Full textFOLLOWING THE DECENTRALIZATION LAW, THE EDUCATIONAL ESTABLISHMENT IS BECOME A PUPLIC LOCAL EDUCATIONAL ESTABLISHMENT. THE OFFICIAL TEXTS MAKE THE ESTABLISHMENT HEAD ANSWERABLE TO HIS ADMINISTRATIVE SUPERVISION OF THE ORGANISATION AND THE PEDAGOGICAL, EDUCATIONAL AND ADMINISTRATIVE FUNCTIONING OF HIS ESTABLISHMENT AND MAKE HIM THE BOARD OF DIRECTORS' EXECUTIF ORGAN. ON THAT ACCOUNT, WHEN HE MUST ACT AS A DECISION-MAKER, NOTABLY BEYOND THE STATUTORY SCOPE OF THE PROJECT PROCESS, HE HAS A LIMITED DECISION-MAKING ABILITY. AS THE ESTABLISHMENT HEAD IS BOTH SUBJECT TO THE RULE AND ACCOUNTABLE OF THE RULE, THE SYMBOLIC ANGLE OF HIS FUNCTION COMES INTO BEING THROUGH HIS AUTHORITY EXERCICE, AS A STATE'S REPRESENTATIVE. HIS DOUBLE DEPENDENCE, NATIONAL AND LOCAL, PUTS HIM POTENTIALLY IN A "INSTITUTIONAL DOUBLE BIND" SITUATION. HE CANNOT BE ACCOUNTABLE OF A STRUCTURING SCOPE, AS HE IS HIMSELF, AS A SUBJECT, CONFRONTED TO A LACK OF MARKS. THIS LACK OF MARKS FORCES HIM, FIRST, TO ACCEPT THE REALITY, RESTRICTING, IN ORDER TO EXCEED IT, AFTER. THE CONSTRUCTION AND THE DEVELOPMENT OF HIS OWN PROJECT AS A STRUCTURE MANAGER, THAT, IN THE SYMBOLIC ANGLE, WOULD strengthEN HIS FUNCTION AND HIS ROLE INSIDE THE ESTABLISHMENT, CONSIDERED THROUGH ITS THREE ANGLES, AS AN INSTITUTION, AN ORGANISATION AND A GROUP, WOULD GIVE HIM A BASIS THANKS TO A COMPARISON WITH VARIOUS ACTORS' PROJECTS, THROUGH THE ESTABLISHMENT'S PROJECT. CONSTRUCT NEW MARKS, IT IS ON THIS BASIS THAT HE CAN FEEL ENTITLED TO BASE A COMMON VERSION OF THE REFERENCE AS A MANAGER PROJECT, PROBABLY BY A NEW UNDERSTANDING AND AN APPROPRIATION OF HIS VALUES AND OF THE PUPLIC SERVICE'S VALUES. THE AUTHOR PROCESS IS AN UNDERLYING. HE ACKNOWLEDGES THE NECESSITY TO DECIDE BY HIMSELF. TO FEEL ENTITLED IS TO HAVE INTERIORIZED THE RULE ENOUGH TO MAKE IT HIS OWN AND TO BE ABLE TO ACT LEGITIMATELY, WITHIN THE LAW

Full textBecause of the conflicting social demands on school, the growing autonomy of eple (local state educational establishments) and of the poor institutional definition of their position, school heads have nearly every opportunity to show personal initiative. They are, of course, confronted to situations of similar nature and they cannot do without certain actors, such as government representatives, local school boards, teachers and pupils. And yet, their priorities differ according to their origin (teaching or more and more often education staff), the skills they display, the legitimity they refer to and finally, their professional identity. The analysis of semi-oriented interviews, enlightned by the sociology of organizations and the interactionnism allows to bring out four idealpatterns : the administrator, the organizer, the educator and the politician

Full textThis research explores the ethical issues faced by Haitian school administrators, their ability to perceive ethical issues in different professional situations, and the decisions and actions they take when facing such issues. The research uses a mixed methodology, combining quantitative and qualitative data. Three instruments were used, two of which were validated in Haiti to gather information. Two questionnaires (the Ethical Leadership Questionnaire - ELQ - and the Ethical Sensitivity Questionnaire - ESQ) collected information from 198 secondary school principals in four departments in Haiti. A validated interview guide collected qualitative information from eight secondary school principals in three departments. To meet the objectives of the study, an initial series of analyses was conducted to verify the psychometric qualities of the questionnaires used. Confirmatory factor analyses (CFAs) were conducted on the ELQ and ESQ. The first revealed that the ELQ’s model fits the data. In the case of the ESQ, the initial analysis revealed a poor fit of the ESQ’s model to the data, forcing the removal of three items that were not sufficiently related to the rest of the scale. A second confirmatory factor analysis of the modified model of the ESQ provided a better fit although not fully satisfactory. These analyses allow to add Haiti to the list of countries where the ELQ and ESQ questionnaires have been culturally verified, although the latter tool will benefit from further studies. We then conducted descriptive statistics and compared the position of Haitian school principals on the different dimensions of the ELQ and ESQ. Results on the scale of ethical leadership development stages indicate that participants have reached different levels of development on the three dimensions of ethical leadership. Their score is associated to the emergence level for the critical dimension, to the level of presence for the justice dimension, and to the level of consolidation for the care dimension. Comparisons of scores and levels of development were made according to level of education, number of years of experience in the current position or organization, gender, age, language spoken at work and the department in which the institution is located. In general, the results of these comparisons are not significative. However, the evaluation of the effect sizes and of the levels of development of the different dimensions does show some small or moderate differences between certain subgroups. Qualitative analysis was also combined with quantitative analysis to better understand the strengths and vulnerabilities of Haitian school leaders in ethical decision-making. The quantitative and qualitative results indicate that Haitian school leaders are more concerned with the caring dimension of ethical decision making than with the justice and critical dimensions, and less with critical than the justice and caring dimensions of ethical decision making. These results support the studies by Langlois and Lapointe (2010) and Arar and al. (2016). Moreover, results show that, as assumed by the model, managers rarely obtain a high ranking on all three dimensions. Indeed, out of a total of 198 participants, only five have a high score on all three dimensions, and 12, on two dimensions. Training in ethical sensitivity appears to be important to help these managers better perceive the different types of ethical issues they are likely to encounter and to better take into account the different dimensions of ethical leadership when faced with an ethical dilemma. This thesis also highlighted the existence of contextual challenges that can hamper the ethical actions of Haitian school administrators and the lack of adequate training. The conclusion of the thesis underscores the importance of training principals and all actors in the Haitian school system in ethical sensitivity and leadership in order to establish or strengthen living together, equity and solidarity in the school and community.

Full textThis thesis mainly aims at analyzing the changes in the nature of the activities undertaken by five school leaders, in order to better understand their short-term actions. It is also a question of clarifying some of the principal’s modes of action while they carry out their everyday activities. It is also a question of making understandable the complexity of the daily role of the school leaders and of highlighting actions and policies connected to the governance of Lycées. The Lycées for which they are responsible have between 700 and 1700 students on role. They are located in two different regional education authorities: that of Clermont-Ferrand and that of Orléans-Tours. These school leaders have at least ten years’ experience in the role. Our study is based on the evaluation of the hypotheses of the research program : “Cours d’action” (Theureau, 2006, 2009, 2015). Three types of evidence were collected: (i) films of the work of the school leaders and their communication with other professionals; (ii) recording of face-to-face interviews; (iii) notes collected during the observation and used to clarify the descriptions of the activity, alongside other evidence eg emails or notes. Our study indicates that school leaders have to perform a large number of different actions. They pay particular attention to teamwork, and all forms of communication. The training and mentoring of staff is carried out with the aim of the establishment of shared leadership. The results of our study can contribute to the development of new types of training courses

Full textThis thesis is situated in the field of school effectiveness research. It focuses on leadership and school climate as being the two "key" factors of effectiveness. Based on the interviews conducted with high school directors about two leadership profiles " pedagogical and transformational" and on the basis of a survey on school climate conducted among teachers and pupils, we try to approach how the directors, enjoying a certain autonomy, exercise their leadership in favour of pupils' success. We aim thus to identify the best directors' practices associated with the success. Our results show that, in a context having rather complex interactions, and in which the perception of the school climate by the pupils or by the teachers is not always "ideal", the director’s role towards the success of pupils is not obvious; however, the directors can make a major indirect contribution to this success. According to the majority of pupils and teachers surveyed, the success of pupils is at the centre of priorities of the directors (this is not the case in the high school whose pupils were the least successful). Moreover, most of directors interviewed think that the directors’ practices can influence teachers' practices even if these directors tend to favour a leadership that is focused a little bit on the pedagogic aspects. The directors tend to develop their own methods to influence the practices of teachers in the absence of clear professional standards, beyond their organizational and administrative work « for putting things in order »

Full textBy the analysis of the systems of adjustment to training offers implemented by headteachers in the Bordeaux and Toulouse education authority areas, this thesis answers the query concerning in what way contemporary evolution of state intervention changes contribute to a global strategy which results in a new form of governing. Pursuant to a critical approach, this thesis shows that the Eighties are indeed a pivotal period when, under the influence of the civilisation process, the government machine becomes unable to effectively ensure the mediation of the relation of government between the central State and the population. The adjustment inevitably takes the form of a structural transformation of the process of the chain of government, but it also results in a transformation of government techniques and logic. The end of the twentieth century thus marks the passage between an “integrative” State and a 'distributive” one whose uniqueness rests in its ability to govern from afar invisibly, mainly by controlling the ability of local leaders to make public policy possible while establishing overall task scheduling which prevents non-state actors from governing locally

Full textOur research work (2015-2018) focuses on the work activity of three senior management staff (principal and deputy) on a flight deck at a REP + college (Priority Reinforced Education Networks) in the south of France. In this difficult work environment, how do these educational supervisors exercise their real activity, caught between the prescriptive norm and the decision to be made in the daily work? What power to act in the sense of Clot? How can this exploration develop the activity of the supervisors and that of the researcher? Our research-intervention (2015-2018) puts in synergy the theoretical field of the ergonomics of the activity around a methodological framework of the clinic of the activity, and the ethnographic approach. This association allows us to start answering questions about the activity of the supervisors and that of the researcher. In particular, the subjective mobilization of supervisors at work would be relatively structuring of their decision-making in the community. Beyond the prescribed standards, traces of activity on a more "sensitive" level seem to give substance to the decision-making process and help to legitimize the decision taken. Thus, the valorization of subjective and intersubjective traces could constitute a significant individual and collective training resource in the day-to-day management activity. In addition, the theoretical approach would constitute an exploratory track, as one of the ways of access to the emergence of the little visible traces in this environment, favoring a double professional development-researcher

Full textThe management of schools in Cameroon’s educational system, notably government schools in the general secondary education, follows the bureaucratic logic pertaining to its functioning. This system is organized as a pyramid typical of that of a centralized system of governance which is a top-to-bottom approach. Discretional power plays an undeniable role in the appointment of officials. Despite the country’s evolution, the running of lycées and colleges remains intertwined to this management approach. And yet, its obsolete nature is glaring given the choice of a decentralized political structure. In fact, if the process of decentralization and all its accessories demand professional citizens, they also aspire to officials with established competences. In the case of these aforementioned school directors, we suggest a move from a position to a profession. Professionalization which is a prerequisite for this career path could not be limited to a mere institutional prescription based on the normalization of practises given a competences framework of reference. This research work required the use of mainly qualitative methodological tools as well as sociological action and construction tools. The first of them, in the dimension backed by Michel Crozier, provided us with analytical components as well as methods and concepts which will enhance the understanding of actors’ roles. The second one which is in line with an evolution in the position and gets its grounds from Richard Wittorski’s publications did target the involvement of all actors, especially those benefiting from ‘incorporated competences’. This study has portrayed the various benefits that such a process can bring to the entire educational community

Full textPlaced in an interface position within the education system, between the national and academic higher authorities, the local notables, the pupils and their families, but also all the staff of the school, including teachers, over whom they have authority, principals occupy a fundamental position. Created at the same time as the Napoleonic high school, in 1802, the principals benefited throughout the nineteenth century from a construction of their status and career by the state. True middle management officials, for the vast majority from the world of education, more and more frequently aggregated, the principals are subject to intense geographical mobility, almost essential for those who want to accomplish a great career whose top remains Parisian high schools. His daily work is considerable, both in and out of his establishment. The principal also asserts his pedagogical role, the Institution expecting from him a true capacity to show himself as an educator, and not only as an administrator. Representatives of the Republican State, the principals are also at the heart of the political and religious issues of their time, especially to face the stiff competition imposed on them by congregational institutions.Mobilizing a variety of sources (official and regulatory texts, personal files of officials, departmental archives, private documents), this thesis is based on a prosopographic approach, to study career paths, forms of professional mobility and social origins of these officials over the course of a long nineteenth century, with special attention to the Third Republic, when the construction of the provisional body is strengthened. The principals can indeed be considered as a socio-professional group with the slow but certain affirmation of a real identity of body, in law and in fact, which does not exclude some specificities, like these 108 ecclesiastical principals whose last , fully supported by the Republican authorities, only retired in 1898

Full textThis thesis studies the tools of headmasters resulting of the evolution of school policies witch made them as managers. Headmasters are facing unprecedented situations with ambition success networks: new staff, co-leading of teams, forming new and heterogeneous groups. Our historic and cultural approach states that individual activity is a social construction based on social objects witch make possible inter-individual mediation. The ergonomic approach to the activity states that the headmaster's activity is individual but necessarily shared and mediated by tools. Repeated interviews of headmasters have been analyzed and put in perspective with the interviews of several other school actors. The results show that the activity of the headmaster is prevented: the organization of work does not contribute to the reorganization of the milieu and of the social relations. On the one hand, the tools used to act on the milieu are not transformed to reorganize the milieu and the school-based rationale prevails. In return, the headmaster sees his work as unchanged. On the other hand, the tools used to act on teachers do not allow them to contribute to the reorganization of the milieu. The tools aim at mobilize them, make them subscribe, gather them or sometimes set them behavior patterns. In return, the work of organization made by teachers remains in obscurity. Consequently, organization of work and work of organization do not meet
