This research project's objective was the development of a systemic disaster prevention paradigm. Disasters can generally be classified as either natural or man-made, although hybrid disasters also do occur. The research effort focussed on man-made disasters and numerous past disasters in all spheres of life were investigated. Man-made disasters are complex, systemic phenomena that can only be understood by adopting a holistic and systemic view. This high stakes world constituted the situation to be dealt with in there search project. The research work started off with a fixation on disasters in the mining industry. It was however soon realised that in all man-made disasters there are factors and dynamics in force that are industry and context insensitive.

This study investigates the relationship between disaster prevention knowledge, disaster prevention attitude, disaster prevention behavior and disaster management in a new training center in the central region. Comparing military training and active recruits in disaster prevention knowledge, disaster prevention attitude, disaster prevention behavior and disaster management;Analysis of recruits disaster prevention knowledge, disaster prevention attitude, disaster prevention behavior and disaster management between the relevant circumstances, as the future disaster prevention and education, education reference. Hotel guests stay at the hotel are less familiar with the internal and external environment. If the hotel staff has the correct disaster prevention knowledge, attitudes and skills, they not only are able to reduce the casualties and loss of property during the disaster, but also take the positive attitude to face the post-disaster rehabilitation and reconstruction task. The purposes of this study have two. First, the study would like to realize the disaster prevention knowledge, attitudes and skills of the hotel staff. Second, the paper analyzes and discusses the differences between three variables (disaster prevention knowledge, attitudes and skills) and demographic variables. Finally, ths study understands the results of the correlation analysis among the disaster prevention knowledge, attitudes and skills and to provide recommendations.   This study has pilot test. The subject is the hotel staff who works at hotels in Kaohsiung. Sixty questionnaires are valid and analyzed by the reliability, item analysis and content validity. Afrer reaching the qualified values, the questionnaire of the pilot test is developed into a formal survey. The samples of formal questionnaire are hotel staff who worked at hotels in Kaohsiung and Pingtung. The research makes use of convenience sampling method to obtain 319 returned and valid survey. Those question items are analyzed by the descriptive statistics analysis, t-test, Chi-square, and one-way ANOVA. The findings of the study are as follows. There are statistically significant differences between demographics (age, seniority and employee training) and the disaster prevention knowledge. There are statistically significant differences between demographics (age, seniority and employee training) and the disaster prevention attitudes. There are statistically significant differences between demographics (age, seniority, education, disaster experience and employee training) and the disaster prevention skills. There are positive correlations among the disaster prevention knowledge, attitudes and skills.   This study provides some advices on conclusions. First, the most important disaster prevention issue is to share individual disaster prevention experiences to each other;second, hotel managers may regularly promote employee disaster prevention education training;the members of the disaster emergency unit may be formed by senior employees who have richer disaster prevention experiences; meanwhile, they may lecture more disaster prevention knowledge, attitudes and skills to new employees;hotel sfatt is educated to be familiar with the operation of equaipment and understand the inspection procedures of fire equipment;each disaster that companies with the unique disaster prevention planning may be recorded, categoried, and integrated by the dataset so as to be the important essential for disaster management.

The disaster-prevention microgrid is designed to connect the smart inverter with the energy storage battery pack, it can integrate the power of renewable energy into the supply load of the municipal grid. It also can become a small smart microgrid system to operate independently and provide flexible power. By combining the Intelligent Energy Management System (EMS), proposed system can provide stable management and monitoring household energy use and reliable supply of electricity. This thesis designs energy management system with power dispatching function to build disaster-proof microgrid by integrating energy storage system、 hybrid ongrid inverter and standby generator. The energy management system provides two operation modes: normal operation and island operation modes. In the normal operation mode, the load is supplied by the main power or energy storage system. In case of main power is interrupted in the island operation mode, the load is supplied by the energy storage system or the standby generator. In the island operation mode, this study extract the voltage of the deep cycle battery pack terminal, when it is at a low potential and cannot maintain the supply load, the backup generator immediately goes online to maintain the normal operation of the load. The test results show that the energy storage system and the standby generator both can supply a stable power output in turn under both operation modes. Therefore, the performance and practicability of proposed microgrid built in this thesis can be verified.

The purpose of this study was to understand the situation on residents` disaster prevention education and disaster prevention literacy of earthquakes of Xinying. This study develops the questionnaires, the situation on Disaster Prevention Education and l Disaster Prevention Literacy t. The samples of Residents of of Xinying are 15 years old and a census register in April 2017, finally total number of 175 Residents of of Xinying returned the questionnaires. The data was then analyzed in SPSS 21.0 with statistics methods including description statistics, Factor analysis, one-way ANOVA, Scheffe-test and Pearson correlation. The Results are not significant variances of different personal background on disaster prevention education. And it also indicate significant variances of different disaster prevention literacy, including disaster prevention knowledge and disaster prevention attitude. There are fifty percent residents relieved the victims of a disaster and practice the class of training of disaster prevention of earthquakes. The main news channel of residents in Xinying is the head of a neighborhood. Finally, the results find the significant relationships between disaster prevention education and disaster prevention literacy of earthquakes. And the results find the significant relationships between disaster prevention education, disaster prevention literacy of earthquakes and the willing of practice to the class of training of disaster prevention of earthquakes. According to conclusion, provides the suggestion to residents in Xinying and Xinying District Affairs Office to promote residents` disaster prevention education and disaster prevention literacy of earthquakes.

Leisure activities play an important role in modern times, and Taiwan is located at the edge of west Pacific Ocean, between Philippines Sea Plate and Eurasian Plate.The location causes many typhoons and high frequency earthquake disasters, and typhoons may bring flood, mudslide and other compound disasters. People may under the threaten of disasters in their leisure times, therefore, the idea of leisure disaster prevention is very important when people is doing leisure activities. People can prevent from accidents when they know more ideas of disaster prevention literacy. The research was based on Quasi Experiment, 160 students were participated in the study, fifth and sixth grader students of Tucheng Elementary School are selected as research objectives. Implement pretest questionnaires before disaster-prevention teaching, and implement posttest questionnaires after disaster-prevention teaching and disaster experiential teaching.The purpose of this research is to understand the effect of implementing disaster prevention teaching and experiencing in the Fire Safety Museum in the fifth and sixth grade students in Tucheng Elementary School,explore the relationship between personal background variables and knowledge, attitude, skills of leisure disaster prevention, and to treat the correlation of disaster prevention knowledge, attitude, and skills, which are the three dimensions of disaster prevention literacy. Analyze the acquired data by statistics methods such as Descriptive Statics, T-test, Pearson Product-Moment Correlation and Multiple Regression Analysis. The results of this study were showed that: Students that receive the disaster prevention knowledge to “curriculums and teachers” the most, followed by “computer network”; in disaster experiences, the most is“earthquakes” and the second is “typhoons.” The gender of students, the whole pretest scores, and the scores after experiences have no significant differences. Genders have significant differences on posttest scores, and girls’ scores are better than boys’, but no significant differences in different graders. After disaster prevention teaching, leisure disaster prevention knowledge, attitude and skills are significantly positively correlated with each other. After students experience in The Fire Safety Museum, whole leisure disaster prevention knowledge and skills have whole leisure disaster prevention knowledge and skills have significant differences and obvious positive correlation. “Leisure disaster prevention knowledge” and ”leisure disaster prevention skill” have the most relevance, “leisure disaster prevention knowledge” and ”leisure disaster prevention attitude”, ”leisure disaster prevention skill” and ”leisure disaster prevention attitude” have no obvious positive correlation. After teaching and experiencing, students’ posttest scores are better than their pretest scores, and these findings reach a very significant level. The research shows disaster prevention educational curriculums and disaster prevention experiential education have obvious effects for increasing students’ disaster prevention literacy.

For the global warming, sea level is rising at a rate of 1 cm per year leading to climatic chaos, extreme rainfall has become more than before. The steep topography and excessive extraction of groundwater in Taiwan had resulted to inundation from flooding in many places during typhoons or heavy rain. Although many projects have been execution from 2006 to now and achieved a good performance, but still some inundation problem of indoor not be controlled when extremely rainfall at a short duration. The objective of this study is to resolve the problem of indoor inundation from flooding envation in immediately, to reduce the property damage and home harm of residents, make use of value Engineering Analysis to construct an effective system of flooding control by minimum cost.

Soil and Water Conservation Bureau, in the past few decades, have been training enthusiastic local leaders and elites to become debris flow disaster prevention volunteers with the hope of forming self-mobilized disaster prevention communities so that there can be local-based experts who may provide on-time alerts, report live information to proper authorities and thus may have impacts of disasters may be kept to the minimum or even be prevented. Debris flow disaster prevention experts have long been seen contributing a lot to disaster prevention education, evacuation thrills and best of all, disaster report. And their collection of rainfall as well as other hydrological information may come in as plus on top of meteorologists’ studies weather, appearing especially helpful during typhoon and torrent seasons; these experts have their crucial role in keeping our people safe. The current research is to compare and contrast the rainfall collected by these experts and reports at meteorological stations and the application of these volunteers’ data on disaster prevention. Results show that data collected by those volunteers and meteorological reports may be “completely congruent, completely incongruent and partially discrepant” and that may be attributed to (1) geological formation of the spot the volunteer reported from (2) distance between the spot the volunteer was at and the meteorological station (3) route of the typhoon. With Thiessen Polygons Method to categorize sections that a meteorological station may cover, the researcher discovers that an area that has a meteorological station, potential debris flow torrents, protected objects but no experts may need to be scrutinized as well. Contributions of a debris flow disaster prevention expert may include (1) to include information that rainfall report might miss out (2) to urge preventive evacuation (3) to boost necessary establishment of additional meteorological stations.

The retreat route is the main factor of disaster prevention space. The unimpeded network can provide resident retreat and ambulance or fire engine to the disaster area. In the past, the street width is the main standard of retreat route. Besides the width, the amount of retreat people and road closure also affect the disaster prevention function. This study is to construct an evaluation standard for disaster prevention function of networks on urban planning streets and established a method to design retreat route. First, discrimination model of road closure is built by factors of road closure surveyed in times of 921 earthquake in Taiwan. Second, the ratio of disaster prevention roads is used to represent amount of disaster prevention roads. The continuity index means the ability of network disaster prevention. Third, the cognition of residents is to analysis the degree of danger consciousness discrepancy from the continuity index. Finally, retreat route and emergency route are designed by critical road segments chosen by amount of retreat people, road closure, and the continuity index.

Taiwan locates in East Asia seismic belt with tropical and subtropical weather. In topography, it has more steep hills, and rivers are short and flow rapidly. Based on these characteristics, Taiwanese people generally suffer from typhoons, torrential rains, and earthquakes. After the 921 earthquake, the changes on geography and topography, and the loosen stratum, further result in higher risk to trigger catastrophe to cause heavy casualties and properties losses. In recent years, Taiwan's economy has been booming. In year 2011, reconstruction of cities and counties subsequently form six major cities, resulting in the more pronounced urbanization, which leads to significant housing price increase, frequent land re-zoning and more residential construction, and the population highly settles in the metropolitan area. Based on this situation, metropolitan residents should be more aware and cautious when faced with the threat of natural disasters. Meanwhile, the governmental agencies also actively incorporate administrative agencies to carry out community disaster prevention projects through the constructing a mechanism that well handles the resources to prevent the disastrous losses and protect citizens. The most critical part of the projects is the implement the disaster awareness and prevention. In order to effectively reach disaster prevention, it is essential to enhance community awareness for disaster prevention, and have more direct involvement of residents. However, the township district office is still defined as the first line of the disaster prevention unit based on the current “Taiwan's Disaster Prevention and Relief” structure. It is also still in the process of the "Disaster Prevention and Relief five-year medium- deep plowing plan". Nevertheless, the efficiency of current system, the influences on disaster prevention cognition, and behavior of the residents is still unclear. In order to establish more comprehensive disaster prevention and management system with involvement of the public, this study was performed to explore and identify the varieties, reveal the relevance, and recommend some possible improvements.

As an artery, the monetary system is belonging to important infrastructures, keeps the financial business flowing freely. Banking is the principal part of the monetary system, which helps the financial business and the currency flow, so as to keep the economy working and maintain the social order. Therefore, in order to keep the monetary system flowing freely, stable banking system is the crucial issue. Taiwan, locating on the circum-Pacific Seismic Zone, often suffers from calamity cases, which not only damage people''s livelihood but also affect social and economic development; however, these damages are not inevitable. If we take some prevention countermeasures, the damage can be reduced to acceptable level. As for the banking system, earthquake is the major challenge to keep it stable. The banking system still lack an entire policy against the damage of earthquakes; therefore, in order to put into effect the disaster prevention, emergency, and restore measures of earthquakes, it is necessary to set up the disaster and rescue policy against earthquakes, so as to decline the strike. This study, through the understanding of the banking system, the facilities of branch office and information center, analyzes the causes of the damage and the cases that collapsed during earthquakes, so as to provide proper advises on setting up the buildings to avoid damage. To draft disaster prevention countermeasures for the banking system according to “Calamity Precaution and Rescue Law”, “Principal Points of Calamity Precaution and Rescue for the Monetary System” granted by the Ministry of Finance, “The Emergency Policy Manual for the Monetary System” agreed by The Bankers Association, and the precaution manual against earthquakes published by Sakura Bank in Japan.

In recent years, manpower and material resources spent on disaster prevention by the government has increased day by day, mainly due to special geographical features of environment in Taiwan. Facing typhoon or earthquake, impact of natural disaster is usually hard to be avoided. Since higher and concentrated urban development and improper developing increased frailty of the environment, frequency and scale of disasters were also increased. During the disaster, road system shall be the first disaster prevention space in operation. Shelter and emergency rescue of victims of a natural disaster shall be supported by road. Road system is closely related to other disaster prevention and rescue space. Therefore, successful functions of each disaster prevention and rescue system must depend on normal operation of road system. Road construction has always been one of important tasks in improving disaster rescue activity and facilitating sustainable development of the country. Planning of disaster prevention road is the subject of great urgency. This study aims to collect and analyze domestic and foreign literatures and documents of disaster prevention road including magazines, thesis, books, websites and urban disaster prevention system planning sampling project of government. Analytical Hierarchy Process (AHP) is adopted to analyze disaster evaluation factors of road during earthquake and establish the database, as reference of relevant governmental organizations for purpose of disaster prevention planning.

For example, to deal with the disaster of river overflow, many engineering approaches could be taken, such as “heighten riverbanks” , “upriver slack”, “broaden river way ”, and so on. But which method is the best choice? Many factors should be considered, such as geologies, landforms, land-ownerships, the slopes of riverbed, contractors’ abilities, budgets, time-constraints, transportations, nearby-residents dispute, and so on. As a result, to making great decisions for river disaster prevention engineering methods required copious experience and knowledge. After a long-term practice, a junior engineer could become a senior one with abundant experiences and knowledge. Then he or she knows how to choose suitable methods to solve problems. However the senior engineer will retire soon. How to keep the experience and knowledge of the senior engineers for young engineers becomes a very important issue. This research is aimed to build up knowledge-database for river disaster prevention, through in-depth interview with experienced engineers (experts). We organized the obtained expert knowledge in the form of a matrix. The knowledge matrix not only stores artificial intelligent river disaster prevention knowledge, but also provides a mechanism for computers to retrieve knowledge and make good decisions. A web-based expert system has been established named “Artificial Intelligent River Disaster Prevention Expert System” (RDPES). The RDPES simulates the scenarios when a young engineer asks for advices from a senior engineer. The RDPES starts at prompting a series of questions like senior engineers. According the question are answered, the RDPES will propose engineering methods for river disaster prevention.

As in recent years, Taiwan has suffered great damage from climate change and frequent earthquakes, to develop disaster preventive cities has been considered effective measures to offer residents a safe environment. This research, with its focus on anti-seismic construction and a case study of disaster preventive urban renewal, it is designed to investigate the seriousness of the construction of the buildings by earthquakes and the peril of public security. The research has analyzed all the disaster prevention and rescue systems, the anti-seismic measures, as well as the theories and practice of disaster preventive urban renewal. It is anticipated that the disaster prevention and rescue system will be enforced, that the earthquake disaster prevention measures will be improved and that the efficiency of disaster preventive urban renewal will be raised, the public security and safe living environment will be ensured. This research has collected much related information from the files of various government departments, including Construction and Planning Agency, National Centers for Research on Earthquake Engineering, the Government of Taipei and New Taipei. Also, the researcher interviewed 13 people, including officials, specialties and people concerned by means of purposively sampling. Whereas, the issues regarding how to prevent disasters, how to rescue after earthquakes, and what is the benefit of developing disaster-preventive cities have been analyzed and explained. Finally, suggestions have been made that disaster prevention and rescue system been enforced, the measures of anti-seismic constructions be promoted, and that disaster preventive urban renewal be motivated. However, legal academic and industrial organizations should reach an instructive agreement regarding practical process and systems. It is our target that our achievements can be a valuable reference for further researchers which can lead to disaster preventive urban renewal.

Flooding and typhoons have become increasingly serious in Taiwan as a result of their greater intensity and heavier rainfall. After the 921 earthquake (the Jiji earthquake), the soil and rock structure has become looser and softer. Continuous hillside developments have resulted in degraded soil and water conservation . Major disasters are thus likely on mountain roads whenever an earthquake or heavy rain condition occurs. The post-disaster reconstruction cost has also been far beyond imagination. These factors show the significance of disaster early warning and reporting. For many dangerous sections of mountain roads, monitoring, reporting and early warning mechanism systems have not been established to monitor the slope, ground water level, wind, river water level and rainfall. The road safety status is still updated based on information collected by patrolling personnel or road users through various communication means. Road users’ lives and properties cannot be assured due to this imperfect early warning and reporting system. This thesis constitutes a complete overview of disaster prevention and the rescue warning/monitoring/reporting system. Aiming at the disaster prevention and rescue reporting system used by the Taiwanese government, we have designed an emergency telephone system by combining Mobile Phone System, Public Switched Telephone Network (PSTN) and Voice over Internet Protocol (VoIP) technologies. The system design has been tailored to achieve a sufficient reporting function when disasters hit, and it aims to keep casualties to a minimum. This system must adapt to Taiwan’s natural environmental conditions, which consists of many mountains and mountain roads, as well as a hot and rainy climate. The system design requirements include stability, high compatibility, rapid deployment, simple operation and reasonable cost. A backup mechanism should be self-sustaining and able to continue to operate under harsh environment conditions. In addition to introducing system functions and operational principles, this thesis incorporates graphic illustrations to describe and conduct an effectiveness analysis to prove that the system has feasible and effective functions.

In order to understand the exact disaster prevention education is the education system to the various stages of implementation, must undertake a survey and other research work. Although The Ministry of Education to construct the data-rich campus teachers and disaster prevention plan accomplishment detection database in 2013,the study of the structure of its final report only use average to compare the indicators. This study research into people's surveying situation by one-way anova according to disaster knowledge, defence knowledge, reaction knowledge, disaster prevention awareness, disaster prevention values, disaster prevention responsibility, preparations and reactions. The results show that the indicators of primary to enhanced as followings : (1) The reaction knowledge of pre-school by hillside, earthquake, flood and fire. The suggestion for the disaster prevention education-related recommendations are provided. These conclusions could be proposed for future applocations and analysis.

This research is mainly to discuss and improve the current situation of disaster prevention education and the abilities of the residents in the Laiji village of Alishan township, at the Chiayi County. This was investigated by the use of questionnaires, which surveys the relationship between the background material and the knowledge relating to disaster risk reduction, including aspects such as disaster prevention knowledge, methods and skills, utilising the SPSS v22 software to study samples. This was done in order to understand whether the different background materials regarding disaster prevention literacy has any statistical significance. Additionally to discuss the difference between disaster prevention knowledge, disaster prevention manner, and disaster prevention skills, which has lead to a positive correlation between the aspects of skills, manner and knowledge, with the desire to achieve a better Disaster Risk Reduction through education.   The results found that, firstly the elderly have insufficient disaster prevention knowledge, and secondly the women have better performance, skills and attitude than men regarding disaster prevention and disaster prevention skills. Thirdly, people in the military, government and business departments are more willing to upgrade their skills and knowledge in relation to disaster prevention when facing a disaster. Fourthly, the higher income residents have a better disaster preparedness. Also, residents who browse the internet have enhanced knowledge and skills, as well as an improved attitude with regards to disaster prevention. Furthermore, people in the community service or disaster prevention industries have a better knowledge of disaster prevention and have a good attitude. Finally, we found a positive correlation between knowledge, attitudes and skills of the three aspects of disaster prevention.

The 345KV Chungliao-Lungchi extra-high voltage power transmission tower, numbered 326, was co-constructed with the 345KV Chiaming-Lungchi EHV transmission tower numbered 199. The said #326 tower collapsed on July 29th, 1999 (729) because of serious slope slide due to continuous heavy rain and caused extensive blackout in Taiwan. Followed by this incident was the Ji-Ji Earthquake at a magnitude of 7.3 occurred in the central part of Taiwan on September 21st, 1999 (921). In addition to a death toll of some 2000 caused by the catastrophic disaster, some critical EHV substations and over 600 sets of transmission towers were also violently destroyed or fatally damaged by the earthquake and aftershocks. Although Taiwan Power Company (Taipower) organized an emergency force task to make immediate repairs, it still brought tremendous negative influence on power supply. These two natural disasters not only declined Taiwan''s economic development but also had a negative bearing on the quality of local people''s daily life. Power transmission lines have obviously acted as a life lines of this island country. With active faults scattered around the island, Taiwan is typically an area prone to natural disasters such as occasional earthquakes and regular strong typhoons in the summer time. Owing to continued economic growth in the past, local people are densely populated in urban areas, and surrounding slops are in the process of over-development. Under this over-development, lands at slops are subject to slide and normally short of holding capacity. This also makes power transmission towers usually erected at slopes in great risk and possible danger. How to make a disaster prevention plan and work out a contingency response scheme to minimize the loss turns out to be extremely important. Taking Taipower''s contingency project system operation experience at the above-mentioned 729 incident and 921 Ji-Ji earthquake as exemplary explanation, thesis is aimed at study of the function and operation of their contingency response system, including their contingency command center, contingency measures, reporting system, supporting work, etc. This study is supported and compared with contingency measures taken by the advanced countries like the United States and Japan in the field of power transmission. And a more feasible transmission line contingency prevention strategy is worked out as a conclusion.

In recent years, there are numerous serious disasters caused by climate changes. These life-threatening, environmental disasters are becoming more critical, and the whole world should face this important topic together. In August 8, 2009, Typhoon Morakot took Taiwan by surpirse. Within three days of heavy rainfall in central and southern Taiwan, the typhoon caused immeasurable damage. The disaster highlighted the lack of knowledge for disaster prevention among people. When the typhoon struck, people could not immediately formulate correct responses. Therefore, to enhance disaster prevention awareness, we propose to establish disaster prevention maps into each person’s life. In this study, we considered landslides caused by Typhoon Morakot as an example to construct disaster prevention maps. The landslides occurred mainly in a number of high Nantzuhsienchi basin. Particularly, by empirical formulas of landslide and debris flow, we designated dangerous areas and landslide losses in the Maya village Namasia Area within the Nantzuhsienchi basin. Then, we launched a 3D Disaster Map website. This disaster prevention map website is divided into five parts, namely, layer information, 2D Google map display, 3D map display, navigation control and the tools menu. We offer users with a simple and clear online spatial information system. Thus, we provide opportunities that enhance user participation, and also establish concepts of landslide disasters for locals.

Mountain roads through the use of human development, a typhoon or heavy rain invasion can cause the occurrence of debris avalanche slope landslides and other disasters. The mountain roads was disrupted traffic and caused damage to the security of harm people and vehicles. There are many causal disaster factors in the mountain road, it is very urgent to propose the improvement. In this study, the causal disaster factors and characteristics of the mountain road disaster can be analyzed from the literature review and expert interviews. Identify prevention and relief response, and then be remitted through a questionnaire survey. A mountain road disaster prevention reference was provided to reduce the incidence of casualties.

After the Taiwan 921 earthquake, community building becomes the basic idea of post-disaster reconstruction plan of the community. The implementation of disaster prevention plan must be based on the autonomy of community disaster prevention mechanisms, through the construction of software and hardware to achieve the goal of disaster prevention community, and to enhance the awareness of disaster risk. This study was performed to investigate community building in the Taiping District, one of the 921 earthquake reconstruction area. The geography of Taiping District includes high mountains, hills, plains, basins and other terrain. The humanistic environment includes emerging metropolitan area that along the Taiwan 74TH expressway near Wu Creek, and the west the Tou-Pien-Keng Creek, as well as the leisure agricultural area in the east the Wu Creek and Tou-Pien-Keng Creek. The diverse geographical and humanistic environments, disaster types, and residents' awareness of disaster prevention, result in extremely different expectations of the disaster prevention project. This study firstly reviews the mechanisms and operations of disaster prevention systems in various countries. Through the case studies, surveys, and statistical analyses to review, organize, summarize, and discuss the core issues of the current system. Based on our study, we recommend Government some improvements to enhance the current disaster prevention and rescue system.

Abstract Taiwan located on the main path of typhoon in west Pacific Ocean and is on the boundary of Eurasian Plate and Philippine Sea Plate, which is central pacific seismic zone. Due to the location, earthquake, flood, landslides and earth flow are all pretty common in Taiwan. There are 73% of popularity are exposed in three kinds of different natural disaster at the same time. The percentage is high to 99% if the condition is exposed in two kinds of different natural disasters at the same time. Therefore, Taiwan was listed as global risk-prone area. Due to the process of industry and technology, all kinds of massive man-made disaster happened one after another. It became the issue that people in Taiwan must take serious about. From the experience before, large-scale disasters sure caused massive lost and damage. There are some places are same as Taiwan, they got a lot of natural disaster but every time they can keep the damage within a limited range. On the other hand, there are also some places can’t react well when the disaster happens. The population casualties and lost of property will be massive but the disaster scale isn’t really that serious. After analyzing, the main difference is how people and government react while the disaster happens. This is the most critical factors. This is the discussion of disaster prevention and response progressing in Song He Community located at 29kilometer, Tai 8-line, He-Ping District, Taichung City. The grass root of the community is the main subject to develop voluntary disaster prevention. Based on the disaster prevention group, we added rescue and fire fighting facilities and first aid. Let the public personally be part of the system and learned disaster prevention related knowledge. We will focus on strengthen the prevention of fire, disaster rescue and first aid. With learning the related information and rescue, it can inspire people to have awareness of disaster prevention. It can also raise the precaution of “Defense, Refuge, and Eliminate”. People can evacuate quickly to cut down the number of injuries and deaths. By doing so, we can reach the goal of self and mutual aid. Our purpose is to reduce the impact of people by establishing and implementing he concept of disaster prevention.

Taiwan is located in the typhoon region of Western Pacific Ocean and in Pacific Ring of Fire, a zone of frequent earthquakes and volcanic eruptions resulted from Eurasian Plate, Philippine Sea Plate, Pacific Plate, and so on. Since they cannot be avoided, we must have positive responses. However, we don’t have real controls in geological characteristics where we are. In this thesis, Taiwan’s absolute location and landscapes and major disasters which we are facing are described in detail. And viewpoints are proposed after the systems of disaster prevention and rescue in US-Japan advanced countries and in Taiwan are thoroughly analyzed. Hopefully the tasks related to the handling of disasters such as notification, evacuation, taking refuge, rebuilding…. can be effectively carried out and blind spots in disaster prevention and rescue can be avoided. Disaster Prevention Act in Japan has its own characteristics. Its operation plans originate in the law and technical specifications are produced in accordance with the plans. Each level has its various plans and detailed implementation specification. Therefore each disaster prevention work can be carried out and inspected. It is worth mentioning that the United Stated passed Disaster Relief Act in 1969. The responsibility of the federal government's disaster prevention was expanded. With the change of time and space, decree, organization and operation are constantly amended, set up and reorganized. Taiwan's Disaster Prevention and Response Act went through many stages of evolution: no law-making period from the August 7 floods to the 1964 Paiho Earthquake, the period of operating procedures from 1965 to 1994, Disaster Prevention Program promulgated by Executive Yuan on August 1994, the drafts of Disaster Prevention and Response reported by Executive Yuan on September 1995 and then an official letter to Legislative Yuan for deliberations. Due to the 9-21 earthquake of 1999, the Act was accelerated to pass third reading by Legislative Yuan. Three parts are mentioned in Disaster Prevention and Response Act: disaster prevention, disaster response, and recovery and reconstruction. Each organization’s missions are clearly allocated. As for the Prevention and Protection Organization System, the United States adopts three-level system “federal-state-county”. In view of the accident of the radioactive releases at Three-Miles Island Nuclear Generating Station, Federal government was concerned to integrate emergency response affairs. President Carter merged ten emergency response affairs of five federal administrations on the basis of Presidential Third Administrative System Reorganization Plan and then set up Federal Emergency Management Agency called FEMA for short. FEMA is in charge of major disasters and reports directly to the president. It’s been a powerful force in helping reduce, prepare for, deal with, and recover from single disaster or compound disasters. Japanese Disaster Prevention and Response System includes three-level system: central, prefectural, and municipal levels. Each level has its own disaster prevention plans and also has its responsibility to communicate, coordinate, and push forward every disaster prevention programs. Central Government sets up Disaster Prevention Department in the Cabinet which is conducted by Prime Minister. And there are five counselors responsible for main affairs. After analyzing Japanese Emergency Response Basic, we can comprehend that disaster prevention in the municipal level is most valued. It’s the main core in primary prevention and protection organization. The frame of Taiwan’s Disaster Prevention and Response System came from Japan’s. The frame and the whole ideas were complete and integrated. However, after going through the ordeals of major disasters such as the 9-21 earthquake, Typhoon Toraji, Typhoon Mindulle, Typhoon Morakot and so on, Taiwan did not act as efficiently as Japan. That is because there are many important factors influencing local prevention and response command. The factors are as follows: operation groups, disaster prevention plans, commander’s abilities to disaster response and management, communication equipment, education and training, coordination and assistance among cities and counties. Therefore under current conditions, central and local authorities should work together and accomplish tasks in order to meet the spirits of local autonomy and the purpose of the country established.

Due to the inappropriate natural environment and the land crowded people in Taiwan, there are lots of natural disasters to cause huge damage in people’s life and property. Because of the extraordinarily variation climate in the whole world these years, it causes floods or droughts happened frequently. Furthermore, the weather forecast for typhoon can not exactly predict, such situation lets torrential rain coming suddenly to launch landslips, debris flows and floods. In these hazards of natural disasters, no matter any disaster happened, It is very important in Taiwan’s disaster prevention engineering which is more emergent demand and rigorousness than in other countries. Especially, rock fall disasters usually happen without any obvious symptom. It can make huge calamity with its high kinetic energy and speed. Thus, it’s an important and worth research in disaster prevention engineering to prevent and reduce casualties. To reach the objective of this dissertation, this research considers EPS in crash proof and anti-impact. The research uses a series of physic-experiment to catch on the base characteristics of EPS. And then, the purpose of drop ball test is to identify the relative of the height vesus the deformation of EPS samples after impacting to derive momentum. The purpose of impact test is to recomize the stress-strain figure and catch the destroy condition of EPS sample with a high-speed video camera. Meanwhile, quality observation of EPS manufactory was done to analyze the stability of the EPS manufactured and to point the possible reasons of the flaws in manufacturing procedure. The research achievement of this essay can provide the guidance for disaster prevention engineering of anti-rock fall.

According to the " All-out Defense Mobilization Readiness Act", it is mainly in the implementation of the mobilization preparation period, and with the " Disaster Prevention and Protection Act" to support disaster prevention and protection work, and disaster management business purpose of the competent authorities for the Executive Yuan Disaster Prevention Office and The Ministry of the Interior to take responsibility for the success or failure of the operations, and serves as the protagonist, while the Ministry of Defense is a supporting role. On the whole, because the normalization of natural disasters cannot be reversed, disaster mental health mechanism is one of the mechanisms to deal with disaster. This thesis is based on the disaster prevention mechanism and the disaster mental health mechanism as the research focus, through the public policy research way, using the literature analysis and the comparative research method to study selected cases. Both the disaster prevention and protection mechanism and disaster psychological health mechanism are the purposes of the Executive Yuan Disaster Prevention Office and the Ministry of the Interior, Ministry of Health and Welfare. In order to facilitate the study of this paper, we distinguish between national calamity psychological health mechanism, the military class disaster health mechanism in the analysis. For the national class of disaster psychological health mechanism, we use the 921 earthquake and SARS incident as case studies. We select the 921 earthquake because the disaster gave birth to the " Disaster Prevention and Protection Act "; we choose the SARS incident because our government set up six emergency response center (EOC) after the disaster in 2004. And as follow-up, there emerged the relevant laws and regulations, "Central Epidemic Control Center implementation approach" and "regional emergency medical response center operating methods." For the disaster of the military class of psychological health mechanism, we use the Morak windstorm and the Eight Immortals dust explosion as case studies. When the Morak windstorm occurred, the specific structure and mechanism of disaster mental health have been set up under the name of "Disaster Mental Health Service Plan" approved by the Executive Yuan on August 8, 2005. The reason for the selection of the Eight Immortals dust explosion is that the case was listed as the top 10 disasters affecting people's mental health in 2015. Finally, this paper adopts the concept of results evaluation in public policy assessment, and discusses the impact of disaster psychological health mechanism, and puts forward the findings, review and suggestions, and hopes to contribute to the studies of disaster psychological health mechanism on the national and military levels in terms of theory and practice, allowing all of us to maximize the positive effects in future disaster relief operations.

Abstract The basis of this study was to analyze the desire and feasibility of establishing disaster prevention communities within potential disaster areas in Changhua County. The study would further develop community coping strategies by examining the residents and current organizations with different variables. In the main scope of this investigation, a total of 180 questionnaires were distributed to residents of five pre-selected towns. These included Changhua City, Da Tsun Township, Yuan Lin Town, Erh Shui Township and Bei Dou Town. There were eleven geographic areas currently identified as high risk for flood or landslide activity. A descriptive statistical analysis with chi-square testing was used to evaluate the hypothesis of this study. The conclusion of this investigation demonstrates the following; the majority of residents consider efforts in disaster management provide adequate prevention and a reduction of damage and show willingness to participate in program development. However, there are still nearly half of residents who are either required to depend on the situation or show no personal willingness to participate. It indicates that there remain issues to be solved. The study further demonstrates that "Community Mutual Support Team" and "Community Development Association" are considered to be the most suitable organizations for these tasks. The results further demonstrate that the population considers the Town Chief to an indispensable member of the development and execution of the community's disaster management plan. While there remains a dissimilarity toward the population willingness to personally participate in neighborhood organizations, residents understand the cause and effect of disasters. A majority of respondents consider that it is important to integrate both the internal and external resources of the community. Regarding the difficulties in promoting disaster preparedness, the lack of continuity is generally regarded as the main cause of inadequate outcomes. With the study demonstrating a general lack of awareness and knowledge regarding disaster management among the residents; more relevant community education and awareness programs should be provided. Finally, the study provides important data, summaries and recommendations that can be used by authorities concern as well as a basis for future research efforts. This paper is Earthquake Disaster Prevention System with IoT Function and Follow-up Disaster Response Processing Program Design. The purpose is to send instant alarms when the earthquake coming and remind people to escape in the first time. It uses the Linkit 7688 to connect to the Internet of Things (IOT). The user can receive an instant notification in the Earthquake Monitoring Program to remind people. It can also possible to remotely control the internet of things equipment through the Earthquake Monitoring Program to ensure the safety of peoples lives and achieve the disaster reduction. The disaster prevention device uses a Three-Axis Accelerometer as sensor to instantly detect the seismic acceleration change of the earthquake, reads it by using a microcontroller, and uses an algorithm to calculate the reading value as a basis for vector synthesis calculation. It improves the inconvenience of operation in the past system and add the function of transmitting the three-axis acceleration value back to the computer through Modbus serial transmission to monitor the timely earthquake information.

The purpose of this paper is to study the safety management and disaster prevention of gas stations. Three parts are involved in the study. The first part is the performance of risk assessment of gas stations via brain storming and discussion among the workers at the gas stations. The methods of Preliminary Hazard Analysis (PHA) and Hazard and Operability (HazOP) are used to complete the assessment work. Fire & Explosion Index (F&EI) is used in the PHA to study the relative hazard levels of the oil storage and refueling areas in the gas stations. The method of Hazard and Operability (HazOP) is used to determine the potential causes, probability of hazard occurrence, and appropriate facilities for disaster prevention. The risk levels of the oil storage and refueling areas are constructed using the risk matrix. The consequence of a disaster and its severity are also studied using the information obtained in HazOP assessment. In the second part, strategies for safety management of gas stations and procedures for emergency operation are proposed based on the results obtained in the first part. Finally, we perform the HazOP analysis again for the gas stations with corrections and improvement. The results show that the risk levels of the gas stations become lower and this outcome validates the suitability of the proposed strategies.

This study was aimed to collect relevant literatures and reports of domestic occurence of mechanism for disaster prevention and relief refuge, the article reports and the analysis and sorting mechanism for anti-disaster shelter in Taiwan.Moreover, the disaster prevention systems in Japan and the United States were compared to analyze and discuss of hierarchical structure. This paper discussed the following three methods (1) document analysis, (2) legal research methods,(3) comparative analysis. Finally, integration of data concluded that the public is belated response when facing disasters. The government needs to improve advocacy of the concept of pre-disaster evacuation in alert areas. Disaster prevention and relief system at all levels need to be integrated, as well as the usual diligence exercise. Disaster prevention of central government is too complex, too much administrative procedures when facing disaster relief so that rescue time is delayed.The type, content, style, method and timing of release of alarm signal should unified and consistent to avoid confusion the affected people. Reconstruction funding of local government is distributed unevenly and leads to the victims can not be successfully rebuilt. The first line of relief township (town, city) hall in general lack of funds, which will not smooth implementation of disaster relief missions. Disaster Prevention and the national army should be increased training hours, and consider disaster relief missions as one of the tasks.

So it is urgent to familiar with the method of refuge during earthquake and even do a good job of crisis management plan for post-earthquake reconstruction. This study is from childhood to develop the capacity of response to disasters and incorporate disaster prevention education in life education of schools education system. Why other countries can do this? and Taiwan can not do. The reason is disaster prevention education in our country did not start early. In this study, we used expert interviews and a questionnaire survey. Based on questionnaire survey results, researched in earthquake disaster prevention and advocacy implemented direction and gave the recommendations for improvement. Disaster prevention education, disaster prevention planning should be localization , combine into daily life, integrate into normal family life into the community. The establishment of the national disaster prevention and literacy, in the face of the disaster to be able to self-rescue and self-help, and then mutual aid community to help each other. By the earthquake disaster prevention advocacy enhance the awareness of government and the national disaster prevention. Not only construct a sound and consistent education for disaster preparedness and disaster prevention planning to reduce the losses suffered by the earthquake disaster but also can be used as the basis of the national disaster prevention sustainable development.

Typhoons and heavy rain strike Taiwan frequently, which often leads to floods. People in flooding areas worry a lot with the coming of the rain season. Floods overflow bridges and even damage them, risking the passing vehicles. The aim of this study is to notify the low-lying residents and the relevant units by means of siren, light, and message before the occurrence of the disaster. Thus, people can operate in advance and stop vehicles in time from going on bridges or down to underpasses to avoid property loss and to reduce mental pressure. The system uses the Matrix Eblocks embedded teaching development platform. The system can detect the river water level by a level sensor. When the water level reaches the warning level, the system will give out a siren, turn on warning lights, put down bars to block the bridge, and then send SMS through GSM transmission module to mobile phones. It can notify the relevant units to operate and evacuate residents in the flood warning area instantly and securely. The software is based on Flowcode V5 flowchart-style program to achieve our desired effect.

So the research first to discuss the characteristic of the common ducts, and disaster and reason of the public utility pipelines. Second, analyse the kind of disaster and reason in common ducts. Last, set up the strategy of disaster prevention management for common ducts. The purpose of this paper isto discuss the effectiveness of safety management in gas station and propose a method to prevent disaster in oil storage. The research includes three parts. In the first part,risk assessment is conducted through preliminary hazard analysis(PHA) and hazard and operability analysis (HazOP). The data was collected with gas station personnel. In the preliminary hazard analysis,the oil sump area and the tanker area were analyzed by the fire and explosion index (F&EI) to understand the severity of fire and explosion in these area. The possible causes and hazards as well as the preventive measures of the gas station disaster are analyzed by the hazard and operability analysis,and the risk level of the oil sump area and the refueling area is obtained by using the risk matrix to evaluate the consequance and the serionswess of the disaster in gas station. In the second part,according to the HazOP analysis in first part,a safety management is proposed In the last part,the effectiveness of the safety management is assessed by HazOP analysis and a comparison is made. The analysis result shows the proposed safety management is effective. The risk values of storage tanker and oil sump area are both from 2 or 3 to 3or 4. Therefore,this proposed safety management is verified to improve the risk level in gas station.

Taiwan's geographical environment is often affected by various natural disasters such as typhoons, floods, earth-rock flows, slope collapses, earthquakes, etc. According to the World Bank's Natural Disaster Hotspots:A Global Risk Analysis reported that the land area facing natural disasters in Taiwan and the population threatened by disasters are more than 90%, ranking first in the world. In addition, the 2015 The Lloyd's City Risk Index 2015-2025, a survey report of the Risk Research Center of the Judge Business School of the University of Cambridge, assesses the susceptibility of 18 major disasters in 301 major cities around the world. Taipei is the most vulnerable city in the world. In recent years, when major disasters occur, the government will requisition the military to assist in disaster relief. The military also advances toward the work of disaster relief, such as combat. However, everyone who has service the military knows that "operation depends on command and command relies on communication “ . It is the same principle of thinking in the military. Similarly, disaster relief is also the case. Without communication tools, disaster response commanders cannot grasp the immediate situation of disasters, which will cause greater recovery costs and costs for society. However, Taiwan’s various factors Such as: politics, Act ( eg. Government Procurement Act, Local Government Act) ... and so on, resulting in the communication of disaster relief units all in their own affairs, most units can’t communicate, causing many delays and troubles in disaster relief. This research use the practitioner's own practical experience in disaster prevention communication, and interviews some domestic and authoritative scholars or related personnel in the communication field by interviews. The researchers record and analyze the results. Find out the current lack of Taiwan's disaster prevention communication mechanism and improvement methods, and propose a mechanism and recommendations for the integration of disaster emergency communication for Taiwan.

The Article 4 for Security Guard Industry Act define the “Security Defense” that is “Preventive activities in connection with the potential nature disaster as well as potential man caused damage.” Therefore, the key point that distinguish whether an activity is in the field of Security Guard or not, is to view, whether the purpose of this activity is orientated or not onto the prevention for nature disaster and man caused damage. The Executive Judgment No.01643 dated 14 September 2007 arose from Spring Court, concluded that the Preventive Management for the building in the Taiwan, Republic of China is classified was put under the business of Security Defense Industry. The motivation for writing this paper is to classified the issues of Security Defense and Security Management, and also to find out the positive way of competition among varieties of business, so to upgrade the Security Management, Security Control and Early Warning for the building in the Taiwan, Republic of China. For making sure whether the Security Management is equivalent to the Security Preventive, we should make sure at first that whether the Security Management is one branch of the Management Sciences. Henri Fayol consider the Management Activity should content at least 6 functions such as Prediction, Plan, Organization, Leadership, Coordination and Control. Unfortunately, damage is usually unpredictable, and thus it is usually called “Accident”. Since accident is the damage out of control, most of Security Damages are belongs to this kind of uncontrollable issues, how could we call it Management Science? The Murphy theory is Prediction, H.W.Heinrich theory for Dominoes is inertia, how it be that? before damage/disaster happened, there is no any inertial or rule for all causes of disaster or strings of damages, that we can aware to make some management or prevention in advance. Since we are not able to find out the inertia/rule of the disaster, so we can not predict the risk, damage and disaster, that is why Security Management could not belongs to the field of Science, and so, the conclusion of the Executive Judgment No.01643 dated 14 September 2007 arose from Spring Court would not be controversial. However, if we can find out the inertia and rules of the disaster, we could manage Security in science measure, and then, above mentioned conclusion of Spring Court might be some controversial. 「 You never know what will be happened next minute.」Damage and Disaster would not easily be predicted, uncertainty is the Achilles heel of the Security Management, nonlinear Chaos Theory opened a window for this field of study. Chaos is not uncharacterized, Chaos contents random, sensitivity, fractal, university and standardization. Certain unified order existed in the Chaos, and this is applied in today’s science. Is there any hidden order inside the Security Damage or Disaster? This study took several accident as samples such as double deck bus falling from bridge in Hong Kong, trampling accident in Shan Hai, tour bus falling in Taiwan, gas explosion in Kao Shung, dust burst in Taipei playground, AF4590 air accident, and also, some significant accidents happened inside Taiwan in this 20 years. Chapter 4 of this paper, we will discuss the inertia and rule explored from the accident abovementioned, the exploration could tell us that the damage and disaster could be predicted and could be prevented in advance. There are many disasters frequently occurred in Taiwan due to extreme rainfall events coupled with the fragile geology. According to disaster Prevention and Protection Act, central and local governments should establish the potential hazards map for mitigation, prevention, response and reconstruction during pre- and post-disaster. There are many potential disasters such as slope disaster, tsunami, flood on Dajia District, Taichung City. GIS disaster prevention maps are the most suitable to mitigate, prevent disaster after comparing the current categories of disaster map. Besides, SIMULEX, software of emergency evacuation, could simulate evacuation time, behavior, path planning to analysis the security of the shelters site. According to the simulation results, the application of prevention education, and rescue training were discussed. Furthermore, the GIS disaster prevention maps could not only describe disasters potential characteristics of the study area but also establish the strategies of disaster mitigation and rescue plan to strengthen the capacity of disaster prevention, preparation, and warning. It’s useful for disaster prevention officer to disaster information integration, response strategies, and prevention systems strengthening.

After the disaster happened, what people need the most is first-hand information in order to look after their family and their own safety. To understand the process and the outcome of spreading knowledge clearly, [spreading the information of disaster] plays an important role in this situation. The characteristic of this area is that people gather and work together via internet, to accomplish the organizing, filtering and presenting of information. Using internet on a mobile device has become a necessary part of modern day people’s life. This research uses the participation of social media as theoretical foundation, disaster prevention literacy as external variable, to discuss the participation of social media’s affect on DISASTER PREVENTION literacy. This research uses internet questionnaires by google. After pre-test, this questionnaires have a certain degree of reliability and validity. Totally 408 questionnaires were sent out, 393 were recollected, 15 invalid questionnaires. Reliability and validity assessment by SPSS 20, descriptive statistics, Pearson correlation analysis, and regression analysis are all the data takes. The results we get from the research are :Watching, interaction, and creativity have positive influence on disaster prevention literacy and disaster prevention knowledge, which means, the higher score you earn from watching, interaction, recommanding, and creativity, the better disaster prevention literacy and disaster prevention knowledge you get. Only the interaction has the negative influence on the disaster prevention literacy, disaster prevention knowledge, and disaster prevention attitude, which means, you don’t have to discuss or comment on the relevance issue when you are good at disaster prevention knowledge, skill and attitude.

In recent year, due to the extreme climate effect and over-development by human being on slopeland, during the typhoon season, a lot of serious disasters, such as debris flow and landslide would happen. These phenomenons would not only threat the human life and properties, but also cause the loss of social property especially in remote mountainous areas. Once the scale of disaster and scope continue to expand, government and non-government relievable resources can not be carried out for the first time into the disaster areas due to topography, climate, and other factors. It may miss the gold rescue period. Training local residents with the disaster prevention related knowledge and skills are the best way to avoid disasters and losses widen. Soil and Water Conservation Bureau, Council and Agriculture, Executive Yuan invest funds to train debris flow disaster prevention volunteer actively. In this study, debris flow disaster prevention volunteer training materials was collected from 2005 to 2011. The objectives of this study are making recommendations to serve as a reference for future disaster prevention and mitigation. The results show that: the training plan access to a high degree of support and affirmation. There is great help for the promotion of debris flow disaster prevention and soil and water conservation. In highly potential debris flow stream area, people are more active to participate the training plan. The content of training courses should according the local condition, which is an important factor for the effectiveness of training.
