pauline Jaricot. In no time at all, the affluent Association was in a position to finance the general expansion of the catholic religion throughout the world. Although it was a non-religious association, it needed the approval of Rome. From then on, its future development in the course of the century had to take into account the growing missionary interest of Rome. At a local level (Lyons) the study shows how dependent the Society was on the ecclesiastic management in the parishes, but it also evaluates the religious vitality of a micro society made up of royalist notables. This was how the missionary Association was able to integrate a complex process of social identification. Moreover, compiling and the distribution of morally-enlightening works (such as Annals, Catholic missions, and so on) gave the laymen the power to stage-manage the Mission and to control its productions, when the allotment of various missions around the globe concerning the collection of funds guaranteed them a real influence on the Churches overseas. The study also highlights their determination to extend their influence over all the catholic universe. Yet, the history of missionary life reports that at precisely the same moment procedures for papal centralisation and the clericalisation of the ecclesiastical system were being intensified. Finally, in 1922, owing to the transfer of the management of the Association to Rome, under the supervision of the De Propaganda Fide Congregation, the demands for autonomy made by the Lyons notables were put to a stop and this wiped out their influence on the missionary process

Full textCriticizing the notion of "cultural diplomacy" spread by the Foreign Affairs Departments of European countries and of the United States, this thesis focuses on the unknown history of the French "academic diplomacy". This international and transnational action was built by the universities of the French Third Republic in order to attract foreign students and academics, and to export the French knowledges abroad. It was born between the late l 870s and the mid l 900s, at the intersection of social and economical dynamics, that the dissertation analyses at different scales (local, national, global) with the tools of history and sociology. In the l 900s and 1910s, under the influence of some members of Parliament and some academic networks like the Office national des universités et écoles françaises, ONUEF), this sector was gradually invested by State and placed under the control of the French Ministry of Education and its new international academic policy. The Great War reinforced the weight of the interstate et political logics. In the 1920s and 1930s, actors of academic diplomacy were increasingly in competition with the new actors of cultural diplomacy, related to the French Ministry of Foreign Affairs. Without success, they tried to preserve their autonomy, but the international academic policy of France was gradually integrated into the cultural diplomacy area. The loss of academic autonomy is the central question of the thesis

Full textContacts have existed between europe and tripoli for several centuries. As to relations with france, it is not until the 17th century that tripoli signed their first treaty. In effect stable and peaceful relations were only established between the two countries after the repeated presence of french squadrons off the coast of tripoli and the occurence of bombardements. France nominated its' first consul in 1630 in order to survey its' national and commercial interests. The consul was to progressively gain the status of a fully diplomatic agent. Relations between france and tripoli did not necessarily run parallel to its' relations with constantinople especially after the coming to power of karamanly in 1711. Between this time and 1835, tripoli benefitted from a nearly total independance. Tripoli was able to impose its' own policies and negotiate commercial and peace treaties with foreign powers, opening up to the outside world, independantly of the ottoman empire. While relations between france and tripoli experienced difficulties under ahmad pacha, founder of the dynasty, they improved significantly under yusuf pacha from 1795. France's politics toward tripoli remained unchanged under the revolution and the empire. Despite the conflicts and the wars between the european nations, diplomatic relations between france and the regency of tripoli, were unaltered. Through its' counsuls in tripoli france had a significant influence on the region. During this tims english consuls established strong competition allowing england to gain. .

Full textCholera: “a crucial and revealing challenge, helpful to measure the bravery and intellectual value of the Navy’s physicians”. According to Jacques Leonard’s word, cholera defied the French Navy as a whole. It questioned the French naval instrument and actions beyond the mere issues of sea hygiene or the spreading of the epidemic through sailing. It was both a field issue, as well at a local level as at the individual and collective ones, and a meaningful issue in international relations. It required a constant and deep commitment from the military health service in general, and from the Navy health service in particular. It contributed to weakening the Mediterranean area in a period of reconstruction as post-1815 France intended to seize opportunities to become again a prominent member in the community of Nations through a stronger commitment in the crises that were then striking its southern part. This pro-active policy, combining military intervention and conventional diplomacy, the preservation of trading interests and the renewal of an expansionist and even imperialist policy, partly relied on the appeal to restructuring naval forces. By studying the confrontation between French naval power in the Mediterranean and the spreading of cholera from 1831 to 1856, the purpose, here, will be to understand, mainly through a naval perspective, how those successive epidemics evolved from the status of threats to public health to that of becoming an unexpected opportunity to stand a sanitary power, as two international conferences on health were to take place in Paris (1851 and 1859)

Full textThe present dissertation, titled French and German conflicts and missionary presence. The foundation and development of the Capuchin mission in Madagascar (1932-1960) deals with the crises that the Capuchin friars from Alsace had to face while settling in Madagascar in the early thirties. On February, 2nd 1932, Pius XI issued the Supremi apostolatus munus, a motu proprio whose effect was to transfer the aggrandized apostolic prefecture of Mayotte, Nosy-Be and the Comoros to the latter. This marked the beginning of a missionary adventure on the large Madagascar Island for those clergymen. They inherited this territory from the Fathers of the Holy Spirit who had been in Nosy-Be since 1879. This transfer, and their arrival brought about the question of the transmission of assets. This became a real issue as it took place in the broader context of a general dispute between former and new missionaries along with a conflict of authority between Father Lopinot and Brother Brillaud from the Congregation of the Brothers of Saint-Gabriel and the Committee for Catholic Popular Action in Nossi-Bé. Added to that, the Capuchin Friars from Alsace were the target of heated debates on grounds such as their origin, identity, or patriotic spirit. The various sources available lay bare a number of attempts at giving a diplomatic and political dimension to the specific problem of the change of missionaries. Opponents of the clergymen from Alsace put forward their German nature, thereby questioning their affiliation with France. Capuchin Friars of Alsatian origin were suspected of acting in the interest of the Germans and were accused of destroying French religious values and traditions. What actually happened was that they were utilising French and Germans conflicts to fuel a crisis of authority and personal conflicts, as in truth, this crisis was by no means representative of the political and diplomatic disagreements between Germany and France. The first chapter of this dissertation recounts the story of the Capuchin settlement in the Alsatian region from 1729 to 1932. The German sovereign power taking over Alsace and Lorraine in 1871 had repercussions on the history of the Capuchin province in Alsace, which was suppressed during the French Revolution. Faced with the Kulturkampf, their fellows from the Rhineland and Westphalia settled in the Alsatian region in 1888. The Capuchin province in former Reichland Elsaß-Lothringen rose again after World War I. The second chapter focuses on the evolution of French and German relationships during the second half of the twenties and early thirties. It addresses the question of the mission in the tumultuous context of international rivalries at the end of hostilities. Specific attention is paid to Germany, France and the Vatican. This part ends on a chapter about the 1932 transfer of the apostolic prefecture of Mayotte, Nosy-Be and the Comoros to the Capuchin Friars from Alsace. This chapter briefly recounts how that territory had been evangelised prior to their arrival and describes the state of the mission in the Sambirano and Maromandia regions around the end of the twenties and early thirties — a period marked by a jurisdiction conflict between the apostolic curacy of Majunga and Diego-Suarez. The second part is devoted to the analysis of the crisis and the hardships the Capuchin Friars from Alsace were faced with as they settled in Madagascar. Full textThroughout the study of the education of young Armenian girls, this piece of work allows light to be thrown on the cultural and social evolution of one of the minorities of the ottoman Empire, before its disappearance after the genocide of 1915. At the beginning of the 19th century, the American Protestant missionaries were pioneers in guidance of young women at the moment when the Armenian elite showed itself equally concerned about the nation's progress through education. The French Catholic Congregationallsts, present for centuries with the Eastern Christians, are trying to react to this vigorous competition. They made an appeal to nuns from the provinces of France who were capable of adapting themselves to precarious situations. To engage with the families, shape the young girl, a future mother, is to allow the implanting of catholic culture with the French tradition. The chronological framework, from 1840 to 1915, covers the whole period of presence of female missions whose actions were less studied than those of male orders. The research relies on the public archives (diplomatic and national) and above all religious from the relative orders (Ladies of Sion, Franciscaines of Lons-le-Saunier, Oblates of the Assumption, Sisters of St Joseph of the Apparition, Sisters of St Joseph of Lyon, Capucines, Brothers of Christian schools, Jesuits at Vanves and in Rome, missionary Pontifical works at Lyon), the most frequently unexploited along with the press and witnesses of the time. Pillars of the French Catholic establishments in rural areas in western Anatolia but also those of large metropolitan areas, very many Armenian women acquired a dual Franco-Armenian culture, becoming in this way the vehicles for the absorption of French knowledge and culture in the establishment, and further into the society of the Ottoman Empire which was coming to the end. Some themes of a more general view are tackled : the strategies of monks and nuns to implant themselves and last in Muslin territory faced with the restrictions of Ottoman power, the blossoming of elite young girls open to modernity. In 1920, a page was turned with the disappearance of missionary schools in Anatolia at the same time as the disappearance of Christians in this place
