This dissertation employs a combination of diplomatic and intelligence history to challenge established narratives about the relations between Nationalist China and the Third Reich during WWII. Believing a punitive occupation was the best insurance against future conflict, Allied leadership agreed to enforce a lower standard of living on Germany and did not allow relief agencies to administer aid to German civilians. The decision to institute Area Studies in German universities in 1917, was born out of a perceived need to widen the intellectual horizon of the public and academia alike. At Greifswald University this ambitious reform programme saw the foundation of a Nordic Institute, charged with interdisciplinary studies of contemporary Northern Europe. This thesis examines the historical problem of determining the relationship between a government's perception of public opinion and the decisions it takes. We introduce evidence for the social habits of the Cabinet in order to suggest new formulations of 'élite' and 'mass' public opinion. We argue that parliamentary opinion was generally more important in decision-making for the Cabinet, except at moments of extreme crisis when a conception of 'mass' opinion became equally significant. This thesis is concerned with the diplomatic reaction of the Axis Countries, Italy, Japan, Spain and Hungary, to the Russo-German Non-Aggression Pact of August 1939.
