In this novel scenario, Europe has become one of the major players at the global level; accordingly, the goal of this chapter is to provide a general overview of the major European contributions to the overall objectives of Digital Earth. This chapter traces the steps taken to implement the Stewart Report, and the fresh mandate for the Security Service which it produced. This was the Attlee Directive, a bowdlerized version of which adopted in 1952 became known as the Maxwell Fyfe Directive, diluting the political supervision of the Service which the Attlee Directive had embraced. The Attlee Directive was never published and was released to the National Archives in 2009, while the Maxwell Fyfe Directive was revealed only in 1963. What has not been revealed until now, however, is the expansion of MI5’s mandate by means of secret Supplementary Directives, in response to the clear failure of MI5 to operate within the boundaries of its authority.

One pressure is multiraciality as exemplified in the “mark one or more” census option introduced in 2000. A second pressure pulling in a similar direction is diversity as a policy goal, now widely embraced from the military to the corporation to the university. The third pressure is the color-blind movement. This is in response to the dilemma of recognition, a phrase indicating that making race groups beneficiaries of policy can itself intensify group identities. This chapter presents the inspirational case study of Odisee University of Applied Sciences, a Flemish higher education institution that increasingly implements universal design principles in its educational policy and practices. The value of implemented measures in the domain of curriculum development, teaching and learning, and assessment will be discussed and analyzed through the UDL lens, as well as focus points and directions to take.
